Community Traffic Safety Team Program The Community Traffic Safety Team (CTST) Program is a multi-disciplinary federal, state, and local government-endorsed program developed to reduce the number of traffic crashes that occur on Florida roadways. The program was created in response to the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1990, federal legislation that calls for local participation and solutions to traffic crashes, injuries, and fatalities on local roadways. Our CTST membership consists of professionals in four disciplines: Law Enforcement, Engineering, Emergency Services, and Education. We possess the resources and skills to directly impact the epidemic problems that Florida faces on our roadways. Armed with carefully-developed missions, goals, and objectives, our committees undertake projects and activities and serve as a resource to any and all communities, local government agencies, and roadway users to assist in the reduction of traffic crashes and related injuries and fatalities on our roadways. Saturday, July 25, 2009, is a day I will never forget. Our day started off great. My husband, Chris, and I took our daughters to a photo shoot in north Marion County. I asked my brother, Mike, if I could borrow his good camera to take my own pictures. It’s his prized possession, so I promised to take good care of it. On our way home, we pulled into a Checker’s to get some lunch. As we were sitting in the drive-thru, Mike called. I joked to my husband, “He’s checking on his camera.” Mike asked me where we were, and I told him we were about a half hour from home. I could tell by his voice that something was wrong, so I asked him if things were okay. He told me something happened. Initially, I thought something happened to my pregnant sister-in-law, their baby, or my nephew. I begged him to tell me and after he determined that I was not driving, he told me. I will never forget what he said next: “Jason was in a car accident this morning.” “And?” I said. His reply: “He didn’t make it.” At first, I was in shock; all the details were fuzzy. All we knew was it was a head-on crash, my brother Jason was not in his vehicle, he died at the scene, and alcohol was involved. Mike, my sister-in-law, and I met to compose ourselves before we went to tell my mom and grandma. That was the hardest thing I have ever had to do. To see the look of horror, shock, disbelief, and sheer terror on my mom’s face is something that no one should ever have to feel, and something I will never forget.
In the days and weeks that followed, we found out that the at-fault driver was at three times the legal alcohol limit. He was going approximately 90 mph when he lost control and hit another car head on. Jason, who was wearing his seatbelt, and his friend died at the scene. The other driver died a week later. Those days seemed surreal. I could not believe that this happened to our family. Jason was the kindest, friendliest, happiest, most devoted, and most fun brother, son, and friend anyone could ever ask for. He was always happy and playful. He had just turned 21 a month before. Every day is a struggle. A part of our family is gone. You think it gets better in time and eventually, hopefully, it will. But for now, it has been a little over two years, and the pain is sometimes just as bad as it was that first day. My parents are still devastated. Their worst fear came true—losing one of their children. They will never be the same. There is an empty spot inside of them, inside of all of us, that will never heal. Some days are better than others, and I will admit the good days are starting to outnumber the bad, but the pain is always there. There are days it is hard to look at his picture. On Monday, April 13, 2009, I came home late from my job in Jacksonville. My wife, Norma, had already left to attend church. As I prepared to go to church, I received a call from St. Joseph’s Hospital in Tampa. The person told me that my mother had been in an accident. Without hesitation, I tried to contact my wife and then left for Tampa. When I walked into the hospital, I expected to sign papers for emergency surgery. It never dawned on me that my mother had died. As I introduced myself to the ER personnel, they took me into a room and left me alone. I thought it was strange, but I had no inkling of what had happened. Finally, I was told that my mother did not make it. I asked them to repeat what they had said. I could not believe it. At first, I was so overcome with grief and surprise that I could not cry. My mother’s car is a subcompact, a ’93 Geo Metro. As she sat motionless at a traffic light on Florida Avenue, an impaired driver took her life. He had at least three previous crashes that day before he hit her. Driving his huge Chevrolet Tahoe, he rammed her car from behind. While she held onto her steering wheel for dear life, he pushed her down the street at excessive speed. He bulldozed her car into a utility pole, and then used the pole as a lever to unhook his SUV before he plowed across
Hillsborough Avenue and killed 20-year old Brittany McFarland. He caused Brittany’s car to hit a tow truck and injured its driver. Eleven months after my mother was killed, my oldest daughter died suddenly. At the time of her demise, her baby was not even walking. First I was dealing with my mother’s death, and now I am dealing with the death of my child. On February 5, 2011, my sister, other family members, and I were present to see the impaired driver sentenced to a 21.3-year prison term and a postprison term of 24.3 years’ probation. He will never be able to get a driver’s license. I feel sorry for the driver’s parents because I know what it means to lose a child. I do not hate him, but I feel the Williams and McFarland families have finally received some closure. Our loved ones are gone, but they will never be forgotten. Robert King, Jr. Son of Betty J. On Monday, April 13, 2009, our family had a picnic at Sulphur Springs pool. The spring area is a popular place to see manatees and otters. Our day was good. Later, we all picked up and headed home. As we drove down Florida Avenue, we noticed at least 4–5 helicopters hovering in the sky. A little further up the street, we saw an upside-down SUV, and traffic was being diverted around the crash scene. As we turned with traffic, I saw our picnic toys, beach umbrellas, and sand pails for the kids scattered all over the road. There was a mangled car a little further up, covered with sheets and what seemed like a million fire trucks. I told my husband Ken, “That’s our stuff all over the road … my God, that mangled car is ours!” My husband pulled off the road and ran to the vehicle yelling “Where is my daughter? She was in this car!” Officials told us that Fire Rescue had just left the scene and our daughter was being taken to Tampa General Hospital.
