vided to the board that tells the counties how the children are to be taken care of and started with page six that identifies the board as a governmental entity. She explained how the board is different from CASA, Fannin County Crisis, or the new homeless shelter, as those facilities fall under the category of 501c3, and the board is governed by the County Court. She further explained how Child Welfare Boards contribute 20 to 30 million dollars annually (supplementing CPS) to meet the needs of children who are under the care of CPS and its branches. After a summary of the responsibilities of the board i.e.: foster care funds for children not eligible for state or federal foster funds, transportation and clothing for foster children; medical exams and care not covered by Medicare; psychiatric, psychological evaluations not provided by Medicare; etc., she discussed the requirement for the board to report at least annually to the Commissioners Court. Ms. Magness suggested there be quarterly reports possibly sent via e-mail to the judge. She said Mr. Ortiz will be providing the monthly expenditure and bank statements to County Auditor Alicia Whipple. She also explained this had not been done previously as they did not have the Manual previously. She asked that a commissioner be added to the board and Commissioner Lane volunteered to be that commissioner. Judge Moore said this action would be put on the agenda for the next Commissioners Court. She then described all they do for the children to help them succeed in life and what help they receive from CASA and Isaiah’s Closet. After detailing the financing options and other specifics of board activities, she went over the huge needs that exist. She explained 66 Fannin County kids are in different stages of care with CPS and noted there are 15 pending adoptions. She concluded her report by stating her goal is to open communication between the board and the court. Continued

Tuesday, August 17, 2021, County Judge Randy Moore called to order at 9:00 a.m. the Regular Meeting of the Fannin County Commissioners Court. A quorum was established as all Commissioners and County Judge were present. The invocation was led by Pastor Gene Reddick of New Home Baptist Church. Major James Manis, Retired, led the Pledges. 18. Discussion regarding mental health opportunities for Fannin County: Judge Moore noted he would be skipping to item 18 to assist the speaker with his schedule. Bill Wilson with the Fannin County Mental Health Center in Bonham spoke about how in 2018, a group of community leaders began to get together to

discuss how to best help improve resources and reduce the stigma around mental health. They formed into a group in October of 2019 and have three focus areas: reducing stigma, improving access to care and resources, and improving adolescent resiliency in the schools. The teams met regularly and those who serve include County Judge Randy Moore, the Criminal District Attorney’s office, The Fannin County Children Center, and the Hospital Authority. He went over ideas and campaigns that are being implemented to accomplish their goals. 4. Public Forum: A resident of Ravenna came forward to voice great concern over what is going on with Covid and the vaccine in our nation. He’s concerned that the Dept of Homeland Secu-

And, on that same list he continued, anyone who has claims of election fraud or believes Donald Trump can be reinstated is deemed a domestic terrorist. He then read Psalm 94:16 and after reading that he said he believes that God is looking for those who will stand for truth in this hour. He is concerned about the WHO’s (world health organization) statement of more variants of covid to be emerging and the fact that almost the entire country of Australia is on military lock-down over a few cases of covid. He’s concerned about employment being denied to those who refuse to take the vaccine and faulty PCR tests. He recommended people watch videos by the former Vice President of Pfizer, Dr. Mike Yeadon, titled “you’re being lied to” and by Dr. Vladimir Zelenko testifying before the Israeli Rabbinical Court regarding “the poisoning death shot and the largest mass genocide effort this earth has ever seen” as well as other videos that he said would be posted on the county’s website before concluding his speech. Another resident of Ravenna came forward to announce he is a member of the Hospital Authority spoken of in item 22 and had come to today’s meeting to offer his resignation from the Hospital Authority. He said for the year he has been with them; he has fought for what he thought was right and what he believed was best for the county. Unhappy with the way a contract to manage the authority has been handled, he says he cannot continue to

