To the Citizens of Fannin County The Fannin County Office of Emergency Management is strongly encouraging the citizens of Fannin County to be extremely cautious with any outdoor burning for the next few days. Low humidity levels and winds near or above 15 mph are especially dangerous for creating wildfire environments. We ask everyone to be particularly mindful of any equipment or outdoor work that may cause a spark or ignition source that could go unnoticed. High winds can cause grass fires to spread very quickly and can cause firefighting to be difficult as well. Please help keep our county safe! Thank you, Troy Hudson Emergency Management Coordinator Fannin County Office of Emergency Management

By Bro. Bill Beasley
“We are laborers together with God” 1 Corinthians 3:9 In the early chapters of the Book of Genesis we have the creative account of the world’s beginnings. It is interesting to note the progress day by day. God was providing what mankind would need. And then Adam and Eve were created and the earth had “the first family”. They were given along with their descendants, which is all of us, the assignment to subdue the earth. To me this was Gods way of saying there is
unfinished work to be done and He wanted us, His people to be His helpers. A brief look at Paul’s writing to the Corinthian people I hear him speak the fulfilling words “We are laborers together with God” - 1 Corinthians 3:9. God still has work to do. He is still working. My assignment and yours is to “remain faithful to Him.” If you look at the words of our text, several thoughts will arise that are important to us today. One may be “what is our field of labor?” In answer let me suggest a few: the family, the church, the community, our work place, our friends and the divine opportunities that may arise along the way of life. Another is the privilege we have to do the Lords work, as we work alongside of God, Himself, the
word “together” speaks of “unity”. This may be found in team-work and working from the same page. From the early pages of the Bible the message has been clear. We have work to do. Every life is a plan of God. And no one can do the work God has just for you. The condition of our

Sunday Morning Re-take
Hello everyone! What a wonderful service we had in God’s house Sunday morning! The spirit and fellowship were beautiful! Our numbers were back up, and we had a few visitors! The Lord promised us in Matthew 18:20, “For where two or three are gathered together in my name, there am I in the midst of them.” What a wonderful promise that is! The Lord has greatly blessed our church, and we look forward to what the Lord has in store for us to come! For our hymn reference this week, I once again turn to a classic hymn written by William J. Kirkpatrick. I have used this hymn reference in some of my previous writings, and it fits with this week’s message as well. “I’ve wandered far away from God, Now I’m coming home; The paths of sin too long I’ve trod, Lord, I’m coming home. Coming home, coming home, Nevermore to roam; Open wide Thine arms
of love, Lord, I’m coming home.” If you are looking for a good church home, we would love to have you come visit and worship with us here at Central Baptist Church. We hope to see you this coming Lord’s day! ou this coming Lord’s day! Josh Stevenson Central Baptist Church Bonham, TX https://www.facebook.com/ cbcfannin

This recipe comes from Amy Carmans, she is a really good cook and is famous for this soup! Amy’s Chicken Noodle Soup 1 Tbsp unsalted butter ¾ c. chopped yellow onion (1/2 of a medium onion) 1 c. sliced carrots (1 ½ large carrots) 1 c. sliced celery (2-3 stalks) 2 garlic cloves, minced ¼ c. all-purpose flour ½ tsp oregano ½ tsp fresh thyme ½ tsp salt ½ tsp fresh ground black pepper 8 c. chicken broth 1 medium potato, peeled and diced ( around 1 ½ cups) 2 c shredded roasted chicken 1 c fat free half-and-half or whole milk 4 c. uncooked wide egg noodles Over medium heat, melt the butter in a large pot or dutch oven (4 quart or
larger). Add onion, carrots, celery, and garlic. Saute’ for around 7 minutes or until the vegetables are soft. Add flour, oregano, pepper, thyme and salt. Stir and cook for 3 minutes. Next, add the broth and potato. Give everything a quick stir, then increase the heat to medium-high. Bring the soup to a boil, without stirring, and boil for 3 minutes. Reduce the heat to medium-low, partially cover the pot, and allow to simmer for 25 minutes or until the potatoes have softened. Taste the soup. Does it need more seasoning like salt, pepper, etc.? Add some if needed. Add the chicken, milk or half-andhalf, and noodles. Cook for 10 minutes until the noodles are tender and the soup has thickened. Thank you Amy for sending this in to our readers! With the cooler weather now, it sounds wonderful! Please send me your favorite or unique recipes to Fannin County Leader at 224 N. Main St. Bonham, TX 75418 or email me: fclsales@verizon.net

