Back To School ... Project Phase 2 Fannin County Restoration “SeekCourthouse & Find”

This Agenda item is to consider approving some but not all proposals from the bid process on the courthouse. This project started with voter approval on 11/08/2016 where the people of Fannin County were promised a renovated courthouse to its original glory in exchange for approving a $12.5 million dollar bond package. According to the Texas Historical Commission schedule the project was to start on 7/17/2017. Almost two years ago today. ch According to the agreement with the Texas Historical Commission, all Phase 2 drawings were to be completed and submitted by 11/3/2017. The plans were submitted by Architexas on 9/21/2018, almost 10 months late. According to the Texas Historical Commission agreement advertisement for bids and issue of Bid Documents were to start on 1/5/2018 and take a period of eight weeks. That happened a year and three months late.

According to the Texas Historical Commission funding agreement, bids were to be opened and lowest bidder identified on 2/16/2018. That is what we are talking about today, a year and five months late. Again, according to the agreement with the Texas Historical Commission schedule, Pre-Construction meeting and initiation of work was scheduled to start on 3/2/2018. Construction was scheduled to be 20 months and end in October 2019 - A year and four months late and we still have not started. Ca According to the n minutes from this Commissioner Court Meeting on 10/22/2018 there was only one bidder on the project with a bid of $27,996,000 and this Court rejected that bid and hired a Construction Advisor in the same meeting with the intent of managing the project yourself. You placed ONE of the commissioners in the position of Project Manager with the assurance that the project will be brought in for the original $16.769,236 estimate. You said “Trust us, we know what

clude the advisors 2.5% margin plus their staff costs and out of pocket expenses. Why was this court surprised? You have been saying “Trust us, we know what we are doing.” The agreement which this court signed with the Texas Historical Commission states: “The following schedule shall be met by Fannin County unless an extension is granted in writing by the Commission. Failure to meet any of the dates provided may result in forfeiture of all or a portion of the grant award.” We, Fannin County, who you represent, have not met one

Kelly Trompler Photo by Sandy Hood By Sandy Hood On July 29, 2019 a Special Meeting of the Board of Trustees of Bonham ISD named Kelly Trompler as the Lone Finalist for Superintendent of Bonham ISD. Ms. Trompler will not become the official Superintendent until at least 21 days have passed. She can then be officially voted in as superintendent by the Board of Trustees. Waiting the 21 days is a law. During this

21-day period, neither party is under any obligation. The public and press can be an active party and conduct independent research and provide that input to the board before the candidate is formally employed in that position. The board has time to hear all comments, react appropriately, carry out the required criminal history check, and finalize any contract negotiations. The next Board of Trustees’ meeting is on Tuesday, August 20th. It is highly expected that Ms. Trompler will be voted in as Superintendent at this meeting. Ms. Trompler has been Interim Superintendent of Bonham ISD for over seven months now. She is excited about her new position and shared what her main focus will be. • Delivering Excellence – We deliver a service to our

staff, the community and our students. I want everything that we do to be delivered with excellence. This is all encompassing and includes; teaching, serving in the food line, picking up kids at the bus stop, providing instruction, support in extracurricular activities, technology, payroll, accounts payable, public relations, etc. • Increased focus on providing rigorous curriculum that will prepare students for life after high school; college, career readiness, military readiness, preparation for trade school, etc. Kelly Trompler graduated from Bonham High School and went on to graduate with a Bachelor of Arts from East Texas State University in 1994. She received a Master of Educational Administration from Southeastern Oklahoma State University in 2008. Mrs. Trompler has been in education for a total of 24 years, all with Bonham ISD.

Alicia Whipple and Tammy Biggar June 29, 2019, The Fannin County Family Crisis Center held its 13th annual You Hold the Key Dinner and Auction. Since moving the annual event to summer, the theme has been changed to Fiesta with great response. The Tex-Mex dinner provided by the Breakfast Stop has been amazing and decorations provided by Board members Sophia Dyson and Melody Michaud transformed the First Baptist Church Activity Center into a fantastic Fiesta. Table flowers donated by Sophia Dyson and created by Bonham Floral and Greenhouse were beautiful and sold at the end of the dinner to raise funds for the center. This year’s auctioneer, Randolph McGee, was very entertaining calling the Live Auction. We appreciate him volunteering his services. Major James Manis lead the pledge and Donald Williams lead the singing of the National Anthem. Board President Mike Bankston gave the Invocation and Director Carol Pillars introduced staff and thanked volunteers and all the attendees for

making the evening a success. Very special thank you to all those businesses and individuals who donated awesome auction items and sponsored tables for the dinner! We exceeded last year’s totals and it couldn’t have been done without you!

