Tuesday, 27, 2021, County Judge Randy Moore called to order at 9:00 a.m., a Regular Meeting of the Fannin County Commissioners Court. A quorum was established as all four of the County Commissioners and the County Judge were present. The invocation was led by Pastor Michael Evans of the Windom United Methodist Church. Pledges were led by Major James Manis, assisted by visitors Elijah and Gunner of Fannin County. 4. Public Forum: The first Public Forum speaker, a citizen of Fannin County, began by relaying her sympathies for any who had lost a loved one to Covid. She continued that in our society today there is information regarding Covid that is being suppressed largely by big tech and it is something not seen before in our country. She sees free speech being attacked, as adverse information regarding the use of the vaccine (the number of adverse reactions and deaths that have occurred as a result of taking the vaccine) is not reaching the public. We had a wonderful service in God’s house Sunday morning! As I said last week,

the sweet, sweet spirit of the Lord was definitely present! This was a very special day for

Central because we celebrated Pastor Jackson’s third anniversary as our 8/3/21 pastor. We love the Jackson family, and he and his family have been an enormous blessing to our

church! The Lord has blessed our church in so many ways in these last few years, and we are certainly looking forward to the blessings from the Lord to come! This week, I am drawn to the writings of John H. Yates. His writings include, “Without Thee, My Savior, I Nothing Can Do,” and “Holy Spirit, Lead Us Now,” just to name a few. In this classic hymn

he writes: Encamped along the hills of light, Ye Christian soldiers, rise And press the battle ere the night Shall veil the glowing skies. Against the foe in vales below Let all our strength be hurled; Faith is the victory, we know, That overcomes the world. Faith is the victory! Faith is the victory! Oh, glorious victory

That overcomes the world. I am also drawn to one of my favorite hymns, which was written by E.M. Bartlett. This is his most well-known hymn. “O victory in Jesus, my Savior forever, He sought me and bought me with His redeeming blood; He loved me ere I knew Him, and all my love is due Him, He plunged me to victory, beneath the cleansing flood.” In my research, I came across the story of how Mr. Bartlett wrote this song. It is such a wonderful testimony! It is definitely a must-read if you get the chance! If you are looking for a church home, we would be honored to have you come and join us in worship and fellowship! Press Release - Very soon, Fannin Central Appraisal District will be mailing out postcards to all owners of property in Fannin County. The purpose of the postcard is to direct property owners to a website https://fannin.countytaxrates.com/ tax created under the provisions of SB2 in an effort to keep taxpayers informed and aware of tax rates being considered by the taxing jurisdictions (County, School Districts and Cities). The website is searchable and will provide important information regarding the time and location of public hearings and specific taxing unit points of contact. Questions regarding individual property taxes should be directed to the point of contact at the taxing unit and not the appraisal district. In addition, the appraisal staff of the Fannin Central Appraisal District will be conducting normal reappraisal field work for all properties located within Bonham ISD (Including all Cities within Bonham ISD). It’s summer again in Texas. Hot, humid and breezeless days are back, “cooking” your horses which makes them prone to colic. This month I will discuss colic and what you can do to prevent it. Colic, can be life threatening. Symptoms and outcome can vary depending on the type and severity. Less obvious symptoms might go unnoticed. Your horse may just lay around, and show little or no interest in food or water. When in increased discomfort, it may paw, get up and down repeatedly, roll, and sweat excessively. Any of these symptoms warrant a call to your veterinarian. If you, have it on hand, your vet may have you administer Banamine. If symptoms persist or return, your horse must be seen for a colic exam. A full colic exam will determine what kind of colic your horse is experiencing. This exam includes your vet checking the heart rate, listening to gut sounds, a rectal exam, and passing a stomach tube. Colic may be caused from gas on the small intestine, impaction, fluid on the stomach, GI shutdown, or an intestinal displacement or twist. Treatment depends on the type and duration of colic. Horses without fluid (reflux) on the stomach may be treated by tubing miner-

