W

ho can say they´ve never heard that one? We use it and hear it in the most absurd, ludicrous moments to indicate some unspecified technical fault, usually beyond anyone´s control, and above all, unrelated to any human action. Normally this happens when we are on some errand, we stand in a long queue and wait... and wait... and wait some more. And when at long last it´s our turn the employee says: “Sorry, the system is down”. Quite clearly there´s no way around it, nothing can be done, we´ll just have to come back another day! Maybe it´s just me, but I always try and avoid the system because I don´t trust nor do I sympathize with the system, but sometimes... much to my chagrin... it finds me! Like everyone, I have a bank account, I even have internet banking. I requested the service for consultation purposes only because of my deep mistrust and dislike. Everything was working perfectly: the service, “the system”, everything hunky dory... until one day they called me telling me I had been selected. Lucky me! And that they were going to change my service for an even better one, one I could do so much more with...The things I never wanted to do in the first place. Innocently, I tried to explain to them that things were fine as they were, that I was satisfied and please not to change anything... Too late, “the system” had found me. The next time I tried to consult my account I failed! A series of questions appeared on the screen: what was the name of my first pet, what school did I go to when I was 7, what´s my favorite food..? Why does the system want to know these things? Well, I just didn´t get it and I had neither the time nor the patience I logged off and forgot about it. After that, I couldn´t access my account. Every time I tried, 2 phone numbers appeared: one toll free number which happens to be the emergency help line for a thousand different companies in Puerto Rico... and the other is local. I call the local number, an anonymous call center answers (go figure whereabouts in the country) and after several minutes of musak interrupted only by attempts to sell me such and such services... I see red and decide to go directly to the bank. At the bank they tell me that I have to answer the questions because “the system” requires it, supposedly to help me, I´m not quite sure how, I liked things as they were before, but no one cares. Finally, to have the service again, I have to change my password. But why, if I´ve always used the same one so I don´t forget it? Nope, not happening! But why? Because the system remembers it... I don´t get it, if I have a password, it´s for my security so... why would the system remember it? I went on holidays and while I was away, naturally, I forgot my new password. But Madame, why didn´t you jot it down? Well, I hadn’t jotted it down, but I had answered a thousand and one questions to help me out in cases like this, and now who remembers them? Didn´t we say the system remembers passwords? So, why can´t I have my old one back? I´m the only one that uses it... right? Difficult questions to answer. Even though they changed my password about 15 times, in the end, I got what I wanted, I got my old one back... Hurray! And I can go back to the services I had before “the system” found me. It´s always better to laugh than to cry but I can´t help thinking: was the system made for man or man for the system? Time will tell.

RENÉ & ANNY TECHER René Techer, originally from Tignes, professional skier and official trainer for the national Andorran team, and Anny Techer, originally from Lyon, pharmacist, this year 2015 celebrate 40 years living in Las Terrenas.

T

ells us a bit about how you came to know about Las Terrenas: René: “In 1974, my friend Jean Desdames and Kayana Kulmann did a circuit all around the Dominican Republic. They were in the country visiting Kayana´s father who was an American diplomat, but it was the father´s friend, another diplomat, who pointed out the area to them. Jeannot, as we all called him, didn´t think twice and came to check out the place. Jeannot owned a sports shop in Tignes and when he came back he told me about this totally isolated, out of this world village and I was captivated by the idea. At the time, I was the trainer of the national Andorran ski team and when the season ended in May ´75 I decided to travel to Las Terrenas. Initially it was just a 3 week holiday but I wound up staying till September- 5 months! It really was heaven, I spent my days diving and hanging out with the villagers. A total dream!” Anny: “My first trip was in ´76. It was like a fairytale, people were exceptional and the life style was unique.”

