In May, the Chamber is presenting the third Annual Clovis EXPO trade show promoting local products and services. Visitors to the Veterans Memorial Building will find Business Row, the Vineyard with tastes from local wineries and A Taste of Clovis filled with savory cuisine from valley restaurants.

The Ribbon Cutting Team celebrates new businesses, expansions, remodels and new ownership by cutting the ribbon with the famous big Chamber scissors – another great way to network and market your business.
Ambassador Corps
Advocating for local businesses is one of the primary responsibilities of the Chamber. The Advocacy Task Force analyzes and acts on legislation that impacts the business community. Recognized statewide for its advocacy, the committee encourages members to interact with elected officials to impact legislative decisions.

Each month, a Chamber member hosts a mixer for fellow members. New relationships and leads are established that help to improve and increase business.

ClovisPAC is the political action committee of the Chamber of Commerce and exists as an independent entity that studies legislative issues and can support, endorse or oppose city, county, state and national issues or candidates. ClovisPAC is also recognized as an effective influence on the local and statewide political scene. n
Chamber Gives Back
The Chamber Gives Back committee is focused on giving back to the community. Our “Hooked-on-Books” program with a goal of putting a book in the hands of every school child in Clovis, is in full swing. Distributions have been completed at five area schools, with more planned next year. The Chamber is also encouraging donations for the new Marjaree Mason Center, a shelter for women that has just opened in Clovis.

CLOVIS OVERVIEW At 105 years old, the Central Valley community of Clovis, which has a total area of 23.28 square miles, never forgets where it came from and tries to remain focused on where it still wants to go. Its citizens and leaders understand that cities in which citizens know and respect their shared history and legacy generally move proudly and forcefully into the future. The city of Clovis began as a freight stop along the San Joaquin Valley Railroad, which was organized in 1890 by six Fresno businessmen in partnership with Michigan railroad speculator Marcus Pollasky. The construction began in Fresno and reached the farmlands of Clovis Cole and George Owen by October of that year. The railroad purchased right-of-way from both farmers, half from each, and agreed to establish a station on the west side of the tracks and to call it “Clovis.� Cole and Owen later sold land to Marcus Pollasky for development of a community. The railroad was completed as far as Friant (previously known as Pollasky and then Hamptonville), just 26 miles from its origin in Fresno and officially began operation in January 1892. Unfortunately, this coincided with a deep national economic decline and the railroad had to be sold to the Southern Pacific Railroad.

At this same time, a group of Michigan lumbermen began acquiring thousands of acres of timber in the Sierra Nevada about 75 miles northeast of Fresno. A dam was built across Stevenson Creek to create a lake that would enable them to move freshly cut timber to a mill beside the lake. They then constructed a 42-mile V-shaped flume that started at the foot of the dam. As lumber was rough-cut at the mill, it was loaded into the flume and propelled by water to a planing mill east of the Clovis railroad station. The lumber flume was completed in 1894 and the mill opened, sparking additional development around the Clovis Station. The town began to grow as lumber yard employees built homes. Service businesses, churches and schools soon followed so that by the time www.clovischamber.com

facades that resemble those found during the early 20th century. The historic center is now known as Old Town Clovis. Clovis is a popular choice for those moving to the Central Valley and now has a population of approximately 108,000. It has the lowest unemployment rate and the highest household income in the region. People even pay a premium for homes with a Clovis address. In addition, several years ago Clovis was ranked as the Best City for Young Families in California by the consumer information website, NerdWallet. The ranking was based on the quality of the schools, home values, household income and family-friendly activities.

