If you have not been to this park, it is time for a visit. The park features large shade trees, native plants, a walking trail, handicapped accessible restrooms, a bridge and a state of the art playground. There is ample parking on both sides of this 35 acre park. There is plenty to see on the walking trail including remnants of a historic cotton gin dam. There are even benches if you need a break along the way. A Splash Pad is coming soon. The city has finished the ground work and they are now waiting for the installation of the pad that will feature several fun water toys. Bring the children for a time of imagination as they play in small buildings that replicate the Alamo, a General Store, a Jail and Bois D’ Arc Express. There is a rock climbing wall, a teepee and more. If you are interested in parking by the playground, the address is 400 South 5th. You can also park on the other side of the park if you are interested in the trail, a picnic or just enjoying the alluring scenery, at 601 S. Main Street.

Forestry MULCHING!!! By Sandy Barber Cyndi Keeler has been named Volunteer of the Quarter for the Fannin County Children’s Center. Keeler found out about the Children’s Center through her church. She served on the board for a couple of years but has mostly been volunteering in other ways. “I volunteer because I believe each one of us has talents or gift that can help someone,” said Keeler. “The Children’s Center reaches out in so many ways into the community. By volunteering I can focus on the needs of the community through an organization that is addressing those community needs.” For many years, Keeler has helped with the center’s big fundraising event called Justice Is Served. She recently retired from working and owning a HVAC Service Company with her husband. This has freed up more of her time, so she has started volunteering regularly to organize the Rainbow Room. This room contains donations of new clothing, shoes, diapers and more for the children served by the center. Over the summer, Keeler logged in many hours going through the entire room and re-organizing it. Keeler has been married to her husband David for over 32 years. Together they have had a full life of working, ranching and taking care

Proverbs 25:11 James 1:19 Proverbs 15:1 My return to the United States at the end of World War II was a trip that will
be long remembered – for its unpleasant moments as well as for its joys. After completing five weeks at rehabilitation some 4500 of us were placed in the Navy ship – The USS Admiral H.T. Mayo for the trip across the Atlantic to Boston, Mass. For me it was four days of sea sickness that was followed by an encounter that I would like to forget. I don’t think of myself as a grumbler by nature, but after standing in line for some six hours wait-
ing to get part of my pay I was not a happy camper. My attitude was not one of kindness, nor did I choose my words carefully. When I arrived at the tellers cage I was venting my feelings, it provoked her to say “didn’t you know that there is a war going on?” You can imagine how they sounded to a combat veteran who had been shot down, who had four of his crew members killed, and who himself was just out of a prisoner of war camp. After the encounter,

Letter to the Editor 09/12/2019 To whom it may Concern, I am the Chief Deputy for the Fannin County Sheriff’s Office and I am responsible for day to day operations of the Sheriff’s Office. I am writing this letter to the Citizens of Fannin County. On 09/11/2019, I arrived at work at my normal time of 0730 hrs. I proceeded to do my rounds as usual. Our in-house Trustee (Inmate worker) arrives from the main jail facility around 0900 hrs and begins to clean the office. He then puts the flags out. On 09/10/2019, I had a conversation with our trustee where it was explained that the flags would need to be at half-staff on 09/11/2019. Our trustee arrived at his normal time and I did not check the flag poles. I assumed incorrectly that the flags had been placed at half-staff as the Trustee was instructed. This is my error and my error only and I take full responsibility for this happening. This is not my first mistake, I am human and I am sure it will not be my last. I truly apologize to everyone that my error offended and although once the error was caught and corrected around midday on 09/11/2019, there was no excuse for this oversight. I understand that this caused some people to believe that this was done in malice, it was not. I fully appreciate the weight of the events of 09/11/2001 and again would like to apologize for both the American flag and Texas flag not being at halfstaff the entire day. In order to make sure this never happens again, I have
changed my routine and will check the flag pole every day and improve the communication between myself and the trustee’s who help me to maintain our facility. If anyone has any questions
while I was rethinking what had been said, three verses of scripture came to mind. (Proverbs 25:11; Proverbs15:1; James 1:19). Why did I not remember these earlier? I don’t know but I haven’t forgotten them since. That was 69 years ago, but I remember them well today. From them I offer these thoughts: 1. Be good listeners. “swift to hear” 2. Choose our words carefully. “words that apply” 3. Speak with caution. “fitly spoken” “A soft answer will turn away wrath”. Proverbs 15:1

