Tindale-Oliver & Associates, Inc., (TOA) was formed in 1989 to provide infrastructure engineering, planning, and innovative financing programs for local government entities and private developments.

Today, TOA is a firm with a national reputation as a leader in providing high quality, innovative planning and engineering services to its public- and private-sector clients.

Transit Services Transit agencies generally have their hands full with the day-to-day duties of getting their services out on the street. TOA's Transit Services practice began with helping these agencies deal with the myriad requirements and issues that are critical to ensuring the ability to successfully provide service, but difficult to adequately address with limited staff who wear many hats. Throughout the evolution of this practice, the primary goal of TOA's Transit Services team has always been to develop practical, implementable solutions for transit operators and public agencies responsible for transit plans, operational assessments, and special transit studies. As such, TOA prepares transit plans that are not only technically sound but also understood and supported by decision-makers, transit patrons, and citizens in the community, which are key components to making a transit plan become reality.

TOA recognizes the importance of transit in both urban and rural communities throughout the U.S., and strongly believes in its benefits. The experience and knowledge of TOA's Transit Services staff, which includes individuals who have worked for transit agencies, the Florida Department of Transportation, metropolitan planning organizations, and research institutions, ensures that our team understands all facets of the transit planning and operating environment. As a result, TOA is capable of and committed to providing clients with solutions that are specific to the service area and contribute to a successful transit system both today and in the future.
