Celebrating 30 Years – It’s Been About All of You! We, the Reflejos team, want to thank you for sharing in this anniversary edition. In 2015, we were able to gather and share a wonderful evening as we hit our 25-year milestone. However, 2020 brings us together again, just in a different way. Can you believe Reflejos has been a part of the suburban Latino community for 30 years? It is encouraging to know many of you have been with us since the beginning … and we have grown together in so many ways! In this ever-changing industry, it is your faithful following that has kept Reflejos vibrant and an important part of this evolving landscape. 2020 will not only go down as the year Reflejos turned 30, it will also be remembered as a time when words shared had more meaning than ever before. March 7, 2020, was one of the last big gatherings Reflejos attended and sponsored before the pandemic. It was an evening when the Elgin Symphony Orchestra and Mariachi Vero came together -- a first-time event – to share a magnificent musical collaboration that brought more than 1,100 people, all ages and cultures, into an auditorium. We celebrated how music transcends any differences and brings people together! Then came COVID-19, which has changed our interactions, our gatherings, our ability to share in person … no Abrazos. Now it’s phone calls, texts and our sharing of information each week in Reflejos. We also thank you because so many more of you are reading us online, following us on Facebook and receiving emails, enabling us to keep the community we serve informed through all of these changes. (And if you’d like to be part of our weekly email list, just let us know!) This may be a long introduction to a celebration, but really it’s just a reflection on how our world has changed from 30 years ago! Looking back at how Reflejos began and where we are today gives us a feeling of great pride. Reflejos has always aimed to “reflect” the best of our Latino communities. We treasure the richness of all the Latin American cultures, the traditions and amazing contributions so many of you have made during these past 30 years. Reflejos began in Elgin as a way of sharing community news with an ever-growing Latino population as many of you set down roots in this new land. Reflejos has remained true to its founding mission of educating, motivating and inspiring the communities we serve, through the written word. Hearing from readers about what our publication means to them – the difference a particular story has made, how now COVID-19 information has opened avenues and helped families get the assistance and attention they need, how being bilingual has helped many learn the language so they can navigate systems here more easily – those letters and emails are what keep us focused and looking to present you the best content every week. As you flip through this week’s Reflejos, you’ll also see the many wonderful clients and community organizations who are wishing us well and have been on this journey with us as they understand the importance of the Latino population here in the suburbs. They have worked beside us to provide products and services that help to make you and your family’s lives better. In several days, we also begin the annual celebration and recognition of Hispanic Heritage Month. Unlike years past, the many parades and outings have been halted to keep everyone safe during this time. However, each week we will include information of many events that will now be virtual … perhaps a great chance for more to be immersed in all the enjoyment of our traditions and to experience aspects of this wonderful culture, be it in their living rooms or on their devices. As this edition also falls on Sept. 11, we are dedicating a page to remembering all of our fallen heroes. The iconic photo so many are familiar with reminds each of us how precious life and our relationships are. We also have incorporated several moving stories, statistics that show the growth and influence this community now has, advertisements from folks that all of you know who are sharing in our celebration, essays from several of our 2019 young Latino scholarship winners, and a collage of photos from our annual Reflecting Excellence event (a gathering we are very proud to say has brought people from every walk of life together for an evening of sharing and appreciation of each other). More to come on how we might still host this event in 2020. Keep your emails and letters coming, share your stories with us, ask us for information if needed and know we are here to be your resource. We thank you for making us a part of your lives and know that, as we all move forward and out of this current pandemic, we look forward to gathering with all of you once again. Gracias! ¡Ya es el Tiempo! – Now is the Time as ECC Celebrates Latinx Heritage Month