al oil, electrolyte water, and given Banamine for pain. Horses are unable to vomit. If fluid is present, the stomach is pumped (refluxed) to remove it. IV fluids may then be required to hydrate and get the intestine moving. This will require hospitalization. Some horses may require referral for surgery. As the old saying goes, “an ounce of prevention is worth a pound of cure.” This is especially true for horses and colic. A high grain diet with no free choice roughage can cause gas in the large intestine and possible colic. The horse’s intestinal system is designed to have roughage (free choice quality pasture or quality hay) going through it at all times. If on pasture, be sure it is more grass than weeds. Maintain your pasture by mowing and spraying for weeds. Poor pasture will require supplementing with hay. Adding a probiotic supplement can be beneficial. This puts natural flora in the intestine which keeps the bad flora in check. Recommended brands are Fastrack, Probios, Smart Pak, and Platinum. Feed a product specifically designed for horses at the manufactures’ recommended rates. Overweight horses, those prone to founder, or previous colic may require restricted diets. Feeding a low carbohydrate feed such as Nutrena Safe Choice or Purina Equine Senior may be required. The most important thing

Don’t worry if your peach slice isn’t completely covered by dough. Melt butter in a microwave safe bowl or large Pyrex measuring cup. Add sugar, cinnamon and vanilla extract, stirring well to combine. Pour over the top of peach dumplings. Pour 2/3 of a can of ginger ale between the dumplings and along edge of pan so the sugar/butter mixture stays on top of dumplings. Bake for 35-40 minutes or until golden brown. Remove from the oven and let stand 10 minutes before serving. Serve with ice

Horses stay off of the fence, preventing injury and damage to the horse and property. If your horse does get cut on the fence, wash it well using the hose and bandage the wound. If bleeding, pack the wound with

cream, spooning some of the sauce mixture from the pan over the top. This is not a low calorie recipe, which will be obvious by the ingredients. The original recipe calls for 2 sticks of butter and a cup more of the sugars. I cut this back and it is still very good! Horse fly trail riding tip: Keep a can of Deep Woods Off in your saddle bag. Spray your horse repeatedly on the trail ride. Use caution when applying! Make sure your horse tolerates spray.

Discussion, consideration and action to approve payment of $150.00 to Tim Osborne from the Wire & Plastics building for mowing the lawn prior to awarding the new landscaping contract: Michelle Case explained how this was an amount Mr. Osborne had paid out of his pocket to have the lawn mowed and trimmed. After a discussion ensued about how exorbitant that price was and how it was not approved prior by the county, the item died for lack of a motion. 19. Discussion, consideration and action to move $60,000.00 from line 220-3701450 (Reimbursement of Materials) to 220-622-3410 (Rock and Gravel) for Road & Bridge Precinct #2: Commissioner Self explained how this is in preparation to begin work on CR 3805. A motion was made by Commissioner Self, seconded by Commissioner Lackey, and passed to approve. 20. Discussion, consideration and action regarding paying overages for the Indigent Healthcare Budget: Judge Moore and County Auditor Alicia Whipple led the discussion of the overages incurred by Indigent Healthcare. The decision was agreed upon to bring this matter back with Mark DeMay possibly via Executive Session. A citizen who is a veteran, came to the podium to ask if anything is being done to alleviate the problem of indigency in the county. 21. Discussion, consideration and action to approve payment of bills: Motion was made, seconded, and passed to approve. 22. EXECUTIVE SESSION: Personnel Matters – a closed meeting will be held pursuant to Sec. 551.074 of the Government Code for (1) deliberation of personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or (2) to hear a complaint or charge against an officer or employee – regarding starting salary range for replacement attorney and adjustments of work duties in the Criminal District Attorney’s office; all within Budget Amounts: Motion was made, seconded and passed to enter Executive Session at 10:22 a.m. 23. Discussion, consideration and action regarding Executive Session: Motion was made, seconded, and passed to enter back into Regular Session at 10:53 a.m. A motion was made by Judge Moore that regarding starting salary range for a replacement attorney and adjustments of work duties in the Criminal District Attorneys office, that the DA be allowed to make those adjustments as long as he remains within his budget amounts for his attorneys. A motion was seconded by Commissioner Lane after which a discussion ensued about the starting salary matrix and the differences that exist in policies

