Welcome to the summer edition of the Live Locally Newsletter. In these pages, you can learn about many of the different aspects of Danville and how they affect you, the community. As you can see from the cover, we make good use of our parks all summer. Music in the Park turns Oak Hill Park into your own concert hall each year, and Moonlight Movies makes the Town Green your own personal drive-in theatre. Inside, learn about some of the projects happening in Town, like the replacement of our streetlights with energy efficient LEDs, or the upcoming expansion of the parking lot at the Village Theatre and Art Gallery to add 139 new spaces to our downtown parking. Downtown Business District Ordinance Adds Flexibility to Retail Uses Downtown Danville is considered by many the “heart and soul” of the community. Since incorporation in 1982, the Town has been committed to maintaining its smalltown character and promoting economic vitality. As part of the Town’s commitment to supporting local businesses and maintaining the unique small town character, the Town Council recently updated the Town’s Downtown Business District (DBD) Ordinance, which guides where the different types of businesses can be located and the appearance of proposed new developments. In order to allow retail stores to better compete with online commerce, the Town DBD Ordinance updates are designed to allow additional flexibility for retail stores to provide “experiential uses,” to complement their retail sales. For example, a beauty supply store may now incorporate a beauty salon area where customers can sample the store’s products. Or, a ballet clothing store can now incorporate dance classes. The idea is that these kinds of blended uses provide an experience that you can’t get online. Additionally, the DBD Ordinance was revised to allow additional flexibility for restaurants related to indoor and outdoor seating. The entirety of the new DBD Ordinance (Section 32-45 of the Municipal Code) can be found at www.danville.ca.gov. Free Public Wi-Fi System Expanded Danville’s publicly accessible Wi-Fi system has been upgraded! The new service provides free wireless Internet access to those visiting community facilities. The Wi-Fi service has a more robust connection with broader range, as well as faster upload and download speeds. The Wi-Fi system extends out onto the Town Green and to several public facilities in town, such as the Danville Community Center, Village Theatre & Art Gallery, Veterans Memorial Building and Senior Center, Oak Hill Park Community Center, and the Town Offices. To access the free service at one of these locations, look for the wireless network called “DanvilleFreePublicWiFi” and try it out. Users should keep in mind that, as with all public Wi-Fi connections, whether hosted by the Town of Danville or at a favorite coffeehouse, no network communication is 100% secure. When logging into any public Wi-Fi network, use common sense and avoid logging onto websites where cybercriminals can capture identifying information (such as online banking networks). Village Theatre Parking Lot Improvements to Begin As the Town continues to work on improving the amount of parking available to residents, another new project near the Village Theatre & Art Gallery gets underway this summer.

200 public parking spaces. The project will be completed with the inclusion of landscaping, lighting, and the construction of bioretention facilities for storm water management.

The Town is moving forward with the construction of a new surface parking lot located on Front Street to the south of the Village Theatre. To construct the parking lot, the existing building located at 279 Front Street will be demolished. As the project proceeds, the parking on the Village Theatre Site will be reconfigured and integrated into the design to create one large lot consisting of approximately

Town of Danville 2018/19 Budget & CIP Approved Careful planning, both in the way the Town is run and in how funds are spent, are a large part of the reason that Danville has weathered the financial downturns of recent years with little, if any, detrimental effects. A months-long budgeting process is at the heart of that planning, and it ended in June with the Town Council approving a spending plan for the coming year. The 2018/19 Operating Budget and Capital Improvement Program (CIP) reflects that careful financial stewardship. All planned services in the $33,880,496 budget address the Town’s highest priorities as established by the Town Council. The budget is balanced, prudent reserves continue to be maintained, and forecasts show that Danville is holding to a course that is fiscally sustainable. As part of the process, the Budget and CIP were reviewed by the Town at public study sessions on May 1, 8, 15 and 22, 2018. The Town Council then met to approve the budget at their June 6 meeting.

SHEDDING LED LIGHT ON THE DOWNTOWN In the past few years, the Town of Danville has replaced 84 high-pressure sodium streetlights with energy-saving LED streetlight fixtures. Shown above are new LED lights adorning Hartz Avenue downtown. Following the completion of the North Hartz Avenue and Railroad Avenue Beautification Projects, the Town has replaced the remaining 58 street light fixtures and 32 new street light poles inthe downtown area. These included those on the north part of Railroad Avenue, the Clock Tower Parking Lot and Diablo Road. Future street light replacement projects include the Railroad Avenue Parking Lot and San Ramon Valley Boulevard from Hartz Avenue to Sycamore Valley Road.