Commissioner Magness made the motion to approve the Resolution with Commissioner Lane seconding the Resolution and the motion passed unanimously. Afterward, Judge Moore thanked his assistant Lisa Loiselle for her great job of putting that together. 16. Public Forum: A citizen of Precinct 1 spoke to commend Commissioner Lane for the way she is handling her position by listening to concerns regarding a
drainage problem on a road due to the bad condition of a ditch, resolving that problem, and then resolving another issue on the same road. She also commended her on a public meeting she held to hear concerns of the residents in her precinct. A citizen of Ivanhoe spoke next and thanked the court for being able to speak and for the new time slot of the public forum. He questioned why it was changed and commented on the need for proof that election officials from the 2020 elections were fairly and legally elected across the country as well

The next to speak was a citizen from 2/16/21 Ravenna who spoke on the censorship regarding the vaccine and natural and safe options to help those who are sick. She commented on the many losing jobs to avoid taking the vaccine, the hundreds of reports called into a Detroit news station about vaccine injuries/deaths and offered the e-mail address of TheVoiceofFanninCounty@ gmail.com for those wanting to share their experiences, are seeking knowledge of the resources that exist to protect their job, treatments being utilized against Covid or are just seeking prayer. . Another citizen of Ravenna spoke and first gave reference to the Feast of Tabernacles which is a Jewish holiday commemorating the gathering of the harvest and the miraculous protection afforded God’s children of Israel when they left Egypt and the Biblical symbolism it holds for the present and coming days to those who believe. He praised God for His protection over his children and commended Judge Moore for speaking in Public Forum last week as well as thanking all the Commissioners for their voices of op-
position to the vaccine mandate. The next speaker, also from Ravenna thanked the Court for the letter of Resolution against the mandate of the vaccine. She ended by questioning why employees of the Postal Service and the Whitehouse were excluded from the mandate. 17. Discussion, consideration, and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore stated there are 4,349 total cases with 80 of those being active (a drop from last weeks’ 119 cases.) It is currently unknown how many are in the prisons. He said there have been an additional five fatalities this week but noted that it is not known if they had heart disease or another ailment at the time of their death, only that they did have Covid at the time of death. He also noted the hospitalization rate has dropped from 22.99% to 20.26%. A citizen of Ravenna spoke to speak about a series of investigative journalism reports done by Project Veritas detailing the cover-up going on about the adverse effects of the vaccine that can be viewed at www.projectveritas.com. A motion was made, seconded,

