Garden Tips: • Do a garden assessment to determine what plants did well and which did not, as well as which plants need replacing or moved to a more appropriate spot. • Place orders for spring-flowering bulbs.

Veterans Corner

By Paul Chandler, VCSO Fannin County Veteran Services

The US Congress has passed the Promise to Address Comprehensive Toxics (PACT) Act (H.R.3967). The PACT Act is likely THE LARGEST health care and benefit expansion in VA history. This new law greatly expands VA health care and disability benefits for Veterans exposed to burn pits and many other toxic substances going all the way back to the Vietnam War, including changes in dioxin (Agent Orange) presumptive illnesses. The PACT Act helps provide generations of Veterans, and their survivors with the care and benefits they’ve earned and deserved for some fifty-plus years. The PACT Act has also broadly increases geographic areas of exposure for Agent Orange to include Thailand,

Laos, Guam, Cambodia, and the Johnston Atoll. The law also addresses radiation exposures, including Enewetak Atoll, Palomares, Spain, and Thule Air Force Base, Greenland. The law can be read in detail at https://www.congress.gov/ bill/117th-congress/housebill/3967/text. I strongly encourage all Veterans and Veteran families to review the PACT Act, including Veterans who did not serve during an official “wartime” period as defined by the Department of Veteran Affairs, to determine if they may be entitled to additional health care and disability benefits. Fannin County Veteran Services is proud to serve the Veterans and Veteran families of Fannin County and surrounding areas. By Rose Schwartz

Thursday, August 4, 2022, County Judge Randy Moore called to order at 8:10 a.m. a Public Hearing on behalf of the Bois d’Arc Lake Zoning Commission. Quorum was established with three Commission members present in the Fannin County Courthouse and Commission Member Gary Fernandes present via phone. Commission member Kevin Darwin was absent. 2. Hear comments regarding a change in zoning application; 5 acres, Property ID# 113835 on CR 2900 in Dodd City, from Agriculture & Ranching District to Rural Estate Single Family District: After reading the agenda item, Judge Moore asked if anyone had anything to say on this zoning change request. Fannin County Development Services Director Di Hopkins spoke to note that a letter was received in response to the notices she sent out with one set of neighboring landowners making it known that they approved the re-zoning of this

property. After Ms. Hopkins statement, Judge Moore allowed more time for any other comments before asking for a motion to adjourn. 3. Adjourn: A motion was made, seconded and passed to adjourn at 8:15 a.m. On the same day at 8:20 a.m., County Judge Randy Moore noted Quorum was established and called to order another Public Hearing for comments to be heard on the following: 2. Hear comments regarding a change in zoning application; 3.886 acres Property ID# 78366 and the adjoining 2.4819 acres of Property ID# 78364 on FM 897 in Telephone, from Rural Estate Single Family District to R&C, Retail and Commercial: After reading the agenda item, Judge Moore noted that this was the time for anyone with comments either for or against this zoning change request to come forward. When some time passed and no-one came forward, Judge Moore asked for an adjournment motion.

A motion was made, seconded and passed to adjourn at 8:27 a.m. Again, on the same day at 8:25 a.m., County Judge Randy Moore noted Quorum was in place and called to order a Public Hearing for the following: 2. Hear comments regarding a change in zoning application; 12.9 acres, Property ID# 78419 on CR 2610 in Bonham, from A&R, Agriculture and Ranching District to RE, Rural Estate Single Family District: Judge Moore read the description of the matter and asked if there were any who would like to speak on this. When no-one came forward a motion to adjourn was requested. 3. Adjourn: A motion was made, seconded and passed to adjourn at 8:27 a.m. At the conclusion of the three prior Public Hearings, County Judge Randy Moore called to order at 8:30 a.m., the Regular Meeting of the Bois d’Arc Lake Zoning Commission. Quorum was established. 2. Public Forum: There were no speakers. 3. Approve meeting minutes from 07/07/2022 Public Hearing and Regular Meetings: After the Commission members reviewed the minutes, Commission Member Gilbert Welch made a motion to approve the minutes as written with Commission Member Matt Titsworth seconding the motion which passed. 4. Discussion, consideration and action regarding a change in zoning application from A&R, Agriculture & Ranching District to RE, Rural Estate Single Family District; 5 acres, Property ID# 113835 on CR 2900 in Dodd City, and the recommendation to Commissioners Court: Di Hopkins noted that this is the case where a letter of approval for the zoning change was received. After some discussion, Mr. Welch made the motion to recommend to the Commission-

