Public Finance, Infrastructure Planning & Smart Growth TOA is nationally recognized for its work with public finance, including impact fees, special assessments, user fees, and alternative funding methods, successfully completing more than 200 public finance studies throughout Florida and the southeast. Transit Services TOA’s transit planning team is one of the largest in Florida.
