Mayor’s Letter Welcome to Portage, home of the ‘the portage’ known today as Wauona Trail. Over 10,000 years ago this trail was used by Native Americans as they made their way between the Fox and Wisconsin Rivers. This trail is 2,700 paces (1.25 miles) and is one of the oldest trails in North America. We are the spot that marks the divide between the upper Mississippi and the Great Lakes’ Watersheds. History of Portage The historical distinction of Portage lies in its unique geographical location between the Fox and Wisconsin Rivers. Here, the two rivers, one flowing north to the St. Lawrence, the other south to the Mississippi, are separated by a narrow neck of land over which, for two

centuries, Indians, missionaries, trappers, traders, adventurers and settlers traveling the waterway had to portage their canoes and heavy packs from one stream to another. The settlement, which grew here because of the resulting traffic, was first known as “Wau-wau-onah,” Winnebago for “carry on the shoulder.” During the French occupation, it was simply “le portage” (from porter: to carry) and was eventually anglicized to Portage. So far as we know, the first white men to visit Portage were the explorers Fr. Jacques Marquette and Louis Joliet, who portaged here on June 14, 1673, en route to exploring and mapping the upper Mississippi. The two men were followed by a slew of others, including Lauant Barth, who arrived in 1792, built a trading post and carried on the first transport activity. He was the original permanent settler.
With the American occupation of the Northwest Territory, the government began to protect its interests by building a string of forts along the now famous Fox-Wisconsin water route. Indian resentment over invasion of their lead mine regions and the exorbitant tolls levied on transport goods resulted in the establishment of Fort Winnebago in 1828 to ensure peace and fair business practices. With the end of the Blackhawk War, European immigration brought to Wisconsin a flood of settlers eager for cheap land. The portage point continued in importance for trade and transportation, and Portage itself grew rapidly as a thriving farm community. The lumber industry brought a tide of hardy woodsmen and rivermen to Portage during its heyday. Agriculture and industry soon took over the lumbering days. Today, the city is a progressive community, treasuring the story of its past, and is eager and willing to share it with visitors and guests. While visiting Portage, you will find that many of our historic sites have been placed on the National Register of Historic Places. A self-guided tour of downtown Portage, which includes a map and building description, is available at the Portage Area Chamber of Commerce office. Location & Transportation State Highways 51 and 16 pass through the city and intersect State Highway 33 in the heart of downtown.
Conveniently located about 35 miles from Madison, 90 minutes from Milwaukee, 3 hours from Chicago and 4 hours from the Twin Cities, Portage is easily accessible by various transportation options. I-90/94 and I-39 intersect just three miles south of Portage. Travelers from Milwaukee, Chicago and Rockford can continue west on I-90/94 to the Twin Cities. Travelers can head north along I-39 to Stevens Point and Wausau.
The Portage Cab Company is available for rides in town 24 hours a day, seven days a week, and ComfortCare Transporation provides safe, comfortable, nonemergency medical transport 24 hours a day. The Snow Shuttle Xpress makes hourly stops during the winter months at various locations throughout the Portage area. Van Pool exists for commuters to Madison, and the Aging & Disability Resource Center of Columbia County provides transportation for seniors who are over 60 years of age, as well as the disabled, for a nominal charge. A shuttle service in conjunction with the Ride Improvement Project of Columbia County carries passengers between Portage, Pardeeville and Poynette.
More unique forms of travel are available to visitors as well. Amtrak is home to a station serving rail passengers on its popular cross-country Empire Builder Route, while the Canadian Pacific Rail mainline carries rail freight service through Portage. The Portage Municipal Airport is a public-use facility featuring two asphalt runways. The Dane County Regional Airport, located just 35 minutes from Portage, provides commercial air service. n

