This means that the local development framework is largely based on the creation and promotion of quality tourism products and an active participation by the organized community; where environmental, socio-cultural, economic and technological sustainability set the standard for action.

On November 2013, the Town Hall –with technical support from FEDOMU-PLANIFICA– launched the Municipal Development Plan (MDP) for Las Terrenas 2013-2016. However, this was only the beginning of the process since the document calls for the elaboration of an Annual Work Plan (AWP), the implementation of program and project-relevant activities and follow-up on progress of the Municipal Economic and Social Council. A MDP is an unprecedented achievement. In the Dominican Republic, Las Terrenas is one of few towns to have an agreed planning tool that guides the implementation of grounded, reality-based programs and specific projects. The technical document was properly validated and approved by the Members of Council through a Municipal Resolution. It is worth mentioning that the main tourist attractions in Las Terrenas are beautiful beaches which should remain as such, because “if we waste our incentive, we lose tourist visitation opportunities.” This conditions the reality faced by beaches in the light of increased demands for their use. Since the development potential of Las Terrenas is primarily focused on what beaches offer, any associated threats will directly affect this resource.

Therefore, mandates contemplated within the aforementioned document should be carried out for Las Terrenas to move forwards in an organized and planned way, and show an image worthy of a national and international tourist destination through the tourism brand.

As a first step, necessary actions need to be prioritized, which include: organize the territory; promote a harmonious use of the land and public spaces; provide effective municipal services, which should be appropriate, inclusive, sustainable and regularly maintained; promote a sound development based on the principles of sustainable tourism; promote safety; conserve natural resources and regulate activities that impact the environment and public health; raise awareness and educate people; value cultural identity and strengthen specialized labor force. These actions will significantly contribute to the sustainable development of the municipality. ears ago, a traditional country house covered by unkempt vegetation –that almost completely concealed it from light and air– was being erected in this land. Leo Walser, renowned architect and colonial-style connoisseur, redesigned the existent construction, respecting only the original walls, kitchen and bathroom drains, and part of the terrace floor.

Suspended on a large rock, the house has an Lshaped terrace with enviable ocean views flanking the kitchen and entering the dining room and master bedroom; with this configuration the common area opens up to the outside allowing air and light to flow freely. The terrace deck, made of cumaru wood, lavishes the space with natural atmosphere, and beautiful Indian parasols together with a Balinese outdoor bed provide an Asian touch. Inside, the kitchen and living room occupy a diaphanous space that connects with the dining room, which is dominated by a magnificent one piece table made of “black olive” tree wood. The white-painted beam roofs and walls have special decorative value and make good contrast with the slatted floor made of dark Balinese wood. The master bedroom –separated from the main building and hanging over the natural vegetation– is simply decorated, but the careful detailing creates a warm and enticing atmosphere.

The lighting, wisely and neatly used to generate very cozy environments, plays a key role throughout the house. The outdoor shower, located between the evening area and the terrace, is another charming trait; a large Japanese-style sliding door can simultaneously conceal and separate the shower from the neighboring house. The love and dedication invested by Montse and Urs in selecting and placing all the decorative elements is noticeable, and undoubtedly contributed to the functionality, aesthetics and overall harmony of the house. Khalil Gibran in “The Prophet� makes distinction between a luxurious home with many amenities yet empty, and another, that signifies the personality of those who live it, the beauty of their memories, the harmony achieved with their love for detail. When we entered La Lomita we immediately felt comfortable, welcomed, appeased. A walk through the home of Urs and Montse was a way of getting to know them. Carlos King
Carlos José King Guzmán, a civil engineer who graduated from the Instituto Tecnológico de Santo Domingo (INTEC) in 1998, where he later completed postgraduate studies in construction management (2002), founded the King-Soto Group in 2005. Ever since, he has uninterruptedly promoted real estate projects while providing professional services in both the private and public sectors. How did you decide to study engineering? Like most young people who wish to pursue a higher education I experienced a dilemma. I even contemplated the idea of joining the Armed Forces to pursue a military career. Initially, I enrolled in business management classes, but I was still doubtful. By the first year I realized I’d definitely chosen the wrong career. I wasn’t passionate about the business management program and felt more inclined towards the formal sciences rather than the social or empirical sciences. Fortunately, the civil engineering pro-
gram met my expectations and therefore, I didn’t hesitate to change. Later, I complemented my career with postgraduate construction management courses. At every moment I received support from my parents, who were able to handle that stage of my youth and to whom I owe the profession that allows me to support my own family. I’m very glad I chose this profession, my passion, I love it. I learned very early on, to not fear change, to follow my passion.

In summary, my career path has been good and stable, not because of what I have been able to achieve or build so far, but because of the immense possibilities for growth, the experiences gained, the relationships, both personal and commercial, attained and the opportunity to apply it all in our future projects.