By Bro. Bill Beasley We had just completed our combat replacement training at Gowen Field in Boise, Idaho. We were in Topeka, Kansas, it was the week of May 23 – 28, 1944 and we were here to

be assigned a new B-24 Bomber to deliver ourselves to be used in combat. We were to fly it to one of the two theaters of operation – Europe or the South Pacific. We would not know which one until our pilot opened the orders, and that could not happen until the day of departure and only then after we had reached an altitude of 2,000 feet. When the pilot opened the sealed order, he assumed that our destination was Europe, and that

we were to be assigned to the 389th bomb group located at Hethel, England. Then he addressed me on the intercom by saying “Bill, we will be flying across the North Atlantic by way of Bangor, Maine and Goose Bay, Labrador. Get your maps ready. We have our orders.” Today we have our orders for service to the Lord. They are not sealed. They are contained in the user’s manual we know as the Bible, the Word of God.

Alicia explained the reason for this was the county used $1.992 million from reserves to “balance” the 2018-2019 budget. • Two of our largest expenses in the upcoming budget are insurance for employees at $1.6 million and our debt. • Even though appraisals on property in the county continue to go up, due to the demographics, more taxes are actually being frozen. This limits what the county is able to bring in for revenue. • “When the county creates a budget, it is hard to know the exact dollar amount that we are going to bring in for revenue and it’s hard to know the exact amount we are going to spend. We do not budget 100% of our property tax. We budget 96.5%. So, in theory, we should always have some cushion at the end of the year. But, right now with what we have budgeted; we are $1.185 upside down in our 2019-2020 budget. Judge Moore stated that the budget will take a few years to straighten out. He said that he is not used to spending more than what he has and certainly wants to get away from this kind of spending for the county. It appears from a PowerPoint slide, the county should be bringing in more revenue than expenses in 2022. CASA Volunteers Needed

The Fannin County Children’s Center is looking for a few good men and women who are willing to volunteer to help children from hard places. There will be an informational session on Tuesday, August 27 from 5:30 – 6:30 pm at the center at 112 West Fifth Street in Bonham. Community Development Director Andrea Lappin and CASA Program Director Amanda McDonald will present information about all the volunteer opportunities available at the center, as well as information about the application process and training requirements. Attendance at the information session is not a requirement to become a volunteer, however, it is a helpful step to learning more about what it takes to be a volunteer. Attending the session will also not obligate anyone to become a volunteer. CASA, which stands for Court Appointed Special Advocates, is one of several programs offered by the Children’s Center for the benefit of abused and neglected children. CASA is seeking adult volunteers who can complete training and pass background checks to be appointed by the 336th District Court to serve as Guardian ad Litem for children in foster care. In that role, CASA volunteers regularly visit their assigned child or sibling group and gather information from parents, other family, teachers, medical personnel, therapists and others in order to make recommendations to the court on what will be in the child’s best interest. They prepare court reports and testify at court hearings too. The Children’s Advocacy Center is another program of the Children’s Center. Volunteers are needed to provide child care while parents and siblings are in groups and to sit with families who are at the center for interviews or counseling. Other volunteers are needed for tasks not directly working with children, such as organizing clothes in the Rainbow Room, preparing newsletters for mailing, getting school supplies ready to give away and other office jobs. The next training sessions for CASA volunteers will

start on Sept 10. Participants 8/10/10 will gain knowledge and learn skills needed to become an advocate for abused children in foster care. Participants will also be reading and completing activities on their own time. At least 2 hours of court room observation will also be required. All who successfully complete the