He also does not believe that any who do not live in Fannin County should be on the board. He stated his appreciation for the time he was on the board and said his resignation would be effective immediately so there would be no need to address item 22. A resident of Bonham spoke next about how he had called to the court’s attention last year, the severe deterioration of the stone monument honoring the Spanish/ American War located at the courthouse. At that time, he had volunteered to clean and restore it as best he could. With the help of a pictorial report, he gave the court, he described all the work that was done and after his presentation, he spoke of how the architect involved with the Courthouse restoration has plans to locate the stone on the corner of the Courthouse square. He stated if this stone is not given a location inside the Courthouse, with all the deterioration that has already taken place, it will not be long before it is damaged irreparably. Another resident of Bonham spoke to counter the criticisms made by the second public forum speaker regarding the contract process in place with The Hospital Authority and explained why the process that is currently in place is being handled in the way it is being handled. He wanted to let everyone know that The Hospital Authority is in good hands and is being very successful. 5. Introductions: There were no introductions 6. Discussion, consideration, and action regarding the Fannin County Declaration of Disaster

Proclamation for Covid-19: Judge Moore said that as of 3:40 pm yesterday there were 2,709 confirmed, 1,005 probable for a total of 3,714 total cases. He said there are currently 72 active cases with 5 in the prisons, 3,602 recovered, and 112 fatalities. The hospitalization rate is 17.89%. After relating the stats, Judge Moore asked Fire Chief Scott Ridling about the shortage of local hospital space, and he concurred that he had to take a patient to Oklahoma City last week to have their appendix removed. Judge Moore continued that the County Health Authority said that 92% of the people in the hospital are not vaccinated but did say that some who have been vaccinated are still getting covid though not as severe a case. Dr. Froelich also feels that Fannin County is about 70% on its way to reaching herd immunity. Judge Moore said those whose immune system is compromised need to be especially careful and his wife’s doctor urged him to exercise caution as to not expose her to the virus. He asked that doctor for her opinion on the vaccination and she said 99% of the doctors in that facility along with herself would recommend getting the vaccine. He asked all if they are ill to not go to work or come to the Courthouse. A motion was made, seconded, and passed to extend the Declaration one week. 7. Discussion, consideration, and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Motion was made, seconded, and passed to extend the Plan one week with Commissioner Lackey commenting on a comment made previously. He said it was his understanding the county government could not require masks. Af-

ter some discussion ensued, Judge Moore agreed that Fannin County would not be attempting any mask mandates that would go against Governor Abbott’s order. 8. Discussion, consideration, and action regarding Covid-19 update and needs for supplies or personnel: After noting no supplies or personnel were needed, Judge Moore called a citizen to speak who had signed up to speak on this item. A citizen from Ravenna began by quoting Ephesians 5:11. He continued about how he is confused how so much information from top doctors, scientists and even the Vice President of Pfizer is coming out that exposes so much and how there is a treatment that has been successful in treating Covid, and yet people still listen to the few to continue with previous recommendations. He concluded with a question as to where the county is obtaining information regarding Covid. Judge Moore responded that they are looking to the county doctors and others and recommended all to look to their local doctors for their suggestions. 9. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore gave the following update: EXTERIORDelivery and assembly of the Cupola on Northside; Cornice installation on West and North entries; Stone patching, veneers, and point up on Southeast corner of the building; Carving and installation of Dolomite Veneers along North base of the building; Received delivery of some of the shop fabricated stone veneers. A motion was made, seconded, and passed to approve. 16. Discussion, consideration, and action to revise the date of the Public Hearing to hear comments regarding the revised Proposed 2021 Tax Rate of 0.5706 per $100.00 of assessed value for Tuesday, September 7, 2021, at 8:45 a.m. (last year’s rate was 0.5890): Rate was dropped from 0.5706 to .5341. A citizen from Leonard called in with a question of increased tax revenue resulting from this and the increased assessed value of homes. Judge Moore suggested he call County Auditor Alicia Whipple for questions involving tax revenue amounts. A motion was made, seconded, and passed to set a hearing date to hear comments of the revised proposed tax rate of .5341 per $100.00 of assessed value for Tuesday, Sept 7, 2021, at 8:45 a.m. 17. Discussion, consideration, and action to replace a member of the Fannin County Hospital Authority: Judge Moore explained this was for position four on The