903-647-8031 and passed to extend Proclamation one week. 18. Comments by County Commissioners and County Judge: Commissioner Lane thanked the speaker from her precinct for her positive statements and explained the reason for that meeting she referenced was due to many e-mails she received regarding complaints about the road needing improvements. Though unable to pave the road as requested, other improvements helped. She mentioned North Texas Giving Day and encouraged citizen participation and stated there will be another “search and rescue training” day in December at Lake Fannin. She hopes for more short meetings like today and thanked everyone for coming. Commissioner Self commented that on this day in 1981, the U.S. Senate confirmed Sandra Day O’Connor as the first woman Justice on the U.S. Supreme Court. He’s enjoying the cooler weather and wished all a good week. Commissioner Magness thanked everyone for attending and said he too likes short meetings. Judge Moore thanked all the Commissioners and their confidence in
the “no vaccine mandate.”
He believes most everyone in 9/28/21 the county feels there should
not be a mandate. He does hope it is time for an end to bashing people for getting or not getting the vaccine; stating there are more important things in the world to focus on. He thanked everyone for their comments on how to use the unclaimed property funds and the comments on the battery storage facility. He said he appreciates the hard work being done by the commissioners and covets the prayers of the people for the Commissioners and himself on a daily basis as they go about their jobs. 19. To a large crowd, a well-known pastor said to his congregation this past week, “There are a lot of people who admire Jesus, but how many follow Jesus? Jesus dealt with those who obviously admired Him and His teaching; many openly admitted their belief that He was sent from God. Did that make them followers of Jesus – or merely admirers? One came to Jesus and said, Teacher, what good thing shall I do, that I may have eternal life? And He said to him, Why do you ask Me concerning what is good? There is only one who is good, so if you want to enter into eternal life, keep His commandments. The young man asked Jesus, “Which of the commandments do I have to keep? Jesus answered, “You shall not murder; You shall not commit adultery; you shall not steal; you shall not bear false witness [lie]; Honor your father and mother; You shall love your neighbor as yourself.” The young man said, I have always observed all these things. But what else do I lack?” Jesus said to him, “If you want to be complete [perfect], go sell all you have, give it to the poor so you will have treasure in heaven, and Come Follow Me.” But when the young man heard what Jesus said, he turned away sorrowfully, for he was a person who had great possessions.” Matthew 19:16-22. There are three important points in this story. First, this man believed, based on the teaching and miracles he had heard and seen from Jesus, that Jesus held the keys to eternal life. He was definitely an admirer of Jesus. Second, although this man was a person of position, wealth, and an all-around good guy, he knew that he was lacking. He was honest in his quest to understand the key to eternal life. He had obviously led a stellar life and believed that if he were good enough, he could inherit eternity. This story, retold in the gospel of Mark, said “…Jesus looked at him with genuine love.” Mark 10:21. Third, Jesus gave this man a choice, and he chose to walk away from Jesus rather than his earthly life. He was unwilling to give up his most prized possessions to follow another, even if that One held the key to eternal life. The Point: Jesus holds the key to everlasting life, but the choice to be either an admirer or follower of Jesus belongs to each person who encounters Him. I wonder if today, based on the belief of many in and out of the church, if somewhere along the way, we haven’t begun to teach a “false-gospel.” How many times have I set in a funeral and heard comments concerning the departed, “If anyone is going to heaven, it is surely this one. He never missed a Sunday. That pew right there was his seat, and everyone knew it. He took care of his wife, kids, and his elderly parents. He helped his neighbors; He didn’t cuss, drink, smoke or chew – and he didn’t associate with those who do.” (or something like that). Truly Admirable, but according to Jesus, keeping the commandments is not enough and will surely leave us lacking, The fruit of eternal life in Jesus Christ cannot be borne independently of the vine, but rather because we, as the branches, have no life outside of Him. To imitate the morality of Jesus is extraordinary and definitely qualifies one as an admirer of Jesus… but a follower? “Abide in Me, and I in you. As the branch cannot bear fruit of itself unless it abides in the vine, so neither can you unless you abide in Me. I AM THE VINE, you are the branches; he who abides in Me and I in him, he bears much fruit, for apart from ME, you can do nothing. In this, My Father is glorified, that you bear much fruit and you shall be my disciples [followers]” John 15:4,5,8