What is your first memory of Las Terrenas? The first memory for both of us was the view from up top. The first time we arrived, even though it was in different years, it was the guagua (bus) we took from the capital and you had to change vehicle in Sanchez. Then from Sanchez climbing up those hills that surround Las Terrenas and, at the top

you could glimpse the village below. That is the first image that we both have fixed in our minds forever, the view that took in the entire bay, all the colors of the ocean together with the leafy vegetation on the hills. A vision. René: The first dive was something unforgettable too. How did Tropic Banana come about? Well, Jeannot already bought the land back in ´75. The following year we bought the adjacent land and we opened the hotel that same year with 4 wooden cabañas and called it “Las Terrenas Club”. We were running it half and half, he was doing the winters and we were doing the summers. We decided to do it that way because he no longer had his shop in Tignes while I, on the other hand, was still training the national ski team and I had to be in France for the winter. Anyhow, our idea in the beginning was to live in Las Terrenas and Tignes and that´s what we did up to 1983. That year saw a huge change because Jeannot sold his part of the land to Jean Claude Fabiani. Fabiani didn´t want to buy our part but proposed a partnership with us and that we stay and run the hotel full time. We liked the idea and so we refurbished the hotel completely and that is when it became the Tropic Banana, the first really comfortable hotel in the north coast of the Dominican Republic. insamana 27

For many years, The Tropic was a meeting place for all foreigners, tourists and expats. What was it like from the inside? We lived at our work place which wasn´t just a hotel that accommodated people from all over the world, it was also a reference point for residents living here, it always was. Also, I was the representative of the French embassy with the position of “Island Chief ” and so the Tropic became the spot where everyone converged in difficult, dangerous or frightening times. Everyone would leave their homes and come to the hotel if there was a hurricane or a tornado. The Tropic was like an oasis in every sense, as a point of reference and a meeting point for adults and a municipal play park for the kids. Tourists just never expected to find such a comfortable place after such a long trip to such a wild place... They were simply amazed. Now that we´re talking about the Tropic, tell us a little about Coseco. Coseco wasn’t born in Las Terrenas he was originally from Villa Mella. He came here in 1979 after Hurricane David destroyed his house. He had 19 children with various women, he was an unforgettable character. He, Papón, Roán and Juan were the per28 insamana

manent members of the group that played every night at the Tropic. Sometimes other musicians would join in but they were the pillars, they were the background music to all the evenings and parties for many years and many happy memories. One of your clearest memories? The locals, the Terreneros were really nice hospitable folk, really charming. I also remember the first Dominican I met, that was Papón, who lived in one of the little huts in the fishermen´s village. He came to my place and introduced himself, as tall and powerful as he is, with his huge hands and feet, and he said to me “Hi, my name is Papón and I´m a musician.” It´s an image that is still vivid in my mind to this day. Marino is someone we want to mention specially. He is Samuel´s son, who used to work as a gardener at the Las Terrenas Club. Samuel arrived with his 13 year old and Jeannot took a shine to the son and taught him how to work as a waiter. We could say that for us he is the ideal bar tender. He worked in the Tropic right from the beginning up to when we sold it, then he followed us to La Cuca Marina (the restaurant we ran in the Fishermen´s Village) and now he works with Simone at Le Tre Caravelle. There are people who frequent that restaurant just to see him. Your daughters grew up in Las Terrenas. How did you solve the problem of schooling? We founded the French school! We and

other expat couples with children: Josée and François, Jacques and Brigitte, Martine and Patrick, Paco and Sara, Helène and Fan Fan and the managers of Hotel Atlantis hired a French teacher to come and teach the kids under the French CNED system (French Distance Learning Center). That first school was on the main street, Juan Pablo Duarte Avenue, right in front of Plaza Rosada, where the office of José Mercedes is nowadays. There were 2 little lodges on the grounds, one was the school and the other was the teacher´s house. Just imagine the school now has around 150 students! What mark did the experience of living here leave on them? First of all the languages, our daughters grew up using 3 languages, French, Spanish and of course English, because they were living in a hotel in constant contact with travelers. Now both of them have decided to settle in France, they live in Tignes, but they still have close ties and friendships with many people who stayed at our hotel, ties with people all over the world. Another important thing is being open minded, the fact of dealing with so many different people from a very young age has given them a very open, sociable mentality. That would never have been possible in a French city, well maybe Tignes! When you got here the town wasn´t much more than a fishing village - what do you think has been the greatest change and why? There were many drastic changes. The first