By then, Tampa police were all over the hospital. We found out there was another victim, an older lady that was rammed almost 500 feet to her death by the same madman that hit Brittany. Betty Williams had gone to kiss the feet of her God, and my young daughter Brittany was with her. How could this man drive 17 miles in less than 30 minutes, rampaging through the streets of Tampa, causing 5 crashes and killing 2 women traveling in opposite directions? The driver crawled out of his vehicle and stood up; he had only scratches. The driver is serving only 21 years in prison for the afternoon of destruction and deaths that he caused. Our family is destroyed. Miss Betty’s family is destroyed. For us, it will be longer than 21 years. For Brittany and Betty, it will be an eternity. The Family of Brittany McFarland
The drive to the hospital was the longest ride in the world. Once there, we were escorted into a room. It wasn’t very long before the trauma surgeon and two chaplains came into the room and told us that they were sorry and they had done everything they could do.

Louis Hall Hillsborough County On the night of September 5, 2008, my son Louis sent me a text message that he and his co-workers were going out after work. I LOVE YOU, the message said, I’LL SEE YOU AT HOME LATER. Little did I know this would be the last text message I would ever have from him. His dad was out of the country at the time, and I was alone in the house. At 11:30 p.m., our dog began barking non-stop. I thought Louis had arrived home with a friend. When I went to the front door, there stood two Florida Highway Patrolmen. As I stepped outside, they asked me if I had a son named Louis Hall and if there was anyone else home. I asked them several times where my son was. They then told me about a crash on the Crosstown Expressway. I didn’t hear what they said; I just kept asking “Where is my son?” Eventually, one of the officers told me he had “expired at the scene.” Most of the rest is a blur. My thoughts ran rampant: This kind of thing doesn’t happen to us, they happen to other people! This just couldn’t be real! My neighbor came and stayed with me through the night so that I wouldn’t be alone. My mother came over the next morning, and I told her about Louis’s crash. She asked if he was okay. I had to tell her that he wasn’t, that he had been killed. When we received the crash report, it was a shock to learn that this was considered vehicular homicide. We know that he and his friends went out after work on that Friday night. According to their
boss, no one had more than a couple of beers. Louis got in the front seat of the car with his co-worker to go to Brandon to another co-worker’s house. On the Crosstown Expressway, they were traveling 89 mph at the first impact when the driver lost control of the vehicle, began spinning, and hit the Exit 22 sign post. They spun again and hit the guardrail, at which time the car flipped over, landing on its wheels at the bottom of the embankment. The impact was so great that it appeared to have caused the passenger seat to be moved to the rear of the vehicle so it looked as if Louis were in the rear seat. He was still strapped into the seat, as if he were sleeping. They told me Louis died instantly from a broken neck and that he did not suffer. According to the medical examiner, his cause of death was blunt impact to the head. He also suffered broken ribs and lacerations of many of his internal organs. The police report described this as a violent accident. The driver’s blood alcohol content was 0.12—we all know that 0.08 is considered intoxicated. Louis was 26 years old when he was killed. Our son was a handsome, polite, and respectful young man who positively impacted the lives of many people. I believe that he has left all of us with characteristics and traits that we carry with us in our daily lives and that through our connection with him, we are all better people on this earth. On Sunday, November 18, 2007, my son Nathan passed away in a car accident. His body was ejected from the front passenger seat of an SUV. He had turned 21 less than one month earlier. He was a very handsome young man with dark hair and beautiful green eyes. He had a smile that would make you melt and a heart of gold. I think about him every day. The accident happened less than two miles from our home. We received a phone call from Nathan’s friend who was a passenger in the back seat who said we needed to hurry to the crash site, that Nathan was badly hurt. When we arrived, we pulled up next to an ambulance. I could see inside. The paramedics were trying to resuscitate Nathan. I just stood there, hoping and praying that he was going to be okay. Shortly after we arrived at the hospital, they told my husband and me that Nathan did not make it. We then had the unbearable task of telling our son Brian. The moment we walked into Brian’s room he said “Is Nathan okay?” I remember feeling numb, like what was happening wasn’t real. All I could say was “Nathan died.” And then Brian screamed, “God, please take me, I killed my brother.” I can’t imagine the pain Brian must have felt at that moment.
