Message from the Town Council Welcome to the Spring 2018 Live Locally Newsletter! As the weather improves and temperatures climb people will be heading outdoors. Right in time for the Danville sports fields and dog park to reopen. A winter spent maintaining and repairing our green spaces has left them ready to greet our local teams and furry friends. Inside these pages, you can learn about the Town of Danville’s partnership with MCE Clean Energy and how you’ll be saving money and helping the environment at the same time. Or get the lowdown on the Town’s budget process and see how we continue to spend taxpayers’ dollars wisely. Our center section gives you a look at how you can Live Locally by enjoying the outdoors and what our amazing businesses and services have to offer. We’ll also share how shopping locally instead of online is vital to supporting public safety, roads, parks and the services residents rely on. Plenty of fun for the little ones, as we gear up for the annual May the 4th Be With You Star Wars celebration, the Children’s Art Festival, and Earth Day. In the area of public safety, get tips on what you can do to crimeproof your home. There’s also info on how to safely dispose of prescription medicines to keep them from being misused, and an article on a new program aimed at seniors designed to let them know that You Are Not Alone.

Using Taxpayer Dollars Wisely: BUDGET AND CAPITAL PROJECT PLANNING
Each spring, hundreds of cities throughout California begin the budget planning process for their upcoming fiscal year, which begins on July 1. The Danville Town Council is scheduled to review the Fiscal Year 2018/19 Operating Budget and Capital Improvement Program (CIP) in May. The Town’s largest source of revenue is property tax, which is projected to close at $13.04 million in 2017/18. Of those funds, the Town of Danville receives $7.50 out of every $100 collected. The second largest revenue source is sales tax, projected to total $5.31 million for 2017/18. These revenue sources help fund town services, including police, parks, roads and other services. This is one reason why the economic vitality of Danville is important: supporting local business directly supports the services our community relies on. Municipal services are delivered based on priority needs, and delivered through a combination of Town personnel, and public-private partnerships. In 2017/18, Police accounted for the largest share of spending (29.3%), followed by Maintenance (23%), Development Services (13.5%) and Recreation, Arts and Community Services (12.9%).
HOW YOUR 8.25% SALES TAX IS DISTRIBUTED When you spend $10 on a taxable item in Danville, you pay $0.82.5 in taxes. Of that, 10¢ goes to the Town’s general fund for police, maintenance and other community services.
State of California (6.25% sales tax)
The Town Council will hold study sessions on the budget during the month of May, and the community is invited to attend. For more information, contact Finance Manager/Treasurer Lani Ha at (925) 314-3358 or lha@danville.ca.gov or visit www.danville.ca.gov/budget.
HOW PROPERTY TAX IS DISTRIBUTED Town of Danville (1% sales tax)

Opt-Up to Cleaner Energy On April 1, Danville became one of the latest municipalities to use MCE as the primary electricity provider. The Town joins Alamo, Blackhawk, San Ramon, Walnut Creek, Lafayette and a number of other Bay Area communities receiving electricity from MCE. Joining MCE expands the community’s access to more competitive electricity rates, accelerates the use of renewable energy, and increases consumer choice.
While MCE sources electricity (at a minimum of 50% from renewable resources compared to PG&E’s 33% renewable), PG&E will continue to deliver power, maintain transmission lines and poles, and handle billing for Danville residents and businesses. Utility costs will likely remain the same or be slightly lower than PG&E. Look for your first bill with MCE charges in May. Want to be even more energy conscious? All MCE customers are invited to “opt up” to MCE’s Deep Green service option, which is 100% renewable, Green-e certified power from pollution-free solar and wind sources in California. Opting up to Deep Green is only one penny per kilowatt-hour ($0.01 / kWh) more than MCE’s standard Light Green 50% option. (It’s about $4 more for the average home’s monthly usage). To opt up, visit www.mcecleanenergy.org/dg-enroll. For more information about MCE’s program, visit www.mcecleanenergy.org/contracosta or call (888) 632-3674.