one was the telephone. Before that we were practically incommunicado. All we had was a radio-transmitter that would fist connect us to Las Malvinas Restaurant in Sanchez and then to Santo Domingo. We had our own personal code and we´d use that to call and we could even call overseas. But the system only allowed one person to talk at a time with the typical “over” and “over and out”. I remember this system was quite difficult for the Italians... Ha ha ha..! They all wanted to speak at the one time! Another significant change, especially for work, was the fax. It made so many things easier, like managing reservations, booking flights... all in all, it changed life. Finally the arrival of electricity in 1992 and the surfacing of the road over the hills to Sanchez were also very important events. And the worst moment? That was when the mass construction started. Between 1985 and 1990, we really felt the passage into the “modern era” and another class of problems in Las Terrenas. Our girls, Alison and Lara, used to play every day in the river that comes out just before the Fishermen´s Village and, in a really short time, that was no longer possible. The real estate market brought a lot of people to the town and with them came a new phenomenon for the area, pollution. For us as a family an important date was the 1st June, 1992, our wedding day. It was a fantastic party for everyone in Las Terrenas at the time, everyone came. Papón prepared one of his famous pigs on a spit and every-

one had a brilliant time. Anny: “I also remember that, to round off and add a romantic touch Helène got one of the fishermen´s yawls and put it into the pool at the hotel. The idea was like a gondola but it didn´t bring good luck because the following day the police arrested her for robbery... The police would block the “traffic” and there was a tricycle with a big ice box full of drinks that would follows us all day. We used to have a great time!” René: “Another great party the one I organized for Coseco. He must have been nearly 100 years old by then, even he wasn´t sure, he wasn´t even registered at birth. So, at the event, which was sponsored by Luz y Fuerza and Banco del Progreso, there was another musician from Nagua. That must have been in 2000 or 2001. 40 years is a lifetime spent in a town in full development, with many changes and many revolutions and, at the same time your family growing up... How did you manage to balance these strong currents? What really helped us was being really close as a couple and being the set point for each other. It also helped getting back to France for two months in the summer. That´s the way we wanted it for the grandparents and

It has always been the nature and the style of life to attract people, what happens is that later they look for “business” but more often than not, the two things do not go in the same direction. Hope for Las Terrenas? What we hope is for better management of the impact on the environment. We can no longer ignore addressing problems like deforestation, waste and pollution in general. Last Sunday we took a trip to the dump, you can imagine. We wondered why we weren´t seeing the smoke from burning the dump so went to find out for ourselves. We were positively surprised. It was actually quite tidy, nothing like it used to be years ago. They are separating plastics from the organic waste and they´ve also put in PVC pipes so the smell goes upwards We think more respect and better education in the tourism industry is necessary.

ome encounters are unforgettable and that is the case with Yvan and Marzia, they opened the doors of their home to us with an unparalleled welcome. Settled in Dominican Republic for a long time now, and after several years spent in a wonderful colonial villa which they restored and converted into a hotel, the couple took on a new challenge: to build a house from scratch, their little Eden on their favorite beach, Cos贸n beach. Their style has changed, morphed, modernized and is now very much inspired by 50麓s America and the Palm Springs villas of that era, characterized by lighter structures, consistently cutting edge (as good as any contemporary style framework). It is a wise miscellany of their sixty years of life, travel and friendship. A mixture of genres and a haven of peace suggesting a quiet lifestyle, a fondness for coziness, although they did confess that they designed this delicate nest just for the two of them, a little selfishly perhaps!

Here we are, right from the first moment, thrown into their world, their passions. In the blink of an eye, we are dancing to their rhythm... The entrance is clearly Japanese inspired, with its bridge and gateway and the “koi” carp reaching out to us. The bridge symbolizes the passage between different eras, different worlds... The feeling of humility, culture, art and respect for the materials collected around the country is strong. The star feature of the soapstone paved courtyard is a giant fish decorated by Marzia, as if fresh from the pond at the entrance. Jamito stone clads the foyer walls, where copies of some German and Haitians masters and a collection of Taino figurines are arranged. Through a square skylight in the courtyard roof we catch a glimpse of the first floor hallways, an opening that weaves a link between past and future, between life and dreams. Further on, having glanced at the re-interpretation of “The lost ear of Van Gogh” by artist Alain Jacquet, the stairs, clad in zebralike wood paneling and Bonao bluestone, lead us to the upper floors. insamana 37