Clovis’s first post office opened in 1895, the community reportedly had a population of nearly 500. It was finally incorporated in February 1912. The lumber mill burned in 1914 and was not rebuilt. Those grounds are now occupied by Clark Intermediate School and the Clovis
Rodeo Grounds. Ever since that fire, the Clovis Rodeo has been held on the lumber mill site during the last weekend in April. In recent years, many buildings in Clovis’ core have been renovated. Older storefronts on Clovis Avenue have been restored and new buildings have been designed with

organizations and provides discounts to service clubs and many other programs. Special grants that promote civic education, patriotism and character development are also resourced from revenue generated through facility rentals. The Veterans Memorial Building, which is today known as the Rex Phebus Memorial Building, was completed in 1951 and has seen extensive remodeling to become a modern, green, conference center. The 20,200-square-foot facility features a 350-seat auditorium, a ballroom that can accommodate over 900 guests and meeting rooms of various sizes used to host many different events for the Clovis community. The facility’s patrons include veterans’ organizations, nonprofit groups, governmental agencies from around the state and country, weddings, memorial services and more, according to Lorenzo Rios, district CEO.
Clovis is also renowned for The Clovis Veterans Memorial District, a California Special District established in 1946 to honor veterans and serve the Clovis community. There are 27 districts in the State of California that honor the two million veterans who call California home. The Clovis Veterans Memorial District is proud to serve the community by honoring its mission “to provide a permanent living memorial honoring U.S. military and veterans; provide facilities and support programs to promote a legacy of service for preserving our community’s and country’s foundational ideals.”

The Clovis Veterans Memorial District is known throughout Central California as a hidden gem. It is lauded as one of the most remarkable facilities throughout the Central Valley and is priced to provide the best value to customers in California. The revenue generated from facility rentals helps fund school and community programs, affords free meeting space to veterans and youth
“We take pride in bringing a lot of outside business to Clovis and in facilitating important conversations that promote community,” Rios said. In recent years, the Memorial District added several memorials that serve to educate the community on the sacrifices made in defense of the country and to provide healing for those who served. One such memorial consists of statues of five figures standing in a semi-circle around the boots, rifle and helmet of a fallen comrade. Each figure represents a different military branch from a different era in history and is meant to ensure that those who fell in the line of duty are never forgotten. Another memorial is the Veterans’ Garden of Honor which is a living remembrance of the Clovis men and women who gave their lives in the major conflicts of our country. “The names of local Gold Star Heroes from as far back as World War I are memorialized there,” Rios said. Another memorial is a large metal globe with nearby plaques which memorialize veterans of different wars and battles throughout our nation’s history.
The district has also erected two memorials at off-site locations in the community. One is The Remembrance Plaza of the Pinedale Assembly Center which honors the 4,800 Japanese-Americans who were interned nearby. It includes a sculpted fountain which shares the history of the former internment camp, as well as the U.S. Soldiers of Japanese descent and the path toward reconciliation. It was built through a joint effort of the Clovis Veterans Memorial District, the Central California District Council of the Japanese American League and the Central California Nikkei Foundation. The district also honors military working dogs and their handlers through a memorial erected at the Miss Winkles Pet Adoption Center in Clovis. The memorial educates the public on the service that military work dogs have provided to this country dating back to World War I. In an effort to fulfill the district’s mission of honoring veterans and educating the community, the district has made a promise to open a Community Heritage Center. The center, which is expected to open in Spring 2018, will focus on preserving our community’s and country’s foundational ideals through interactive exhibits that engage the community with a focus on veterans and local history. The facility will also include an Innovation Center that will promote a healthy, safe place for the community and veterans to come and learn about different hands-on projects from woodworking to welding, 3-D printing and so much more. The Innovation Center will provide a space for an intergenerational conversation to start that promotes the sharing of stories, culture, experience and traditions that promote a vibrant community. It is being developed with Ideaworks of Fresno, a nonprofit organization. Its vision is to inspire the Central Valley and to provide residents with the resources to develop new skills. The district also makes available to the community the rental of all four commercial kitchens in the district’s main facility. These kitchens provide the commercial facility needed to help those small businesses in the cottage food industry blossom in Central California. The Clovis Veterans Memorial District is a professional organization that takes pride in providing world class facilities, memorials and programs and serving as a vital partner to the community. w

