Message from the Town Council Happy spring! As the days grow longer and the temperatures get warmer, the Town of Danville is preparing for a great spring and summer of activities. And our Live Locally newsletter has all the information on what’s to come. In this issue, we take a look at some upcoming and ongoing projects, including the expansion of the Park & Ride on Sycamore Valley Road and completion of the renovations at Hap Magee Ranch Park. Got teens looking for summer employment? The Town is hiring, as we seek to fill dozens of summer camp and lifeguard positions. Our center section takes an in-depth look at Emergency Preparedness. With California facing possible emergencies such as earthquakes, wildfires, and public safety power shutoffs, we provide tips on important safety issues like what to put in your gobag, or how to stay up to date on information during a crisis. Our police department also has a number of tips to offer. Watch for ideas on how to prevent package theft or auto burglary. And with end of the school year events like Senior Ball or graduation, we provide an explanation of the social host law in Danville. Bicycling is a major pastime in the Tri-Valley, and the Town’s Transportation staff is working on a Master Plan to improve safety for our area cyclists.

Legislative Advocacy— How the Town works for you Every year, the state legislature authors thousands of bills, hundreds of which make it to the Governor’s desk for consideration. In 2019, a total of 2,625 bills were introduced. Of these bills, 792 started in the Senate and 1,833 started in the Assembly, with 1,042 making it to Governor Newsom’s desk. Of those, 870 were signed into law.

Dublin, Pleasanton, and Livermore on a legislative platform, with local control and transportation funding being the top priorities. To assist in these efforts, the Tri-Valley Coalition (TVC) is working with Townsend Public Affairs (TPA) to advocate for and promote TVC interests at both state and federal levels.

What is the Town of Danville’s role in all this? In Sacramento and in Washington, D.C., the Town advocates on behalf of policies and projects that support Danville and the Tri-Valley region, communicating with key lawmakers and making sure the Town’s voice is heard.

In the past two years, TPA has helped the TVC to speak with a single voice representing over 365,000 people, making significant inroads on issues where individual City/Town efforts would have been less effective.

Fortunately, we are not alone in this effort. For the past eleven years, the Town has worked collaboratively with the cities of San Ramon,

THE POWER OF PLAY TIM MCGRATH, Program Coordinator for Youth/Teens Recreation gives the opportunity to imprint the power of play onto our developing young communities. When youth are given the chance to play with their peers it creates opportunities to generate new connections, expand social skills, and learn the nuances of their physical changes. Play-based environments also provide an escape for children that may be struggling, and allow them to embrace a moment of normalcy in a potentially chaotic life. With ever-expanding demands for achievement becoming a predominate factor in children’s lives, play creates foundations to help alleviate stress, create friendships, gain self-esteem, and explore the physical and emotional landscapes in which they reside. Arts and Rec on the Go is an impromptu program designed to leverage the power of play in order to enhance our patrons’ park experience. Games, crafts, and activities transform our parks by gathering children and parents together to enjoy the natural assets of our Town in a different way. Whether it be the intergenerational games of cornhole and badminton, or a chance for a grandparent to read a picture book to their grandchild, Arts and Rec on the Go encourages people to come, enjoy, play, and discover new experiences in Danville parks.

Revitalizing Plant Life on Danville Medians Town of Danville medians and entry points are seeing an ongoing replacement of plant life as the Town works to recover from recent drought years. The years of low rainfall winters have had a severe impact on plant material, so vegetation in poor health will be replaced with healthier, more drought-tolerant varieties. Initially, the plants used will require water upfront; however, once established they will require significantly less water. Areas that will see fresh plant material include: • Morninghome Road north entry • Brookside Drive north entry • Sycamore Valley Road medians near Park Hill Road and Greenbrook Drive • Medians along Tassajara Ranch Drive Future planting projects will take place along the west side of El Capitan Drive, El Cerro Boulevard, Camino Ramon and Greenbrook Drive. UPGRADING THE TRAFFIC SIGNAL CONTROL SYSTEM Throughout spring 2020 the Town of Danville will begin the first phase of a system-wide upgrade to its aging traffic signal equipment.

This Capital project will include replacement of antiquated traffic signal controller technology with new, advanced hardware that will position the Town to adapt to emerging vehicle technologies and provide the ability to better synchronize traffic signals and smooth traffic flow throughout town. The first phase will replace the controllers at 25 of the Town’s 54 signalized intersections. The project also includes replacement of the traffic signal system monitoring software that will improve Town Transportation staff ’s ability to monitor, anticipate, and react to changes in traffic patterns. In all, the project will be completed in three phases over the next three years and will result in a more efficient and safe roadway network for drivers, cyclists and pedestrians traveling in and around Danville.

