The Community Traffic Safety Team (CTST) Program is a multi-disciplinary federal, state, and local government-endorsed program developed to reduce the number of traffic crashes that occur on Florida roadways. The program was created in response to the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1990, federal legislation that calls for local participation and solutions to traffic crashes, injuries, and fatalities on local roadways. Our CTST membership consists of professionals in four disciplines: Law Enforcement, Engineering, Emergency Services, and Education. We possess the resources and skills to directly impact the epidemic problems that Florida faces on our roadways. Armed with carefully-developed missions, goals, and objectives, our committees undertake projects and activities and serve as a resource to any and all communities, local government agencies, and roadway users to assist in the reduction of traffic crashes and related injuries and fatalities on our roadways. Preparation: use a juicer to juice the grapefruit, oranges, tangerines, and lime. Juice the pomegranates in a separate bowl. Divide citrus juice among 3 glasses. Top with pomegranate juice, which will settle to the bottom. Garnish with a cherry.

On February 28, 2008, I received a phone call from a friend of Sammy’s who thought he had seen Sammy’s vehicle on the news and that it had been in a crash. I went to the scene thinking Sammy might be hurt, only to find out that he had been killed by 17-year-old drunk driver who was driving at a high rate of speed. The impact was on the driver’s side door of Sammy’s car; he died at the scene. He was 32 years old at the time. The drunk driver and his friend had only minor injuries. Now I was left to call my husband and daughter to tell them this horrific news. This senseless act by drunk driver has left my family with an undeniable void in our lives. Life as we know it can never be the same again. Sammy’s life was taken too soon because of poor choices made by someone else. Sammy was a joy in our lives as well as in the lives of others. He had a great personality and was so fun-loving. He drew people to him—his friends said that when they met him he just started talking and it was like they had known each other for years. Sammy loved people and made friends easily—he was very social. Our family is so close and we have lots of plans, but a large part of that has been stolen—happiness, grandchildren…. Sammy was our only son, a brother, a cousin, and a good friend to many; he is missed and thought of every day. This pain never goes away; we have had to learn how to live with it. Please remember how important it is to tell your family that you love them every day because you never know—I never thought this would happen to my son. My family and I pray that when the drunk driver gets out of jail he will make good choices in his life so no one else will lose their life and no other families will have go through this. This story is about my family … my parents, my two sisters, Jennifer and Michelle, and me—a very strong, very close family that stuck together through thick and thin. We did everything together—we played together, we laughed together, we cried together, we worked for each other, we depended on each other for support and advice, we learned from each other. We were the way a family should be. And in a split second on Christmas Day of 2007, it all changed. My parents, Gerard and Denise Bassi, started dating when they were teenagers, married at 18, and were inseparable—they were true soul mates. They loved to travel the world, sail the ocean—they just lived life to the fullest with their friends and family. They were extraordinary people who were loved by all those fortunate enough to cross their path. My dad was so smart and so well respected! He knew a lot about everything in life, and I knew I could go to him for anything and get the best advice around. He was an engineer, and a revered one at that. One summer during college, I had the privilege to work beside him. Clearly, he was very well respected and a played crucial role in the company he worked for. He had also begun a side business building houses, a lifelong dream of his. In only a few years, my dad built and sold two large, luxurious homes in our town. I was in awe of his talent and was so proud of his success. Seeing my father at work made him a more influential man to me. I really hoped to join his company one day and work alongside him because I enjoyed and had so much respect for the professional side of him. He loved it and was so good at everything he did. I aspired to be just like him. My mom ran a daycare at home, so I would often go over to keep her company. We would talk “girl talk” and gossip over lunch, go for manicures in the evening, and shop after having breakfast together on the weekends. She was a good bargain shopper, so she loved to go to places like Marshall’s or Canal Street in the city. She wore such cute outfits and was so proud of the “deal” she got them for. When someone would compliment her on her shoes, she would stick out her foot in a cute girly fashion and say “Thanks, aren’t they so cute? Marshall’s, 10 bucks!” This was her standard response to compliments, and we loved to tease her about it. Now, friends love to tease me about it because I apparently do the same thing! My sisters and I all have some of mom’s fun little traits. It makes me smile when I notice them. We were very close and did almost everything together. In 2005, my dad ran his first NY Marathon, so, of course, we were

