BIG HAT DAYS takes over the streets of Old Town the first weekend in April each year to start Rodeo month in Clovis. Over 175,000 people visit Clovis during the two day festival and enjoy the over 400 food and craft vendors in addition to live entertainment. ClovisFEST held the last weekend in October each year is highlighted by the dozens of Hot Air Balloons that majestically fly over the City of Clovis during the ClovisFest

CHAMBER ACTIVITIES The Clovis Chamber of Commerce was started in 1910 and incorporated in 1930. Since then, the Chamber has been a major force in the economy of the valley.

CLOVIS OVERVIEW For more than 100 years, Clovis has been a vibrant, forward-looking community, centrally-located in the Central Valley, between Los Angeles and San Francisco. It is known for its beautiful environment, safety, highly-regarded educational institutions and plentiful employment opportunities.

Clovis began as a freight stop along the San Joaquin Valley Railroad, which was organized in 1890 by six Fresno businessmen in partnership with Chicago developer Marcus Pollasky. The community was given a further boost in 1894 when a group of Michigan

lumbermen began logging in the Sierra Nevada. They constructed a 42-mile V-shaped flume that sent rough-cut lumber to a planing mill east of the Clovis railroad station, sparking additional development around the Clovis Station as lumberyard employees built homes and businesses. Churches and schools followed. Clovis was incorporated in 1912 and today it boasts a total area of 23.28 square miles. A popular choice for those moving to the Central Valley, Clovis now has a population of approximately 113,883, increasing by 49.3 percent since 2000. It has the lowest unemployment rate and the highest household income in the region. In fact, people even pay a premium for homes with a Clovis address.

Clovis has been ranked as the Best City for Young Families in California by the consumer information website, NerdWallet, based on the quality of the schools, home values, household income and family-friendly activities. It was also one of only two Central Valley cities named as a top city for job seekers in California. They have added thousands of new jobs in recent years, thanks to across-theboard expansions in health care, industrial and retail. Clovis is also renowned for the Clovis Veterans Memorial District, a California Special District established in 1946 to honor veterans and serve the Clovis community. ECONOMIC DEVELOPMENT Clovis continues to grow and thrive as the city’s leaders seek to progressively develop land and add residents and businesses to the community’s mix. In fact, city planners are constantly evaluating where new growth should be permitted and what city services need to be offered in order to make that expansion successful, according to Shawn Miller, business development manager for the City of Clovis. Their aim is to make sure that Clovis continues to offer a breadth of options for employment, commerce and an active lifestyle. The Loma Vista section of Clovis, for instance, is starting to boom. Located in the southeastern portion of the community, its development has been in the planning stages for about 16 years, Miller said. Several builders are constructing homes in the area and it has now reached the point where there are

enough Loma Vista residents to justify the recruitment of retailers, restaurants and service businesses to service those new residents. Most of those businesses will likely be built surrounding a massive neighborhood park. A similar expansion of homes and businesses is also getting started in the northwestern portion of Clovis near Clovis North High School and Clovis Community College. Since this new neighborhood is

located so close to nearby Fresno, Miller expects commercial development in this area to progress even faster than it has in Loma Vista. In the northeastern corner of Clovis, the new Sierra Gateway Business Corridor is focusing largely on healthcare, Miller noted. Clovis Community Hospital, Kaiser Permanente Hospital and Central Valley Indian Health are all located there and the new California Health Sciences University,

the Veterans Administration and Valley Children’s Hospital all have construction underway nearby. Consequently, Miller said, the area has become a magnet for health-related service businesses. There are now imaging centers, physical therapy offices and medical services offices opening all through the area and older people from the outlying rural areas are choosing to relocate to this area in order to be closer to medical attention, should it be needed.

Business and industry is also burgeoning in Clovis. “The Dry Creek Industrial Park is a top-notch park that looks great,” Miller added. “Phase I is essentially done and Phase 2 is about half complete. It has attracted some big names like Ferguson, Agrian, Pathology Associates, Constar Supply and Johnson Air. And there is still room for more.” In addition, the Research and Technology Business Park, is going full steam ahead, Miller said. Many of the tenants there offer incubation services for startup businesses like Clovis Storage and Executive Office Suites does. They offer shared services for tenants including a receptionist, package storage and so forth. Valley Public Radio, Apple Labs and Precision Plastics have all found homes in this hi-tech area. To the west of the Research and Technology Business Park is the Sunrise Pavilion which offers retail and restaurants like the very popular Riley’s Brew Pub which is uniquely suited to meeting the needs of those who live and work in the area. At the southern tip of Clovis, near the intersection of Clovis and Dakota Avenues plans are underway for the redevelopment of land which once housed a winery and is now owned by the City. They call for the development of another industrial area, complemented by some commercial properties, including a hotel. “This will provide a tremendous boost to an aging area,” Miller predicted. In addition, the former Pelco security camera campus, on Peach Avenue between Ashland and Dakota Avenues, will soon house other industrial tenants. The buildings Pelco once occupied will soon be re-purposed by others and additional structures are planned.