Developing a Town-Wide Bicycle Master Plan From March 2020–21, the Town of Danville will develop its first ever Bicycle Master Plan, providing the community with a clear vision for implementing bicycle-friendly streets that encourage riders of all ages and abilities to bike as a means of travel. As part of developing a Bicycle Master Plan that will reflect the values, interests, and needs of the community, the Town will host several in-person community engagement events. Additionally, a project webpage will be available, complete with an interactive map where community members can provide input about how they use the Town’s bicycle facilities today and opportunities to make improvements in the future. 2020 Community Bike Fest Coming Soon Oil up your chain and get your bikes ready! The Town of Danville is excited to announce that on May 9, 2020, San Ramon Valley Street Smarts will host its first Community Bike Festival from 10:00 a.m. to 2:00 p.m. at Iron Horse Middle School, 12601 Alcosta Boulevard. Bring the family down to get your bikes and helmets checked out by local bike shops, try a skills course designed to test your riding skills. Enjoy a variety of gourmet foods from our local food trucks, while viewing exciting entertainment. All members of the community are invited to attend this exciting inaugural event. You will ride away having had fun while learning how to bike safely along the many beautiful streets and trails within the San Ramon Valley and beyond. Renovated Hap Magee Ranch Play Area Reopens The newly revitalized playground at Hap Magee Ranch Park is officially open for play! New play equipment has been installed at the park bringing interactive features to challenge and entertain the community’s youngsters. The new rubber surface will provide a more comfortable and safe area for the children to play, especially in the water feature area.

PARK & RIDE IMPROVEMENTS With the rising number of commuters, it is becoming more important than ever to provide as many parking spaces in the Sycamore Valley Road Park & Ride as possible. To respond to that need, an expansion project is under design by the Town to provide an additional 120 parking spaces. The Sycamore Valley Road Park & Ride Expansion Project is designed to create improvements for commuters and Iron Horse Regional Trail users. This will be achieved by:

One of the most important things a resident can do is take steps to be prepared. Having a baseline plan and supplies set aside in the event of a disaster is critical in keeping your family safe for those crucial first few days.

WHO NEEDS A TOWN OF DANVILLE BUSINESS LICENSE?

The Best Summer Job Ever! Each year, the Town of Danville depends on nearly 100 seasonal employees to help teach, develop, and safeguard Danville youngsters at summer camps and programs. In addition, they help serve as role models to the children who attend these programs. Camp counselor and lifeguard/swim instructor positions offer many developmental opportunities to those new to the workforce, in areas like communication, teamwork, and responsibility. These life skills will benefit staff long after the summer is over and into their future. All selected staff go through extensive training to ensure pertinent skills and techniques are mastered. The Town of Danville is currently recruiting responsible and enthusiastic individuals to lead our annual summer camp and aquatics programs. Summer jobs run from June 1 to July 31, 2020. When getting ready to start your business, one of the things you’ll need to apply for is a business license. Any business generating revenue within the Danville Town limits is required to obtain a business license, including home-based and online businesses. Home-based or online businesses are defined as any business that does not have a commercial storefront, office, commercial or industrial location even if sales or services are performed outside the residence. Business licenses must be purchased annually, with the license being good from July 1–June 30. Business license applications and more information can be found online at www.danville.ca.gov/businesslicense. Existing business owners can renew online during the annual renewal period, beginning June 1 through September 30. If your business is located within the Town limits: it is important to notify the Town of Danville in writing or via email if you move or close your business, in order to avoid accumulation of fees. PREVENTING AUTO BURGLARIES Auto burglary is one of the most common crimes occurring here in Danville. Here are a few simple tips to help keep you from becoming a victim.

Do not leave purses, laptops or other items of value inside your car, even for a short time

Remove backpacks, gym bags and lunch bags from your vehicle

Lock your doors, roll up all windows and arm anti-theft devices Store empty bags used for shopping in your trunk or out of sight

Park in well-lit areas so a potential thief could be seen attempting to get into your car

Remove any loose change or cash from your vehicle or store it out of sight

Never leave keys in your vehicle, even if they are hidden from view


PACKAGE THEFT PREVENTION With package theft more prevalent than ever, here are some tips to keep your packages safe.

Have your packages delivered elsewhere, such as your workplace, a P.O. Box or Amazon locker

If you will be away or on vacation, arrange for someone else to retrieve your packages

Require a signature upon delivery so you can be sure the package won’t be left unattended

Subscribe to delivery alerts so you know exactly when packages will be arriving

Consider installing a video doorbell or surveillance system to keep an eye on deliveries

Request nondescript packaging at checkout (choose “gift” options)

WATER FEATURES Water features at Sycamore Valley Park and Hap Magee Ranch Park are open for the season. Water features operate from noon to 6:00 p.m. weekdays and 10:00 a.m. to 6:00 p.m. on weekends.

