Commissioners Set Culvert and Severance Fees

The regular meeting of the Fannin County Commissioners Court was called to order Tuesday, August 11, 2020, at 9:03 a.m. by County Judge Randy Moore, at Bonham City Hall, and via teleconference. Judge Moore established quorum; all Commissioners were present. The invocation was given by County Treasurer David Woodson. Major James Manis led the pledges. There were no special introductions. 5 Public Forum: One resident shared his concern for the condition of County Roads 1010, 1015, and 1020, especially in wet conditions which render them nearly impassable without 4-wheel drive. Though the nearby sand plant does not use these roads, many of its employees as well as an elderly community live along with them, and the resident believes that in the event of an emergency, the roads will prevent first responders from arriving in

time. The sand plant has donated time and materials to mend portions of 1010, but the others must be addressed before the rainy fall season worsens the situation. 6 Judge Moore reexamined Governor Abbott’s Executive Order GA-29, which mandates mask usage throughout the state, but which allows for counties with Covid-19 counts consistently lower than 20 to apply for an exemption. He stated the current count in Fannin County is 9 active cases, which is up from the 0 of last week but still well beneath the threshold for the exemption, and considered signing the exemption form, a move which Health Authority Dr. Froelich endorses. Judge Moore emphasized that if the exemption is achieved but the case count goes above 20, masks must be worn again and the exemption reapplied for later. Commissioner Whitlock was concerned with a recent report of more Covid-19 cases that have not

Volunteers and staff of the Fannin County Children’s Center gave away free school supplies to nearly 700 students. Press Release - Nearly 700 students from all over Fannin County received free school supplies on August 8 to start the new school year, thanks to a generous community. This year marked the 24th year that the Fannin County Children’s Center has provided school supplies to local children and youth. The exact number of students served this year was 698, which was more than in recent years. The last time the Children’s Center served more in one year was 2013 when 730

students received supplies. “We are so grateful to our generous donors and hardworking volunteers and staff who make this happen every year,” said Sandy Barber, Executive Director of the Children’s Center. This year’s event ran differently because of the pandemic. The drive thru event had families drive up and stay in their vehicles in front of the center while staff and volunteers brought supplies out to them. The mission of the Children’s Center is

And if you do not do well, sin is crouching at the door; and its desire is for you, but you must master it.”- Genesis 4: 6-7 (NASB) It has been rightfully said that the second emotion mentioned in the Bible is that of anger. Not only is this true, but it is also one of the most prevalent of the seven deadly

sins. If left unchecked in our lives, it often erupts into a dangerous outburst of the tongue. In the scripture reference for this week Adam and Eve had just disobeyed God by eating the forbidden fruit. They had been removed from the Garden of Eden. Two sons, Cain and Abel had been born to them. A sore disagreement had developed over the acceptance of their offering and Cain

angry. God warned Cain, but to no avail, and as a result he took the life of his brother Abel. Anger continues to be a most rampant sin in our day. Dare I ask you, “Have you ever been angry?” Another question almost as foolish – “Have you been angry today?” D e s p e r a t e l y needed among us is a “gentleness of speech”. A special meeting of the Fannin County Commissioners Court was held Monday, August 10, 2020. The Commissioners and County Judge were all present and met for the purpose of discussion, consideration and action regarding the 2020/2021 Fiscal Year Budget for Fannin County. Judge Moore said the Court will be working on the budget for a few weeks. To begin the discussion, Judge Moore called on Nancy

Although the work is nowhere close to completion, the Commissioners and Judge were carefully and thoughtfully taking their time with each line item on the proposed budget. There was much consideration for each of the departments they addressed. In some cases, it was necessary to take away from a line and then in another case, necessary to add to another. County Auditor Alicia Whipple assisted with explanations on several line items.

Young, who wanted to speak to the Court regarding her budget. Ms. Young said her department is being cut by $77K, which amounts to three staff members. She stated her department handles many tasks and supports the District Court. Ms. Young asked for more consideration from the Court. The Judge said he does not want to cut anyone’s budget and hopefully, there will be other funds discovered from other areas to help. He stated it is the job of the Court to make the decisions.

