Choosing effective factors for comparison ďƒ˜ It is important that you select structures that will allow you to effectively compare and make decisive conclusions. 1. Rule (their use of power and government) 2. Reforms (what changes did they bring and what resistance did they face?) 3. Religion (the most important factor! How did they deal with the Henrican legacy? What issues did they encounter?)
Rule
Mary + Ushered in with positive feeling. Return to ‘old regime’. Was stoic in times of distress. - Had to rely on councillors as she had little experience (up to 50!) - Had to rely on the foreign advice of Philip II, Simon Renard and Charles V (HRE)
Somerset & Northumberland + Somerset had strong isolated control as Protector. Rewarded allies. - Somerset isolated himself from the Privy Council and made many enemies. Allowed rivals to develop (Kett Rebellions) + Northumberland far more balanced, allowed Conservatives to start. - Northumberland’s failure of the ‘Devise’.
Reforms
Mary + Financial reforms ‘at least adequate’ and demonstrated long term plans for recoinage. + Naval/Military - £40,000 allocated and six new ships built with others repaired/refitted. + Towns and local governance, uniform structure and poor relief laws against grain hoarders.
Somerset & Northumberland
- Somerset debased coinage and failed to take Scotland – leaving finances in ruin. + Northumberland stabilised finances and received £133,333 as French payment for the return of Boulogne.
Religion
Mary + The Restoration. - ‘Bloody Mary’. - Marriage to Philip II and subsequent Wyatt Rebellion. - Poor relations with Paul IV due to Spanish, disconnection with papal authority.
Somerset & Northumberland
+/- Somerset book of common prayer and iconoclasm – ‘prayer book’ Western rebellions. +/- Northumberland & Edward created ‘radial reforms to church services’ – however created a climate of dissonance and want for conservatism.
