Information requested for the census includes family name, address, phone number, children’s names and children’s birthdates. Once you are included in the census, we can mail you Way to Grow as well as other District publications. In addition, you will be notified when it’s time for Early Childhood Screening (beginning at age 3 and required for kindergarten entrance), and the elementary school in your area will expect your child when it’s time for kindergarten. Early Learning News - Laurie Hume Assistant Director - Early Learning Welcome to the 2016-17 ECFE school year. We are so happy to be working with the families and children in school district 197 and surrounding districts. There are some exciting new program options this year. We will be offering a free, four-week baby class, to introduce families to our program. Information for our free class is in the brochure. In addition to the new ECFE class, we have the additional options for our district community preschool program. We will be offering expanded preschool options such as all day programming and 5 day a week programming. Be sure to check out the Wild Imagination Costume Party. It is a free event sponsored by our Early Learning Advisory Committee. I am so proud of our Early Childhood Family Education Program and the high quality services we offer. Did you know we have a home visiting program? You can request a home visit if you have questions about child development or need information on additional resources. It is going to be a great year for your youngest learners and I look forward to seeing you in our buildings. Please contact us if you need help registering or have questions. ECFE Program/Registration Updates ECFE Online Registration Process
Initial Registration requests – August 19 - 21, 2016 Initial ECFE registration requests will be accepted on our online site beginning Friday, August 19. While creating your registration request, you will be able to indicate your class preference as well as make an alternate class selection. Payment information will be required during registration, however, your payment will not be processed until your registration request is approved. Computer generated class placement will begin Monday, August 22nd by lottery. Approval email notices will be sent by Thursday, August 25th. Once you receive an email notification that your registration request is approved, your payment will then be processed. ECFE Registrations on or after August 22, 2016 Following the initial registration and class placement period, requests will be accepted until all classes are filled.
Alternative to Online Registration
Online registration will provide you with the most efficient processing of your registration. However, if you do not have access online, you may contact our office at 651-403-8353 to register. Please note that phone-in registrations will be placed the same week as online registration, therefore offering equal advantage for ECFE class placement. Fall 2016 - Way to Grow  3
About ECFE ECFE is a program that offers parents and their children from birth to pre-kindergarten opportunities to grow and learn together in a supportive, stimulating environment. ECFE also supports families in learning to find time for one another, having fun together, being proud of who they are and knowing they are not alone. You will find fall semester classes and more information about ECFE in this section of the brochure. Information on preschool options is on pages 15.
What are ECFE classes like? Classes are held in the mornings, afternoons and evenings. Most sessions last 1½ to 2 hours. A typical session begins with time for parents and children to enjoy classroom activities together. Then, children play and learn under the supervision of a licensed early childhood teacher, while parents share experiences and ideas with other parents and a licensed parent educator.
What do we know about the effectiveness of ECFE? Participant feedback and current research show that ECFE is a major resource to families with young children. It sets the stage for parent involvement and children’s success in K-12 education. It has proven effective with all kinds of families, and many even believe that ECFE creates more caring communities as it brings families from all income levels and backgrounds together around their common concerns as parents. School District 197 is serious about supporting families and children. Let us know how we can serve you better!

Non-Separating Class So you have a new baby! Infancy is a very important time in the life of your child as well as a wonderful and challenging time for you. Join other parents of infants and an expert parent educator to talk about your baby’s development, safety, feeding, sleep and “me time.” Parents and babies stay together with time reserved for songs, fingerplays and stories. This will be a relaxing and informative class where you can ask your questions, share your ideas and meet other families. Section 1

I Can Do It! (24-36 Months)
Two is the perfect age for you and your little one to be in a parent-child class! Your two-year-old benefits from learning to be around otheres, and you benefit from support and information that help you nurture a child of this challenging age. This class is a great way to begin to expose your child to new situations and for you to meet other parents. Come and have fun with your child while you grow as a parent! ECFE Building Bridges (Parents/Grandparents & Children Ages 3-5) This ECFE program is for non-native English speaking families with children ages 3-5 and provides childcare for younger siblings. Building Bridges features parent discussions, English language learning for parents (daytime only), school readiness activities for children, special events for families, and the sharing of community-resource information. Partners include Dodge Nature Center and Minnesota Reading Corps. Although the program is free, preregistration is required.

Visit tridistrict.thatscommunityed.com and search for classes under ‘District 197 ECFE.’ Once you have found the classes that you would like to register for, add them to your cart. When you are ready to register, click ‘Check Out.’ When prompted, please login or register as a new user and follow the procedures listed. For more information on how to set up your account turn to page 12.

