Bonham City Council & BEDCO Board of Directors Workshop – Discussing the Downtown Master Plan

President of BEDCO’s Board of Directors, Alan McDonald called a joint workshop meeting to order at 5:00 p.m. Monday August 28, 2023, noting that it was a meeting to hear and see a presentation of proposed concepts on the Downtown Master Plan. After Mr. McDonald thanked everyone for their attendance, BEDCO’s Executive Director Gayle Cooper noted this meeting was being held for both the City Council and the BEDCO Board, to gain insight into the proposed draft of the Future Master Plan for Bonham. She further noted there would be no action taken nor final approval of the plan, only insight into the suggested concepts and ideas presented, that were made by the members of the consulting team and the downtown advisory group
with suggestions from the Texas Downtown Association. She then advised attendees of the names of those who make up the downtown advisory group which are Allen Sanderson – Chair, Clint Backus, Sam Lumpkins, Justin Hodges, Curtis Smith, Eric Cisnowski, Joe Ward, Phil Holt, Melissa Maxwell, Jenn Self-Knight, Alicia Whipple, Robert Coral, Spanky Carter.
Ms. Cooper noted the idea of a Master Plan began around about the time of the early stages of the courthouse restoration and the purpose of the workshop was to receive feedback from the BEDCO Board members and members of the City Council. She further noted the citizens of Bonham would be given ample opportunities to provide feedback regarding the plan through a series of planned public meet-
ings that will be held during the fourth quarter of this year.
President and CEO of HH Architects Bruce Woody then began a slideshow presentation of the first draft of the Master Downtown Plan for Bonham that he explained would span across the entire city. Noting he was given TIRZ (Tax Increment Reinvestment Zone) maps to work with, he explained how the main focus was to identify the downtown historic architectural boundaries and spoke on the overall concept of developing focal points that include downtown parking lots; Southtown (everything south of Sam Rayburn down to Powder Creek Park); Midtown (up Hwy 78); City Park and the Winery Park.

Fannin County Commissioners Court – Addressing Payment of Unpaid Fines

5. Public Forum: A Fannin County Citizen spoke to relay concerns regarding his belief some Subdivision zoning could erode the rights of citizens. He urged the court to consider how those ordinances could have a negative impact in the future if misapplied by future governing entities who may not share the same values as the current court.
6. Discussion regarding EMS report for July 2023 – County Judge for Scott Ridling, Fire Chief : Bonham Fire Chief Scott Ridling gave a report of increased activity due to the extreme heat in recent days. He noted there are still two ambulances on order with one having a projected delivery date of October and the other not having a set date for delivery. He added there had been 406 calls in July with 265 of those resulting in patient transport and noted that many 911 calls are made by housebound residents needing assistance within their homes. For that reason, he is working with other agencies to help residents get the assistance they need within their homes. At the conclusion of Chief Ridling’s report, Judge Cunningham questioned the existence of a $473,298 operating deficit. Chief Ridling explained that Medicare had asserted that in the previous year, their organization paid out what they were required to along with the patient’s portion of responsibility and took back what they paid. He noted the billing department
is currently working on billing the patients for the portion they owe and hopes to have the matter resolved in 3 to 4 months.
7. Discussion with Halie Bever, Texas Association of Counties, regarding Human Resources Assessment for Fannin County – County Judge: Human Resources Consultant for TAC, Halie Bever, noted that Fannin County recently passed an assessment of HR policies and processes and noted the only area where there was room for improvement was having adequate job descriptions for the county positions. Judge Cunningham noted his office is currently working on having a set of job descriptions completed.
8. Discussion, consideration and action to approve minutes from 08/21/2023 (S), (S), (R) – County Judge for County Clerk: Commissioner Kopf first noted the need to have agenda item #14 on the regular meeting minutes, changed to reflect “he had said a savings of $75,000 a year over the course of 4 years” before making the motion to accept the minutes with the amendment he requested. Commissioner Magness seconded the motion which passed.
9. Discussion, consideration and action to approve Amended November 7, 2023 Order of Special Election to reflect State mandated extended hours on November 2nd and 3rd – County Judge for County Clerk: County Clerk Tammy Biggar explained why this change is needed and how the extended hours will be on the