between county employee salaries, department budgets, and a need to raise county employees’ salaries. After the discussion, a vote was taken on the motion which passed with one nay vote. 24. Comments by County Commissioners and County Judge: Commissioner Lane thanked all for attending and staying through the Executive Session. She also asked for continued patience with the trees and overgrown brushwork going on along the roads. Commissioner Self also thanked all for their attendance and asked for patience as a tractor was broken down two weeks before repairmen could look at it and it will be another two weeks before it is repaired. He also addressed accusations made against him and Commissioner Lackey via e-mails regarding their vote against the Fannin County Development Permit. He stated his vote had nothing to do with his family’s land that is not even in a flood zone and wanted to clear his name as he never makes a vote due to his ties to anything. He said the 2011 ordinance still applies to anyone building in a flood zone but for anyone not in a flood zone, that got rescinded. He said the accusations against him are absurd and he knows he does what he believes is best for the citizens of the county and just that. Commissioner Magness thanked everyone for coming and commented on the summer work going on in his precinct and asked motorists to have courtesy and respect to the workers on the roads that no one gets hurt. Commissioner Lackey thanked all for coming and as a second thought wanted to commend the kids with the 4H project. He said a great county is one that has a great 4H program and Fannin County has a great one. Judge Moore agreed with Commissioner Lackey and expounded on the impact made on the lives of children gotten by a good 4H program. He further stated that as far as the Development Permit, it was a dead issue and there would be no more conversation on that because, if it was not good for the public, we’re just going to move on. He did want to caution people that there is a floodplain order out there but noted that after a meeting last week with FEMA and the TX Water Development Board, they are redoing how they are doing things. Sometime in September or October, more will be known about what they will come up with. He does want to caution landowners from building in a floodplain until more is known. He also spoke of road issues and how in order for the roads to look as nice as those in Collin County, folks might have to pay higher taxes that no one wants. He expressed hope that in the near future there will be more funds to put towards Fannin County roads. As far as Covid, he stressed there are no mandates but suggests if you enter into a place with restrictions, either abide by those restrictions or don’t do business there. He did say there are two sides to every story and again advised people to get advice from their own physicians. 25. Adjourn: Motion was made, seconded, and passed to adjourn at 11:18 a.m.

“Who is wise enough to uderstand this? Why is the land ruined, laid waste like a wilderness so no one travels through it? The Lord says, “It is because they have forsaken My commands, My ways that I set before them. They have not obeyed My voice nor have they lived their lives according to My commands. But they have walked in the stubbornness and desires of their own hearts; and after idols* they have gone, idols passed down from the previous generation. For death has climbed through our window. It has entered our homes, cut off children from the street and young people from the square.” Jeremiah 9:10-13,20. (*An idol is any person, place or thing that takes the place of devotion to and worship of the One True God.) With every new calamity, the COVID pandemic, violence in the streets, deep division in our government, schools, the workplace, and one economic and supply crisis after another, I hear someone say, “What in the world is going on? Has God done this, or is this from the devil or from evil men [leaders]?” There are more questions about the state of this world than ever before by believers and unbelievers alike. However the question is styled, it is clear people want to know the cause and effect of this stack of devastating problems that have hit our land and the world. I have heard sermons that address these issues. Some of the orators of these sermons assure the flock that there is no way our Benevolent God would subject His children to such anguish. Perhaps we should take a walk back in time, for God is not subject to time and He never changes. “He is the same yeterday, today and forever.” Hebrews 13:8. As we look backwards in time, we see Israel, a nation that was chosen, cherished, and cared for by their Creator, The God of The Universe. He pulled them out of slavery with many miraculous signs and interventions, then declared to them His Love and Devotion. He even calls Himself their Husband. “For your Maker is your Husband, The LORD of hosts is His name; And your Redeemer is the Holy One of Israel; He is called the God of the whole earth.” Isaiah 54:5. The name Israel is often translated from the original Hebrew as “PRINCE.” A more accurate translation of the name Israel is “HE RETAINS GOD”, the etymology coming from the description of a rigid container that can hold liquid (i.e. “The Living Water”). But there came a time when God’s spouse forgot her wedding vows and turned her love and interest to the world around her and the numerous gods within it. At the least, she wanted to live with many lovers. After God declared His Love for them, they walked away from Him many times, hid from Him, and transferred their love to another, following the nations around them to worship idols (who are not gods at all. Galatians 4:8). They abandoned their God, their Husband, and His Home. Because of God’s Grace, He has given us a panoramic view of a nation that turns from their God and the results of that abandonment. During the years of Israel’s neglect of their God He tried to bring them back into His Love, His supply and protection. He enticed them with the words of the prophets and Jesus Himself said, “..how often I have longed to gather your children together, as a hen gathers her chicks under her wings, but you were not willing”. Matthew 23:37. We know that the times just prior to the the return of Jesus, the world will be just as Jesus described in Matthew 24: wars, rumor of wars, increased violence, nation against nation, kingdom against kingdom [culture wars], pestilence, disease and a hatred of those associated with the name of Jesus. There will be a great falling away from the faith in Jesus Christ. Those who once declared their Love for God in Jesus Christ will grow cold in their love for Him. Much of the Church (Body of Christ) will become apostate, one who abandons their faith in Jesus Christ. It will be said that there are many paths to salvation to serve their own purposes. Churches will be void of the Holy Spirit’s power. They will have a form of godliness, but will deny His Power. II Timothy 3:5. This sounds all too familiar. The Lord God, Creator of the universe and everything in it will shake this earth. II Chronicles tells us of a nation that had experieced just what has been described. They had been long without Him. He encouraged them, “If you seek God, He will be found by you. For it was for many days that Israel was without the true God, without Godly teachers, and had become a people who did not know God’s commandments. In those times there was no peace for anyone, coming or going, for there were many conflicts among all inhabitants of the lands. Nation was crushed by nation and city by city, for God troubled them with every kind of distress.” 2 Chronicles 15: 3, 5-6. If there is a problem in the world, there is also a problem in the church. We have been charged with advancing the Kingdom of God and to prepare for the return of King Jesus. These were His last instructions to us before returning to The Father and sending the Holy Spirit to empower us for the task at hand. “GO, into all the world and proclaim the good news to every creature. Make disciples of them and baptize them; teach them to observe all things I have commanded you, and remember I AM WITH YOU ALWAYS, even to the end of the age.” The Great Commission: Matthew 28:19-20. Those who have been born again in Jesus Christ bring peace to the earth; they subdue the earth. They will be children for our God, born out of a loving relationship, for “HE DESIRES GODLY OFFSPRING.” Malachi 2:15. While we are waiting for Jesus; Jesus is waiting for us to fulfill our purpose by the power of Holy Spirit. We are vessels of the Holy Spirit, who raised Jesus from the dead in order that we might partake of His Endless Life and bring many sons [children] to Him. It is our mission and God’s command. If He is now shaking the church, it is for one purpose, “the removal of those things that can be shaken-that is, earthly thingsso that what cannot be shaken may remain.” Hebrews 12:27. Biggerstaff Sisters Host All Class Reunion