What are the age-eligibility requirements? A child must fit within the age range specified for the class on the first day of class. For example, a child enrolling in Busy Bodies (14-24 months) must be no younger than 14 months and no older than 24 months on the first day of class. Are registrations good for the whole year? Registration is for the current semester classes only (Sept. 12, 2016- Jan. 13, 2017). Each semester requires a separate registration. If you have questions, call 651-403-8353. How do I figure the class fee? Review the fee scales on the next page to determine your fee. No one is turned away for inability to pay, and no financial questions are asked. Choose the family income category that best meets your family need. Are registrations confirmed? If you register online, you will receive an e-mail confirming your class placement by Thursday, August 25th. If you register by phone, you will recieve a phone confirmation by Friday, August 26th. What happens if I cancel a class? Refunds must be requested at least two working days prior to the first class. Refunds are not issued after that time due to commitments made to instructors. Your money will be refunded if the class is cancelled due to insufficient enrollment or if the class is filled before your registration is received. A processing fee of $10 per class is deducted from any refund made at your request. Refunds are not issued for classes with registration fees of less than $15. No refunds are made when classes are cancelled because of weather.
District 197 complies with federal and state laws and regulations prohibiting discrimination. No person shall, on the grounds of race, color, national origin, creed, religion, sex, marital status, status with regard to public assistance, sexual preference, age or disability, be excluded from participation in, denied the benefits of, or otherwise subjected to discrimination under any educational program or in any terms or conditions of employment.

About our Fees The sliding fee scale to the right applies to most ECFE classes described on pages 5-9 of this brochure. Please refer to this scale to determine your fee based on your family income, the hours per class session and the number of weeks the class you are registering for meets. Call 651-403-8353 with questions. Please note that class fees are per child and not per family. Sibling Care (Offered at Early Learning Center and Pilot Knob) Sibling care is offered for brothers and sisters who are kindergarten-age and younger. Siblings of children attending an age specific class that are 6 months or older or will turn 6 months during the class must be registered for sibling care. Due to the need to provide safe and appropriate care for all children, please register for sibling care at the time you register for your class. You can do this by filling out the sibling care section of the ECFE class registration form. Children cannot attend sibling care unless they are preregistered. See the sliding fee scale table on the right for the total cost for each class. If you are paying by check, please include both the class fee and the sibling-care fee in your total. If you are paying with a credit card, your total will reflect both the class fee and the sibling-care fee. If you have questions, please call 651-403-8353.

ECFE Registration Information Creating Your Online Account for Registration Be sure to set up a family account before our August 19 registration, so you are ready to quickly register online for your classes. Please follow the directions below to set up your account.

Immunization Requirement Minnesota Immunization Law Details Minnesota requires that all children entering child care, early childhood programs, and elementary or secondary schools (public or private), have up-to-date immunizations on file with the provider. Children enrolled in ISD 197 ECFE programs will be required to provide a copy of an immunization record for each child enrolled prior to the child attending the program. The school district will be following up on each and every child enrolled as required by law. You may use the print out from your physician's office or utilize the form provided online at www.197ecfe.tridistrictce.org to record your child's immunizations. You must bring your child's immunization record the first day of class. Any child who does not have up-to-date immunizations on the first day of class will not be allowed to attend.

Información sobre los Programas de la Niñez Temprana del Distrito 197 Educación Familiar de la Niñez Temprana (EFNT) es un programa para
padres y sus hijos recién nacidos a pre kínder que ofrece oportunidades para crecer y aprender juntos en un ambiente estimulante y lleno de apoyo. Estos programas también apoyan a familias a aprender a encontrar tiempo para sí mismos, divertirse juntos, y estar orgulloso de quiénes son. ¿Cómo son las clases de estos programas? Las clases son en las mañanas, tardes, y las noches. La mayoría de las clases duran 1 hora y media a 2 horas. Una clase típica comienza con tiempo para padres e hijos para disfrutar de actividades juntos en la clase. Después, los niños juegan y aprenden bajo la supervisión de una maestra licenciada en la niñez temprana, mientras los padres comparten experiencias e ideas con otros padres y una maestra licenciada en cómo ayudar y enseñar a padres. La clase de “Building Bridges” se lleva a cabo los miércoles en la tarde en Early Learning Center y Family Resource Center de 5-6:30 p.m. Hay transporte para la escuela y cuidado para niños. We are proud of our preschool program collaboration with Minnesota Reading Corps to help best prepare children for school success.
Community Preschool Programs ThreeSchool 2016-17 Offered at the ELFRC and Pilot Knob (Sept.-May) ThreeSchoolers must be three years old as of Sept.1, 2016 for the 2016-2017 program year. The focus is on social skills, exposure to a variety of learning materials and increasing language skills. Children must be toilet trained.