What does this mean for us? The same that was true then, is true today. When Jesus answered this young man (we know him today as the “Rich Young Ruler”) He did not quote the first commandment: “You shall have no other gods before Me, ”[Exodus 20:7]. What He did say was COME FOLLOW ME, for the first and greatest commandment, and the one the Rich Young Ruler was missing was the first – YOU SHALL HAVE NO OTHER GODS BEFORE ME. This commandment can only be kept and fulfilled in Jesus Christ. He declared that HE AND HIS FATHER WERE ONE in the same. (John 10:30). He declared that an invisible God could now be touched in Him. But in order to behold the One True God and grasp eternal life, we must be more than admirer. We must BE HIS FOLLOWER. HIS LIFE MUST BECOME OUR LIFE. Now we know that the Son of God is come and has given us understanding, so that we may know Him who is true; and we are in Him who is true, in HIS SON, JESUS CHRIST. HE IS THE TRUE GOD AND ETERNAL LIFE. I John 5:20 Yes, we must believe that Jesus Christ is the Son of God. Yes, we must admit that we have sinned. Yes, we must ask Him to forgive us. And although true, it does not end with a declaration of His goodness. This qualifies us as an admirer, but not a follower! Jesus said, “If you refuse to take up your cross and follow me, you are not worthy of being mine. Anyone who loves their life will lose it, while anyone who hates their life in this world will keep it for eternal life.” Matthew 10:38; John 12:25. Jesus will always have admirers who speak His name from afar. What He asks is that we be HIS followers. After we have prayed the sinner’s prayer, there is another step. We must lay down this life and FOLLOW HIM! That is the gospel. Signed: Teri Sheddy

Bad Moon Rising is best Creedence Tribute you will ever hear Press Release - Believe it or not the essence of CCR is going to be in Bonham.
Bad Moon Rising is best Creedence Tribute you will ever hear.
Bad Moon Rising began in 2008, after lead guitar player, Steve Combs, attended a
live concert featuring legendary John Fogerty. Steve decided to share his love of
Creedence Clearwater Revival’s music, creativity, and idealism. He then formed a band with individuals who also shared the passion to keep the music alive. After a few years of performing festivals, fairs, bike rallies and corporate shows as an opening act, Bad Moon Rising was able to take on the responsibility of being the main attraction. Bad Moon Rising decided to incorporate different instruments to expand their horizons and make the music sound as close to the record as possible. Bad Moon Rising takes pride in what they do and want people to be able to close their eyes and feel like they’re living the music again.

For those of you like me the spring garden can be a magical space with all the flowers blooming, and the buzzing of the little workers, waking up from the winter months. Where plants are growing wild and their fruits are sometimes too much for the vines to hold. Then before you know it’s over. So what now? Wait until spring to roll back around? No, not me! Have you considered growing a garden in the fall? There are several reasons some people prefer to grow in the fall and some benefits as well. Growing in the fall means cooler temperatures. Not only are you growing crops that do better in cooler temperatures but that means you can spend more time outside, allowing you to get more exercise without the heat of summer. Lettuces, spinach, and kales come in many different shapes and colors and all thrive in this season. You can plant them closer together for a cut and come again approach, or further apart for larger leaves that can be used in salad wraps or cooking. Root vegetables are another great crop these can grow in just a short amount of time
and could provide your family with lots of food. Beets, carrots, turnips, and radishes are just to name a few. And what’s great about some of these is that they store great in the ground. So just pick a few for dinner and come back in a few days for more. Don’t forget to plant some flowers such as nasturtiums or sweet alyssum. Not only are these beautiful in the garden, but they are edible as well. Nasturtiums can dress up any salad with its bright petals while adding a peppery flavor. Another great thing about fall gardening is that there is less bug pressure for plants. I don’t know about you but all the icky little worms and all those ever-multiplying squash bugs can ruin a gardener’s dream of “the perfect garden”. Sure the fall garden doesn’t have all the glitz and glamour of spring. And because of cooler temperatures, there are fewer varieties of vegetables that can be grown. But it can be just as snazzy and you can still grow quite a bit of food, while being more active in the cooler months. So I hope you give it a try and grow something beautiful this fall.

and NASA Marshall Space Flight Center’s Official Visitor Center. The weeklong educational program promotes science, technology, engineering and math (STEM), while training students and with handson activities and missions based on teamwork, leadership and problem solving. This program is specifically designed for trainees who have a passion for space exploration. Amory spent the week training with a team that flew a simulated space mission to the International Space Station (ISS), the Moon or Mars. The crew participated in experiments and successfully completed an extra-vehicular activity (EVA), or spacewalk. Amory and crew returned to earth in time to graduate with honors. Space Camp is located in Huntsville, Alabama, and uses astronaut training techniques to engage trainees in real-world applications of STEM subjects. Students sleep in quarters designed to resemble the ISS and train in simulators like those used by NASA. Almost 1 million trainees have graduated from a Space Camp® program since its inception in 1982, including European Space Agency astronaut, Samantha Cristoforetti and NASA astronauts Dottie Metcalf-Lindenburger, Dr. Kate Rubins, Dr. Serena Auñón-Chancellor and Christina Koch, who set the record for the longest duration space flight by a female. Children and teachers from all 50 states and almost 150 international locations have attended a Space Camp® program.

