BUSINESS AND ECONOMIC PROFILE St. Charles County is an Economic Leader in Metro St. Louis

s one of the largest economies in the St. Louis region and the state of Missouri, St. Charles County has proven itself to be a dynamic and attractive community for businesses of all sizes, from global giants to local entrepreneurs. Crucial to the area’s success are business-friendly principles such as lower tax rates, competitive operational costs, highly skilled workforce, proximity to important markets, first-rate infrastructure, low cost of living and abundant local amenities. For decades, this award-winning area has been investing community capital to foster excellence in public and higher education, create more than 23,000 acres of public parkland and other recreational facilities, and provide more than $500 million in local transportation infrastructure improvements. Thanks in part to this concentrated focus on pursuing progress, St. Charles County has a lot of new commercial development completed or under construction in 2017. During first-quarter 2017, the community’s unemployment rate was also impressive, falling to 3.2 percent. Some of the largest business projects under construction or recently completed in the

community include the 614,000-square-foot expansion of General Motors Wentzville assembly plant, a 1.13 million-square-foot warehouse and subassembly facility near the General Motors assembly plant constructed by NorthPoint Development, Reckitt Benckiser’s new 715,000-square-foot warehouse and Best Buy’s new 252,000-square-foot warehouse and distribution center in Premier 370 Business Park, new restaurant and retail additions to the Streets of St. Charles mixed-use commercial and residential development, GBT Realty’s 270,000-square-foot retail development – The Shoppes at Mid Rivers (the largest retail project in the region since 2008) and a host of other industrial, institutional, and retail developments. From one end of the community to another, new hotels, restaurants, and attractions are opening to serve the growing population base. “Greater St. Charles is one of the most desirable places to live and work,” said Scott Tate, president & CEO of the Greater St. Charles County Chamber of Commerce. “Municipalities throughout the community make it easy for businesses to open. Strong business organizations in the county and recent legislation passed by pro-business legislators have made St.

Charles County and the State of Missouri great places to do business.” Another indicator of success and consumer confidence is our continued upswing in retail shopping in the community. For 2016, St. Charles County set a record with nearly $5.9 billion in retail sales. That was a 3.81 percent increase over the previous year and the highest ever for the area. Today, some 8,500 companies are thriving in St. Charles County. First-class education, continuing education and advanced studies are foundational to current and future prosperity for individuals, families, and businesses in the area. Nearly 43 percent of county residents are college graduates, and the community has an abundance of exemplary public, private and trade schools and institutions of higher learning. These include Lindenwood University (a member of the NCAA Division 2), St. Charles Community College, Webster University at WingHaven, Midwest University, Vatterott College, Rankin Technical College – Wentzville Campus and the Lewis and Clark Career Center. With an estimated 2016 population of 390,918, more than 30,000 new residents have moved to St. Charles County since 2010, making it the fastest growing part of metro St. Louis and Missouri. In light of explosive residential and commercial growth in the area, it is easy to see why the three-sided convergence of Interstate 70, Highway 94 and Interstate 64 has long been nicknamed “The Golden Triangle.” Meanwhile, the community celebrated the realization of a 20-year dream when the long-awaited, $118.2 million Highway 364 Phase III extension opened in late 2014. This new cross-county corridor or provides an important link from Highway 94 in St. Charles/St.Peters area to Interstate 64 in Dardenne Prairie/Lake Saint Louis area. This new highway is dramatically improving traffic flow and opening new areas for residential, recreational and commercial development. For the past eight years, St. Charles County has ranked at the top of Missouri’s “Healthiest Counties” in a report compiled by the Robert Wood Johnson Foundation and the University of Wisconsin’s Population Health Institute. St. Charles County covers 561 square miles of diverse terrain that includes riverbanks, bluffs, forests and planned development. St. Charles County is located at the confluence of the “Mighty” Mississippi River and the “Big Muddy” Missouri River, the fourth-largest river system in the world. t Mercy Kids Mid Rivers, the medical staff wants patients to rest assured that they are prepared and ready to treat everything from boo-boos to the big stuff. Kids seem to be in a constant state of growing and changing, and so too is Mercy. It was built to meet the wide variety of needs that pediatric patients face. CITY OF ST. CHARLES

