were growing on their side of the berm and to do some other maintenance work. While he was at it, he looked to see just how far the hole goes through. The hole did not go all the way through. They had pictures showing the before and after. They are one of the only sand companies in Texas that recycle 100% of their water.

I grew up in the great town of Collinsville TX, Graduated High School in 1995. I joined the United States Air Force in Jan 2002, I served 12 1/2 years. While in the Air Force I served my first 6 1/2 years at Travis AFB CA, while stationed at Travis I deployed multiple times to include Iraq,

Kuwait, Spain, Bahrain, and other places. I left Travis AFB and spent the next two years in Korea and after Korea I finished my time at McConnell AFB KS. After the Air Force I came back home to Texas and went to Texoma Regional Police Academy. After finishing the academy I started my Law Enforcement Career at the Fannin County Sheriff Office in Feb 2017.

Game Warden Field9/11/18 Notes

Wardens Catch Up to East Texas Poaching Ring Game wardens in Smith and Wood counties recently put a halt to a massive poaching network involving 12 individuals responsible for the illegal killing of at least 28 white-tailed deer and 50 feral hogs. The investigation began in February with information about a deer that had been shot off a county road at night. Game wardens conducted several interviews and soon learned this was not an isolated incident. In fact, it was just the tip of the iceberg. By the summer, investigators had documented evidence that a dozen subjects collectively committed more than 600 violations during the last two years, ranging in severity from Class C misdemeanors to State Jail felonies. All the deer and hogs had been killed on private property at night; shot from public roadways with the aid of spotlights. The dead animals were left to rot where they fell. Cases are pending. Taking Trouble off the Road On Aug. 17, a couple of Van Zandt County game wardens encountered an ATV operating on a public road near Lake Tawakoni. As wardens made contact with the four-wheeler operator they observed a Land Rover coming to a stop close behind and the driver exit the vehicle. While one warden made contact with the operator of the four-wheeler, the other made contact with the driver of the Land Rover. As the warden approached the Land Rover, he noticed the driver make an effort to reenter the vehicle and ordered him to step away. The subject ignored the commands and tried to reach inside the door, at which time the warden restrained him with handcuffs. Wardens soon found a loaded pistol in a magnetic holster inside the driver’s door frame, where the man was reaching. They also discovered an M4 rifle and various narcotics. The investigation went on to show that the ATV was stolen, the pistol was stolen, and the rifle was also flagged as stolen. The driver of the Land Rover was also a convicted felon. Pending charges include a pair of third degree felonies, and three state jail felonies. Game Wardens Cracking Down on Boat Thefts The Texas Parks and Wildlife Department’s Marine Theft Investigation Unit recently conducted a saturation patrol of Galveston and Harris counties that resulted in the seizure of seven vessels and issuance

of numerous citations. The patrol focused on licensed marine dealer inspections, dock checks, and boat ramp patrols. The special unit of Texas game wardens began ramping up efforts in January 2018 and since then has seized 104 vessels with a combined value of over $555,000. The unit’s investigations have resulted in 149 boat tax evasion cases, recovering more than $128,000 in revenue, and issuance of over 200 citations. While conducting the saturation patrol, the game wardens received overwhelming support from the general public for their efforts. With these results, it is clear that the Marine Theft Investigation Unit is an effective tool for assuring dealer compliance, preventing boat theft, tax and title fraud, and recovery of stolen vessels. End of a Long Tail Texans don’t abide cheaters, particularly in their fishing tournaments. An individual was recently sentenced to jail time, restitution of nearly $3,000, suspension of his fishing license for a year and banishment from fishing in tournaments after he was caught cheating. The court decision was the culmination of a game warden investigation into bass fishing tournament fraud on Decker Lake in Travis and Bastrop counties. The individual used a unique sleight of hand during a catch-and-release kayak fishing event that used photos taken by contestants out on the water of their catches placed on a measuring board, with the angler having the most inches of bass in the aggregate declared the winner. Upon inspection of the violators vessel, a cut tail of a bass was found in the paddle well of the kayak. The violator initially stated he found the cut tail in the reeds and was taking it to shore to turn it in. Later the violator confirmed to have used the tail to place over another bass, using his hand to cover the questionable area, to make the fish look longer on multiple occasions. Oh, Deer! A Hill County game warden acting on a tip paid a visit to a residence and located two white-tailed deer fawns being held in an enclosure on the property. It was later determined that the fawns had been found in Arkansas and transported to Texas. The fawns were seized and turned over for disease testing. Charges are pending for Interstate Transport of White-Tailed Deer to Texas without Authorization and Possession Live Game Animal.