The highlight of the evening was a presentation by John Vick, District Director for Senator Bob Hall and Jamie Baker, Director of Public Policy for Congressman John Ratcliffe. At the July meeting of Republican Women, a challenge was put in place for the member who worked the most hours in an outreach activity. Senator Bob Hall started the challenge with a promise of a United States flag flown over the Texas Capital and Jamie Baker doubled the challenged with a flag flown over the United States Capital. Louise Goodwater was the winner and was awarded both flags as she was acknowledged for all the hard work she has done for the community, the Republican Party of Fannin County and the Fannin County Republican Women. The program for the September meeting was an overview of the Courthouse Restoration Project facilitated by Alicia Whipple,
County Auditor and Barbara McCutcheon. Some of the information delivered regarding the restoration project without repeating what has been published several times already is: • The clock tower remains in the scope of work. • Turner Construction’s contract with the county is for $60,000 on pre-construction and 2.5% of total project cost (originally estimated at $15 million), and total staff hours of $923,486.00 which totaled $1,358,486.00. Obviously this will change based on the final cost of the Courthouse Restoration Project and staff cost for the additional time the project will take. • Turner Construction reported that changes to the basement could have a savings of $1 million. • Turner Construction is in the process of rebidding Structural Steel, Interior Wood Framing & Sheathing, Lightage Roof Trusses and Miscellaneous Wood Framing Scopes.

DEMOCRATS TO DISCUSS HEALTH CARE
Arts Center going. “There’s something about sitting under the willows in the shade, sipping a beverage, having some dinner and listening to music,” says Executive Director, Lisa Avila. “It’s almost like being on vacation for an evening, right here at home and without the noise, traffic and bustle of a big city.” The relaxed street party atmosphere is popular among residents who often walk to the venue. Everyone is invited to attend and the event begins at 6 PM and usually runs until around 8 PM. For more information, call the Creative Arts Center at 903-640-2196.
This month’s meeting of the Democratic Women (and Men) of Fannin County will be devoted to a discussion of means by which comprehensive health care can be achieved for all American citizens. Gene Marshall of Bonham will facilitate as we debate options including a mended and improved Affordable Care Act, the Affordable Care Act with the addition of a public health care option, and universal care in the form of “Medicare for All.” No matter which direction is chosen, it has become
clear that the current system of relying on donations in Mason jars on the counters of KwikCheks is insufficient and unfair for the citizens of the wealthiest country in the world. We can and must do better. So please join us with your input at The Elizabeth May Room of the First United Bank at 120 W. Sam Rayburn on Monday, September 23, at 6:30PM. We guarantee a spirited discussion, good fellowship, and tasty snacks. Hope to see you there!

Dear Editor, After watching the Democrat Debate and listening to the candidates on the campaign trail, all I could think was “Thank God” Francis Beto O’Rourke is not our state senator. And may God save our country if one of those democrat candidates ever become president. Today’s Democrat Party is not the party of John F. Kennedy. COOKING IN FANNIN COUNTY