Parks & Recreation The Portage Parks & Recreation Department plays an integral role in maintaining the beautification of our city parks and providing year-round activities for the whole family, including fitness classes, softball, baseball, volleyball, basketball, martial arts, a dog park, a disc golf course, soccer and tennis. Plus, 15 city parks offer a variety of amenities, such as athletic fields and courts, spaces for picnicking and grilling, playground equipment, boat landings, nature walking and plenty of open play areas. Having fun on the water is now a favorite year-round pastime for residents and visitors. Boaters hit the waters of the Wisconsin River and swimmers enjoy a day at Silver Lake Beach in Portage, which offers a wide, sandy beach with wading, swimming and diving opportunities for the whole family. PORTAGE PARKS Blue Star Park – 2.3-acre wayside park located on State Highway 51 and Slifer Street. Home of the Portage Veterans Memorial, and hosts the City of Portage annual Memorial Day Celebration. Gazebo, shelter and picnic tables are all located on this park. Cattail Park – 1-acre park located at Burns and Armstrong Streets. This park is adjacent to St. John’s Lutheran School and contains spring rider playground equipment, green space and a small picnic shelter. Collipp-Worden Park – 16.5acre park located on Slifer Street, two blocks west of State Highway 51. This park is home to two shelters, flush toilet restrooms, two basketball courts, two tennis courts, two sand volleyball courts, two horseshoe pits, a softball diamond backstop and green space, a large playground with various age group equipment,

Goodyear Park – 2.7-acre park located between Dewitt Street and MacFarlane Road. This park features the Portage Splash Pad, which is located on a section of the park named the “Gary O’Hearn Recreational Complex.” The Splash Pad is operational from Memorial Day to Labor Day and is a free public amenity with hours of 10 am to 8 pm. In addition to the Splash Pad, this park is home to a new restroom and shelter facility, a small picnic shelter, playground equipment, swing, picnic tables, water, electricity and a large green space area. Goodyear Park also contains two monuments which honor those who served our country. Gunderson Park – 11.5-acre park located at the corner of Hamilton Street and Meadowlark Lane. This park is home to a new set of playground equipment and a gravel recreation trail that begins at the park entrance on Hamilton Street and runs through the entire park, across Portage Community School District property and ends by Divine Savior.

Lincoln Park – 1-acre park located on the corner of Monroe and Howard Streets. Lincoln Park is home to a picnic shelter, basketball court and one of the City’s newest sets of playground equipment. A former well building is also located on Lincoln Park. Pauquette Park – 8.8-acre park located at the west entrance of the City along West Conant Street and State Highway 33. This park is named after Pierre Pauquette, a famous fur trader and translator for the French and Indians. The park contains two shelters, flush toilet restrooms, electricity, water, basketball court, gazebo, playground equipment, flower garden, walking path and Bridal Pond. Many weddings and celebrations are held within this park, including the annual July 4th celebration. Snow is cleared each winter on Bridal Pond to allow for ice-skating activities. Pine Meadow Park – 4.5-acre park located on the north half of Hamilton Street. This park contains a fenced tennis court, picnic shelter, softball backstop with green space field and a large playground. This park is host to youth football activities in the fall.
The Ice Age Trail is one of eight Congressionally designated National Scenic Trails located throughout the U.S. The trail meanders through 31 Wisconsin counties along the terminal moraine left by a glacier over 10,000 years ago. The Heritage Trail Chapter in Columbia County maintains more than 12 miles of trails, boasts 21 hand-built bridges and showcases the intersections of prairie, wetlands and waterways. When the air turns chilly, skiers and boarders in Portage are lucky to have the highly rated Cascade Mountain, offering free skiing to kids 12 & under accompanied by a paid adult. Some of the 36 trails are steep and challenging to any skier, while others are over a mile long and fun for beginners. Getting to the top of the mountain is fast and easy with 10 lifts, including the high-speed quad Mountain Top Express chairlift.
Riverside Park – 2.1-acre wayside park on East Wisconsin Street next to the Wisconsin River levee. This park is home to a historic shelter erected in 1924 which displays the slogan, “Where the North Begins”. The park contains off-street parking and an entrance to the 2.8-mile asphalt Levee Trail used for walking and biking. Sanborn Park – 1.3-acre park located on the corner of Sanborn and Carroll Streets and is formerly the home of the second brickyard in Portage. The park contains a picnic shelter, play equipment, basketball court, softball backstop and green space. Silver Lake Park and Beach – 2.5acre park located on Silver Lake Drive. This park contains flush toilet restrooms, large open air shelter, playground equipment, public sand beach and swimming area, beach house with concessions and changing room, parking lot, boat launch and a fishing pier. The beach and swimming area is staffed with lifeguards from Memorial Day to Labor Day.

