ECONOMIC DEVELOPMENT Signs of the nation’s improving economy can be seen all around Lombard in the form of previously empty storefronts filled with bustling new enterprises or replaced by new construction.

“We had a very good, very busy 2015 during which we issued over 2500 permits amounting to $82.3 million in property improvements in the village,” said Bill Heniff, Lombard’s director of community development. “That included 148 new or relocated businesses.” “We are particularly pleased to see reinvestment in tired, old properties. For instance, a 7,000-square-foot strip center called Lilac Plaza was recently completed on the site of an old gas station at the corner of North Avenue and Grace Street,” he said. “In addition, a Burger King in High Point Center, which had been closed for four years, has been renovated and re-opened. Construction is also underway at the former Fotel Industries along East St. Charles Road. It is being replaced by an indoor storage center.” On Butterfield Road, Keystone Properties will be demolishing the former Landmark Restaurant and replacing it with two buildings of 6,000 square feet each. They plan to lease them to either restaurants or retailers. The old Lombard Hotel in downtown Lombard is even in the process of being renovated and converted into a new table service restaurant with an historic flavor, which the owners plan to call Babcock’s Grove House. “The village helped them to get a grant to preserve the building and now work is proceeding at a feverish pace because they plan to open this spring,” Heniff said. Elsewhere in the downtown area, Marquette Kitchen and Tap has opened and Shannon’s Deli is working on façade improvements and possibly rooftop seating now that they have completed their expanded indoor seating. Pioneer Child Care is also constructing its relocated school near the Post Office and they plan to move once it is complete later this year. “The village is also working with Yorktown Center to redevelop 15 acres at the northern end of their site, making it into a mixeduse development called Yorktown Commons. They hope to have construction started on their first phase by the end of 2016 which will be primarily a residential development. Both Yorktown and the village seek to create more of a neighborhood that features higherend apartments, condominiums or townhouses that will add value to the mall. It has been an under-utilized area to which we are all hoping to bring a new vision and added value,” Heniff said. Two new international corporations have also located facilities in Lombard. Partek Marking Systems, a Swedish firm that makes special wire marking systems for messaging in warehouses and factories, has brought its new North American headquarters to the village. In addition, Kosmek USA, a Japanese maker of hydraulic clamping systems for industrial uses, is in the process of building a

facility in Oak Creek Business Park. There is even some exciting new residential construction. Airhart Construction has purchased property in the downtown area. The company will construct detached, single-family homes similar to ones it built near the College Avenue Station in Wheaton. The homes will be fee-simple with small yards and will be within walking distance of the Lombard train station. The project will be called Park Place of Lombard. “We are very pleased that this stalled parcel is finally moving forward, especially with housing of a type that we have never had in Lombard. It will fill a nice niche,” Heniff said. Still on the drawing board are plans for a Sam’s Club at the corner of Butterfield and Fairfield Roads. They hope to start construction there this summer and open during 2017, he added. In order to encourage further growth and development in Lombard, Heniff said that the Village Board has approved an economic incentive policy that is intended to facilitate redevelopment of key parcels. The Village staff is also working to update their procedures so that tasks like permit submissions, inspection requests, payments and even contractor registrations may all be done 24/7 and on-line. Other similar improvements are also forthcoming.