CMR. Bush Announces The Launch Of “Mail Drop: Mail For Vets” Program AUSTIN – Today, Texas Land Commissioner George P. Bush announced the launch of “Mail Drop” a new program geared towards creating community engagement with Veterans in the Texas State Veterans Homes run by the Veterans Land Board. The program will begin with a trial run in the Lamun-Lusk-Sanchez Texas State Veterans Home, in Big Spring, Texas. The program seeks to generate awareness within our community regarding the day to day lives of the men and women who admirably served our great nation. Although America’s Veterans often receive recognition on major holidays and events, the men and women who dedicated their lives to our nation and the ideals of freedom should be remembered each and every day. “Our Veterans are treasured citizens of our society” said Commissioner Bush. “It is important that we as a community never forget the sacrifice that they have made for our nation and our freedoms. There is no better way to honor their service than by learning from and engaging with them through meaningful relationships. Today the Veterans Land Board is announcing our “Mail Drop” program to bring light to our Veterans sacrifice and further ensure no Veteran is ever left behind.” Unbeknownst to many of us, Veterans may not have any next-of-kin or friends left. Commissioners Court held a Workshop on July 29, 2019. One of the subjects addressed was the courthouse. Robert Hirsch, Senior Project Manager for Turner Construction gave an update for Turner Construction on what is happening with the courthouse: • Turner Construction currently took bids on the project and they came in over the original budget. • We have been budgeting the project all along and we knew we had a little bit of a problem, but not to the extent we saw when the bids actually came in. • What we are doing now is assessing to see if we have good bids. We are learning that the market is not in our favor. The contractors that are from the DFW area that bid are extremely busy and some of their prices include things you would not normally see. One example is; per diem for their employees to come to Bonham. • We are back on the streets talking to other trade partners. I feel like our efforts now are better. What that means is the county could reject the high bids and then we go back on the street and get new bids. We do have some other people we have gained interest in. • There are some elements of this project that are expensive

and these things were unforeseen. One example; in 1929 after the fire, the courthouse was rebuilt with a flat roof. They placed concrete beams all around the top of the courthouse as well as crisscrossing through the middle. There are 2 pieces of rebar in all the concrete. This will all have to be removed because it is not enough rebar to handle the weight of the steeple and cupula that will be on top of the courthouse. This was an unknown factor when the original estimate was created. • Example two; the courthouse is currently designed to have basement restrooms, which requires a basement level elevator. Because of the stone building, to excavate a pit for the elevator, you would actually have to dig down below the stone that is currently around the center elements and in order to do that, you have to shore it and there is a lot of cost involved in this. Our suggestion to Fannin County is to have the restrooms on the first floor. This way there is still access from level 1 and the handicap ramps would go into level 1 instead of the basement. We have identified this to be a fairly significant cost saving element. • The steel bid that was originally received included $1 million per diem. • There are 2 other cost saving elements that Turner has gone over with the County as well as

the design team. Mr. Hirsch stated he was not going to discuss those today. • We are on the streets right now budgeting the above and seeing what the cost would be, and then we will propose that to the judge. A lot of wheels are in motion right now and we are about 1 month away from having that information. • We have been meeting with Texas Historic Commission (THC) and the Fannin County Historic Commission (FCHC) to present ideas for change before they go to the design team. We have talked about modifying some of the historic work on the interior. • Currently the drawings show a metal ceiling that is very expensive, so a compromise would be going to a drywall ceiling and allowing the metal ceiling to be installed in the future. “It’s a step to a historic feature and then a place for the county to spend money in the future to put in a more historic one.” • Next step is to get info back from THC, then have the architects make the adjustments to the design, then we will move forward with pricing the changes and finally rebidding it so we get better numbers. • Randy Moore asked Mr. Hirsch where we are now regarding cost. The bids to complete the courthouse came in at about $26.9 million. Mr. Hirsch stated,

It was fun to go around to the different locations and watch how excited everyone was with the Dreaming of the Stars collection. This collection comprised of 28 quilts that were sewn together from more than 2,200 star themed blocks from all over the world. While in space in 2013, astronaut Karen Nyberg was the first person to quilt in orbit. When she returned, the International Quilt Festival invited quilters from all over the world to make and submit star-themed blocks to create a single quilt. Amazingly, they received more blocks than they expected. Blocks were received from the United States, Canada, Russia, Venezuela, Norway, Ireland, Mexico, Uruguay, South Africa, Japan, Australia, Costa Rico, China, Scotland, England and Israel. All blocks had a space theme to them. Hundreds of people toured the 10 locations where all the quilts were displayed. Visitors came from miles away to enjoy a day of hopping from place to place, making it the Quilt Hop. Skills were shared as mini classes were held teaching quilting techniques.