Texas Crop and Weather Report
South: The region remained a contrast between wetness in areas affected by the remnants of Hurricane Nicholas (and previous tropical systems) and rapidly developing dryness (D0) and moderate to extreme drought (D1 to D3) in Arkansas, Oklahoma, and Texas. According to the U.S. Department of Agriculture, topsoil moisture rated very short to short increased at least 10 percentage points during the week ending September 19 to reach 72% in Oklahoma and 69% in Texas. Broad deterioration of up to one category was observed across the driest areas. One of the driest
spots was Tulsa, Oklahoma, where August rainfall totaled 0.78 inch (23% of normal) and September 1-21 precipitation stood at one-tenth of an inch (4% of normal). Tulsa also reported high temperatures of 90°F or greater on each of the last 26 days of August and first 20 days of September, but the 46-day streak finally ended with a high of 80°F on September 21. By September 19, USDA reported that winter wheat was 20% planted in Texas and 15% planted in Oklahoma; that crop will soon need rain to ensure germination and proper establishment.

CENTRAL: Dry conditions continued, and another week of warm, dry weather was in the forecast. Cotton harvest continued, and growers were pleased with yields and quality thus far. Plantings of fall forages were limited so far due to dry, warm soils. Winter wheat was expected to be planted following cotton harvest, which should be at months end. Almost all corn and sorghum stubbles were worked under. Pasture conditions for hay and grazing were on the decline due to limited rainfall. Livestock remained in good body condition. EAST: Subsoil and topsoil conditions were adequate, but most of the district needed rainfall. A few counties reported scattered showers that improved growing conditions. Fall vegetable planting was underway. Producers were gearing up to plant winter pastures. Hay production was winding down. Pasture and rangeland conditions were fair to good. Cattle market prices were lower. Livestock remained in fair to good condition. Anderson County reported yellow and black aphids showing up in pecan orchards. Wild pigs remained a problem in pastures and hay meadows. Timber prices were up slightly. NORTH: Soil moisture was short to adequate for most counties and continued to decline with no reports of rainfall. Rain was desperately needed across the district to replenish ponds and to get crops through the remainder of the summer growing season. Some moisture could help producers make another cutting of hay. Sorghum harvest was mostly complete, and soybean harvest was underway. Livestock were in good condition. ROLLING PLAINS: Hot,
Sept. 21, 2021
dry and windy weather has left soil conditions very dry. Farmers were preparing fields for wheat, but very little planting activity was reported as most farmers waited on a rain to proceed. Some early wheat was planted in dry soil. More producers were expected to dust in wheat if rains do not materialize soon. Wheat planting was completed in some areas. Late-planted Sudan was baled up with good yields reported. Cotton continued to mature in abnormally hot and dry fall weather. Irrigated cotton looked good, but dryland
cotton conditions were poor in some areas. Rangeland grasses were browning and going dormant due to lack of moisture. Grasshoppers and armyworms continued to be a problem. Producers were gearing up to harvest peanuts. Cattle were still grazing on available forage. Cows looked good, but milk production was decreasing as nutritional value in the grasses declined. Calves looked decent, but gains have slowed down. Farmers were in the fields, some plowing getting ready to plant wheat and others planting a few fields.