Bonham City Council Meeting August 10, 2020

Call to Order by H.L. Compton, City Council Ward 3, Mayor Pro Tem, Mayor Roy Floyd and Kevin Hayes were absent. Reverend Henry Shelton of Trinity Baptist led the invocation. 1. Consider and take action to approve minutes of the July 13th regular meeting and the July 27th special meeting. All in favor and the motion passed. 2. Consider and take action to accept the financial report for the month ending on July 31, 2020. Dave Struchtemeyer gave some details of his financial report, highlights on the expense side are $120k favorable variance of the Employee Health Plan. Some departments are understaffed, reducing the cost. On the revenue side for

July, just under $100k has been collected in campsite fees at Lake Bonham. $80k was budgeted for the fiscal year. A new reservation and billing system at the lake has eliminated cash transactions being handled by lake personnel. The motion passed to accept the report. 3.Citizens Opportunity to Speak: Jason Royce spoke on his concerns about water utility billing for businesses. Lance Capehart gave an update about the work being done on the splash pad at Powder Creek. (Finalizing dirt work, sod, and sidewalk areas.) Chief Bankston will be addressing the need for cameras to be placed at the splash pad for security reasons. Also, Tony Rodriguez would like a sign stating something like “Children must be

accompanied by a parent…..” Rusty Deets voiced his opinion that we can have a sidewalk at the splash pad but none at new homes being built in Bonham. 4.Duncan Berry was presented with a plaque for the July Employee of the Month. Duncan has been with the Bonham Public Library since April of 2016. He is very involved in the success of the library, helpful to everyone, volunteers for setting up special programs. 5.Consider and take action authorizing the City Manager to take all steps necessary to select and execute a contract with an engineer to conduct third party engineering review of potential Energy Savings Performance Contract for the City of Bonham. A Montgomery County game warden received a complaint from a woman saying her boyfriend and his friend had killed a deer a couple of days ago and still had it hanging in the garage. The warden

arrived at the location and found the deer had gone to waste. The boyfriend admitted to shooting the deer from a public road at night and was arrested for a Felony Warrant, Hunting at Night and Failing to Retrieve or Keep in Edible Condition. The next day, the warden contacted the friend who had admitted to helping the boyfriend kill the deer and leaving it hanging in the garage without processing it completely. After further investigation, the warden found that the friend also had a felony warrant. He was arrested for the Felony Warrant, Hunting at Night and Failing to Retrieve or Keep in Edible Condition.

Children’s Center seeking Volunteers Press Release - The Fannin County Children’s Center will be hosting a Volunteer Information Session on Zoom on Tuesday, Aug 25 from 6 to 7 pm. Participants will learn about all the volunteer opportunities available at the center, including more about what CASA advocates do. At last check, 21 kids in foster care from Fannin County did not have a CASA advocate. “Our work has not stopped during the pandemic,” said Sandy Barber, Executive Director of the Fannin County Children’s Center. “Like so many others, we have made adjustments to be safe while we continue to do our jobs.” Counseling and court hearings are utilizing video conferencing. Forensic interviews at the CAC have continued in-person, with various safety precautions. CASA advocates have been doing virtual visits with children in foster care and others involved in the cases. CASA, which stands for Court Appointed Special Advocates, is one of several programs offered by the Fannin County Children’s Center for the benefit of abused and neglected children. CASA is seeking adult volunteers who can complete training and pass background checks to be appointed by the 336th District Court to serve as Guardian ad Litem for children in foster care. In that role, CASA

volunteers regularly visit their assigned child or sibling group and gather information from parents, other family, teachers, medical personnel, therapists and others in order to make recommendations to the court on what will be in the child’s best interest. They prepare court reports and testify at court hearings too. Many volunteers successfully manage to volunteer while also working full time and spending time with their families. Currently, advocacy work and meetings are being done by various video apps, phone calls and emails. Court hearings are happening by Zoom. The next training sessions for CASA volunteers will start Sept 15. Training classes will be in the evenings. The current plan is for participants to have a choice of attending training in person or by Zoom. Participants will also be reading and completing activities on their own time. At least 2 hours of court room observation will also be required. Attending the Volunteer Information Session is not required to become a volunteer, but it can be helpful in answering questions potential volunteers may have. Public Hearing Held By Bois d’Arc Lake Zoning Commission By Connie Estes Thursday, August 13, 2020, Judge Moore called the public Lake Zoning hearing to order at 8:45 a.m. Present members were Kevin Darwin, Gary Fernandez, Gilbert Welch and Judge Randy Moore. Bob McCraw was absent. The hearing was for consideration of a zoning change application for Bois d’Arc General Store.

The Lake Zoning Commission considered the request by Ms. Carolyn Whitney Tionloc. She has an existing building she plans to use for a General Store and needs the zoning change to acquire a permit to sell tobacco products. There was discussion among the Commission members as to whether there is a need to change the zoning, as it is likely Ms. Tionloc’s property could

be considered grandfathered and not require the change or the stipulations that go with Retail and Commercial zoning. The guidelines for R & C zoning are very specific for concreted parking areas, curbing, a minimum number of spaces and the measurements of spaces. Those are some specific requirements mentioned. Judge Moore ended the hearing at 9:03 a.m.

Judge Moore agreed and said they are all working for what is best for the County. Meeting adjourned at 9:33 a.m.

