General Fund is what citizens get for their taxes; police, fire, EMS, library, administration, streets, etc. Franchise fees and sales tax are a part of this fund. General Fund concerns are: • Available housing is a concern. Bonham is 400 housing units short. The city has been aggressive in dealing with this issue. As you drive around Bonham there are quite a few single family homes being built. • Rolling stock and heavy equipment is outdated and requires high dollar maintenance. • Infrastructure/streets are something the city is working on. • Preparing for future growth; codes are being updated, infrastructure is being improved, etc. • Staying competitive – Bonham is closely located to the metroplex and behind in pay. Bonham cannot compete with bigger cities. Creativity is being used to improve pay, benefits and the retirement system. City staff recommend a 3% raise (cost $161,000), 1 additional Personal Day off for fulltime staff and changing the retirement ratio to 2 to 1 (cost; $140,000). Revenue – Property tax revenue grew 7%. Because there was such a large increase in valuation of properties, and about $5 million in tax base growth, the rollback rate proposed is 3 cents lower than the current rate. Property taxes are 36% of revenue. Sales tax is about 19% of revenue. Property tax revenue grew 7% and the tax base grew 12%, with about 11% of that coming from increased property value. Sales tax is budgeted with a 4.5% growth rate. Continued See City on page 5

Photos by Sandy Hood By Sandy Hood The Bonham Animal Shelter has outgrown their space and are in the process of expanding. The shelter houses dogs and cats that do not have a home. The plumbing is in and they are ready for the concrete slab to be poured. Progress is slow because of funding. Pouring the concrete will just about deplete funds raised through fundraisers and donations. If you love animals and would like to volunteer or help
in any way, you can visit the shelter at 500 Industrial Street in Bonham. Hours are; Monday - Saturday from 8:30am to 4:00pm and Sundays by appointment. The phone number is 903-640-8245. By Bro. Bill Beasley Isa. 58:9 & Acts 9:6 Sometimes we can learn a valuable lesson in a most unexpected way. I learned such a lesson on prayer. While I was serving as Chaplain at the Sam Rayburn Me-
morial Veterans Center, I was making my morning visits at the hospital, on this particular morning I had 65 patients. I shall never forget my visit with a blind patient. We had a good visit and enjoyed our prayers together. I was preparing to move on to the next patient, when I opened my eyes, he was still in a prayer posture. I apologized and then the patient said to me, “Chaplain, I had talked to God, and I was letting him talk to me.” His eyes were blind, but his ears were open to prayer. Does God answer prayer? Sure he does. The Bible
Fannin County Commissioners Court is holding a Public Hearing on Tuesday, August 27, 2019. The public is urged to attend and express your views on the agenda item – Tax Increase. The hearing will be held at the Bonham City Hall at 8:45am. The City Hall is located at 514 Chestnut Street in Bonham. The official notice from the county reads: “To Attend Public Hearing on Tax Increase – regarding a proposal to increase total tax revenues from properties on the tax roll in the preceding tax
year by 7.98% (percentage by which proposed tax rate exceeds lower or rollback tax rate or effective tax calculated under Chapter 26, Tax Code). Proposed Tax Rate $0.589 per $100 Preceding Year’s Tax Rate $0.589 per $100 Effective Tax Rate $0.4987 per $100 Rollback Tax Rate $0.5592 per $100
The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for Fannin County from the same properties in both 2018 tax year & 2019 tax year. The rollback tax rate is the highest tax rate the Fannin County may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate. There will be a 2nd Public Hearing on this matter on September 13, 2019 at 9:00am at the Bonham City Hall.
Bonham High School Information Dear Parents, Guardians Students, and Bonham High School Families School started and I am so excited to begin this new chapter in my career. My name is Panchi Scown and I come to Bonham with twentyeight years of experience. I began my career, in education, at the elementary level, transitioning to middle school and finally to the high school level where I have been the principal of Alpine High School for the last six years. I am excited to bring my knowledge, creativity and passion for learning to Bonham High School. Mrs. Buckaloo and I, along with many of the BHS teachers, have been working to create a new and exciting educational experience for our students. I believe all involved with BHS will appreciate the changes. Some of the changes will include: All students who turn in, either electronically or paper, all their beginning of the year paperwork, completely and correctly, by Wednesday,
August 28th, will be invited to an ice cream or frozen ice party Friday afternoon before school is dismissed. The students will challenge each other and the other classes to decorate hallways…… you’re going to love this. Students who have perfect attendance (including no tardies) will receive a $100 gift card at the end of the school year. All visitors will be required to show ID to enter the building and wear a visitor’s badge while in the building. Visitors may enter the front doors, but will need to be “buzzed” in by the front office. Parents and community members who want to attend pep rallies are asked to get preapproval. Any time during the week of the pep rally you may come to the office and be run through the Raptor system. The office staff will hold your tag until time for the pep rally and all you will need to do is pick it up and head to the gym. These changes are designed to promote the safety and security of all our students