Ice skating is enjoyed on the pond in Pauquette Park; snowshoeing trails, with snowshoe rentals, are available at the site of the Historic Indian Agency House; and snowmobiling trails are available around the county. But one has not really experienced winter in Portage until they have become
familiar with the Scottish game of curling. Played on a level sheet of ice, the object is to “throw the stone” closest to the center of the “house target” on the opposite end of the rink. A broom is used to sweep the ice in order to lessen resistance on the ice so the stone travels farther.
Sunrise Park – 5-acre park located on South Hamilton Street and commonly referred to as “The Gully.” This park is home to a large sledding hill in winter and contains playground equipment and a large green space.
Bruce A. Smith Little League Complex and Fritz Port Dog Park are also located within this complex.
Sunset Park – 4.5-acre park located at Sunset and West Pleasant Streets. This park contains two shelters, flush toilet restrooms, electricity, water, horseshoe pits, charcoal park grills, picnic tables, two swing sets, playground equipment and a beautiful view of the Wisconsin River from the peak of the park. Veterans Memorial Field – 41.9-acre park located between Superior Street and Wauona Trail. This park is host to a new flush toilet bathroom shelter and concession stand facility, playground equipment, softball diamonds, soccer fields, fairgrounds, grandstand and dirt race track. This park is host to the annual Columbia County Fair, numerous City-wide event celebrations and special events, along with Portage High School varsity soccer, Portage Youth Soccer and Portage Youth Baseball organizations. AREA LAKES & FISHING Buffalo Lake – 2,210 acres; 8-foot depth; panfish, bass and pike. West of State Highway 22, Montello. Crystal Lake – 27 acres;12-foot depth; panfish, bass and pike. County Road P, east of Pardeeville, approximately 1.5 miles to Pardeeville Road. This lake has walk-in access only, carry-in for canoes, kayaks, etc. No developed boat ramp. Lake Columbia – A man-made lake heated by the Alliant Energy generating plant. This lake stays ice free and features year-round, openwater fishing; bass and catfish. State Highway 51 south to County Road V. Lake George – 36 acres; 22-foot depth; panfish, bass and pike. County Road P, between Portage and Pardeeville. Lake Mason – 885 acres; 9-foot depth; panfish, bass and pike. State Highway 127 to County Road AA in Briggsville, 12 miles from Portage. Lake Wisconsin – 9,000 acres; 39-foot depth; panfish, bass, pike, walleye, sauger, muskie and sturgeon. I-90/94 to County Road CS, exit at Poynette. Park Lake – 312 acres; 27-foot depth; panfish, bass, pike and walleye. Between State Highway 44 and State Highway 22 in Pardeeville. Silver Lake – 74 acres; 42-foot depth; panfish, bass, pike and muskie. Silver Lake Drive off of State Highway 16 or Haertel Street off State Highway 51 in Portage. Spring Lake – 24 acres; 32-foot depth; panfish, bass, pike and walleye. Just off State Highway 22 in Pardeeville. Swan Lake – 406 acres; 82-foot depth; panfish, bass, pike, walleye and muskie. Off either State Highway 33 or County Road P, between Portage and Pardeeville. Wisconsin River – Approximately 35 miles long, from Wisconsin Dells to Lake Wisconsin; accessible from Portage. The river has many sandbars and low-water areas, so precaution is advised. Panfish, bass, pike, walleye, sauger, muskie, catfish and sturgeon. A public access boat landing is located at the corner of Conant and Summit Streets in Portage.