Traffic Safety on Danville Roads One of the top priorities of the Danville Police Department is traffic safety on our roadways. In 2019 traffic accidents in town increased by approximately 11% from 2018. To combat this trend, the Police Department’s traffic unit is upping their enforcement efforts with the aim of reducing the harm and damage caused by crashes on public roads. Some of the most common causes of traffic accidents are unsafe speed, improper turning movements, and driver distraction/inattention. These are all avoidable issues, and drivers need to take this into account when they get behind the wheel. The bulk of traffic accidents in Danville occurred in the downtown, the Sycamore Valley Road/I-680 interchange, and near the intersection of Camino Tassajara and Crow Canyon Road. The Danville Police Department encourages drivers to pay attention behind the wheel, avoid distractions, and watch your speed. Together, we can make the Town of Danville a much safer place for all.

A Safe Prom/Graduation Season As we approach the end of the school year and the start of summer, the Danville Police Department would like to remind the community about the dangers of underage drinking. Law enforcement officers consistently see a spike in alcohol-related incidents and emergencies for youth in the months leading up to and during the summer. Senior Ball and Graduation are important milestones to celebrate, but the Danville Police Department is urging residents to keep alcohol off the guest list. Teenage brains are more vulnerable to alcohol. Alcohol impairs judgment and can lead teens to make poor decisions, engage in risky behaviors or put themselves and others at risk. In some cases, parents believe that by providing a “controlled environment” for kids to drink, and “monitoring” a party by not allowing kids to drive, they are keeping kids safer. Not only is this untrue, it’s illegal. As a reminder, under the Town of Danville’s Social Host Ordinance, adults can be held criminally and/or civilly liable if they are caught hosting a party where minors are consuming alcohol or marijuana. Under the ordinance, adults don’t even have to be home to be found responsible. Violators can be cited and face fines of up to $1000. Likewise, those over the age of 21 who buy alcohol for underage individuals can also be held liable if something happens to the person they purchased the alcohol for. If you have children or family members in this age bracket, please remind them of the potential risks of purchasing for minors. Remember—be the parent and not the friend and don’t encourage or support underage drinking. Ask questions about where teens are going, speak to other parents to determine the plan. You aren’t being over-protective, you are being proactive in keeping kids safe.

NEWEST PUBLIC ART IS ALL HEARTS Ready to fall in love? Come to downtown Danville this summer to find a work of art that makes your heart sing. Starting in June, the Town of Danville’s latest public art display, Hearts around Hartz, will provide a lovely scene as you stroll through downtown. Similar to last year’s Dogs of Danville, there will be 15 heart sculptures measuring nearly 5 feet tall, that will grace downtown Danville all summer long. Each will be decorated by a different artist and placed outside for the public to enjoy. A call for artists for this project went out in December 2019 and over 150 artists submitted designs. With so many unique and beautiful designs, selecting 15 was a challenge. The selection committee made sure to pick a variety of styles to provide a wonderful array of heart art. An opening reception for the public art display will be held June 4, 2020 at the Village Theatre Art Gallery, 233 Front Street. From 5:00–7:00 p.m. the hearts will be on display in front of the gallery before heading to their summer-long locations. Come and meet the artists, enjoy refreshments, and be a part of this heart-stopping exhibition. Join the Danville Youth Council Do you have a middle or high school aged student who has an interest in being involved in their community? If so, they should apply to the Danville Youth Council (DYC). DYC is an engaged and dedicated group of students interested in bettering their community. The DYC is a great opportunity to improve leadership skills, and make a difference for your fellow students. DYC members address teen issues in the community, educate their peers through social media and events and help design better recreational opportunities for teens in our area.

The DYC meets 4:30–5:30 p.m., once a month from September–May in the Town Meeting Hall, 201 Front Street. Get Egg-cited for Eggstravaganza Hop on down to the Danville Community Center on April 11, for a fun-filled morning as the Town of Danville holds its annual Eggstravaganza. Families are encouraged to come and enjoy arts and crafts, snacks, facepainting and more family friendly fun at this popular event. Egg hunts are organized by age so every child has an equal opportunity to find eight treasure-filled eggs. Bring a camera and take your little one’s picture with the Spring Bunny and the Spring Duck. The event will take place rain or shine. Eggstravaganza is set for Saturday, April 11, 2020 at the Danville Community Center, 420 Front Street. Sessions will be held from 9:00 to 11:00 a.m. and 11:30 a.m. to 1:30 p.m. Due to the popularity of the event, pre-registration is required.