“Since 1998, Clovis has gone from only having two hotels to having ten hotels with two more about ready to open and three additional in the planning,” Miller said. “For the most part, all of our hotels are 100 percent filled all the time. So, we still need to construct more.” ’

Costco has recently announced plans to build a new and much larger store on Clovis Avenue near Shaw Avenue, which Miller expects will give an unexpected boost to the aging shopping centers in the area. Consequently, earlier-announced plans for the formation of a property-based improvement district to generate funds for landscape and lighting improvements, as well as better marketing of the area, have been put on hold, pending the changes brought by the Costco move, he said.

Eclectic shopping abounds along with beautifully maintained streets, public art, historic buildings, fine dining, comfortable cafes, boutiques, gift shops and antique stores. It is also home to the Big Dry Creek Historical Society Museum where visitors can learn more about the rich history of the area, including details of the 1925 robbery of the First National Bank of Clovis and is a great jumping off point for numerous motor/bicycle nature trails from which you will see rushing rivers, historic sites, working farms and towering redwoods. According to Shawn Miller, business development manager of the City of Clovis, the area was populated primarily by sheep barons and wheat farmers when Marcus Pollasky arrived in 1892, looking to start a railroad. He hailed from Chicago and had grand railroad plans, managing to raise about $100,000 from area residents.

Before long, construction was underway on the San Joaquin Valley Railroad, as they dubbed it. It was to go from Fresno, north through Clovis to Shaver Lake, Millerton and then over the mountains, through the Donner Pass, to “the world.” Interestingly, the railroad received a boost from the timber industry, which was flourishing in the mountains. The loggers wanted to bring their lumber to market, so they constructed a 42-mile flume that

A small school was established inside the train depot’s waiting room in 1894. Saloons and stores sprung up and the Shepherd and Teague Land Company began subdividing land and constructing homes. HG DeWitt, a future mover and shaker in Clovis, came to town to be a salesman for Shepherd and Teague. DeWitt plotted out one square mile (from Minewawa Avenue on the west to Sunnyside on the east and from Sierra Avenue on the north to Barstow on the south) as the original city limits of Clovis, which was incorporated in 1912. Many of the original structures from that time still stand within Old Town Clovis. During the years that followed, Clovis plugged along. There were far-flung “colonies” all around the area, each establishing its own school that fed into a unified high school – Clovis Union High School. Then, in the late 1950s, the residents chose to unify the various school districts and the Clovis Unified School District was born. And by the early 1970s, the Clovis area began to boom in terms of population. That is when many young families began

moving to the area, attracted by the wellregarded schools and the availability of land. “Since 1972 there has been continuous growth in Clovis,” Miller said. However, by the late 1960s, like downtowns all over the country, Old Town Clovis was in trouble with a 50 percent vacancy rate, Miller noted. Residents had a laissez-faire attitude toward the land that abounded in California. So, they had simply abandoned the old in favor of the new. But in 1975, business owners in Old Town sought to save their community of businesses. So they founded a Merchants’ Association to market the area and hold special events to help attract customers and by 1981, the area was enjoying redevelopment that gave it new life. Streetscape and landscape improvements were made; sidewalks, curbs and gutters were rebuilt; parking lots were built; and the whole area was gradually given a facelift. As a result, ever since the late 1990s Old Town Clovis has been 100 percent occupied with approximately 220 retailers and restaurateurs there. Today it is so popular that potential businesses need to personally solicit current renters to see if there is any upcoming opportunity to get a space.

SoFi District Development in Clovis’ SoFi District (South of Fifth Street), located on the south end of picturesque Old Town Clovis, continues to generate excitement among residents and visitors alike. It is providing a wonderful opportunity to expand on the success and popularity of the historic area. For instance, Centennial Plaza, which began construction in 2012 on a former Department of Motor Vehicles site and is now flanked by the Shamshoian family’s Realty Concepts building and another owned by Roger Peterson Investments, is a very popular gathering spot, according to Shawn Miller, business development manager for the City of Clovis. “Centennial Plaza has become a great centerpiece for the SoFi District and the way it is constructed, we are able to close off the area for outdoor concerts and events like Santa’s arrival which are continuously planned for Centennial Plaza. We even have a portable stage that we can bring in for these events,” he said.

Construction of the Plaza and the Shamshoian and Peterson buildings acted as a catalyst for additional development

in the area. An aged cinder block office building, for instance, has been renovated and transformed into an insurance office and the “Roll Me Some” ice cream parlor featuring hand-rolled ice cream has moved in nearby, too. All of this new activity is also driving new customer traffic to existing businesses located south of Fifth Street such as Michaelangelo’s Pizzeria and The Craft House. “Old Town and SoFi are both very popular today,” Miller said. “In fact, it seems like that imaginary line that ran between them has been erased.”