An example given of fund reimbursement was: a builder may come in and buy a lot with a home that needs to be demolished, with the plans of building a new home. The builder may be reimbursed for the demolition after the completion of building the new home. No funds will be paid out until a project is completed. There are limited funds available and the city would like to help fund as many projects as possible to help with Bonham needing 400 rooftops. Aging is something every person goes through, understanding the cycles of the elderly, we may all not understand so here are a few things I have either experienced or read. Their are 5 Cycle Social needs: Physical, Emotional, Mental, Social and Sprirtial. I will touch on a couple of these for you today, starting with Social and will end with Spirtiual. Social needs are a very important human need. When they are not met, they can lead to physical and mental health problems. Social needs help reduce emotional concerns, such as depression and anxiety. Therefore, Social needs is extremely important in the elderly to obtaining Quality of Life. Spiritual needs of the elderly are also very important, many times over looked. You can offer Spiritual guidance by music, art, or a church service. You should also offer more than one type of spirituality to be able to fit everyone’s needs. Some need support for a purpose and hope, some need support for wanting to be loved and some need that spiritual support to help them cope with the many losses they feel that take place in their lives. This recipe is one you may want to try early for the holidays. It is made in a crockpot, so you won’t have to turn on the stove during these hot days. This is probably one of the easiest peanut cluster recipes I’ve seen in a while. CROCKPOT PEANUT CLUSTERS 1 (16 oz.) jar dry roasted peanuts, unsalted 1 (16 oz.) jar dry roasted peanuts, salted 1 (12 oz.) bag semi-sweet chocolate chips 1 (4 oz.) German sweet chocolate bar, broken into pieces 2 lbs. white almond bark, broken into pieces Using a 4-6 quart crockpot, layer ingredients in order given above and cook on low for 3 hours. Very important: DO NOT TAKE LID OFF THE POT! After 3 hours, unplug the crockpot and leave for 30 minutes. Again, do not take the lid off during this time! After the 30 minutes is up, take the lid off and stir. Drop on waxed paper. Makes about 100 clusters. Please send me your favorite or unique recipes to 300 E. 22 Discussion, Consideration and Action to approve the contracts for the Masonry work with Bryco Company and the Roofing work with Anchor Roofing - County Judge for County Purchasing Agent – Michelle case explained that Brad Setterberg has looked over the contracts and they seem to look ok. Two citizens spoke during this agenda item: * Milton Glenn –“It has been discussed that one of the reasons for being in a hurry to approve contracts is to save cost. There are a lot of ideas to try and reduce cost with one of them being to move the restrooms from the basement to the 1st floor. In prior minutes of this court it says that you moved the restrooms from the 1st floor to the basement to reduce the cost of moving dirt. My question is; are you taking into consideration what has transpired and what you decided on in previous meetings to reduce costs?” * Dale McQueen – “I have 3 things with some of them addressing the Project Manager, Commissioner Lackey.” All 3 items are from the Funding Agreement and Resolution with Texas Historical Commission (THC). (1) According to the contract with THC, if the schedule is not met a written extension request must be made. “I just want to make sure we are doing this.” (2) If the funding for the courthouse project increases or decreases by 10%, a new funding schedule needs to be provided to THC. If this is not supplied, THC will stop reimbursement for the project. “THC is asking for the new funding schedule. They have stopped reimbursement until they receive it. I wanted to make sure that is taken care of.” (3) Any changes and all contracts approved by this court need to be approved by THC first before work begins. If THC denies a contract after work has begun, they will not reimburse the county for that work. The county then risks taking full responsibility for all payment. * Commissioner Lackey stated that every Tuesday they meet about the courthouse and THC is usually on the phone with them in those meetings. “THC is well aware of the contracts and the schedule. What THC relayed to us is; they are just praying we finish this thing.” Lackey then stated that he is not the Construction Manager. He is the county contact. * Judge Moore stated that he spoke with THC the prior evening and they told him that they had no problem with the contract for the masonry work. They said that about 60 revisions had been turned into them for review and they approved 55 of them. THC mentioned that if we changed funding by at least 10%, we have to turn in a new funding schedule. Commissioner Lackey made a motion to approve the contracts. Commissioner Magness seconded. Motion carried. 23 Discussion, Consideration and Action to approve election judges for September 1, 2019 through August 31,