Hospital Authority and had received a recommendation for Patricia McBeam to fill this spot. Judge Moore made a motion to replace position four of the Fannin County Hospital Authority with Patricia McBeam and Commissioner Lane seconded the motion. In response to a question posed by Commissioner Self, Judge Moore said yes, she works at the hospital and is the head nurse there. A motion was voted on and passed. 23. Discussion, consideration, and action to void the previous order from November 2020 for a Gooseneck Trailer for Precinct 3 and go out for bids to purchase another trailer with the same specs: Commissioner Magness explained the reason for this, and after some discussion, a motion was made, seconded and passed to approve. 24. A discussion then ensued about funding by the county and possibly donated funds. She explained how one of the recent expenditures of the board is the provision of a meal for the CPS workers attending a quarterly meeting. After her presentation, Judge Moore thanked her for her report and asked what amount the county needs to provide from this budget. It was discussed the amount of $6,000.00 provided in previous years might be best to restore the account. Judge Moore then asked County Auditor Alicia Whipple to report where they currently stand with the budget and her actions over the last 72 hours. Alicia began by noting a request from Indigent Healthcare to increase the amount allowed for office supplies from $400.00 a year to $450.00 or possibly $500.00. A discussion ensued with Commissioner Lackey suggesting it be raised to $550.00 and an agreement was reached by all to raise it to $500.00. Judge Moore then asked

Alicia to go over the projection of what will be collected for the county from the Appraisal District. Ms. Whipple went over the anticipated revenue noting deductions that needed to come off the top and the $587,000 they will be upside down after those deductions that are largely due to having to carry the full load of EMS which was $762,000. Commissioner Magness asked if anything would be coming from the Fannin County Hospital Authority and Judge Moore said he has been speaking with them and believes there will be help coming from them as there is nothing better, they can do that will promote and benefit the citizens of this county them helping with EMS and the hospital. Alicia then went over how well the county departments have been doing with their budgets and the savings that have come in from the reduction of the jail population. Judge Moore commended all those who have been helping to bring down the costs. Additional positions to the county were discussed as well as the benefits given county employees.

The Cares Act money and how it has been used was brought up as well as the $117,000 remaining. up the Sheriff’s budget and a discussion ensued with the 10/9/12 decision made to discuss it further next week. Game Warden Field Notes Cue the Mutombo Finger Wag Two Jefferson County game wardens were patrolling Taylor’s Bayou when they saw a man in a shallowdrive mud boat quickly approaching them in the narrow bayou. The wardens motioned for the subject to slow down and he shook his

finger at them. The wardens were able to position their patrol boat beside the subject and get his full attention, forcing him to come to a stop. The subject claimed he didn’t understand they asked him to stop. After checking his safety equipment, the wardens initiated an investigation after noticing signs of intoxication.

The warden placed the subject under arrest for Boating While Intoxicated (BWI) and booked him into the Jefferson County Jail. The subject consented to a voluntary blood draw. Case is pending. Early Bird Gets the Ticket Galveston County Game Wardens were patrolling Galveston Bay and East Bay and saw several shrimp boats maneuvering in a manner consistent with shrimping. One vessel had nets and doors in the water. When asked to retrieve the net, it revealed cod. Several vessels were cited for shrimping before legal hours. Cases are

pending. Four-Wheeler of Misfortune While patrolling Twin Buttes Public Lands in Tom Green County, a local game warden made contact with several individuals riding allterrain vehicles. Some of the individuals were unable to produce a limited public use permit, as required to access the public lands. The warden decided to check if some of the ATVs were stolen and discovered one individual was in possession of a stolen four-wheeler from a nearby city. The case was turned over to the originating jurisdiction for investigation.

He attended and graduated from Honey Grove High School. Kevin had a love for farming and ranching that was his calling in life alongside his father and grandfather for 35 years. Kevin enjoyed his time with his family especially the time spent raising his children. He was a devoted father very active in the children’s FFA show projects. He served many years as a member of the Honey Grove Volunteer Fire Department and was the Director of the Dial Water Supply Corporation. Kevin also enjoyed fishing any chance he could. Left to cherish Kevin’s memory are his wife Jennifer (Dudley) Charles of Honey Grove, his three children, son Ryan Charles of Honey Grove, his daughter Allison Charles of Honey Grove and son Austin Charles of Honey Grove. Bonham-Dorothy Jo (Willingham) McCarley, age 91, of Bonham, TX was born on June 17, 1930, in Clarksville, TX to Charlie Willingham and Bonnie (Metts) Willingham. She passed away at 5:48 pm, on Sunday, August 15, 2021, at Wilson-N-Jones Hospital in Sherman, TX. Dorothy married Herman Ray McCarley on August 23, 1946, in Bonham, TX. He preceded her in death on May 22, 2012. She was a line supervisor at Bonham Manufacturing and worked at Texas Instruments (MEMC) in Sherman for 20 years before