6/7/22

ers Court that this request be approved with Mr. Titsworth seconding the motion which passed. 5. Discussion, consideration and action regarding a change in zoning application from A&R, Agriculture and Ranching District to RE, Rural Estate Single Family District; 12.9 acres, Property ID# 78419 on CR 2610 in Bonham and the recommendation to Commissioners Court: A question was posed as to the intent of the request and the width size of the property. A discussion ensued involving whether a zoning change or a special exception would be the better option for the landowner to resolve a problem existing with setbacks. Mr. Welch then made the motion to recommend to Commissioners Court to approve this application. Matt Titsworth seconded the motion which passed. 6. Discussion, consideration and action regarding a change in zoning request from RE, Rural Estate Single Family District to R&C, Retail and Commercial; 2.4819 acres on Property ID# 78364 and the adjoining 3.886 acres on Property ID# 78366 on FM 897 in Telephone and the recommendation to Commissioners Court: After reading this, Judge Moore commented on how FM 897 was on track to become a very popular road as it is leading to that area of the lake where a boat dock is located. A discussion ensued about the plans for this to be a boat and RV storage. Mr. Welch then made the motion to approve recommending this request be submitted to the Commissioners Court with Mr. Titsworth seconding the motion which passed. 7. Discussion, regarding Special Exception application; 6.3705 acres, Property ID# 78364 and 78366 on FM 897 in Telephone, requesting reduction in front and rear setbacks for Retail and

Commercial from 80’ to 40’: Di Hopkins explained how today was just the first step in this process to request public hearings with the Bois d’Arc Zoning Commission and the Commissioners Court. She noted she would be sending out notifications to the neighboring landowners about this request. Mr. Welch noted the drawings submitted along with the information on this request were too small and illegible to be acceptable after which, Ms. Hopkins noted she had asked the landowner to provide better drawings. The landowner then came forward to provide the Commission Members with better drawings he had brought to the meeting. A discussion ensued about acceptable reasons for setback requests to be granted as well as a discussion regarding the proper location of dumpsters on properties to be regulation compliant and the need to keep in mind during the planning stages, to not cause future light or noise issues for neighboring citizens. The discussion concluded with a note of commendation from the landowner on the competency of Ms. Hopkins. Mr. Welch then made a motion to set a hearing for this request with both the Zoning Commission and the Commissioners Court. Mr. Titsworth seconded the motion which passed. 8. Discussion, consideration and action regarding changes and/or modifications by landowners: This item was passed on. 9. Discussion, consideration and action to set next BDALZC meeting and/or hearing date(s): After some discussion a motion was made, seconded and passed to set the next Public Hearing/ Regular Meeting date as September 1, 2022 at 8:20 a.m. and 8:30 a.m. 10. Adjourn: A motion was made, seconded and passed to adjourn at 8:57 a.m.

From My Life to Yours: The Loving God – Our Hope

By Bro. Bill Beasley

In Memorium Original Publish Date: August 12, 2014

1 John 4:18

“Perfect love casteth out fear.” I have designated my columns for the month of August to let God’s word speak to our need of hope. This past week our thought was based on the truth that we have hope through the Living God. This week 1 John 4:18 and Romans 8:31-37 are being used to teach

us that we have hope in the loving God. I will use Psalm 23 also as a passage of encouragement. In 1 John 4:18, the scripture says “Perfect love casteth out fear.” Our love is not perfect but God’s love is. When His love abides in us we can face the future unafraid. Our fears arise not only from existing world conditions, but also from issues that affect us personally such as family needs, health problems, financial difficulties and spiritual matters. Regardless of their source or their nature God’s love brings both comfort and peace. In Psalms 23, David pictures God as the Shepherd of the sheep. His loving care shows His provisions to be like green

pastures, still waters and calm spirits. Paul shares with us in the Book of Romans the characteristics of God’s love. He simply says that nothing can separate us from the love of God. In Romans 8:35-37, we have the statement “who shall separate us from the love of Christ? Shall trouble or hardship or persecution or famine or nakedness or dangers or sword? No, in all these things, we are more than conquerors through Him that loved us. His love is inseparable, incomparable, and everlasting. We can lean on His love. It will keep us from fearing or faltering. He is our companion and our comforter. In Him we have a sustaining hope!