There are a lot of gravel trucks driving too fast on CR 2910 & CR 2907. These are 12’ roads and it is dangerous. He is trying to figure out who they are and get them routed back to CR 2945. Construction speed limit signs are in the works. Please slow down and be safe. There was an incident this past weekend in Lannius. • Judge Moore stated that this year we have received 3 donations of RAP (Recycled Asphalt Shingles) from Tx Dot. The county is in a position to get more RAP from Tx DOT also. A big thank you to Tx DOT! He invited everyone to meet him at 7:00am on 8/21/19 at the courthouse to pray for unity in the county and to pray for the kids and teachers at all the schools in the county as they begin the new school year.

The presentation entailed the dynamics of Family Place Libraries. Family Place builds on the knowledge that good health, early learning, parental involvement and supportive communities play a critical role in a young child’s growth and development. The overall goal of Family Place Libraries is to develop and institutionalize a family friendly environment by transforming libraries into community centers for literacy, early childhood development, parent education & engagement, family support and community information. Each Family Place Library Offers: • A five-week parent/child workshop featuring local professionals who serve as resources for parents. • A specially designed space for young children and their parents.
• Developmentally appropriate programming for young children and their parents. • Collections of books, toys, videos, music and other materials for babies, toddlers, parents and service providers. • Access to resources that emphasize emergent literacy, reading readiness and parent education. • Outreach to new and underserved populations. There is always so much going on at the Bonham Library. I encourage you to go to their Facebook page or visit them on the web to view their many programs. Better yet, visit them in person. If Only They Were All This Easy While investigating complaints of several deer camps having been broken into in Polk County, wardens spotted a familiar vehicle parked along a creek they had observed coming off another back road late the previous night. Upon closer inspection, the wardens observed in plain sight a spotlight and a .22 rifle inside the truck and a small pool of dried blood on the tailgate. After making contact, one warden asked if the
two individuals remembered seeing them the night before. One guy responded, yes, and asked why the wardens were following them. The warden let him know they had been trailing them for some time. At that point the warden expected the man to admit to hunting feral hogs, which would be legal at night on private property with permission, but instead he informed them they had shot a deer. The clueless poachers also implicated themselves on several other poaching inci-
dents and violations, and led the wardens to the area where they conducted the illegal activities. Upon arrival, the subjects showed where they dumped the carcass and where they stored the meat at their grandmother’s house. The shooter later stated that his daddy and granddaddy were questioned by wardens back in the day, but never got caught in the act, claiming that the apple doesn’t fall too far from the tree. Uh, huh. Multiple charges pending.

Steve was born in Honey Grove, graduated from Honey Grove High School, and then graduated from Texas A&M Commerce. He has had a distinguished business career of
management, sales and business development in the agricultural crop protection industry. For many years he has lived in the Metroplex, but he and his wife Kelly recently purchased a home in Honey Grove and split their time between Lewisville and Honey Grove. He has a long history with the Hall-Voyer Foundation and the Honey Grove Library in part because his mom, Mary Anne Thurman, who for many years was the Executive Director of the Hall-Voyer Foundation. We welcome his business expertise and his passion for the Library to the Board. With our newly remodeled facility, the Library will be able to offer even more services and programs to the community, and Steve will play a big part in helping us achieve our goals.