This week’s recipe is for all of you dove hunters, and their wives. Tom grills dove with bacon, but this recipe is with a little twist. It calls for Italian dressing, Worcestershire sauce, and then put a slice of jalapeno pepper into each breast. It’s worth a try! BACON WRAP DOVE BREAST Dove breasts Italian dressing Worcestershire sauce Sliced bacon Jalapeno peppers toothpick Split dove breast along each side of breast bone. Place in a bowl, cover with Italian dressing and Worcestershire sauce. Cover and refrigerate for 2 to 3 hours. Remove from marinate. Place a slice of Jalapeno pepper into each slit of breast. Wrap with slice of bacon and pin into place with toothpick. Place on outdoor grill for about 20 minutes, turning often. Be sure to remove toothpick before eating! Please send me your favorite or unique recipes to 300 E. Russell Ave., Bonham, TX 75418, or take them by the Leader’s office at 224 N. Main St. in Bonham. Bonham City Council Adopts 2-19-19 3/7/17 FY’20 Budget ~ approves retaining developmentoriented consultant – The Sanchez Group By Stephen Filipowicz Monday evening (9/9/19) the Bonham City Council voted unanimously to; lower the municipal tax rate by just over 3-cents from the current $0.686400 /$100 of assessed value to $0.6550 for the coming year (Jan. 1, 2020), adopted the City’s FY ‘20 budget and ratified BEDCO’s FY ‘20 budget. New Texas Laws Affecting Feral Hog Hunting, License Validation Take Effect Sept. 1
AUSTIN – Feral hogs are so loathed by landowners in Texas for their habitat
destroying behavior that beginning Sept. 1, you won’t even need a hunting license
to pursue them on private property. That’s when a new law takes effect removing even more obstacles from controlling hog numbers. The new law, SB 317 by Sen. Bryan Hughes (Mineola), passed during the 86th Texas Legislature and exempts any person (resident or nonresident), with landowner consent, from a hunting license requirement to hunt feral hogs. It is still a violation to hunt without a license if hunting without consent. The new law removes any reference to depredation and the exemption applies for the take of all feral hogs. The new law only applies to private property, and is irrelevant of whether or not it is a paid hunt, although allowing hunting access in return for financial or other consideration still requires a hunting lease license from the Texas Parks and Wildlife Department. A hunting license is still required on public land. Hunter education requirements also still apply.
Hunters Can Use Digital Image of Licenses Afield
Also effective Sept. 1, in most cases hunters will not be required to carry their original paper hunting and fishing licenses with them to the field. HB 547 by State Rep. Terry Canales (Edinburg) allows licensees to use a photograph of their physical license to serve as verification of a valid license while hunting any game that doesn’t need a tag, like dove. You must carry your physical license with you for deer and turkey hunts, and if you want to retain an oversized red drum, since they require tags. Your license can now be viewed digitally on the Outdoor Annual mobile app or the My Texas Hunt Harvest app. Also accepted will be a legible digital photo, your emailed receipt, or your online purchase record. If your Outdoor Annual app was downloaded before Aug. 15, you’ll need to update it to version 6 in order to access your license and view the 2019-2020 regulations.

When Bob Garcia removed that old mossyhorn mount from its place over the fireplace, we were a bit confused. That huge buck had been his pride and joy for more than 30 years. But Bob put it back in his office, behind the kitchen. The spot of honor over the fireplace now belongs to a young forkedhorn buck, the one he took last year on the other side of the hayfield. It’s the kind of buck you expect to get for your first buck, and not really the kind you honor like that after a lifetime spent hunting in the autumn woods. When he was asked, Bob just said it was a special buck, and he smiled. But you know there’s always more to a story than

Vesicular Stomatitis
Press Release - Recently, we’ve all been hearing a lot about Vesicular Stomatitis because it really limits the amount of travel that horses can do. The Ohio Quarter Horse Association even made a statement that they would not be allowing horses from affected counties to attend the All-American Quarter Horse Congress in October. So, what is Vesicular Stomatitis? VS is a viral disease that affects mostly horses, cows, and pigs. In horses, it causes blister-like sores around the nostrils, lips, and in the mouth, and can also be found around the coronary band, sheath/udder, and belly. It may cause a lot of drooling and unwillingness to eat, as the sores are very painful. Why is VS so scary? There are really two reasons why everyone is concerned about vesicular stomatitis. Yes, VS can cause monetary losses in that food animals will not thrive if their mouth hurts and they can’t eat However, the biggest reason VS is so scary is because it looks like Foot and Mouth disease, and it is impossible to tell the difference without doing specific testing. FMD has not been reported in the US, and its impact on the US agriculture industry would be DEVASTATING. The other reason people are so concerned about VS is that it is also zoonotic, which means it can be

transferred from humans to people, usually by coming into contact with saliva or through biting insects. So far in Texas, 37 counties have reported cases of VS. These include Bastrop, Bell, Bosque, Brown, Caldwell, Coleman, Collin, Coryell, Dallas, Eastland, Ellis, Erath, Falls, Gonzales, Guadalupe, Haskell, Hays, Hill, Hood, Johnson, Kerr, Kinney, Lampasas, Mason, McLennan, Mills, Palo, Parker, San Saba, Shackelford, Somervell, Taylor, Tom Green, Travis, Val Verde, Wichita, and Williamson. Obviously, the most significant one to Hayes Equine is in Collin County. Horses that live in Collin County should have their owners contact their veterinarian before travelling off the property. The take home message: if you notice little blisters on your horse’s muzzle, coronary band, sheath/udder, or inside their mouths, call your veterinarian IMMEDIATELY. This is a reportable disease and must be identified in order to prevent the spread and make absolutely positive that it is not FMD. More information on VSV can be found at: https:// www.aphis.usda.gov/aphis/ ourfocus/animalhealth/animal-disease-information/ cattle-disease-information/ vesicular-stomatitis-info