West Texas or elsewhere.” The United States Geological Survey (USGS), which helps monitor for zebra mussels in Texas lakes and rivers, has been monitoring Grapevine Lake since 2011. In May 2018, a team led by Churchill found a zebra mussel larva in plankton samples collected on the southern end of Grapevine Lake. In June of that year, the USGS found a juvenile zebra mussel attached to a sampler. Additional sampling on Grapevine Lake in 2020 conducted by Jessica Treviño of the USGS detected another zebra mussel larva in April 2020 and an adult zebra mussel in July 2020. Follow up surveys conducted by TPWD Inland Fisheries staff from Ft. Worth found two additional adult zebra mussels attached to rocks in the same vicinity but not elsewhere in the reservoir. These findings indicate that zebra mussels are established, and a population is developing in the lake. Currently, zebra mussels are found in 30 Texas reservoirs across five river basins as well as in river reaches downstream of infested lakes. These invaders can litter shorelines with sharp shells, impact recreation, harm aquatic life, damage

boats and clog water intakes. If you have stored your boat in the water at a lake with zebra mussels, it is likely infested with zebra mussels. Before moving it to another lake, call TPWD at (512) 389-4848 for guidance on decontamination. A status map of these lakes can be found at tpwd.texas.gov/zebramussels. The transport of aquatic invasive species can result in legal trouble for boaters or transporters. Transporting prohibited invasive species in Texas is illegal and punishable with a fine of up to $500 per violation. Boaters are also required to drain all water from their boat and onboard receptacles, including bait buckets, before leaving or approaching a body of fresh water. O.H. Ivie and Grapevine Lake Status Changed to “Infested” with Invasive Zebra Mussels

AUSTIN – The Texas Parks and Wildlife Department (TPWD) has upgraded O.H. Ivie Lake near San Angelo and Grapevine Lake located in the Dallas-Fort Worth metroplex, to fully “infested” with invasive zebra mussels. The status change is a result of recent sampling efforts that revealed new evidence of reproducing and growing populations of zebra mussels in these lakes. Previously, individual zebra mussels had been found on separate occasions and the lakes were designated as “positive” for zebra mussels. Zebra mussels were first discovered in O.H. Ivie Lake in March 2019 when four adult zebra mussels were found by the Colorado River Municipal Water District (CRMWD) in an aboveground storage tank near San Angelo that is part of the lake’s water transmission system. In November of that year a single zebra mussel larva was found in a sample from another area of the lake and the lake was designated “positive.” This year, microscopic zebra mussel larvae were found in plankton samples collected in June from five locations in O.H. Ivie Lake. In July, TPWD Inland Fisheries staff from San Angelo and Abilene surveyed the lake for evidence of settled adults and numerous zebra mussels were found throughout the reservoir, indicating a growing population. Lynn Wright, the San Angelo Inland Fisheries District Supervisor, says “zebra mussels becoming established in O.H. Ivie is a big concern. O.H. Ivie Reservoir supports one of the best trophy largemouth bass fisheries in Texas, not to mention quality crappie, blue catfish and white bass populations. Zebra mussels compete for food with other filter-feeding species such as shad that are important prey for these species. Anglers travel from all over West Texas to fish O.H. Ivie and this increases the risk that zebra mussels could be spread to other reservoirs by boats. It’s going to be very important for boaters to practice clean, drain, and dry when leaving O.H. Ivie, because we don’t want zebra mussels to spread to other reservoirs in