Abe Goldfarb joined the Hall-Voyer Foundation Board of Directors in 1987 and has served the Foundation and the Honey Grove Library for 32 years. He was one of the directors who was pivotal in changing the mission of the Foundation from health to community support, including the Library. He was elected Vice-President of the Board in 1997 and has
served in that position for over 20 years. Although he and his company, National Banner, reside in Dallas, Abe has always cared deeply about Honey Grove and the Library and he traveled from Dallas to attend the quarterly meetings of the Foundation as long as his health allowed. His company, National Banner, has generously supported not only the Library but many other organizations in Honey

Creative Arts Center Launches Program for One-Man Exhibits Carrol Reese and Karen Sigler featured for September

The Creative Arts Center announced today that it’s first East Gallery Exhibition will open on September 3 with an exhibit by Carrol Reese of Ivanhoe. This program is designed to allow member artists to have their own exhibition. “I came up with the East
Gallery program because artists have asked me ‘what does it take to have a oneman show here?’,” said CAC Executive Director Lisa Avila. “The arts center periodically uses the entire gallery to show the work of a single artist. This is infrequent and is done on an invitational basis, so I wanted to offer all of our member artists a way to
have a “one man show” which is what every artist desires. The East Gallery is now available to artist members of the Creative Arts Center who may rent the space for a month and fill it with their own work. No more than two artists may share the space at one time.” The idea was an instant success and all four months
remaining in the year are reserved. September will include the work of Carrol Reese of Ivanhoe and Karen Sigler of Bonham. Carrol grew up in Lubbock and began her creative career with leather tooling. After a hiatus during her working career, her creativity surfaced again and she opened a crafting shop and began making
mosaics and painting. After closing her shop last year, she now works in her studio at home producing a variety of art. Karen is also from Ivanhoe and recently became an Artist member of the Creative Arts Center. She is an avid photographer and also paints. In addition to prime conditions heading into the opener, dove populations have thrived this year thanks to the amount and timing of spring rains across most of the state that kicked habitat into high gear for dove breeding season. “With the abundant highlypreferred dove foods available on the landscape this year, we’re seeing excellent production,” said Owen Fitzsimmons, TPWD dove program leader. “White-winged dove production, in particular, has been very high in the southern half of the state. Plus, many of the states to the north had similar spring habitat conditions, which should result in a strong influx of migrant birds for Texas later in the season. I’m excited about the prospects this season, it should be fantastic.”

Funeral Services for Ellen Elizabeth Broiles, age 95, of Bonham were held on Saturday, August 24, 2019 at First United Methodist Church in Bonham, Texas under the direction of Wise Funeral Home. Rev. Dana Coker officiated. Burial followed at Gober Cemetery. Ellen passed away August 19, 2019 at her residence in Bonham, Texas. Elizabeth was born January 1, 1924, the daughter Joe Robertson and Addrue Brown Robertson. Elizabeth loved to crochet and was a skilled seamstress. She was an accomplished bridge player and belonged to several bridge clubs in Bonham. Being an avid reader, she enjoyed her 20 years working at the Bonham Public Library. She was an active member of First United Methodist Church. Elizabeth is preceded in death by her parents, husband James Broiles, brother Glen Robertson, and son John Broiles. She is survived by daughter, Jo Ellen Clardy of Bonham, Texas; son, Mike Broiles of Bonham, Texas; grandchildren Shana Carter and husband Bud of Omaha, Texas, Shelly Knight and husband Jeff of Omaha, Texas, Chris Broiles of Morgan Hill, California, and Sgt. SHERLEY DEAN GRAY BOATWRIGHT ADAIR STEVENS
Bonham - An example of Jesus' love, servitude to others, and forgiveness, Shirley Dean Gray Boatwright Adair Stevens, 94, left this earth to spend eternity with her Lord Jesus Christ on Tuesday, August 13, 2019. Dean died happily at home with her family in Paris, Texas, where she was known as Mom and MamaNinny (a combination of Mama and Granny). Shirley Dean was born on the 9th of September 1924 in Telephone, Texas, to Jesse Andrew and Cora Mae (Runyan) Gray. Though born in a small town, she loved to travel and would say her middle name was Go. During her life, Dean worked mostly as a caregiver. Her heart’s desire was to feed, clothe, and care for those who were ill or in need. At one point, she even pawned her wedding ring set for a small amount of money to buy food for a family. When her young daughter asked, "Why?", Dean said, "Because they were hungry." She was never able to get the rings back, but it was a Godly lesson shown that was never forgotten by her child. She loved to garden and cook. In the 1950's, she would help cook for the huge parties she and her husband, Clyde Boatwright, would give on their anniversary. Attended by thousands including some state representatives, the Boatwright barbeque parties in Whitewright, Texas, were some of the highlights of her life. Never having gotten her drivers license, she would take her children to whichever Christian church was within walking distance. She taught them "It doesn't matter what's written over the church house door, as long as they believe in the blood of Jesus Christ!" Dean attended the Nazarene Church in Bonham, Texas, in the early 1960's. Later she was a member