that. On that special day a year earlier … Bob heard the deer before he saw him, and he got ready. He looked to the sound of the deer and checked what was on the other side of the animal. A large dirt bank. Good. That’s safe enough. Can’t have that old .45-70 slug sailing around the country. Bob felt the breeze coming right to his face, slightly chilling his nose, and carrying with it the promise of a crisp fall later on. These days still held some late summer heat. The wind was right, and he wore dull clothing, he had a clear shot with a safe backdrop. There was nothing to do now but wait. Then the little forked-horn buck stepped out. It would never replace the huge buck Bob took years back, but it was a good eating deer and the situation was right, so he aimed carefully and shot. The sound of the massive cartridge going off started the snake at Bob’s feet rattling. Bob jumped back out of danger and finished the snake. Another step forward … just one more step and life would’ve changed forever. The taxidermist was surprised when Bob told him he wanted a really nice mount of what was, to all other eyes, a fairly routine meat deer. But he promised to give the mount the full treatment. It hangs over the fireplace now. When other outdoorsmen ask him about that deer, Bob just says it is a special buck, and he smiles.

Explanatory Statements for the November 5, 2019 Constitutional Amendment Election Proposition Number 1 (HJR 72) HJR 72 proposes a constitutional amendment permitting an elected municipal judge to serve as a municipal judge in more than one municipality at the same time. Unlike an appointed municipal judge, an elected municipal judge may not concurrently hold another municipal judge office. This amendment would allow an elected municipal judge to serve as a municipal judge in more than one municipality at the same time, in the same manner as appointed municipal judges. The proposed amendment will appear on the ballot as follows: “The constitutional amendment permitting a person to hold more than one office as a municipal judge at the same time.” Proposition Number 2 (SJR 79) SJR 79 proposes a constitutional amendment authorizing the Texas Water Development Board to issue additional general obligation bonds, in an amount that does not exceed $200 million, for the economically distressed areas program. These bonds can only be used to provide financing for the development of water supply and sewer service projects in those economically distressed areas as defined by law. The proposed amendment will appear on the ballot as follows: “The constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board in an amount not to exceed $200 million to provide financial assistance for the development of certain projects in economically distressed areas.” Proposition Number 3 (HJR 34) HJR 34 proposes a constitutional amendment allowing the legislature to temporarily exempt from ad valorem taxation a portion of certain property located in an area covered by a disaster declaration of the governor. The proposed amendment would allow the legislature to prescribe the method of determining the amount of the tax exemption and the duration of the exemption and also would allow the legislature to create any additional eligibility requirements for the tax exemption. The proposed amendment will appear on the ballot as follows: “The constitutional amendment authorizing the legislature to provide for a temporary exemption from ad valorem taxation of a portion of the appraised value of certain property damaged by a disaster.”
Proposition Number 4 (HJR 38) HJR 38 proposes a constitutional amendment prohibiting the state from imposing or collecting an individual income tax, including an individual’s share of partnership and unincorporated association income. There is no current constitutional bar on imposing or collecting an individual income tax. The proposed amendment will appear on the ballot as follows: “The constitutional amendment prohibiting the imposition of an individual income tax, including a tax on an individual’s share of partnership and unincorporated association income.” Proposition Number 5 (SJR 24) SJR 24 proposes a constitutional amendment that would automatically appropriate the net revenue received from the portion of the state’s tax revenue received on sales of sporting goods to the Texas Parks and Wildlife Department (TPWD) and the Texas Historical Commission (THC). The legislature would maintain the authority to determine the specific uses of the funds and their allocation between TPWD and THC. The proposed amendment will appear on the ballot as follows: “The constitutional amendment dedicating the revenue received from the existing state sales and use taxes that are imposed on sporting goods to the Texas Parks and Wildlife Department and the Texas Historical Commission to protect Texas’ natural areas, water quality, and history by acquiring, managing, and improving state and local parks and historic sites while not increasing the rate of the state sales and use taxes.” Proposition Number 6 (HJR 12) HJR 12 proposes a constitutional amendment authorizing the legislature to increase the maximum bond amount for the Cancer Prevention and Research Institute of Texas (CPRIT) from $3 billion to $6 billion to be issued by the Texas Public Finance Authority. CPRIT was created in 2007 to promote and fund cancer research in Texas. CPRIT uses bond proceeds to award grants for cancer research and prevention. The proposed amendment will appear on the ballot as follows: “The constitutional amendment authorizing the legislature to increase by $3 billion the maximum bond amount authorized for the Cancer Prevention and Research Institute of Texas.” Proposition Number 7 (HJR 151) HJR 151 proposes a constitutional amendment allowing increased distributions from $300 million per year to $600 million per year to the available school fund and also allowing the State Board of Education, the General Land Office, and other entities that manage revenue from land
or other properties held in the permanent school fund to distribute certain revenue to the available school fund. The proposed amendment will appear on the ballot as follows: “The constitutional amendment allowing increased distributions to the available school fund.” Proposition Number 8 (HJR 4) HJR 4 proposes a constitutional amendment creating the flood infrastructure fund as a special fund in the state treasury, using money appropriated from the economic stabilization fund. The flood infrastructure fund would provide additional resources to implement plans to mitigate flood damage. The proposed amendment would authorize the Texas Water Development Board to use money in the flood infrastructure fund for drainage, flood mitigation, or flood control projects. The proposed amendment also would authorize the creation of separate accounts in the flood infrastructure fund as necessary to administer the fund or authorized projects. The proposed amendment will appear on the ballot as follows: “The constitutional amendment providing for the creation of the flood infrastructure fund to assist in the financing of drainage, flood mitigation, and flood control projects.” Proposition Number 9 (HJR 95) HJR 95 proposes a constitutional amendment authorizing the legislature to create a property tax exemption for precious metal held in a precious metal depository located in this state. The proposed amendment will appear on the ballot as follows: “The constitutional amendment authorizing the legislature to exempt from ad valorem taxation precious metal held in a precious metal depository located in this state.” Proposition Number 10 (SJR 32) SJR 32 proposes a constitutional amendment authorizing the legislature to allow a state agency or political subdivision to transfer a law enforcement animal to the animal’s handler or another qualified caretaker in certain circumstances. Currently, the Texas Constitution prevents the transfer of certain public property, such as law enforcement animals, to a private person or organization at no cost. This amendment authorizes the legislature to allow the transfer of a law enforcement animal to the animal’s handler or another qualified caretaker at no cost, upon the animal’s retirement or at another time if the transfer is determined to be in the animal’s best interest. The proposed amendment will appear on the ballot as follows: “The constitutional amendment to allow the transfer of a law enforcement animal to a qualified caretaker in certain circumstances.” Published by The Office of the Texas Secretary of State, www.VoteTexas.gov, 1/800-252-VOTE(8683).