Bonham Manufacturers ‘Virtual’ Roundtable (#15) - Challenges ahead -
Press Release - Marking another ‘first’ the Bonham Manufacturers’ Roundtable conducted midday Thursday (9/9/21) was conducted via ‘Zoom’ format with Tongrun International’s Starling ‘Star’ Brock serving as meeting host and facilitator. Organizers conferred late last week and opted for this cautionary approach largely dictated by surging Delta -3 statistics region-wide. ‘Star’ candidly recapped Tongrun’s observations regarding affected employees to which ‘Virtual’ Roundtable participants echoed universal agreement, many citing their own first-hand experiences. In sharing a wide array of upward spiraling cost statistics from transportation to labor, to pricing and limited availability of raw materials, common hardware and product sub-components, all observable trend lines indicate these supply chain disruptions ‘are going to get worse before they get any better.’ Brock was far from gloom and doom, but he was very pragmatic in his comments to the as many as 24 Roundtable event attendees. No one disagreed and several other Bonhambased manufacturing
executives and senior managers cited weekly, daily and sometimes hourly challenges they’d had to cope with in recent months. As Bonham’s executive director for economic development - Steve Filipowicz offered this summary, “Were I to paraphrase the overall consensus outlook it would be ‘we must all recognize that this (global economic situation) is neither a sprint nor a relay, rather it is a marathon.” Filipowicz added “and we need to re-adjust where we think the horizon is. There will be winners and looser whenever we do finally cross the ‘finish line.’ By remaining flexible, practical and not fixated on ‘what was’ we as a community will ensure Bonham is positioned for the next ‘heat.!’ Star Brock did a great job building on the manufacturerlead nuts and bolts discussion formulated by Jason Royse of Renlita from the May Roundtable Revival. Beyond the supply chain and workforce challenge topics the “BVR’s” [Bonham Virtual Roundtablers] were updated on housing and transportation ‘Bonham’s 3Rs,’ roads, runways and rail were all updated.