School Supplies Needed for Fannin County Kids

Children, youth and families from First Presbyterian Bonham helped move, organize and sort school supplies for the Children’s Center’s annual School Supply Drive.

Staff and volunteers at the Fannin County Children’s Center are already hard at work for the 23rd annual School Supply Drive Students in Fannin County will head back to class starting as early as August 14. This year, there are several new aspects of the Children’s Center’s School Supply Drive. New this year is that the give-away day is one day only and on a Saturday. One thing that has not changed is that the drive is open to all needy kids in Fannin County. Families in need can come to the Children’s Center at 112 W. 5th in Bonham on Saturday, August 10 from 9:00 am to 2:00 pm to sign up and receive supplies. Parents or other caregivers should bring the child’s social security card and some proof of need, such as Medicaid card, food stamps or paycheck stub. There will be free haircuts and other free resources for those families getting school supplies. Another thing that has not changed is that the Children’s Center needs the generosity and support of the local community to make this effort possible. “As always, every contribution is appreciated and needed” said Sandy Barber, Executive Director of the Children’s Center. “Donations have started coming in, but this year’s drive is on an earlier time schedule. We still need everything on the lists or the cash to purchase it,” said Barber said. In all, the agency has given out free school supplies to more than 10,00 students in the last 22 years. Organizers expect to serve 500-700 students again this year. This effort depends on contributions from many different individuals, churches, businesses and other local organizations.

Items needed include: notebook paper, pens, pencils, three-ring notebooks, folders with and without brads, spiral notebooks, rulers, scissors, markers, crayons, red pens and pencils, highlighters, glue sticks and bottles, erasers, backpacks, construction paper, manilla paper, pencil boxes and bags and other supplies from area lists. Contributions can be delivered to the center at 112 West Fifth Street, Bonham, TX anytime they are open from Monday – Friday 8 am to 5 pm. Checks can be made out to FCCC and should include a brief notation that the gift is for school supplies. Donations can also be made on-line at www.fanninccc.org. All donations are tax deductible to the extent allowable by law. Organizers request that contributions arrive by August 2 or earlier if at all possible to allow time for organization and preparations. Over 200 people showed up to participate in the event. The library gives a big thank you to the Bonham City Police Department, Bonham Fire Department, Bonham City Water & Street Departments, Hope Concrete and Bill’s Wrecking Service for bringing vehicles for the children to learn about and play make believe on.

Airmen who complete basic training also earn four credits toward an associate in applied science degree through the Community College of the Air Force. Green is the son of Lora M. Lake Fannin Survey

On Monday, July 29, 2019 Commissioners Court approved for Sanderson Surveying to complete a boundary survey of Lake Fannin. Sanderson Surveying is a local company that has proposed to survey the Lake Fannin property for the county at $24,840. Cody Jones, Survey Coordinator for Sanderson explained to the court that their bid covers salaries and expenses. “We dropped the price as low as we could. If

we were doing this survey for anyone else, the amount would be anywhere from $40,000 to $60,000. This is going to be a substantial survey.” Judge Moore explained to everyone that a survey and appraisal are the two items that Fannin County must do to be in compliance with the bill that passed returning Lake Fannin to the people of Fannin County. The county is grateful to Sanderson Surveying for the cost savings.