Unlike millions of our ancestors, both black and white, you have a voice to use to change our country. It may not be a loud voice, alone, but when combined with others it can, and sometimes does, make a big difference. Those of you who watched television on the night of November 4, 2008 know what that means. Although many blacks served in the American revolution, only free black men who owned property were allowed to vote, and only those in New York, New Jersey and Pennsylvania. But even Pennsylvania and New Jersey rescinded those rights in the early 1800s. It wasn’t until after the loss of hundreds of thousands of lives in the Civil War that the Civil Rights Act of 1866 and the 13th, 14th, and 15th Amendments to the Constitution were passed and the slow process of giving voting rights to black (male) citizens began. The 19th Amendment, granting women the vote, did not pass until more than 50 years later. In response, many southern states passed laws and state constitutions that continued to disenfranchise blacks and many poor whites up until the 1960s. In addition to facing things like literacy tests and poll taxes, because blacks were excluded from voter rolls they were unable to serve on juries which remained all white, as well. Only in the 1950’s did racist politicians begin to lose their grip on power in the South. A few brave legislators, including Sam Rayburn and Lyndon Johnson of Texas and Al Gore, Sr., of Tennessee, refused to sign the Southern Manifesto which sought to undo the Supreme Court’s Brown v. Board of Education ruling on school desegregation. The 1960s saw a groundswell of public opinion that changed America forever, but not without the sacrifice of many martyred civil rights heroes. Medgar Evers was assassinated by the Mississippi Ku Klux Klan in 1963, as were James Chaney, Andrew Goodman and Michael Schwerner (a black man and two Jews) in 1964. Hundreds of others were beaten or killed for the offense of trying to register blacks to vote and assure their access to the polls, including present leaders like Representative John Lewis of Georgia. The Civil Rights and Voting Rights Acts of 1964 and 1965 finally allowed the U.S. government to enforce the rights of blacks to vote in southern states where they had so long been denied. While the progress was slow and the setbacks many, as Dr. King said, “The arc of the moral universe is long, but it bends toward justice.” So, your vote is the most effective way that you have to bend that arc toward justice just a little bit sooner. Yet, we still face many problems. There are states that continue to use every means available, including voter suppression and gerrymandering, to negate the ability of voters of color to effect the changes we need and deserve. Far too often, politicians must be dragged kicking and screaming to do the right thing, and our votes are the means we use to drag them. As you look around our country, you can see that we are governed by people like ourselves, flawed and all-too-human. But you can also see that some of these people are of honest good will, while others are venal and selfish. Your vote is the only protection we have against those who would use the levers of government for their personal interests as opposed to those who are inclined to serve the common good. It has been said, “Never doubt that a small group of thoughtful and committed citizens can change the world. Why? Because it’s the only thing that ever has.” Your vote is your voice, earned by the blood and tears of the brave souls who have preceded us. Your vote is your voice. Make them hear it!

The naming of a child is a task that each family holds dear. Names have meaning, and it is not without consideration that a child is named. Often, in this branding, a parent remembers a special member of their family, a close friend, a historical hero or even an event. In our western culture, the tradition of the father is often carried down from past generations by adding a Jr. II, III or IV as a suffix to the family name. The mother’s maiden name may be used as the given name, or a beloved grandmother, aunt or friend is remembered in naming a new daughter. There are as many variables as there are births, but it is usually a joyful and hopeful event to pass on these beloved names. The parents are hopeful that the new arrival will not only bear the name of a loved one but will share the character and traits of their namesake. It is not uncommon to witness a parent looking into their child’s eyes for the first time and proclaim with surety that if this little one shares the likeness of their namesake, they are destined to be a blessing to themselves and others. For the Hebrew, the naming of a child was critical in identifying the nature of the child. God named the first man, ADAM, meaning “man”. God declared that through the woman would come One who would free God’s creation from the deadly choice the first couple made. Adam named the woman, EVE, “alive, to have life” because she was the mother of all living. (Genesis 3:14) There was great promise in Eve’s name, for God declared that through the woman the Messiah would come to overcome the curse of death brought on by human rebellion. Only a few verses into the scriptures, God promised healing for the deadly virus of sin that had come upon the world. This deadly virus of SIN brought death, but the promised seed of the woman, THE MESSIAH, would bring life. And so HE CAME….”born of a woman, born under the law.” Galatians 4:4. “And His Name will be”, the Angel, Gabriel told Mary, “YESHUA”. (It is by the Greek and Latin translation of His name that the western world has adopted the name JESUS.) The Hebrew spelling of the name yeshua is yehoshua, a compound name which contains 1. God’s Name “YHWH [pronounced Yahweh] meaning “I AM” and 2. A Hebrew verb which means to deliver, save or rescue. YESHUA [JESUS] bears the name of His Father, YHWH, and is defined by HIS MISSION – to save, deliver, and rescue humanity from death. In declaring HIS NAME, JESUS SAYS – I AM MY FATHER, YHWH, WHO HAS COME TO SAVE THE WORLD FROM DEATH. I AND MY FATHER ARE ONE! John 10:30 So why is HIS NAME so important? Regardless of what the world around us is saying, Jesus is still THE ONLY ONE WAY to GOD. GOD declared it when HE sent His Angelic Messenger to proclaim it. HIS NAME, YESHUA (JESUS), is the truth that is foundational to every claim Jesus spoke when He was on this earth.