Entertainment Portage Center for the Arts (PCA) is dedicated to the cultural growth and enhancement of those living in Portage and the surrounding area by providing a community venue for the arts. The center hosts a variety of theatrical events and art exhibits, including the Performing Arts Series, the Zona Gale Young People’s Theatre and the Gale Singers. Additionally, the Drury Gallery hosts free monthly art exhibits from September to May, showcasing local and nationally recognized artists. PCA is currently undergoing a threeyear capital campaign to raise funds for building renovations to better connect the community and the arts. The Portage Area Community Theatre has been bringing theatrical performances to our community since 1971. Theatrical projects take place at many times throughout the year, helping to enhance the quality of life of residents. This group is working to make sure that everyone is touched by the performing arts. They welcome both individuals and businesses as members and sponsors. A recent addition to the local entertainment scene, the banquet facility at Northwoods of Wisconsin serves as a nice setting for dinner theatre productions. The Portage Community School District also supports the arts by offering theatrical and musical performances from its talented students. In addition, Portage Theatres shows Hollywood blockbuster movies in Dolby Digital 3-D along with the area’s sharpest, brightest picture and best digital surround sound on seven screens. Tourism Whether you are looking for a historic, educational experience or a familyfriendly event, there are many exciting things to do when visiting Portage. Fairs and festivals are a highlight in Portage. The Chamber calendar includes the Taste of Portage celebration in August, featuring a sampling of delicious menu items from local restaurants; an arts & crafts show; live music; and car show, drawing thousands of visitors each year. In July, the Wisconsin Chamber Orchestra plays an annual outdoor concert as part of Concert in the Park, another event on the Chamber calendar, with music and a fireworks display over beautiful Pauquette Park along the Wisconsin River. Portage is home to a week of fun carnival games, exhibits and rides during the Columbia County Fair in July. During the holiday months, Portage Theatres offers a free kids’ movie day

Portage is a city steeped in history, and those looking to immerse themselves in Portage’s past will find plenty to do at a number of local attractions. The only remaining building of historic Fort Winnebago, the Surgeons Quarters, was built in 1828 by the U.S. Army and is one of the oldest log houses in Wisconsin still standing on its original foundation. The log house is fully refurbished as a home of the army occupation days, with authentic artifacts from the fort.

The Historic Indian Agency House, built in 1832, is one of Wisconsin’s earliest houses still in existence. It was constructed as a residence for John Kinzie, the Indian agent to the HoChunk (Winnebago), and his wife, Juliette Kinzie. After 100 years of varied use, the house was restored to its 1832 frontier grandeur and officially reopened in 1932.

The William L. and Zona Gale Breese home was donated to the City of Portage in 1946 and housed the Portage Public Library until 1994. In 1996, the Museum at the Portage was established to showcase displays relevant to the history of the city. Within the Museum, visitors will find Zona Gale’s study preserved and a permanent collection

of photographs and artifacts depicting historical events that occurred in the city. The American Legion State Headquarters and Museum houses such historical relics as statues, uniforms, medals, photos and documents from the history of Wisconsin’s American Legion as well as war era memorabilia. After the successful publication of her first novel in 1906, Zona Gale built a home for her parents on the bank of the Wisconsin River. Its classical Greek Revival exterior is in contrast to its rustic Craftsman interior. Gale’s 1920 bestselling novel, Miss Lulu Bett, won her the Pulitzer Prize in 1921, and her home was given to the Women’s Civic League in 1932.

in 1876 and reached its peak for recreational boat traffic in 1908. The first of a four-phase, canal refurbishing project was completed in 2007. As a trade center for central Wisconsin, the downtown retail district thrived with activity as early as the 1860s. Many of the buildings have been preserved in their original Victorian architecture, providing a colorful background for the busy retail area today.