E D U C AT I O N There is someone new at the helm of Clovis Unified School District (CUSD), the 16th largest school district in the state of California with an enrollment of 42,980 students this academic year. She is Eimear O’Farrell, Ed.D., a native of Ireland and a part of the district since 1996. After teaching in Ireland for a decade, O’Farrell came to California in 1993 as an elementary school teacher at Our Lady of Victory Elementary in Fresno. Three years later she joined the staff of Clovis Unified, first as a teacher and later as a guidance instructional specialist, a learning director, a principal and an assistant superintendent. Last spring she applied to replace Dr. Janet Young as district superintendent and in late May, after an extensive statewide search, she was chosen by the Governing Board in a unanimous decision. O’Farrell assumed the
community members,” Dr. O’Farrell told the Clovis Independent. “My first goal will be to strengthen my existing relationships and build new relationships with our team throughout the district. Dr. Buchanan always reminded us that, ‘It’s people not programs that make the positive difference,’ and I completely believe in the importance of fostering relationships with our entire team,” she said in that Clovis Independent interview. “In Clovis Unified we believe that every employee is an educator, and we are a large group of educators working daily to make a difference in the lives of our 42,000plus students. Our office managers, our bus drivers, our groundskeepers and custodial staff – we are all using every moment of every day to educate our students,” Dr. O’Farrell added. The CUSD is a mammoth district that covers 198 square miles, but it still manages to take a personal approach with each student and to win accolades for excellence in a wide cross section of its 50 school sites. In addition, it grows by an average of 500 to 800 students per year as more and more people choose to make the Central Valley their home, presenting a continuing challenge.

This past summer, California released student achievement numbers from annual tests in math and English/language arts and once again Clovis Unified students outperformed their peers around the state and Fresno County by large percentages, according to Chief Communication Officer Kelly Avants. CUSD had the highest academic performance in English Language Arts of any of California’s 20 largest school districts and second highest academic performance in mathematics (using testing data from spring 2017). Within the District, 70 percent of students achieve at or above standards in English
Language Arts (compared to a state average of 49 percent) and 57 percent of CUSD students achieve at or above standards in mathematics (compared to the 38 percent state average). So it is not at all surprising that the district has achieved an enviable graduation rate of 94.2 percent. “Our standard of excellence is not isolated to one part or segment of the community. All of our schools are held to the same standards and we know that our students are capable of great things,” Avants added. Clovis Unified is also a sports powerhouse. Students from the district won one national, two state and two Southern Regional athletic titles in 2016-17, as well as 17 out of 23 Valley and 21 out of 24 League titles. As far as sports facilities go, CUSD’s are second-to-none. In fact, the track and field facilities in the Veterans Memorial Stadium at the Buchanan Educational Center are so incredible that the California Interscholastic Federation (CIF) has chosen to hold their state track and field championships there for the past nine years and two years ago the United States Track and Field Federation held their Junior Nationals competitions there, too. The CIF has also held the state cross country championships in nearby Woodward Park since 1987 and for the past three years has been holding the state swim and dive championships in the Olympic pool complex at Clovis West High School.