Justice Is Served, Virtually

Press Release - After much careful deliberation, the board of directors of the Fannin County Children’s Center has decided that the 16th annual “Justice Is Served” will be a virtual, three-day event. In recent years, this dinner and auction fundraising event has drawn a crowd of more than 500 people to the Complex in Bonham. “Because of the pandemic, we just do not see how it would be safe or wise to do that again this November,” said Children’s Center Executive Director Sandy Barber. “However, we still need funding. Our work has not stopped. Therefore, we are putting our time and energy into developing a fun, online fundraising event.” The three-day event will be November 12-14 and will

include several components. A baked goods auction will be conducted on-line on Thursday, Nov 12. The traditional silent auction will be moved on-line. Anyone with access to the internet will be able to view and bid on these auction items from Nov 12-14. On Saturday, Nov 14, there will be a live stream starting at 7 pm which will include a live auction, raffle drawing and more. Details for sponsorship packages are still being adjusted and fine-tuned for this year’s event. Organizers are aiming to release sponsorship details by the first of September. The Children’s Center is currently seeking donations of auction items for the event. Additional event details will be released as they become available. Follow the Fannin

The Fannin County Children’s Center is a nonprofit agency that has been serving children since 1993. Their mission is promoting safety and improving the lives of abused and neglected children. The Center’s programs include CASA, the Children’s Advocacy Center and child abuse prevention. The Children’s Center relies on grants, donations and fundraising in order to provide advocacy, counseling and other support services at no cost to victims of child abuse.

There is in the splashing of the creek a great spray of diamonds. As each youngster sails like an astronaut out on the tire swing, then releases the hold on the earth to flail, suspended in time and space for that brief second or two, there is a timelessness, a postponement of all things evil and destructive, an affirmation of joy. The swimming hole in Lewis Creek has been there since Indian times, of course, and the tire swing was probably preceded by simply a rope with knots in it. It is one of the summer lodestones of our existence. Each summer we have to make our pilgrimage in the hot sun to the hole below the little waterfall, to the place were Lewis Creek widens and deepens for the benefit of hot, dry people before becoming just a creek again. And in this widening of the creek, this sacred

place in our summer lives, we also play witness to the passage of years. Across the creek from the tree with the tire swing, the gravelly bottom extends gently with almost no current for ten feet or so. This is the baby beach, where squealing tots are allowed to cool off without benefit (or hindrance) of any more covering than the smiles of their parents. As the children grow, they venture farther out into the current of the creek and test their strength against the forces of nature. By the time a youngster is eight or ten, the seduction of the tire swing becomes overwhelming and the flailing of the arms and legs against the blue of the sky begin. Later still, when gangliness becomes fluidity and sleekness, and we want to make catlike moves to attract the opposite sex, the tire is used

as a swinging platform for exquisite dives into the deep part of the creek where the big trout lie in cold holes. And as we age, and we watch our children come to love the hole in Lewis Creek, and as we sip lemonade in the shade as our grandchildren work their ways up the swimming hole chain of life, we can look at the splashing of the creek and see, with each sleek dive, with each laughing bellyflop, the diamonds of the creek sent skyward, and the laughter stays with us and keeps us strong and makes us feel rich, and fortunate. It is unnecessary to say the hole in Lewis Creek is an important part of our lives, because it, along with so many other treasures of the years, really is our lives.

Commissioner Self suggested dividing how the fee will be split between Development Services, which would be absorbed by General Funds, and the Precinct to which the culvert belongs. A motion to set the fee at $30, with $20 returning to the Precinct and $10 going to General Funds, passed. Commissioner Magness thanked Development Services Director Lita Huffman for handling the new Process. 12 Development Services Director Lita Huffman presented a one-time severance of 2 acres from a 58-acre tract on CR 4025 in Savoy for approval. She noted all taxes are paid and documents are in. Commissioner Lackey asked whether she lets landowners know that if they wish to divide their land again after a one-time severance, they must then replat their property. She confirmed landowners must sign an affidavit stating such. A motion to approve the severance passed. 13 Development Services Director Huffman recommended passing on the one-time severance of one-half acre from a tract on CR 2015 in Ivanhoe until next week, due to a typo in the information. 14 Development Services Director Huffman presented a one-time severance of 2 acres from a 12.544-acre tract on CR 2205 in Ivanhoe. All taxes are paid, and documents are in. The landowner is selling the 2 acres to a neighbor with only 8, so the neighbor can have enough acreage to qualify for ag exemption. A motion to approve the severance passed. 15 Development Services Director Huffman presented a replat of Tract 2 on CR 3615 in Honey Grove into two lots, with Tract 2 becoming 6.055 acres, and Tract 3 will be 3 acres, noting there are no deed restrictions on the property. Taxes are paid and documents are in. A motion to approve the replat passed. 16 Judge Moore opened a discussion on setting fees for One-Time Severance applications and Replat applications. Commissioner Self commented that surrounding counties charge for these applications, and with the high number of requests turned in, this is a source of income that should be capitalized upon. Development Director Huffman explained Grayson County charges $250 for a replat, which is at the same rate as a plat, while Hunt

