L AKE COUNT Y Chamber Histor y INCORPORATION MARCH 15, 1915 From the Corporate Charter Application To Lewis G. Stevenson, Secretary of State “We, THE UNDERSIGNED, Louis J. Yeoman, T.H. Durst and H.C. Burnett, citizens of the United States of America, propose to form a corporation (not for pecuniary profit) under an act of the General Assembly of the State of Illinois entitled “AN ACT CONCERNING CORPORATIONS” approved April 18th, 1872, and all acts amendatory thereof; and that for the purpose of such organization we hereby state as follows: (1) The name of such corporation is “WAUKEGAN COMMERCIAL ASSOCIATION” (2) The object for which it formed is, to create and maintain cooperation which will safe-guard and promote trade, industry and commerce of the City of Waukegan, and County of Lake in the State of Illinois, to diffuse accurate and reliable information as to the resources of said City and County for the better promotion of the public interest of the City of Waukegan and the County of Lake.”

50TH YEAR HIGHLIGHTS – 1965  Downtown Waukegan Council, Belvidere Road, and Washington Street organized and formalized.  Plans organized for the first referendum to establish the College of Lake County.  Presented the first Life Membership Awards.  Organized the “Chamber Ambassadors” for retired business executives.  First discussion for a Music Center of Lake County for improving the cultural life of Lake County.  Building committee considered the Waukegan Library on Sheridan Road as possible office location. 75TH YEAR HIGHLIGHTS – 1990  The Chamber of Commerce building, often referred to as “The Little White House,” a registered historical landmark building is

25TH YEAR HIGHLIGHTS – 1940  All chamber meetings were held at the Karcher Hotel.  The Executive Committee of the Board met every Monday over lunch.  Community Chest organized (today: United Way of Lake County).  Newly formed National Defense Committee organized to formulate plans for the protection of local industry from sabotage and implement policy of general matters of defense.  Waukegan was considered as the site for the present Glenview Naval Air Station and an aeronautical assembly plant.

L AKE COUNT Y Histor y McHenry County, which included Lake, had been set off from Cook County earlier that year, and in March 1837 it was determined that the new county had the 350 white inhabitants necessary to allow the organization to become effective. In June 1837, an election was held, with the majority of those registered living east of the Fox River. The new government promptly levied a one percent property tax on “slaves, pleasure carriages, distillery, stock in trade, livestock, lumber, clocks and watches.” This was curious, because slavery was not an issue in northern Illinois nor with most of the Yankees who settled in the area. It can only be surmised that they borrowed the wording for their document from one in effect in the South. It is also interesting to note that land was not taxed. Roads began to be surveyed, and every man between the ages of 21 and 50 was required to work on the roads for five days a year or pay 75 cents a day. Stage stops or taverns on the frontier often were gathering places for local residents, providing these people who for the most part lived in great isolation, with a place to socialize and enjoy lively conversation. One of the most influential, from the standpoint of politics, was the establishment on Green Bay Road near Lake Bluff operated by Irish immigrants William and Mary Dwyer. Dr. Richard Murphy, Mary Dwyer’s brother, lived with them. Political activists before they ar-

rived in the Midwest, the three soon became embroiled in local politics. The tavern was the setting for debate, civic meetings, an endorsement of causes and candidates. When the newly elected McHenry County commissioners divided it into precincts and magistrate districts, they appointed William Dwyer supervisor of Oak District and Richard Murphy justice of Oak Magistrate District. Murphy soon moved up the political ladder, and was elected to the state legislature in 1838. Serving three terms, he was responsible for drafting and pushing into enactment the Illinois Public School Law. Public sentiment began to build for splitting Lake and McHenry counties. Murphy who had run on a plank favoring division, was instrumental in finally pushing it through the Illinois Assembly on March 1, 1839. As of that date, Lake County, as it exists geographically today, was born. Scarcely had the candles been blown out on the birthday cake, than the celebrants were at odds with one another. Libertyville, centrally located in the county was an up-and-coming settlement on a main road between Chicago and Milwaukee. Started when George Vardin settled beside a grove halfway between Butler’s Lake and the Des Plaines River in 1835, it became known as Vardin’s Grove. But Vardin left, and when a group of farm families gathered to celebrate the Fourth of July the following year, they decided to rename their settlement Indepen-