Texas Transportation Commission Approves State’s 10-Year Transportation Plan $77 billion approved for safety, mobility, maintenance and congestion projects

August 29, 2019 AUSTIN – The Texas Transportation Commission approved TxDOT’s 10year transportation plan that includes more than $77 billion dedicated to improving safety, addressing congestion and connectivity, and preserving roadways for Texas drivers. The 10-year plan, called the 2020 Unified Transportation Program (UTP), contains more than $4 billion for safety improvements, including an extra $600 million for the next two years to help accelerate even more safety measures in an effort to reduce crashes and eliminate fatalities from our roadways by 2050. Many of these improvements will widen roads; improve median barriers and bridges; upgrade guardrails; provide intersection improvements, such as upgraded traffic signals and signage; and make safety improvements for bicyclists and pedestrians. More than $600 million committed to fund transportation improvements in the state’s bustling

Permian Basin energy sector is included in the plan to add to other funding in the energy sector. Projects focus on safety, connectivity, congestion relief, as well improving mobility at highvolume intersections. Funding also will pay for pavement strengthening for roadways with high truck volumes and weights. “TxDOT is committed to reducing congestion and improving mobility and safety in Texas as evidenced by the agency’s largest 10-year plan to date,” said J. Bruce Bugg, Jr. Commission Chairman. “Additionally, we keep making progress in addressing congestion in our busiest parts of the state through our Texas Clear Lanes initiative, which addresses congestion in top chokepoints in our largest metro areas.” Many of the projects in this plan are roadway segments identified on Texas’ 100 Most Congested Roadways list. The projects will be delivered with funding from legislative and voter-approved initiatives that allocate portions of oil and gas

taxes, sales taxes and other money to the state highway fund. Projects are selected based on how effective the projects are in addressing areas such as pavement condition, safety, capacity and rural connectivity. Projects are chosen collaboratively by TxDOT and local transportation leaders with ultimate approval by the Texas Transportation Commission with input from the public. The UTP authorizes highway projects for planning activities, development and construction. In addition to highway projects, the UTP address public transportation, maritime, aviation and rail. The Texas Department of Transportation is responsible for maintaining 80,000 miles of roads and for supporting travel via aviation, maritime, rail and public transportation across the state. Through collaboration and leadership, we deliver a safe, reliable, and integrated transportation system that enables the movement of people and goods. txdot.gov

Then he looked at me and said “You go first and I will follow.” I did and he did. The teaching - “Be an encourager.” 2. I took the leap of faith but on the first count my parachute failed to open. The teaching – “Don’t panic. Trust. Don’t give up.” 3. Steering close to trees as a landing did not look promising. The teaching- God’s trees became a smooth safe landing. 4. Becoming a prisoner of war was not a good thought but let God make the decision. The teaching – My life was protected for the work ahead while others were killed. May I say it again “Life is a learning lab.” Keep letting God help you with your choices.

From my LiFe to yours: 5/2/17 for another time of need.” I have been blessed with a long life from which stem many, many little short stories. My writing this week is one such story that took place on September 5-8, 1944. Today, as I share this story, I am recognizing the week as being an anniversary of an experience that continues to have valuable teachings from God. It has a military setting but I have found it valuable to all of my life. I was 22 years if age then. I am approaching 97 today. My combat mission on September 5, 1944 was to bomb the oilfields at Karlsrube, Germany. We had just started our bombing run when we were attacked by a barrage of antiaircraft fire, so damaging to our plane that we had to abandon the aircraft and parachute to safety. Some thoughts from the story begin to surface here. None of us had jumped before.