Tuesday, August 2, 2022, Fannin County Judge Randy Moore called to order at 9:00 a.m., the Fannin County Commissioners Court. Quorum was established as all County Commissioners and County Judge were present. Fannin County Treasurer David Woodson introduced Pastor Kevin Lane of the Bois d’Arc Creek Cowboy Church in Bonham to lead the Invocation. Pledges were led by Major James Manis, Retired. 4. Introductions: There were no introductions. 5. Public Forum: There were no speakers. 6. Discussion, consideration and action to approve minutes from 07/26/2022 (S) – CR 2215, 7/26/2022 (S) – CR 3820, 07/12/2022 (S), 07/05/2022 (R), 06/28/2022 (R) and 06/24/2022 (S) – County Judge for County Clerk: After reviewing the minutes Commissioner Self noted that he had spoken with Fannin County Clerk Tammy Biggar who had explained corrections she had made to her report of the minutes. She stated she would include an audio with reason for the corrections upon her return from training in Austin. He then made the motion to approve the minutes with the edits made by Ms. Biggar. The motion was seconded by Commissioner Lane and the motion passed. 7. Discussion and report of monies received by the Fannin County Clerk’s office for June 2022; All Courts, $14,982.16 and Land Records, $45,336.75 – County Judge for County Clerk: After Judge Moore read this for discussion and report, there were no comments made. 8. Discussion, consideration and action to approve a onetime severance of 1.642 acres from a 4.0135-acre tract on CR 4526 in Whitewright – Commissioner Precinct 2 for Development Services Director: Fannin County Development Services Director Di Hopkins spoke to report that everything was in order for this to be approved. Commissioner Self made a motion to approve the severance with Commissioner Lane seconding the motion which passed. 9. Discussion, consideration and action to approve the adoption of Hemby Way, Duvall Street, St. Largo Street and Fisher Street inside of the Lake Trail Estates on FM 273 in Bonham; approximately 15,300 feet – Commissioner Precinct 4 for Development Services Director: Di Hopkins made note that the roads were finished in March of 2021 and has been maintained since then with the final inspection fee and all taxes having been paid. Commissioner Lackey noted he has been out there several times and attests that the roads look good. Attorney Newt Cunningham spoke to question how the adoption by the county of this road benefits the county? A discussion ensued that entailed an explanation of how in the past it was customary that if a developer abided within the specifications provided by the county and maintained the road for a specified period with residents

on the road paying taxes, adopting the road was something the county did. More discussion ensued regarding the acceptance of roads into the county’s road system and the need for discouragement of that practice in the future with consideration given to the need to honor previously made agreements. Commissioner Lackey made the motion to approve the adoption of roads mentioned in the agenda with Commissioner Self seconding the motion which passed. 10. Discussion, consideration and action to approve Resolution stating Fannin County’s agreement to participate in TxDOT’s Bridge Replacement Program for three bridges: CR 4020 at Caney Creek, CR 2905 at Sloans Creek and CR 1202 at Tributary of Brushy Creek – County Judge: Commissioner Lackey made a motion to approve the Resolution with Commissioner Magness seconding the motion. It was decided that before taking a vote to hire Eikon, an onsite meeting would be had where the plans could be discussed in detail. Commissioner Self then made the motion that the county enter into negotiations for the property consisting of the old probation building with the City of Bonham. Commissioner Magness seconded the motion which passed unanimously. 22. Discussion, consideration and action regarding Contracts Executive Session – County Judge: Judge Moore explained this was about a contract for electrical services and how a change order was needed. After determining the change order was in the amount of $57,091.00 for CEC, Commissioner Self made the motion that the change order for CEC in the amount of $57,091.00 be approved. The motion was seconded by Commissioner Magness. Before taking the vote Judge Moore noted that partially because of delays, the original figure of over $100,000.00 came down to the negotiated amount of $57,091.00. The vote was then taken, and the motion passed. 23. Discussion, consideration and action regarding salaries and raises for Fannin County employees – County Judge: Judge Moore stated how this had been spoken about in the last Executive Session and noted a 5% pay increase was agreed upon that was not counting the wage increase that was needed for precinct barns and sheriff’s department. Judge Moore then made the motion to provide an increase of 5% to salaries and raises to County employees which does not include the wage increase for precinct employees and sheriff’s department. Commissioner Lane seconded the motion. Judge Moore explained that this is