Elgin Community College will celebrate Latinx Heritage Month (LHM) virtually this year with events built around the 2020 theme “¡Ya es el Tiempo!” (Now is the Time). The celebration begins with ECC’s first-ever virtual Latinx Heritage Month Kickoff Celebration on Tuesday, September 15, at 2 p.m. and continues with events through October 15. The kickoff event will feature keynote speaker Jorge DeSantiago – an Emmy Award-winning television news reporter and anchor for NBC Telemundo Chicago. In lieu of ticket sales to the kickoff event this year, the LHM committee is encouraging the community to support a fundraising initiative for the ECC Foundation’s Student Success Fund (SSF), which provides financial relief to students, including those who are undocumented/DACA recipients, at risk of homelessness, food insecurities, unemployment, and other important matters that impact students’ success due to the COVID-19 pandemic. La 32ª Convención Anual de la Asociación Nacional de Publicaciones Hispanas tuvo lugar en San José, California, la semana pasada. Esta convención anual reúne a más de 180 publicaciones de todo Estados Unidos y Puerto Rico, que sirven a las crecientes comunidades latinas. Reflejos Publications, LLC gano el premio de Oro (primer puesto) por segundo año consecutivo, en la categoría de Extraordinaria Publicación Bilingüe. La Fundación de la Herencia Hispana reconocerá a casi 3 millones de trabajadores agrícolas que han servido como trabajadores esenciales durante la pandemia de coronavirus con el Premio Héroes de este año en su 33ª Entrega de los Premios de la Herencia Hispana. “Cada vez que comemos un bocado, debemos pensar en la importancia de nuestros trabajadores agrícolas en nuestras vidas, especialmente durante la crisis de COVID-19, ya que ellos se han puesto a sí mismos y a sus familias en riesgo con el propósito noble de que no falte alimentos a nuestras familias. Su servicio es nada menos que heroico”, dijo a través de un comunicado Antonio Tijerino, presidente y director ejecutivo de la Fundación de la Herencia Hispana. “Es con tremenda gratitud, orgullo y admiración que honramos a los trabajadores agrícolas”. Los Premios a la Herencia Hispana, que fueron creados por la Casa Blanca en 1987, conmemoran el establecimiento del Mes de la Herencia Hispana en los Estados Unidos. Los premios son considerados como uno de los más altos honores para los latinos y otorgados por los latinos. La crisis del coronavirus provocó una renovada atención al papel fundamental de los trabajadores agrícolas, ya que las personas encontraron los estantes vacíos de los supermercados limpiados por quienes se apresuraron a almacenar los suministros de alimentos para refugiarse en sus casas durante los primeros días de la pandemia. The Hispanic Heritage Foundation will be recognizing nearly 3 million farmworkers who have served as essential workers during the coronavirus pandemic with this year’s Heroes Award during their 33rd Hispanic Heritage Awards. “Every single time we take a bite of food, we should think about the importance of our farmworkers in our lives, especially during the COVID-19 crisis as they put themselves and their families at risk to nobly nourish our families. Their service is nothing short of heroic,” said Antonio Tijerino, president and CEO of the Hispanic Heritage Foundation, in a

statement. “It is with tremendous gratitude, pride, and admiration that we honor farmworkers.” The Hispanic Heritage Awards, which were created by the White House in 1987, commemorate the establishment of Hispanic Heritage Month in the U.S. The awards are considered to be one of the highest honors for Latinos by Latinos. The coronavirus crisis prompted renewed attention to farmworkers’ critical role as people found empty supermarket shelves cleaned out by those stockpiling food supplies and sheltering in place during the early days of the pandemic. Advocates have raised concerns over the health of the nation’s farmworkers since they often earn poverty wages and live in overcrowded housing. “Their work conditions make it nearly impossible for farmworkers to be able to abide by the social distancing, handwashing and other requirements that health care professionals say are necessary to prevent the transmission of the illness,” said Monica Ramirez, founder and president of the advocacy group Justice for Migrant Women, in a statement. “Farmworkers deserve this prestigious recognition along with respect and appreciation for feeding us every day.” The nearly $3 trillion stimulus package to combat the coronavirus helped many families, but excluded many farmworkers. At least 50 percent of all farmworkers are undocumented, according to United Farm Workers. Even though the government considers them essential workers, undocumented workers were ineligible for the relief payment most U.S. households received. The Economic Policy Institute, a think tank dedicated to promoting the interests of workers in economic policy debates, recommends that farm employers “provide adequate safety equipment” such as masks and gloves as well as “ways to disinfect their hands, tools, clothing and machinery.” They also suggest farmers use social distancing measures to keep workers safe, “even if some safety measures reduce productivity,” and “provide health insurance and paid sick days.” Farmworkers will be honored on Oct. 6 alongside Puerto Rican music star Bad Bunny who will be receiving the Vision Award for his “transcendent impact” as an artist and an activist during Puerto Rico’s historic mass protests in 2019.