Clovis Community College
Clovis Community College is one of the state’s newest community colleges and it already serves more than 10,000 students in the Central Valley, joining Fresno City College and Reedley College to comprise the State Center Community College District. They hold true to their goal and mission statement of “Creating opportunities – one student at a time.” This goal is achieved with a highly qualified staff of educators and support personnel who celebrate the diversity of the Central Valley, embrace a flexible attitude toward change and encourage the spirit of innovation. “We are thankful to have the opportunity to serve students in the Central Valley,” said Dr. Lori Bennett, president of Clovis Community College. “We offer state-of-theart technology and facilities, along with a variety of courses and programs to fit the needs of our diverse student population.” There are a variety of programs for everyone. New high school graduates, returning adults, veterans, current high school students, and other community members can attend the college to prepare for transfer to fouryear institutions, earn associate degrees and career technical education certificates, or expand their workplace skills through lifelong learning.
SJCL has an outstanding reputation in the legal community. While a bachelor’s degree in any major qualifies an individual to apply, the law school also attracts MBAs, medical doctors and others who choose to earn a law degree to supplement their qualifications. “Because we are the only law school in a 150-mile radius, our students have many opportunities for externships that become pipelines into a first job,” said SJCL Public Information Officer Missy Mckai Cartier. “There are always jobs available for attorneys in the valley. Since most of our students have roots here, they are more likely to stay and practice here, which makes them very attractive employees.” SJCL is a private, nonprofit law school that was founded in 1969 and began instruction in 1970. It is accredited by the Western Association of Schools and Colleges and approved by the Committee of Bar Examiners of the State Bar of California. Since 1996 the law school has been located in an historic Clovis building, dating back to 1920. Thanks to a multi-million dollar renovation there is even a courtroom where students practice their skills. Many students
work full-time and take evening classes to complete their degree in four years. Students can complete their Juris Doctor in three, four or five years, depending upon their work commitments. SJCL is well known for the San Joaquin Agricultural Law Review, which it has published annually since 1991. Circulating nationwide, it is the oldest of only three law reviews in the United States that focuses on agricultural law. Articles in the

annual journal have covered such topics as agro-terrorism, sexual violence among undocumented immigrant farm workers and whether a farmer can still be considered an “organic grower” if he or she sprays for the Asian Citrus psyllid insect that is threatening the state’s citrus industry. The Law School is also renowned for its New American Legal Clinic where students work with legal immigrants to help them gain citizenship and seeks legal status for victims of violent crimes, while training future attorneys in the area of immigration law. C A L I F O R N I A H E A LT H SCIENCES UNIVERSITY The people of Clovis continue to watch a brand new, innovative university, dedicated to the education of healthcare professionals, emerge, grow and thrive. California Health Sciences University (CHSU) was founded in 2012 as a privatelyfunded university. The College of Pharmacy opened first – in fall 2014 – because the need seemed to be the greatest.

In fact, representatives of the pharmacy industry – CVS, Walgreens, independents and even the hospitals – reportedly approached them when they heard a group was planning to open a university to train health care practitioners and literally said, “we need your students.” Apparently, they struggle with hiring pharmacists in the valley and the turnover is very high. They didn’t want this issue to impact the level of care.
So, the College of Pharmacy has been holding classes at an interim campus on North Clovis Avenue. It features a 32,000-square-foot building and a 17,000-square-foot building across the street from each other. Approximately 265 students (62 percent of whom are from the valley) are currently enrolled. The first group of pharmacists is due to graduate from the four-year program in May 2018.

