Elgin is the proud home to over 112,000 people, and it continues to grow and develop in so many capacities. Elgin is distinguished as a “city of choice,” providing a place for people to live, create opportunities, grow families and businesses, and enjoy visiting year-round. Elgin is truly a city of genuine and authentic character, rich with diversity and history. Elgin is also a progressive city consisting of engaged residents, a mixture of small and large businesses, as well as proud community activists that contribute to making this city better every single day. It is my honor to serve the residents of Elgin as mayor. Elgin has seen tremendous growth in its geographical size, number of residents, and its commercial and industrial businesses. Elgin remains in the top $ve communities in Illinois for housing starts. In addition, Elgin has the lowest unemployment rate and overall vacancy rate since the recession. New businesses means new jobs. Just in 2018, Elgin gained "8 new industrial businesses and over 2! new retail and of$ce businesses. As a city of choice, Elgin provides a diverse workforce and housing stock, quality healthcare and educational opportunities and convenient transportation options. The city of Elgin offers an urban appeal with ample cultural, entertainment and recreational opportunities, matched with conveniences of traditional suburban communities. Many large cities in Illinois are shrinking, but not Elgin. Elgin continues to grow as an art hub with a historic downtown, beautiful river walk, engaging community events, and sustainable practices. Elgin has also been recognized for its safety, diversity and as a top city to raise a family. With Elgin nearly doubling in size over the past 40 years, we are also proud to have a 40-year low crime rate. It’s no wonder so many people want to call Elgin their home. Elgin’s city government continues to $nd strategic and innovative ways to serve its residents and businesses more effectively and ef$ciently, all while maintaining a AAA bond rating. By diversifying revenue streams, Elgin has minimized impacts on property owners, maintaining a #at property tax levy since 2016. Investing in technology and engaging stakeholders has allowed the City to successfully cut expenditures without reducing service levels set by the community.

The collaboration of community members, business leaders, educational institutions, and non-pro$t organizations drive this city to do bigger and better things each year. This collaboration will be crucial to Elgin’s ability to face challenges with allocating resources to issues like homelessness, the opioid epidemic and mental health. the Illinois Coalition for Educating At Risk Youth, and Damaryan Benton, a senior at Elgin High School, was named the 2019 Illinois Youth of the Year by the Boys & Girls Clubs of Illinois. Determined parents, staff and 26 students worked together to make the first U-46 girls lacrosse team a reality in 2018-19. South Elgin High School juniors T.J. Ramos and Tristan Cruz won gold for the United States as part of the U.S. National Junior Coed Cheerleading Team. U-46 staff made notable achievements, as well. The YWCA of Elgin named Ushma Shah, the district’s assistant superintendent for elementary schools instruction & equity, its 2019 Education Leader for demonstrating a student-focused commitment to excellent and equitable instruction. Ronald Raglin, U-46 assistant superintendent of educational support programs and alignment, was awarded the 2019 Dr. King Humanitarian Award by the city of Elgin. Karen Osborne, a social worker at Fox Meadow Elementary in South Elgin, was named the Student Support Personnel of the Year by the Kane County Regional Office of Education. Planetarium teacher Peggy Hernandez was named a Fellow of the Great Lakes Planetarium Association. April Wells, the gifted coordinator for the district, was one of two national recipients of the Gifted Coordinator

Award from the National Association for Gifted Children. Eighth-graders from all eight middle schools were the first to explore curriculum and future career options in a larger exhibit space of the Sears Centre where more than 85 businesses and organizations convened to showcase the connection between education and future careers. Elgin High School celebrated its 150th anniversary throughout the school year but had an all-class reunion in April at both the current and former EHS locations, drawing hundreds of alumni to tour their old stamping grounds and share their memories. A record-high 40 seniors were awarded a $1,000 Superintendent’s Scholarship for first-generation, college-bound students. Three students were National Merit finalists. And 46 graduates ranked among the top 2% of their graduating class within the five high schools. These students will attend top universities — including Northwestern University, the University of Michigan, University of Southern California, Purdue University, Notre Dame and University of Illinois at Urbana-Champaign. With an award-winning Dual Language Program, sought after academies and partnerships with community groups across the Northwest suburbs, U-46 is a historic district that is educating today’s youth for tomorrow’s world.