TOBACCO RETAILER MORATORIUM EXTENDED Discussion over the location of two businesses in Danville aimed at selling tobacco prompted action in February 2018 by the Town Council. Following a surge in applications and plans by two businesses to open tobacco retailers in close proximity to Danville schools, the Town Council adopted a 45-day moratorium on any new tobacco retailers, as well as hookah or vapor lounges. After further discussion, at the end of the moratorium, the council voted to extend it for an additional 10 months for a total of one year. This was done to provide adequate time for the council to study the issue and consider additional regulations. Councilmembers cited the importance of promoting health in the community and particularly among youth, and how this decision is in line with their commitment to an outstanding quality of life for everyone in Danville. Since the growth in popularity of vaping or the use of electronic cigarettes, youth tobacco use rates have significantly increased. According to the 2017 California Healthy Kids Survey, administered in the San Ramon Valley Unified School District, 24% of 11th graders report having used a vaping device at least once where only 7% report smoking a cigarette. Volunteers teach ‘hands-free’ CPR at the Emergency Preparedness Fair

Get Prepped at the Emergency Preparedness Faire The 2018 San Ramon Valley Emergency Preparedness Fair is set for Saturday, September 29. The community is invited to join the Town of Danville at Central Park in San Ramon from 10:00 a.m. to 2:00 p.m. for a great series of classes and demos. There will be over 50 different booths and displays including a police K-9 demonstration, bomb squad booth, technology center, and vendors selling emergency prep gear.

Earthquake awareness will be a central theme, with a class taught by Earthquake Geologist Emeritus David Schwartz of the United States Geological Survey (USGS). Food trucks will be on hand, so have lunch in between demos. Bring the whole family to this great, fun and free education event.


Teen Centers A GREAT AFTER-SCHOOL ALTERNATIVE

Even though summer is in full swing, school bells are right around the corner and the Town of Danville is getting ready to reopen Teen Centers at Charlotte Wood, Los Cerros, and Diablo Vista Middle Schools. Teen Centers are an after-school program offered through the Town of Danville. The program provides an enriching and engaging experience for middle school teens. Students join Town staff in outdoor games, activities, a daily snack and more. The Teen Centers follow the San Ramon Valley Unified School District school calendar and are open from school dismissal until 5:30 p.m. every school day. Enrichment opportunities such as acrylic painting and cooking are offered in the Teen Center for the teens at an additional fee.

The use of alcohol by minors and the potential harmful effects have long been an issue of concern in Danville, especially as prom time and graduation roll around. The legalization of marijuana in California has added a new layer to those concerns, prompting a change to the Town of Danville’s Social Host Ordinance.

The Social Host Ordinance allows police to fine adults who host social gatherings in which alcohol and marijuana are being consumed by minors. The fines for violators can be up to $1,000. Renovating Hap Magee Ranch Park Play Area The 11-year-old play area at Hap Magee Ranch Park is overdue for some needed attention, and it is now on the schedule to get an upgrade later this year.

The Town of Danville is the lead agency in charge of maintaining Hap Magee Ranch Park, in cooperation with Contra Costa County. Both agencies are responsible for the maintenance and funding for the park. Danville’s parks are a popular attraction with younger residents

FAMILY FUN AT MOONLIGHT MOVIES Bring your blankets, picnic baskets, and family to the Danville Town Green, located at 400 Front Street, for this summer’s Moonlight Movies series. Enjoy crafts and activities at 6:30 p.m. and the film starts at dusk. Shows this summer included Back to the Future and Disney’s The Little Mermaid. Located within the Town of Danville are eleven major park sites, as well as many smaller neighborhood and roadside parks. The Town takes great pride in how these parks are maintained as well as the amenities that they provide to the community.

Every year, Town staff spends tens of thousands of dollars and hundreds of hours responding to incidents of graffiti and vandalism that take place in these beautiful parks. The summer and fall months always see an upswing in park usage. Unfortunately, this is also the time when incidents of vandalism and graffiti are on the rise. Residents are asked to help the Town combat this ongoing issue by reporting the activities listed in the graphic at right.