reeting the iguana in his glass habitat on the way, we enter the main room, den and work place for Yvan who never stops creating, inventing, thinking... A round opening frames the horizon, reminding us once again of the villas in the Californian desert. The space is comfortable and warm. Pieces known by design connoisseurs are scattered here and there: an Eames Lounge Chair and Ottoman, a leather Beserra chair. A sudden desire to sit down, open your ears and just listen to the sea, life, turmoil, the flood of stories... To the right, the bathroom is a blend of Japanese sketches, wood essences and contemporary forms, resulting in a successful delicate association, practical, welcoming and stylish. In the middle of this home characterized by rather classic tones, the living room sofas burst with color, their liveliness reminding us of our host Marzia´s origins. On the terrace, which also serves as a dining room, lulled by the purring of the ocean and that particular salty aroma, time stands still... local wood from the geometry tree reins everywhere, and not far from there, a bit withdrawn, you can hear the sound of the swimming pool waterfall, based on the Japanese Nagano principle of natural pools of warm water.

Of course, we can´t forget one of the most important rooms in the house: the kitchen, spacious, functional, a true laboratory. From the lady of the house´s privileged sanctuary soon comes a huge variety of delicacies and Asian flavors of yesteryear to delight our taste buds. Over the years, Yvan has collected some small paintings, drawings and photos, memories of his life´s journey with his bubbly Italian companion. Yvan designed the room but Marzia added her eccentric, feminine, generous touches and original collages. The artist´s eye is everywhere. His and her touches are recognizable in every corner. A Campana Brothers style chair bursting with cuddly toys. A simple giant root becomes a sculpture and changes face depending on the light and the perspective. Most definitely a place to live, although it takes a while to soak it all in. Fortes: a house that resembles its owners. Cleverness: availing of materials and the know-how of local artisans. Las Terrenas French School

L

as Terrenas is proud to have the Théodore Chassériau School, a center of education with an international vocation open to all nationalities and cultures. This school year, 2015-16, there are 152 students from 13 different countries, meaning 32% of the students are not French. The school provides bilingual education by simultaneously teaching in two languages within the context of both cultures, French and Dominican, introducing English as a third language from 8 years of age up. Furthermore, the school is officially approved by the French Ministry for Education with respect to primary level and the first year of secondary level, guaranteeing compliance with the French educational system during these stages with the possibility of continuing education in another French High School anywhere around the world without sitting entry exams. Plans to secure approval for all levels (3rd, 4th and 5th grade, equivalent to 7th, 8th grade and 1st senior high) are in the pipeline for 2016. The school is a relatively small community, each class has an average of 14 pupils, ensuring the attention and follow up each child needs. Modern and eco responsible Pupils have a large selection of texts in French, Spanish and English to choose from at the school´s library and can access them in their free time or take them home. In addition, over the last few years, the school has made great strides towards computerizing education by installing over 20 computers in one hall and is preparing to equip the classrooms with technological tools. This year a solar powered system was installed making the school fully independent in terms of electricity. This ensures uninterrupted conditions needed to work and study as well as serving as a first hand example of environmental awareness for the children.

All 18 teachers are experienced professionals and are subject to annual inspections by the AEFE (Agency for French Education Abroad), while education in Spanish and English is guaranteed by highly qualified teachers who are Dominicans and/or trained in the USA, respectively. Similarly, great attention is paid to the teachers´ ongoing education and each year they receive teacher training in several disciplines. From a legal point of view, the school is a non- profit association, constituted by a 7-member parents committee which guarantees proper management of the school while the AEFE guarantees the uniformity of standards required of all French schools. A widely believed myth is that the school is very expensive. However, the rates are lower than those at the French High School in Santo Domingo. One thing is sure, it is the best investment in your child´s future. aving directed a French school in Lebanon, Principal Artignan acquired a solid experience in France, San Salvador, Colombia, Brazil and Chile. A recent arrival to Las Terrenas, his mission is to consolidate and develop the Théodore Chassériau School. What will you personally contribute to the school? I want to build an educational program where each member of the community can find a space and a reason to be. Cultivate the feeling of belonging, an institutional culture based on trust and solidarity. I want us all to feel proud of belonging to this institution. What will the main issues be during your office? Improve outward communications, involve more Dominican and foreign families, increase the computer equipment and new technology practices, emphasize English more, professionalize teaching more and improve everyone´s work areas. How can you educate a child for a future that we can´t even imagine? By fostering the same values as always: effort, honesty, respect for others and for oneself, curiosity, the ability to share with others, awareness of the importance of protecting the earth, knowing the difference between useful and futile. Although you only arrived recently, have you noticed anything particular about the kids in this school? Their willingness and great desire to learn and their trust and respect for adults.