Discussion, consideration and action to approve Treasurer’s Financial report for July 2023 – County Judge for County Treasurer – Fannin County Treasurer David Woodson noted the receipts for July was $672,484.23 with the sales tax received being $162,242.27. A motion was made by Commissioner Magness to approve with Commissioner Kopf seconding the motion which passed.
12. Discussion, consideration and action to approve Treasurer’s Investment report for July 2023 – County Judge for County Treasurer: Mr. Woodson noted the interest received on the TexPool accounts was $32,465.51 on a balance of $7,236,728.51. The 2022 Bond (which is for the Justice Center) had an interest amount of $19,025.77 on a balance of $11,210,727.45 and the Operating Business Money funds had an interest amount of $164.07

13. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: Fannin County Auditor Alicia Whipple noted the amount needing to be paid was $92,588,44. Commissioner Magness made the motion to approve payment with Commissioner Kopf seconding the motion which passed.
14. Discussion, consideration and action regarding approval of Interlocal Agreement between Texas Department of Motor Vehicles and Fannin County to utilize the SCOFFLAW Program to flag and hold renewal of vehicle registrations of vehicles involved in unresolved moving violations in Fannin County – County Judge for Justice of the Peace Precinct 3: JP for Precinct 3 Judge Kenny Karl expounded on why he believes this action is necessary and feasible. After some discussion he requested the Scofflaw Program be utilized and to not only include fees for moving violations, but also other fines/fees imposed by the county.

Cilantro Sauce
½ c. fresh cilantro
¼ avocado
2 Tbsp. freshly squeezed lime juice
2 Tbsp. Extra Virgin Olive Oil
1 garlic clove, minced salt & pepper to taste
Preheat you're grill to 400°.
Pat the salmon dry with a towel
Stir together the paprika, oregano, salt, pepper, garlic powder and red pepper flakes. Sprinkle all over the salmon. Place the salmon on the grill. Close the lid and cook for 6 to 8 minutes, until it's opaque and pink. Remove the salmon and let it sit for 5 minutes. While the salmon rests, place the naan bread on the grill and grill for just 1-2 minutes per side, until warm and slightly charred. To build the meal, spoon the slaw over the naan bread. Top with some flaked salmon. Drizzle on the cilantro sauce.
Cilantro Sauce
Combine all ingredients in a food processor or blender and blend until combined. Drizzle over salmon. You can make this ahead of time and store in the fridge!

He touched on the importance of Connectivity within the Community and the importance of being ready for the growth that is coming this way noting the Downtown District is a beautiful destination spot in and of itself and how we should want to make sure things are done in such a way to preserve the historical heritage character.
He then spoke of the TIRZ maps given to him and touched on a strategic, comprehensive plan that is part of the Reinvestment Zone that includes long-term and short-term capital improvement projects. He spoke of the opportunities that come with challenges when dealing with the thoroughfares in the city, noting there are areas that may take on a renewal, restoration. He spoke on how the history of the town is something to build on but noted the challenges that exist would be some buildings that are “frankly not in good physical or structural conditions that may require some work to abide by the zoning regulations”. Another challenge is to prevent Bonham from becoming a “pass through” town by giving people a reason to exit a thoroughfare such as Hwy 82 and stop and visit Bonham. He explained how the downtown advisory group has visited other cities that have experienced significant growth with one of those cities being Farmersville and another being McKinney to see what the towns have done to address growth. He touched on the importance of maintaining the historical and traditional character while adding modern amenities specifically relating to safety. Expounding on the importance of the entryway into town where the City Park is located, he mentioned the other entryways into town which led him to discuss the high rate of traffic coming into town and the safety concerns associated with that traffic. Mr. Woody noted the need for sidewalk improvements, additional green landscaping, signage, safe pedestrian walkways and reducing parking in the downtown corridor to enhance safety. He noted that
slowing down traffic not only increases pedestrian safety but also increases the possibility of motorists stopping for a while in Bonham thus increasing local sales tax revenue.
More details of the plans were discussed that included development of the area between Powder Creek Park and the courthouse, one-way streets, accessible ramps, enhanced sidewalks and streetscapes not only for beautification but for safety and to slow down traffic.
When the discussion turned to funding, City Manager Sean Pate explained how TIRZ zones would allow the city to set aside a percentage of the taxes received from a development within a zone (say 50%) into a fund for a certain period that can be used for development.
Gayle Cooper concluded the meeting by covering the next steps for the Downtown Master Plan that is projected to be completed by March of 2024.