TEXAS COMMISSION ON ENVIRONMENTAL QUALITY 9/28/21
NOTICE OF RECEIPT OF APPLICATION AND INTENT TO OBTAIN AIR PERMIT RENEWAL PERMIT NUMBER 50243 APPLICATION Austin Asphalt, Inc., has applied to the Texas Commission on Environmental Quality (TCEQ) for renewal of Air Quality Permit Number 50243, which would authorize continued operation of a Hot Mix Asphalt Plant located at approximately 0.25 miles northwest of the intersection of Highway 82 and County Road 2915, Dodd City, Fannin County, Texas 75438. This link to an electronic map of the site or facility’s general location is provided as a public courtesy and not part of the application or notice. For exact location, refer to application. http://www.tceq.texas.gov/assets/ public/hb610/index.html?lat=33.608772&lng=-96.072236&zoom=13&type=r. The existing facility is authorized to emit the following air contaminants: carbon monoxide, nitrogen oxides, organic compounds, hazardous air pollutants, particulate matter including particulate matter with diameters of 10 microns or less and 2.5 microns or less and sulfur dioxide. This application was submitted to the TCEQ on September 8, 2021. The application will be available for viewing and copying at the TCEQ central office, TCEQ Dallas/Fort Worth regional office, and the Bonham Public Library, 305 East 5th Street, Bonham, Fannin County, Texas beginning the first day of publication of this notice. The facility’s compliance file, if any exists, is available for public review in the Dallas/Fort Worth regional office of the TCEQ. The executive director has determined the application is administratively complete and will conduct a technical review of the application. Information in the application indicates that this permit renewal would not result in an increase in allowable emissions and would not result in the emission of an air contaminant not previously emitted. The TCEQ may act on this application without seeking further public comment or providing an opportunity for a contested case hearing if certain criteria are met. PUBLIC COMMENT You may submit public comments, or a request for a contested case hearing to the Office of the Chief Clerk at the address below. The TCEQ will consider all public comments in developing a final decision on the application. The deadline to submit public comments is 15 days after newspaper notice is published. After the deadline for public comments, the executive director will prepare a response to all relevant and material, or significant public comments. Issues such as property values, noise, traffic safety, and zoning are outside of the TCEQ’s jurisdiction to address in the permit process. After the technical review is complete the executive director will consider the comments and prepare a response to all relevant and material, or significant public comments. If only comments are received, the response to comments, along with the executive director’s decision on the application, will then be mailed to everyone who submitted public comments or who is on the mailing list for this application, unless the application is directly referred to a contested case hearing. OPPORTUNITY FOR A CONTESTED CASE HEARING You may request a contested case hearing. The applicant or the executive director may also request that the application be directly referred to a contested case hearing after technical review of the application. A contested case hearing is a legal proceeding similar to a civil trial in state district court. Unless a written request for a contested case hearing is filed within 15 days from this notice, the executive director may act on the application. If no hearing request is received within this 15 day period, no further opportunity for hearing will be provided. According to the Texas Clean Air Act § 382.056(o) a contested case hearing may only be granted if the applicant’s compliance history is in the lowest classification under applicable compliance history requirements and if the hearing request is based on disputed issues of fact that are relevant and material to the Commission’s decision on the application. Further, the Commission may only grant a hearing on those issues submitted during the public comment period and not withdrawn. A person who may be affected by emissions of air contaminants from the facility is entitled to request a hearing. If requesting a contested case hearing, you must submit the following: (1) your name (or for a group or association, an official representative), mailing address, daytime phone number; (2) applicant’s name and permit number; (3) the statement “[I/we] request a contested case hearing;” (4) a specific description of how you would be adversely affected by the application and air emissions from the facility in a way not common to the general public; (5) the location and distance of your property relative to the facility; (6) a description of how you use the property which may be impacted by the facility; and (7) a list of all disputed issues of fact that you submit during the comment period. If the request is made by a group or association, one or more members who have standing to request a hearing must be identified by name and physical address. The interests the group or association seeks to protect must also be identified. You may also submit your proposed adjustments to the application/ permit which would satisfy your concerns. Requests for a contested case hearing must be submitted in writing within 15 days following this notice to the Office of the Chief Clerk at the address below. If any requests for a contested case hearing are timely filed, the Executive Director will forward the application and any requests for a contested case hearing to the Commissioners for their consideration at a scheduled Commission meeting. Unless the application is directly referred to a contested case hearing, the executive director will mail the response to comments along with notification of Commission meeting to everyone who submitted comments or is on the mailing list for this application. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material air quality concerns submitted during the comment period. Issues such as property values, noise, traffic safety, and zoning are outside of the Commission’s jurisdiction to address in this proceeding. MAILING LIST In addition to submitting public comments, you may ask to be placed on a mailing list for this application by sending a request to the Office of the Chief Clerk at the address below. Those on the mailing list will receive copies of future public notices (if any) mailed by the Office of the Chief Clerk for this application. AGENCY CONTACTS AND INFORMATION Public comments and requests must be submitted either electronically at www14.tceq.texas.gov/epic/eComment/, or in writing to the Texas Commission on Environmental Quality, Office of the Chief Clerk, MC-105, P.O. Possible tax increases continue to worry farmers, ranchers
By Jennifer Whitlock- Field Editor Texas Farm Bureau The latest round of negotiations for the FY22 Reconciliation Spending Package includes proposed tax increases that could negatively affect many family farms and ranches. While Democratic proponents of the $3.5 billion spending bill have backed away from eliminating the step up in basis of assets upon inheritance and the 1031 like-kind exchange tax law, farmers and ranchers are still concerned. In a letter sent to congressional leadership in early September, American Farm Bureau Federation (AFBF) President Zippy Duvall said many of the proposals could set back American agriculture for generations to come. “Despite all claims to the contrary, these tax increases will have a disproportionate impact on American family farms, stifle economic growth and rural prosperity and could lead to further consolidation across the agricultural sector, putting multi-generational family farms in jeopardy,” Duvall wrote. More than 275 other organizations representing familyowned agribusinesses joined AFBF in sending another letter to Congress stating their concerns. There are more than four times as many farmers and ranchers 65 years of age and older as there are under the age of
35. And those individuals own more than 40% of agricultural land in the U.S., according to the ag groups. With more than 370 million acres expected to be passed down or change hands in the next 20 years, any changes to estate tax code provisions could drastically affect those families’ continued legacies. Under the leadership of Texas Congressman Kevin Brady, the Tax Cuts and Jobs Act (TCJA) of 2017 doubled the estate tax exemption from $11 million per married couple to $22 million. The provision is set to expire on Dec. 31, 2025. But when the House Committee on Ways and Means submitted its markups to the House Budget Committee in mid-September, it asked to end the TCJA estate tax exclusion on Dec. 31 of this year. If passed, estate tax exclusions will roll back to $5 million per person or $10 million per couple, indexed. “While the death tax should never have come into existence, we were pleased many farms and ranches were spared by doubling the exemption rate in 2017. The hope was, by 2025, we would be able to pass legislation to make that higher estate tax exclusion permanent or scrap the tax altogether,” Texas Farm Bureau (TFB) National Legislative Director Laramie Adams said. “But the current administration and some congressional leaders want to cut the exemption rate
early. We, as an organization, cannot allow for the exclusions to go away at the end of this year. It will be disastrous for many of our members.” The past few years have not been kind to agriculture, with lower commodity prices, trade wars, multiple natural disasters and supply chain disruptions from the COVID-19 pandemic creating a challenging business environment. “Any changes to the tax code that create additional financial burden on those operating or hoping to inherit family operations could well be the proverbial final nail in the coffin,” Adams said. “These are all very important tools used by many of our members. If Congress wants to saddle farmers and ranchers with more taxes right now, when they’re already having a difficult time coming out of the pandemic, it’s going to put them out of business. It’s important our members stay very vocal about how those changes will affect them.” TFB has facilitated more than 60 congressional farm visits and discussions so legislators can get a “boots on the ground” view of how these proposals could harm family operations, he added. TFB also led a letter with many agricultural, business and energy organizations and chambers of commerce to U.S House and Senate leadership to highlight issues with the tax proposals.

