by James Kelly, MD, Lorien Resourcing Welcome to the Lorien Technology Salary Survey for 08/09, we hope that this guide is of benefit to you and that you will come to utilise it in your business. This guide will be an annual view of the salaries across the major technology disciplines on a contract/permanent and regional basis. We would be delighted to hear your feedback and will always be happy to provide you with more in depth information if you have specific skills that we have not covered in this report. I have also provided some personal commentary below as to how I currently view technology resourcing in the market place which I hope provides a balanced opinion as to where our industry may go in the coming 12 months. With the current back drop of economic uncertainty beginning to have a dramatic impact on the numbers of new hires being made by many firms, I have taken time to consider the likely impact on technology recruitment. We have been able to gauge the impact over the last 12 months to position a view of the levels of confidence within our client base about their usage of Technology staff in 2009. The IT recruitment market started to show the effects of the economic downturn during the second quarter of 2008. But the effect is as yet small and does not compare to the calamitous numbers that have been emerging from the financial services, retail and housing markets. IT recruitment companies and IT services companies are continuing to publish robust trading statements with cautious footnotes as to the market performance for 2009. Relative to the first quarter of 2008, IT recruitment is down in both the permanent and contractor markets. However, to put this in context, IT recruitment is at its lowest level since only as far back as 2007, while the retail market has just reported its biggest sales slump since 1986.
Permanent IT jobs are still up on one year ago, and by a healthy 11%, much more than the 1.6% growth in GDP over the same period. The one metric that is a concern for IT professionals is that pay levels are flattening. The rise in the average salary on offer across all permanent job titles was just 0.6%, the lowest level for 5 years, while contractor pay rates, as an average across all technology disciplines, have only showed a small increase of 0.4%. Both figures are well down on the first quarter, when salaries rose 1.4% and rates were up 3%. When I looked back on the impact the last period of down turn in the economy, 2001 –2003, had on Technology resourcing I felt that in many ways technology was blamed for the failure of thousands of new start up businesses. Between 1995 and 2001, a speculative bubble known as the "dot-com bubble" occurred, during which Western stock markets saw an increase in value from the growth of the Internet sector. Bubbles such as this have occurred through out history: in the 1840s, for example, manic buying in the field of railway building lead to a stock market bubble which burst devastatingly in the 1850s. When the dot-com bubble burst in 2001, the result was a mild but long-lasting recession in the Western world. Due to the unknown and innovative nature of online business, many standard business models were abandoned in the 90s in favour of radical new models that focused on brand-building and networking before profits were even considered. The idea was to increase market share whilst operating at a loss. å

á The novelty value of these companies, and the difficulty in valuing them properly, led to an incredible exuberance with which stocks in the new dot-com companies were purchased. This in turn led to them being increasingly over-valued, perpetuating the enthusiasm for buying stocks. Web based technology was at the core of many of these businesses that had invested most of their investment and VC backed pounds in both IT staff and marketing professionals. According to some sources, about 65% of dot-coms folded and many others were absorbed into more recognised brands. Unfortunately, there were thousands of technical experts such as programmers and web designers who were laid off and found them selves in a highly competitive job market. When I look at the causes of the current climate, the reasons for why we are here are very different with investment in and benefits of technology professionals being more fully understood. Businesses invest in IT projects with clearer commercial benefits and process efficiencies at the core of their deliverables, thus technology and its interface with the business have never been closer or more important. A decade ago IT was seen as part of the back office, this is no longer the case and technology is one of the key business drivers. The position that technology now holds within businesses leads me to believe that the recruitment market within Technology will not suffer as it has done in previous down turns. Of course there will be an impact on recruitment volumes in most industries, with financial services attributing with a very large fall in recruiting of 27% on 2007 figures. This sector was the largest for freelance positions a year ago, but it is now in second place behind software companies, which increased it usage for freelance staff by 7% over
the year. There will also be a correction, and in certain disciplines a reduction in pay rates but with commodities, inflation and mortgage rates on a steep decline from last years highs, the over all standard of impact should be negligible. We would forecast that some contract workers may look to the perceived safety of the permanent job market, but once again our belief is that as opposed to a decade ago, attitudes have fundamentally changed to the long term benefits of a permanent post when compared to a contract position. It is also our view that clients will remain committed to contract staff and the usage of this flexible resource, while being a little more hesitant in hiring full time headcount. There is often robust demand for contractors during challenging economic conditions as organisations put off hiring permanent IT staff while still committing to the delivery of key projects. Organisations have been much more restrained in their hiring post-dotcom boom and crash, and have offshored a lot of their skills base since then, so the UK contractor resources they currently have are leaner and less susceptible to cost cutting. Some IT projects that will not yield a short-term return on investment are being given a lower priority, but the market hasn't fallen steeply by any means. á Case Study – RBS
Enterprise Managed Service
RBS are known in the market as one of the largest users of IT contract personnel throughout the UK.
Locations: UK wide including Edinburgh and London.
Requirement: Lorien’s appointment as a supplier came just a couple of months prior to a large integration project, which the Client was unaware of at the time of supplier appointment. The contractor numbers required by RBS meant that Lorien needed to increase the account team’s headcount threefold over a short period of time. In addition it was essential that the account team understood all areas of RBS’ business and built up relationships with the necessary people. The Lorien account team has worked closely with RBS to develop a partnership approach to our overall supply and Lorien’s relationship is now similar to that of a solution provider.
Solution: Lorien aligned different parts of the account team to different areas of the bank. This resulted in a better business and cultural understanding of each area and enabled strong business relationships to be established. The bank also knew who would be dealing with their requirements and who they should contact with any new vacancies or questions, which may have required specific knowledge of their area. Lorien set up a separate dedicated support team to manage all direct contractors and those contractors being migrated/transitioned to Lorien. This enabled the account team to stay focused on meeting RBS’ ongoing recruitment and business needs whilst ensuring a comprehensive and personal approach to the delivery of specific projects relating to the directs and migrated contractors. As a result of the large number of divergent vacancies RBS issued, often simultaneously and with short fulfilment deadlines, it was clear that some of the skills required the input of niche agencies. Thus Lorien undertook a project to set up a number of second tier/niche suppliers to meet the needs of RBS. Lorien tendered for organisations that wanted to be involved in this exercise and approached a number from our knowledge of the market that we believed could add value. For RBS this resulted in them directing all sales calls from other agencies to Lorien with the assurance that it was Lorien’s responsibility to identify and engage those agencies that may be required to ensure all RBS requirements were fulfilled in a timely fashion. Lorien assumed responsibility for engaging all suppliers on compliant terms and margins. Lorien has continuously ensured the niche supplier list is updated and renewed as necessary to meet the bank’s demands.
Results: Lorien has worked on a basis of continuous improvement with RBS and a meeting is arranged with RBS every quarter to discuss ideas for improvement suggested by Lorien. This has proven extremely beneficial in maintaining a fresh and relevant approach to the business needs of RBS and changing market conditions. For example as the contract market boomed during 2004 it became clear that the current process for renewing contractors was not sufficient and that contractors were, at times, leaving to start new assignments elsewhere before being extended. Lorien introduced a ‘13 week’ report, which tracked the renewal process for those contractors with end dates within 13 weeks. This report is produced each week and has helped to reduce the number of contractors not extending, thus having a positive impact for RBS on their project planning. In 2007 Lorien was awarded the Royal Bank of Scotland Approved Supplier status and Supplier Excellence Award. These awards recognise the achievements of RBS’ best performing suppliers and come not only from Group Purchasing but also from the businesses across the RBS group. The requirements for enrolment in the Approved Supplier Programme are stringent. Lorien was evaluated in terms of their Supplier Assessment scores, value contribution, innovation in the delivery of products and services amongst other key factors.