By Bradley David Williams When the Bonham High School alums known as the Biggerstaff sisters learned there would be no allschool reunion this year due to Covid, they decided to take matters into their own hands. The oldest, Barbara Gore (Class of 1956), invited the other three- Becky Wingo (1960) of Houston, Patti Gault (1961), and Lynn Mikelatos both of Ventura County California, to her Bonham home for late July.

They started organizing the party about five months ago and had long-distance help from several former classmates, including Jim Isham, who put together wonderful videos. One Hundred and sixty-seven would sign the guestbook at the July 24th event hosted by the Creative Arts Center. Barb Gore said, “We’re all in our seventies and eighties now, so we knew this could be the last time for all of us to be together in one place.” They were inspired by the turnout for Gore’s eightieth birthday party five years ago at the same venue. Patti Gault, (in charge of invitations and name tags for the participants,) said just re-

connecting with old friends was the favorite thing most mentioned about the event: “It is such a treat just getting to see everybody, Some of us have known each other our entire lives.” Lynn Mikelatos and her husband are owners of two restaurants in the Ventura Ca Harbor; The Greek at the Harbor, and Margarita Villa. The Greek was Featured on Kitchen Nightmares with Gordon Ramsay about a decade ago. Becky Wingo lives in Katy, Texas with her daughter and other family members. Numerous guests have commented how much fun the party was, and want to do it again next summer.

Funeral Services for Betty Jo Williams, age 93, of Bonham, Texas were held at 10:00 a.m. Monday, July 26, 2021 at First Christian Church in Bonham, Texas under the direction of Wise Funeral Home. Bro. Rick Edwards officiated. A Private Burial followed at Carson Cemetery in Ector, Texas. Betty passed away Thursday morning, July 22, 2021, lovingly surrounded by family at her home in Bonham, Texas. Betty was born on March 16, 1928, in Bonham, Texas, the daughter of Tom Hampton Ware and Bettie Cravens Ware. She was a graduate of Bonham High School. Betty married Leo Williams on August 13, 1948 in Sherman, Texas. They were just shy of 73 years of marriage prior to her passing. Betty was a homemaker who loved sewing and antiquing. She was a long-time member of First Christian Church in Bonham, Texas. Betty will be greatly missed. She is preceded in death by her parents, brothers, Roy Ware and Ray Ware, and sister, Dee Lane. Betty leaves behind to cherish her memories her loving husband, Leo Williams of Bonham, Texas; son, Leo Steve Williams and wife Debbie of Bonham,