The Town invites members of the public that live nearby our parks or visitors that notice acts of vandalism, graffiti or suspicious behavior in progress to report these incidents to the Danville Police Department immediately at (925) 820-2144. Reports of vandalism discovered can be submitted by using the Town of Danville’s Danville Connect app. For more information regarding the Town of Danville Maintenance Department, call (925) 314-3450 or send an email to maintenance@danville.ca.gov.

Taking Care of Our Landscaping An aspect of Danville appreciated throughout the Town is the lovely landscaping and green spaces that make the Town look beautiful. These spaces require care, and the Town staff has been busy through the spring on several renovation projects that either have or will soon be completed. Some of these include: the raised median on Diablo Road near I-680; sections of the El Capitan Drive and El Cerro Boulevard roadsides; and in the south parking lot at Osage Station Park. Plant material impacted by drought, pests, and diseases or that had reached the end of its lifespan, is being replaced with fresh, drought-tolerant plantings. This new landscaping will not only enhance the

aesthetics of the sites, but will also be better equipped to handle inevitable future droughts. With that in mind, managing water resources has never been more important and the renovation projects listed above will help in that regard. Additionally, irrigation systems are being modified to promote increasingly efficient watering, which will help keep the plant material alive and thriving while simultaneously reducing water usage and costs. Bark mulch is being replenished at the sites, which will allow the soil to retain more moisture and lose less to evaporation. This multifaceted approach will help the Town continue to protect environmental resources while managing costs and maintenance efforts.

33RD ANNUAL MUSIC IN THE PARK CONCERT SERIES Danville’s much loved outdoor concert series is back for its 33rd year! Fans of live music can expect a variety of exciting and energetic bands to entertain over several Saturdays this summer. Come out and join us for some fun in the sun! This year’s lineup includes: July 7 at Oak Hill Park Stealin’ Chicago This band is dedicated to a faithful re-creation of the music recorded by Terry Kath, Robert Lamm, and Peter Cetera. The unique sound incorporates a strong use of melodic horn lines and THE sound of Chicago. July 21 at Oak Hill Park Touch of Class This well-established R&B, Funk, Oldies, and Standards band features combined vocal harmonies, a heavy horn section, and choreography to create a high energy show. August 11 at The Town Green The Fog City Swampers Whether you’re a “Mississippi Queen” or a “Simple Man,” this Classic Rock band will serve up a generous helping of rock and roll goodness. Expect to hear classics by artists like Lynyrd Skynyrd, CCR, Led Zeppelin, The Rolling Stones, Johnny Cash, and more. All concerts are free and run from 6 p.m to 8 p.m. Concerts at Oak Hill Park will include a selection of food trucks provided by Food Truck Mafia. "One Festival, Two Countries"

UNITES DANVILLE AND NEW ROSS, IRELAND

Each year, the Eugene O'Neill Festival celebrates the life and legacy of America's only Nobel-prize winning playwright and one-time Danville resident, Eugene O’Neill. The festival, organized by the Eugene O'Neill Foundation and co-sponsored by the Town of Danville and National Park Service, features his plays in Danville at both the Village Theatre Art Gallery and at the Eugene O'Neill National Historic Site's Tao House. Eugene O'Neill wrote his final and most memorable plays; The Iceman Cometh, Long Day's Journey Into Night, and A Moon for the Misbegotten; at the Tao House in Danville. Eugene O’Neill’s father James, along with his parents and siblings, emigrated from New Ross, Ireland. Recognizing the cultural ties between the Town of Danville, and Eugene O'Neill's

ancestral home in Ireland, the Danville Town Council formed a 'Friendship City Partnership' with the Town of New Ross, County Wexford, Ireland. Furthering this cultural bond will be an inaugural event titled, “One Festival, Two Countries” where both Danville and New Ross will feature O’Neill’s plays in a civic and cultural partnership. The first half of the festival, the 19th Annual Eugene O’Neill Festival in Danville, will be held throughout September 2018, and the second half, the First Annual Eugene O’Neill International Festival of Theatre, will be held in New Ross October 11–14, 2018.