“It is estimated that by 2030, the state will be short more than 8,000 primary care physicians and there will be a particular need in the Central Valley. So we are looking to recruit medical students who have grown up here. Then we hope to retain them in local residencies because we know that they will be more likely to stay here and practice since, by doing so, they can be close to their families and communities of origin.” Dr. Duncan said they have chosen to offer a degree in osteopathic medicine instead of allopathic medicine because those who become osteopathic physicians gravitate more toward primary care medicine, which is currently the Central Valley’s greatest need. They expect their initial class size to be 150.
“We have a huge number of people in the valley who are retiring – including physicians – and the Central Valley is already underserved medically. People here, especially those living in rural areas, often must wait 25 to 30 days to see a doctor, according to the California Office of Statewide Health Planning and Development, and it is only going to get worse,” Dr. Duncan noted. “So we are heading to a crisis.” “Add to that the fact that it has been difficult for enough students from the valley to get into medical school in order to meet our needs,” she added. “That is why we are working to develop a pipeline from the Clovis Unified School District and the Fresno Unified School District and others through college and then to our pharmacy or ultimately, our medical school. We hope to work with the local schools to teach highly competent students academic success skills and to allow them to shadow health care professionals and see what a heath care professional’s life is like.” “This university was founded by local people, for local people,” she said. “The aim is to increase economic opportunity for our residents, as well as to provide health care to local people. Fifty-one percent of our local population is Hispanic and many of them have traditionally not gone to college. We want to change that because we know
that there is a huge economic advantage to a college education and even more so, to a professional education.” CHSU was the brainchild and dream of the Assemi family, owners of Granville Homes, which has built over 5,000 homes in the Central Valley since 1977. “The Assemis are long-time residents who are really plugged-in, generous and civic-minded. They are wonderful about supporting causes they believe in,” said Shawn Miller, business development manager for the City of Clovis. “The Assemi family has a heart for this community and it was their dream to establish a university in the San Joaquin Valley that could train masters and doctoral level health care practitioners in many different disciplines. They made the investment of capital, time and effort,” said Richele Kleiser, CHSU vice president of marketing and communications. “Farid Assemi and his family understood that there is an extremely large need for medical professionals in the valley now. Then they projected out several decades and realized that the shortages will become even more severe if someone didn’t step in right now and do something about it. “Our students leave the valley and don’t come back. Most medical programs link their students to residencies and on-the-job training close to the school. So students who leave establish their lives close to where they were trained and that has become a huge issue for us,” Kleiser added. “Residencies are expensive and Medicare plays a huge role in their funding. Currently, many programs are capped,” Dr. Duncan said. “That is why there is a bill going through the California legislature which is seeking to increase the number of medical residencies in California and have them funded by the state. We desperately need more physicians and to get them, we need more residencies,” she added. CHSU leaders are currently working on a master plan for their permanent campus, to be conveniently located on approximately 65 acres in the Clovis Research and Technology Park, just north and west of the Clovis Community Medical Center campus. They are also deciding which other medical specialty colleges will follow the College of Pharmacy and in what order, based on needs in the Valley.
CHSU eventually plans to open as many as 10 post-graduate colleges to train health care professionals. After opening the osteopathic medicine program, next on the slate is focusing on Allied Health. It is estimated that the build-out of the university and its campus will take 20 years because development of the campus will occur in phases as each new health science college is established. The first building scheduled to be built on the permanent campus is a fully-equipped 90,000 square-foot medical school, Dr. Duncan said. They also plan to construct a research space that will eventually be shared by all of the university’s various colleges. “But the plan is still very fluid. I would like to see us build student housing and a fitness facility. I think that having dorms to offer students would be very attractive,” she added. Soon, a 60,000 square foot College of Pharmacy building will be constructed, too. Once that happens, the Clovis Avenue site will be used as an “incubator” for each new school they establish, allowing the administration to fully understand the space, facility and equipment needs of each college. Most of the colleges will move to the permanent campus only after they are well established. The osteopathic school – because of its special size and equipment needs – will be the only program that will be opened on the permanent campus. Projections call for the university to one day enroll between 2,000 and 3,000 students and employ approximately 300 faculty and staff, all of whom “live by the values of the valley and see student success as key,” Dr. Duncan noted. Dr. Duncan lauded the Assemi family for their vision and foresight in founding CHSU. “Founding a heath sciences university is a very unusual thing for a family to do today,” she admitted. “But they saw the need and are trying to fill it. The caring here trickles down from them.” w

CLOVIS COMMUNITY COLLEGE FRAN BLACKNEY SCHOLARSHIP Clovis Community College has formally established the Clovis Chamber of Commerce – Fran Blackney Scholarship in honor of Fran Blackney, the Chamber’s communications and business/ political advocacy director, who passed away from a sudden illness in December 2015. The scholarship will be for a student interested in entrepreneurship or business, according to Dr. Lori Bennett, president of Clovis Community College.