dence Grove. However, when the establishment of a post office soon after led to the discovery that there was already an Independence Grove in the state, the settlement was given its third name: Libertyville. Little Fort, (later Waukegan), on the other hand, was developing more slowly despite its potential as a port city. The three commissioners from Cook County appointed by the legislature to select the new county seat quickly chose Libertyville. Little Fort proponents bided their time, and concentrated on the upcoming election of county commissioners. They succeeded in getting one of their men, Nelson Landon, into office. The other two elected, Charles Bartlett and Jared Gage, favored Libertyville. The three men met for the first time on Aug. 17, 1839, and Landon adroitly convinced the other two that due to their lack of funds, they should put off erecting a building and temporarily rent quarters. Richard Murphy was returned to the legislature as the representative from Lake County. He favored Little Fort for the county seat, and in 1840 was influential in the taking of the national census. The state census taker in Lake County, Captain Morris Robinson, went about his appointed duties with a message for everyone he talked to: the advantage of Little Fort as county seat. Securing petitions along with head counts, he walked to the state capitol in order to deliver them before the close of the session.

On Feb. 17, 1841, the legislature called for an election to be held on April 5 regarding the location of the county seat. Accusations of improprieties flew. For example, the Little Fort Porcupine and Democratic Banner, rehashing the controversial election several years later, stated, “The census showed 720 males over 20, yet 744 votes were cast.” Nevertheless, the ballots were taken at face value – with 278 cast for Libertyville, and 466 for Little Fort. On April 13, the county seat was formally relocated. This time Landon moved quickly to construct a building that would anchor the county seat to Little Fort. In order to do this, the commissioners borrowed $200 from Elmsley Sunderlin, and on April 20 – just 15 days after the election – the sale of land was recorded in Chicago. A courthouse was contracted for $3,800 and a jail for $1,000. Archimedes Wynkoop, publisher of the Little Fort Porcupine, also was the county recorder, the deputy clerk and a hard loser. He moved his office back to Libertyville and the clerk, Henry B. Steel, satisfied that Wynkoop was doing all the work, said nary a word. At the instigation of Landon, the commissioners voted to discharge Steele as negligent. When the first train came chugging into Waukegan on New Year’s Day in 1855, the economic future of the town seemed assured. The Illinois Parallel Railroad Company, chartered on Feb. 17, 1851, soon changed its name to the Chicago and Milwaukee Railroad. It was to meet the Milwaukee and Chicago

Railroad at the state line. Roosevelt was inaugurated on March 4, 1933, and called for a four-day banking moratorium, although banks in more than 20 states including Illinois, had already closed as a result of the Depression. Locally, Abbott Laboratories and the Chicago Hardware Foundry were forced to make payments with scrip because their money was inaccessible. The Waukegan-North Chicago Chamber of Commerce met to discuss ways to deal with the situation. On March 7, banks were allowed to deal in emergency funds. By March 15, banks in Antioch, Barrington, Lake Forest, Fox Lake, Grayslake and Lake Villa were open for business as usual. The First National Bank of Waukegan did not reopen until July 17, and reported that business was mild that day. Early settlers’ hopes of making Waukegan a major shipping port never materialized, although as late as 1955 the Waukegan Port District was formed and the harbor widened and deepened to accommodate ocean-going vessels. In 1959, the Prinz Wilhelm George arrived in Waukegan from the Netherlands to pick up engines from Outboard Marine. It was the first foreign ship and nearly the last. Lake craft still bring gypsum rock and cement for two lakeshore industries, but there is little other commercial activity. Even the commercial fishing industry, which once hauled millions of pounds of fish from the lake annually has pulled in its lines. Things looked bleak in the 1970s, when pollution closed the beaches and the harbor

was found to be full of toxic polychlorinated biphenyl (PCB) from Outboard Marine dumpings. Recreation did for Waukegan Harbor what commercialism never could, through $4 million appropriated by the state legislature in 1977. Another $8 million followed in 1981. A breakwater was built, as well as 763 boating slips in the south harbor and 284 in the north harbor. By 1988, a total of $17 million had been spent on harbor expansion. Lake County’s greatest asset has always been its waterways. Today more than ever they are being utilized for recreation to the economic benefit of the county. The market for boating has doubled every decade since World War II. Through the 1950s and 1960s nothing was done to maintain the Chain O’Lakes, although they were becoming increasingly polluted because of more year-round housing, greater boating activity and widespread use of chemicals in agriculture. There were problems with algae, shallow channels making many lakes unnavigable and increasing danger from flooding. Then in 1975 there was a big hue and cry from Lake County members of the state legislature who were successful in making that body cough up $940,000 for dredging. Most of the work, however, was diagnostic until 1985, when the Chain O’Lakes-Fox River Waterway Management Agency was created. They have been concerned with dredging as well as traffic on the chain. www.lakecountychamber.com 11