A PIECE OF HISTORY Lombard’s historic hotel, a 158 year-old downtown icon finds new life as an eatery, Babcock’s Grove House. There aren’t many buildings in northern Illinois that were built before the Civil War and are still standing. But Lombard has a 158-year-old gem, the Lombard Hotel, which has been undergoing renovation and is now the home of a new restaurant called “Babcock’s Grove House,” named in honor of the structure’s original name when Lombard was known as Babcock’s Grove. Owned by Steve and Dana Moreau, Lombard residents for the past 17 years, the new eating establishment serves Midwestern comfort food that is entirely fresh, locally sourced when possible and simply prepared, according to Dana. Wine and craft beer is also available. “Steve has been in restaurants for many years and has opened them all over the world. But he has never owned his own restaurant. We decided that this was the perfect location and if we didn’t jump in and do it now, we might never do it,” she said. Babcock’s Grove House has seating indoors for 48 and outdoors it will be able to seat another 40 people in good weather. It will be open for both lunch and dinner, offering fast casual service at lunch and expanded table service at dinner. “People have tight lunch hours so they can’t take the time to be formally served then, but at night they want to sit and relax. So, we will offer both,” Dana said. The historic structure is owned by Tom and Margaret Smith of Glen Ellyn. Tom grew up in Lombard and purchased the old hotel in memory of his parents. The Moreaus are leasing the first floor space from them and they received a no-interest restaurant forgivable loan from the village to cover one-third of the build-out costs. “But bringing an 1858 building up to code, especially when it hasn’t been worked on in many years, is a challenge,” Dana, a former Lombard trustee, admitted. “We had to gut it to the studs, replace the cloth wiring, plumbing, electrical and HVAC and install an entire kitchen. The original ornate tin ceiling will remain. We

thought we could save the floors, too, but discovered that at some point there had been a fire in the basement and many floor boards and joists were badly charred. So, we had to replace them, too.” There have also been lots of surprises, including the discovery of an old saloon spittoon, beer bottles from the 1800s, old wallpaper remnants, photos and even a concrete bank vault from the years when the building was a bank. “We are so excited about this venture. We have been involved in Lombard for a long time and we are hoping that this renovation and new restaurant will help propel downtown Lombard in the right direction. We want it to be the restaurant equivalent of the scent of lilacs, bringing a true taste of Lombard to the public. And we love that we are bringing a piece of Lombard history back to life,” she said. LOCALLY OWNED Residents of Lombard and nearby communities who want fresh, locally grown food, but don’t want to give up the convenience of a regular grocery store are joining forces to bring a food co-op to Lombard.

The Prairie Food Co-Op is currently recruiting people who will pay a onetime fee of $200 to become memberowners. As of late February, the effort had approximately 450 members and was growing every day, said co-founder Jerry Nash. Co-op board members are seeking 800 members before they take the plunge and sign a lease and they feel that they need to reach a membership of approximately 1,500 in order to actually open the co-op, which will be managed by a professional. “My wife, Kathy, and I had been member-owners of The Common Ground, a food co-op in Champaign, and when we moved here, we were surprised to find that there weren’t any nearby. The closest one was The Dill Pickle in Chicago,” Nash said. “So, after complaining for awhile, we decided to start a co-op ourselves and we launched the Prairie Food Co-Op.” Food cooperatives are worker- or customer-owned businesses that provide grocery items of the highest quality and best value to their members. Some are retail stores like the one planned for Lombard and others are buying clubs. Regardless,

all food co-ops are committed to consumer education, product quality and member control and usually support their local communities by selling produce grown locally by family farms. “Traditional grocery stores cannot get the locally-produced, sustainable food that many people seek. Besides, food co-ops have proven to be economic generators for a community. They support local food producers and contribute to the local

economy whenever possible,” Nash said. He acknowledged that not all products sold in the co-op can be locally produced. Citrus, for instance, is hard to grow in the Midwest, so compromises have to be made for co-ops to succeed. But whenever possible, products are sourced locally. Nash said advances are being made in extending the growing season in the Midwest through the use of “hoop houses,” for instance, which is making more locally-

sourced produce available year-round. “You don’t always have to bring in produce from 1,200 miles away,” he stated. Anyone can shop in a food cooperative. You don’t have to be a member-owner. But those who invest do reap extra benefits, according to Nash. Besides the pride of ownership, those who become members of the Prairie Food Co-Op will probably be able to share in the proceeds through “patronage dividends” that they can use while shopping. In addition, they will have a vote on board members who will choose the professional manager and will enjoy free or reduced admission to seminars and workshops when they are offered. Once enough members are recruited for the Prairie Food Co-Op to sign a lease at a location they are choosing to keep secret, the group plans to initiate an owner loan drive. “This will be the owners’ chance to make some money from the co-op. We need to raise $1 million in loans in order to proceed and while the average loan will probably