Discussion, consideration and action regarding setting juror pay per House Bill 3474 and Government Code §61.001 effective September 1, 2023; Day 1, increase from $6.00 to $20.00 ($14.00 State reimbursement) and attendance pay increase from $40.00 per day to $58.00 per day ($52.00 State reimbursement) – County Judge for District Clerk: District Clerk April Gibbs spoke to clarify the minimum that can be paid for the first day of jury duty is $20.00 and the minimum for additional days thereafter is $58.00. After discussion ensued regarding the
amount the state reimburses the county, a motion was made by Commissioner Magness to approve with Commissioner Kopf seconding the motion which passed.
16. Discussion, consideration and action regarding 5% raise given to employees for the 2023/2024 fiscal year and whether or not part time employees’ salaries were included in the 5% increase – County Judge for District Clerk: Ms. Gibbs questioned the exclusion of part time employees from the 5% raise that was voted on during a previous Commissioners Court. After an in-depth conversation regarding this matter, a motion to pass on this was made by Commissioner Magness, seconded by Commissioner McQueen and the motion passed.
17. Discussion, consideration and action to approve renewal of TAC Risk Management Pool’s Liability Programs: Auto Liability and Physical Damage, Law Enforcement, Public Officials and General Liability, for December 11, 2023 – Decem-

Since we're in the dead of summer, it's a good idea to talk about protecting your dog from the heat.
Dogs have a higher body temp than we do, and less ability to cool down. We are covered with sweat glands, but
dogs discharge heat primarily through panting.
In a very short period of time, an overheated dog can suffer critical damage to her brain, heart, liver and nervous system. Heat stroke is the ultimate an often deadly result of overheating in dogs. This happens most often with dogs left in the car on a hot day, but that's not the only way this can occur. - Brachycephalic

But no matter what breed of dog you have, you'll want to be more aware of the time of day you take your dog out for a walk, and it's a good idea to adjust the duration and intensity of Fluffy's exercise according to the temperature. Relative humidity also affects your dog, because if it's too
high, his panting is less effective. - So on really hot days, limit your dog's exercise to early morning or evening hours. - Pavement, especially asphalt, can get pretty hot in the summer and burn her paws. If it’s too hot for your bare foot or the back of your hand, it’s too hot for her. Older dogs, puppies, short dogs who are physically closer to the ground, medically infirm or overweight dogs, and dogs not conditioned to prolonged exercise, are also at higher risk of a heat related incident. Honey Grove Library & Learning Center Receives $4,000 Grant from the Dollar General Literacy Foundation to Support Youth Literacy
Honey Grove, Texas – August
29, 2023 – The Dollar General Literacy Foundation recently awarded the Honey Grove Library & Learning Center a $4,000 grant to support its youth literacy efforts. The funding is part of the Dollar General Literacy Foundation’s recent award of nearly $2.6 million across the country to support more than 300,000 students attending more than 600 schools, libraries and nonprofit organizations in the communities Dollar General calls home.
“We are honored to be selected to receive the Dollar General Literacy Foundation Youth Literacy Grant,” said Mitzi Sherwood, Library Director. “This grant will allow the Honey Grove Library & Learning Center to serve our community with youth literacy pro-
grams throughout the coming year.”
The library will partner with local schools to provide activities designed to help develop fundamental reading skills, all made possible by the Dollar General Literacy Foundation grant.
This year’s “Keep Reading for Fun!” program features student use of Launchpad Learning guided reading tablets, which will be part of the library’s permanent collection and available for
checkout by library patrons.
“We are proud to award these grants to literacy and education programs across the country and support their meaningful work of expanding children’s joy of reading and creating a foundation for future educational growth,” shared Denine Torr, executive director of the Dollar General Literacy Foundation. “We are excited to make a difference in thousands of students’ lives through these donations and look forward to making more positive impacts as we celebrate the Foundation’s 30th anniversary year.” The Dollar General Literacy Foundation supports organizations that increase access to educational programming, stimulate and enable innovation in the delivery of educational instruction and inspire a love of reading.

