The Court approved extension of the Disaster Proclamation until September 22, 2020. 7 Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County – The Court voted to extend the Operations Plan until September 22, 2020. 8 Discussion, consideration and action to approve the County Treasurer’s Financial Report for August 2020 –County Treasurer David Woodson stated August receipts were $683,556.82 and he looked at August 2019 receipts to compare. The 2020 receipts were up $155,818.36 over 2019. The Court approved the financial report. 9 Discussion, consideration and action to approve the County Treasurer’s Investment Report for August 2020 –County Treasurer David Woodson reported continued low interest gains on all the investment accounts. The Court approved the report. 10 Discussion, consideration and action to approve the Fannin County District Court’s Records Archive Plan per Government Code §51.305 for budget year 2020-2021 – The Court approved the District Clerk’s Records Archive Plan. 15 Discussion, consideration and action to authorize payment of overtime for Road and Bridge employees – County Clerk Tammy Biggar spoke regarding keeping the allowance of overtime available across the board, if it is approved for the Commissioners’ workers. Commissioner Lackey said he would like to see the guideline changes detailed before the final vote. The Court agreed to postpone the action until next week, when the entire policy change can be written. They agreed to allow the motion to fail. 16 Discussion and update regarding facility for county offices – Judge Moore called on anyone who would like to speak about the buildings they had looked at this past week. District Clerk Nancy Young said the Davita building would house two offices only and the Turner building, although it has a nice façade outside, the interior is still old. She does not think it would be suitable for the County. Commissioner Self said the Turner building would need an elevator and the restrooms were not convenient for the public. He said the D.A. and the County Clerk offices could be temporarily housed in the Davita building. The option on the Davita building is lease/purchase only; a two year lease with the agreement to buy it. Parking would be a problem at the Davita building. Commissioner Self said they have also considered the old Brookshire’s location. Judge Moore said the County budget would not enable them to acquire the Davita building and the old Brookshire’s building. The Davita building would be a $685K purchase or more. District Attorney Richard Glaser said he has looked at the buildings and he is not in favor of either of them. He doesn’t think making another temporary move makes sense. They have been where they are for three years and he would like to make a permanent move next. Mr. Glaser asked what the lease amount would be but there is no information on that, yet. County Clerk Biggar said she would
not favor a temporary move. Commissioner Lackey said he is trying to save $6K a month on leases. Mr. Glaser said there are too many uncertainties in his opinion. 17 Discussion, consideration and action to approve Order adopting the Minimum Infrastructure Standards for Manufactured Home Rental Communities – Judge Moore made some adjustments on the Order and has asked Richard Glaser to look at it. Mr. Glaser has not yet looked at all of it. There were some incorrect titles for the designated officials. The Court decided to set up another hearing before moving forward. This item was tabled by the Court. 18 Discussion regarding short plat for Star Fire Ranch – Commissioner Self said water is available and the only problem is with the power line. There will have to be an easement established on the plat. The developer will have to sign a letter for the easement. This was an update for the Court by Commissioner Self. 19 Discussion, consideration and action regarding a Request for Waiver of Requirement of Sec. 3.2.16 of the Fannin County Subdivision Regulations, minimum lot size per the Fannin County On-Site Sewage Facility Regulations, on Hwy 121 and FM 896 in Randolph, TX - Commissioner Self said the developer is still negotiating with the water board in Randolph. Commissioner motioned to table the item. Motion was approved. 20 Discussion, consideration and action regarding personnel or supplies for Covid-19 from the CARES Act Grant or other funding – Purchasing Agent Michelle Case said the hospital will be getting four quick testing machines through the Hospital Authority. She stated that EMC Troy is likely the best person to handle acquiring the PPE and he is also digging into the CARES Act to get more solid answers for the County. Judge Moore mentioned he spoke with a commissioner in Grayson County about a company that will come to your county for free. They will set up a booth at a location provided. Grayson, Hopkins counties and Frisco have all used this resource. Ms. Case and EMC Troy will work together to find out more information. 21 Discussion, consideration and action to approved the revised list of salaries and positions for the 2020-2021 fiscal year – Auditor Whipple said there were no changes, so the approved list is correct. Proverbs 15:27 I Timothy 6:10 With the writing of this week’s article, we shall have finished our study of “The Seven Deadly Sins.”