Total revenues of the businesses in this targeted industry are more than $2.5 billion per year. EDUCATION OPPORTUNITIES in Lake County CLC’s mission is to deliver high quality, accessible learning opportunities to advance student success and strengthen the diverse communities served by the college. The average class size is 18 students, and classes are taught by professors who are teaching focused. CLC offers 52 majors designed for transfer to four-year colleges and universities, and the career programs offer degrees and certificates in business, technology, health care and much more. The college offers more than 40 student clubs as well as 12 intercollegiate athletic sports teams. Many new construction and improvements have recently taken place, including a new science building and student café at the Grayslake Campus and a new chemistry lab at Southlake Campus in Vernon Hills. A major expansion is planned for the Waukegan campus. In addition to providing an educational pathway to a better life, CLC is a major employer and cultural hub of Lake County. The James Lumber Center for the Performing Arts offers college and professional events in music, theatre and dance.

COLLEGE OF LAKE COUNTY Founded in 1969, the College of Lake County (CLC) is a community college based in Grayslake. Course are offered at the Grayslake Campus, the Lakeshore Campus in Waukegan, Southlake Campus in Vernon Hills and online. The college offers more than 200 programs of study leading to an associate degree or certificate, including more than 40 career fields. Spring 2017 enrollment was 15,366 students, or a full-time equivalent of 8,114.

UNIVERSITY CENTER OF LAKE COUNTY In 2005, the University Center of Lake County was built as an addition to the College of Lake County’s Grayslake campus. It is a consortium of Illinois four-year colleges and universities offering opportunities for local residents to complete or add to their education begun at CLC or elsewhere. While the University Center is functionally independent of CLC, its presence offers an opportunity for CLC students and other local residents to pursue further education without relocating or commuting a greater distance. Currently, there are 19 universities with classes offered at the University Center.

Considine notes significant job creation. “Not only have we gained back jobs lost in the recession, but many industries have doubled their growth compared to recession losses,” he said. “Jobs in Lake County are up 143 percent since the recession with no signs of slowing down.” Critical industries are fueling growth in Lake County, including manufacturing, health care and biopharma. Manufacturing, for example, plays a vital role in the local economy, with more than 700 medical instrument and precision manufacturing and tooling companies operating within its boundaries, employing nearly 18,000. “What is happening with manufacturing in Lake County is unique,” Considine said. “While manufacturing job losses cripple many parts of the country, we are creating high-quality jobs with above-average wages. Manufacturing jobs in Lake County are up 13 percent since 2010 and demand is high for skilled labor.” Considine also notes that industrial vacancy rates are at a 10-year low even though nearly 3.3 million square feet of space have been added in the past decade. “Companies 20 www.lakecountychamber.com

based here in Lake County are choosing to expand their facilities because of what our region can offer, particularly in terms of our workforce.” One such example is Little Lady Foods, a private-label maker of pizza and other baked goods with operations in both Elk Grove Village and Gurnee. When choosing which of its facilities would undergo a modernization, they chose the Gurnee facility, which is now undergoing a $10 million upgrade that will create 30 new jobs. Little Lady Foods is not alone. Gurneebased health care product manufacturer Nypro recently broke ground on a construction project that will nearly double the size of its existing facility to almost 170,000 square feet and bring with it 60 new jobs. Valent BioSciences, the global leader in biorational products, has also announced that the company will invest $22 million to construct a 98,000-square-foot “Global Innovation Center” to serve as their primary research facility at Innovation Park, the redeveloped former Motorola headquarters located in Libertyville. Business growth and low unemployment are fueling consumer spending power in Lake County. “Commercial districts are thriving,” Considine noted. “Retail vacancies are at a level not seen since 2009. Moreover, we are seeing many new developments that cater