A motion to set both fees at $250 passed. 17 Judge Moore invited Purchasing Agent Case to speak regarding personnel or supplies for Covid-19 from the CARES Act Grant. Purchasing Agent Case said she spoke with Brian Brockett from the Texas Emergency Management about the CARES Act funds, and how they can be spent. She explained the County has already received 20% of the relief fund, totaling $187,869. Of what remains of the entire grant, 75% must be spent for direct relief from Covid-19, such as PPE supplies or testing equipment, while 25% can be used to cover the indirect expenses, such as laptops and other portable equipment for employees working from home, and easing the inmate cost elevated due to the governor order restricting transfers. Purchasing Agent Case suggested using the 20% already awarded to cover these indirect expenses, with any remainder spent on PPE. Judge Moore asked Purchasing Agent Case to obtain Mr. Brockett’s signature confirming the validity of this spending plan. The item was discussion only, with no action necessary. 18 Judge Moore presented for approval of the Fannin County Organizational Chart for Fiscal Year 2021, which must be submitted with the budget. He proposed assigning a supervisor to every department without an elected official, with suggestions on how to divide the supervision among the Commissioners and himself, including Commissioner Magness to oversee County Agents; Commissioner Lackey to oversee Veteran Services; Commissioner Self to oversee Development Services, and Judge Moore to oversee Environmental Development, and Information Technology. Bond Supervision and Indigent Healthcare supervisors are already in place. Commissioner Whitlock will assist Judge Moore with his supervision until his term ends. A motion to approve the Organizational Chart as read passed. 19 Judge Moore addressed approving Modification of Intergovernmental Agreement by Fannin County with the United States Marshals Service, Modification No. 17, to incorporate Department of Labor Wage Determination Number 20155273 (Rev 15) to be effective 09/15/2020, stating that he refused to sign the Agreement last week because it showed an increase. Attorney Herb Bristow advised signing the Agreement first, so an adjusted

pay rate can be adopted later. County Auditor Alicia Whipple added that the Agreement breaks down the average federal wages that are required for certain positions. A motion to approve the Agreement passed. 20 Auditor Alicia Whipple presented budget amendments from Fannin County Auditor’s Office for fiscal year 2019/2020, noting that the biggest numbers reported are from the Courthouse restoration. A motion to approve the budget amendments passed. 21 Auditor Whipple explained she needs the approval of the Auditor Monthly Reports for July 2020. She estimated if expenses remain steady for the next two months, expenses will not exceed income by as much as was originally expected. A motion to approve the Auditor Monthly Reports passed. 22 A motion to approve the payment of bills passed. 23 Comments: Commissioner Whitlock had no comment, other than that he was still awaiting information on possible Covid-19 cases. Commissioner Self thanked attendees and hopes everyone has a great week. Commissioner Magness announced there will be construction on CR 2610, Rec Road 3, which will close the road for two weeks once commenced. He asked those bringing trash to the County barn to sign in before dropping off trash, which is accumulating faster than can be dealt with. He asked that wood that can be burned be taken care of in the country because every trip to the dump costs the County money. Commissioner Lackey agreed the trash is an issue. He noted he has, in conjunction with NTMWD, approved several bridges and turnarounds. FM 897 across the lake is expected to open tomorrow. Commissioner Lackey reminded drivers to be careful around construction and on the new section of 82. He is glad the new traffic signals on 121 are working to keep the intersection safe, but cautioned drivers to pay attention until everyone gets used to the signals. Judge Moore announced Commissioners worked last week with NTMWD on shoreline development for Bois d’ Arc Lake, and the presentation from the workshop is posted on the County website. The budget is coming along. He recognized the passing of Mary Bloodsworth, who was head of the Environmental Services Department, and the passing of Steve Hall. He will keep the County updated on the mask mandate. The meeting adjourned at 9:58 a.m.

M a r t i n Bailey Jones, formally of Bonham, TX, passed away peacefully at his home in Gilmer, TX on Saturday, August 8, 2020. Martin was born October 20, 1943 to Marvin Bailey Jones and Grace Ilene Barber Jones. He attended Bonham schools, graduating from Bonham High School in 1962. He attended East Texas State University in Commerce, TX seeking a degree in Business and was a member of the University’s USAF ROTC program. In September 1964, Martin joined the Texas National Guard. He attended Basic Training at Fort Polk, LA, then was activated into the US Army and sent to Fort Sam Houston where he was trained and served as a Medical Technician. He continued to serve at the Fort Sam Houston Military Hospital for five years and six months. He was then transferred to the Texas National Guard and was a member of the 49th “Lone Star” Armored Division at Camp Maxey in Paris, TX. Martin was honorably discharged in March 1970. He began a management career with Safeway Corporation. After 25 years he retired from Safeway and worked for Dolly Madison Bakery where he retired in Gilmer, TX. Martin was a member of the National Rifle Association and was a muscle car and motorcycle enthusiast. Martin was preceded in death by his parents, brother, Arvin Jones Sr; sisters, Gwen Alexander, Treva Ramey and Oleta Jones; and daughters, Cynthia Lorraine Jones and Karen Denise Jones. Martin is survived by his niece, Gwen Jones Haverland of Arkansas; nephew, Arvin Jones Jr. of Texas and numerous great nieces and nephews. JAMES “JIM” BURGESS

