I
love Gurnee – it is a fabulous community to raise a family, work, shop or play! Some of my favorite things about Gurnee are the small-town feel it has managed to maintain and our wonderful community events with something for everyone to enjoy. Part of the strength of our community is the strong relationship between the village and our highly distinguished intergovernmental partners such as our school districts, township, library and park district. By working together, we provide services that residents want without redundancy. For many of us, the Village of Gurnee is simply our home, and we often underestimate the amount of work it takes to keep Gurnee a wonderful community. While Gurnee has long enjoyed its strategic location and natural resources, it has been through the work of the village employees, residents, business owners, intergovernmental partners and civic organizations that have made this community great. Gurnee was originally a farming community of less than 500 residents when it first became a village in 1928. From these humble beginnings, it expanded rapidly with beautiful subdivisions and world-class attractions such as Six Flags Great America, Gurnee Mills shopping center and KeyLime Cove. Gurnee, with the combined efforts of two generations worth of work, is now an outstanding place to live, work and play and one of the premier Chicagoland communities. No other community has the variety of recreational opportunities, public amenities and exceptional services that our village does – all delivered in the most cost-effective manner possible, which allows the village to operate without levying a property tax. Preservation efforts are at the heart of many of our operations.
Whether keeping our neighborhoods safe or ensuring that our roads are adequately maintained, the village continues to excel. The village is very cognizant of managing costs and tax dollars judiciously and introduced several new programs that will save our residents money or streamline operations the last few years. Our police, fire and public works departments are at the forefront in their individual fields and have been repeatedly recognized for their excellence and quality of service. We continuously strive to advance our services in response to the needs of residents, visitors and businesses. This year, we updated the village’s strategic plan through 2020. Some of the new goals and objectives include improving pedestrian options throughout Gurnee, investing in infrastructure, and advancing economic development to support our strong business climate. If you want to stay connected we have multiple ways to keep you engaged through our website, e-Blasts, Facebook, Twitter and the traditional quarterly newsletter. Whether you are a resident, business owner, or visitor, there is much to be proud of in Gurnee. VALUE OF JOINING A CHAMBER The American Chamber of Commerce executives with support from Small Business Network, Inc., designed a study to determine the real value to companies in terms of consumer outcomes of joining and being active in their local chamber of commerce. Do consumers really support businesses because they are chamber members? A sampling of the results proves their case: Most consumers (59 percent) think that being active in the local chamber of commerce is an effective business strategy overall. It is 29 percent more effective, however, for communicating to consumers that a company uses good business practices and 26 percent more effective for communicating that a business is reputable. If a company shows that it is highly involved in its local chamber (e.g., sits on the chamber board), consumers are 12 percent more likely to think that its products stack up better against its competition. When a consumer thinks that a company’s products stack up better against the competition because the company is highly involved in its local chamber of commerce, it is because he or she infers that the company is trustworthy, involved in the community, and is an industry leader. When consumers know that a restaurant franchise is a member of the chamber of commerce, they are 40 percent more likely to eat at the franchise in the next few months. When consumers know that an insurance company is a member of the chamber of commerce, they are 43 percent more likely to consider buying insurance from it. When consumers know that a small business is a member of the chamber of commerce, they are 44 percent more likely to think favorably of it and 63 percent more likely to purchase goods or services from the company in the future. GURNEE’S GOT IT ALL!
uring the fall, when the strategic planning focus groups were held, this refrain came through loud and clear:“Gurnee’s got it all! Family friendly community, location and proximity to Chicago and Milwaukee, shopping, schools, parks, affordability, safety, good management, fiscal soundness, and a Ellen Dean good mix of housing and value. Gurnee What does all of this mean for ecoEconomic Development nomic development? It means growDirector ing those areas of our local economy (retail, tourism, manufacturing) that have enabled Gurnee to mature into the wonderful community it is today, while seeking new opportunities to diversify our revenues and employment base. Put simply, the goal of economic development is to provide the jobs and revenue necessary to support the goals of this community, as they are defined today and in the future. Revenue generated by retail and tourism helps pay for new infrastructure and nearly 50 percent of all village operations, including police, fire, and public works. When you shop or dine in Gurnee, whether at Gurnee Mills or on East Grand Avenue, you are making an investment in our future. With the growth of online retail and the experiential preferences of today’s millennials, we are cognizant of the need to keep attracting new and different
