About Lakeview East SPECIAL SERVICE AREAS Lakeview East is the sole service provider for Special Service Areas #8 and #17. The Special Service Area is an economic development tool that allows additional real estate property taxes to be levied to fund added services for a defined area. The services funded through the SSA tax are in addition to services generally provided by the city. These services benefit those properties that are located within the boundaries of each SSA. Property and business owners benefit from special services that enhance the commercial district, retain and attract business, and financially support small business. History When Clark Street was a path known as Green Bay Trail, it was used by scattered bands of Miami, Ottawa, and Winnebago Native American tribes camped along the north branch of the Chicago River, the first settler came to live in what is now Lakeview East. This settler, Conrad Sulzer, who arrived in 1837, was later to become the first accessor at the first election of Lake View Township in 1857. Legend has it Lakeview East got its name from “Hotel Lake View,” built on the lake shore in 1853 by James H. Rees and E. E. Hundley. The owners were standing on the hotel’s portico trying to decide upon the right name when Walter L. Newberry, delighted with the unbroken view of the lake from the building, proposed the name. Soon after this, a cholera epidemic hit Chicago and many residents fled to the countryside near the hotel to escape the disease. Hotel Lake View was soon crowded to capacity. Many of the refugees were so fascinated by the country air and view of the lake that they remained to purchase nearby homesteads. Because no roads were laid out reaching the area, a plank road from Fullerton north to just a little beyond Graceland (now Irving Park Road) was built. Perhaps

the granddaddy of our suburban highways, this plank road built by Rees, Hundley, S.S. Hayes, and others gave impetus to the development of the nearby settlements. It was called Lake View Plank Road, later named Evanston Avenue, which is now Broadway. In the 1880s industry arrived in what had previously been a truck farming region, known as the celery capitol of the world. By 1887, the town of Lake View was incorporated into the city and in 1889 it would be annexed to Chicago’s real estate boom, where 43 percent of Lakeview East’s present residences were constructed. A large shopping area at Clark Street and Diversey Parkway emerged to service the quickly growing populations, beginning what is now the Lakeview East business district on Broadway and Clark streets.

Landmarks SURF-PINE GROVE DISTRICT Landmark Historic District Located on the 400 and 500 blocks of West Surf Street, and 2800 block of North Pine Grove Avenue, this landmark district includes a multitude of dwellings ranging from singlefamily homes, row houses, low-rise courtyard and tall apartment buildings. Individual buildings are handsomely detailed with historic ornamentation and finely crafted materials, and share a common range of scale, setbacks, materials and architectural styles. The buildings are especially noteworthy for their elaborately designed entrances, balconies’ metal cornices, and stone and terra cotta decoration along the roof lines and window surrounds. HAWTHORNE PLACE DISTRICT A Chicago Historic District Hawthorne Place is one of the few streets along the city’s north shore that was developed for – and has largely retained – large residences on large lots. After a shoreline drive began to be constructed in the 1890s, the McConnell brothers created large lots to attract buyers who wanted proximity to downtown but with larger yards than typically found in the city. Both brothers built their own homes on the street and set the tone for subsequent development, which includes works by such architects as Burnham & Root and Pond & Pond. The openness of the district makes it an oasis between the density of the Broadway retail district and the high rises along Lake Shore Drive. BREWSTER APARTMENTS Creative Housing Landmark The principles of skeleton-frame construction, which made possible tall commercial skyscrapers at the end of the 19th century, were used here for an early high-rise apartment building that

originally was known as the Lincoln Park Palace. Behind its heavy masonry walls is an exceptionally innovative interior, a light and airy construction of cast-iron stairs, elevator cages, bridge walkways paved with glass blocks and a massive skylight. ALTA VISTA TERRACE A Chicago Historic District The Alta Vista Terrace District is a historic district in the Lakeview East community. The district was built in 1904 in imitation of the rowhouse style of London. The development was the work of Samuel Gross. He was inspired to build Alta Vista Terrace after a trip to Europe, in which he looked at the row houses of London. The street is one block long and contains 40 small, single-family rowhouses, each on a lot about 24 feet wide and 40 feet deep. Alta Vista Terrace is found at 1050 West on the Chicago street grid, running north from Grace Street (3800 North) to Byron Street (3900 North). BELMONT-SHEFFIELD TRUST AND SAVINGS BANK BUILDING A Chicago Historic Landmark The Belmont-Sheffield Trust and Savings Bank Building is a six-story building built in 1928 at 1001 W. Belmont Ave. The building was designed by architect John Nyden and is on the National Register of Historical Places. It was constructed in a U-shape around a two-story central atrium, which allowed light to reach the bank lobby—the glass atrium has since been roofed over. When the building was first completed, it held the Belmont-Sheffield Trust and Savings Bank on the first floor and part of the second; offices on the rest of the second floor and on the third floor; and the Montfield Hotel (address 3146 N. Getting Around TRAIN The Chicago Transit Authority (CTA) operates elevated (L) and subway trains in the city and nearby suburbs offering quick transportation to/from the local airports and other popular Chicago attractions. There are eight different lines indicated by color. You can purchase CTA Ventra cards or Ventra one-, three- or seven-day passes at any CTA train station, and most Walgreens, CVS and Jewel stores. The Ventra cards automatically deduct fares and transfers and can be used on trains and buses. The stops in Lakeview East are the Belmont, Addison and Sheridan Red Line Stations and the Wellington Brown Line Station. For more information, visit transitchicago.com. BUS The CTA operates buses that run through the Lakeview East neighborhood approximately every 20

minutes, seven days a week. Routes include 76 Diversey, 77 Belmont, 152 Addison, 36 Broadway, 22 Clark, 135 Clarendon/LaSalle Express, 146 Inner Drive/Michigan Express, 151 Sheridan and 156 LaSalle. DIVVY BIKE RENTALS Divvy, Chicagoâ&#x20AC;&#x2122;s bike-sharing system, provides Chicagoans with an additional transportation option for getting around the city. The blue Divvy bikes can be rented from and returned to any station in the system; there are over a dozen stations located in the Lakeview East area. Parking Parking regulations are vigorously enforced throughout Lakeview East. Residential parking restrictions prohibit non-residents from parking after 6 p.m. Night baseball games and other high volume events also have restricted parking. Visitors can park with temporary passes affixed to their windshield, available at the Aldermen’s offices. Beware of tow zones, streetsweeping dates and snow plow lanes. Most commercial streets have metered parking, hours and rates vary throughout the area. You can also now download the ParkChicago app to pay for parking on your smartphone. In 2019, in most areas of the city, rates are $2 per hour (outside of the Loop and Central Business District) and you must display a paid ticket from the pay boxes

in your front windshield, unless you pay by phone. Additional information can be found at http://chicagometers.com/. Most public parking facilities offer discounted monthly parking rates. Contact them individually for rates or more information. Chicago Vehicle stickers are required for vehicles within the city limits for 30 days or longer. In the 44th and 46th wards, you must have a Residential Parking permit or a guest permit, available at the aldermen’s offices. Enforcement times vary.