Student Safety Important on Nolen Ashmore Way By Sandy Hood Is there an opportunity for tragedy to happen on Nolen Ashmore Way? Jay Minton has been before the Bonham City Council and the Bonham ISD School Board sharing his concerns of risk to students and Bonham ISD if tragedy was to strike. Mr. Minton is currently retired but shared that he was President and CEO of a holding company that owned and controlled 8 corporations, one of which was a safety company. He completed two education programs at the National Safety Council in Chicago. One important concept he learned was, “If it can happen, it will happen. Perhaps not today or tomorrow, but every day we continue as is, the possibility becomes a probability.” Nolen Ashmore Way runs east and west between Highway 121 and Albert Broadfoot, and is owned by Bonham ISD. It is one of the paths into Braums, as well as the thoroughfare to get to the Bonham High School parking lot, the stadium and student pick up for Finley Oates Elementary School. Most people may not be aware that this is not a public street owned by the City of Bonham. Mr. Minton shared that he uses Nolen Ashmore Way at least 3 times a week and has rarely seen other drivers reduce their speed other than to dodge chuckholes. During school hours and events, students are crossing this thoroughfare by walking directly into traffic. There are no warning signs or clearly marked crosswalks. In today’s world, when there are so many distractions, many people do not pay full attention. Some drivers are distracted by others in the vehicle, something going on around them, what is going on at work or in their lives and cell phones. Some students do not pay attention to oncoming traffic while others appear to walk directly into traffic on purpose. Here lies the opportunity for something serious to happen to a student or students. Mr. Minton has shared several suggestions with the City of Bonham and Bonham ISD School Board to remedy the situation. Kelly Trompler, Interim Superintendent, stated, “I know and agree that safety is

an issue and this is one reason I was looking at sidewalks going east and west from the high school to Albert Broadfoot.” Bonham ISD Board members have been receptive to Mr. Minton’s concerns. At the last board meeting on July 15, 2019 a motion passed for the district to receive estimates of the cost to paving or concrete Nolan Ashmore Way. They will also look into engineering needs and the costs for possible gates and/or curbs. They are hopeful that this information will be presented at the September Bonham ISD Board Meeting. Students should have the right of way and be safe on school property. Motorist could use Warpath or Russell as thoroughfares as they are public streets.

Game Warden Field Notes

Guess He Told Them Montgomery County game wardens were patrolling for fishing violations at a local camp ground in the Sam Houston National Forest when they came upon an unoccupied vehicle with an open door. As the wardens peered into the vehicle, a young male approached and shouted they were not allowed to search his vehicle. One warden attempted to inform the subject that the vehicle was not being searched, but the individual continued to be belligerent. The wardens noticed the subject was displaying alcohol in a wildlife management area, a Class C misdemeanor violation, and appeared to be intoxicated, also a Class C citation. So, the wardens initiated an investigation. The subject refused to provide the wardens with his name and date of birth, yet another Class C violation. While inventorying the

subject’s pockets, a vape pen with a brown waxy substance was found that tested positive for THC. The subject was additionally charged with possession of a controlled substance, a state jail felony, and subsequently arrested.

Uh, You Dropped Something While patrolling Lake Conroe, Montgomery County game wardens checked a fisherman on a kayak. As he pulled his wallet out, to show his fishing license, a small baggie containing a crystal substance was seen falling from his pocket. The kayaker attempted to flood his kayak to destroy the evidence. The substance tested positive for methamphetamine. He was arrested for possession of a controlled substance. It was also found that he had three outstanding arrest warrants out of Montgomery County. Case pending.

One Thing Leads to Another While patrolling Lake Conroe, Montgomery County game wardens made contact with a kayaker who did not have a required life jacket onboard. The wardens followed the individual back to shore to issue a citation and when the subject provided an identification card they asked who had driven him to the boat ramp. He responded that his wife had driven him to the lake. Turns out the wife did not have a driver’s license either, but did have two active warrants. Consent was obtained to search the vehicle, where a vape cartridge containing THC oil was found in the passenger side door storage compartment. The original subject was arrested for possession of a controlled substance. Wardens later discovered that the subject was out on parole for similar charges. The wife was also arrested for her warrants.