Honey Grove, Texas -- The Honey Grove Library and Learning Center is delighted to receive a donation of $2,500 from RES, the contractor of the North Texas Municipal Water District for the restoration of 17,000 acres of mitigation property known as the Riverby Ranch supporting the Bois d’Arc Lake project. RES personnel visiting the Library to make the donation were Daniel Kampfer (RES Project Superintendent), Dr. Aaron Boers (RES Restoration Ecologist) and Matt Stahman (RES Project Manager)). Mr. Stahman said: Amazing things are happening at the Honey Grove Library and RES is happy to be a part of that good work. Rhonda Cunningham of the Hall-Voyer Board said: We greatly appreciate this contribution from a major contractor of NTMWD and the commitment of RES to the Honey Grove Library. We are also discussing with RES how its staff can present programs to Honey Grove students about environmental issues, and look forward to having programs in conjunction with RES in the spring and summer.

TEXAS COMMISSION ON ENVIRONMENTAL QUALITY
Oakwood Cemetery News
Even though the weather has been dry the Cemetery has remained green and mowing has continued for the entire summer. Memorials were given to the Oakwood Cemetery Association in August for Margie Dobbs, Glenn and Era Jo Clark, and Charles Melton. Quite a lot of improvement work went on this past month at the cemetery. More drainage work was done by adding large rock in several areas to help prevent erosion. More gravel was spread on some of the cemetery roads. For many, many years the Cemetery Association has mowed the area between the fence and Highway 100. However, because of recent erosion, it is no longer possible for us to safely mow that area and grass has grown up there. We are working with TxDOT to address this issue. A kind volunteer will furnish rye grass seed to be planted this fall in the cemetery area under all the trees. This will help keep the soil from washing into other areas.