Different volleyball coaches in place for three Fannin teams for 2021

The 2021 volleyball season will commence on Monday, Aug. 2, with the start of workouts. Last fall, Class 1A Dodd City made its first advance to the regional finals in the sport since 2001, after qualifying as District 162A’s No. 1 seed to the 1A playoffs. The postseason advance equated the 26th in the sport in the previous 31 years for the Lady Hornets who tied for second place in the overall 16-2A standings with 2A Collinsville with a 10-4 record. Alumna Lindsay Carter takes the reigns of the Dodd City volleyball program this season, filling the opening created by the departure of Alex Stephenson who also coached the Lady Hornets basketball team earlier this

The Average Daily Membership (ADM) -- the number used to determine each member school’s classification (1A-6A) for sports competition -- will be collected on an unannounced ‘snapshot’ day this fall. Turner said Class 1A Ector will enter the new alignment with a junior high program “and plan[s] on playing at least one year as a (junior varsity) at the high school level [or] possibly two.” “We will see how we feel about the progress we make in skill development this year,” said Turner. “We have a nice group of

girls here who are really excited about it,” he said, “so I assume they will put in lots of time and effort into improving. “We have had several go to some [volleyball] camps this summer to work on their basic fundamentals.” Note: The addition of volleyball at Ector leaves only Class 2A Honey Grove and 1A Fannindel in Fannin County without current volleyball programs: Both played the sport in the 1970s. Of the six Fannin schools which fielded teams in 2020, half added the sport during the last 20 years: Leonard, Trenton and Sam Rayburn.

2021, after misses last fall in a new district alignment. The Lady Warriors appeared early in October to be headed for a thirdstraight trip to the playoffs, coming off 2019’s run to the Region II-3A quarterfinals -- their deepest since an advance as far in 2008. However, COVID-19 cases at Bonham High School prompted forfeits of the Lady Warriors’ final three district matches -leading to a play-in against and five-game loss to Bells that determined the fourth and final postseason berth in 11-3A.

Meanwhile, Leonard contended for a sixthstraight postseason trip, but fell short -- in a district headed by 11-3A champion and State semifinalist Gunter, one of two new district opponents for Leonard and Bonham. Michelle Rodriguez and Lisa Davis return, respectively, to coach Bonham and Leonard this season. The 2021 season will equate Rodriguez’s ninth as head coach of the Lady Warriors, split between two stints: 2010-13 and 2017now. Davis has the longest consecutive tenure of Fannin County head volleyball coaches, having been Leonard’s since 2013.

COVID-19 hurt the Bonham Lady Warriors on the volleyball court in 2020, helping cut short what looked to be another postseason-bound team. Cases at Bonham High School last October led to the forfeiture of the Lady Warriors’ last three 11-3A matches, necessitated a play-in for the fourth and final district postseason berth and hinged their postseasons chanc-

es on a single match. An ensuing five-game loss to Bells in the play-in ended their season. Conversely, the pandemic didn’t likewise hurt Bonham’s Lady Warriors varsity in academics. Posting a 3.7 grade point average, Bonham earned a team award for its “outstanding academic achievement,” bestowed by the United States Marine Corps and the American Volley-

ball Coaches Association. Members of the 2020 Lady Warriors included: Brianna Rodriguez, Annie Ukpe, Addysan Early, Brianna Cruz, Jordan Fite, Chyrsi Hemby, Breauna Killgo, Allison Kirkpatrick, Paizley Vaught and Brynn White. Pursuit of achievement on and off the court during the 2021-22 season begins in August.

Leonard, Bonhi v’ball to host scrimmages

Class 3A’s Leonard and Bonham will play host for volleyball scrimmages during the first weekend of August. On Friday, Aug. 6, Leonard will play host to 2A’s Trenton and Wolfe City. Play will start at 5 p.m. On Saturday, Aug. 7, Bonham will play host to 1A Dodd City and 2A Tom Bean. Action will start at 9 a.m. Last fall, Tom Bean reached the semifinals and Trenton the bi-district round of the Region II-2A postseason. Dodd City in 2020 made its first trip to the 1A regional finals since 2001.