be for $5,000, we will also need a couple of big ones and those big lenders will be able to pretty much state their own terms (ie. interest rate and loan duration). So it will be a good investment,” he said. Once open, the Prairie Food Co-Op will be a full-service, modern grocery store featuring not only food, but detergent and other household items that you would generally see in a grocery store. “We may only sell them in bulk in order to avoid too much packaging, but those items will be there,” Nash stated. The Prairie Food Co-Op board of directors is soliciting new owners through community events like the Lilac Parade and other Lilac Time events, library programming, yard signs and other special events. LAW & ORDER Lombard Citizens Police Academy Alumni Association program helps inform citizens and creates a greater understanding about the duties of law enforcement professionals. Each week, real police action is broadcast into the living rooms of millions of Americans. Average citizens are generally fascinated by crime-fighting, but they seldom get the opportunity to meet the people behind the badges in their local community. In 1998 Lombard joined a growing number of Illinois communities when it initiated the Lombard Citizens Police Academy, a program that helps residents, age 21 and older, better understand police work in their community and develops stronger ties between the community and the police department. “The objective of a Citizens Police Academy program is not to train individuals to be reserve police officers, but to produce informed citizens,” states the website of the Illinois Citizens Police Academy Association. “The citizens and police officers meet each other face-to-

face in a neutral, friendly setting and each becomes a person to the other. In the past, citizens have simply seen a uniform, now they have an understanding about the person behind the badge.” Once interested Lombard citizens have completed the 10-week taught by active officers, they are invited to join the Lombard Citizens Police Academy Alumni Association (LCPAAA), which meets monthly to offer members informative programs and an opportunity to meet fellow residents and volunteer in Lombard. “I took the course when I knew that I was going to be retiring. I was looking for ways to give back to the community where I had lived for 36 years, and this program interested me. Both my husband and son are police officers, and I never really knew everything that they do,” said Margaret Bucholz, LCPAAA president. The membership of approximately

75 LCPA graduates supports the police department by helping direct traffic during large events like the Lilac Parade, the Lilac Time Art and Craft Fair and local races. They also assist the police with holiday weekend traffic safety stops, the Memorial Day ceremonies in Madison Meadows Park, the annual Mutt Strutt and with National Night Out festivities. Some are even trained “wire watchers” who are used after big storms to guard fallen electric wires until Commonwealth Edison arrives, Bucholz said. The LCPAAA also holds its own events like an annual food drive and they raise funds through various fund-raising efforts.

Those funds are used to help pay for the Department’s annual “Shop with a Cop” program for needy and ill children in Lombard. Representatives of the LCPAAA and the police department buy gifts from the children’s wish lists, but a police officer also picks them up at their homes and takes them shopping for the members of their families. Afterwards, they go to the village hall where they wrap the presents, see Santa and enjoy a pizza party. “Not everyone joins after completing the course, but many do and I have found that it is a nice group of people of all types and ages,” Bucholz said. “The board, for instance, is very experienced and very helpful, and Sergeant Bud Marks is our liaison to the department. Anyone in the village who wants our help needs to clear it through him.” “We are very fortunate to have such an outstanding group of citizens who support us in many different ways,” said Marks. “Not only does the police department benefit from their work and support, but so do fellow Lombardians. The membership has raised funds to purchase equipment such as bicycles, ballistic shields and a Kevlar vest for the canine officer, to name just a few. These items were put to immediate use to help create a safer environment for the public, as well as the officers. FLYING HIGH Making dreams come true for children and young adults (and their families) who are on the Autism spectrum or have other disorders of relating and communicating is the goal of Lombard’s newest educational institution, Soaring Eagle Academy (SEA). The academy, which moved to 800 Parkview Blvd. from Burr Ridge at the start of 2016, is a nonprofit therapeutic day school approved by the Illinois Board of Education. Founded in 2010 by a trio of speech language pathologists, Linda Cervenka, Michele Ricamato and Deanna Tyrpak, the school is the only institution in the Midwest that follows the principle of the DIR (Developmental Individual-Differences Relationship) based model. “Children on the spectrum process and respond to information through their senses differently than we do. We interpret students’ over-responsiveness to stimuli in their environment or inability to comprehend as a clue into their individual learning profile and capacities. We do not view it as a negative behavior that needs to be extinguished. We strive to appropriately read and interpret our students’ intentions and actions, supporting them with strategies for coping so they can grow and develop – emotionally, socially and intellectually,” said Tyrpak, who serves as executive director of the Academy. “Parents often tell us that ‘there is so much more to my child than behavior. He is bright. He is awesome,’ and we at SEA agree,” Tyrpak added. “You must look beyond how a child presents on the surface in a body system that is overwhelmed by

