l Monte’s first permanent residents arrived in 1849-50, a time when thousands of prospectors and immigrant pioneers came to California seeking gold. Few found wealth in the gold, but some found the riches of a fertile land and built homes. Agriculture remained at the core of El Monte’s economy in the early 20th century, though fruit orchards, walnut groves, truck farms, hay and vegetable fields and a growing dairy industry replaced most of the earlier field crops. Arden Farms was one of the largest dairies in the area. Bodger Seed, Ltd. leased large tracts of land on the southern part of the “island” to grow plots of flowering plants for seed production. Laid out in precise geometric patterns, these fields brought visitors from throughout San Gabriel Valley during the blooming season and led to the area being called Las Flores. In the 1930s, EI Monte was a small community with a Mexican population of about 20 percent, a Japanese population of five percent and an Anglo population of 75 percent. However, the Depression of the 1930s brought drastic changes to EI Monte, as it did to many other communities. Farm profits plummeted, leading some landowners to sublet small farm tracts to Japanese tenants, who raised such cash crops as berries, melons and vegetables. Other areas of El Monte, particularly large groves and orchards, were subdivided into home sites of one acre or less, transforming El Monte to a bedroom community from which residents commuted elsewhere. From a population of about 10,000 in 1940, the population now numbers approximately 116,000. In place of the sleepy little town of

orchards, flower fields and farms and dairies, is an urban community of homes, schools and parks supported by an expanding industrial and commercial base. Located approximately 12 miles east of downtown Los Angeles, El Monte is the hub of the San Gabriel Valley, where two major freeways – Interstates 605 and 10 – intersect. Other transportation alternatives are offered by a MetroLink train station, MTA bus terminal and El Monte Airport, a county-operated general aviation facility. The 10th largest city (out of 88) in Los Angeles County, the land use within its 10-squaremile area is 58 percent residential, 11 percent retail, 10 percent industrial, seven percent office/commercial and 14 percent other. El Monte is a very ethnically diverse community, with the year 2000 demographics reflecting an increase in the Asian population up to an all-time high of 18 percent, the Hispanic population remaining steady at 75 percent and Caucasians decreasing to seven percent. Historically, El Monte is known as “The End of the Santa Fe Trail,” and today the city’s rich transportation history is reflected in a bustling transit center; the state-ofthe-art El Monte Bus Station is the largest west of Chicago, connecting the San Gabriel Valley to Downtown L.A. and serving 22,000 passengers daily. Today, El Monte’s economic development extends well beyond the transportation and auto sectors, and in recent years the city has attracted over $1 billion dollars in new investment. Since 2014, completed, under construction and/or in the pipeline projects include 2,038 residential units, seven hotels, 2.88 million square feet of commercial property and 520,000 square feet of industrial property

outh El Monte once served as a watering hole and campsite for Shoshone Indians and explorers in the area. Modern history began with the arrival of the first settlers, the Thompson Party, during the California Gold Rush. The Thompson family founded El Monte Township in the late 1860s. The area went through its agricultural period and began its suburban growth early in the 20th century. The city was incorporated in 1958. At the time of the split with El Monte, South El Monte contained most of the area’s industrial businesses. Today, light manufacturing remains the city’s economic base. These companies manufacture everything from home furnishings and household appliances to building materials and farm implements. The city’s mission is to protect and improve the quality of life for our community by addressing concerns, opportunities, service, safety and providing a strong infrastructure while maintaining a viable economic base. South El Monte offers all business development services including an economic development team, redevelopment projects and a one-stop service bringing in state and federal agencies to make it easy for businesses to locate in the city. These are all

under South El Monte’s “public and private partnerships” vision. The city also provides support to business in the area of workforce development. South El Monte offers a good blend of older and younger residents working with the same dedication and community spirit that the city was founded upon. Both the residents and business community are working together to make the community a better place to live and work. In just five decades, the city of South El Monte has matured into a viable commercial and industrial base, with over 2,400 businesses within 3.25 square miles. ECONOMIC DEVELOPMENT

n many ways, El Monte and South El Monte are as distinct as any two neighboring cities, alike in name but with separate histories, cultures and governments. But with all their important differences, the two cities are joined by a Chamber of Commerce which supports hundreds of members and highlights their shared reputation as a premiere location for business and industry in Southern California. El Monte is also known for its many auto dealerships, including Longo Toyota, El Monte Honda, Ross Nissan and Win Hyundai all of which are significant driver of daytime population and sales tax revenue. Currently, plans are in place in the El Monte Center and Auto row area to provide additional entertainment, dining and retail to visiting customers. “I would consider us to be a businessfriendly city, and we’re supportive of both local businesses and business retention, as well as new businesses moving in,” said Jason Mikaelian, city planner. According to a 2018 economic assessment, the city’s Gateway Specific Plan Area – directly on and visible to Interstate 10 – has the potential