retiring. Dorothy enjoyed puzzles, loved gardening, and canning fresh vegetables. She also loved family events, especially Thanksgiving and Christmas Eve gatherings at her home. Dorothy was a long-time member of First Baptist Church in Savoy. Dorothy is survived by her son, James Herman McCarley of Orangeville, TX and daughter, Frances Easley and husband Greg of Sherman, TX; grandchildren, Sherri Jordan, James H. McCarley, Michael Easley, Ben McCarley, Larry Easley, Ann McCarley, Angela Springer, Christie Easley, and Jesse McCarley; 20 great grandchildren, and 7 great great grandchildren. A celebration of life for Lt. Colonel (Ret.) Jimmie Loy Moore, age 83, of Hico, Texas, formerly of Ector, TX was held at 1:00 p.m. Monday, August 23, 2021 at Wise Funeral Home Chapel. A private family inurnment with military honors followed in Willow Wild Cemetery, Bonham, Texas. Jimmie passed away Tuesday night, August 10, 2021, at his home in Hico, Texas. Jimmie was born on July 25, 1938, in Sherman, Texas, the son of Loyd A. Moore and Leona Pearl Goodwin Moore. He graduated from Ector High School and East Texas State University in Commerce, Texas. As a child, Jimmie always wanted to fly and spent countless hours building model airplanes. Following his dream, he faithfully served his country for 26 years in the United States Air Force, retiring as a Lt. Colonel in 1980. He received numerous awards, medals and citations including a Distinguished Flying Cross, Meritorious Service Medal with 1 Oak Leaf Cluster, Air Medal with 8 Oak Leaf Clusters, Combat Readiness Medal with 2 Oak Leaf Clusters, Air Force Longevity Service Ribbon with 4 Oak Leaf Clusters, Vietnam Service Medal with 4 Bronze Service Stars, Air Force Outstanding Unit Award with Valor, Republic of Vietnam Galantry Cross with Palm, and Republic of Vietnam Campaign Medal. During his service, he broadened the horizons of his children through their travels and the many places they lived. Following his retirement, Jimmie became a self employed real estate investor, buying, refurbishing and selling properties. He enjoyed collecting antiques, refinishing furniture, and working on his “big truck” which he used to move his family from place to place. His motto was always, “I did it My Way!” Jimmie attended the Methodist Church. He was an avid hand ball player and a collector of all things. Thursdays found him searching high and low for new treasures. He will be greatly missed. Jimmie is preceded in death by his parents, and a sister, Loy Beth Moore. Belinda was born on September 27, 1955, in Lewisville, Texas, the daughter of William Marion Holland and Joy Marie Haynes Holland. She had a patriotic spirit and loved her country so much so, that, with her parents’ permission, she joined the United States Army at the age of 16. Belinda earned her GED and became a member of WAC (Women’s Army Corps). She served her country during the Vietnam War as a Military Police Officer from 1973 to 1975. After serving in the military, Belinda attended Grayson County College where she majored in Psychology and earned her associate degree. She worked for Anne Richards Democratic Women and even attended the Governor’s Ball one year. Belinda helped start the Fannin County Crisis Center and ran it for a number of years. She was a member of the Doll Club, owning 1000 dolls of her own. Belinda and her friend were extreme Elvis fans, so they founded the Elvis Lives Texas Style Fan Club. She was a loving mother and grandmother. Belinda will be greatly missed. She is preceded in death by parents and brother, Thomas Matthew Holland. Monday, August 16, 2021, President Alan McDonald Called to Order the Regular Meeting of the BEDCO Board of Directors at 5:31 p.m. Board member Kelly Royse led an invocation. 2. Election of Officers to serve September 1, 2021, to August 31, 2022: The first order of business began with Board Member Kelly Royse making the motion to nominate Alan McDonald for President which was seconded by Board Member Jack Lipscomb and passed. Board Member Glen Taylor then nominated Kelly Royse for Vice President which was seconded by Board Member Lee Ellis and passed. 3. A. Consider and take action to approve the July 19th, 2021, Minutes of the Regular meeting and August 2nd and August 9th Special Meeting of the Bonham Economic Development Corporation (BEDCO) Board of Directors: Motion was made, second, and passed. B. Review Meeting of August Agenda Item Review Committee: No action needed. 4. A. Consider and take action to accept the financial report for the month of July 2021: Board Member Dale McQueen suggested this item be passed on as there was incorrect data on page seven of the report. He explained that some of the numbers were 33% more than what they should be. He pointed out discrepancies existing with the shared organization numbers, management numbers, and SOS grants. President McDonald noted this item would be tabled and investigated. B. BEDCO future financial commitments: President McDonald noted there was no change here from what was reported last month. 5. Citizen’s opportunity to speak: (The Board of Directors of the Bonham Economic Development Corporation invites persons with comments or observations to briefly address the Board for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local Practice limits comments to three (3) minutes or less. State law prohibits the Board of Directors from considering deliberations on any item not listed on the posted Board of Directors Agenda.): Executive Director of BEDCO, Stephen Filipowicz, recognized Executive Director of Workforce Solutions Texoma, Janie Bates, and welcomed her to the meeting. 6. Discussion and possible action to approve the sale of BEDCO Lot #1 and to provide an incentive to Reddy Event Center, LLC: Director Filipowicz explained how during a Special Board meeting of BEDCO, an offer of purchase was authorized where an upper and lower limit was established for this property. Mr. Reddy had made a counter and the price of $175,000 was arrived at for a 10,000 square foot event center that would have a total taxable value to not be less than $2,000,000. He explained how there