WANA ELAINE WILLIAMS MILLER

BonhamF u n e r a l services for Wana Elaine Williams Miller, age 95 of Trenton, TX were held on Thursday, August 1, 2019 at Arledge Ridge Cemetery, Bonham, TX. Mr. John Gaddy officiated. Serving as pallbearers were Christopher Robertson, Daniel Robertson, Seth Pinson, Larry Williams, Todd Porter and Carl Yeats. Serving as honorary pallbearers were Lonnie Brownlee and Roger Hinkle. Funeral arrangements were under the direction of Cooper-Sorrells Funeral Home Bonham, TX. Wana passed away on Tuesday, July 23, 2019 at Texoma Medical Center in Denison, TX. Wana Elaine Williams Miller was born in Gober, TX on January 30,1924 to Thelma (T.H.) Williams and Stella Boren Williams. She was a loving mother, grandmother, daughter, sister, aunt and friend; she will be dearly missed. She was a graduate of Bonham High School Class of 1942. She attended a business school in Dallas following graduation. She then attended East Texas State University, now Texas A & M Commerce, receiving her bachelor’s degree. She returned to ETSU in the early 70s and earned her master’s degree. She began her teaching career at Bailey High School, teaching Home Economics. She married Howard Joe Miller on September 14, 1950. They were married for 29 years, ending in 1979 upon Howard’s death. They had two children, Howard Keith Miller and Thelma Rená Miller Robertson. She was known as Ms. Miller by her many students over the years. After teaching in Bailey and marrying Howard, they moved to Mt. Pleasant and then Pittsburg, where she worked as an office manager and secretary. When they moved to Seymour, Texas she began teaching again. They then returned to North East Texas, living in Trenton. Ms. Miller taught in Trenton High School teaching Home Economics from 1966 until 1984 when she retired. She was a much loved teacher and mentor to many. She loved to travel. She put many thousands of miles on her cars. She was always on the road, even at the age of 86, taking a 3500 mile road trip with her sister. She enjoyed seeing new places and sites around the country. She was fortunate to travel to Hawaii, England and Cancun. She was preceded in death by her loving husband, Howard Joe Miller, her parents, and her siblings Eurita Williams Clements, Helen Williams Brownlee, and Homer Neal Williams. She was survived by her son Howard Keith Miller and wife Marion of Sherman, TX; daughter, Thelma Rená Miller Robertson of Wills Point, TX; three grandchildren, Lauren Miller Pinson and husband Seth, daughter, Lucy Elaine of Wichita Falls, TX, Christopher Howard Robertson of Fayetteville, AR and Daniel Dwain Robertson of Wills Point, TX;: niece, Linda Brownlee Hamby of Knoxville, TN, nephews, Lonnie Brownlee of Denison, TX and Larry Neal Williams of Fairfield, TX. BonhamMalcolm Lloyd Holland, age 66, of Bonham, TX passed away on Friday, July 26, 2019 at his home in Bonham, TX. Malcolm Lloyd Holland was born in Amarillo, TX on March 4, 1953 to Murl Howard Holland and Frances Odessa (Adkins) Holland. He served honorably in the United States Marines and was a IT Specialist for FEMA. Malcolm attended First Baptist Bonham for many years where he drove the church bus, ran the sound system and was very active in the singles class. He was also active with the V.A. and those at the V.A. that had addiction problems. He was a great encourager to all that knew him. He was a whiz with electronics and loved to make people laugh, even if it was at his expense. Malcom will be missed by all that knew him. Theresa could make anyone laugh with her humor and fighting spirit, she loved spending time and cooking for her family. Theresa is survived by her three children Travis Naylor of Elwood, Texas; Toby Naylor and Liz Barrett of Elwood, Texas; and LaTasha Burkard and husband Daniel Burkard of Ivanhoe, Texas. Grandchildren Alexis, Colton, and Adalyn Burkard of Ivanhoe and Hailey and Luke Naylor of Ivanhoe. Sisters Rose Tadlock and husband Michael, Shirley Davidson, and Belinda Pearson all of Bonham. Meet Fannin County’s employee: George Robinson

My name is George Robinson. I’m currently a Patrol Sergeant with the Fannin County Sheriff’s Office where I have worked for over 25 years. This week, National Police Week, is the time of year we honor the men and women who put on a uniform and badge so that they can protect others. This year the Fannin County Sheriff’s Office has asked each deputy to write a bio on their law enforcement career, but I have decided to do something different. I’ve written about four officers that have influenced my career. My dad, Jimmy Robinson, worked for the Fannin County Sheriff’s Office for many years before going to the Lamar County Sheriff’s Office. He was a fair but strict man. Listening to his stories, I knew I wanted to be a police officer. My dad died suddenly in 1993. I only wish he would have lived long enough to see the accomplishments I have achieved over my career. In 1988 I met another offi-

cer that would change my life, Randall Nelson. Randall was the new Chief of Police for the City of Ector. He and I hit it off right from the beginning and I spent many nights riding with him. When I turned 21 Randall sponsored me so that I could attend the police academy. He helped me study and prepare for the state exam. Once I passed he put me to work as a reserve for the City of Ector. Shortly after that I was hired by the Fannin County Sheriff’s Office. Years later I learned Randall had called the Sheriff and asked him to give me job. Randall died not too long after that. I wish I could have spent more time with him. My uncle, Jack Robinson, also worked for the Fannin County Sheriff’s Office until he retired. We became close after my dad died. Years later he was asked to become the Chief of Police for the City of Ector. Jack had been out of law enforcement work for many years, but he challenged