(AP) — Como uno de los grupos que sintió los efectos desproporcionados de la pérdida del empleo y los impactos en la salud durante la pandemia de COVID-19, los latinos han llegado a depender de los medios de comunicación y los canales sociales más que nunca para educar, informar y entretener. Y aunque este grupo sigue enfrentándose a desafíos importantes, no se está derrumbando bajo presión. En cambio, están aprovechando su cultura colectivista y redes sociales virtuales para mantenerse conectados, capeando la tormenta y aprovechando sus raíces de aguante. And although this group continues to face significant challenges, they are not buckling under pressure. Instead, they are tapping into their collectivist culture and virtual social networks to stay connected, weathering the storm by tapping into their resilient roots. The report demonstrates how trusted influencers, brands, and media are leveraged both pre-COVID and during the pandemic, to keep Latinos engaged, entertained, but most importantly, informed. Data indicates that these networks will remain the trusted conduits for information transfer within the Latino community for the post-pandemic recovery. Latinos continue to be key factors in stimulating the country’s economy with their immense buying power, which increased by 69% in just nine years, outpacing non-Hispanics, which increased by 41% during the same time. “Hispanics are a collectivist culture, placing strong value on the needs of the community as a whole and maintaining close connections with each other. As COVID-19 began to spread, the subsequent social distancing measures threatened the in-person social networks that Latinos relied upon,” said Stacie de Armas, Senior Vice President of Strategic Initiatives & Consumer Engagement. “The Latino community has long exhibited an outsized use of digital connections, however as a result

of the circumstances of COVID-19, Latinos intensified their use of digital platforms to a greater degree than the total market, including use of social media and trusted content channels such as TV and radio to inform, communicate, share experiences and seek support.” Key insights from the Diverse Intelligence Series report include: • The U.S. Hispanic population frequently makes headlines for its growth and for being a key contributor to the economy, labor force, and the electorate. • Latinos will be the primary contributors to total U.S. population growth for the next 40 years, comprising 53% of the growth in the next five years and 68% of the growth up to 2060. • Latinos will contribute more growth than any other population segment, a factor compounded by a projected growth decline among the non-Hispanic white population. • In 2019, Hispanics accounted for $1.7 trillion in buying power, which is 11% of the total buying power of the U.S. • Multi-generational households are the nexus of the Hispanic community. • Hispanics are 40% more likely to live in multi-generational households, and the median age of their households is only 29, compared to 38 years of age in non-Hispanic U.S. households. • Over the next ten years, the disproportionately younger Latino community will over contribute based on their relative size to the economic recovery, through home purchases and the acquisition of goods and services. • Latinos choose content that is trusted and speaks to them culturally first, regardless of language. • Latinos are increasingly connecting with their trusted networks through social media. Latinos are 57% more likely to use social media as a primary source of information about COVID-19. • More than one-third of Hispanics spent more time listening to the radio as a result of COVID-19 (37%) compared with only 24% of white non-Hispanics. • Another 48% of Latinos reported that listening to their favorite radio host helped them feel more informed and less stressed. “Hispanics rely upon their physical and digital networks as conduits of information, underscoring the interdependence of collectivism and social networks. These networks serve more than just a social appetite; they serve as the conduit of trust, truth and cultural connection,” said Stacie de Armas. The Joliet Agency Leadership Scholarship is offered under a shared-cost structure with financial responsibilities assigned as approximately 25% to the recipient personally, 25% to the Joliet-area agency sponsoring the recipient, and 50% to the University of St. Francis – with the expectation that half of USF’s commitment will be donor-/ business-funded. 2019 Scholarship Winners Una líder estudiantil latina debe tener confianza, pasión y determinación POR CECILIA CAMPOS