f you fancy or are already passionate about sailing then Las Terrenas Sailing Club at the end of Playa Las Ballenas is an absolute must.

As their website states, the club´s mission is to promote sailing and train sailors who know and respect the principles of safety at sea and the sporting spirit and to help boys and girls from all social backgrounds to practice this sport in the hope that, later on, they can excel as competitors and people.

Sailing into the wind, with no sound of engines, is one of the best ways to enjoy a day at sea, completely at one with nature. Fun can easily turn into a passion, an almost addictive pastime.

What are the ingredients for all this? A fantastic bay with almost perfect climatic conditions, a strong love of the sea and sailing and the will and joy of transmitting it to others... Nothing more, nothing less!

Initially founded in 2006 by a small group of enthusiasts, including former Swiss champion Pierre Fehlman, Las Terrenas Sailing Club became a nonprofit foundation in 2009 and since then has grown and diversified its objectives to become more and more professional.

This is why Las Terrenas Sailing Club organizes courses for all the public, from young kids all the way up to adults, for groups and individuals alike. During the school holidays it offers a 5 day camp for boys and girls (although they could do with a few more girl member in the club) on the Optimist, a small sail boat that really

were hoping for... skills that are useful throughout life.

gives you the feeling of complete control. It is the perfect starting point for future champions. The Club has a great fleet of crafts suitable for both lessons and to rent, including kayaks, Hobie Cats and single hulls and all the equipment necessary for a fantastic sailing experience. The best thing about this club is that it proposes the sport as an educational tool that transforms. The kids really enjoy new experiences and enriching their knowledge of so many different things, like climate, wind, waves, respect for nature... while developing other skills like decision making, communication and working as a team. They also learn to handle their emotions, especially during competitions, whether they win or they don´t get the results they

In effect, the club encourages its members to enter national and international regattas and every year organizes its own competition sponsored by the Dominican Sailing Federation. This year the grand regatta in Las Terrenas was held on 2nd and 3rd of May, coloring the bay with sails from clubs throughout the country and providing a fabulous celebration of the sea and the sport for the whole town. The biggest achievement of this foundation, so far, is to have created a healthy, international sporting environment where children learn, dream and have fun. Could you ask for more? Drinking water produced, packaged and commercialized in the Dominican Republic

D

rinking water in the Dominican Republic is produced and commercialized in several forms: in packets (plastic bags), small plastic bottles (about 400 ml on average), bottles of a capacity between 1 and 2 liters o in carboys (“botellones�) composed of polycarbonate (5 gallons or 18.9 liters). These are generally used for domestic water dispensers. From the origins of water to the treatment and disinfection processes Where does the raw water used to produce drinking water, that will then be bottled, come from? It usually comes from more or less deep boreholes, protected from external pollution. In some cases, water deposits can be sources or natural outbreaks collected and preserved. Surface water (from rivers) is never used to make bottled water because it is a resource too vulnerable to pollution and storm water runoff. How are these raw water treated? The treatment takes place in several successive steps. Initially the water is chlorinated in a main tank of raw water. It is a pre-chlorination. This pre-chlorination is a sanitary disinfection reflex that has however its limits. Indeed, if there is organic matter present in the raw water, the initial chlorination may generate chlorine byproducts called THMs (in particular chloroform). These are, unfortunately, harmful to health and unmeasured in the Dominican Republic. In Europe, pre-chlorination is prohibited since the 80s. The second step is to filter the water on different filter media: sand - to clarify the water -, activated carbon - to adsorb specific odors or flavors, and capture the potential THM