What qualities or skills should a civil engineer have to properly perform his profession? In my case, having focused on the field of construction and, more specifically, on building, it is essential to have a formal academic training that allows you to interrelate with other professionals involved in the sector, and furthermore the ability to transmit, plainly yet accurately to operators working on the project, everything that is specified in the construction plans. As a builder you need to rely on creativity, skillfulness and ingenuity to analyze problems and make decisions as well as adaptability to withstand long working hours under adverse conditions and physical environments. All of the above must be combined with constant and focused work as well as enough ability and humility to ask for appropriate advice when necessary, given that property development is, in itself, a multidisciplinary activity. In addition, we unquestionably need to keep up to date with the emerging trends, materials and construction methods, as well as with the construction regulations and requirements affecting the sector. Ethics, respect for the clients, our partners and employees as well as respect for the norms and laws are essential. No less important is also maintaining a general good health given that construction projects produce high physical, mental, and in many cases, emotional strain. What led you to the field of construction? Construction is the part I most enjoy about civil engineering: working outdoors, the possibility of using avail-

What was your first job? Let me tell you, I was lucky to start at the top. At 22 years old, I had just graduated from college and by a stroke of destiny, became part of the staff of engineers at Constructora Bisonó, the largest housing developer and builder in the country and one of the largest in Latin America. Eight years of intense work with the Bisonó family was a great school for me; they were and are a positive influence in my work, construction and business-making styles. Our first project as a real estate promoter and as part of the King-Soto Group was carried out in 2006, with one of three apartment projects in Santo Domingo which we named “Lara Sofía”. What are your aspirations in the field of construction? As a professional, to implement construction methods and processes which optimize resources, and transfer these benefits to our clients. A higher quality at the same price. As an individual, I aspire on having the opportunity to develop 100% environmentally friendly projects. As a company, to preserve our clients for life, continue to add value to our buildings and position ourselves as the company that offers the best price-quality relationship on the market. How do you update your professional knowledge? I update my knowledge by subscribing to national and international publications, through electronic media and by attending sector-specific exhibitions and conferences. Which materials are unique to the region and which do you use the most? As builders we try to harm the environment as little as possible, trying instead to adapt to it. Based on this, the materials vary accordingly with the needs and focus of each construction. In the projects we currently develop in Las Terrenas, we use local materials such as stones in
INTERVIEW facades and exteriors and on floor and bathroom claddings, wooden ceilings and carefully planted gardens... “Comfortable apartments adapted to their surroundings”. The King-Soto Group is well known in Las Terrenas for Monserrat I and II, can you describe other projects? As promoters, we have developed three apartment projects, Lara Sofía Condominiums (Condos) in Santo Domingo. As private contractors, we currently develop various housing projects in Santo Domingo (Del Prado Condos, AN Condos) and in Bávaro, an apartment project in El Cortecito. We also serve as contractors to commercial banks and private companies. In the public sector, we have worked with the Ministry of Education, EDESUR and Fomento Industrial. How was this company created? In 2004 my partner, Armando Soto, visualized the possibility of creating a housing development company, he asked me and in 2005 we started this company, when I felt especially ready for it. What projects are you working on? We are currently developing Monserrat II, a 48-apartment project in Las Terrenas. Have you ever refused a project? Why? Yes, when a customer proposes a non-viable idea we feel the need to reject it. In construction one can do practically everything but we dislike exposing our customers to unreasonable costs. Everything can be built, but not everything is convenient. How do you foresee the future of construction in the Samaná Peninsula? The Samaná Peninsula and construction are two phrases that shall continue to interact in the future, both in the medium and long term. There is little more to add to the beauty and charm of the Samaná Peninsula. However, for residents and tourists, both domestic and international to enjoy this peninsula, we builders need do our part by creating pleasant and environmentally friendly lodgings.The years I have left as a builder will be insufficient to evidence the full potential of the Samaná Peninsula in regards to construction.
Definitely the greatest satisfaction so far has been as a contractor to the Dominican government when I was assigned to build the Catalina Breffe elementary school in Los Róbalos, Samaná. To witness the overcrowded conditions in which the children of that community received classes was purely shocking. Thanks to government resources and our guidance their lives will not be the same. The next generation of Dominican builders could emerge from those classrooms. How do you spend your free time? Being with family and friends, without having to actually perform a specific activity.

What makes you smile? My wife and daughters. What do you hate? So far, nothing. I hope to never in my life develop that inherent human emotion. Any defect to confess? Perhaps they’re more like bad habits than defects: biting my tongue and snoring while sleeping. A dream to fulfill? Seeing my daughters become happy, independent adults and regarded by society as kind, well-adjusted individuals.

We increasingly give greater importance to our relationship with nature so the natural thing would be to start with our immediate surroundings. Gardens help us develop and even protect us. A good landscaping project maximizes the features of a place, organizing the space according to functional issues and customer needs, without forgetting practical and maintenance aspects.