Para ser completamente honesta, nunca me consideré una líder. Siendo la chica tímida y callada del fondo del aula, no me gustaba la atención, y todavía no me gusta. A lo largo de mi carrera escolar, he modificado la forma en que se puede definir a una líder y la forma en que debe actuar. Una líder puede ser alguien que nunca dice una palabra, puede ser alguien que lleva a un equipo a la victoria o incluso alguien que siempre hace lo que es correcto. Una líder puede ser cualquier persona siempre que tenga confianza, pasión y acepte el hecho de que habrá obstáculos en el camino. La confianza es esencial para tratar de convertirse en alguien a quien los demás admiren. Una tiene que estar segura de todas sus acciones y decisiones porque no solo afecta a una, sino también a quienes nos rodean. No todo el mundo tiene que participar en las actividades de los estudiantes para convertirse en una líder. De ser una estudiante de primer año en la orquesta, he pasado a ser una estudiante de último año que está a cargo de las luces para el concierto de música pop, el diseño de ropa de espíritu escolar, y muchas otras cosas para el programa de orquesta. El compromiso ha demostrado para mí ser una semilla importante para crecer como una líder. No importa en quién te hayas convertido, todos hemos pasado por la adversidad que nos ha convertido en la persona que somos hoy. Siendo latino o latina, siempre ha habido reveses y luchas que hemos enfrentado debido a nuestra etnia. Como estudiante de escuela primaria, a veces se burlaban de mí por ser sobresaliente o por ser capaz de entender las cosas más rápido. En el primer y segundo grado, me trasladaron de mi clase a ciertas materias que se enseñaban en inglés. No estoy tratando de presumir de ninguna manera de que me ascendieron de categoría, pero quiero recalcar que hubo momentos en los que algunos se burlaban de mí por ser demasiado inteligente o por ser la pequeña mexicana en una clase “más avanzada”. Aprendí que no debería avergonzarme de ser quien soy y estoy orgullosa de mostrarle al mundo que soy una estudiante latina trabajadora que se esfuerza todos los días por convertirse en la mejor versión de sí misma. Ya sea un o una líder de un grupo o de un equipo, la confianza, el compromiso y enfrentar los obstáculos son los que moldean a las personas para que se conviertan en líderes. Si bien no todos crecen para convertirse en capitanes o héroes de algo, todos se convierten en líderes de su propio viaje y futuro. Es sólo una cuestión de cómo reconoce su éxito.

To be completely honest, I never really considered myself a leader. Being the shy, quiet girl in the back of the classroom, I didn’t like attention, and still don’t to this day. Over my school career, I have altered the way a leader may be defined and the way a leader should act. A leader may be someone who never says a word, someone who takes a team to a victory, or even someone that always does the right thing. A leader can be anyone as long as they have confidence, passion, and accept the fact that there will be obstacles along the journey. Confidence is essential in trying to become someone that others look up to. One has to be certain of all of their actions and decisions because it not only affects the individual, but also others around them. Not everyone has to be involved in student activities in order to become a leader. Even in a classroom, I know that I’m more comfortable sharing in front of a class that has developed a close relationship with rather than one that doesn’t speak at all. It’s the little things like raising your hand or turning in your test first that show everyone you are courageous and fearless. While confidence is needed in order to be the captain of any boat, commitment and passion are important qualities in becoming a leader. As an involved student, I have learned what I like to participate in and what I don’t. I’ve been playing the violin since the fourth grade and have been a part of each schools orchestra every year. I admit that there were times when I wanted to quit because it was too difficult or because my friends were leaving it. Up to today, I learned that I joined orchestra because I loved music and I needed to keep my commitment. I’ve been able to stay involved in the music program in high school and it has given me opportunities to share ideas and grow as a leader. From being a freshman in freshman orchestra to now a senior who is in charge of lights for the pops concert and design spirit wear, and many other things for the orchestra program, commitment has proven to me to be an important seed to grow as a leader. No matter who you’ve become, we have all gone through adversity that has shaped us into the person we are today. Being Latino/a, there have always been setbacks and struggles that we’ve faced because of our ethnicity. As an elementary school student, I would sometimes be made fun of for being an overachiever or for being able to understand things quicker. In the first and second grade, I was moved up from my actual class for certain subjects to be done in English. I’m not trying to brag in any way that I was moved up, but there were times where some would make fun of me for being too smart or for being the small Mexican girl in a “more advanced” class. I’ve learned that I shouldn’t be ashamed for being who I am and I’m proud to show the world that I am a hard-working Latina student who strives every day to become the best version of herself. Whether it be a leader of a group or a team, confidence, commitment, and obstacles are what shape people into becoming a leader. While not everyone grows up to become a captain or hero of something, everyone becomes the leader of their own journey and future. It is only a matter of how you own up to your success.

