Citizens Speak: • Dale McQueen – Referring to Commissioner Lackey’s handout, Dale stated, “At the proposed tax rate, the county will receive $1.6 million more than last year.” (Commissioner Lackey’s handout told the people that the county will only receive $942,379 more than last year). • “There is no courthouse overages in the budget but, $400,000 of the $1.6 million will go to pay the bond from citizen’s taxes.” • The county’s proposed tax rate is above the rollback rate which gives them an extra $560,000 in the proposed budget. Citizens could have a petition to roll it back to the rollback rate. • “Having sat through many of the budget meetings, I am disappointed that everyone in this

The courtroom was so packed that citizens had to stand in the lobby to attend the Fannin County Budget Hearing on Tuesday, August 27, 2019. Citizens were concerned about the proposed tax rate for the next budget year, which exceeds the rollback rate for the first time in several years. Judge Moore started the meeting by informing everyone that the proposed tax rate of 0.589 is the same tax rate as the previous year. He said that he did not feel they could lower it. For the past several years the county has been taking money out of the Reserve Fund to balance the budget. Last year they took about $2 million and this year they will have to take about $1.2 million. Judge Moore pointed out: • The Appraisal District went up on their charge to the county for their service about $60,000. • All employees (excluding elected officials) will receive a 50 cent raise. • Health insurance will cost an
extra $50,000 this coming year. • $96,000 is for new accounting software. • A state mandate calls for a $27,000 increase to be paid to County Court at Law Judge. • $84,000 for Fire Departments throughout the county. • A Department of Labor audit at the Sheriff’s Office calls for more dispatchers at a cost of $67,000. • $85,000 is put aside for Sheriff’s Department’s autos. • Judge’s Bench Software. Commissioner Lackey’s Comments: • Labor costs and benefits are about $8 million. • About $2 million to house prisoners. • $2 million for the Sheriff’s Department. • Half a million for ambulance service. • Appraised values received in the mail earlier this year were based on the proposed tax rate of 0.589. Braveheart Animal Volunteers also had a booth at the event and stayed throughout the rain. I was told that they are the largest pet rescue in Fannin County. Fannin County does not have a shelter and I was told that the Bonham Animal Shelter will not take animals that are found in the county unless they are dangerous. I would suspect that the Bonham Animal Shelter does not have the room. When the Sheriff’s Office gets a call regarding a stray or a found animal, they usually call Sherry Smith. Sherry started

By Bro. Bill Beasley Psalm 46:1, 11 On a hot summer day it is refreshing to feel a cool gentle breeze brush against my face. To me, it is no strain on my
faith to say that was the breath of God. There is a song, “He Touched Me” that has been a blessing to many. There is a poem, “The Touch of the Master’s Hand” that has become a classic as well. Have we not had those times when we felt a touch that could not be explained in any other terms but to say, “I felt the hand of God today.” There is an experience that I want to share with you. This happened while on a bombing mission in July, 1944. I was helping the bombardier to focus in on the target. I was looking out of the bubble win-

Dear Fannin County Citizens, I am so honored to live in Fannin County. I will tell you why as of last Tuesday. 1. Our last Tax Hearing was attended by 70-80 people. Due to poor wording on the hearing notice, it appeared we were raising taxes by 7.98%. And many people called, emailed and showed up to the
meeting to question this. People should do this. Our Fannin County people are watching. I am glad. Our tax rate did not change any from the last year. Our county’s 2019 budget operated by borrowing $1.99 million from our reserves. Our goal is to make the citizens of Fannin County whole by operating with a budget that is in the “black”. This is what is good for the county. 2. At first, with so many citizens present, I was concerned whether we would all be able to hold our emotions in check. The Citizens of Fannin County conducted themselves in a very professional manner. We got to hear from anyone