would be an incentive paid in four installments with the first payment of $25,000 to be paid to Mr. Reddy at the time of construction and no later than 30 months from the date and transfer of ownership of the lot. He continued that the second installment would be made once the first paid event is held at the center with the third installment paid within 10 days of the first anniversary of the first paid event. The fourth and final installment of $25,000 would be paid within 10 days of the third anniversary of the first paid event with the third and fourth installment being paid on the condition that taxes are current on property tax rolls or payment is being made on an approved payment plan with the appraisal district, and the total taxable value of the center is at no less than $2,000,000. After Mr. Filipowicz spoke, the question was asked what would happen if the 30-month timetable agreed upon for the first incentive payment is not met. He responded that dialogue would ensue with a possibility of forfeiture of the first payment or an extension being granted, depending on the circumstance. A motion was made to ratify sales with incentives subject to Council approval and seconded. After a few more citizen questions, President McDonald clarified this was not a loan and further noted that though there may have been some delays with past projects, Mr. Reddy has performed and brought assets to Bonham that have increased the quality of life in Bonham. A vote was then taken with the motion passing unanimously. 7. Discussion and possible action on including funding of a Bonham workforce recruitment billboard in the FY 22 BEDCO budget: Director Filipowicz spoke on how the City of Terrell had a very successful billboard campaign aimed at informing workers commuting to Dallas, of local opportunities existing in their city. He stated how he believes a well-placed billboard would be beneficial in persuading local commuters to consider local work opportunities. Before asking Janie Bates with Workforce Solutions Texoma to give her presentation of the billboards being considered for this, he opined that “the way to grow the workforce is to start with the ones that are here…and welcome the other ones who want to move to town for those opportunities.” Ms. Bates described mockups being done of billboards with special features to inform commuters and entice them to stay in the area. Mr. Filipowicz explained where the funding would need to come from for this project and Ms. Bates spoke of ways to retain and increase the workforce in the Bonham area. After some discussion regarding the best location for billboards and the tapping of Melissa Maxwell with the Bonham Visitor Center to head up the project, a motion was made by Kelly Royce to approve $10,000 for the project, seconded by Glen Taylor and passed. 8. Update on aspects of B-HAP by Board Member D. McQueen: Board