to today’s lifestyles and bring vibrancy to our community centers with new dining, nightlife and shopping amenities for their residents. “In all of our success, the underlying factor driving growth in Lake County is the talent of our people and the strength of our workforce development initiatives,” he added. “Our talent in Lake County sets us apart from many other regions, and we want to ensure that we continue to have a strong pipeline from which to draw. Some highlights on the new menu include the Berkshire Pork Chop and the Diver Scallop with Jumbo shrimp entrées. For Chef Choi, the goal is to create a menu that’s focused, appealing to a wide variety of diners without making it so large it’s overwhelming, he said. “In addition to adding new items periodically, I make creative adjustments in some of the current offerings within the seasonings and spices as well as having a 22 www.lakecountychamber.com

little artistic fun with presentation,” he added. “Even though the menus are consistent across all of our locations, I encourage our Head Sushi Chefs to be creative and offer customers dishes that are unique for each location.” In the highly competitive restaurant industry, it can be quite a feat to see year-over-year success for one restaurant, let alone multiple locations, but Shakou Restaurants has set the bar. “We have an amazing team from the owners to our talented chefs and staff,” said Co-Owner Ed Hartigan. “The team treats all of our guests like they are part of the Shakou family, because that is what we are. The founders have built this from the ground up, and we have known each other since childhood,” he noted. “That sets us apart.” When you have so much going on in one year alone, it’s hard to look ahead, but Co-Owner Adam Garvanian doesn’t see

Shakou’s growth slowing anytime soon. “We definitely see more Shakou Restaurants in our future,” he said, “but are mostly focusing on the exciting changes to come for the brand in 2017 and opening Shakou Arlington Heights this spring.” In the four years since the first Shakou opened in Libertyville, the Shakou brand has earned numerous accolades like being named in the Top 100 “Hot Spot” Restaurants in America by Open Table and featured in various media outlets such as ABC 7 and Forbes Magazine. But Chef Choi isn’t really concerned about awards or recognition. His focus is on the diners. Whether it’s a firsttime visitor to Shakou Restaurants or a repeat customer, Chef Choi only wants one thing: “I hope as they are leaving, they are thinking, ‘What will I order next time?’”

The L AKES LAKE MICHIGAN Lake Michigan is one of the five Great Lakes of North America and the only one located entirely within the United States. The other four Great Lakes are shared by the U.S. and Canada. It is the second-largest of the Great Lakes by volume and the third-largest by surface area, after Lake Superior and Lake Huron (and is slightly smaller than the U.S. state of West Virginia). To the east, its basin is conjoined with that of Lake Huron through the wide Straits of Mackinac, giving it the same surface elevation as its easterly counterpart; the two are technically a single lake. Lake Michigan is shared, from west to east, by the U.S. states of Wisconsin, Illinois, Indiana and Michigan. The word Michigan originally referred to the lake itself, and is believed to come from the Ojibwa word mishigami meaning “great water.” In earlier maps of the region, the name Lake Illinois has been found in place of Michigan. CULTUR AL Institutions GENESEE THEATRE In 1926, A.L. Brumund, H.C. Burnett and D.T. Webb purchased land, at the corner of Genesee and Clayton streets, from the YMCA for $130,000. Their wish was to create a community center for Waukegan focused on high-quality entertainment and commercial and living spaces. A year-and-a-half and $1 million later, the luxurious movie palace named the Genesee Theatre opened to the public. Although there were three other theaters in Waukegan, the Genesee Theatre was designed to be distinct. The flourishing growth of this area just north of Chicago justified the creation of a deluxe palace unrivaled throughout most of the country, and it was hoped that the proposed theater would play a role in the current growth of Waukegan. Waukegan contractor Alva Weeks and Chicago architect Edward P. Steinberg were hired to construct the theater. Steinberg had just built the BelPark and State theaters in Chicago within the last few years. Construction of the Genesee began in September 1927 on the land on which the old 1912 YMCA building stood, as well as two other buildings to the north. The YMCA had already moved one block west in 1925. The plan was to have

stores on the main floor and kitchenette apartments and office suites on the four upper floors all around the south and west sides. The theater itself would take up the middle of the building. No expense was spared in the creation of

the Genesee Theatre. The outside faรงade was built from terra cotta and pressed brick in ornate design. The main entrance was located on Genesee Street and opened into a huge lobby with a large chandelier. The interior was designed in a Spanish Renaissance style