all there—in matching t-shirts—to cheer him on. When he did his 20-mile runs while training for the marathon, my mom would follow him on her bike and pass him water and bananas and Gatorade. We were taught that family was the most important thing in the whole world, and we supported each other in everything we did—not just verbal support, but supportive action like the way my mom supported my dad’s runs. We really had the best family anyone could ask for. My grandparents, Ray and Linda McWilliams—my mom’s parents—were the most adorable couple. My grandpa still took my grandma out for ice cream followed by a romantic walk on the beach while holding hands. They lived in Florida, but when times got rough, they moved north to live with us; my grandpa was a carpenter and was able to find a lot of work. They lived with us for a few years, so naturally our family grew closer and stronger. When my grandpa was ready to retire, they moved back to Florida. From then on, they tried to get us to visit them for Christmas. By then, my sisters and I were older and it was harder to get the same time off so we could all go together. My parents, sisters, and I have never been apart for any major holiday before, so if we couldn’t all go, none of us went. But every year we tried to make it happen. In 2006, my sister Jen got married. She and her husband wanted to have a family, so they started trying to get pregnant in the fall of 2007. Around the same time, we began planning our Christmas, and Grandma and Grandpa, once again, were calling to see if we could visit them in Florida for the holiday. My mom realized that once Jen had a baby, she would definitely never leave us for any holiday, so this would be her last chance to make the trip to Florida and spend Christmas with her family, even if we couldn’t all go. So my parents planned a quick five-day visit to spend with my mom’s family in Florida. This would be the first Christmas we would be apart. We celebrated our Christmas a week early so we could still enjoy our family tradition together. On Christmas morning, I spoke to my parents to wish them a Merry Christmas. They told me they just had breakfast with my grandparents and were on their way to a local canal that was a popular spot to see manatees swimming. They were so excited and were having such a good time. I told my mom I was going to take a nap that afternoon but wanted to be up by 3:00 to get ready for Christmas dinner. She said she would call me to make sure I got up and to tell me about the manatees. I said goodbye, told her I loved her and to give daddy a kiss for me, and hung up the phone. She didn’t call back as planned. Even though I thought that was strange, I didn’t think too much of it. I just figured she was just enjoying herself and had lost track of time. I figured I would hear from my mom and dad after dinner instead.

After dinner my phone rang, but it wasn’t my parents— it was the police. They said my parent’s neighbors reported a big package outside my parent’s house and were concerned because no one was home to bring it inside. I thought it was a little weird but agreed to meet them at my parent’s house where, sure enough, there was a giant package on the front porch, and they helped me bring it inside. I still didn’t think anything of two police officers helping me bring in a package on Christmas evening. I thought they were just being nice. But when we got inside and the door closed behind us, they turned to me and said, “I’m sorry, but that’s not really why we’re here.” Earlier that afternoon, my parents and grandparents had hopped in their truck to go to my aunt’s house for dinner. While they were stopped at a traffic light, a 34-year old man driving at a very high rate of speed smashed into the rear of my grandpa’s truck—“like a missile into a building,” as one witness described it. My dad died at the scene, my mom died a few hours later in surgery, and my grandma died a week later from her injuries. My grandpa survived, but the crash caused permanent injuries that greatly affected his life and left him an emotionally-broken man whose health has deteriorated. The man who hit them not only survived, but he had no major injuries. I later learned he was driving under the influence of alcohol, Xanax, and cocaine. Before that Christmas Day in 2007, my family was such a good, strong, close-knit family and now we’re broken and the pieces will never fit back together properly. Learning to live without them has been the hardest thing we’ve ever had to do. My sister Jen was six weeks pregnant when my parents were killed; she never got the chance to tell them she was pregnant with their first grandchild. She and her husband now have three children—three grandchildren that my parents will never get to meet. There are so many experiences in life that we can’t share with our parents and grandma anymore. Not only was there the immediate loss, the sting of losing so many loved ones, but the long fight for justice was frustrating and grueling. Though the offender was arrested shortly after the crash, pre-trials went on for years and the criminal trial was postponed twice. Finally, the trial to convict the offender was set for August 23, 2011. He faced approximately 35 years to life in prison. One week prior to the start of the trial, he pled guilty to the DUI charges and was sentenced to 12 years in jail followed by 10 years’ probation. In our eyes, this was a small price to pay for how much he took from us. Most people have this sense of immortality, that it won’t happen to them. But it doesn’t matter who you are, where you’re from, what the weather’s like, or what day it is—this happens every day. The only thing we can do is hope that stories like this one will impact you enough so you choose not to drive when you’re under the influence of drugs and alcohol. On the afternoon of September 26, 2009, we received a phone call from our son Max, a rising minor league baseball pitcher. He seldom called home to make small talk, but this occasion was his most rewarding to date: at Bright House Field in Clearwater, he threw three scoreless innings against the Phillies. That performance confirmed his feelings that he really belonged as a pitcher at that level. This call was to share his feelings with his mom and dad. Great opportunities were on the horizon! Max was a hard-working, serious student of baseball. He was a positive influence on many of his friends. Even though there were many non-believers who told him he would never make it, this only served as fuel for Max’s desire to succeed.