James “Jim” Burgess, 93, died July 28, 2020 at the Clyde Cosper Veterans home in Bonham, TX. Jim was born August 30, 1926 in Kansas City, Missouri to Ralph LeRoy Burgess and Edith Marie McCurdy. He joined the United States Navy at just 17 years old and trained at Farragut Naval Training Station in northern Idaho, the only inland training station in the country. During WWII, Mr Burgess served as a gunner and a cook on the USS Ticonderoga spending 18 months in the South Pacific and surviving an attack on the aircraft carrier when it was hit on January 21, 1945 by two Japanese kamikaze pilots. On June 17, 1950 he was joined in marriage to Norma Jean Smith. Together Norma and Jim raised four children, two sons, Bruce and Brian and two daughters, Diana and Linda. Jim spent most of his career as a manager for Holiday shoe stores in San Antonio, TX. He enjoyed old movies, westerns and working in his yard. But, cooking was his passion and he loved feeding his family and friends. Jim is preceded in death by his wife Norma, his son Bruce Burgess, his daughter Diana Burgess and his grandson, Billy Wright IV. He is survived by his daughter Linda Burgess (Terry) his son Brian Burgess (Debbie) grandsons Travis Saint, Aaron Saint, Mark Burgess, Kyle Burgess and Nicholas Burgess, granddaughters, Crystal Burgess, Caroline Burgess and Brooke Burgess and three great grandchildren. James was born November 29, 1943 in Telephone, Texas, the son of Wilson W. Bruce and Mildred Wheless Bruce. He married Katherine “Kaye” Hilliard on June 1, 1962 and she preceded him in death Aug. 7, 1982. He later married Carol Ferguson on Dec. 4, 1999 at the Hebron Baptist Church in the Ambrose Community of Grayson County. James was a former firefighter with the Bonham Fire Department and worked for Equipment Depot. He enjoyed motorcycles and race cars and was a member of the Red River Valley Car Club. He also loved hunting and fishing. James was a member of the Living Word Church of God. He was preceded in death by his son, James Wilson Bruce on May 30, 1984 and his parents, James leaves to cherish his memories his wife, Carol Bruce of Trenton, TX; son, Charles Neil Bruce of Bonham, TX; stepson, Bruce Titsworth of Dallas, TX;

Mitchel Glen Wright was born March 19, 1965 in Bonham, Texas, the son of Harold Leon Wright and Wanda Jewel Blackburn Wright. He enjoyed hunting and fishing and family outings. He loved watching football; the Dallas Cowboys were his favorite team. Mitchel passed away Sunday, August 9, 2020 at Texoma Medical Center in Denison, Texas. A cremation was held according to his wishes under the care of Wise Funeral Home, Bonham, Texas. Mitchel was preceded in death by his parents and a number of other family members. PAMELA JEAN HARTWELL

Pamela Jean Hartwell passed away in the hospital after battling several illnesses on August 12, 2020. Pamela was born in Bonham, Texas on March 28, 1956. She was one of three children born to Ruby Mae and Earl Wayne Baker. Pamela graduated in 1974 from Bonham High School and worked for years for several companies in administration positions before becoming disabled. Pamela married Jerry Hartwell in 1974 and had to deal with him for 46 years. She enjoyed outdoor activities including hunting and fishing as well as losing money in the casinos. She was a member of the Edhube Baptist Church. Pamela is survived by her husband, Jerry Hartwell of Bells, Texas; son, Jay M Hartwell and Chris Bradberry of North Richland Hills, Texas; father, Earl Baker of Bells, Texas; Sister, Melba Turbyfill and Chuck Turbyfill of Bonham, Texas; along with several nieces and nephews. She was preceded in death by her mother, Ruby Baker; sister Jo Hillard and her husband David; brother, Mark Gattis. primary and general elections, the task of replacing his name as republican nominee for CD4 was the responsibility of Republican County and Precinct Chairs across the district. Fallon won the nomination on the first ballot, with over 56% of the vote out of 12 candidates who were nominated by the County and Precinct Chairs representing the 18 counties in the District.