Blackney was a tireless advocate of the Chamber’s Young Entrepreneurial Academy (YEA!) for middle and high school students and the primary organizer of the annual ClovisFest and BIG Hat Days celebrations for the Chamber. During Blackney’s tenure, the Clovis YEA! graduated more than 53 students who started over 18 businesses and social movements
while simultaneously completing high school on time. Ninety-nine percent then went on to enroll in college. “The Chamber has donated $10,000 toward the endowed scholarship and that has been matched by the State Center Community College Foundation,” Bennett said. “The funds will be invested and the interest will be used for a $500 annual scholarship which students can apply for each year, whether they have won it before or not.” “Our local Clovis area high schools have entrepreneurship programs, too, so we hope that since we can now offer high school seniors this scholarship, it will help to attract those students to study at Clovis Community College,” she added. “We are very excited to be able to expand the number of scholarships we can offer
students, so this was a wonderful gesture by the Clovis Chamber of Commerce. It will expand Fran’s legacy in the community and will certainly help future students,” Bennett said. “We currently offer 76 scholarships and hope to see that number grow.” Clovis Community College, which evolved from a state educational center to an official community college in July 2015, currently has an enrollment of over 10,000 students who are pursuing associate degrees or technical certificates, or are taking classes toward an eventual bachelor’s degree from another institution. The college already has a very strong transfer rate, Bennett noted. The money that the Chamber invested in the new Clovis Community College entrepreneurship scholarship was donated specifically for this scholarship in Blackney’s name by Clovis Chamber members, local businesses and individuals.

2018. The southern building will feature “Blast and Brew,” a pizza and “pour your own” craft beer restaurant on the first floor, also arriving in early 2018. This popular chain already has locations in Fresno and San Luis Obispo. Miller said the city’s plan for Old Town calls for much of the area south of Fifth Street to become a dining and entertainment district. A third restaurant concept by the owners of House of JuJu and On the Edge Coffee House, is slated to replace the House of JuJu at 453 Pollasky Ave. when it moves to its new location. It will a speakeasy-themed restaurant and bar called Papa’s Place. In addition, outdoor concerts and events like Santa’s arrival are continuously planned for Centennial Plaza. The Clovis Culinary Center, a certified commercial kitchen that those who pay to be members can use to prepare food for their catering businesses or for sale, is due to open soon at 3185 Willow Ave., on the southwestern end of Clovis. It is designed to be a business incubator for restaurants and other small food-related businesses. Consequently, classes on how to write a business plan and start a new restaurant, as well as how to pay business taxes and how to scale a recipe to feed a larger group are planned. This will be the first commercial kitchen in the region that is available for rental. On the northeast side of Clovis, the new Sierra Gateway Business Corridor is making great strides and is largely becoming focused on health care, according to Miller. Clovis Community Hospital is already located there and is continuingly expanding. Kaiser Permanente Hospital and Central Valley Indian Health are neighbors. The new California Health Sciences University plans to build its permanent campus on 65 acres there in the Research and Technology Park and the Veterans Administration and Valley Children’s Hospital have plans to build medical facilities in the area. Restaurants, retailers and hotels are sure to follow the health facilities, Miller predicted. In fact, one hotel is already in the planning stages for that area of Clovis while two others are under construction elsewhere in the community – La Quinta on Clovis Avenue, south of Barstow, and a Marriott Towne Suites on Shaw Avenue at Helm. Those two hotels will add 200 hotel rooms to Clovis’ inventory. In addition, three more hotels are being planned for other areas of town. Retail properties throughout Clovis are also being updated, upgraded and expanded. The restaurants, retailers and businesses along Shaw Avenue between State Route 168 and Clovis Avenue are currently forming a property-based improvement district, which will act like a homeowners’ association. Businesses are expected to assess themselves in order to make landscape and lighting improvements in the district and to better market the district, according to Miller. “This area, which was developed in the 1960s and 1970s before the freeway was built, has needed a facelift and now it will get one,” he said.