The meticulous renovation of 1892 Clovis to the current day includes cobblestone intersections, old-fashioned street lamps and picturesque store fronts. Later in April, Clovis starts looking like an old-fashioned Western town as cowboys and animals start arriving for the annual Clovis Rodeo. Held on the last full weekend in April, it is California’s secondoldest rodeo, begun in 1914.

BIG Hat Days The Table Mountain Casino BIG Hat Days, a Clovis Chamber event, is held each April. It is the largest two-day celebration in Central California and is second only to the Big Fresno Fair in attendance. Over 150,000 visitors travel to Old Town Clovis to enjoy the free festival that covers over 15 blocks.

Thousands of vendors from across the country vie for the 400 craft and commercial business booths, knowing they will do quite well with the Clovis crowds. In addition, there are over 40 food booths in the Bullard Food Court, sating every kind of appetite, a Michelob Ultra Beer Garden, live local bands and a carnival for the little ones.

The event, which supports local charities, includes art shows, roping contests, the crowning of the rodeo queen, as well as steer wrestling, bull riding, bulldogging, barrel racing and mutton busting (by children from ages 5 to 8).

Farmers Market The Old Town Farmers Market, hosted by the Business Organization of Old Town, B.O.O.T., is a valley favorite. On Friday nights from May through September, five blocks of Old Town are filled with delicious farm-fresh produce and food vendors. There is live music every week, more than 30 vendors nightly and local artists in the ArtHop section. The North American Pole Vault Championships are held right in the middle of the street in July and you can’t miss the Peach Party, also in July, as well as the Pistachio Party,

which ends the season. A year-round market also takes place every Saturday morning with growers and food vendors.

Clovis Night Out The ninth annual Clovis Night Out will be held in September, featuring local vendors, emergency and government vehicle displays, free bounce houses, food booths, live music and more, followed by a fireworks show. As usual, it will be held at Sierra Meadows Park, on the corner of Sierra and Temperance.

ClovisFest & Hot Air Balloon Fun Fly October means autumn leaves, football and the Table Mountain Casino ClovisFest and the Hot Air Balloon Fun Fly, a Clovis Chamber event. The days start out with the launch of dozens of hot air balloons at the Rodeo Grounds, a selection of food and coffee and you can get close to the inflating balloons. They then cross the street to enjoy ClovisFest where over 250 craft and food booths fill 14 blocks offering great merchandise and a wide variety of foods to eat. The carnival will entertain the little ones who can get fancy balloon animals on Fourth Street and goodies in the Kids Zone. The International Village at ClovisFest brings the community entertainment, sponsored by the Fresno/Clovis ’

Started over 75 years ago as part of the rodeo celebration, BIG Hat Days has become a major festival. It not only provides safe family fun for visitors, but it also produces over $9 million for the city coffers as its huge crowds visit other city establishments.

The National Parks

Yosemite National Park, which is located approximately 90 minutes away from Clovis is best known for its waterfalls. But its nearly 1,200 square miles also includes ancient giant sequoias, deep valleys, majestic meadows and some of the best scenery in the world. It offers several lodges, campgrounds, snack bars and restaurants within the park.

The casinos in Clovis and the surrounding area provide a fun way for adult visitors to spend time. There are four close by including Table Mountain, Chukchansi, the Clovis 500 Club and Club One.

Kings Canyon National Park (which includes plentiful camping facilities lodges, restaurants and stables) and Sequoia National Park (featuring campgrounds, a few lodges, a snack bar and a store) are located much closer to Clovis and are adjacent to each other in the central part of the Sierra Nevada Mountains. Convention & Visitors Bureau, throughout the day with live performances and cultural booths. Performers from different cultures and heritages showcase their dances and musical instruments on a large outdoor stage. Organizations set up booths for the community to learn about their culture. Children can participate in the Passport program and visit each booth to receive a stamp and maybe win a raffle prize.

China Peak This is the place to ski and snowboard during the winter and, during the summer, to enjoy cooler temperatures than in the valley. You can bicycle, play disc golf and attack the Vertical Challenge Rock Wall at this 7,000-foot-high mountain resort during the warm months. The Inn at China Peak offers great lodging and a popular restaurant.

Other Events In addition to large, nationally recognized events, Clovis also presents many smaller, community events like the Old Town Wine Walks and Craft Beer Crawls, which take place in both spring and fall, the Antiques & Collectibles Show and Glorious Junk Days, the Annual Old Town Car Show and the Spring and Fall Flea Market days. The holiday shopping season is kicked off with “One Enchanted Evening” in November and horse-drawn carriage rides through Old Town start the weekend after Thanksgiving and run through Christmas. The highlight of the Christmas season, however, is the Children’s Electric Light Parade presented by the Old Town Kiwanis Club. Over 100 brightly-lit floats and marching groups parade down Pollasky Avenue, followed by Santa Claus in his big, white sled.

