Discussion, consideration and action to approve agreement between Fannin County and TMC Bonham Hospital for Indigent Care services – County Judge for Indigent Healthcare Director: Fannin County Indigent Healthcare Director Mark DeMay spoke to give a report of the details of this agreement noting it began when the care of indigent patients was transferred from Carevide to the TMC Bonham Specialty Clinic. He explained how the reimbursement payments were clarified in this agreement and noted that inmates will also be afforded access to the same services as the indigent. Noting the lowest legally allowed reimbursement payments are spelled out in this agreement, he stated it will save the county money. He concluded by noting the agreement had been reviewed and approved by Judge Moore, District Attorney Richard Glaser and signed by TMC Bonham. He added a similar agreement was sent to TMC Denison but has yet to return. After Judge Moore commended Mr. DeMay for his excellent work, he concurred it will save the county a lot of money, Judge Moore then asked for a motion. Commissioner Lackey made the motion to approve the agreement with Commissioner Self seconding the motion which passed.

Discussion, consideration and action to approve Treasurer’s Investment Report for August 2022 – County Judge for County Treasurer: Mr. Woodson gave a report of $11,820.61 interest from the balance of $6,394,673.01 in the TexPool accounts; an interest of $11,044.81 from the 2022 Bond for the future Justice Center which has a balance of $11,036,719.01; and concluded with the interest amount of $4.14 from the balance of $228,810.99 in the Operating Business Money Funds. A motion was then made by Commissioner Lane to approve the report with Commissioner Magness seconding the motion which passed unanimously.

Commissioner Self stated how this was a good session today, commented on the cool weather, gave remembrance to those who sacrificed their lives on 9/11 and expressed his appreciation for all our first responders do for us and wished all a good week. This can be problematic, given the fact that a pecan tree acts as a magnet for squir rels for miles around. Yet this problem is not without its remedies. One of the most common solutions is to loose ly wrap several feet worth of metal sheeting around the trunk of a tree. Squirrels, though adept at scaling the thin bark of a tree, prove un able to climb such a slick ma terial. This is an easy fix, and a relatively inexpensive one. But it fails to succeed in all situations.Oftentimes, if a squirrel can not climb the base of a tree, it will jump to its desired tree from either another tree or a manmade structure. In this case, a pecan tree must be pruned several feet back from any nearby scalable edifice. There are also commercially available traps, both lethal and nonlethal, that can be strapped to either branches or roofs.

Hold public hearing and consider and take action on an ordinance adopting an ad valorem tax rate of $0.56759 per $100 of taxable value for tax year beginning January 1, 2022: Mayor Compton called the hearing to order at 5:51 p.m. City Manager Sean Pate then noted that during the recent budget workshop it was determined that with the in creased revenue coming into the city, the ability to drop the tax rate from .655 to .56759 (almost a nine-cent drop) was possible. He then explained how in growing communities, the increased revenue from new construction, afford the effective tax rate to drop. He cited how this time last year the City of Bonham had 2.7 million dollars from new tax able value from new construc tion and this year there is 24 million. After his explanation of how it was possible to re duce the tax rate, a discussion ensued after which Mayor Compton noted that things are changing, hopefully for the better as we are starting to grow. He then called the hear ing to a close at 5:54 p.m. Mr. Pate then read the ordinance

He then gave a condensed version of the presentation he made at that time by beginning with highlighting the rising Gen eral Fund account that was made possible from the in creased new construction (2.3 million in 2021 to 24 million in 2022) He noted how the projection of an increase of 3.5 to 5 percent annually is actually closer to a rise of 12 percent and with the antici pated growth on Hwy 121 and Hwy 82, the sales tax revenue will only continue to grow. He also touched on the reve nue coming from the increase in permitting. Noting that with growth comes increased expense costs, he outlined the long list of those expenses that included consulting fees, emergency service person nel (police, fire and dispatch) street and water/wastewater workers, and supervisory per sonnel. He also spoke of new items added to the budget like a new fleet management pro gram. He detailed the different components of the budget rev enue items including the util ity fund revenue, storm water revenue, water/wastewater tap fees and commented on how the most significant water ex pense this year was the city’s

Mayor Compton then asked if there were any at the meeting who had an interest in serv ing (there were none), after which, he called for a motion. A motion was made by Wayne Moore and seconded by Kevin Hayes to approve the appoint ment of Paul Chandler to TCC Board of Trustees.