While you are in downtown Portage, be sure to stop at the World War II Museum. Everyone is sure to find something that will appeal to them along the guided tour. Visitors will see many authentic, rare artifacts and learn about many facets of the war, including the sacrifices made by the greatest generation. Located to the northeast and east of Portage is a fairly large Amish community. The Amish are well known for their beautiful handmade quilts, baskets, furniture and many other items. Amish businesses in this region include bakeries, furniture and cabinetmaking shops, quilt shops and general stores. During the winter months, spend an exciting day outdoors at Cascade Mountain. Recognized as the Midwest’s top-rated ski and snowboard destination, Cascade Mountain provides 36 trails and 10 lifts for experts through beginners, and kids 12 & under ski for free with paid adult. Snowmobiling is another popular winter activity. The Portage area is linked to trails within Columbia County and throughout the state. Portage is home to the Winnebago Ridge Runners, a volunteer group ensuring the trails are groomed and ready for you each season. With public, private, alternative and higher education options all available, it is easy for each individual student to find the best education to suit their needs. The Portage Community School District is committed to providing a top-quality education to all students. A progressive curriculum that includes advanced classes, new technologies and class schedules specific to each student’s abilities is complemented by a variety of extracurriculars and activities. The district includes a preschool, five elementary schools, one middle school, one high school and two alternative schools. The alternative schools, Portage Academy and Portage Virtual School, offer shortened school days and online

Two elementary-level parochial schools are a great way for parents to ensure that their students receive faith-based education along with their traditional education. St. Mary’s Catholic School and St. John’s Lutheran School are K-8 schools that not only offer outstanding classes within the core curriculum but also focus on spiritual education with an emphasis in family involvement and positive daily practices. After graduation, students wishing to continue their education, along with adults looking to go back to school, can find several higher learning institutions both within Portage and nearby.
Madison College-Portage is a community-based, post-secondary institution serving the educational and training needs of Columbia and Marquette Counties. Associate degree level
programs and certificate courses are available in various fields. Area businesses contract with them to provide customized training to their employees. The campus also provides Adult Continuing Education and Adult Basic Education throughout the year in community centers, schools and churches based upon local requests. Adult Basic Education provides instruction to individuals 18 1/2 years old or older to prepare them for completion of the GED or HSED. The University of Wisconsin-Baraboo/ Sauk County, just 20 minutes from Portage, provides academic courses in a rural campus setting. The University of Wisconsin-Madison is only 45 minutes away and is the cornerstone of the statewide University of Wisconsin System. Business Development Portage, with a favorable blend of small family-owned shops and large national corporations, provides a ripe business opportunity. Some of Portage’s established major employers have recently finished or currently have large-scale expansion projects in the works. Alliant Energy committed nearly $627 million to install emissions reduction technology at its Columbia Energy Center while Divine Savior Healthcare recently completed a major expansion, adding exam rooms and LaVita at the Wellness Center, which includes a rehab therapy center with pool and fitness equipment. Columbia County officials approved a
multimillion-dollar downtown office building project that will transform the landscape along the historic canal and bring more people to downtown. Other local manufacturing operations, such as Encapsys, are experiencing expansion construction as well, representing a longterm commitment and investment in Portage. In addition to successfully retaining its current commerce base, Portage also provides a terrific climate for new businesses. Recent analysis conducted by a personal finance information service examining business climate and economic
health placed Portage in the top third of Wisconsin cities to start a business.* The Portage Enterprise Center, a business incubator, could be the starting point for those entrepreneurs and small businesses. The Portage Enterprise Center (PEC) is located in the city’s industrial park adjacent to I-39 and State Highway 16 along a rail line. The PEC is a business incubator and workforce training center that offers flex office and light manufacturing space to new and startup businesses. The center also offers business assistance, coaching and counseling, along with workforce training through the Advanced Manufacturing Training Center that provides training in manufacturing, welding and industrial maintenance. Portage is home to various manufacturers and food processors that make up a large portion of the local economy. Companies such as AMPI (natural and processed cheese packaging plant), Cardinal FG (manufacturer of glass), Dawn’s Foods (quality food products), Freeland Industries (manufacturer of farm and garden items) and Rayovac (manufacturer of hearing aid batteries) have made a home here. Education and government also have a significant presence, as does the Columbia Correctional Institution—a multimillion-dollar state correctional facility. The Portage Area Chamber of Commerce, the Columbia County Economic Development Corporation and the city—through a business development specialist—continue to drive economic development initiatives by providing leadership and direction. Government
The City of Portage, the seat for Columbia County, is a full-service municipality, providing a range of excellent public services, such as street maintenance, refuse and recycling, library, water, public safety and recreation. Municipal government for the City of Portage consists of a Mayor, City Administrator, Business Development & Planning Director and nine elected alderpersons.
