Founded in 2003, the Village of Mount Pleasant is conveniently located on the western shore of Lake Michigan in Racine County and consists of 35 square miles and a population of over 26,000 residents. XXXXXXX HISTORY 1842 – Mount Pleasant organized as a political body. Meetings were held in residents’ homes. 1889 – 17 residents filed a petition to build the first town hall. 1949 – Town Board approves a resolution authorizing a committee to study the feasibility of acquiring land for the second town hall facility. 1953 – Plans were approved for the new Town Hall and authorized the board to proceed. 1955 – Dedication ceremony held for new Town Hall and the first meeting was held. A resolution was also adopted to demolish the former town hall structure. 1965 – Safety building and two fire stations are constructed. 1970 – Ranked second largest town (population) in Wisconsin. 2003 – Town of Mount Pleasant is incorporated into the Village of Mount Pleasant. 2011 – New Mount Pleasant Village Hall & Police Department opens and former site redeveloped into a $35 million retail complex. 2015 – First annual Mount Pleasant Day community event is held to celebrate all things Mount Pleasant. 2018 – Foxconn groundbreaking

Mount Pleasant operates with a Board/ Administrator form of government. The Village Board consists of a president and six trustees, each elected to their positions on an at-large, part-time basis with two-year staggered terms. The Village Board sets the budget, enacts local ordinances, appoints committees and provides oversight to all services provided by the Village of Mount Pleasant. The Village Administrator is appointed by the Village Board and serves as Chief Executive Officer. The Administrator manages day-today activities of the 179 village employees and administers the policies set forth by the Board. Numerous commissions and boards are composed of civic-minded residents and business leaders who volunteer their time and expertise, as they study issues of interest and make recommendations to the board. Questions regarding a property’s estimated value should be directed to the Village Assessor. BUILDING INSPECTION The Building Department provides an examination of all construction projects throughout the village for both residential and commercial. Inspections are governed and enforced by state codes and village ordinances. Building permits are required for nearly all types of improvements to your home including, but not limited to: sheds, decks, pools and garages. CLERK/TREASURER The Clerk/Treasurer Department is the gateway to open government. The department is responsible for the support and administration of the Village Board meetings and minutes, collection of taxes and other funds due to the village, issuance of various business, personal and pet licenses. The Clerk/Treasurer also ensures the proper coordination of a secure and transparent election process. COMMUNITY DEVELOPMENT The Community Development Department performs a variety of services intended to protect, maintain, and develop an orderly, attractive, safe and economically healthy community. ENGINEERING & SEWER The Engineering Department handles all engineering elements of development in the village including reviews for ordinance and engineering compliance, road maintenance planning and plumbing related permits. The Sewer Utility Department installs and maintains sanitary sewer lines throughout the village. Visit the village website for information regarding sewer utility bills and payments. FINANCE The Finance Department prepares the budget, processes payroll and manages all accounts payable/receivable functions. In addition, the Finance Department prepares, examines and analyzes accounting records, financial statements, and other financial reports to assess accuracy, completeness and conformance to reporting and procedural standards. MUNICIPAL COURT The Municipal Court Office handles thousands of cases per year involving municipal ordinances violations and traffic violations that occur within the village. The court has exclusive jurisdiction over all traffic citations 10

and municipal ordinance violations that occur within the village. The court also has jurisdiction over various juvenile citations. PARKS & RECREATION The village operates 12 parks totaling over 400 acres of parkland and an additional 300 acres along the Pike River Pathway offering a wide variety of recreations activities. Parks contain playgrounds, baseball diamonds, walking trails, shelters and picnic facilities. The village offers reservations for shelter rentals at several of the parks. PUBLIC WORKS The Public Works Department provides public services for the convenience and safety of residents and visitors to the village. Services include: street maintenance, snow and ice control, fleet maintenance and compost center operations.

These two departments were combined to stabilize response times, training and operational efficiencies for both villages. The department staffs three fire station locations in the area. They are staffed 24 hours a day, seven days a week, 365 days a year; and are equipped to respond to fires, hazardous events and medical emergencies.

POLICE The Mount Pleasant Police Department is located on the grounds of the Mount Pleasant Civic Campus and handles an average of 30,000 calls for service annually. The Police Department works to build cooperative relationships with citizens and businesses to make Mount Pleasant a safe place to live, work and visit. The department is committed to preserving peace, order and safety, while enforcing laws and ordinances. The Lakeside COP House provides a welcoming setting for residents to interact with officers; providing residents with an opportunity to address quality of life concerns and to keep their pulse on crime trends affecting the community.

PROPERTY XXXXXXX TAXES Residents receive their annual property tax bill in December. Full payment or the first installment must be paid by Jan. 31. Mount Pleasant residents have five options for paying their taxes: • Pay at Johnson Bank – preferred method (multiple locations in the area). • Pay online at www. mtpleasantwi.gov. • Mail your payment to Village Hall. • Place your payment in the secured after-hours drop box at Village Hall. • Pay in person at Village Hall. Be sure to include a copy of your tax bill with your payment. Payments using any of the five methods listed will

only be accepted until Jan. 31. After that date, payments must go to the Racine County Treasurer. Residents are able

to print tax payment receipts from the Racine County website www.racinecounty. com.

ELECTION INFORMATION Mount Pleasant has six polling locations for Election Day. Polling places are assigned based off the address at which the voter is registered.