We stayed with him afterwards, hoping for a positive outcome. None of us realized the extent of his injuries, but one of the nurses was heard saying that it was a miracle he had survived the crash itself. Max died a week later, on October 2, from his injuries. His mom Daveena , his brother Aaron, his girlfriend Angela Lisa, and Aaron’s girlfriend were with him when he died. The driver wasn’t arrested until nearly six weeks later. During all that time, he was driving with no suspended license or any other restriction. Nearly two and one half years later, he was sentenced to 13 years in prison on charges of Felony DUI Manslaughter and Misdemeanor Serious Bodily Injury.

Driving Sober to Save a Life It is often said that out of the darkest times come some of the most positive realizations. That could be said of the nonprofit Driving Sober to Save a Life. The organization started in 2007, after Chris Marcone, 24, drove drunk and struck and killed a 13-year-old girl named Shelby. The car crash and the death of Shelby shattered Chris’s life. Not only was he sentenced to 13 years in prison (one year for each year of Shelby’s life), but he was overwhelmed with guilt, remorse and depression. His father Barry Marcone, was also experiencing guilt and pain over his son and the car crash. Although Barry certainly never condoned Chris’s choice behind the wheel, he was a parent, and as such, felt the intensity of his son’s pain as well as the pain of Shelby’s family. It was so intense that Barry spent many late nights questioning what he did as a parent that could have contributed to the crash. While Barry finally realized that it was his son, not he, who made the bad choice that caused the crash, he felt compelled to try and do something to help other young drivers make better choices than his son made. He knew he had to share his and his son’s story and impress upon others how dangerous it is to drink alcohol and drive. Barry formed Driving Sober to Save a Life. Now in its fifth year, the organization seeks to reach teen drivers and teach them about the consequences of drinking and driving. Barry has traveled all over the United States presenting his story and sharing with teen drivers and their parents. Welcome to the Meagan Napier Foundation website. The foundation is a 501(c) (3) non-profit organization dedicated to the memory of Meagan Napier and her friend Lisa Jo Dickson who were killed by drunk driver Eric Smallridge on May 11, 2002. We have formed this foundation to raise awareness of the dangers of driving under the influence of alcohol and to promote forgiveness and healing. Our families: the Napiers, the Dicksons, and the Smallridges believe it is extremely important to educate everyone about the horrible consequences of drinking and driving. Meagan and Lisa were loved so much and we miss them more than words can say. Their lives were taken in a senseless car crash that could have been avoided. One decision, one moment in time, and many lives were irreversibly changed! Renee Napier, Meagan’s mom, has made it her mission in life to share this story with as many people as possible. She is passionate about saving lives! Since March 29, 2004 she has presented this story to over one hundred thousand people, young and old. In her presentation Renee tells the story, talks about the healing power of forgiveness, shows videos that feature Eric in prison and since April 22, 2010, she has been allowed to have Eric join her as an inmate, bound by shackles and handcuffs, to share his powerful testimony. They conclude with a compelling slide show featuring Meagan, Lisa and Eric. Afterwards, the audience is invited to go outside and take an up close look at Lisa’s mangled car... the car in which she and Meagan died.