Member Dale McQueen gave a report on the Bonham Housing Action Plan that was created in 2019 with the goals of attracting new housing investment and housing renovations. He began by explaining how permits have been increasing, noting there are currently 393 permits in Bonham and we’re only halfway through the year. He said within the plan, the need to support the creation of a 150-unit subdivision was identified. He touched on home renovations, prefabricated housing, new homes, townhomes, duplexes that exist and are underway in Bonham. He stated that with the multifamily housing going up on Hwy 121 that is providing 80 units, BEDCO is almost halfway to the goals set to be reached by 2025 in the B-Hap. He spoke of the ad valorem taxes on new homes and the additional sales tax generated by more people living here whether they work here or not. He noted that sales tax is being paid by Fed-Ex, Amazon, and others to the City of Bonham due to online sales. City Manager Sean Pate included his thoughts on how to discover just how much sales taxes are being generated by the online sales and his appreciation for this report presented by Dale. 9. Executive Director’s Update: Topics include but may not be limited to: BEDCO participation in TEDC Annual Conf, scheduled ED Sale Tax training, on-going planning Bonham Mfgs’ Roundtable #15, ongoing Jones Field Airport improvements dialogue, and other projects/prospects of interest, etc.: Director Filipowicz gave a brief report on the items listed above, noting the website of www. texomatalks.com as a website for those interested in the Building Wealth Workshops. He noted that on September 9th the Bonham Mfgs Roundtable #15 will be hosted by Tongrun and that an invitation has been extended to the Workforce Commissioner of Employers, Aaron Demerson, and mentioned ED sales tax training for some board members. He closed with a discussion about the TexasEDC conference that will be held at the Worthington Renaissance Hotel in Ft Worth, October 13 thru 15, and how BEDCO will be one of two breakfast sponsors in the quest to locate good developers as well as mentioning the newly refreshed Bonham entry sign that is lighted up at night. 10. RECESS INTO EXECUTIVE SESSION BEDCO shall convene into a closed executive session pursuant to Section 551.074 of the Texas Government (Personnel) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of Board Member McQueen: President McDonald was about to recess into executive session when Board Member Dale McQueen asked that this be openly discussed as per his right.

Mr. McDonald then began by explaining this item was to discuss the decision to ask the City Council to consider removing Dale McQueen as a board member at its next meeting. He said this decision was come to after much thought and prayer and gave the reason of an adversarial communication style of Mr. McQueen that results in too much time being used talking about personnel matters rather than about BEDCO business. He cited two

examples of actions made by Mr. McQueen that resulted in the appearance of conflict and how many hours were needed to sort the resulting problems created by those actions. Mr. McQueen responded with his desire to base things done by BEDCO on real information and real numbers and how it is the responsibility of BEDCO to be accurate with their numbers and how he doesn’t like getting into projects that are not worth pursuing. Mr. McDonald countered with it’s not the changes he brings up but with his approach and how he goes about things that dissuade

others from participating which doesn’t end up with the best result for the city. After some discussion with the consensus being that though very intelligent, Mr. McQueen’s adversarial communication style is not acceptable. Glen Taylor then made the motion to recommend to the City Council that Board member Dale McQueen be removed as a BEDCO board member and record this recommendation to the City Council at its next regular meeting. A motion was seconded by Kelly Royse and passed with the opposing vote of Board Member Dale

McQueen. 11. RECONVENE IN OPEN SESSION The Board of Directors of BEDCO will reconvene in an open session and take any action related to the Executive Session: N/A 12. Adjourn: The meeting was adjourned at 6:24 p.m. Note: After the meeting, Mr. McQueen was asked to elaborate on the “real information and numbers” he referred to in his dialogue during the discussion of item 10. However, instead of using that much electricity, they only used a thousand dollars a month and yet were given credit based on the incorrect number of $120,000 instead of the actual number which was closer to $10,000. To further illustrate his point, he noted that under an original report composed by BEDCO of tax revenue coming to the city in the next ten years from businesses, it showed the City of Bonham receiving $450,000. However, after closer review with corrected numbers entered into the report, it was more like $70,000.