Water and Fire Tips
Press Release - All adults in home or office should know how to shut off the water at the main. Any special tool needed for this should be in a designated location.
Know the location, age and warranty coverage on your water heaters. Be sure there is a water catch pan in good condition under the water heater. Check the unit monthly for leaks. If its old I would replace it.
Check your water shut offs at all sinks, Toilets, and refrigerator along with the washing machine and dishwasher. After many years they tend to stop working properly due to corrosion. Replace if necessary.

Know where your A/C bypass drain is located. If you see water dripping through the bypass it is telling you the dedicated drain for your A/C unit is stopped up.
In the event of a freeze warning be sure exterior hoses are disconnected and the hose bib has an insulated cover installed if not freeze proof.
Never turn the heat off during freezing weather in an unoccupied home or office. This could cause pipes to freeze and your insurance company may deny the claim.
It is a good practice to leave cabinet doors open where there is a sink on a north facing exterior wall letting the warmer
interior air circulate in the cabinet.
If you should be out of town during a freeze have a friend or relative keep an eye on your home.
Have up to date fire extinguishers in kitchen and garage areas and know how to use them.
If you should experience a water leak, stop the source first. Then deal with the water extraction. Please call Landmark Fire and Water for emergency help. Cut out this article where you can find it in an emergency and save with your home insurance papers.

The affable Dr. John Egstad told Kiwanis how he became a chiropractor. When Dr. John
was fourteen years old, he was injured while wrestling. After going to several doctors and receiving no relief from his pain, a friend suggested that he try a chiropractor. This chiropractor helped Dr. John and it was at that time Dr. John decided that he wanted to be a chiropractor.
Egstad attended the Palmer College for Chiropractic (Palmer University today) and completed his studies in 1989. Palmer is known for educating the best Doctors of Chiropractic in the world.
Dr. Egstad moved with his wife Terri to McKinney, Texas. He wanted to locate his practice
to a smaller area. After looking around, he found Moore Chiropractic in Bonham for sale. He changed the name to Lifetime Chiropractic and has been at that location since 2010.

Philippians 4:6 tells us, “Be careful for nothing; but in every thing by prayer and supplication with thanksgiving let your requests be made known unto God.” The problem with our nation today is that we, as a nation, are not seeking the Lord’s guidance in everything that we do. This is a very dangerous thing. Like I’ve said before, as the old song says, “Prayer is the key to Heaven, but faith unlocks the door.” When we pray to Him, we must have faith that He will hear and answer us. That song gives us the analogy that prayer without faith is like a boat without an oar, which I believe is a very powerful message. We can’t experience true revival in our nation without prayer and faith in God.

Having purity of heart is a part of the attitude of joy. Being obedient to the Lord and loving and anticipating the great reward is part of the joy of a pure heart. Paul wrote “the end of the commandment is charity out of a pure heart” (1 Timothy 1:5). Peter informed Christians that they had “purified your souls in obeying the truth through the Spirit unto unfeigned love of the brethren, [see that ye] love one another with a pure heart fervently” (1 Peter 1:22).
Another ingredient to the attitude of joy is being a peacemaker. The Lord said “Blessed are the peacemakers: for they shall be called the children of God” (Matthew 5:9). Jesus is talking about bring peace
between God and man. Paul preached that “we have peace with God through our Lord Jesus Christ” (Romans 5:1). In the gospel armor that is refer to in Ephesians, we are told to have our “feet shod with the preparation of the gospel of peace” (Ephesians 6:15). As Christians we are to “follow after the things which make for peace, and things wherewith one may edify another” (Romans 14:19).
When we humble ourselves, become penitent, have meekness, pursue things that are right, are merciful, have a pure heart, become a peacemaker, bringing other to God, we will have all the ingredients for joy. Meanness, suffering wrong, verbal abuse, and even violence cannot dimmish our joy in the Lord.
Sunday Morning Re-take “Sweet Hour of Prayer”
I am reminded of a classic hymn that I’ve heard a lot over the years, written by William W. Walford back in 1845.
“Sweet hour of prayer! sweet hour of prayer! that calls me from a world of care, and bids me at my Father’s throne make all my wants and wishes known.
In seasons of distress and grief, my soul has often found relief, and oft escaped the tempter’s snare by thy return, sweet hour of prayer!”