You will recall that this list has included anger, envy, impurity, pride, gluttony, and slothfulness. This week we will undertake to understand the word “avarice”. In as much as avarice is not a household term, we are left lacking in understanding. In an effort to be helpful I have selected the word, “greed”. Other words that offer a definition that we can grasp are: unjust gain, covetousness, an undesirable love for money or things and a lack of contentment. In addition to a list of words that help us there are some
scripture references that open up the sin we are talking about. Let me suggest: Proverbs 15:27; Ecclesiastes 5:10, and Proverbs 16:8. I would like to call your attention to three characters’ stories from the Bible that illustrate the guilt of this sin. 1. Achan’s sin in Joshua 7 2. Judas’ selling of Jesus for thirty pieces of silver. Matthew 26 3. Paul being tempted by Felix. Acts 224 The lustful desire for things will never bring joy and peace, but misery and hopelessness. Bonham City Council Appoints New BEDCO Board Members, Approves City Budget and Adopts Existing Tax Rate

The Bonham City Council held a public hearing at 5:17 p.m. September 14, 2020 for the purpose of: 1. Hold public hearing on a proposed ad valorem tax rate of $0.6550 per $100 of taxable value for tax year beginning January 1, 2020. One resident from the Legacy Ridge area spoke to the Council about the fact that with no tax increase, as the City Manager stated, her property taxes will go up 7% because of the rise in property value by the taxing office. She asked for help from the Council Members, as to what she and other senior citizens can do to survive the increases. Personally, her Social Security has increased $114 over the last four
years. Her property taxes have increased $319 over the past four years. She stated that the schools and the County have freezes on tax rates for senior citizens. She again asked for their help. 2. Adjourn - With no further comments, the meeting adjourned. The Regular meeting of the Bonham City Council held a meeting at 5:30 p.m. September 14, 2020 for the purpose of: 1.Consider and take action to approve minutes of the August 10th regular meeting and the August 27th special meeting. rector of Finances, reported the General Fund and Water Sewer Funds were both on target to end the year with slight residuals, mostly due to departments being understaffed for most of the year. Mr. Struchtemeyer said sales tax receipts were outperforming the budget by over 4%. There were no questions concerning the report. The Council approved the report. 3. Citizens Opportunity to Speak: Emily Porter spoke to express how successful the Bugtussle Trek was this year. There were over 90 cars this year and about 160 people in the Visitors Center and in the shops around the square. The lady from the Legacy Ridge area who spoke earlier addressed the Council about the City Water and Sewer rates.
She questioned the difference in charges for services based on the size of the lines. Her concern is the base rates. She would like to see the City go to a meter fee and then charge residents for the gallons used. A resident spoke to the Council on her concerns with the crowds, noise and fighting at the Juba Pizza business. She asked what is needed to remedy the problems they are dealing with in their neighborhood. The resident’s husband also spoke to the same problems at the Juba Pizza business, asking that the manager of Juba’s work at being a better neighbor. Continued See City Council on page 10

Month is Victor Wright. Victor is a Street Maintenance Technician with the Bonham Street Department and has been with the City since August 2016. Victor is the type of person who is the first one to show up and the last to leave and he gives 100% on every task. He is a loyal City worker and takes
pride in what he does. Victor has a great attitude! When he was hired, his past references were checked. His past supervisor told Mr. Howdeshell that if he gave Victor a chance, it wouldn’t be long before he wished he had two of Victor. Howdy said he was right. Congratulations, Victor!
5.Consider and take action to authorize the City Manager to take all steps necessary to execute a contract with Ameresco to implement an Energy Savings Performance Contract for the City of Bonham. This contract will begin the process for switching out the failing water meters and