He further noted how the increases reflect the true cost of material and the current administrative fees. After his breakdown of the increases, some discussion ensued be fore Mayor Compton called the hearing halted at 5:49 p.m. Mr. Pate then read the ordi nance after which a motion was made by Kevin Hayes to approve the ordinance with Wayne Moore seconding the motion which passed unani mously.

Open Arms has had fortysix individuals in the shelter since the first of the year. Six veterans, ten senior adults, and eight children have been helped through the shelter.

A driveway has been installed for the shelter van. The concrete apron for the driveway was donated by Mike Hagerty. The gravel for the remainder of the driveway was donated by Pat’s Pump service. An anonymous donor has given money to install a carport for the van.

Great things are happening for Open Arms Shelter. Community support and generous donors have made it possible for the shelter to better serve the homeless of Fannin County. The two small family rooms in the shelter were remodeled with a connecting door between them. Now a larger family will be able to be together instead of in two separate rooms. Thanks to Joel Nash Construction for donating the labor, contractor’s fee, and some of the supplies. Nash Construction also installed shelving in the family rooms and in the storage shed.

Oakwood Cemetery is 176 years old from the first recorded burial. This is hard to believe. Oakwood is a beautiful landmark for Honey Grove with a lot of history. The website for Oakwood is a treasure for anyone interested in the people buried there.

Keeping Oakwood a peaceful place to visit is expensive. The mowing, taking care of the trees and roads takes an enormous amount of money even with all the volunteer work. Always remember that if you own a lot or have someone buried at Oakwood it is an expense for the mowing of your lot. Mowing is not free.

This 16’x24’ fully insulated building was completed in May 2022. The building was needed for storage as our cemetery will be expanding in the coming future. Labor, material and monetary donations were made to help make this building project possible. The jobs of drainage and landscaping were done. Gutters were installed on the building, a trench dug and 6 inch drain placed at the driveway, the driveway was covered with river rock. On the east side, blocks and mulch were used to stop washing with three old pillars from the cemetery incorporated in the border. All labor and material except for the rock was donated on the outside of the building. A lot of work went into this project that has made a beautiful addition to Oakwood Cemetery.

Tawakoni GOOD. Water lightly stained; 80 degrees; 3.39 feet low. Lake Tawakoni continues to fish well as the summer pat tern comes to an end. Each week the fish become more active as the water temperatures decline. Hybrid stripers and white bass have become active on the lake in several different areas, sometimes feeding under birds and other times feeding deep where we are catching them throwing spoons and slabs. . Texoma EXCELLENT. Water stained; 80 degrees; 1.47 feet below. Striped bass are good with slabs some in deep water. Some topwater action early in the morning, and midday. Sand bass with some striped mixed in are on shallow flats under working birds on both ends of the lake. Striped bass are excel lent on live shad in 35-40 feet of water. Fish are reacting well to splashing and commotion on the surface. Catching limits in a few hours. Largemouth and smallmouth bass are getting better on soft plastics off the banks in 8-15 feet of water around dropoffs and structure. Blue and channel catfish are still great for smaller eater size fish. Water will start to cool off and the big catfish will move up in the shallower 5-10 feet of water range feeding on shad. Punch bait and cut shad are still the baits of choice. Crappie are still good on minnows but the jig bite is getting better every day in 8-20 feet of water on structure. She is preceded in death by her husband of 71 years, Lloyd Curtis Nicholson, a young grandson, Nicky, her sister, Geraldine Holland, and her parents. She was the daughter of a farmer raised in the Honey Grove area learning the value of hard work at a young age. She often talked of her years growing up on the farm picking cotton, driving a team of mules, and pulling corn and always spoke so fondly of her parents. She and Lloyd married and moved to Fort Worth, then to Arlington where they raised their family. She was a faithful helpmate to her husband, devoted mother, daughter, sister, and friend. She taught children in Sunday School often teaching her own kids and absolutely loved helping people. Nina faithfully took care of her Aunt Marie Dodd Collard and her daughter Deana until their passing.