When first describing school district U-46, it’s easy to first start with the numbers. As the second-largest district in Illinois, U-46 educates nearly 39,000 students each year at 57 sites spread across 90 square miles in three counties. Our sites include elementary, middle and high schools but also centers dedicated to early learners and alternative education. You could also start with the history. Elgin was the first city in Illinois to take advantage of legislation in the early 1850s allowing the use of local taxes to fund free public schools. About 20 years later, the school system became its own independent body, taking on the name Union School District No. 1 — and later when the numbering system was changed, Union School District 46. But for a true look at the impact U-46 has on the communities it serves, you should start with the success stories that radiate outward

from every school in the district. For the 2018-19 school year, those stories include the 44 students who graduated high school already having 626 college credits through the Dual Credit Program with Elgin Community College; the 166 seniors who received the state of Illinois Seal of Biliteracy indicating their proficiency in a language other than English; and the elementary, middle and high school students who earned first place at the state level in everything from precision manufacturing and journalism competitions to the Illinois Science Olympiad. U-46 was honored with the Best Communities for Music Education designation from the NAMM Foundation for its outstanding commitment to music education. Students from Larkin High School and South Elgin High School were selected to present plays at the 2019 Illinois High School Theatre Festival at the University of Illinois at UrbanaChampaign. Streamwood High School Theater Director Hector Hernandez worked backstage on the production of “In the Heights” at the festival while seniors Naomi Latta of Bartlett High School and Andrea Michel of South Elgin High School both appeared on stage. Students from Hilltop Elementary in Elgin appeared before the Elgin City Council after they donated $1,000 to Food for Greater Elgin, and students at Lincoln Elementary in Hoffman Estates were showcased in a documentary on PBS about playbased kindergarten. Edwin Vargas, a senior at U-46’s DREAM Academy, received the Outstanding Student Award from

More than 5,000 people attended the revamped Elgin farmers market in 2018, about a 25 percent higher turnout than the year before — and the 2019 farmers market is expected to be even more appealing with more entertainment and chef demonstrations, according to the Downtown Neighborhood Association of Elgin. The new farmers market location

on South Grove Avenue, with Friday afternoon hours, got positive feedback, said Jennifer Fukala, the agency’s executive director. A survey showed 59 percent of market-goers did other things downtown, such as frequenting bars and restaurants, and visiting businesses and parks. This year’s market started June 7 and will go through Oct. 4. While each week will have the expected fresh fruits and vegetables, homemade treats and other vendors, each week will have a particular theme.

Not only is overall membership in the Y up, in the 2017-18 fiscal year the Y taught swim lessons to 570 people, and 230 kids were enrolled monthly in after-school day care. Old Main is alive with the stories that built Elgin

The story starts with Old Main. The stately Greek Revival-style 1856 building was the first major success of the Elgin preservation movement. The Elgin Area Historical Society led an effort to save the building and turn it over to city ownership, with the historical society as the tenant and museum operator. Fundraising began with the Bicentennial Celebration in 1976. Through ups and downs, including a fire in 1978, rehabilitation work continued. It was truly a community effort, with the city of Elgin, many organizations and individuals contributing financial support, in-kind donations and volunteer labor. The restoration of Old Main as the Elgin History Museum is an excellent example of a public-private partnership for historic preservation. In 1976, Old Main was listed on the National Register of Historic Places. By 1981 the exterior was finished. The first floor opened as a museum in 1987. The second floor opened in 1991, and the third was completed in 1993. The museum is much more than a

building full of exhibits; it is an education center and gathering place of knowledge. Volunteers and professional staff work to preserve Elgin’s heritage.