Hurricane Harvey era. • Federal policy: County officials and state lawmakers discussed a wide range of federal policies affecting Texas counties, including those targeting infrastructure, disaster mitigation and recovery and county jail inmate health care. • Voting in Texas: Officials discussed new voting requirements and how local governments will protect the integrity of elections. • Transparency in setting tax rates: Taxing entities have new reporting and public notice requirements. Keynote speaker Evan Smith, CEO and co-founder of The Texas Tribune, moderated a panel of legislators discussing, among other topics, health care and infrastructure. Panelists were Sen. Royce West, D-Dallas; Sen. Kel Seliger, R-Amarillo; Rep. Celia Israel, D-Austin; and Rep. Travis Clardy, R-Nacogdoches. Several county officials, legislators, professionals and state agency staff led discussions in various breakout sessions. Prime conditions On the other hand, Merchant said conditions in 2012 were prime for spreading West Nile virus. Looking back over previous years and case numbers, Merchant said the researchers concluded that an unusually mild winter followed by rainfall patterns ideal for mosquito breeding in the spring followed by a very hot summer created ideal conditions for an outbreak. “Mosquitoes breed faster when it’s hot, but also the virus multiplies faster at higher temperatures,” he said. “So, we had conditions for the worst year then. This year the heat didn’t really set in until the last month or so.” Take precautions despite low case numbers. Sonja Swiger, Ph.D., AgriLife Extension entomologist, Stephenville, said the rest of the state has also experienced a lower number of West Nile cases this year. Swiger reached out to the state medical entomologist and entomologists in Dallas and Harris counties and said the consensus is numbers are slow at this time but that may or may not predict the year. Case numbers have been lower than each year prior, she said, but the virus can peak when conditions allow. “If you look at the data from the years before 2012, one of the largest WNV outbreaks on record, the cases were minimal just the year prior,” she said. “Plus, a weather event could still occur at any time and change what is happening now. WNV season does not conclude until Nov. 1, and with two months left, we just cannot be positive of the future.” Merchant said health officials in Dallas County have found West Nilepositive mosquitoes, but their numbers have been very low, especially when compared to 2012.

Explanatory Statements for the November 5, 2019 Constitutional Amendment Election Proposition Number 1 (HJR 72) HJR 72 proposes a constitutional amendment permitting an elected municipal judge to serve as a municipal judge in more than one municipality at the same time. Unlike an appointed municipal judge, an elected municipal judge may not concurrently hold another municipal judge office. This amendment would allow an elected municipal judge to serve as a municipal judge in more than one municipality at the same time, in the same manner as appointed municipal judges. The proposed amendment will appear on the ballot as follows: “The constitutional amendment permitting a person to hold more than one office as a municipal judge at the same time.” Proposition Number 2 (SJR 79) SJR 79 proposes a constitutional amendment authorizing the Texas Water Development Board to issue additional general obligation bonds, in an amount that does not exceed $200 million, for the economically distressed areas program. These bonds can only be used to provide financing for the development of water supply and sewer service projects in those economically distressed areas as defined by law. The proposed amendment will appear on the ballot as follows: “The constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board in an amount not to exceed $200 million to provide financial assistance for the development of certain projects in economically distressed areas.” Proposition Number 3 (HJR 34) HJR 34 proposes a constitutional amendment allowing the legislature to temporarily exempt from ad valorem taxation a portion of certain property located in an area covered by a disaster declaration of the governor. The proposed amendment would allow the legislature to prescribe the method of determining the amount of the tax exemption and the duration of the exemption and also would allow the legislature to create any additional eligibility requirements for the tax exemption. The proposed amendment will appear on the ballot as follows: “The constitutional amendment authorizing the legislature to provide for a temporary exemption from ad valorem taxation of a portion of the appraised value of certain property damaged by a disaster.”