using caen stone, which is a light yellow limestone, and antique plaster décor. The large center dome in the auditorium was fashioned from hammered silver. More than 1,200 yards of tapestry fabric, several tons of marble from the Carrera quarries in Italy, and lighting throughout the theater combined to make it the most lavish building in Waukegan. The stage was equipped with the newest technology in stagecraft in order to accommodate live theatre, like vaudeville, music presentations and film. A massive $25,000 Barton Grande pipe organ was a focal point of the Genesee. For comfort, the theater was outfitted with the most advanced heating and cooling system of its time. On Dec. 25, 1927, the Genesee opened to the public with four sold-out shows that included the film “The Valley of the Giants.” In 1952, the Genesee Theatre was renovated with new seats, a new sound system and some changes to the décor. In 1982, the theater stopped showing movies due to economic decline and the rise of major movie cineplexes. And in 1989, it officially closed and went up for sale. The City of Waukegan purchased the building in 1999 and began renovations at a cost of almost $23 million with the help of over 120 volunteers. The Genesee Theatre reopened on Dec. 3, 2004 with sold-out shows. LAKE FOREST SYMPHONY Celebrating its 60th anniversary in the 2017-2018 season, the Lake Forest Symphony is the only fully professional orchestra in Lake County. The orchestra has been honored numerous times by the Illinois Council of Orchestras, winning Illinois Orchestra of the Year in 2006 and Symphony Guild of the Year in 2006 and 2011. Music Director Emeritus Alan Heatherington won Conductor of the Year in 2005 and 2012, as well as the prestigious Cultural Leadership award in 2010. Music Director Vladimir Kulenovic won the 2015 Solti Conducting Fellowship and the 2015 Chicagoan of the Year in the Arts.

The Lake Forest Symphony presents five concert pairs in its Classical Series and regularly features prominent guest artists. A pre-concert lecture by musicologist Jim Kendros enhances each performance. Complimentary post-concert receptions also offer a unique opportunity for audience members to meet Lake Forest Symphony musicians and to enjoy refreshments and lively conversation. Robert Kalter and William English founded the Lake Forest Symphony in 1957 as a chamber orchestra of volunteer musicians. By 1965 the group had over 60 players, and in 1988 became fully professional. Under the visionary leadership of conductors Victor Aitay, Paul Anthony McRae, David Itkin and Alan Heatherington, the symphony firmly established a distinguished reputation. In 1991, the symphony was chosen from 12 orchestras in the Midwest to be a featured guest orchestra at the American Symphony Orchestra League’s National Conference in Chicago. In October of the same year, pianist Andre Watts performed two benefit concerts with the symphony to celebrate its 35th anni-

versary. Featured guest artists have included Michelle Areyzaga, Jennifer Frautschi, Ilya Kaler, Mark Kaplan, Andreas Klein, Jorge Federico Osorio, Rachel Barton Pine, David Taylor, Lukáš Vondrácek, Ralph Votapek, Wendy Warner and Jeffrey Work. RAVINIA FESTIVAL The Ravinia Festival is the oldest outdoor music festival in the United States, with a series of outdoor concerts and performances held every summer from June to September. It has been the summer home of the Chicago Symphony Orchestra since 1936. Located in Highland Park, the festival operates on the grounds of Ravinia Park, with a variety of outdoor and indoor performing arts facilities. The Ravinia neighborhood, once an incorporated village before annexation in 1899, is known as Ravinia, and retained its own post office until autumn 2010. The business district on Roger Williams Ave., within walking distance from the Ravinia Festival grounds, includes neighborhood service businesses and restaurants. Ravinia takes its name from the ravines found nearby along the shoreline of Lake Michigan. For most attendees, Ravinia is experienced on the 36-acre parkland and lawn. The unique setting allows for open seating and picnicking, where families and attendees can enjoy food and drink on the lawn, with a powerful sound system broadcasting the live performance throughout the park. Most attendees choose to bring complete picnics and dinners to shows, with various lawn chairs, coolers full of food, blankets, candles and lawn accessories in tow. Ravinia is one of the few concert venues in the country to allow full meals to be brought in and consumed at concerts, even allowing alcoholic beverages. Accordingly, most grocery stores and specialty restaurants in and around the Highland Park area offer readyto-eat “Ravinia picnics” for purchase. www.lakecountychamber.com 27