Gottschalks department store there has been transformed into an entertainment complex. For the past five years, two-thirds of the space has been occupied by MB2 Raceway, which features indoor go-kart racing. Now the remaining third of the building has been rented by No Surrender, a laser tag facility that also features video games and an adventure park. Construction on Landmark Commons, adjacent to the Heritage Center museum and the Old Town bicycle and walking trail, should begin early in 2018. It will feature Clovis’ new senior center, library and transit hub. Plans also call for a public plaza to be built in the area, Miller said. Housing stock, particularly for emptynesters and retirees, is also being added to Clovis so that grandparents can relocate to be near their families, as well as Clovis’ excellent medical facilities. Harlan Ranch is specifically aimed at this group of potential residents. In addition, Magnolia Crossing, a 48-unit subsidized senior living facility for lowto-moderate income seniors who need assisted living care is under construction on the southwest corner of Sierra Avenue and Highway 168. When it opens in late 2017, the non-traditional facility will consist of three custom Craftsman-style homes featuring stone work, 16 rooms and personal bathrooms, covered patios and a garage for pickups and drop-offs. The kitchens in each home will feature islands at which residents can sit and talk while a caregiver prepares food. Other amenities in each “home” will include a common area for games, crafts and other activities, a formal living room with a fireplace and even a beauty salon. The outdoors of each building will have covered patios, a gated courtyard and a raised garden area for green-thumbed seniors.
Clovis also boasts a number of large manufacturers (Anlin Windows, the largest replacement window firm west of the Mississippi River; Niacc-Avitech, a manufacturer of aerospace components; and German-based KW Automotive, a manufacturer of high-end suspension systems for professional race cars and hot rods), as well as a major food processor (Wawona Frozen Foods). The Clovis Industrial Park is currently undergoing an expansion, as is the Dry Creek Industrial Park. The Clovis Industrial Park has been approved for 400,000 square feet of speculative buildings. Meanwhile, at Dry Creek the city recently installed streets and utilities on 30 acres of adjacent land as it also seeks to provide more space for light industrial companies to locate. They are also adding retail facilities and both national and regional restaurants. The Research and Technology Business Park with its excellent access to a freeway off-ramp is also expanding and adding an adjacent retail area with restaurants, day care facilities and gas station to serve those employed in the area. In addition, California Health Sciences University has purchased land in the R & T Park for expansion of their school. The work of the staff at the City of Clovis is supplemented by the Fresno County Economic Development Corporation (EDC), a nonprofit that has been assisting communities throughout the county attract and retain business for 37 years. “We act as a go-between with businesses and the local, state and federal officials, looking for incentives, programs, workforce dollars and sites for new businesses. When we help to connect a company with a trained workforce, we continue to follow them for the first 18 months, checking to see if they need further assistance,” said Lee Ann Eager, president and CEO of the EDC.
“I recently spoke on behalf of the governor before 40 businesspeople who were visiting from China,” Eager recalled. “Many of them were interested in expanding to Clovis, particularly those in the medical field. For instance, one was interested in starting a private nursing school here, which was very exciting. We are actively marketing all of our communities to the country and the world and lately many involved in the health care industry have been very interested in Clovis.” The EDC has also been offering prospective businesses its New Employment Opportunity program under which the county offers to reimbursement companies that hire welfareto-work recipients. They will pay 100 percent of the employees’ salaries for the first three months they are on the job and 75 percent of their salaries for the second three months they are employed. “We did a pilot program three years ago and it was very successful. This current program has been active for the past two years. We tell prospective companies that we will get residents trained for them if they hire through our welfare-to-work program and it has worked well. For instance, we had a trucking company that needed 25 drivers and through the county’s DSS program, we established a truck driver training school. That program expanded and we are now on cohort number 22 and more than 120 individuals that were on welfare now have their Class C driver’s licenses. We also have a pre-apprenticeship training program that has a 92 percent placement rate. Next we plan to concentrate on welder training for some firms that need welders,” Eager said. “Clovis continues to be one of our local gems,” Eager said. “It is an easy sell to interested firms, thanks to its wonderful schools and workable neighborhoods. It’s clear that the City of Clovis is striving to be the best place to work, shop, dine and do business.” w

The National Parks
Yosemite National Park, which is located approximately 90 minutes away from Clovis by car because of the winding roads, is best known for its waterfalls. Rodeo Days
In late April, Clovis starts looking like an old-fashioned Western town as cowboys and animals arrive for the Annual Clovis Rodeo. Held on the last full weekend, it is California’s second-oldest rodeo, begun in 1914. During the month, several events including art shows, roping contests and the crowning of the rodeo queen lead up to the great event that attracts over 40,000 participants and spectators to the arena. Fans enjoy the excitement of seeing steer wrestling, bull riding, bulldogging, barrel racing and mutton busting by children from ages five to eight.