Proposition Number 4 (HJR 38) HJR 38 proposes a constitutional amendment prohibiting the state from imposing or collecting an individual income tax, including an individual’s share of partnership and unincorporated association income. There is no current constitutional bar on imposing or collecting an individual income tax. The proposed amendment will appear on the ballot as follows: “The constitutional amendment prohibiting the imposition of an individual income tax, including a tax on an individual’s share of partnership and unincorporated association income.” Proposition Number 5 (SJR 24) SJR 24 proposes a constitutional amendment that would automatically appropriate the net revenue received from the portion of the state’s tax revenue received on sales of sporting goods to the Texas Parks and Wildlife Department (TPWD) and the Texas Historical Commission (THC). The legislature would maintain the authority to determine the specific uses of the funds and their allocation between TPWD and THC. The proposed amendment will appear on the ballot as follows: “The constitutional amendment dedicating the revenue received from the existing state sales and use taxes that are imposed on sporting goods to the Texas Parks and Wildlife Department and the Texas Historical Commission to protect Texas’ natural areas, water quality, and history by acquiring, managing, and improving state and local parks and historic sites while not increasing the rate of the state sales and use taxes.” Proposition Number 6 (HJR 12) HJR 12 proposes a constitutional amendment authorizing the legislature to increase the maximum bond amount for the Cancer Prevention and Research Institute of Texas (CPRIT) from $3 billion to $6 billion to be issued by the Texas Public Finance Authority. CPRIT was created in 2007 to promote and fund cancer research in Texas. CPRIT uses bond proceeds to award grants for cancer research and prevention. The proposed amendment will appear on the ballot as follows: “The constitutional amendment authorizing the legislature to increase by $3 billion the maximum bond amount authorized for the Cancer Prevention and Research Institute of Texas.” Proposition Number 7 (HJR 151) HJR 151 proposes a constitutional amendment allowing increased distributions from $300 million per year to $600 million per year to the available school fund and also allowing the State Board of Education, the General Land Office, and other entities that manage revenue from land

or other properties held in the permanent school fund to distribute certain revenue to the available school fund. The proposed amendment will appear on the ballot as follows: “The constitutional amendment allowing increased distributions to the available school fund.” Proposition Number 8 (HJR 4) HJR 4 proposes a constitutional amendment creating the flood infrastructure fund as a special fund in the state treasury, using money appropriated from the economic stabilization fund. The flood infrastructure fund would provide additional resources to implement plans to mitigate flood damage. The proposed amendment would authorize the Texas Water Development Board to use money in the flood infrastructure fund for drainage, flood mitigation, or flood control projects. The proposed amendment also would authorize the creation of separate accounts in the flood infrastructure fund as necessary to administer the fund or authorized projects. The proposed amendment will appear on the ballot as follows: “The constitutional amendment providing for the creation of the flood infrastructure fund to assist in the financing of drainage, flood mitigation, and flood control projects.” Proposition Number 9 (HJR 95) HJR 95 proposes a constitutional amendment authorizing the legislature to create a property tax exemption for precious metal held in a precious metal depository located in this state. The proposed amendment will appear on the ballot as follows: “The constitutional amendment authorizing the legislature to exempt from ad valorem taxation precious metal held in a precious metal depository located in this state.” Proposition Number 10 (SJR 32) SJR 32 proposes a constitutional amendment authorizing the legislature to allow a state agency or political subdivision to transfer a law enforcement animal to the animal’s handler or another qualified caretaker in certain circumstances. Currently, the Texas Constitution prevents the transfer of certain public property, such as law enforcement animals, to a private person or organization at no cost. This amendment authorizes the legislature to allow the transfer of a law enforcement animal to the animal’s handler or another qualified caretaker at no cost, upon the animal’s retirement or at another time if the transfer is determined to be in the animal’s best interest. An Abilene game warden received information about a family in Hamlin possessing an alligator. The concerned citizen stated that he saw photos posted on Snapchat. The warden drove to the suspect’s house, asked if he could see the alligators, and was led to the back yard where he discovered five baby alligators in a small swimming pool. The warden seized the alligators and took them to the Abilene Zoo for holding until arrangements could be made. Case is pending further investigation.