The Three Stooges By Rex Ray One Saturday, about fifty years ago, three of us decided to enter a spear fishing contest’ at a large ‘swamp lake’ in Louisiana about two hundred miles from Fort Worth, Texas. We got our scuba gear, ‘spear guns’, and three tanks of air each. We went in my station wagon pulling a boat I’d made that’d go about 30 miles/hour. The front was covered with plywood and the steering wheel was behind that. We paid our entry fee and spent the night in the station wagon. (Shortest guy got the front seat.) To identify “Three Stooges”, Rex is Moe, and the others are

Larry and Curly. They decided the river dam, 5 miles away, would have the largest fish. Outside the river channel was shallow and trees had rotted off even with the water. Moe kept the ‘tricky’ motor running and Larry who was steering had left his glasses in the car. Larry hit a tree that knocked a hole in the boat. Moe bailed water as fast as he could, but knew they were in trouble when the gas tank started floating. “Go to the bank!” They thought they saw land, but it turned out to be trees with low limbs. Curly had his mask and scuba tank on. A limb hit his tank and knocked him overboard. He grabbed the

AUSTIN – (July 22, 2019) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $45.5 million from the State Water Implementation Revenue Fund for Texas (SWIFT) program* to the Upper Trinity Regional Water District (Fannin, Collin, Cooke, Dallas, Denton, Grayson, and Wise counties). The District will use the assistance to finance land acquisition for

the proposed Lake Ralph Hall reservoir. Lake Ralph Hall is one of the primary water management strategies identified in the Region C Regional Water Plan to meet the growing water demand in the District’s service area. In 2015, the TWDB approved $44.7 million in funding for permitting, preliminary design, and land acquisition for this project. With the assistance approved today, the District

Some nights while he was out patrolling he’d stop by the house just to talk or play with “little John Wayne”. After he retired again I would stop by his shop pretending like I needed advice on things just sit and listen to his stories. Jack died a few years ago, but I still find myself driving by his shop and remember our short time working together. January 7, 2007 was the worst day of my career. My partner, Rahamy Mitchell, and I were responding to as-

sist another officer. When he didn’t arrive at the call location I knew something had gone wrong. I back tracked the route he would have taken, where I found his patrol car. Rahamy had lost control of his patrol car on the wet pavement and wrecked. He died instantly. I had never experienced anything like that before in my life. Rahamy made work fun. He laughed with you. He was a practical joker, but most of all he was kind to everyone. He was an outstanding father, friend, and police officer. Each one of these officers significantly affected my life and made me the police officer I am today. I think about them most every day and hope that they are proud of who I became. People talk about heaven and wonder what God might say to them. I hope when I stand before God he looks at me and says, “Come on in, your dad, uncle, Randall, and Rahamy are waiting for you.”

They were wearing ‘wet suits’ for the cold water, and once they took their weight belts off, they floated like corks. Curly used his scuba gear to take the motor off and the plywood boat, covered with fiberglass, floated. They started yelling, “Yoohoo”. It wasn’t long before that changed to “HELP”. After an

hour, they saw a fisherman that was too far away to hear them. Moe swam a long way and just as he was going to yell, the guy left. Then another boat came up: “Have you heard someone calling for help?” It took the ‘Good Samaritan’ three trips to get all they had to the bank that was a mile away. They were close enough to walk to Moe’s car. They came back and loaded everything except part of the steering wheel that broke off when Curly tried to lift the boat with the motor on. It’s strange at ten o’clock when they started yelling for help was the time Moe was supposed to be teaching his Sunday School class.

Lambright signed last December to pitch for Northeast Texas Community College in Mount Pleasant. State-semifinalist Dodd City placed three players on the 1A all-state baseball teams of the TSWA.