IVANHOE -- Not all progress can be measured in wins alone. A loss to Tioga on Sept. 21 kept Sam Rayburn winless in District 16-2A varsity volleyball this season. However, it came after the Lady Rebels -- competing in only their second varsity season -extended the opponent -- with a longer history in the sport, including a 2016 State championship -- to four games: 25-16, 25-16, 16-25, 25-21. More efforts like this will soon end in district wins -- and lead to Sam Rayburn contending for its first postseason in the sport.

Alignment Ascension Adjustment Ahead? UIL Snapshot Day next month will give clue if Bonhi stays in 3A
By Rich Hilliard
Will it stay -- or go back? For the third straight University Interscholastic League biennial realignment, whether Bonham High School will be in Class 3A or 4A will be possibilities. The answer will become clearer next month when the UIL selects a date and collects a snapshot -- the latter being
an average daily membership (ADM) from each of its participating schools -- that, when classification minimums and maximums are released later this year, will determine placement for the 2022-24 realignment which be announced early next year. “I could see us going either way,” said Kyle Dezern, who is completing his second season as head football coach at
Bonham and starting his first full school year as athletic director. “[I’m] not worried about it that much,” said Dezern, “number fluctuate all the time.” The written report by Bonham’s High School principal for the Sept. 20 monthly BISD board of trustees meeting noted the following enrollments at BHS: 140 freshman, 144
assured Bonham of remaining in 3A overall and 3A-1 for football. The maximum for staying in 3A was 514. In 2017, Bonham submitted a 488 ADM for the 2018 realignment -- leading to a drop in classification from 4A to 3A and from 4A-II to 3A-I for football. The 2018 maximum to stay in 3A was 504. It equated Bonham’s first drop in classification since
sophomores, 136 juniors, 98 seniors. Using those numbers, the Bonham High School enrollment is 518. Applying the formula previously used by the UIL -9th+10th+11th+12th=A, 9th+10th+11th×1.33=B, then A+B and divide by 2 -- to calculate ADM, Bonham would have a 558.6. Having a 499 ADM in 2019
1982. In 2015, Bonham had a 519 ADM, during its last alignment in 4A -- the 3A maximum was 479.