New Texas Laws

September 1st marked the day for new Texas laws to take effect. 280 new laws were passed during the 2019 session of the Texas Legislature. Here are some of them; Cough Syrup HB 1518 requires an age of at least18 for the purchase of over-thecounter medicines containing the cough suppressant dextromethorphan, an ingredient which is abused by some teenagers to get high. Minimum age for Tobacco Sales SB 21 Texans will have to be at least 21 years old to purchase cigarettes or any other tobacco product. Lemonade Stands HB 234, children’s unlicensed lemonade stands will not be criminal enterprises. Cities & neighborhood associations will now be prohibited from blocking or regulating children under 18 from trying to sell non-alcoholic beverages on private property. Cities and neighborhood associations will now be prohibited from blocking or regulating children under the age of 18 from trying to sell non-alcoholic beverages on private property. “Born Alive Act” HB 16 requires doctors to treat a baby born alive in the rare instance of a failed abortion attempt. Defunding Abortion Providers SB 22 prohibits state and local governments from partnering with agencies that perform abortions, even if they contract for services not related to the procedure. Telemarketing Calls HB 1992 prohibits telemarketers from conducting “spoof” calls. The law states that anyone putting false information out in Caller ID is a potential violator and could be fined $1,000 per call. Feral Hog Hunting SB 317 landowners will not need a hunting license to pursue feral hogs that come onto their private property. It is still a violation to hunt without a license if, hunting without consent. The new law only applies to private property, and is irrelevant of whether or not it is a paid hunt, although allowing hunting access in return for financial or other consideration still requires a hunting lease license from the Texas Parks and Wildlife Department. Hunting/Fishing License HB 547 allows people in Texas to show digital images of hunting and fishing licenses. Alcohol Delivery SB 1232 allows restaurants, bars or businesses with a mixed beverage permit to deliver alcohol with food to homes or other off-premises locations. Beer to Go HB1545 allows patrons to leave breweries with craft beer. Beer and wine can be delivered to your home under this new law. Porch Pirates HB37 a warning to those who have made a career out of stealing packages off porches: you could go to prison. This law will make it a felony to steal anything considered mail, including letters, postcards, packages and other sealed items. Late-Fee Bill SB 1414 prohibits the collection of late fees until any portion of the rent

has remained unpaid for two full days after the original due date. Unsolicited Nude Photos HB 2789 it is now illegal for someone to send you nude photos you never asked for. The new law will make it a class C misdemeanor to send unwanted, unrequested nude photos by text, dating app, email or any other platform. Increased Fines/Fees for Drivers SB 2048 does away with the Driver Responsibility Program. Drivers who’ve had their licenses suspended under the previous law will now get them reinstated. All traffic tickets and moving violations in the state will be increased by $20 and intoxicated driver fines will increase as well. Postpartum Depression HB 253 requires a five-year strategic plan to improve access to postpartum depression screening, referral, treatment and support services. Lifts the State Ban on Carrying Brass Knuckles HB 446 also lifts the ban on kitty key chains, clubs and other self-defense items in public. New rules for Female In-

PAUL WAYNE BRIDGES

Paul Wayne Bridges, 76 of Dodd City, went home to be with the Lord on August 31, 2019 surrounded by his loving family. Paul Wayne was born on July 6, 1943 in Bonham, Texas to Paul and Lorene (Sis) Bridges. He loved his family, church and most of all his Lord and Savior. You never saw him without a smile. His strength and faith never wavered. Services were held Wednesday, September 4, 2019 at the Lannius Church of God under the direction of Wise Funeral Home. Rev. Brian Lackey and Rev. Roy Burpo officiated the service. Burial followed at Smyrna Cemetery in Lannius, Texas. Serving as pallbearers were the Council Members of the Lannius Church of God: David Coffman, Matt Davis, Gaylon Hammett, Dale Horton, Chad Knight and Nick Weeks. Paul Wayne grew up on a farm in Dodd City and graduated from Dodd City High School. He met Nancy Karron Friday in high school, and they were married on September 30, 1961. They would have been married 58 years in September. Paul Wayne enjoyed many activities throughout his life. You could always find him at the church when the doors were open, and if he wasn’t able to be there, he was somewhere telling someone about Jesus. He never met a stranger. He enjoyed working cattle with his grandson, Johnathan. Hunting and fishing were a few of his favorite hobbies, anything to spend