offerings to our retail mix, such as Portillo’s and Buffalo Wild Wings that opened late last year. While the village does not levy a property tax or utility tax, manufacturing and distribution operations – featured in this year’s guide on page 18 – bring revenue to other taxing bodies, such as the school, park and library districts. Equally important, skilled manufacturing brings high quality jobs to Gurnee residents who have the education and skill sets to fill them. Over 94 percent of Gurnee residents ages 25 and over are high school graduates, and 47 percent hold a Bachelor’s degree or higher. With an educated workforce and proximity to world-class research laboratories and educational institutions, Gurnee is well-positioned to continue attracting innovative, high-tech companies. One of the things we heard from residents during the strategic planning focus groups is that, amid our wealth of retail, independent businesses are still vital to maintaining the hometown “feel” of Gurnee. The Economic Development page, www.gurneesgot-it.com, has become a one-stop source for business news and resources. From a Gurnee business directory to an inventory of available properties, it’s all there! The village’s sevenmember Economic Development Committee is geared up for a busy 2016-2017. The committee is set to launch a new program to formally recognize some of the many outstanding businesses that contribute to Gurnee’s economy and quality of life. Online nominations will be open this summer on www.gurnees-got-it.com; stay tuned! The Committee is also spearheading efforts to address a key goal identified by the strategic planning focus groups – redevelopment on East Grand Avenue. We’re pleased to announce that the village
has been selected by the Urban Land Institute to work with a panel of development experts this spring to plan for the revitalization of this important area. Business owners, property owners and residents in the East Grand Avenue area will be invited to collaborate with us to frame the future – to put the “grand” back into East Grand! Collaboration and cooperation is at the heart of every great community. In Gurnee, this happens on so many levels. It happens in our neighborhoods, our schools, our clubs and organizations, our churches, and it even (especially!) happens in our institutions. Governmental agencies collaborate to provide cost-effective services to their mutual constituents. The village and chamber of commerce are partners in serving the needs of the business community. Retail and hospitality businesses can join Visit Lake County, our tourism partner. Gurnee businesses of all sizes and types are eligible for services provided (most at no cost) through partnership with the College of Lake County Workforce and Professional Development Institute, Small Business Development and International Trade Center, Lake County Workforce Development Board, local financial institutions, utility providers and more. he Chocolate Sanctuary Restaurant and Lounge is a destination that celebrates the cocoa bean in its many forms. Founders Bill and Donna Collazo are area residents who are fulfilling their long-held dream of making a mark on the North Shore dining scene. The couple’s restaurant, which opened in June of 2015, provides an elegant escape from the everyday. It is a business where community pride is nourished with exceptional food, drink and hospitality. In addition to critically acclaimed lunch and dinner service, The Chocolate Sanctuary offers chocolates crafted by local artisans and its own hand-made, in-house truffles and other retail items for sale. The venue also features exquisite space for a variety of private events. The couple’s dream aligned with opportunity when Bill and his former aviation partners sold their business, and their two children, Will and Kayla, finished their education. This enabled the family to then jointly establish their concept and realize their vision. “While Lake County communities contain a variety of modern casual restaurants, we felt that Gurnee would benefit from having a destination restaurant that they could call their own,” stated Bill Collazo. “Our concept brings yet another great dining option to the village and the surrounding cities and towns”. The Chocolate Sanctuary is actively engaged in Lake County communities and is continually looking for new experiences to
share with its neighbors. Gurnee Mayor, Kristina Kovarik, hosted a morning coffee with area constituents when the restaurant first opened, and the restaurant continues to welcome public officials and nonprofits to look to the venue as an opportunity to bring various communities together. The restaurant is partnering with area charities and will be hosting a series of events that are designed to entertain and enlighten guests and members of their up-and-coming Cocoa Club. Through the program, rolling-out later this year, members will receive the Collazo’s monthly chocolate selections, along with exclusive discounts and invitations to member-only events such as cooking and mixology classes, wine and chocolate pairings and chef ’s dinners. The Chocolate Sanctuary is currently open for lunch and dinner, featuring menu selections that awaken the palate by honoring the many nuances of cocoa with inspired small plates, twists on classic entrées and utter masterpieces for dessert. Lunch offers a variety of options and price points with pleasant and efficient service and a complementary chocolate surprise. The restaurant is open from 11 a.m. to 9 p.m. Monday through Thursday, and from 11 a.m. to 11p.m. Fridays and Saturday. The Chocolate Sanctuary launched Sunday brunch hours on Easter Sunday, and will continue serving Sunday brunch from 10 a.m. to 2 p.m. throughout the year. Sunday dinner hours are 4 to 9 p.m.

Iskalis American Floor Show, its own piece of history, has been passed down for three generations from father to son. Iskalis’ American Floor Show has been proving themselves as the exceptional flooring store in Gurnee throughout this time. The family business is currently being run by John Iskalis. The reason why we choose Gurnee was simple. It gave my father a chance to develop our other property, and it was amazing. We were blessed with moving to Gurnee. The village has a lot to offer small business: A small hometown atmosphere, good schools and a prime location. Moving our business to Gurnee has helped us to expand our boundaries. Iskalis’ American Floor Show is a family-owned business that is governed with strong family values at the forefront. We strive to continue the family core values. MANUFACTURING = QUALITY JOBS Bringing highly skilled, manufacturing jobs to Gurnee is a top economic development priority for the Village of Gurnee. Twenty-two percent of Gurnee residents who are in the labor force report being employed in manufacturing and wholesale trade according to a recent American Community Survey. The average annual manufacturing wages in Gurnee are 50 percent higher than across all occupations. Gurnee’s highly educated population is a good match for the highly skilled, lucrative manufacturing jobs of today.