but his brother Brian was the driver. The days and weeks that followed were filled with funeral arrangements, meeting with lawyers, trying to figure out “why,” why did this happen to our family? Not only had we just experienced the worst, most unbearable pain—losing a child—we were now fearful that our youngest child would be sent to prison. Brian’s blood alcohol level was 0.099. He was formally charged with DUI manslaughter on April 15, 2009. Every day, he lives with the fact that because he chose to drink and drive, his only sibling is no longer alive. Sunday, April 20, 1988, was the beginning of the greatest chapter of our life. Our granddaughter, Meadow Brooke Stickler, was born, and I was lucky enough to be in the delivery room and see that little angel smiling her way into our world. We had no idea this chapter would end on September 20, 1996, eight and a half years later. My daughter was a single mother for five of those years, so we were able to take Meadow away with us for our summers while my husband, Bill, repaired boats all around the country. She had many great experiences—a buggy ride in Charleston, walking hand-in-hand with us all around Chicago, and going to the top of the Empire State Building. We got to enjoy her beautiful smile and her sweet personality in all the places we went and to see the world through her eyes. On our last few days with her, and before I got on a plane to bring her home to start the third grade, we all enjoyed a tour of Philadelphia and the Statue of Liberty. I returned to Bill to finish our work. Just four weeks later, I was paged and told that there had been a car crash and that my daughter was in a coma. No one mentioned Meadow. I figured she wasn’t in the car when this happened. Bill and I flew back as quickly as we could. Hours later, we were running into Bayfront Medical Center to find everyone I knew there, except our Meadow. When I realized she wasn’t there, I knew she was gone.
We had to wait six long years after burying our precious Meadow to finally have our day in court. The driver of the other car was found guilty of DUI manslaughter and DUI bodily harm and started his 12 years in prison. Nothing will ever bring our life back to that happy chapter with Meadow, but thank God for what we had with her. My daughter did come out of the coma and is still dealing with her loss and the remnants of her injuries. Bill and I still travel in the summer in our RV. We had a mural of an angel drawn on the back that represents Meadow. It has a picture of a meadow and a brook and many of the things she liked. She loved nature—butterflies, birds, flowers, especially sunflowers. When cars pass us on the road, many beep and give us a sign that they enjoy our angel. I think when they see the MADD bumper sticker, “A Drunk Driver Killed Our Grandchild,” they understand who our angel represents. Isn’t it too bad that the driver of that car chose that night to consume enough alcohol to put himself into that position? Maybe by hearing Meadow’s story you can think of this beautiful child with her loving smile who had her whole life ahead of her. We will never know where her life may have taken her, but we do know how we feel now. This tragedy will always affect our lives. He loved to play video games and got his first Nintendo system at the age of five. He was a very happy child with a zest for life and loved his family and friends. He was looking forward to graduating with his Class of 2000 and had plans to attend USF in Tampa because he did not want to be too far from home.

Thursday, December 24, 1998, was the day our lives changed forever. Mike was riding as a rear passenger in a Mazda and sitting next to his best friend. They were on their way to play pool that night. One second they were talking about going rollerblading, and the next second a drunken driver who had just been kicked out of a strip bar rear-ended them driving at a speed of over 70 mph. The impact killed Mike instantly; no one else was injured. We never did get to say good-bye to him. I will never forget that Christmas day, when the trooper came to our door with the news. It is often said that out of the darkest times come some of the most positive realizations. That could be said of the nonprofit Driving Sober to Save a Life. The organization started in 2007, after Chris Marcone, 24, drove drunk and struck and killed a 13-year-old girl named Shelby. The car crash and the death of Shelby shattered Chris’s life. Not only was he sentenced to 13 years in prison (one year for each year of Shelby’s life), but he was overwhelmed with guilt, remorse and depression. His father, Barry Marcone, was also experiencing guilt and pain over his son and the car crash. Although Barry certainly never condoned Chris’s choices behind the wheel, he was a parent, and as such, felt the intensity of his son’s pain as well as the pain of Shelby’s family. It was so intense that Barry spent many late nights questioning what he did as a parent that could have contributed to the crash. While Barry finally realized that it was his son, not he, who made the bad choice that caused the crash, he felt compelled to try and do something to help other young drivers make better choices than his son made. He knew he had to share his and his son’s story and impress upon others how dangerous it is to drink alcohol and drive. Barry formed Driving Sober to Save a Life. Now in its third year, the organization seeks to reach teen drivers and teach them about the consequences of drinking and driving. Barry has traveled all over the United States presenting his story and sharing with teen drivers and their parents. The Meagan Napier Foundation is a 501(c)(3) non-profit organization dedicated to the memory of Meagan Napier and her friend Lisa Jo Dickson who were killed by drunk driver Eric Smallridge on May 11, 2002. This organization was formed to raise awareness of the dangers of driving under the influence of alcohol and to promote forgiveness and healing. The Napiers, the Dicksons, and the Smallridges believe it is extremely important to educate everyone about the horrible consequences of drinking and driving. Their lives were taken in a senseless car crash that could have been avoided. One decision, one moment in time, and many lives were irreversibly changed! Renee Napier, Meagan’s mom, has made it her mission in life to share this story with as many people as possible. She is passionate about saving lives! Since March 29, 2004 she has presented this story to thousands upon thousands of people, young and old. In her presentation she tells the story, talks about the healing power of forgiveness, even has been able to bring Eric in handcuffs from prison to speak with her. Afterwards, the audience is invited to go outside and take an up close look at Lisa’s mangled car... the car in which she and Meagan died.