Bois d’Arc Watershed Protection Plan Meeting #2

Wednesday, August 11, 2021, NTMWD Watershed Manager David Cowan welcomed a group of about fifteen to twenty people to the second official stakeholder meeting of the Bois d’Arc Lake Watershed Protection Plan. All the members of the Steering Committee were present except for County Judge Randy Moore who had Attorney Newt Cunningham fill in for him and his alternate Commissioner Magness. Attending virtually, via Zoom, was Ryan Kyslee of NRCS (USDA Natural Resources Conservation Service). David began the meeting at 9:00 a.m. by recapping some of what was covered in the first meeting and explained that the goals of the project and the meeting was to: Identify current and potential sources of water pollution in Bois d’Arc Lake; encourage a voluntary community-driven partnership that’s focused on protecting and enhancing the water quality of Bois d’Arc Lake; identify and recommend specific management measures or actions or activities (voluntary activities); facilitate the pursuit of federal grants and the implementation of those grants. In the draft of the ground rules was a list of those groups who will largely comprise the Technical Advisory Group. Listed in that group is the NTMWD, TCEQ, Tx AgriLife Extension Service, Tx Agrilife Research, Tx Department of Agriculture, Tx Parks and Wildlife Department, Tx State Soil and Water Conservation Board, U.S. Environmental Protection Agency, U.S. Geological Survey, and USDA Natural Resources Conservation Services. After a review of the ground rules, David recapped that once the ground rules and the rest of the chapters for the plan are complete and signed off on by the committee members, (a process that is expected to last through December) it can be sent to the EPA for approval which will clear the way for federal funding through grants. The ground rules were approved by the committee members, as was Chapter 1 of the Plan dealing with management. Chapter 2 was not available for review, so the discussion moved to Chapter 3, Watershed Characterization. David Cowan asked for input regarding data graphs contained in Chapter 3 and after some discussion, it was determined both graphs would remain. Director of Public Works for the City of Bonham Lance Capehart made the observation that on page 13 it was written that the City of Bonham “holds water rights” but that was not correct he said, as Bonham is a purchase water system and NTMWD owns the water rights. He further explained

that Bonham owns the dam and the property around the lake but when they became partners with NTMWD, they obtained the water rights. Educator Nathan Melson also observed that the map on page 10 was incorrect as the representation of the Blackland Prairie was incorrect and observed that monitoring data from three major creeks were not included. Newt Cunningham noted that Allens Chapel is clearly in the watershed but possibly not Allens Point. Mr. Cowan acknowledged the suggested changes for Chapter 3 and Texas Water Resources Research Assistant Stephanie deVilleneuve began her presentation on Chapter 4: Water Quality. After the technical part of her presentation, she arrived at: The Potential Sources of Pollution, that covered pollution coming from warmblooded animals that includes a broad spectrum of non-point sources. A discussion began about septic systems, horses, cattle, and feral hogs. During the discussion that included topics of the number of bacteria coming from the different non-point sources of pollution, it was determined that the calculations of the number of certain animals were incorrect. The location of septic systems and pollution from septic systems that are failing was also discussed. A lively discussion ensued on the best way to deal with feral hog problems and how the number of feral hogs is much higher in the watershed than what is noted in Chapter 4. The last category of pets brought the observation that rural America has more cats and dogs than urban areas (there are people out here that have ten barn cats). Stephanie concluded her presentation with a promise to look over the data in Chapter 4 and redo her math where needed. Being that the information in Chapter 5 was closely related to the incorrect data in Chapter 4 and since the exchange of ideas and observations took up a good deal of time, Ms. deVilleneuve decided to cover Chapter 5 at the next meeting after corrected text, maps, and calculations are made. David Cowan stated that he appreciated all the feedback and said he would be making edits to Chapter 3 and would be sending out the draft documents via e-mail to the members for their review before the next meeting of September 8. Discussion on grant money to assist with septic systems and other problems like feral hogs was briefly touched on with David Cowan asserting that grant money can be easier to obtain when a watershed protection plan that includes the control of feral hogs, is in place. The meeting concluded a little after 11:00 a.m.

LEONARD -- The addition of two powerhouse volleyball programs from Grayson County to district play last fall contributed to the subtraction of Class 3A Leonard from the postseason in 2020. The Lady Tigers, who had previously made five-straight trips to the playoffs, will look to make their absence last fall an anomaly. Returning a couple of all-district honorable mentions from 2020 will help: senior Reagan Whitehouse and junior Abby Cavender. The opening week for Fannin County teams will conclude on Saturday, Aug. 28, with Honey Grove at Tenaha at 2 p.m. Three of Fannin County’s six football programs reached the 2020 postseason: Fannindel, Class 1A-II State quarterfinalist; Leonard, 3A-II area finalist; and Trenton, 2A-I bi-district finalist. Again this football season, the Fannin County Leader within its pages will weekly have varsity schedules and scores for county teams.

