2014 PROPERTY TAX IMPLEMENTATION With the enormous job of re-evaluating property values for the entire island complete, property owners should have received the new evaluations (and in some cases, have also received revised evaluations). According to Rev & Tax Director Mr. John Camacho, between 40,000 and 45,000 tax bills have been mailed to property owners, with an additional approximately 9,000 tax bills mailed to lenders who maintain reserve accounts to pay taxes in connection with mortgage loans. According to Mr. Camacho, the previous tax rate netted GovGuam approximately $22 million in revenue from real property taxes. With the new evaluation, that amount is expected to net approximately $35 million. While most of us should expect an increase in our property tax bills, there may be some remote properties that may actually reflect a decrease in value. New rates are being implemented and property owners should expect to pay their 2014 property taxes according to the following schedule:
First installment (or if electing to pay in full): April 20, 2014 Second installment (balance due): May 20, 2014 Payments can be made Monday through Friday between 8 am and 5 pm at the following locations: • • •

In anticipating of receiving the extension, the Board continues to accept appeal applications, however, the extension request is currently under legal review to determine if such an extension requires legislative approval. At this writing, the real property division of Rev & Tax has received 654 appeal requests that they are currently processing. If you have filed an appeal, you may not be required to pay the tax until your appeal is addressed. Make sure your appeal is properly filed though, so you don’t end up on the Delinquent Property List, which will be published on June 8, 2015!

A better factor is the difference between listing prices and the amount homes actually sold for. That can help you judge agents’ skill at accurately pricing homes and marketing to the right buyers. It can also help you weed out agents trying to dazzle you with a lofty sales price just to get your listing.