I was questioned by a reporter from the news station, “do I want to lower the tax rate?” Absolutely, but the real question is “will that be in the best interest of all Fannin County Citizens this next year?” I believe services to our citizens would be severely hurt if we cut taxes this year. And this is what the citizens are telling me. So therefore, we are proposing to leave the tax rate the same as last year… 0.589 per $100 evaluation. We, the Commissioners Court, take this serious. You will note that NO elected officials will receive an increase in their pay for this coming year. My proposed 2020 budget this year cuts $400,000 out of last year’s budget. We are seriously doing our best to move the county to operating in the black rather than borrowing money from our reserves. All our financial advisors and court are working toward this goal. I am somewhat concerned

the crippled, the sick, and the sorrowing. It was a touch from Him that brought comfort and healing to their lives or situation. His in-touch ministry is still at work in our day. Sometimes it is for protection, other times it is for comfort, for healing, for strength, for direction, for counseling and to let us know of his caring presence. It is a touch of love-God’s love that is an everlasting, incomparable love. His ministry is not only to us. It is to be through us as well. Somebody you know needs to know God’s love. Having a safe place to live is important to people and that includes law enforcement, the justice system, the jail, courts and the DA’s office. This is a huge part of the budget. A challenge the county has is losing people at the Sheriff’s office, and that is because they are not being paid enough money to keep them here. We keep spending a lot of money to train people and then they go somewhere else. I commend the commissioners for not giving raises to elected officials. In recent years there have been 10 & 15% raises for elected officials and that kind of got us to where we are today. Technology is being invested in this year, which helps us work smarter instead of harder. People are moving here from other counties because we are reputed for lower taxes.” • Justin Baugh asked if county employees would want the courthouse or a little more money in their paychecks. “It seems like such a waste of money when you have people making $12 an hour.” • Cyrus Haas shared concerns about CR 1215 and the way the road crew maintains the road. • Judge Moore stated that his goal is to get the county in the black.

Continued from page 1 • Jim Currin said, “When the jail was built the citizens were told it was going to be farmed out for 3 years and then the county would take it over. We were told that it was going to be a revenue like we have never seen. That jail is one of the biggest money makers in this county that we are not tapping into, and I do not understand. Judge Moore commented, “Talk to the Sheriff, he is over the jail.” • Jennifer Moore stated, “If more money is being spent then what is there, that is a problem. $28 million for a courthouse could have been better spent for a family rec center where kids and families can go instead of a fancy pit stop on the way to jail.” • Emily Dempsey stated, “I live on Social Security and my property value went up 19% originally, but I was able to get it to a 12% increase. Valuation in Fannin County has quadrupled. I agree with the effective tax rate or the rollback rate. You are hurting people even though you are saying the tax rate stays the same.” • Judge Blake spoke to the commissioners, “It is a very complicated thing you have had to do because you have to look at what services you are going

Commissioners Court held a Public Hearing August 20th regarding the Proposed Budget for the fiscal year 2019-2020. This is a time when the public can address the court with their ideas and/or opinions. Two citizens spoke during the hearing and this is what their comments were: • Alan McDonald – Alan stated that he is a citizen, land owner and business owner in Fannin County. He graduated from A&M with an Economics Degree and has worked as a banker and in finance for the past 24 years. He stated that his comments are meant to address the process. As he has looked at the financial statements of the county (they are on the county website) he is seeing that the county’s budget historically runs in a deficit. There needs to be work done to balance the budget. Just as we run our businesses and households, we cannot just stay in a deficit position very long. It looks like the county historically transfers funds from the Reserve Account Fund after the end of each fiscal year to help make up for the shortfalls. Though that has been the way things have historically been run, it looks like the Reserve Account is getting smaller and smaller each year. My concerns would be from a strategic standpoint; as you are working through this year’s budget, what are you doing to plan 18 months, 2 years, 3 years down the road for what is happening to the reserves right now? We also know that the Rollback Tax Rate is coming up, which is going to cut back the effective tax rate, therefore, potentially reducing additional revenues that are coming into the county, which makes this even more important. ation and Action regarding revisions of the 2019/2020 Proposed Budget (Each item discussed will have its own motion respectively) – County Judge – Items discussed were: • Sheriff’s Department – Presented the court with a step program for salaries. Step 1; Sheriff’s Department will take the $1,040 raise per employee and multiplied it by number of employees to make 1 lump sum. They then will take that lump sum and divided between employees so that pay scales will be more in line with rank. Meaning, some employees will get more than a .50 cent raise and some will get less. Commissioners did not want to vote on future steps. Commissioner Self made a motion to approve Step 1. Judge Moore seconded. Commissioner Whitlock voted against. • Incode by Tyler Technologies is an Accounting/Payroll Software. The current software the county is using is soon going to be obsolete. The initial cost of the software is $96,000. Every year after the first year, it will be $26,000. The software will save time, it will move accounting and payroll to paperless and employees will be able to access their information online or with the phone app. Commissioner Lackey made a motion to approve. Commissioner Magness seconded. Motion carried. • District Attorney’s Budget – Chase Barker presented the court with an update on the software they would like to store evidence and save time. All law enforcement agencies in the county could use it and attorneys could log in to their cases to get information much quicker. Commissioner Lackey made a motion to pass on this item. Commissioner Magness Seconded. Motion carried. Commissioner Self voted against the motion. • County Clerk - New Election Equipment will cost $600,000. Tammy Biggar has looked for grants but has not located any. She has been asking for money to be put aside for the past 6 years. The new equipment is a good price and can be paid out over 4 years with no interest. The current equipment is getting old, will soon be obsolete and there are worries about whether it will make it or not. Tammy gave a thorough explanation on the condition of the equipment and stated that if she has to go to paper count she will do that. No action was taken by commissioners. Tammy will buy 1 JBC out of her funds in case of emergency at a cost of $3,000. • District Attorney – Judge Moore stated that Richard Glaser asked for a supplemental salary of $10,000 for civil work he does for the county. The salary was cut back to $6,250.