Como líder latina, veo las cosas desde una perspectiva diferente. Se puede identificar a una líder latina dondequiera que vaya. Son inclusivas, desinteresadas, ambiciosas y tienen como objetivo el éxito para todos. Ser una líder significa incluir a todos, cualquiera que sea extrovertida o amigable puede relacionarse con esto y es muy admirada en las actividades curriculares. Se aseguran de que todos participen y de que nadie se sienta excluido. Ser una líder latina también consiste en ser desinteresada. Es muy importante anteponer los intereses de los demás. Independientemente de las situaciones a las que una se enfrente, es importante dejar de lado el orgullo y ser desinteresada. Además de ser motivados diariamente por nuestros padres latinos, los estudiantes líderes latinos tendemos a exceder los límites y abogar por sí mismos. Como estudiante, la ambición, el trabajo duro y la determinación se pueden demostrar no solo a través de lo académico, sino también a través de deportes, clubes y actitud personal. Por último, muchos atributos van acompañados para ser una líder, pero en general, creo que el impulso de los estudiantes líderes latinos es su familia y el deseo de ser mejores. Es difícil perseguir un sueño cuando solo beneficia a uno. Cuando el sueño beneficia a todos, la motivación cambia y se fortalece. When I was younger, my parents had always noticed how outgoing and friendly I was. Whether it was running up to the cashier and asking for a receipt or calling the waitress over for more water. Luckily, those traits have carried on and I continue to show them. I like to consider myself a leader, consisting of many attributes. Someone who handles responsibility and speak for others. As a Latino leader, I see things in a different perspective. A Latino leader can be identified anywhere they go. They are inclusive, selfless, ambitious, and aim to succeed for everyone. Being a leader means including everyone, anyone who is outgoing or friendly can relate to this and is highly admired in curricular activities. They make sure that everyone is participating and that no one feels left out. Being a Latino leader also consists of being selfless. It is extremely important to put others before you. No matter what situations one is confronted with, setting one’s pride aside and being selfless is important. A Latino Student Leader therefore learns to respect and shows kindness towards others. Of course, there is nothing wrong with having Latino pride. My parents always stressed that showing off one’s culture and language is major. At least the way I think about it, it influences others to be proud of where they come from. I believe that if I am proud of where I come from then others will too. I cannot stress that enough. Whenever coming across someone who struggles to fit in, I would

not stop until I made them feel confident in their own skin. The determination I had to make others comfortable was a reason why I felt like a leader. Now, relating this to being a Latino Student Leader, it is about having ambition. Ambition is an important characteristic of a Latino Leader, wanting to improve rights and everyday lifestyles for any community is important. It may be hard for a Latino Student Leader to think they can improve or change something so big, but when one has ambition, they know to work hard and have determination. A lot of our Latino heroes showed ambition like Cesar Chavez, a Union leader and civil rights activist, and Sonia Sotomayor, the First Hispanic Woman Supreme Court Justice of the United States. Although it sounds difficult to compare oneself to them but they were also Latino Student Leaders who strived for more. Besides being motivated daily by our Latino parents, Latino Student Leaders tend to exceed the limits and advocate for themselves. As a student, ambition, hard work, and determination can be shown not only through academics, but also by sports, clubs, and personal attitude. Lastly, a lot of attributes tag along with being a leader, but overall, I believe the drive for Latino Student Leaders would be their family, and wanting to be better. It is difficult to chase after a dream when it only benefits one; When the dream benefits everyone, the motive changes and it gets stronger. The desire to fulfill a goal is mostly motivation to proudly tell everyone “I made it”.

Una líder posee rasgos ejemplares que atraen a otros, y hace todo lo posible para hacer lo que correcto, sin importar las circunstancias. Una líder aprende y crece de las experiencias para tener éxito. Convertirse en una líder no es simplemente llevar un título, se necesitan varios componentes que le permitirán inspirar y llevar a otros a lograr la grandeza. Una líder es respetuosa con todos. El comportamiento irrespetuoso en los lugares de trabajo se ve con demasiada frecuencia. Pero las grandes líderes tratan a los demás con cortesía y consideración en todo momento. Valoran las habilidades que otros aportan. Las grandes líderes elevan, motivan y honran personalmente a quienes los rodean. Cada persona es única y tiene necesidades diferentes, por lo que me he convertido en una líder más fuerte al proporcionar a otros estudiantes caminos más personalizados hacia el éxito. Cómo ser una líder estudiantil latina POR DAISY ANTUNEZ