The museum has been working to restore the Nancy Kimball Cobblestone House at 302 W. Chicago St. — one of the oldest cobblestone buildings in Elgin. The Kimballs were one of the founding families of Elgin. The goal is to create a community space that will become an asset to the neighborhood and preserve this unique structure for generations to come.

The Elgin History Museum has a vast archive related to Elgin’s past with documents, artifacts, works of art and more than 125,000 images and negatives. The research library serves visitors who have scholarly pursuits, as well as those with genealogy questions or an interest in the history of homes and commercial buildings in town.

Have a good time! The museum participates in and holds many events throughout the year, and there are some signature events coming up. Once a month, the museum hosts a speaker for our Brown Bag Lunch series — bring your lunch to the Museum and hear an expert speak — the topics are exciting and different each month. July 14 is the annual Classic Car Show where vintage cars are parked on the front lawn and end up spilling onto Park Street! There will be a live band, food for purchase and entry to the show and museum are free (donations accepted). On Sept. 22, we have the 32nd annual Cemetery Walk at Bluff City Cemetery. Twenty-six years ago, as the Hispanic population of this area and the demand for Centro’s bilingual, bicultural services increased correspondingly, Centro opened a satellite office in Hanover Park. Fifteen years ago, Centro began offering

services in Carpentersville, too. Altogether, the agency served just under 13,000 clients last year among the three locations. In the last five years, Centro has helped more than 890 people become naturalized citizens of the U.S., more than 3,000 people have received job assistance and more than 20,000 people have received food from the emergency food pantry. Centro de Información was founded in 1972 in Elgin to help address the needs of a growing Spanish-speaking community. According to the Census Bureau’s American Community Survey of 2015, the Hispanic population of this area has risen to 45% in Elgin, 37% in Hanover Park and 53% in Carpentersville. Immigrant families, regardless of education and income, often come with little facility with English and little knowledge of American culture, expectations and laws. Started as a mission by a group of Elgin churches with only volunteers and a desire to help a growing group of people, Centro has been a place for people to whom language and culture present barriers to build the skills necessary to participate fully in our community. A nonprofit social service agency, Centro carries out its mission through bilingual information, advocacy, referrals, emergency food, life-skills seminars, legal clinics, parenting-skills