to attract higher quality retail, dining and entertainment uses in the city. Likewise, in historic downtown El Monte, redevelopment plans are underway as the city works with property owners to promote a mix of retail, restaurant, office, entertainment, high-end residential and civic and cultural uses. And in the city’s mixed-use corridors there are similar plans to add more retail by revitalizing older real estate into a retail and residential format (retail uses on the ground floor and higher density housing above). Recent El Monte residential projects include VuePointe and Solstice townhomes, both on Garvey Avenue in the mixed-use corridor. The city has also made veteran housing a priority, with the El Monte Veterans Village and the Baldwin Rose Family Veteran Apartments providing affordable, supportive living for veterans in the Los Angeles area. El Monte will soon welcome a popular restaurant chain, too – a new 6,800-sqarefoot NORMS Restaurant will create 100plus jobs when it opens on the corner of Santa Anita Avenue and Valley Boulevard over the summer. than El Monte, South El Monte has nonetheless established itself as a booming industrial center. Since the city was incorporated only six decades ago, the population has grown from 4,000 to more than 20,000 residents, with a daytime population of over 44,000 people. Land use within South El Monte’s 2.8 square miles is 54 percent industrial, 26 percent residential, six percent retail, three percent office/ commercial and six percent other amenities. With excellent freeway accessibility to the 10, 60 and 605 freeways, it’s no wonder South El Monte has attracted over 2,400 businesses. The city’s top employers include Vacco Industries, Lawrence Equipment, International Medication Systems, Amro Fabrication, Ted Levine Drum Company, Leader Industries and the greater El Monte

Community Hospital. Residentially, the city hopes to start construction on the first phase of a project that will bring 74 townhome units to Santa Anita Avenue by the end of the summer. Upon completion of the two-phase project, The Horizon townhomes will consist of 125 new units. “The city is celebrating its 60th anniversary and we’ve had a lot of growth since we were incorporated,” said City Manager Jennifer Vasquez. “With more residential units coming in, the city council has been concentrating on bringing in more retail to serve the community.” The last 10 years has seen retail growth on a couple of key streets, including Santa Anita and Durfee Avenue. One recent proposal involves rehabilitating some of the existing buildings at the AutoZone property on the corner of Durfee Avenue and Peck Road; AutoZone would then act as the anchor to a few smaller retailers. Future tenants include Waba Grill, Dunkin Donuts, Baskin and Robbins and Rio’s Pizza. Farther north in South El Monte’s industrial sector, a large 56,000-squarefoot building is under construction on Loma Avenue. This space will be used as a warehouse and distribution center for new automotive parts. “We’re still primarily manufacturing and industrial,” Vasquez said. “But this city council has taken a strong stand on trying to balance commercial, industrial and retail wants. Obviously, this isn’t the easiest thing to do, but it’s something that they’re proud of and we’re appreciative of all the businesses that we have.”

erving as the transportation hub of the San Gabriel Valley region, El Monte and South El Monte boast a quintessential location approximately 12 miles east of downtown Los Angeles in Southern California. Traveling around the area is made easy through several transportation outlets. Both communities have access to the San Bernadino Freeway (10), Pomona Freeway (60) and the San Gabriel River Freeway (605), providing a link to the San Gabriel Valley, Pomona Valley, Los Angeles and countless other cities and sites. Local air travel is provided by the countyoperated El Monte Airport, one of the countryâ&#x20AC;&#x2122;s 100 busiest small airports. The county airport is utilized by both residents and businesses for general aviation purposes. For commercial flight service, area residents utilize Los Angeles International Airport. For local travel, El Monte and South El Monte are well served by several transit options. The city of El Monte operates El Monte Transit, which offers five fixed

routes (the Metro Red, Purple, Blue, Green and Gold lines) to major shopping areas, recreational facilities, schools and other local destinations. Other city-managed transportation outlets include El Monte Commuter Shuttles, dial-a-ride service for seniors and disabled residents, youth transportation and the Family Adventure Shuttle. In addition, in 2012, the city unveiled the brand new El Monte Station, a bustling hub of transportation served by Los Angeles County Metro Rail, Foothill Transit, the LAX FlyAway airport shuttle and Greyhound Bus. The station, which replaced the El Monte Transit Center, is located at the corner of Santa Anita Avenue and Ramona Boulevard. esidents located in El Monte and South El Monte are both served by progressive, responsive governments, offering a wealth of services and programs designed to continually improve the quality of life in the communities. The city of El Monte is composed of a mayor and city council who are responsible for managing local government services. The city provides its residents with a variety of services including building services, housing rehabilitation services, permits and licenses, public safety services, public works services and water services. Public safety is enforced by the El Monte Police Department. A mayor and four city council members make up the governing body of the city of South El Monte. The mayor is elected at large to a two-year term, while the four council members are also elected at large to a four-year term. The city of South El Monte receives law enforcement services from the Los Angeles County Sheriff ’s Temple Station. Temple Station patrols an area of 66 square miles and serves the public safety needs of approximately 200,000 residents in the region. Rio Promise

Rio Hondo College wins the “Diversity Champion Award” for excellence in its Pathway to Law School Program, sponsored by the California State Bar Council on Access and Fairness.

In the fall 2017 semester, Rio Hondo College started to o�er free tuition and priority registration for one year to graduates from local high schools, which deepens a host of support programs that drive student success.

The program establishes a clear pathway for Rio Hondo College students interested in law school by enhancing opportunities and advancement in the legal profession for diverse populations, particularly those who have been underrepresented.

The roots of the Rio Promise stretch to 2011, when Rio Hondo College created its El Monte Pledge – which helped students from El Monte and South El Monte pursue higher education goals. This initiative also included priority registration and student support to transfer to four-year universities.