Para ser una líder estudiantil latina, debes tener desinterés y empatía. Una líder es alguien que guiará a quienes la rodean por un mejor camino, y he aprendido que para crear estos mejores caminos que otros puedan seguir, es necesario concentrarse en los demás y comprender sus historias. Estar atenta a los demás y mostrarles empatía les brinda un cuidado que tal vez no reciban en ningún otro lugar, motivándolos a permanecer en el camino correcto y exitoso. Irónicamente, pero sin ser una sorpresa, aprendí las importantes habilidades de empatía y desinterés de otros líderes a mi alrededor. Durante mi primer año, luché mucho con mis problemas de salud mental y finalmente busqué ayuda. Luego me invitaron a Snowball. Snowball es un evento de un día de duración que otros líderes adolescentes tardan meses en planificar. Ese día cambia la vida de otros estudiantes. In order to be a Latina student leader, you must have selflessness and empathy. A leader is someone that will lead those around them down a better path, and I’ve learned that to create these better paths for others to walk on, you need to focus on others and understand their stories. Being attentive to others and showing them empathy provides them with care that they may not receive anywhere else, motivating them to stay down the correct and successful path. Ironically, but not surprisingly, I learned the important skills of empathy and selflessness from other leaders around me. During my freshman year, I struggled a lot with my mental health and eventually reached out for help. I was then introduced to Snowball. Snowball is a one day event

where other teenage leaders take months to plan this one day that changes other students’ lives. I know this because I was one of the many students lucky enough to attend Snowball under their leadership. On this day the leaders prepare chants, team bonding exercises, and motivational and inspiring activities that start off bringing those attending out of their comfort zone and by the end of the night they not only become comfortable with their surroundings but with themselves too. This November day changed my life forever. Watching these young leaders change lives motivated me to want to help be the change in other people’s lives too. The following year I became one of the leaders. It was obvious that these students were not getting paid to do change people’s lives. Instead, they were doing it out of their own good will and kindness of their hearts. From this, I learned that in order to be a good leader, I had to be selfless. Nothing in the whole world has ever been as rewarding as being able to provide to others solely for their own improvement, not for my own personal benefit. Watching people’s lives positively change right in front of my eyes kept me moving. The second thing that these young lead[Continue on page 18]

The coronavirus pandemic’s disproportionate impact on racial and ethnic minorities extends beyond higher rates of infection and deaths statewide. Its economic fallout also is hurting their educational progress, say leaders at suburban community colleges seeing huge declines in student enrollment, particularly among adult learners, Black, Latino and other disadvantaged student populations. Among the factors contributing to enrollment declines are students’ reservations with returning to in-person instruction amid a pandemic, limited access to technology — such as laptops, internet and Wi-Fi hot spots for remote learning — job loss and challenges balancing family and work obligations with supporting their children’s virtual schooling. “It’s just too hard,” said Arlene Santos-George, dean of adult education and English as a Second Language (ESL) for College of Lake County in Grayslake. The college has 10,493 students enrolled this fall. Its adult learner population — students seeking to earn their high school equivalency and English literacy skills — is down nearly 42% compared to last fall. The percentage of new students enrolled is down 69%, students returning from more than a year ago is down 39% and continuing students are down 22% from last fall. College officials have been reaching out to adult learners and Latino students through mailings, phone calls, social media and online and radio advertising. “We also have flyers in the whole community where there are immigrant populations, grocery stores, laundromats, public spaces,” Santos-George said. “It’s unlike any other semester.” CLC has distributed $2.4 million in CARES Act funds for students in need due to COVID-19. Yet, some challenges are harder to overcome. “Students are choosing to forgo going to school, because they don’t have the financial resources or they are choosing to support their family,” said Erin Fowles, CLC dean of enrollment. Enrollment in for-credit college courses is down nearly 12% for Latino students. “Of all our ethnic and racial categories, that is the worst,” Fowles said. “We’re helping students through continuous disbursement ... about $500 per term that they are enrolled. For someone who has food, rent, transportation needs, that is not enough. We have seen more students saying we’re going to wait and see what next semester is like or take an entire year off.” Oakton Community College in Des Plaines has seen a 51% decline in student enrollment in for-credit ESL courses compared to last fall. To help students overcome barriers to access, the college is providing transportation and technological and financial aid through the Oakton CARES Program

and the Oakton Educational Foundation’s Student Success Fund. “While these resources are available to all students impacted by COVID-19, it is often low-income students and those from minority groups that experience the greatest technology and resource gaps,” spokesman Stephen Butera said. For the first time in seven years, Harper College in Palatine is seeing a dip in Latino student enrollment — its second-largest racial/ethnic population at 29%. Enrollment of Black students and adult learners also has been hard hit. “There’s just perhaps an element of families rallying together to keep the lights on and rent paid,” said Bob Parzy, Harper interim associate provost of enrollment services. “A lot of students are still trying to decide whether they can fit college in.”