Our taxes are getting ridiculous. We have no say. They have not listened to anybody with protests to Bois d’ Arc Lake or anything else, even courthouse. I truly believe that is why they are proposing another tax increase of 8 percent. We just had a 20% increase in property tax because of the new lake and if you live within a mile of the lake they can now tell you what you can do with your property. All they are doing is forcing people out that have lived here for a long time and let the rich in from other states. We moved here 5 years ago because it was a nice small town with low taxes, not anymore. They say; get a hold of your County Commissioner, yeah right! They never call back, nor can you get a hold of his secretary. We need to vote the people out that are doing this to us and elect new people who will listen to us. The courthouse needs pulled off of Historical list and demolished. We are throwing good money away after bad and costs keep going up at the price of the tax
payers. The people who worked in the courthouse seem to be doing their job fine without the courthouse. Our tax dollars need to be put to good use like law enforcement for one. Our Sheriff’s department could use more. They are trying to hire people below poverty level to protect our county but that is all they have and doing the best they can. I was told when I went to protest our taxes people need to attend school board meetings when they are trying to increase their budget. We need to know where our money is going, it should be spent on betterment for the kids and not wants they don’t need. Please attend meetings and demand to know where your tax dollars are going. Also, please do your research when voting and don’t just vote on the buddy system. We deserve people who are working for us not against us. They want to grow Bonham and Fannin County. How, by continually raising taxes? The rich get richer and the poor get poorer. The county gains more and more poorer because we allow it by who we elect.

The Creative Arts Center invites everyone to a reception for the Annual Art Show & Contest on Friday, September 6 at 5 PM. This reception celebrates the winners of the competition and the exhibition of the art submitted. Usually this annual event brings in the best work of each artist. Ribbons and prize money reward the winners. “Competition is great because each artist takes a risk, pulls out all the stops and produces great work,” says arts center Executive Director Lisa
Avila. “I love this exhibit because we get so many entries and terrific art for display.” The community is invited to the reveal and reception and refreshments will be served. The artists will be on hand to meet and talk about their art and most of the art will be for sale, giving guests a great opportunity to purchase “that perfect piece of art” for their home or office. By Sandy Hood The 51st Annual Bug Tussle Trek arrived in Bonham about 11:00am on Saturday, August 24th. This year they parked and spent about an hour at the Fannin County Museum of History. Many of the visitors toured the museum and old rail car out front, while others got out their lawn chairs and visited in the shade. 90 antique cars and trucks met in Farmersville, traveled through Leonard and made their way to Bonham. The whole point of the tour was to have fun, drive their antique vehicles and to meet some new friends along the way. From Bonham, they went to Honey Grove, Bug Tussle and then Paris, where most of them spent the night before they drove back to Farmersville on Sunday. Nichole Gambulos, Wag-
on Mistress was one of the major organizers of this year’s event. She has been on the Bug Tussle Trek for about 5 years. She told me that she met her husband on a trek. This year they ordered Moon Pies from the manufacturer in Tennessee and bought several cases of RC Cola. Why? Because years ago, the Bug Tussle Trek would stop at the Bug Tussle General Store and buy Moon Pies and RC Colas to enjoy while they were there. This was a tradition. Well, over the years, Moon Pies and RC Cola faded out and the group wanted to live a little tradition this year. This is a fun group! Some of the people I talked to were on their 1st trek while others had been on the trek 10, 15, 20 and yes, even 51 years. This is a time when a group of people who all have something in common get
together and travel around. A lot of planning goes into this event. Someone maps out the route. Then someone drives the route and stops at the towns making arrangements for the group. There are dining & hotel arrangements to be made, t-shirts to order and an Official Tour Book to create and get published. There are entry forms and money to collect; there are swag gifts and bags to put together, and so much more. The group has their own cheerleaders with a cheer created by them that they do in Bug Tussle. If anyone is interested in joining the Annual Bug Tussle Trek, you can contact Nichole at: texasregionaaca@gmail.com. The cost this year was $15 each. The group was very friendly and a lot of fun.