Dodd City’s unprecedented run to an undefeated Class 1A State girls basketball championship last season required taking an unorthodox route. COVID-19 considerations statewide prompted the University Interscholastic League to forgo having single regional tournament sites in its classifications in favor of playing regional semifinals and the ensuing finals at different locations -- and multiple days apart. With hopes of a return to normalcy, the UIL announced on Aug. 16 regional tournament sites for the upcoming 2021-22 basketball season. In 1A, the Region III Tournaments will remain in Mansfield at Legacy High School. Meanwhile, the Region II-3A events will be at Prosper High School and Region II-2A at McKinney North High School. The girls events will be February 25-26 and boys March 4-5.

Members of the Lake Fannin Board met Monday, August 9, 2021, at 8:00 a.m. to discuss updates and share thoughts on the best way forward to accomplish their goals for Lake Fannin. Present, were Fannin County Auditor Alicia Whipple, Commissioner Edwina Lane, Lisa Loiselle, David Keene, Dana Gaedtke, Mike Lane, and Jarrett Tucker. Unable to attend today’s meeting were Cheryl Youree, Gabe Parker, Mike Vaught, and County Judge Randy Moore. Ms. Whipple opened the meeting by relaying the difficulties in being able to contact the Secretary of State regarding “Lake Fannin Volunteers Right to Transact Business”. Red tape involving forms that were filled out and sent that are needing to be acknowledged by the Secretary of State in Austin with a letter to give the comptroller, is holding up the right to conduct business by the Lake Fannin volunteer workers. Mark Pons with the USDA Forrest Service (the US Forrest Service are the current owners of the lake) is attempting to expedite the process to allow the Lake Fannin volunteers to conduct the business needed to repair the Lodge’s roof at Lake Fannin. The funds that are currently available and how much would be needed to complete the work (with Mr. Keene volunteering to cover any expense overages that may

not be covered by monies on hand,) was discussed as well as the three weddings that have been booked to take place at the Fannin Lake Lodge this Fall. How much work will be needed to clean up the area in time for the weddings and who could do that work was touched on. The location of a tower that would need to be erected for internet service to be available was discussed and it was noted that the Texas Historical Commission was not wanting that tower to be visible from The Lodge. Plumbing problems, security cameras, overgrown brush along the loop located by the lodge, overgrown vegetation on the dry side and the west side of the dam, was also discussed along with possible solutions to the challenges faced. It was suggested that more volunteer workdays be scheduled to mow and clear overgrown foliage around The Lodge and the enlistment of aid from local volunteer fire departments was proposed to help clear brush by burning the vegetation on the dam during fire training exercises. Alicia said it sounded like a good idea but, like everything else done at the lake; it first must be approved by the Forrest Service before it can become a plan. She explained that the Forrest Service has no money in their budget to go towards solving the problems at the lake and that is why everything is falling on the volunteers to get the work done but

that does not change the fact that everything still must go through the Forrest Service for approval. She is working with Mark Pons of the USDA Forrest Service to get the approval and authorizations for the work they are trying to get done. A discussion ensued regarding the Conveyance Act and the details involved in a land transfer from one government entity to another. Alicia said Judge Moore had a lengthy phone conversation with Congressman Pat Fallon; she has reached out to Senator Ted Cruz and has plans to contact Senator John Cornyn’s office for advice and assistance in the effort to get Lake Fannin transferred back to the control of Fannin County. A conversation ensued about government bureaucracy and how a cost of $123,000 for the land went up to over $400,000. If the County must pay that money, (the US Forrest Service determines what must be paid before any transfer to Fannin County is made) the comment was made that the Forrest Service is looking into if the county will be allowed to make payments. Alicia noted that the benefit of the land being in the County’s name is the grants that can be gotten to get all the work needed at Lake Fannin, done. The meeting was adjourned at 8:45 a.m. noting the next meeting will take place September 13, 2021.