PARKING RESTRICTIONS: Mount Pleasant has parking restrictions on streets in the Lake Park and Lakeside neighborhoods. Parking in these areas is allowed on the odd-numbered side of the street on odd-numbered days and even numbered side of the street on evennumbered days. SCRAP METAL: For information on scrap metal recycling, call Miller Compressing at (262) 632-1601 or Memorial Scrap and Recycling at (262) 637-2900. SEWER BACKUP: To report a sewer backup, contact the Village of Mount Pleasant Sewer Utility Department during normal business hours of 8 a.m. to 5 p.m., Monday through Friday at (262) 664-7800. To report an after-hours, weekend or holiday sewer backup

SNOW/ICE REMOVAL & SIDEWALK MAINTENANCE: Owners/occupants of any building or structure or unoccupied lot within the village must keep the sidewalk running along their lot free from snow and ice accumulation. Snow or ice may not be placed upon any street, alley, highway, road, sidewalk or cross walk. Sidewalks should be cleared no later than 10 a.m. daily. SNOW EMERGENCIES: When the village declares a snow emergency, parking on the streets is prohibited until the emergency has expired. Snow emergencies are announced on the village website.

PARKS XXXXXXX & RECREATION The village operates 12 parks totaling over 400 acres of parkland and an additional 300 acres along the Pike River Pathway offering a wide variety of recreational activities. Our village parks contain playground equipment, baseball diamonds, volleyball, walking trails, shelters and picnic facilities. The Mount Pleasant Recreation Department offers a variety of programs for all ages within our village parks. Summer playground programs, tee-ball, softball, kick ball are a just a sampling. Mount Pleasant parks also offer reservations for shelter rentals at several of the parks and an indoor facility that is available for rent at the jointly owned Caledonia/Mount Pleasant Memorial Park. The 52-acre Caledonia/Mount Pleasant Memorial Park has been a premier destination in the area for over 50 years. The hall and shelters are available to rent for many family and community functions. The Kids Connection community-built playground is the main feature at this park providing excellent recreational amenities. The Racine Area Soccer Association’s games take place at the adjacent RASA soccer fields on spring and fall weekends. The Caledonia/Mount Pleasant Park is also home to Racine County’s only public beer garden. This seasonal attraction draws families in from all areas. The village has two large community parks. Smolenski Park is a 70-acre sprawling nature/ wildlife preserve that features hiking trails leading to a large pond with an overlooking deck. Smolenski Park also boasts a softball diamond, volleyball, basketball and horseshoe courts, and a European-style picnic pavilion. Stewart-McBride Park is a 16-acre park with two groomed softball diamonds, two sand volleyball courts and expansive playground equipment.

The Root River is popular for world-class fly-fishing, canoeing, and kayaking. Mount Pleasant’s eastern border with Lake Michigan offers gorgeous sunrises with unsurpassed recreation and leisure time activities – from sailing and diving to recreational boating or relaxing at your choice of the three area beaches; you are sure to enjoy the lakefront atmosphere. For water activities, you’ll find what you’re looking for in the Village of Mount Pleasant and Racine County. The Park and Recreation department offers a variety of events throughout the year such as movies in the park, pop-up beer gardens, Kraut Music Fest, The Franksville Food Truck Festival, Mount Pleasant Day and more. DOG PARKS Residents can enjoy the outdoors and bring their furry friends to one of two dog parks in the area. Karen A. Nelson Memorial Dog Park is adjacent to Quarry Lake Park and offers separate grass areas for different sized dogs. Caledonia Johnson Dog Park features walking paths in both wooded and open field areas. The park also includes access to the Root River and a pond for those dogs looking to jump in for a swim on a hot day. PIKE RIVER PATHWAY The Pike River Pathway is an off road 10-footwide asphalt recreational trail, that extends north/south through the center of the village. The pathway provides access to 300 acres of reconstructed Pike River corridor. The Village of Mount Pleasant Stormwater Utility began restoration of this 5.5-mile corridor in 2001, with the channel work and pathway expected to be completed in 2019. The trail’s northern end begins at Old Spring Street and currently ends just south of Durand Avenue. In 2019, the pathway will extend to Highway KR – Kenosha County.

MOUNTXXXXXXX PLEASANT DAY

The Village of Mount Pleasant launched its first annual Mount Pleasant Day in 2015. The family-oriented event invites residents and local businesses to come together and celebrate the community. The event is held annually in September at the Mount Pleasant Campus Park. Attendees can browse the park grounds while visiting nearly 60 local vendors from around the village. Local vendors offer free samples, discount coupons, activities for kids and plenty of information for patrons. Be sure to take some time and explore the vehicles of the village’s first responders. Fire trucks, ambulances, police cars and snow plow trucks are on display.

Several kid-friendly activities are always available and recently included a rock climbing wall, maze and dunk tank. Adults can enjoy local craft beers in the pop-up beer garden while watching live music from bands performing a variety of music. With over 1,500 attendants at the 2018 event, the village in conjunction with residents, raised over 250 pounds of food, which was donated to the local food bank. EDUCATION XXXXXXX Mount Pleasant’s public schools are managed by the Racine Unified School District. The Racine Unified School District enrolls more than 21,000 students. J.I. Case High School, Westridge Elementary, Evergreen Academy Elementary and the Renaissance School are within the boundaries of Mount Pleasant. A broad array of post-secondary education is available in nearby Kenosha and in the metropolitan Milwaukee area, including the University of Wisconsin-Parkside and the University of Wisconsin-Milwaukee, Marquette University and Milwaukee School of Engineering. FOXCONN XXXXXXX The Village of Mount Pleasant is home to Foxconn and Wisconn Valley. The Foxconn development is bringing a large, private investment to the village and the State of Wisconsin. Mount Pleasant will be home to a state-of-the-art manufacturing campus and

research and development center, including the first LCD manufacturing facility in North America. The development will create up to 13,000 jobs in the state and generate more than $31 million per year in new property tax revenue.