á Case Study – Ordnance Survey Master Vendor
Ordnance Survey is the national mapping agency for Great Britain and one of the world’s largest producers of maps. Ordnance Survey has been providing accurate, reliable and detailed geographic information for more than 200 years. They are a dynamic, modern organisation employing over 1,400 people. Location: Southampton Background: Lorien Resourcing was one of fifteen incumbent suppliers providing contract resource. The Client had a large pool of contractors with the majority on agency margins that were at the upper end of the scale. Out of the fifteen agencies used only nine were performing reliably. OS invited these agencies to tender. Solution: Lorien recognised the Client’s key drivers as being: i)
better cost control
ii) better service from their supply chain This led Lorien’s Customer Solutions division (LCS) to offer a Master Vendor service solution coupled with a leading vendor management software platform. This was with a view to creating a transparent pricing model alongside a streamlined and efficient service plan. Result: Adopting a non-aggressive approach, LCS successfully migrated contractors from the incumbent agencies whilst setting up a select list of second tier suppliers to manage the remainder. LCS set up a preferred supplier list (PSL) of four suppliers, with clearly defined margins, with all aspects of cost visible to the business and senior management. With the cost savings clear to senior management, important buy in to the solution was gained. Utilising the Managed Service solution implemented by LCS, the full year savings for Ordnance Survey were c£350,000. Despite the lack of exposure that the tender process and contractor migration received at high levels, LCS managed a virtually seamless migration and is now achieving 100% service delivery on all roles.

á Case Study – Centrica
Contractor Supply
Centrica was created in 1997 when British Gas plc demerged into Centrica plc and BG plc. The demerger grouped British Gas' gas supply, services, retail businesses and gas production business of the Morecambe gas fields under Centrica. Centrica is the largest supplier of gas to domestic customers in the UK, and one of the largest suppliers of electricity, operating under the trading name ‘British Gas’. Locations: UK wide, primarily Basingstoke and Staines. Solution: Lorien’s relationship originates from initially being a preferred supplier to British Gas, and we subsequently worked with Centrica as it expanded its business including the integration of The AA, Goldfish and Onetel. Lorien is an experienced partner to Centrica and has demonstrated that we have been able to cope with the demands of the different skills and recruitment drives that have been essential to Centrica's business. Lorien has supplied key resources in all areas of Centrica's key projects. These include: • Hestia Project: The introduction of new systems and processes to change the way that Centrica allocated and planned their engineers’ work. This new way of working improved Centrica’s Customer service and had positive benefits for employees as well. • Beacon Project: The introduction of SAP billing and Customer relationship management into the business to replace its existing legacy billing systems. • Jupiter Project: The implementation of an integrated electricity and gas billing system. • SDP Project: Standard desktop programme, one of the largest XP roll-outs, 300,000+, in the industry. Result: Since our appointment to the PSL, Lorien has consistently been one of the top two suppliers from the PSL of five, managing over 100 contractors of a variety of skill sets.