(903) 583-1800 Fall Yoga Classes Begin September 11 at the Creative Arts Center Yoga is a great way to build strength and stamina and improve balance. Summer classes for Yoga have wrapped up and the Fall Session begins on Wednesday, September 11. Anyone interested in signing up should come by the Creative Arts Center at 200 W. 5th Street in Bonham. Instructor Mark Coker gears the class for regular folks with jobs, kids and a busy lifestyle. Two time slots are available but will be combined if necessary since a minimum number of participants is required. Wednesday mornings from 9 to 10 AM is one choice and Wednesday evenings from 5:30-6:30 PM is the other possibility. The cost of the 11-week series that goes through November 20 is $77. That’s only $7 per class. The drop-in rate is $10 per class (guests may drop in any Wednesday as often or infrequently as they wish.) Anyone interested in signing up should come by the Creative Arts Center. Cash or check are accepted. Advance sign up is required for the lower rate. So feel better just in time for the busy holiday season and sign up today!

September 18th will mark the 125th Anniversary of Edhube Baptist Church. To commemorate this milestone there will be an Anniversary Celebration on September 15th 2019 at 10AM with a meal to follow. There will be special music and sharing of memories from those that hold Edube Baptist Church dear and have been impacted by the Edhube Baptist community. The Church is located a 595 FM 2815 Bonham, Texas 75418. The church has a rich history. The church was organized on September 18, 1894 by Rev. Henry Fountain Jones in what was then called Bentonville, TX. In 1919, Bentonville Baptist Church was renamed Edhube Baptist Church coinciding with the name change of the town from Bentonville to Edhube. The Church was founded with 18 charter members and the first sanctuary was built in 1900. A Texas historical marker was presented to Edhube Baptist Church in 1994 for serving the Lord for a century.

I grew up in the great town of Collinsville TX, Graduated High School in 1995. I joined the United States Air Force in Jan 2002, I served 12 1/2 years. While in the Air Force I served my first 6 1/2 years at Travis AFB CA, while stationed at Travis I deployed multiple times to include Iraq, Kuwait, Spain, Bahrain, and other places. I left Travis AFB and spent the next two years in Korea and after Korea I finished my time at McConnell AFB KS. After the Air Force I came back home to Texas and went to Texoma Regional Police Academy. After finishing the academy I started my Law Enforcement Career at the Fannin County Sheriff Office in Feb 2017.

the Trek had their lunch in the newly remodeled Lyday Hall at the Honey Grove Library. The lunch event is coordinated by the Honey Grove Chamber of Commerce with assistance from others. The Chamber wishes to thank the Honey Grove Library for the use of Lyday Hall, and Pattie and Mike Mayfield for setting up
the tables and chairs. Smokin’ Addiktion catered the lunch for some of the trekers. Brookshires of Bonham donated bottled water for the lunch. This is an event many look forward to each year, and we are so glad that the Bug Tussle Trek makes its lunch stop in Honey Grove.
Davy Crockett Festival! Festivities will kick off at 7am with a pancake breakfast sponsored by Masonic Lodge #164. Vendors of all sorts will be set up around the downtown square selling their wares from 9am until 3pm. We will see the return of the always favorite Bicycle Rodeo,
sponsored by the Honey Grove Police Department; the Mutt Strut, sponsored by K9 Corral and the Honey Grove Veterinary Clinic will be returning again this year; as well as a lot of other oldies but goodies. We will also be throwing in some new items this year, so we hope to see you on Saturday, September 28th in the “sweetest town in Texas!”