Heat and drought have taken a toll on Texas crop production. Limited production of corn and sorghum and the unknown future have caused prices for those crops to spike, according to a Texas A&M AgriLife Extension Service expert.

Cooper SLOW. Water lightly stained; 89 degrees; 0.5 feet above pool. Few reports and anglers on the water due to heat. Catfish are good on shad.
Lavon GOOD. Water lightly stained; 88-90 degrees; 3.70 feet below pool. Crappie are stacked up on submerged trees in 8-12 feet of water biting 1/16 ounce jigs in any color, or minnows.
Jigs are outproducing minnows. Submerged trees are fishing better than the brush piles right now unless the brush pile is sitting in 9-10 feet of water. White Bass are in 7-15 feet of water on flats and ledges, and main lake points and the very end of boat ramps. At the boat ramps 7 feet or deeper, look for white bass hunting the shad that are using the ramp as structure. Some days your thumper will end up, spooking the fish. Try taking a broken rod and slapping the water over and over like the fish popping and feeding on the surface. Sometimes that triggers them to come in and feed.
Ray Roberts SLOW. Water is clear; 85-89 degrees; 1.46 feet below pool. Fishing will improve towards the end of September as the weather cools. White bass and crappie are slow with many undersized catches on slabs. Bass are fair with topwaters in shallow water in the morning, then move to deeper water with Carolina rigs or dropshots. Catfish are fair.
Tawakoni GOOD. Water lightly stained; 90 degrees; 1.10 feet below pool. Lake Tawakoni is fishing good overall despite some of the highest water temperatures we have seen in a long time. White bass and striper fishing has been good early in the day. Fish are moving and keeping up with them has been a chore. Trolling and throwing slabs are working in 10-20 feet of water. Eater sized catfish are great. Channels and blue catfish are abundant on prepared baits in 20-30 feet of water. Texoma GOOD. Water stained; 86-90 degrees; 0.10 feet above pool. Striped bass are good with a majority of catches on topwaters early in the morning, but some catches on slabs. Sand bass are mixed in with the striped bass. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are good catching quality fish on live shad along ledges in 28-32 feet of water. Topwater action is still very active with a lot of fish behind the islands and along flats towards the west end of the lake. Catfish are good on cut shad one reel off the bottom in 30-35 feet of water near coves and ledges off the main lake. Crappie are slow fishing brush piles in 12-15 feet of water with minnows. Use electronics to find active fish. Seeing a lot of smaller fish. Largemouth and smallmouth bass are slow on topwaters and swimbaits along the south end of the lake.

NORTH
Temperatures remained extremely high and dry. The heat has led to stressed plants across the region. Some trees started to show significant drought stress, especially elms, honey locusts, maples and hackberry. Summer grasses were still declining. Many small creeks dried up entirely due to the extreme heat and no rainfall. Corn and grain sorghum were nearing harvest completion, and the soybean harvest was completed. Many bean fields were being rolled up for hay. Nuisance flies and tabanid flies were still active. Livestock conditions were good and continuing to improve.
EAST
Drought conditions persisted across the region. Wildfires became a problem in many areas. Producers who once thought they had a good stock of hay have started supplemental feeding their livestock.
Producers were culling herds and selling calves early due to poor pasture conditions and water shortage. Cattle markets remained steady overall. Cherokee County reported that the local market stayed strong despite the higher-than-normal numbers sold.