Our Preschool Programs Provide a "Bridge to School” School District 197’s preschool programs provide a “bridge to school” through half-day programs. Rich learning experiences in well-equipped classrooms highlight each day, with children thriving in the “real school” environment. Preschoolers use the library and gym, partner with primary-grade book buddies, attend school assemblies and special events, and follow a schedule typical to kindergarten that includes individual, small and large group activities. You can expect to find caring and quality teachers in our preschool classrooms that are fully credentialed with bachelor’s degrees (or higher!) in early learning.
Our curriculum Provides... • Interactive activities and the joy of discovery. • Program alignment with the district’s K-4 programs. • Developmentally appropriate instruction that fully prepares your child for Kindergarten. • The foundation for future school success by encouraging personal, social and physical development; language development; pre-reading and pre-writing skills; mathematical and scientific thinking; and enthusiasm for social studies, music and art. • Collaboration with the Minnesota Reading Corps that helps to ensure that all children are reading proficiently by grade 3.

Minnesota Requirement for Kindergarten Entrance
Early childhood screening provides a free overview of your child’s development. The best possible time to have your child screened is about 3 years and before the 4th birthday. During screening a nurse will check: hearing, vision*, immunization records, cognitive and motor skills, speech/language and communication and social/emotional development. You will be provided with information on your child’s development, kindergarten readiness as well as other community resources. Please call our screening office at 651-403-8363 to schedule your child’s appointment. *While screening helps the district identify children who may benefit from available community resources, vision screening, while helpful, is not a substitute for a comprehensive eye exam. If you receive District mailings, you will be notified by mail after your child’s third birthday to make an appointment for him/her to be screened. If you do not currently receive District mailings, please see page 2 for information on adding your name to the District’s census. If your child is nearing age four, call 651-403-8363 for an appointment. In order for your child to start kindergarten in any Minnesota public school, you will need to provide the school with your child’s Early Childhood Screening summary and updated immunization records.

While we encourage parents to enroll their child at their neighborhood elementary school, we know that families may wish to attend a school other than the one in their attendance area, such as one of our magnet schools. Are you looking for a meaningful way to further your support and involvement with the ISD197 Early Learning programs? Become a member of the Early Learning Advisory Council!
What is the Early Learning Advisory Council (ELAC)? The Early Learning Advisory Council is a group of volunteer parents and community members who strive to be active members of the early learning and school district communities.
What does that mean? What is the commitment? As a member of ELAC, you will: a - Meet once a month for about two hours. Meetings are held in the evening at the Early Learning Center (WSP). a - Plan and volunteer at several free social events throughout the school year. a - Act as a parent advocate. From time to time Council members are invited to participate in discussion panels where you act as a parent advocate for the early learning programs. You provide feedback on your experiences and make suggestions for potential changes or enhancements to the programs. a - Work with a group of fun people to provide support for the early learning programs. Projects we have worked on over the last year include: fundraising, box top collection, Early Learning spirit wear design (coming in 2016!), attend the ISD197 community baby shower, and much more!
How do I sign up? The process for becoming an ELAC member is simple! Fill out an ELAC application (on page 21) and return it to your early learning parent educator. Alternatively, send us an email at ELAC197request@gmail.com and one of our ELAC officers will contact you with more information.

Who we are. What we do. The Early Learning Advisory Council is a group of volunteer parents and community members who strive to be active members of the early learning community and school district community. The purpose and function of the council is to: 1) Promote the goals, objectives, and vision of the West St. Paul-Mendota HeightsEagan Area Schools’ Early Learning programs. 2) Sponsor and/or host special activities for families and for Early Learning program staff. 3) Perform fundraising for the purpose of generating revenue for the district’s Early Learning programs, district programs and related functions and causes. 4) Serve as an advocate for the concerns of parents whose children are enrolled in the district’s Early Learning programs. 5) Facilitate communication between parents and teachers, school administrators, the school board, and the Superintendent. 6) Advise on and review areas of curriculum development and program evaluation.
3 Ways to Get Involved. Apply to serve on the council. We are looking for enthusiastic members to join the Early Learning Advisory Council! The Council meets once a month to plan events, advocate for early learning, and review and plan fundraising initiatives. Monthly meetings occur in the mornings and evenings at Mendota Elementary. Child care is provided for morning meetings. Volunteer to help at an early learning special event. We need parent volunteers to assist with event set up, event programming, and clean up. We are also looking for people with unique talents that they could share with our group. Do you enjoy photography? Have a knack for face painting?