Harper has 10,600 students enrolled in credit-bearing courses this fall — a 5% decline overall. Its new and continuing student enrollment is down between 18% and 25%. Among Latinos, new student enrollment is down about 18% and 4% overall for new and continuing. Among Blacks, new student enrollment is down about 30% and 12% overall. The college has created wraparound services to help students who are not comfortable withonlinelearningthrough tutoringandtechnological support. Its PASO (Project Achieve Surpassing Obstacles) program specifically targets Latino families providing a parent university thathas“takenoneven alarger rolebecause of the pandemic,” Parzy said. “It’s been a struggle for community colleges. We’re part of the community,” Parzy said. “It’s tough when you see a lot of fami-

lies hurt and you see students hurting. We’ve also really tried to be empathetic to what is going on with our students and just trying to be accessible, to be present in the moment.” Yet, while students might be focusing on other priorities now, educators are hopeful losing them in this climate doesn’t mean they are lost forever. “We’ve done our best,” said Elizabeth Hobson, dean of adult education at Elgin Community College, which has nearly 7,900 students enrolled this fall. The college is seeing an 80% decline in ESL students, 40% drop in adult learners and about 13% dip in the overall student population from last fall. “It might not be immediate. It might take a little time for them to come back, but I do think they will,” Hobson said.

Carolina Pikakacho Fronteras de la Noticia - umnews.org El Mes de la Herencia Hispana se celebra entre los días 15 de septiembre y 15 de octubre, fechas en las que se conmemora el aniversario de la independencia de varios países de Latinoamérica. Con una población que abarca alrededor del 16% del total de la ciudadanía norteamericana, la cultura hispana está presente cada vez más en las tradiciones que se celebran los Estados Unidos y en la cotidianidad de sus ciudadanos, ya sea en la m%sica, la gastronomía o las #estas. Fue el presidente Lyndon B. Johnson quien propuso la idea de la proclamación de la Semana Nacional de la Herencia Hispana, la cual incluiría el 15 de septiembre, fecha que en que se celebran las independencias de Costa Rica, El Salvador, Guatemala, Honduras y Nicaragua, y el 16 de septiembre y 18 de septiembre, cuando México y Chile festejan su liberación. Esta idea fue aprobada por el Congreso, en 1968. Unos años después, el presidente Gerald R. Ford instó a las escuelas y a las organizaciones de derechos humanos a participar de lleno en esa semana conmemorativa y así estimular la participación en las actividades de la misma. En 1988, el primer mandatario Ronald Reagan o#cializó y extendió la celebración, cuando el Congreso aprobó la Ley 100-402, la cual indica la celebración del Mes de la Herencia Hispana, desde el 15 de septiembre hasta el 15 de octubre. De esta manera, el presidente llamaba a la población a un mayor reconocimiento de los estadounidenses de origen hispano. Durante estas fechas, se celebran y conmemoran las raíces de los hispanos y se reconoce el aporte que esta población ha signi#cado en el desarrollo de Estados Unidos. Con las actividades y eventos que se organizan para la ocasión, se ayuda a difundir la cultura hispana. Con esta celebración se promueven los valores de la diversidad racial, étnica y cultural que conforma los Estados Unidos como país. Escuelas, universidades, museos, empresas y organizaciones sin #nes de lucro festejan a su modo este mes, en el que se llevan a cabo distintas actividades y eventos. Hoy más que nunca los inmigrantes hispanos desempeñan un papel integral en moldear la experiencia estadounidense. Tienen todo el potencial para ser líderes en el gobierno, el derecho, los negocios, la ciencia, los deportes, el arte y muchas otras ocupaciones. No obstante, no están tan representados en c argos de poder, y esta es una lucha que todos debemos apoyar, comenzando a nivel local.