produced by the pre-chlorination -or even ion exchange resins- to soften particularly calcareous water. The third treatment step is to move those prepared waters on sophisticated units for membrane filtration, requiring a lot of energy. Generally it is reverse osmosis.This technique consists of forcing the water and its dissolved solutes to pass through a membrane. Thus the produced water contains, generally, very few minerals as trace elements are filtered. Other treatment methods such as ultrafiltration (UF) can be used in some water plants. UF is, as reverse osmosis, a membrane separation technique. How is water disinfected? After treating the water, it is necessary to ensure its innocuousness, especially from a microbiological point of view (viruses, bacteria and parasites). Generally, after the treatment is carried out, the produced water is safe. However, since the produced water is stored and transported through pipes before being bottled, it is convenient to disinfect it to prevent any re-contamination. For this, different techniques are used and are complementary: ultraviolet (punctual disinfecting action), and ozonation (disinfecting action effective in time) are generally used in drinking water packaging stations in the Dominican Republic. How is water bottled? Techniques greatly depend on the scale of the plant concerned. In the Dominican Republic there are 67 bottled water production companies just in the territory of the National District and the city of Santo Domingo. There are 77 in the rest of the country. What should be remembered is that bottled water producers are usually large plants with very


modern automated technologies for this phase of work. The vast majority of small and medium Dominican companies only produce water in carboys (“botellones”) or packets (plastic bags). For this, they use small units with one or two conveyors and semi-automated filling units. For bagging water, small filling units and heat sealing are used. Discussion on the quality of the water produced The quality of the water produced depends on many parameters. - The type of packaging: packets (plastic bags) or “funditas de agua” are the type of packaging most exposed to risks of microbiological contamination. Whether at the bagging plant itself, or in terms of commercialization and consumption, this product has inherently high risks of bacterial contamination. Regarding “botellones”, they must be purchased, in a privileged way, in clean commercial areas where consumption flows are maxima, so as to optimize the chances of having a recently produced water. Indeed, traceability is not a rule for all water producers in the Dominican Republic and it is very rare to find the bottling date on “botellones”. Bottles remain a safe bet with controlled storage in commercial areas with substantial sales flow. - The brand: according to brands, the quality is very variable. Unfortunately, the consumer does not have many points of reference at this level. Indeed, only one Dominican brand (out of 144!) has a certificate of the United States’ Foods and Drugs Administration (FDA) and of the National Sanitation Foundation (NSF). The Dominican bottled water industry is thus very competitive. It has highly variable practices both in the mode of production (from artisanal to very industrial) than in terms of hygiene, including the maintenance of filtration equipment and the washing phase of the “botellones”. Business practices are also very different in the country. The Ministry of Public Health is therefore quite overwhelmed in this industrial sector,

despite the intensification of controls and legal requirements more stringent for producers. Finally, water in “botellones”, the most consumed in the country in view of the drinking water supply problems that we know, are vulnerable in many ways: Intrinsically, these reverse osmosis-purified waters have very low mineralization, implying the need for a perfectly balanced diet to overcome the shortage of minerals that water should normally bring. Moreover, the handling of the “botellones”, their storage (in dust usually), the residence time of water within these packages, and then the handling at the point of consumption are all factors making vulnerable the sanitary quality of these waters. Ultimately, the Achilles heel of the industry is also based on the cleaning of the “botellones” in some small production units. Tips: 1. Never consume water from packets (plastic bags). 2. Favor, if you can afford it (because it is an expensive product), bottled water. 3. If you drink water from “botellones”, adopt a balanced diet and, once a year, do a cure of minerals if you feel tired. 4. When buying, look for points of sale where there are substantial trade flows to be sure to have a newly commercialized water. These sales points must keep “botellones” away from the sun and protected from external contaminants (dust, humidity, heat, etc.). Similarly, take recent “botellones”, not opaque and not scratched. 5. Before putting it in the water dispenser, wash your hands and use a disinfectant gel. Then pass a chlorinated sponge over the entire “botellón”. 6. Disinfect regularly you water dispenser using a chlorinated sponge.