an attempt to do something that the county can afford to do, to offset some of the problems stemming from the recent economic crisis. After making his statement, the vote was taken, and the motion passed. 24. Discussion, and submission of the 2022/2023 Proposed Budget for Fannin County – County Judge: Judge Moore announced the proposed budget was provided to each Commissioner for them to review before the budget workshops that are scheduled for Thursday, August 11, 2022 at 9:00 a.m. in the Courthouse and Wednesday, August 17, 2022 at 9:00 a.m. also in the Courthouse. He noted if needed, there would be two more additional workshops 8/31 and 9/2/2022. 25. Discussion, consideration and action to set a public hearing on August 30, 2022, at 8:45 a.m. to hear comments regarding the Fannin County proposed budget for 2022/2023 – County Judge: Judge Moore noted this date should actually be August the 23rd at 8:45 a.m. to hear comments regarding the Fannin County proposed budget as it has been presented a week ahead of schedule. He noted that once the proposed budget has been presented, it is legally required to have a public hearing within 25 days later to hear comments. Commissioner Magness then made the motion to set a public hearing August 23, 2022, at 8:45 a.m. to hear comment regarding the 2022/2023 Fannin County Budget. Commissioner Lane seconded the motion which passed unanimously. 26. Comments by County Commissioners and County Judge: Commissioner Lane began by thanking all for coming especially those who “stayed the distance” through the entire meeting. She reminded all about the burn ban noting with current conditions, continuing to conduct burns can get out of hand and then wished all a good week. Commissioner Self also urged all to heed the burn ban, thanked all for coming noting it was a good meeting, and wished all a good week. Commissioner Magness agreed that it was a productive meeting, thanked all for coming and wished all a good week. Commissioner Lackey echoed what everyone else had said adding an exhortation to not get too hot and stay hydrated. Judge Moore first asked the commissioners to stay after the meeting in order to sign documents. He then thanked all for coming and for their prayers and hard work. He thanked Mr. DeMay for his good efforts noting that several counties are currently facing problems with their jails/prisoners and stated how this county is more fortunate than most in that area thanks to Mr. DeMay’s efforts. 27. Adjourn: A motion was made, seconded and passed to adjourn at 12:17 a.m.

The History and Science Behind Bois d’Arc Lake

Written by: Rob Curran

Like any birth, the creation of a new lake is both painful and miraculous. Over the past year, I observed the final stages of the creation of Bois d’Arc Lake, a newborn reservoir near Bonham, about 65 miles northeast of Dallas. The North Texas Municipal Water District broke ground on the $1.6 billion project in 2018 to meet water demands in some of the fastest-growing cities in the nation, including Plano and McKinney. Formed by the construction of a dam on Bois d’Arc Creek, the new lake will eventually cover 26 square miles and could be ready to deliver water as soon as spring 2023, said Steve Long, program manager for Freese and Nichols, a Fort Worth-based engineering firm that worked on the project. I first visited Bois d’Arc Lake in June 2021, about six weeks after water impoundment began. Trees still crowned above the water, and I could’ve waded across most of the lakebed. Bois d’Arc Creek streamed into the former farmland like a garden hose on half strength sloshing water into a kiddie pool. On my second visit, in February, the lake was about 30 feet deep in the middle and about a third full. By May, the lake level at the dam was at about 43 feet. The vagaries of rainfall mean it’s still uncertain when the lake will be ready for recreational use, but it could be as soon as this year. “It’s all about Mother Nature now,” said Mitch Harrison, a senior construction inspector on the Bois d’Arc project. While Mother Nature is running the show, the story of Bois d’Arc Lake’s construction reflects the complexities of humankind’s relationship with nature and history. Each time we