She leaves her sons Billy Clyde Boatwright (Andre’ Massey) of League City, Texas; Jesse Lynn Boatwright of Celina, Texas, and Leslie Wayne Boatwright (not a biological son but a son of her heart) of Cleveland, Texas; daughter, Cathey Elaine Boatwright Williams (Richard) of Paris, Texas (formally of Celina, Texas); step-daughter-in-law, Pamela Wilson Adair Bales of Arthur City, Texas; step-children, Roger Adair (Gail), George Adair, and Georgia Adair Durant of California; granddaughters, Cheri Michelle Bishop Duval (Charles), Kori Renae Bishop Hill (fiancé Leslie Beane), Stacey Anne Boatwright McClellan (Brent), Jayme Alyce Boatwright Paulsen (Scott), Monica Louise Boatwright Estep (David), Grandsons, Joseph Erick Williams, Jonathan Boatwright, and Michael Lynn Boatwright; great-grandchildren, Chad Christopher Duval (fiancée Rachel Stephens), Charli Michelle Duval McCue (Adam), Christopher Glenn, Chasiti Renae, and Camryn Chante Hill, Regan, Brayden, and Kayla McClellan, Tyler Main, and evan and Tucker Estep; sister Fable Naomi Gray Griffin, beloved nephew, Joel Dooly; and friend, Kathy Randolph. Bonham, TX. David Joseph MacCarrol was born on August 25, 1929 in Bronx, NY to David and Isabella (Henderson) MacCarrol. He served honorably in the United States Navy from October 6, 1947 to July 1, 1970. David was in combat in Korea, Taiwan, and Vietnam. While in the military he served as aircraft maintenance, recruiter, and Leading Chief and received the following citations and medals;, China Service (Taiwan) - National Defense Service Medal, United Nations Vietnam - 6 good conduct medals, and Korea Service - the Army Forces Expeditionary Medal. He served aboard the U.S.S. Shangri-La and the U.S.S. Kitty Hawk. After being honorably discharged he was transferred to Fleet Reserve. David Joseph MacCarrol married Rose Mary (Osso) MacCarrol; she preceded him in death on March 9, 2014. He attended the University of Mass., worked for 19 years as a US Customs inspector and is of the Catholic faith. David is survived by daughter Deborah Carter and husband Louie G of Sachse, TX; and cousin, John Callaghan of Mt. Pleasant, SC. His parents also precede him in death. Larry was born on October 21, 1940 in Honey Grove, Texas, to James Franklin Dobbs and Mary Lou (Newhouse) Dobbs. He passed away on Sunday, August 18, 2019, in Paris, Texas. He lived 78 years. He grew up on a farm in Selfs Community where he began learning to care for livestock. He showed Hereford and Angus steers in high school and received multiple awards. Larry attended Abilene Christian as well as Texas Tech University from which he earned his degree. Next, Larry served in the Army National Guard. On February 4, 1967, he married Nancy Carole Collard at the Honey Grove church of Christ. They began their married life in Greenville, Texas, where Larry worked for FHA. By December of that year, their son, Clint arrived. Several years later in 1970, while living in Palestine, Texas, their first daughter, Ashley, was born. Larry and Nancy then moved their family to the Dobbs home place in Selfs where Larry became a full-time farmer and rancher. In the summer of 1973, their second daughter, Melanie, joined the family. Larry enjoyed singing, drawing, writing, solving word puzzles, and eating fine meals with his treasured family members. He had a unique sense of humor and genuine love for mankind. Larry spent many hours admiring Gods creation throughout the seasons of the year, and his love for God and family was evident to all who knew him. He was happiest seeing his children and grandchildren excel in their various school and personal activities. In his later years, Larry began researching local history, local families, and cemeteries connected with his ancestry. He compiled multiple books that included
the people of northeastern Fannin County with the goal of preserving this history for future generations. Larry also wrote and submitted documentation to the Texas Historical Commission for historical markers to be erected at both Shiloh and New Salem cemeteries in the Selfs Community. Larry was a lifelong member of the Selfs Church of Christ. He was preceded in death by both parents, his brother, Sammy Dobbs. He leaves behind his wife of 52 years, Nancy Dobbs of Honey Grove; son and daughter-inlaw, Clint and Susan Dobbs of Jacksonville, Texas; daughter and son-in-law, Ashley and Phillip Price of Ravenna, Texas; daughter and son-in-law Melanie and Terry Kiker of Midland, Texas. He also leaves behind nine grandchildren and one greatgranddaughter: Ashleigh (Kenrick) Flores and husband, Luis; Jacob Price, Tyler Kenrick, Ethan Price, Morganne Price, Holley Kiker, Hunter Kiker, Matthew Dobbs, Sawyer Price, and Sophia Flores. For the purposes of this RFQ, ESCO refers to any company that is qualified to provide a turnkey energy conservation program. TRENTON -- Two returning all-district superlative winners lead a 10-player varsity roster for Class 2A Trenton in 2019, as the Lady Tigers prepare for a program-record fifth-consecutive volleyball postseason. Junior Gracie Holden returns at setter after garnering the District 12-2A superlative last fall at the position for
Trenton, a Region II2A bi-district finalist in 2018. The Lady Tigers also welcome back senior Carley Stone, the district’s top libero award winner in 2018, after Trenton advanced last fall to the 2A playoffs as 12-2A’s second seed. Dodd City held onto the No. 15 spot on Aug. 18, as the Class 1A-2A poll by the Texas Girls Coaches Association expanded to being a Top 20. The 1A Lady Hornets maintained their ranking after claiming on Aug. 17 a second silver-bracket championship this season in as many avoy tournaments. Class 2A Lindsay also placed at No. 16 in the 1A-2A rankings where Crawford overtook now-No. 2 Jewett Leon for the top spot. Troy again led the 3A rankings which also included No. 2 Prairiland, No. 5 Commerce, No. 8 Redwater, No. 12 Howe (of District 10-3A) and No. 17 Gunter. JOHN 14:6