Page 23 •September 17, 2019 A new bicycle will be given to a boy and a girl for the best time performance for each age group category: Ages 3 & 4; 5 & 6; 7 & 8; and 9-11. Children who have bicycle helmets are encouraged to bring their own helmets; helmets will be provided for those without helmets. Sincere thanks to all donors and volunteers who are helping make this event possible.
APPLICATION AND PRELIMINARY DECISION. City of Honey Grove, 633 6th Street, Honey Grove, Texas 75446, has applied to the Texas Commission on Environmental Quality (TCEQ) for a renewal of Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0010710003 which authorizes the discharge of treated domestic wastewater at a daily average flow not to exceed 500,000 gallons per day. TCEQ received this application on May 17, 2019. The facility is located 100 Wastewater Way, in the City of Honey Grove, in Fannin County, Texas 75446. The treated effluent is discharged to Honey Grove Creek, thence to Bois d’Arc Creek, thence to Red River Below Lake Texoma. in Segment No. 0202 of the Red River Basin. The unclassified receiving water use is minimal aquatic life use for Honey Grove Creek. The designated uses for Segment No. 0202 are primary contact recreation, public water supply, and high aquatic life use. All determinations are preliminary and subject to additional review and/or revisions. This link to an electronic map of the site or facility’s general location is provided as a public courtesy and is not part of the application or notice. For the exact location, refer to the application. https://tceq.maps.arcgis.com/apps/webappviewer/index.html?id=db5bac44afbc468bbddd360f 8168250f&marker=-5.91888%2C33.604167&level=12 The TCEQ Executive Director has completed the technical review of the application and prepared a draft permit. The draft permit, if approved, would establish the conditions under which the facility must operate. The Executive Director has made a preliminary decision that this permit, if issued, meets all statutory and regulatory requirements. The permit application, Executive Director’s preliminary decision, and draft permit are available for viewing and copying at Honey Grove City Hall, 633 6th Street, Honey Grove, Texas. PUBLIC COMMENT/ PUBLIC MEETING. You may submit public comments or request a public meeting about this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ holds a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing. OPPORTUNITY FORA CONTESTED CASE HEARING. After the deadline for submitting public comments, the Executive Director will consider all timely comments and prepare a response to all relevant and material, or significant public comments. Unless the application is directly referred for a contested case hearing, the response to comments will be mailed to everyone who submitted public comments and to those persons who are on the mailing list for this application. If comments are received, the mailing will also provide instructions for requesting a contested case hearing or reconsideration of the Executive Director’s decision. A contested case hearing is a legal proceeding similar to a civil trial in a state district court. TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant’s name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; a list of all disputed issues of fact that you submit during the comment period; and the statement “[I/ we] request a contested case hearing.” If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify by name and physical address an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group’s purpose. Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met. EXECUTIVE DIRECTOR ACTION. The Executive Director may issue final approval of the application unless a timely contested case hearing request or request for reconsideration is filed. If a timely hearing request or request for reconsideration is filed, the Executive Director will not issue final approval of the permit and will forward the application and request to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. MAILING LIST. If you submit public comments, a request for a contested case hearing or a reconsideration of the Executive Director’s decision, you will be added to the mailing list for this specific application to receive future public notices mailed by the Office of the Chief Clerk. In addition, you may request to be placed on: (1) the permanent mailing list for a specific applicant name and permit number; and/or (2) the mailing list for a specific county. If you wish to be placed on the permanent and/or the county mailing list, clearly specify which list(s) and send your request to TCEQ Office of the Chief Clerk at the address below. All written public comments and public meeting requests must be submitted to the Office of the Chief Clerk, MC 105, Texas Commission on Environmental Quality, P.O. Box 13087, Austin, TX 78711-3087 or electronically at www14.tceq.texas.gov/epic/ eComment/ within 30 days from the date of newspaper publication of this notice. INFORMATION AVAILABLE ONLINE. Dementia and Driving
Press Release - It’s a known fact – as we age, our reflexes slow. Suddenly, a fastball thrown by your 8-year old grandchild is really fast. While hopefully all you’ll get from that baseball is a burn in your hand from catching it, the consequences of slowed reflexes coupled with Alzheimer’s disease or other dementia can be much more hazardous – up to and including fatal. For people living with Alzheimer’s and other dementias - it is never too soon to plan ahead for the future, when they can no longer drive. Putting a plan in place can be an empowering way to make the person’s voice heard. While it’s important to acknowledge a person’s feelings and preserve his or her independence, it’s also paramount to ensure the person’s safety and the safety of others. What are some of the signs that it’s time to have this talk? The person is forgetting how to locate familiar places, failing to observe traffic signs, and making slow or poor decisions while in traffic. Having the conversation about giving up driving is rarely easy. You should be prepared for the person to become upset with you. Empathize with those who are uncomfortable having the conversation and stress the importance of preparing for the future. You should also be prepared with optional transportation plans for the
person who will no longer drive. You can also reduce the need to drive by having essentials such as groceries, medications and meals delivered. If the conversation does not go well, do not blame yourself. Ask a respected family authority figure or medical professional to reinforce the message about not driving. As a last resort, take away the car keys, disable the car or remove the car completely. When you do any of these things, be sure to provide safe, reliable alternative transportation. Remember, the sooner you have the “no driving” conversation, the better. Call the Alzheimer’s Association 24/7 helpline at 800272-3900 for more information. The Alzheimer’s Association is the leading voluntary health organization in Alzheimer’s care, support and research. Our mission is to eliminate Alzheimer’s disease through the advancement of research, to provide and enhance care and support for all affected, and to reduce the risk of dementia through the promotion of brain health. Our vision is a world without Alzheimer’s®. For more information, visit alz.org or call the 24/7 helpline at 800-2723900. Birth Certificate is now Needed to Renew or Obtain a Drivers License
By Sandy Hood There are some new rules for Texas drivers who are getting their drivers license for the first time or getting it renewed. Filling out forms, getting your number called and then having your picture taken is what we are used to. Now you will be required to have a certified copy of your birth certificate. It does not matter if you have had your license for 30 or 40 years. The requirement is a result of a law called the Real ID Act that was passed by Congress in 2005 in response to 9/11 and is finally taking effect. It is my understanding that the deadline to obtain a Real ID is October 2020. Each state will have a different star design on the Real ID. The design for Texas is a gold circle with a white star in it. To get that star, you will have to show extra proof of who you are and where you live. In the future, you will not be able to enter a federal building or board a plane without the star on your ID. The law is an effort to fight identity fraud and terrorism.