Local Teens Learn Job Skills as Town Camp Summer Staff Each year, the Town of Danville depends on nearly 100 seasonal employees to help teach, develop, entertain, and, most importantly, serve as role models to the young children of the Danville community. Approximately 90% of summer camp staff reside in the Danville area and are students or graduates from San Ramon Valley and Monte Vista High Schools. Camp counselor and lifeguard positions offer many development opportunities to those who are new to the work world including communication, teamwork, and responsibility; all skills that will benefit the community at large long after the
summer season has come to an end. All selected staff go through extensive training to ensure pertinent skills and techniques are mastered. The Town of Danville is currently recruiting responsible and enthusiastic individuals to lead our annual summer camp and aquatics programs. Summer programs run from June 4 to August 3, 2018. Applications are due no later than April 27, 2018. For more information or to apply, visit www.danville.ca.gov or contact Human Resources Analyst Megan Shannon at mshannon@danville.ca.gov.
VEHICLE FEES AND GAS TAX HELP FUND LOCAL ROAD REPAIRS In April 2017, the California Legislature passed Senate Bill 1 (SB 1)—the Road Repair and Accountability Act of 2017. SB 1 is a statewide transportation infrastructure investment package that will generate $54 billion over the next decade to repair and maintain California’s aging transportation infrastructure including roads, freeways, bridges, transit, and help relieve traffic congestion. The revenues will be generated through a combination of sources such as gas tax and
4
vehicle fees, including a new registration fee on zero-emission vehicles. Of the $54 billion, half of the new revenue will go directly to local agencies. Danville is expected to receive approximately $242,000 in 2017–18 and $700,000–$800,000 annually in the years following, which will be invested exclusively in paving and maintaining our streets. To learn more about SB1 visit www.rebuildingca.ca.gov.
Downtown Parking Update
New Teen Zone at the Danville Library
The Town of Danville works hard to ensure that there are sufficient parking opportunities for visitors, patrons, merchants, and employees. Unlike many municipalities, the Town of Danville provides free public parking for the entire downtown area.
In December, a new teen zone was unveiled at the Danville Library. The repurposed area, which replaced outdated reference shelves, includes collaborative seating for over 25 teens. The orange and burgundy décor provides an inviting space for teens that matches the library’s trademark colors with an extra punch of brightness. The space also features a charging tower for tablets, laptops and mobile phones.
In December 2017 the Town completed the Rose Street Parking Lot Project, which increased parking in this downtown parking lot by 78 spaces, and has helped to provide additional parking to an area with some of the highest parking demands.
“There are distinct spaces at the library for young children and adult readers,” said Danville Library Manager Seng Lovan. “Without adding any additional square footage, we were excited to be able to gather input from the library’s Teen Advisory Board to re-envision a current area and create a bright new space exclusively for teen students.”
FUTURE PROJECTS In addition to the completed Rose Street Parking Lot expansion, the Town is embarking on two more projects downtown: 1. Village Theatre Parking Lot Improvements Project—Serving the downtown core and the Front Street Arts District, this project will expand the existing Village Theatre parking lot to the east and will increase the total number of parking spaces in the lot from 69 parking spaces to 201 spaces. This project is expected to be completed in winter 2018/19.
The Danville Library is the highest circulating library in Contra Costa County and has served over 5 million visitors since its opening in 1996. It is open to the public Monday through Thursday from 10:00 a.m. to 8:00 p.m., Friday and Saturday from 10:00 a.m. to 6:00 p.m. and Sunday from 1:00 p.m. to 5:00 p.m. For more information about the Teen Zone, contact Administrative Services Director Nat Rojanasathira at (925) 314-3328 or nrojanasathira@danville.ca.gov.
2. Sycamore Park and Ride Expansion Project—This project, located 1/3 of a mile from historic downtown at Sycamore Valley Road and Interstate 680, will increase parking from 240 parking spaces to approximately 356 spaces and will feature bicycle facility improvements, electric vehicle charging stations, and access to the Iron Horse Regional Trail. This project is expected to be completed in fall 2019.
SB 1 INVESTMENTS:
$5.4 BILLION
invested annually in California transportation infrastructure
$26 BILLION directly to cities and counties over 10 years

Volunteers range in age from teens (with adult supervision) to seniors themselves. No yardwork experience is necessary. Volunteers are assigned to houses based on home assessments made by the Maintenance Services Department, who determine size and scope of each home project. Homeowners should be 55 years or older and live in Danville to apply. Senior homeowner applications are available at the Danville Senior Center or by calling (925) 314-3430.

Revitalizing the Play Area Surface at Sycamore Valley Park The Town of Danville has a wonderful series of parks and play facilities for younger residents, and occasionally those areas need a bit of love and care. One such project that happened late fall and early winter at Sycamore Valley Park was the revitalization of the play area. The project gave the safety surface some much-needed refurbishing while working to maintain the beautiful butterfly pattern established when the surface was first poured. The park reopened in early 2018. For more information, contact Landscape Architect Bob Russell at (925) 314-3315 or brussell@danville.ca.gov.

TIPS TO IMPROVE HOME SECURITY Crime Prevention Through Environmental Design (CPTED) is a crime prevention philosophy based on the idea that the proper design and effective use of the environment can prevent crime and increase quality of life. Below are some simple fixes you can implement to increase the security of your home. Keep bushes in front of your home trimmed to 36 inches or lower. Trees should be trimmed so that canopies are higher than 7 feet.
Purchase a locking mailbox to reduce the chance of mail theft.
Update exterior lighting and consider motion detectors and LED lightbulbs for increased visibility.
Store valuables in a locked shed out of view (e.g., bicycles, grills and lawn mowers).
Consider installing surveillance cameras and an alarm system.
Lock windows and doors whenever possible.
Keep up on landscape maintenance and basic repair of your property.
YOU ARE NOT ALONE Install and use deadbolts. Consider updating older exterior doors such as garage side doors.
Keep windows clear of debris and shrubbery to increase visibility out to the street.
Prescription Safety While prescription medications are able to provide relief from pain and improve the quality of life for individuals, the potential for abuse has risen significantly. The abuse of pain medications has risen in recent years. It is important that parents and caregivers practice safe medication use and storage. THE FOLLOWING TIPS CAN HELP: Follow all directions on prescriptions Do not drink alcohol without doctor approval Keep track of how many pills are in each bottle Keep prescription drugs in a safe location Do not tell children medicine is candy as an
incentive to take it
Twist child-safety caps on meds until a click is
heard
If a medication becomes discolored or begins to
smell different, contact your physician
Unwanted prescription pharmaceuticals may be dropped off at the Danville Police Department, located at 510 La Gonda Way. For more details contact the Town of Danville Police Department at (925) 314-3700.
The Danville Police Department is implementing a new program for seniors in Danville. ‘You Are Not Alone (YANA)’ is a free service offered to Danville seniors who may live alone, or have minor medical issues but are still largely independent. Some of these residents may not leave their homes often, and may not have local family members to check in on them regularly. As a part of the YANA program, members of the Danville Police Department’s Volunteers in Policing (VIP) Program will perform weekly visits to residents who register for the YANA program. ‘You Are Not Alone’ offers peace of mind for people unable to leave their homes on a regular basis. The program is operated in several other communities and has been credited for saving the lives of residents who live alone and may have fallen or become sick. If you are interested in participating in YANA, or know someone who may benefit from it, contact the Danville Police Department at (925) 314-3700 to sign up or learn more.