stimuli and start thinking in terms of their capacities instead of their limitations.” “Since children innately want to please and want to feel competent and not be defiant, if we have a child, for instance, who struggles to follow verbal directions, we look for where the breakdown is occurring. Is it in comprehension, motor planning issues or emotional? We look for the cause and work to emotionally support the child instead of interpreting it as noncompliance that requires a consequence,” she added. “That is why we dreamed of starting a school that would harness each student’s unique interests and abilities to support learning and to build a healthy foundation for social, emotional, communication and intellectual development, helping them become calm, happy, confident individuals who are engaged with others,” Tyrpak said. At Soaring Eagle Academy, which caters to students ages 3 to 21, classrooms are led by a special education teacher and supported by a speech language pathologist, occupational therapist, social worker/ counselor and a DIR specialist. Program Director Dr. Jessica Nicholson Sonntag and DIR Expert Clinicians Linda Cervenka, Michele Ricamato and Jennifer Hein work collaboratively to oversee the educational/social program for each student within the Academy’s philosophy integrating development language models and DIR principle. Each student is assigned a one-to-one teacher assistant who acts as a “player,” wooing the child into an interaction and learning experience. “The assistants help the children, many of whom struggle to stay calm, regulated and

engaged, by wooing them and being their voice, knowing their triggers and supporting them in the midst of challenges, so they are available for learning,” Tyrpak said. “We are blessed to have talented and passionate staff supporting our students – making SEA the magical place it is.” In addition to following the DIR model, which a handful of schools in other parts of the country have also adopted, Soaring Eagle Academy also incorporates Developmental Language Models into their teaching. “Since we were founded by speech language pathologists, we are the only school in the world that integrates Developmental Language Models with the principles of DIR Floortime. We believe that the development of language within social relationships is critical to us as human beings because it is through language that we understand others and the world around us and communicate our ideas and feelings,” she said. “Our work is very complex and that is what makes us so unique. Our teachers devise a unique curriculum for each student, using each student’s individual interests and abilities to guide the direction of their learning. In addition, all learning must be experiential. They need to ‘live the learning’ in order to gain a deep and lasting understanding. Therefore, everything is hands-on and meaningful. Students are naturally drawn to the learning experiences because their interests, developmental levels and learning styles are considered – making the learning meaningful and fun for them,” Tyrpak said.