EDUCATION Clovis Unified School District Nestled in the heart of the Central Valley, Clovis Unified School District serves a student population of more than 43,000 students who live in the urban areas of Clovis and Fresno, and the rural community of Friant. The 15th largest school district in California, district is also one of the highest performing public school systems in the state. Last year, Clovis Unified students’ English scores were the highest of any large school district in the state, and math scores were the second highest. California Health Sciences University As the first university of its kind in the area, California Health Sciences University is committed to fulfilling its mission of educating students and health care professionals to improve access to quality health care in the San Joaquin Valley. Founded by the Assemi family in 2012, in response to the deficit of health care providers in the valley and lack of opportunities for local students to pursue careers in health care, the university has grown by leaps and bounds in the past six years. From its first College of Pharmacy graduation, to breaking ground on a new campus and now launching a College of Osteopathic Medicine program, there is always an exciting milestone around the corner for the rapidly growing university.

In May 2018, California Health Sciences University achieved a significant milestone and conferred the Doctor of Pharmacy degree upon 62 graduates at its inaugural graduation ceremony. Also in May, the university celebrated the groundbreaking of its new campus at 2500 Alluvial Ave. in Clovis, near the intersection of Alluvial and Temperance avenues. The first state-of-the-art building on the campus will house their College of Osteopathic Medicine. The 90,000 square-foot building will feature a simulation center, osteopathic skills lab, large classroom with capacity for 300 students and a second classroom with 200 student capacity. The new building will also include a library, student lounge with ample student spaces, faculty offices, and a teaching kitchen

for educating students and the community about healthy meal preparation. The University plans to open their College of Osteopathic Medicine program in 2020, and will begin accepting applications from students in May 2019 through the American Association of Colleges of Osteopathic Medicine. Aligned with the university mission, the college hopes to recruit, train and retain physicians for the underserved population in the Central Valley under the leadership of Dean John Graneto, DO, MEd. The College of Pharmacy was selected to be the first program established due to the high demand for pharmacists in the region. In the four-year Doctor of Pharmacy program, students learn contemporary pharmacy practice through a team-based learning approach and learn how to provide primary patient care in collaboration with physicians. Students refine their clinical skills under direct

supervision of practicing pharmacists and physicians during rotations at hospitals, clinics and community pharmacies. This is a critical part of the curriculum as pharmacists are now expected to take on a role providing more direct care with patients.

San Joaquin College of Law San Joaquin College of Law is on the cusp of celebrating its 50th year. The nonprofit law school in Clovis was founded in 1969 by Fresno County Municipal Court Judge Dan Eymann, U.S. District Court Judge Oliver Wanger and attorney John Loomis. Coincidentally, the college is now celebrating the appointment of its 50th bench officer, Fresno Superior Court Judge Amy Guerra, a 2007 graduate. She is the 21st alumnus to become a Superior Court judge. More than 33 percent of the total practicing lawyers in Fresno County are San Joaquin College of Law graduates. Along with a top-notch education, students have numerous externship opportunities, ranging from the district attorney and public defender’s offices to countless private practices including agriculture, patents, personal injury, real estate, business, bankruptcy and assistance to low-income residents. The college’s New American Legal Clinic offers students handson experience in helping legal residents obtain citizenship. The law school has received significant grants to aid in this process, including a $250,000 grant from U.S. Citizenship and Immigration Services in the past year, which is shared with Fresno Adult School. In its six-year history, the clinic has provided such services for over 1,000 legal permanent residents from at least 25 different countries. The clinic is staffed with a full-time attorney, client services coordinators, student advocates and volunteer attorneys from the community.

San Joaquin College of Law is accredited by the Western Association of Schools and Colleges and approved by the Committee of Bar Examiners of the State Bar of California. Its most recent bar examination pass rate for first-time takers was 59 percent. The campus is both gorgeous and historic. In 1996, the college relocated to the original Clovis High School building, which was built in 1920. A multi-million-dollar renovation, including a new courtroom, lecture hall and enlarged library, allowed the college to expand, while still maintaining the historic character of the building. San Joaquin College of Law has now entered into an agreement to buy the nearby Clovis Senior Center Building, which will serve as an expanded library (The Senior Center is moving to a new location).

The center serves, on average, 150 women and children every day. The Holy Cross Clinic provides free medical and dental care to low-income and underinsured valley residents. In the past year, the clinic has served 2,283 medical patients and 258 dental patients. The clinic has also conducted 654 health screenings at seven local senior-living centers. The goal has always been to care for patients and their loved ones with the highest quality and most compassionate health care available.