The 26th in a series of articles for the 175th Anniversary of Bonham
The first volunteer fire department in Bonham was organized in 1893, and operated from a station on North Center Street. The first fire wagon was drawn by 2 white horses, Tom and Jerry.
Fire fighting hoses tapped residential wells or cisterns. Three large cisterns were located on the edge of the Courthouse grounds for use in fighting fires in the business section of downtown. Everyone came alive when the firebell rang and many people rushed out to follow the firewagon, day or night.
The first chief was J. M. Johnson, followed by A. J. Stevenson who served for more than 30 years.
In 1908 a volunteer fire department was organized for South Bonham, called Bonham Volunteer Fire Co. No. 2. “A house will be erected for the hose reel on ground donated by Virge Deering. The company will be given the old hand reel and hose first used by Volunteer Company No.1. This is a good move for South Bonham, as it takes some time for the hose wagon from the city hall to reach that part of town.”
The 1909 Sanburn map shows the Fire Department and states that “two paid drivers live at station – one 2 horse hose wagon – one 1 horse H & L truck 1600’ 2 1/2” hose in good condition - 500’ 2 1/2” hose new – 3 horses.
In 1913 a motor truck was purchased and two years later a similar piece of equipment was purchased.
Until 1916 the equipment consisted of a horse drawn hose-wagon, which was replaced by a motor hose and chemical truck. In 1916 Bonham sent a truck to the devastating Paris fire.
In 1918 a pumper truck was obtained from the American LaFrance Company, and Bonham was very proud of it. This photo by Erwin Smith is of the parade for Will Evans’s party in 1923.
There were many fires in Bonham, and many structures and belongings were lost. The most well-known fire is that of the Courthouse on December
31, 1929.
The Fire Department remained on North Center Street until 1955 when it moved to 5th Street.
Now the Fire Department has a second location on Highway 78 north of Highway 82. In addition to firefighting, the Department provides ambulance and emergency services in Bonham and surrounding areas.
The Fannin County Museum of History is very proud to house the American LaFrance fire truck which fought the Court House fire in 1929 (and many other fires). This fire engine is one of the most popular items at the Museum. Come by and see it!

Chester Lee Pickens
age 86 of Leonard, TX passed away on Sunday, August 27, 2023 at his home.
Chester was born on May 24, 1937 in Bonham, TX. His sister Nadine fondly recalled Chester teaching her how to count and her ABC’S as a young child. Chester was a wonderful brother and friend to all that knew him. One of his favourite hobbies included walking. He would take off walking to California or Las Vegas. He enjoyed the freedom walking would bring. Chester would give you the shirt off his back if you needed it and had the kindest heart. He rarely met a stranger. Chester will be missed by all that knew him. Chester is preceded in death by the love of his life, wife, Ruth Pickens, parents, Jack and Minnie Pickens, brother in law, Philip Pike, and nephew Shanon Christopher.
He leaves behind sisters, Nadine Garwitz (Dennis), Mary Pike, brother, Arthur Quinn (Jodi), niece in law, Connie Christopher and many other family and friends that loved him dearly. A memorial service will be scheduled at a later date.

Katheleen was born April 14, 1932 to James and Vivian Farrell in Kibler Arkansas.
Katheleen grew up in Irving Texas. She graduated from Irving High School in 1950, and graduated from Draughon’s Business College in Dallas Texas 1951. She retired from the Collin County courthouse in 1994, and was a Church organist for many years.
She married Tony Guevara on March 24, 2008. Katheleen was loving, kind and compassionate. Enjoyed family, traveling, playing music, and working in the flower beds.
Katheleen is survived by her husband Tony Guevara and brother Robert (Bob) Farrell of Eastland Texas, and many family members through out Texas and Arkansas.
She is proceeded in death by her parents, two brothers and her younger sister. We will miss her presence and her smile.