DISTRICT 121 CELEBRATES 100-YEAR ANNIVERSARY
istory of Warren Township High School: The first schoolhouse was erected in 1838. A second school was constructed in 1840. The school was later relocated a quarter-mile down the road. Other elementary schools were soon built. A combined school at Gurnee Grade School was built in 1908, which housed both the high school and grade school. The high school district organized in 1915 and was established formally in 1917. The first high school building was erected at a cost of $112,000 in the spring of 1918 on O’Plaine Road, at that time known as High School Road. The first graduating class in the spring of 1918 graduated from the school building that was under construction. WTHS opened on its present site of O’Plaine Road in the fall of 1918 with an enrollment of 64 students and seven teachers. Additions to this structure were made in 1926, 1951, 1956, 1960, 1968 and 1974. This building was destroyed by a major fire on Dec. 20, 1984, just prior to the winter break. At that point in time, all students and staff moved to the Lake Forest High School West Campus. From January 1985 until June 1987, the Lake Forest Campus was the educational facility for all WTHS students. After the fire, facility construction began in May 1986 and was completed in August 1987. Students and staff returned to the O’Plaine Campus in Gurnee for the first time since December 1984. Due to an enrollment growth, a second school facility was constructed on Almond Road. The 1997-98 school year was the first time that WTHS operated an educational program using two buildings. The 9th and 10th grade students are primarily housed in the building on O’Plaine Road (O’Plaine Campus), while the 11th and 12th grade students primarily attend the Almond Road (Almond Campus) building. Both campuses saw more building expansions and improvements in 2004, 2008 and 2012. In 2009, Warren’s enrollment made it the largest high school in Lake County. A Transportation Center, located on Swanson Court in Gurnee, was constructed for bus and van services in 2013 and is currently sharing services with Gurnee School District 56. Warren’s Transi-

tion Program opened at Gurnee Mills in 2015, which is a premiere special education post-high school program for special needs students ages 19-22 years old. Warren Today: Warren Township High School District #121 (WTHS) covers over 50 square miles and includes all or part of Beach Park, Gages Lake, Grandwood Park, Grayslake, Gurnee, Millburn, Old Mill Creek, Park City, Third Lake, Wadsworth, Waukegan and Wildwood. The district offers diversity that includes suburban and more urban neighborhoods, regional retail and amusement destinations including Gurnee Mills and Six Flags Great America, lakeside communities and horse farms. WTHS continues to be an award-winning district. These awards have included a “Those Who Excel” recognition from the Illinois State Board of Education and a national “Blue Ribbon School” recognition from the U.S. Department of Education. For the past six consecutive years, Warren has been named as one of the best high schools in America by the Washington Post. This school year, the Illinois Student Assistance Commission named 192 students as Illinois State Scholars and 17 students received recognition and scholarships from the National Merit Scholarship Program. Warren is proud to deliver a comprehensive and diverse academic program with over 250 courses that meets the needs of its 4,200 students. Warren is dedicated to providing the highest quality curriculum, classroom instruction and extracurricular activities for its students. From the 25 Advanced Placement courses, 35 honors courses, and the school’s four-year Project Lead the Way Program, to the 28 athletic sports and 58 clubs and activities, Warren has seen many successes at both the local, state and national levels. Educational ROUNDTABLE
he Gurnee Chamber of Commerce works with local school districts, businesses and the Lake County Chamber of Commerce in order to foster communication and collaboration through an Education Roundtable. With a mission to serve and improve educational opportunity and business achievement for all students and businesses, the Educational Roundtable is composed of leaders from education, business, community, and government. The Roundtable is charged with making ongoing recommendations for both the educational and business communities. “Within less than a year of establishment, the Education Roundtable has already proven useful by enhancing programs at the schools, providing volunteer opportunities to local businesses and creating an environment for honest feedback and dialogue,” said Deanne Dalgaard Fisher,
chairwoman. The group currently is working on a quarterly informational push out to the community in order to better inform individuals of the inner workings of school financials. “This need became apparent at one of our first meetings when many questions were asked regarding school finance in relation to property taxes and programming,” Dalgaard Fisher said. “Through the Education Roundtable, schools now have an opportunity to disseminate information to the business community that can further enhance business involvement and growth.” Roundtable members agree possibilities are endless in what this group can accomplish. “Although the influence may appear minor now, the impact over the next few years will be great as the relationship between the school community and business community continues to grow,” she added.