If a child loves super heroes, it would not be unusual to see both the teacher assistant and the student at SEA wearing capes, honoring the student’s idea, as a way to bridge their interest to the literacy or math activity, all to nurture their joy for learning. “For our students, it is all about learning ‘how’ to learn and since that is different for each of them, the teacher in the classroom has to interact with each child uniquely; communicate with them differently; and devise individual curriculums for them,” she added. “We are passionate about this. We love the work we do.” Soaring Eagle currently boasts a student body of 60 and a staff of over 110. By this fall, they expect to meet their maximum enrollment of 70. Unique to SEA, students are divided into age “pod communities” where children of similar ages explore and learn within a safe and nurturing environment. There is an early childhood pod for 3- and 4-yearolds, a primary pod for ages 5 to 9, an intermediate pod for ages 10 to 14 and a high school/transitional pod for those age 15 to 21. As a therapeutic day school open 220 days per year, SEA is often the recipient of students whom public school districts determine require more intense and individualized services due to their complex learning needs, so they seek SEA as an alternative placement with the home district funding tuition. The goal is to deliver

intense intervention so that students may eventually return to their home community and three have done that. Some, however, may spend their educational career at SEA, due to the nature of their needs, Tyrpak noted. “We serve 48 school districts in a 40-mile radius ranging from Palatine on the north to Summit on the south, and from Wayne on the west to Chicago on the east. Moving to a 25,000-square-foot building in a central location like Lombard was ideal. In addition, we needed a larger building that could be specifically designed to meet our needs. We have color-coded hallways that lead to our different pods where students of a similar age have their classroom, individual instruction rooms, sensory motor gym, quiet areas and therapist treatment rooms. Our school is designed to meet the complex needs of our students and our cutting-edge teaching methods,” Tyrpak said. SEA offers a rich curriculum, aligned with Common Core Standards, that includes literacy, math, science, social studies, art, music, physical education and school clubs (designed to promote students interests and peer friendships), she stated. In addition, those in the high school/ transition years learn life skills and are given vocational opportunities. For instance, the high school pod includes a mock apartment where students practice the natural experiences of daily living

including making a bed, doing laundry and cooking. In addition, they are given jobs within the school, seeking to harness their natural abilities and interests. The jobs also promote a sense of self and competence by allowing them to make a positive impact in the school community, Tyrpak said. In fact, some students work in the school’s “store” where they sell snacks and beverages, practicing social communication and math/ money skills. “The Westin has also offered our students the opportunity to fold towels and assemble silverware rolls in the hotel. I can’t wait to see what other partnerships might develop within the Lombard community for our students. We have some students who are gifted in computer programming, for instance, and others interested in making jewelry,” she said. Family involvement is critical at SEA. Parents are encouraged to visit the school to watch their child’s progress through oneway windows or on video and some even go into the classroom where staff coaches them on how to use their methods at home. Soaring Eagle is currently in the midst of a $1.6 million capital campaign to pay for the build-out of their new facility. “We have a 12-year lease with options to renew, so we look forward to staying in Lombard for many years,” Tyrpak said. PARK DISTRICT The Lombard Park District offers a wide variety of organized sports, dance and fitness classes and special events, as well as a fitness center, personal training, massage and nutritional counseling to residents of its district. “We offer swim lessons, both swim and dive teams, adult lap swim, water aerobics, water walking and water Zumba for teens at the water park during the summer season,” said Jill Wejman, communications manager. “Sports teams, walking clubs, and dance and fitness classes like yoga and Zumba are offered for all ages year-round, at facilities all around the park district,” she added. In fact, they are now offering “Physical U” group fitness training for ages 5 to 18. Students will be grouped according to age, ability and fitness goals, said Debbie Whitcher, aquatics and facilities manager. The district’s fitness center, located at Sunset Knoll Recreation Park, 820 S. Finley Rd., is open to everyone, age 10 and older. But children between the ages of 10 and 15 must be accompanied by a parent. Massage therapy for stress-relief, as well as individual nutrition wellness counseling by a registered dietitian and personal training are all offered to help residents stay well. Personal trainers help those with a doctor’s order identify what they are currently doing, the changes they need to make in their activity level and then help them follow through. Nutritionists do the same thing for people whose physicians feel that they need to change their diet for health reasons. Special events that are fitness-related are also held throughout the year. Each January the park district holds its Health Fair and Fitness Expo at Sunset Knoll Recreation Center. Each May the park district hold the 5K Mutt Strut during