More than 770 new laws passed by the Texas Legislature this year will go into effect Friday, impacting everything from health care and education to public safety.
Sept. 1 is the traditional start day for laws passed during a regular legislative session, though some can have their effective date delayed in order to be fully implemented and bills passed by a two-thirds margin can go into effect immediately. You can view a full list of the new laws here. And here’s a look at some of the big ones:
A $321.3 billion budget: The General Appropriations Act, House Bill 1, directs the spending of state and federal tax dollars for the next two years, including $144 billion in state general revenue taxes.
It spends more than half of a historic $32.7 billion surplus that was available to lawmakers this cycle, and it leaves more than $12 billion unspent in Texas coffers. It fills the state’s emergency and highway funds and makes payments toward stabilizing the state’s retirement investment fund. It includes pay raises for employees of state agencies and for retired teachers. Voters will be asked to approve several measures, including $12 billion in property tax cuts and a $1.5 billion effort to expand broadband internet access. —

New school safety requirements: House Bill 3 requires an armed officer at every school campus in Texas and mental health training for school staff that interact with children.
The armed person can be either a peace officer, a school resource officer, a school marshal or a school district employee, according to the law. School districts that can’t meet this requirement can claim a “good cause exception” but must find an alternative plan.

shooting in Uvalde, also gives the Texas Education Agency more authority over school districts to establish robust active-shooter protocols. Those that fail to meet the agency’s standards could be put under the state’s supervision. The state will give each school district $15,000 per campus and $10 per student, a figure that many school officials say isn’t enough. In addition, lawmakers have allocated $1.1 billion to the TEA to administer school safety grants to the state’s more than 1,000 school districts. — Brian Lopez
Limiting the power of big cities: House Bill 2127 prevents cities and counties from enacting local laws that go further than what's allowed under broad areas of state law. The Republican-backed law is the culmination of a yearslong effort to rein in progressive policies in the state's bluer urban areas. Supporters say the law is needed to provide businesses with relief from a growing patchwork of local regulations. Critics say it kneecaps local officials' ability to govern and does away with much-needed local ordinances like mandatory water breaks for construction workers. Cities have already sued to block it, and a Travis County judge has found it to be unconstitutional. But the law was still allowed to go into effect. It's full impact — what it allows cities to do and what it blocks — will be decided in the courts in the coming months and years. —

Redefining fentanyl deaths: House Bill 6 classifies overdoses from fentanyl as "poisonings," which means any Texan who provides someone with a fatal overdose of the opioid could face a murder charge. The measure is part of a series of new laws aimed at the opioid crisis in the state, many of which seek to get tough on people who are selling or illegally importing fentanyl. — Stephen Simpson Addressing the power grid: House Bill 1500 changes aspects of how electricity can be bought and sold on the state's main power grid, with an aim toward getting more on-demand power such as natural gas-fueled power plants built. Changes include creating a financial tool, known as an ancillary service, that will pay power generators that can produce power within two hours and run for at least four hours to help smooth out supply during high-demand times; requiring new power producers that connect to the grid starting in 2027 to be prepared to produce a set amount of power during times of high demand; and requiring companies to pick up the tab for building new transmission lines that connect power generators to the grid if costs go above a certain amount.

Targeting “rogue” district attorneys: House Bill 17 allows
the courts to remove district attorneys for official misconduct if they choose not to pursue certain types of crimes. The Republican priority legislation was pushed as a way to rein in progressive prosecutors who had spoken out against pursuing abortion-related or election crimes. The law will also likely restart marijuana prosecutions in several counties.

Restricting trans athletes in college sports: Senate Bill 15 prohibits transgender athletes from competing on college teams that match their gender identity. The law extends an existing restriction on K-12 athletes that requires students to play on a team that matches their sex assigned at birth. —

Regulating sexually explicit performances: Senate Bill 12 aims to restrict certain drag shows and other performances from being shown in front of children. But a federal judge on Thursday temporarily blocked it from being enforced, saying it likely violates the First Amendment. A final judgement is expected from the judge in the coming weeks. Texas is likely to appeal the decision. The law aims to criminalize businesses that host sexually explicit shows and performers who wear certain prosthetics and dance suggestively in the presence of minors. — William Melhado
Restrictions on transitionrelated care for children: Senate Bill 14 prohibits transgender youth from receiving puberty blockers and hormone therapy. Medical professionals who prescribe these two transition-related treatments, used to treat gender dysphoria and alleviate associated mental health issues, will lose their license to practice. The law is being challenged in court. —