Aug. 30 will mark the beginning of the regular season for Fannin County’s six varsity football teams. All but one will have the same head coach as in 2018. Class 3A-I Bonham will play host to 3A-I Mount Vernon -- one of the few teams to outscore the Purple Warriors last season during John Fish’s first at the helm. With an 8-3 record, Bonham equalled its most wins in a single campaign since 2005 -- and most victories in a regular season since 2001. Fish, who returns, also became the first Bonham head football coach to start his tenure with a winning season since Larry McFarlin coached the Purple Warriors to a 6-5 mark in 2004. At Leonard, Shane Fletcher
will start his 15th year, as the 3A-II Tigers look this season to make 2018’s playoffs absence an anomaly. Leonard, which will start the season at 2A-I Wolfe City, had previously made sevenstraight postseason trips -and eight during the last nine years. At 2A-I Honey Grove, Glen Schuelke will return for his second season as head coach with a game at 3A-II Bells. The Warriors, a bi-district finalist the last two seasons, will vie for a third-consecutive postseason -- the same way Honey Grove started this decade. Trenton, which will host 2A-II Detroit, will be the lone county school with a new head coach, after promoting defensive coordinator Josh Shipman. Last fall, the 2A-I Tigers, with three wins, matched their most victories in a single season since the restart of the

At Savoy, Clay Wilson will return for his eighth season with a game at Denton Calvary of the Texas Association of Private and Parochial Schools DI. Gabe Lane will return for the second year of his second stint at 1A-II Fannindel, which plays host to 1A-I Saint Jo. Last season, the Falcons won their first district title and bi-district game in six-man football since 2013 en route to the regional round of the playoffs.