Numbers no longer negate: Savoy, Fannindel football succeed during first full decade as six-mans

During the previous decade, numbers affected the fortunes of then 11-man football programs at Fannindel and Savoy. Injuries determined yearly whether each Class 1A team would have enough players to finish the season. Conversely, in 2019, the two now-established six-man programs will complete a decade when they have always completed seasons -- and often have also extended campaigns into the postseason. Fannindel, which has completed every six-man season since its inaugural independent campaign in 2005, advanced to the Division II-1A regional round last fall for its fifth postseason during the current decade. It marked the Falcons’ second trip that far in six-man since advancing likewise in 2013 -- both coming with Gabe Lane as head coach. Meanwhile, Savoy returned to the football postseason last fall after a rare absence in 2017 -- its only miss since transitioning into six-man for the 2012 season. Those previous trips for the Cardinals have included a state quarterfinals advance in 2013 and also reaching the regional round thrice to complete other campaigns. Clay Wilson has served as head football coach since the start of six-man at Savoy, which on Aug. 23 hosted Fannindel and Greenville Christian, which is now led by former successful Fannindel head coach Randy Jones (2008-2012), for scrimmages. The two Fannin County six-man success stories will meet again in non-district play on Sept. 27 in Ladonia.
1A Dodd City volleyball No.13 in poll By Rich Hilliard Dodd City slipped two spots on Sept. 10 in the Class 1A-2A volleyball rankings by the Texas Girls Coaches Association. The 1A Lady Hornets dropped two to No. 13 despite no losses since the previous weekly poll -- and no defeats in almost the last month. Class 2A Crawford continued to lead the 1A2A rankings, followed by No. 5 Collinsville
(2A), No. 19 Prairie Valley (1A) and No. 22 Quinlan Boles (2A). Bushland also remained atop the 3A poll, which also included No. 2 Prairiland, No. 7 Commerce, No. 17 Gunter (of District 9-3A), No. 18 Mount Vernon 17-4, No. 20 Redwater, No. 22 Van Alstyne (of 10-3A) and Mount Pleasant Chapel Hill in a two-way tie for No. 25.