The Bud Light Beer Garden gets into full swing, featuring local live bands that accompany a cool brew. They don’t forget the little ones. Visit the Don Mauer carnival or let them ride on the miniature horses, roll around in the giant water bubbles and have their faces painted.
Started over 75 years ago as part of the rodeo celebration, BIG Hat Days has become one of the major festivals in the country. It not only provides safe family fun for visitors, it also produces over $9 million to the city coffers as its huge crowds visit other city establishments.
In honor of its centennial, the Clovis Rodeo was inducted into the ProRodeo Hall of Fame in 2014. Proceeds from the rodeo support local charities. n

The days start out with the launch of dozens of hot air balloons that inflate and take off across the valley skies. Visitors fill the rodeo grounds, enjoy hot cinnamon rolls or pancakes, and can get close to the inflating orbs. They then cross the street to enjoy the festival. Over 250 craft and food booths fill 14 blocks offering great merchandise and a wide variety of foods to eat. The Don Mauer Family Carnival will entertain the little ones who can get fancy balloon animals on Fourth Street. Don’t forget the cotton candy and ice cream. And be sure to visit the merchants in Old Town who are open for business and have unique merchandise to sell. n
Farmers Market
The Old Town Farmers Market, hosted by the Business Organization of Old Town, B.O.O.T, is a valley favorite. On Friday nights from May through September, five blocks of Old Town are filled with delicious farm fresh produce and food vendors. There is live music every week, including a monthly concert series, hosted by KSEE/24TV. In addition to more than 30 vendors nightly,
you will find local artists in the ArtHop section. The North American Pole Vault Championships are held right in the middle of the street in July and you can’t miss the Peach Party, also in July, as well as the Pistachio Party, which ends the season. A year-round market takes place every Saturday morning with growers and food vendors. n

Valley Children’s Healthcare
Valley Children’s Healthcare is building a 20,000-square-foot pediatric outpatient facility in Clovis at 2497 Herndon Ave. It is expected to open in late spring/early summer 2018 but the exact specialties that will be represented in the facility have not yet been announced.
“The Clovis campus will be focused on enhancing access to critically-needed doctors for families in Clovis. Valley Children’s and our partners will work together to enhance access in multiple specialties,” said Valley Children’s President & CEO Todd Suntrapak. When it opens in 2018, the Clovis location will be Valley Children’s Medical Group’s eighth outpatient specialty care center. Others are located in Modesto (two), Merced, Visalia, Bakersfield (two) and Fowler. Together with the hospital, they have cared for more than 1.3 million children in Central California, offering them highly-specialized medical and surgical services within the Valley, including a Regional Level IV neonatal intensive care unit, the only one in Central California. Valley Children’s Healthcare is the only health care network in Central California that provides high-quality care, exclusively for children from before birth through young adulthood. In fact, its 358-bed hospital sees nearly 14,000 admissions each year and has a designated Level II Pediatric Trauma Center, the only pediatric trauma center in Central California. “At Valley Children’s, we believe every child who comes through our hospital or medical office door deserves the best care. Every year,
we diagnose and treat more than 125,000 children to improve their quality of life and ensure a healthy future,” Suntrapak said. Among Valley Children’s Hospital’s many claims to fame are its Maternal Fetal Center, which partners with obstetricians, neonatologists and pediatric and clinical genetics specialists to care for women with complex pregnancies and/or babies with known or suspected congenital anomalies. It is also well-known for its Willson Heart Center, which provides state-ofthe-art therapies for the most complex congenital and pediatric cardiovascular disease, including the Norwood procedure for hypoplastic left heart syndrome, and unifocalization for complex pulmonary atresia defect.