time with the people he loved. From golf, basketball, baseball, softball, volleyball, tennis or track he never missed one of the grandkids’ sporting events. He was supportive, loving, and cared for his family and friends deeply. He was retired from General Cable after surviving being burned in a massive explosion at the plant early in his years of service. He also survived being mauled by a bull in 1996 and open-heart surgery in 2016. Most recently dealing with cancer and all the treatments that followed. Even in the final hours the nurse commented that she had never seen anyone with his strength. A special thanks to all the doctors and nurses that cared for him - Ashley Kennon for the outstanding home health care. Paul Wayne is survived by his wife, Nancy Karron Bridges of the home and mother Lorene (Sis) Bridges of Dodd City. Daughters Lesia Bridges and Kim and husband Mike Burpo all of Lannius. Grandchildren Johnathan Burpo, wife Megan and great grandson Keegan of Dodd City. Jennifer Wilson, husband Derek and great grandsons Caden and Blake of Lannius. Brothers Rev. Larry and wife Glenda and Randell and wife Melissa all of Blossom. Nieces and nephews - Ronnie Bridges and wife Colby and their children Kelsie, Carson, and Callan. Vicki Bridges. Does the City of Bonham Offer a Homestead Exemption? Question asked in Bonham City Council’s Second Tax Hearing By Sandy Hood The Bonham City Council held the second required hearing on the proposed tax rate of .6550 on Tuesday, September 3, 2019. It was a short meeting as there was only one citizen that spoke. This resident of Bonham had moved here from Keller, Texas and asked if the city of Bonham offered a Homestead Exemption. She went on to explain that when property values started going way up in Keller, the city offer a Homestead Exemption on top of the school district’s Homestead Exemption. The City Council seemed to think

that they offered one but was not sure. The citizen explained that she had been to the Appraisal Office and noticed that she only received a Homestead Exemption from the school district. The meeting ended with the answer unknown. In my research, I learned the following information: • Any taxing unit, including a city, county, school, or special district, may offer an exemption of up to 20 percent of a home’s value. But, no matter what the percentage is, the amount of an optional exemption cannot be less than $5,000. Each

taxing unit decides if it will offer the exemption and at what percentage. This percentage exemption is added to any other home exemption for which an owner qualifies. The taxing unit must decide before July 1 of the tax year to offer this exemption. • The governing bodies of local entities, like City Councils and Commissioners Court can voluntarily offer city or county Homestead Exemptions or residents can petition officials for them. • Texas law requires school districts to offer a $25,000

With almost no discussion, the Honey Grove City Council passed a new animal control ordinance at its July 8th meeting. This new ordinance is posted on the City’s website under the tab “City Ordinances.” At previous City Council meetings it was discussed that this new ordinance was needed because previous ordinances were contradictory and unenforceable. The ordinance is quite long

By Rich Hilliard Dodd City almost made the Top 10 on Sept. 3 in the Class 1A-2A volleyball poll by the Texas Girls Coaches Association. The 1A Lady Hornets, who entered September with a 12-5 record, improved by two to No. 11 in the 1A-2A Top 25 rankings. Crawford continued to lead the 1A-2A poll, which also included No. 5 Collinsville, No. 15 Prairie Valley and No. 24 Lindsay. In 3A, Bushland moved into the top spot, with previous-leader Prairiland now at No. 2 The 3A poll also included No. 7 Commerce, No. 15 Gunter, No. 16 Redwater and Van Alstyne of Bonham’s District 10-3A at No. 19.