To Call, or Not to Call: That is the Question We’ve had a lot of requests this month for how to tell an emergency from something that can wait until the morning or through the weekend. The following situations hopefully will help you differentiate the emergency from the non-

emergency. ADR (Ain’t Doin’ Right) Most of us know our horses pretty well, so it’s pretty easy to tell when they aren’t feeling well. The easiest way to tell if your horse needs to be seen is to take their temperature. If the thermometer reads over 101.5, he is considered feverish. Fevers aren’t necessarily an emergency, unless they are persistent despite medication, or the fever keeps spiking several days in a row. At that time, bloodwork should be considered but the horse doesn’t need to be seen immediately. Banamine can be
used to control the fever until a veterinarian can look at him in non-emergency hours. If your horse is ADR but has no fever, you may want to call the vet and consult on whether they should come out or not. Foals Foals. Are. An. Emergency. If anything seems off with a foal, even if you can’t tell what is wrong, it’s better to be safe than sorry. Foals fall off the edge very quickly, so the sooner we can get to them, the better. Things to watch for are diarrhea, fever, and if momma has a big bag, indicating the foal isn’t eating.

Interment will followed at Willow Wild Cemetery. Mrs. Ashby passed away on Saturday, August 24, 2019 at Texoma Medical Center in Denison, TX. Vicki Lynn (Morrison) Ashby was born on September 20, 1946 in Olney, TX to Pat and Wanda Bell (Johnson) Morrison. She married Michael D. Ashby on June 6, 1969 in Paint Creek, TX. Mrs. Ashby was a teacher at I.W. Evans Elementary for Bonham Independent School District until her retirement. She was a loving wife, mother, grandmother, sister and friend. She enjoyed being a teacher and educator, gardening and sewing when possible. Vicki was active at the First Baptist Church where she was a member. She is survived by her husband, Michael Ashby of the home; son Chad Ashby and wife Jamie of Longview, TX; son, Scott Ashby of Bonham, TX; grandsons, Noah Ashby, Micah Ashby and Braden Simmons; granddaughters, Aynslee Ashby and Kaylee Harris; and sister, Jo McGuire and husband Mike of Haskell, TX. JACOB LAWERENCE HOOPER AUGUST 3, 1998 - JULY 28, 2019 A f t e r missing for two weeks, Jacob was found on August 9, 2019. At the age of 19, Jacob had so much more life to live. He left an amazing mark in many peoples hearts and souls. He had friends from Houston to Bonham and even people that didn't know him well say he was someone to be remembered. Jacob graduated from Bonham High School in May 2017 and he was on the path of adulthood with his job. He was quickly moving up the ladder in the remodeling company he worked for. He was a good worker, a good listener and most of all a good friend. Leaving behind parents Keith James Hooper and Margaret Mane Sawyer; stepmother Jeanette Hooper; siblings Alandin Lindsey and husband Levi Lindsey, Brittany Fellows and Samantha Motyka and step siblings Hailey and Jimmy Fellows, Ryan and George Sawyer and Kaleb Osborne. Also leaving behind newest addition, nephew Johna Lindsey. That's not including friends, memorable moments and unforgettable sayings like, "When I die don't cry, just look to the sky and say goodbye." She was a member of the Bradford Chapel AME Church in Bonham. Bettie was a retired public school teacher. She enjoyed reading her Bible and was a good, kind lady, always giving. She was preceded in death by her parents and two sisters, Annie Susan Oates and Eliza Pauline English. Effective tax rate is the benchmark