training, immigration and naturalization services, and programs for at-risk families. After 47 years in existence, Centro has adapted programs depending on the needs of the community. Centro’s core services remain constant yet everchanging with the changing world around us. Basic information continues to be vital for families, such as where to register their children for school, where to get their child immunized, where to pay taxes, how to register to vote — the list goes on. Providing advocacy to residents in the area of legal services — with the initiation of free legal clinics for labor rights, housing rights, Social Security, civic and domestic matters, and other issues — builds on immigrants’ need to know and understand. Centro collaborates with the private and public sectors to maximize resources for providing its bilingual, bicultural outreach services. Centro de Información is a community-based organization. The Boys & Girls Club of Elgin is a pillar of the Elgin community. Since 1993, it has been a premier youth-serving organization that has continued to flourish to 2019 and beyond. Local and regional musicians are playing their hearts out this summer for Side Street Studio Arts’ 2019 Battle of the Bands. And you are welcome to be a part of it. The summerlong event is a celebration of local and regional musicians and artists. Sixteen bands started playing on May 31, and the contest will culminate with the Final Battle between two bands on Saturday, Aug. 3. The winner will receive more than $2,000 in prizes as well as additional performance opportunities from SSSA throughout the year, and a top performance slot at the 2019 Elgin Fringe Festival. All events are open to all ages and have a $5 suggested donation at the door. “The SSSA Battle of the Bands allows artists the freedom of expression in an inclusive and supportive environment, designed to enhance the local music and art scene,” said SSSA founder and Executive Director Tanner Melvin. “Our goal is to create a safe and comfortable environment for artists and families, as well as an open platform for the meshing of art and music. We have so many amazing musicians and artists in the area, and what this event does is help create new relationships as well as foster the vibrant arts scene in our community.” Bands from all over the area share space, creativity and audiences during this summerlong, unjuried competition. In concert with the performances, four local artists — Adrian Mesino, Tom Martin, Chris Hoffer and Jess Rocha — will be designing one-of-a-kind battle posters for each round, which will be available for purchase during the events. The event is sponsored by a variety of area businesses and organizations, including Fat Cat Custom Guitars and Repair, Rediscover Records, Kubo Sushi and Saki Lounge, Rookies, Lubeck Studios, the Elgin Symphony Orchestra, Intz-A-Palooza, Bravo Magazine, Mountain King Music Collective, Legit Dogs and Ice, Critters, Funky Rooster Tattoo & Art Gallery, Side Street Studio Arts and the Elgin Fringe Festival. Side Street Studio Arts was founded in 2013 by Melvin and Erin Rehberg as an outlet for the artists of Elgin. Students choose to attend Judson University for many reasons. Rabella Giyo, Class of 2020 and from Hoffman Estates, came to Judson after finishing at a local community college. “I wasn’t sure about Judson until I was given the opportunity to meet a professor from my major,” Rabella said. Now, Professor Leslie Kruser has become her mentor. “She has helped me in reaching my goals, both professionally and academically,” Rabella added. Since joining Judson, Rabella has helped start the Judson Accounting Club and has gotten an internship through the Mary T. Wylie Scholarship Program, which gives accounting majors networking opportunities with top accounting firms and provides helpful training tools for passing the CPA exam. Judson University is a thriving Christian liberal-arts institution located conveniently at I-90 and State Road 31 in Elgin, on a pastoral campus framed

by Tyler Creek and the Fox River. This fully accredited institution offers more than 60 programs for undergraduate students and graduate programs for architecture, education in literacy, organizational leadership, business administration, human services, clinical mental health counseling and ministry in leadership, as well as a doctorate of education in literacy. The university’s adult degree completion program provides associate’s and bachelor’s programs. This spring the university focused on professional development by launching the nation’s first fully applied data science boot camp targeted to corporate education. Judson’s Data Science Bootcamp has simultaneous parallel paths for business professionals, coders and math/stats professionals. Judson also launched a new Professional Certification Exam Preparation Program that provides a fast, sixweek prep course in the areas of Six Sigma (yellow, green, black belts), quality improvement, project management, production and

Students in Judson’s Division of Professional Studies can take classes at the Elgin campus, at a Rockford campus and online. When Renee Luthe, class of ’16 and ’18, started her education in Judson’s Adult Program, she was just looking for an accelerated course of study to help advance her career and support her family. The result, she says, was transformational. “I thought I was just walking into a degree … but really I was walking into academic, psychological, emotional and spiritual development, which is something that I didn’t realize until the end,” Luthe says. She graduated with a bachelor’s degree in human services in 2016 and a master’s in human service administration in December.

Community Crisis Center Inc. began in 1975 as a grass-roots effort to address the reality that women in crisis had few options available to improve their situation. Our early organizers believed that providing safe shelter and support for these women and their children would allow each woman to overcome crisis, identify her strengths and needs and then move onto a healthier life free from violence and poverty. Forty-four years later, we have grown into a professional social service organization that provides services to individuals affected by domestic violence, sexual assault, homelessness and other life crises. We have not forgotten our grassroots origins. We still believe in the power and ability of the individual to take steps and make decisions that will allow him or her to move out of crisis and toward self-sufficiency. Staff members and volunteers provide support, and connect the individual in crisis to resources appropriate to each situation. During fiscal year 2018, our 73 employees provided 36,722 hours of service to 4,448 adults and 470 children; our Shelter Program provided 10,262 safe nights to 287 women and 296 children homeless because of domestic violence and/

Except for the Abuse Intervention Program, all services are provided at no cost to our clients.