which runners and their canine friends race through the neighborhoods around Lilacia Park. There is also a one-mile walk for those who don’t like to run. This year’s event will be held on May 18. And this fall, the district plans to introduce a day of Family Fitness Fun with a wide variety of active events to encourage fitness. The Lombard Park District was founded in 1927 when the people of Lombard voted to accept the stipulations set forth in Colonel Plum’s will, which bequeathed his property to the citizens. Soon thereafter, the new park district commissioned Jens Jensen, the famous landscape architect, to design what is now known as Lilacia Park, located at 150 S. Park Ave. It’s impossible to separate Lombard from its lilacs. Lilac Time, a village-wide festival held each May, is held in Lilacia Park. It celebrates the history of Lombard’s lilacs with a coronation, historical tours, tastings, entertainment and a 5k race. HISTORICAL ATTRACTIONS The Lombard Historical Society maintains two historic house museums, the Victorian Cottage and the Sheldon Peck Homestead. Visitors to the Victorian Cottage will encounter a look at life in the mid-1800s when the days of the pioneer farmer in Lombard were giving way to the industrial age. Additionally, a new permanent exhibit showcases themes throughout Lombard’s history. The Sheldon Peck Homestead highlights the life of artist and abolitionist Sheldon Peck, whose house was a stop on the Underground Railroad. Exhibits focus on Peck’s folk art, pioneer life, and involvement in the abolitionist movement. The Homestead is part of the National Park Service Underground Railroad Network to Freedom. BIKING ON THE PRAIRIE PATH AND GREAT WESTERN TRAIL The Illinois Prairie Path (IPP) and the Great Western Trail (GWT) are rail-totrails that are easily accessible to Lombard residents. The IPP and GWT link 10,000 acres of county forest preserves, local parks, and 500 miles of recreational trails. These trails are an integral part of our identity and a priceless amenity that runners, cyclists, equestrians, dog walkers and nature lovers treasure. LOMBARD ROLLER RINK The Lombard Roller Rink has been around for nearly 35 years. It is a familyoriented facility that offers fun for everyone from birthday parties for kids and teens, to a relaxed Friday morning Adult skate, complete with the music you remember. our Friday and Saturday night sessions where we light up the skating floor with our special lighting, add some glow sticks, great music and adult supervision and they have a great time hanging out. Skating lessons for children and adults, Zumba classes, Roller Derby classes for women, a men’s Roller Derby team and an Artistic Skate Club are also offered. Lombard Roller Rink also sells skates and hosts private events and fundraisers for schools, churches, Girl Scouts and more. The Village of Lombard receives one of the smallest shares of property tax of any taxing district. The Village’s property tax as a percentage of each property owner’s total tax bill is less than 8 percent of the total tax bill, meaning that less than $0.08 of every dollar paid in property taxes went to the Village in 2013. The majority of the Village’s property taxes go toward educational services, which includes Districts 44 or 45, 87 or 88, and COD 502. The remainder goes toward the Village, other local governmental entities (York Township, library, and Park District), and DuPage County (including the Forest Preserve District and DuPage Airport Authority). The Village uses these funds to provide services such as police and fire protection, community development and capital improvements. The Village’s portion of property taxes is also used to cover annual pension and debt service costs.

The five young women chosen to represent our lovely town each year are among Lombard’s finest. Selected on the basis of community and school involvement, poise, grace, speaking ability and personal presentation, each receives a scholarship awarded by the GFWC IL Lombard Junior Women’s Club, organizers of the contest. Young women between the ages of 16 and 21 who reside in Lombard (including the Butterfield area and unincorporated environs) are eligible to compete. Lombard’s Lilac Queen is selected from among the five princesses and her identity is kept secret until it is revealed at a special Coronation held this year on April 30 amidst the heady aroma and breathtaking beauty of Lilacia Park. This time-honored tradition has been in existence in our community since 1930 and has become an important part of the wonderful experience that is Lilac Time in Lombard.