Shirley loved gardening, quilting, crocheting, and reading. She was also very adventurous and traveled to many places in the world, including Canada, Europe, Central America, and Australia to name a few. Whether it was visiting Castle Braun (aka, Dracula’s castle in the Carpathian Mountains of central Romania), to jumping off 60 foot high cliffs down to the water at an Arkansas lake, she knew no boundaries. In her forties she learned to snow ski and traveled with her husband and other family members to numerous ski areas in New Mexico, Colorado and beyond. In her sixties, she learned to fly, earning her pilot’s license and flying across the country to national events in Oshkosh, Wisconsin and Lakeland, Florida. She loved to fly her Cessna 150 all around and taught many others to fly from the runway built in the pasture behind her home. She made lifelong friends in the flying community.

Don “Alan” Copeland passed away at his home in Whitesboro, Texas on Tuesday, September 6, 2022 at the age of 76. He was born on July 16, 1946 in Sherman, Texas to parents Bobby Key Copeland and Edna Earl (Francis) Copeland.

Shirley celebrated life and brought joy to many others. Never one to pass up a good margarita, her laughter and spirit will live on in our memories.

Sherry spent almost 22 years looking through the windshield of an 18-wheeler, as a long-haul truck driver for U.S. Xpress, with 16 of those years spent having her beloved weenie dog, Blue, in the passenger seat. Sherry never missed a beat, up and down snowy mountain, anywhere and everywhere in the U.S., jamming out to Dwight Yoakam and Kid Rock. Sherry was known as “Blue Grandma” by her grandbabies because of that hateful little dog that loved her so much. When Sherry was home off the road, she spoiled all the kids often, and made sure they had no needs unmet. She always had a fresh set of nails before hitting the road again. Sherry was a tough lady who experienced things that would break most folks, but she smiled through, and she never complained. She took pride in giving the best she could, to her daughter, and was forever supportive of her. Sherry was the coolest truckin’ momma around, and always had something feisty and funny to say. She loved blue butterflies, yellow roses, Christy’s homemade cheesecakes, and puppy dogs. She was a momma, a Blue Grandma; sweet, and the most selfless human being that ever existed, and she will be extremely missed, and though of often.

Shirley is survived by three of her children: daughter Chris Swain and husband Garry of Mesquite, Texas; son Scott Epley and wife Carolyn of The Hills, Texas; and son James Epley and wife Karen of Fredericksburg, Virginia; ten grandchildren and ten great grandchildren.

Clinnon had an outstanding feature that anyone could pick him out of a crowd…his smile, a most infectious smile that he will forever be remembered. He was affectionately known by students as the professor who smiles. One of Clinnon’s many talents was an exercise of his brilliant mind. He could calculate math problems in his head without the aid of paper, pencil or a calculator. When people commented on his brilliance, he would chuckle and in his famous words he’d say, “I’ll say”. When asked what advice will you give to your colleagues, he responded “Stay true to the mission, and help our students as much as you canthey are our future!”

Earth mourns while heaven rejoices, for God has called a true and faithful servant home. Dr. Clinnon Oneal Harvey departed this life on August 29, 2022. He was born to the parents of Hobart Harvey and Alice Perkins Harvey on November 3, 1944 in Bonham, Texas. He accepted Christ at a very young age and remained committed to his faith. He was a longtime member of St. Dunstan’s Episcopal Church in Houston, Texas.While attending Booker T. Washington High School in Bonham, he was a star athlete in basketball and football. Upon receiving his high school diploma, Clinnon attended Prairie View A&M University (PVAMU), where he earned his Bachelor’s Degree in Mathematics, Class of 66; and Master’s Degree in Mathematics, Class of 69. He received his Ed.D in Curriculum & Instruction, with an emphasis in Math Education at University of Houston, Class of 74. He valued education and working to help others. In the words of Clinnon, “When I first stepped foot on Prairie View’s campus, coming from Bonham, Texas, I was just a little old country boy! Dr. A.D. Stewart, who was head of the Mathematics Department at the time, took me under his wing, and I got my bachelor’s and master’s degrees. Then, I went to work at NASA as a computer analyst, while obtaining my doctorate from the University of Houston. In the end, I came back to PVAMU because it just seemed like the place I should

When asked what he would miss most about PVAMU, his response was “I will miss the camaraderie with faculty and students. Avoid using weed and feed products. It is better to apply the pre-emergent at the appropri ate time to prevent weeds from sprouting in the first place.