The Council approved the proposal by Mr. Pate and approved permission to execute the contract after the changes. 6.Consider and take action to approve a funding agreement with Government Capital for Energy Savings Performance Contracting project. Drew Whittington from Government Capital was present and explained the funding agreement in detail. He presented two payment schedules for the Council to consider. A coalition of cities has taken on legislation to use Hotel Occupancy Tax (HOT) revenues to improve city parks. Council members voted to send a resolution to Austin declaring Bonham’s support of the legislation. 10.Hold public hearing and consider and take action on an ordinance amending Ordinance 1378 providing for a fee schedule for solid waste collection services inside the city and at Lake Bonham. Mr. Woodie Brantley was present to answer questions concerning Sanitation Solutions services and charges. Mr. Brantley explained the increases coming October 1, 2020. Mr. Brantley fielded complaints of trash cans not being emptied, trash cans being left in the street, trash cans being damaged and the fact that furniture items including mattresses are not being picked up. He assured the Council he will take the issues back with him and get resolutions. Increases in service will be passed on to the customers. The increase per customer will be about $0.40. Council approved the ordinance. 11.Hold public hearing and consider and take action on an ordinance establishing maximum, reasonable and prudent rates of speed on certain portions and at certain times on two streets in the City of Bonham in proximity to public schools. Chief Bankston said blinking lights for school zones have been installed on Albert Broadfoot and N. Main Street. Council took action and approved the changes in the ordinance. 12.Hold public hearing and

The Council approved the operating budget. 14.Hold public hearing and consider and take action on an ordinance amending Ordinance 1310 establishing a charge master to be used for EMS billing and collections. Fire Chief Scott Ridling spoke to the Council concerning the rate changes. Based on their costs for supplies, there is a need to increase the EMS rates. The Chief explained that the rate is not what they are paid by insurance carriers. It is always less. The Council approved amending the ordinance. 15.Hold public hearing and consider and take action on an ordinance regulating and restricting the height of structures and objects of natural growth and otherwise regulating the use of property in the vicinity of the Jones Field Airport. Consulting firm, KSA, has prepared guidelines that coincide with the Federal Aviation Administration (FFA) regulations regarding the space around the airport. In answer to a question of possible runway additions, there are no plans for additional runways but there is a possibility of extending the existing runways. The Council approved the ordinance. 16. Meeting adjourned.