dam a creek or river to make a new lake, we confront multiple challenges to balance the needs of a growing population with respecting all that came before. Bois d’Arc Creek starts in Grayson County and flows 60 miles northeast before meeting the Red River. It’s named for a hardwood tree French explorers dubbed bois d’arc, or bow wood, in the early 1700s. They noticed Native Americans would travel great distances to trade with the local Caddo tribe for the wood. For centuries, the Caddo lived in beehive-like houses of wooden poles and thatched straw in the Bois d’Arc basin, where they grew corn and hunted turkey and other game. Anglo settlers arrived in the region in the 1830s, attracted by fertile land. En route to the Alamo, Davy Crockett stopped near what he called “Bodark Bayou,” where he penned a letter to his family in Tennessee. He described Texas as the “garden spot of the world” and a potential homesite. It wasn’t long before the newcomers drove the Caddo out of the region. Republic of Texas leaders sacked several Caddo villages near the Trinity River between 1839 and 1841. Later, the Caddo retreated to a reservation along the Brazos River, and finally were forced north of the Red River to western Oklahoma in 1859. Through much of the late 19th and 20th centuries, the descendants of Anglo and Black settlers lived on the banks of the Bois d’Arc, maintaining small dairy farms and cattle ranches. Rebecca Todd Shirley was born in Honey Grove in 1941 and grew up in the “Bois d’Arc Bottom,” as locals call it. Her father, S.L. Todd, taught at a school along the creek before starting a farm in the town of Telephone—the same land where Todd Shirley now lives,

about 10 miles north of the new lake. By age 12, Todd Shirley was raising her own milking cow and helping harvest the peanut crop. On Saturdays, the family went into Bonham or Honey Grove for provisions and people-watching. Todd Shirley eventually left her own career in teaching to run cattle on the last 40 acres of the family farm. Todd Shirley said she regrets that the lake will separate communities that have been connected by the creek since the days of Crockett. “For a person who has worked the ground, lived close to the soil, it’s hard to see all that land go underwater,” she said. But she’s also hopeful the lake will revitalize the area. Bois d’Arc Lake is one of about 200 significant manmade lakes in Texas. Many of them were built shortly after World War II, followed by another surge of dam construction in the 1960s and ’70s to meet population growth. As an Irish transplant in Texas, I’ve always been impressed with the number of lakes across the state, and I’ve wondered how such massive reservoirs were made. Though technologies have advanced, the general process remains the same. First, engineers reviewed the hydrology and rainfall patterns of Bois d’Arc Creek and its Honey Grove Creek tributary to identify the best place for the dam. To offset the environmental impact of flooding the land, the North Texas Municipal Water District purchased more than 15,000 acres on the Red River and upstream on the creek to restore them to bottomland hardwood forest. Bois d’Arc Lake Continued from page 9 The district also conducted an archeological survey of the lake area. District officials said the assessment uncovered six sites worthy of the National Register of Historic Places and resulted in the recovery of more than 750,000 artifacts, including fire-cracked rocks, pottery, tools, arrowheads, and human remains. The remains will be reburied elsewhere—on land donated to the Caddo tribe for this purpose—while other artifacts will be curated with the state.

A new bridge on Farm-to-Market Road 897 spans the lake. “These sites would never have been explored at this level of detail without the lake,” said Malinda Allison, a member of the Fannin County Historical Commission. “Regardless of what you think

about them being submerged, many of them would never even have been known.” After clearing the forested land, builders constructed an earthen embankment about 2 miles across, made up of millions of cubic yards of local clay. Sticking out in the middle, a concrete intake tower funnels water to the raw-

water pump station. On one end of the dam, a concrete spillway allows for water to be discharged back to Bois d’Arc Creek. While Bois d’Arc Creek’s lower reach may look similar to the way it always has, there’s no doubt this historic waterway has been forever altered by the birth of its name-