Open Arms Homeless Shelter has now been open for two months. Twenty-five residents have stayed in the shelter during this time. In July the shelter averaged six residents per night. Due to COVID 19 the shelter is limiting the number of residents in the shelter. Open Arms is an overnight (emergency) shelter that houses homeless from 6 p.m. in the evening until 9 a.m. in the morning seven days a week. Residents check in to the shelter at 6 p.m. each evening. They have a hot meal and time for showers before lights out at 10 p.m. Wake up time is at 6 a.m. Residents can have coffee, a continental breakfast, and access to laundry facilities. Residents are given a sack lunch as they leave for the day. At 6 p.m. residents may then return to the shelter. Those in need of shelter must call 903-505-3369 to set up an appointment for admission paper work to be completed. Admission intake is at the shelter from 3 p.m. and 4 p.m. on Monday through Friday Open Arms Shelter is more than a bed, shower and food. The shelter has been able to provide case management for

all of the residents. They receive help with finding jobs and receiving benefits as well as life skill classes. Residents are given hope and encouragement. Open Arms Homeless Shelter is so excited to be joining with Fannin County to fulfill Matthew 25:35 “For I was hungry and you gave me food, I was thirsty and you gave me drink, I was a stranger and you welcomed me.” God has truly blessed the shelter in so many ways. Open Arms Shelter depends upon local churches, organizations, and individuals partnering with us. The Shelter has received so many generous donations --food, money, time, and talents. LEONARD -- Another postseason trip in 2019 continued the turnaround Class 3A Leonard volleyball has experienced during the last several years under head coach Lisa Davis. Having graduated only one player off its fifth-consecutive bi-district finalist team, look for more success in the first season of the new decade. Senior Abby Wilson leads the experienced returning roster in 2020 for Leonard which extended its postseason streak last fall by taking third place following a three-team District 10-3A third-place tiebreaker play-in. For her efforts, Wilson earned individual noteriety: the 10-3A server superlative, Texas Sports Writer’s Association 3A honorable mention middle blocker and Texas Girls Coaches Association 1A-4A all-star Red Team alternate.

Leonard also returns others who in 2019 earned all-district notoriety: senior Taylor Reed, first-team selection; senior Ashleigh Butler and junior Reagan Whitehouse, second-team selections; and junior Allie Shulze, junior Paiton Sudderth and senior Madison Vaughn, honorable mentions. With the aforementioned veterans and others -- juniors Mackenzie Hammonds and Skyla Montoya, sophomore Abby Cavender and varsity newcomer Triniti Zachary -- Leonard will vie for another postseason in the new 11-3A which is a mix of recent rivals and a couple of newcomers -- one of whom a postseason nemesis the last few years. Gunter, which has prematurely ended Leonard’s last three postseason trips in the first round, and Pottsboro will join familiar opponents -- Bonham, Bells, Blue Ridge, Howe and Whitewright -as district opposition.

While accumulating all-district, -region and -state notoriety, Granstaff, who finished with 2,909 points in four years as a starting guard, helped the Lady Hornets: first to yearly became a regional tournament participant (2015-18), and then a state championship contender (2017 and 2018). Meanwhile, Savoy, which had been a postseason constant before Granstaff started high school via six-straight trips in girls basketball, fell into a drought -- now, for as many consecutive seasons, absent the playoffs. In February, Savoy, during its third season under Erin Lopez, almost ended its girls basketball

postseason absence. A fourthplace finish left the Lady Cardinals one spot out of a playoffs berth in District 23-1A, (where they will continue to vie for the next two seasons with the same opponents and now Campbell). Granstaff, the 2018 Texas Association of Basketball Coaches’ 1A girls player of the year, now hopes to help Savoy, in her first high-school coaching job. “I’m super happy to have the opportunity to help bring back a winning tradition to Savoy,” said Granstaff, who has been hired to assist there with girls basketball and volleyball. “The Savoy administration has assembled a new, very energetic coaching staff,” she said, noting assistant Brittany Cox and head

coach Marci Streetman. “Everyone should expect a lot of Savoy’s program for the years to come.” Her first job comes almost a year after Granstaff looked to be making the transition from playing to coaching -- the latter her desired profession, even while still in uniform. Following earning secondteam notoriety in the Jayhawk Conference Eastern Division awards after the 2018-19 season as a true freshman at Cowley College in Kansas, Granstaff, who averaged 15.1 points and 2.7 steals in 31 games, got an opportunity. In Aug. 2019, she accepted an offer to be a women’s basketball student assistant at Ranger Col-

lege in Texas, while continuing her undergraduate studies. Encouragement from Ranger College’s president and women’s basketball coach coaxed Granstaff to resume her playing days -- and be a coach “on the floor” -- a month later. Eleven days before Christmas 2019, she came home for the break between the fall and spring semesters -- as a part of a 13-0 Ranger team which at the time ranked No. 24 in the nation. She had averaged 13.7 points and 2.5 steals. Granstaff decided to stay home, opting in 2020 to help