A vital key to understanding property taxes is coming your way. In the next few weeks local taxing units (cities, counties, school districts, special districts) will publish tax notices in the newspaper to comply with the Truth in Taxation law. This will include their effective tax rates and rollback rates. Both are critical pieces of information to taxpayers. Basically, the effective tax rate is the rate necessary to generate the same amount of revenue as the previous year on the same properties taxed the previous year that are still on the tax roll. It excludes new construction and new properties, and it adjusts for lost value. The rollback rate is the rate that if exceeded would allow qualified voters in cities, counties, and water districts to petition for a rollback election. In Texas the rollback rate is the effective rate plus 8 percent, not including debt. For school districts, a ratification election is already mandatory. Truth in Taxation dispels one of the most persistent myths of our property tax system. It’s the myth that says the benchmark for taxes is the previous year’s tax rate. Further, if local taxing units adopt a tax rate that does not exceed the previous year’s rate, they are not raising taxes. This narrative, however pervasive, is false. There is no relation between adopted tax rates from year to year. To adopt the same tax rate as the year before is irrelevant to the calculation of taxes. The only way it would be relevant would be if other factors remained the same as the year before, but they never do. Every tax year starts with different factors. The taxing units will consider a different budget, a different effective rate, and a different set of values. Adopting the same tax rate as the year before is merely applying
an old rate to a new set of numbers. Apart from that, it’s meaningless. The benchmark for property taxes is not last year’s tax rate; the benchmark is this year’s effective rate. A tax rate higher than the effective rate will result in an increase in taxes. That is why the effective tax rate is so important and why taxing units are required by law to publish it every year in the newspaper. Most publish this information in August before new budgets and tax rates are adopted. The effective tax rate will change every year as the taxable value of property changes. In a normal growth economy, the effective rate is usually lower than the previous year’s adopted rate. In a stagnant economy, such as a deep recession in which values retract, the effective rate may be higher than the previous year’s adopted rate. However, it is important to remember that the effective rate is still the benchmark, no matter what the market conditions are. Budgets drive tax rates. Typically, a budget that increases spending will require a rate that increases taxes and, therefore, a rate that exceeds the effective rate. Although value is an important factor in the calculation of property taxes, it is not, as many seem to believe, the primary driver. Government spending drives taxes. The more government spends, the more revenue it must have. That is true at the federal level, at the state level, and, in particular, at the local level. Taxpayers concerned about rising property taxes should contact their local officials. Call, write, email, text, utilize social media, attend budget hearings. Your locally elected officials control the last step of the process — adoption of a spending budget and a tax rate — that determines how much property taxes you will have to pay. The court has full authority to lower the tax rate to prevent such large increases in your tax bills each year. For the coming year, the court is increasing your tax rate 5.3% over the rollback rate which had already allowed them to go up 8% on property taxed last year. Commissioner Lackey stated that the county will only receive $942,379 more than last year. Full Disclosure: The county will bring in $12,657,201 tax dollars from your pocketbooks,
an increase of $1,361,353 dollars over last year’s value of $11,295,848. This information is directly from the 2019 and 2018 Effective Tax Rate Worksheets generated by the appraisal district. Where did the missing $418,974 dollars he did not account for go: to pay the second courthouse bond issued last year. This is part of your tax rate and should be stated as such when you talk to people. Commissioner Lackey stated that the County subsidizes the City of Bonham $540,000 per year for ambulance service to the county. Full Disclosure: They are performing a service to the citizens of Fannin County, just like we pay any employee to perform a service. They have people to pay for the added expense of taking on the whole county and being our
Page 19 •September 3, 2019 first responders – do we really expect them to do it for free. The handout stated that next year, the cap of raising taxes is 3½% which is going to be extremely hard to do. Full Disclosure: Why not stick with the 8% cap that is subject to a petition this year and not collect an additional $555,833 dollars from our pockets. Your taxes can still go up next year by much more than 3½% because they need another 8-10 million to finish the courthouse and it is not subject to this cap Commissioner Lackey references. For a project that was supposed to cost 17.5 million and not increase our taxes, it has morphed into a project that will cost 25 – 30 million when it gets finished. Talk about a bait and switch – this is the ultimate.

I am writing this article in response to serval inquiries from citizens on wanting to understand rollback and effective taxes. Information in this article came directly from the Texas Comptrollers and the Fannin County Appraisal’s District’s websites. As a taxpayer, it is important for a property owner to understand how government spending affects the size of your tax bill. Changes in property values may affect a tax bill, but do not necessarily increase or decrease the total amount of taxes paid to a taxing unit; that is determined by the taxing

unit’s budget. Total taxes paid increase only when government spending increases. Texas law gives taxpayers a voice in decisions affecting property tax rates. If property values rise, the effective tax rate will go down. Rollback Rate: provides the county with about the same amount of tax levied in the prior year for day-to-day operations, plus an extra 8% increase for operating expenses and sufficient revenue to pay its debt