PATRICE KAYE HINSLEY Patrice Kaye Hinsley, age 62, of Honey Grove, passed away peacefully with family at her side on Monday, September 14, 2020 after a short battle with cancer. A time of visitation with the family was held Saturday, September 19, 2020 from 6pm to 8pm at Bright Holland Funeral Home. Cremation is under the care of Bright-Holland Funeral Home. Patrice was born February, 23, 1958 in Wichita Falls, Texas to Lawrence Alvin and Opal Ophelia Dunagan. She married Donald Hinsley in 1981, building 40 years of memories together. She ran a café in Blossom, Texas for a few years and raised Boxers for the last 18 years as a licensed breeder, she was affectionately known as “Boxer Mom”. She enjoyed riding horses and was a musician, playing the piano, guitar, violin, accordion. She was preceded in death by her parents and two brothers, Johnny J. Dickson and Robert C. Dickson. Survivors include her husband, Donald Hinsley; three children, Tanishae Hanson and wife Kelly, Stephanie West and husband, Nathan, Jayson Kyle Hinsley and wife, Ty; 14 grandchildren; 7 great-grandchildren; and a sister, Carol Ann Thompson and husband, Sonny. He worked for many years at Dominicks Finer Foods in Chicago. Julian liked the outdoors and often enjoyed fishing and hunting. He was an affectionate man and had a kind spirit. Funeral services for Michael Dale “Mike” Nelson, 72, of Bonham, were held at 2:30 PM S u n d a y, September 13, 2020 at Boyd Baptist Church, 3707 N. State Hwy 78, Bonham, TX under the direction of Wise Funeral Home. Mike’s sons, Bro. Chris Nelson and Rev. Cody Nelson officiated. Burial with military honors followed in Gober Cemetery. Mike passed safely into the arms of his Savior on Wednesday, September 9, 2020 at Texoma Medical Center in Denison, TX. Mike was born October 19, 1947 in Bonham, Texas, the son of William Clarence Nelson, Sr. and Opal Lucille Carpenter Nelson. He was a Gober Plowboy and a 1966 graduate of Gober High School. Mike married Gloria McCraw on August 20, 1971 in Bonham, Texas. He was
a United States Air Force veteran, and honorably served his country during the Vietnam War. Mike was a mechanical engineer at Sam Rayburn Memorial Veterans Center in Bonham for over 30 years and later worked for the Buster Cole Unit in maintenance for 10 years. He was a Reserve Deputy for Fannin County Sheriffs Office for over 20 years. He was a longtime member of Boyd Baptist Church and the men’s Sunday School Class. He was a lifelong member of the Bonham Constantine Masonic Lodge #13. Mike served with the Boy Scouts and earned the Silver Beaver Award. He also served on the Gober Cemetery Board for a number of years. He enjoyed hunting, fishing, camping, gardening and mowing. However, his greatest joy was spending time with his family. She was born on May 4, 1959 in Paris, Texas to James Ray Bryant and Charlotte Laverne Neeley. After high school, she had two daughters Ashley and Lauren who she cherished most. She was a hard worker and worked most of her life in Medicare for over 40 years. She enjoyed reading and spending time with her grandchildren Raylen and Savannah who she was devoted to. She was of the Baptist faith and was a caring mother, daughter, sister, aunt, and friend. Rhonda was selfless and lived for her family. She will be missed. Fannin Literacy Council Postpones Recycling Event
Press Release - The Fannin Literacy Council voted in their meeting on September 10th to postpone their annual Recycling Event fundraiser. Held annually in conjunction with the “Great Days of Service” this event not only helps to collect recyclables and keep them from area land fills but is the only fundraiser held by the organization. The Fannin Literacy Council works throughout Fannin county to offer High School Equivalency (formerly GED)and Adult Basic Education classes to any interested party – free of charge. These classes are made possible in cooperation with Grayson College. While a new date has not been scheduled – the Council hopes that a spring 2021 date will be announced soon. LADONIA -- District play will start later this month or early next for most Fannin County football teams. That’s not true for Class 1AII Fannindel. Playing in a smaller district -- four total teams, including the Falcons -- Fannindel will again have to wait until almost Halloween to directly vie for another postseason trip. District 10-1A-II play will start for the Falcons on Oct. 23 when Forestburg visits. Until then, Fannindel will have ample time to prepare. If the first three weeks equate a foreshadowing of what is to come, another postseason trip looks likely. A 33-12 non-district win over Leverett’s Chapel on Sept 11 gave the Falcons a 3-0 overall record -- as many wins as Fannindel garnered in 2019 en route to a 3-6 bi-district finalist effort. It followed a 45-0 victory on Aug. 28 at Fruitvale -- called final at halftime, per six-man rules -- and a 52-6 home win on Sept 3 over Campbell.

BONHAM -- Graduation last spring gutted a Class 3A Bonham varsity volleyball team which in 2019 made the deepest postseason advance for the school in the sport in 11 years. Three members of that senior-laden team extended their athletic careers into college: one in volleyball and two in softball. Though those familiar faces have departed from that Region II-3A quarterfinalist team, several newcomers and a few veterans -- one of whom, amongst the latter group, the newcomer of the year in the previous district -- have the Lady Warriors in 2020 vying for another postseason trip.
A 25-9, 25-13, 25-15 home win over Howe on Sept. 15 improved Bonham’s record in 11-3A to 3-0, heading into road district matches at Gunter on Sept. 18 and Bells on Sept. 22. Gunter, an eventual regional finalist, prematurely ended the Lady Warriors’ postseason run in 2019 in a five-set third-round thriller at Denison High School. Two previous sweeps -on Sept. 8 at home against Whitewright, 25-15, 2516, 25-10, and on Sept. 11 at Leonard, 25-16, 25-23, 25-21 -- started play in the new district alignment for Bonham which this season is seeking a third-straight postseason overall and under head coach Michelle Rodriguez in her second stint at the Lady Warriors’ helm.