Changes to university tenure policy: Senate Bill 18 solidifies university tenure policies into state law, placing more power over tenure approval and dismissal policies into the hands of lawmakers rather than individual university systems. The law does not go as far as the original legislation, proposed by Lt. Gov. Dan Patrick, to eliminate tenure at all public universities. — Kate

Assistance to rural sheriff’s offices: A priority of Lt. Gov. Dan Patrick, Senate Bill 22 allocates $330 million in support for rural sheriffs, in return for hiking the pay for sheriffs, deputies and prosecutors. A grant-based system monitored by Texas' comptroller will determine eligibility by a county's population size. — Carlos

Banning COVID-19 mandates: Senate Bill 29 bans the state from enacting mask mandates, vaccine mandates or business and school closures to prevent the spread of COVID-19. In 2020 and 2021, Gov. Greg Abbott imposed
these restrictions at the urging of U.S. and world health officials as a way to rein in the deadly COVID-19 pandemic and protect particularly vulnerable Texans from contacting the virus. Many conservatives opposed the restrictions, saying they were needless or overused. The new law makes exceptions for certain entities, such as prisons, hospitals and assisted living centers or nursing homes.

Creating a new business court: House Bill 19 will create a new judicial district with jurisdiction to hear cases involving businesses across the state, as long as the value for actions being disputed exceeds $10 million. The judges for the district will be appointed by the governor and serve two-year terms. Supporters of the bill said it would help reduce court backlogs, ensure that judges hearing business cases have expertise on complex civil business litigation and help Texas maintain its economic strength. Opponents argued that the Republicans who dominate the Legislature passed the bill as a way to allow businesses to avoid having their cases heard by judges in big cities who are elected by Democrats. The bill becomes law on Sept. 1, but it will take another year for the court to get started. — Matthew Watkins
Speeding up housing developments: House Bill 14 allows third-party review of building applications if cities and counties fail to issue building permits within 15 days. The law is intended to speed up the local development process to build homes and apartments more quickly. Studies show that longer regulatory processes for housing permits drive up home prices and rents.

Entries will be judged and displayed at the Fannin County Fair from Wednesday-Saturday, October 11-14, 2023.

Submission Requirements:
• Participants may enter one photo per category.

• A non-glare sheet protector will be provided.
• Every photo entered should be original photographic work of the participant submitting the photo.

How to Set Up the Ultimate Workstation for Kids at Home

While you can’t control what goes on in the classroom, you can facilitate their study time at home by setting up an A+ workstation. Here’s how:

AgriLife Extension Service of Fannin County will be hosting the Let’s Get Cookin!
youth cooking competition on Wednesday, October 11th and the second annual Sumo Bot Challenge on Saturday, October 14th. These contests are open to youth ages 8-18 (3rd12th grade) who live in and/or go to school in Fannin County.
LET’S GET COOKIN’
Let’s Get Cookin’ is a team competition, with teams made up of 3-4 youth in the same age division. Age divisions are Juniors (3-5 grade), Intermediates (6-8 grade) and Seniors (912 grade).
Teams will have 40 minutes to create a dish/recipe using a mystery ingredient and pre-ap-
proved cooking tools/supplies brought by participants. Then they will present their completed dish to a panel of judges and will be expected during their presentation, to communicate knowledge of food groups (MY PLATE); cooking & food safety; basic cooking techniques.

Sumo Bot Challenge
The Fannin County Fair Sumo Bot Challenge is a sumo-style team competition, with teams made of 2-4 youth in the same age division. Age divisions are Juniors (3-5 grade), Intermediate (6-8 grade), and Seniors (912 grade).
Teams will design and program a robot to compete against others in the tournament until a winner is declared. Two robots will “wrestle” in a sumo ring designed for robots. The goal of sumo-style robot-
ics is to gain leverage over an opponent and force it out of the ring. Then, teams will participate in an interview for awards such as Engineer Design Champion and Sportsmanship awards.