If a taxing unit (the county) adopts a tax rate higher than the rollback rate, taxpayers may petition for an election to reduce the tax rate to the rollback rate. Letter To The Editor: Saving our Planet: A Message to Millennials and Generations X and Z
You have likely heard overt denials coming from elected officials, including the President, on the subject of global warming and climate change. Perhaps more troubling, is the news reported on Wednesday, August 28, 2019, that the Environmental Protection Agency (EPA) has proposed deregulations on methane emissions which are egregiously harmful to the atmosphere. Is it more plausible that U.S. Government officials, including those within the agency in charge of protecting our environment, truly believe that scientific data is wrong, or that they simply refuse to acknowledge that the fossil fuel industry, which contributes heavily to their campaigns, is simultaneously a major cause of the climate crisis? The more important question,
however, is “What devastation will ensue if climate change deniers are wrong and no action is taken?” Scientists who study climate change warn that we will reach a point of no return if we fail to dramatically reduce the amount of carbon in the atmosphere by the year 2030. Eleven years from now, many of the older members of Congress, along with the President and much of his cabinet, will have lived a full life. Boomers will have largely reached retirement age, but you will still range from youths to mature adults who reasonably should look forward to many more healthy and productive years. Of course we all need to reduce our own carbon footprints, but additionally, we must demand that our elected
officials provide real solutions such as those outlined in a “Green New Deal,” championed by Congresswoman Alexandria Ocasio-Cortez. “We the People” must flood the offices of our Members of Congress with calls, emails, letters, etc., to remind them that they were elected to work on behalf of ALL their constituents. The future of Planet Earth and the lives of our younger generations are at stake! Voters in the 2020 elections have a unique opportunity to hear the policy plans envisioned by all the candidates, and then go to the polls to elect those most likely to meet, and hopefully to surpass, the goals necessitated by the 2030 deadline!

BONHAM INDEPENDENT SCHOOL DISTRICT REQUEST FOR QUALIFICATIONS TOTAL CAMPUS ENERGY OPTIMIZATION SERVICES The intent of this Request for Qualifications (RFQ) is to solicit responses from Energy Service Companies (ESCOs). For the purposes of this RFQ, ESCO refers to any company that is qualified to provide a turnkey energy conservation program. The response should be a complete proposal for an energy conservation project including annual savings guarantee and contract for the district to sign to begin installation except for the price. Within 24 hours of selection, the ESCO will provide the total price to fill in the contract to be signed. Describe ESCO’s capabilities to install, monitor and guarantee savings of a large-scale, comprehensive building and energy improvement program. Proposals are limited to short-term projects with an expected payoff period of 6 years or less. The Bonham ISD (“Owner”) intends to select an ESCO and to award a contract to perform cost-effective total campus energy optimization improvements. It is the intent of Owner to select the ESCO demonstrating the best overall value to the Owner, and to enter into an agreement to provide comprehensive energy efficiency and conservation services to Owner. Proposals are due on or before 2:00 PM, SEPTEMBER 9, 2019 at the address indicated within this document and marked according to the directions specified. Big Changes to Fannin County Fair Photography Contest
The Fannin County Fair Photography contest has some big changes in store for this year. Entries for the contest, open to youth and adults, will be displayed at the Fannin County Fair as usual. But the process for turning in those entries has changed and there are some new photo categories for this year. All entries for the Fannin County Fair Photography Contest are due SEPTEMBER 20, 2019 to the Fannin County AgriLife Extension Office (Derrell Hall Education Center) at 2505 N. Center Street in Bonham. Entries will be judged, placed and finally displayed at the Fannin County Fair from Wednesday, October 2 - Saturday, October 5. The Rules and Guidelines of the 2019 Fannin County Fair Photography Contest are as follows: Photos due to 2505 N. Center Street by September 20, 2019 Age Categories: Children: 2nd grade and younger Juniors: Grades 3-5 Intermediates: Grades 6-8 Seniors: Grades 9-12 Adults: 19 and over Entries: • Participants may enter one photo per category. • Photos should be an 8X10 photographic print (no frame, matte or mounting). Complete and attach label provided to
back of photo. • A non-glare sheet protector will be provided. • Every photo entered should be original photographic work of the participant submitting the photo. • Any photos deemed inappropriate for public display will be disqualified. • Pick Up: Photos and ribbons may be picked up Saturday evening beginning at 8:30pm until building closes. All photos and ribbons not picked up on Saturday, may be picked up from the Extension Office the following week. Judging: Photos will be judged prior to the County Fair at the County Extension Office by experienced, volunteer judges.
Placing: Exhibitors will receive a Blue, Red, or White ribbon based on judging score. Best of Show and Honorable Mentions (if applicable) will be awarded per age group division. Photo Categories Animals Domestic: Photos focusing on the various animals that have been tamed and made fit for the human environment. Examples: dogs, cats, chickens, horses, etc. Animals Wildlife: Photos focusing on animals not tamed or domesticated and typically found in the wilderness or bodies of water. Includes animals in nature, zoo, and petting zoos. Examples: Birds, deer, elephants, marine life