The name Muraverde stems from the double meaning of the word “mura” which suggests the idea of construction on one end and on the other, mainly in some African countries, signifies “water”, an essential element for plant life. For Matteo Cerea, manager of the company, it symbolizes the will and need to create gardens that are harmonious with the natural environment.
Bonita Beach Residence The most ambitious and important project Muraverde has faced in the Dominican Republic: a real challenge and at the same time, the great satisfaction of handling a section of such a pretty beach. “The natural setting is striking and rich, with landscape features of great interest: several types of palm, old sea grape and sea almond trees dominate the small bay. The hills that stand out in the background almost reach the sea, and large rocks
emerge from the water like sculptures.” “My work consisted in creating small slopes in order to harmonize the constructions’ gradients with the beach and sea, giving volume and character to a significantly flat extensive area. Curved lines that harmoniously blend in with the dark style of the palm trees, a large space reserved for the lawn and the boundaries of private gardens created through a perspective analysis, are key elements used to attain a relaxing and natural environment.”

t´s no coincidence that designers fall in love with light bulbs, ceiling and floor lamps and other incandescent filaments, given their great contribution to creating environments. A tingling burst of luminous ideas to hang, suspend or place, enlightening our homes, owning their light. The star-bulb takes the scene in surprising forms. Contemporary led lights and other innovative solutions liberate from any established code and contest against each other in creativity to adapt to environmental demands.
disciples Lighting for different activities... Increasing luminous points makes spaces come alive. By playing with the lighting we moderate contrast between functional and decorative aspects therefore optimizing a room´s comfort and giving it a specific atmosphere.
For the dining room... round tables love voluminous chandeliers that encompass all of the guests. Turned off, they transform into works of art. For rectangular tables, a sense of rhythm is created by aligning several industrial-type lamps. In the background, discreet lighting (with sconces or floor lamps) will emit a diffused glare.

Water as a passion
Nicolas Brehm We are pleased to introduce our new collaborator Nicolas Brehm, who will complete a section on the subject of water, the main source of life and development of a society.
W
ater is one of the main environmental vectors being severely punished by the actions of mankind. In present times, an urgent solution is undoubtedly crucial to alleviate the provision and pollution problems faced by terrestrial and marine systems. Nicolas, in Las Terrenas you are known for setting up drinking plants and for your water analysis laboratory. How did it all start? Once I completed my studies in France, I went to Guyana to complete the civilian (military) service in the ORSTOM research center, today IRD (or French Institute for Development). I worked on the impact of a hydroelectric dam on fish communities in the middle of the Amazon. I planned to stay only 16 months yet remained 13 years and founded my own innovation company (NBC) focusing on the water and environmental fields. For family reasons, in 2005 we decided to migrate to the Dominican Republic and more specifi-

cally to Las Terrenas. Once here, while continuously monitoring the activities of NBC from a distance, I established a complementary business (TECMALAB) where I could apply all my technical expertise in the tropics, through tangible actions such as designing and constructing water networks and treatment plants, in addition to opening a water analysis laboratory. At that time, Santo Domingo was more than five hours away and therefore relying on a water microbiology laboratory in the Samaná Peninsula made sense. Your coherence and passion are evident. What is the most exciting aspect about your field? I am fortunate to carry out a work that is both exciting and highly diversified. Water is a cross-cutting sector, it is life, it determines our day-to-day, both in the industry as well as in our homes, in the environment... and it is one of the main development vectors of a society as a whole. Therefore, it’s never monotonous, finding and devising new solution is constantly required. Additionally, water allows me to simultaneously be on the ground, taking measurements, doing analysis, diagnostics... and also focus on research that involves numerical models (urban hydraulics).
Who are your customers in the Samaná Peninsula and more generally, in the Dominican Republic? In Samaná, I essentially work with private customers: condominiums, investors, hotels… like Green Water Caraïbes, Agua Fontesa, Balcones del Atlántico, Lomita Maravilla, VIP... But in other parts of the country (we’ve worked in Santo Domingo, Montecristi, Azua , Monte Plata...) our clients are industries (Knorr, Quala...), NGOs (Asociación Humanitaria de Las Terrenas, Tierra de Hombres, Spanish Cooperation, Oxfam...) or international companies (Lyonnaise des Eaux Haïti). We are currently working for Vinci Construction Grands Proyets in the the framework of sanitation programs for five Dominican municipalities. Lastly, tell us about your most notable project in Las Terrenas. Definitely, Philippe Wahl’s (Green Water Caraïbes): design and development of wastewater, drinking water and firefighting networks; a depuration station; a 22m x11m pool made with a glass paste imported from Italy... all in the middle of a wetland, a challenge that required us to overcome technical difficulties. This comprehensive work was a unique and exciting experience for Tecmalab.