The City of St. Charles School District is building tomorrow’s leaders, but it also has played an integral role in the city’s rich past. Most of the district is located in St. Charles proper, with a small percentage in St. Peters plus some unincorporated areas. Established in 1846, it covers 17 square miles. About 4,900 students are enrolled in the district’s six elementary schools (grades preschool-4), intermediate school (grades 5-6), middle school (grades 7-8) and two high schools. In addition, the district features the Lewis and Clark Career Center, which serves students across St. Charles County. The City of St. Charles schools’ mission is to “reach, teach and empower all students by providing a challenging, diverse and innovative education.” In April 2017, voters approved Proposition KIDS – a no-tax-rate bond issuance that will generate approximately $47 million for the district. Plans include upgrading facilities, significantly improving learning environments for all learners, and construction of an early childhood center. Then again, the district has always had its eye on improvement and success: it earned its first Distinction in Performance for Improvement from the Department of Elementary and

Secondary Schools in 2006 and has won this award every year since. Both high schools are designated A+ Schools. FORT ZUMWALT

Come to Fort Zumwalt School District, and you’ll find educators whose interests extend beyond academics, as evidenced by their longstanding “Pushing for Positive Peer Influence” motto. The district, based in O’Fallon, serves about 18,000 students in 24 schools across 136 square miles. It is the fourth-largest district in the bistate region, with 1,414 teachers, 1,271 support staff and 72 administrators. Three of its four high schools recently were named to the “U.S. News and World Report” list of America’s best high schools. Fort Zumwalt’s mission is to ensure that “students, regardless of ability or economic level,

are provided an education in such a positive and safe learning environment that all reach their potential.” The district emphasizes the virtues of democracy, citizenship, self-discipline, work ethic and the need to respect all members of society. Private Education Options While public schools have plenty of advocates and success stories, some families prefer the atmosphere and philosophy of a private school education. Proponents say private schools with smaller enrollment numbers are better prepared to offer smaller class sizes and more individualized instruction. Lindenwood University is the second-oldest institution of higher learning west of the Mississippi River, having been established in 1827. If the creative vibe of live music suits your style, there are many local outlets and venues. You can find live music on the second Wednesday of every month May through September at StreetsFest, located in the Streets

of St. Charles shopping and entertainment development. Or try Music on the Main every third Wednesday of the month, May through September, in downtown St. Charles. Bring your lawn chairs to this free outdoor concert series, which runs from 5 to 7:30 p.m. along North Main Street. And if you find yourself with a free Thursday, be sure to check out the St. Charles Municipal Band Summer Concert Series in Frontier Park. Finally, after a long work week, you just want to unwind and have a good time. The City of St. Peters offers a free summer concert series – Sunset Fridays at 370 Lakeside Park from May through August. Enjoy great music in a winery-style, date-night atmosphere that makes for a relaxing Friday evening along the lake. The Corporate Pavilion seats more than 300 guests comfortably on outdoor furniture and provides a large courtyard and grassy area for extra seating if you’d like to bring your lawn chairs and blankets. While the wineries in St. Charles County are open year-round, you can easily find live music and entertainment from April through October. Having been recently renovated, the south end of the Katy Depot seats 49 guests and is rentable spring through fall. ❚ Motorcycle Training Facility: The St. Charles’s park district’s Ranger Division offers a Motorcycle Safety Program that began in 1997 and is taught by Motorcycle Safety Foundation Certified Instructors who have taught more than 13,000 students so far. ❚ Wapelhorst, Blanchette and McNair aquatic facilities: thanks to the passing of Proposition P for Parks and Stormwater, fresh projects on the horizon for 2018 include a new Blanchette Aquatic Facility as well as a renovation of Wapelhrost.

ST. PETERS

The City of St. Peters has 25 parks covering about 1,300 acres and more than 20 miles of pedestrian/bike trails. Other amenities include playgrounds, picnic shelters and pavilions, athletic fields, a golf course, an archery range, a BMX track, an outdoor fitness area, two wedding gazebos, fishing ponds, an outdoor pool and dog park. Parks include the following: ❚ The St. Peters Rec-Plex: this recreational site consists of the original Rec-Plex facility and the newer Rec-Plex South. Features include an indoor track, indoor pools, ice rink, basketball/volleyball gym, and fitness classrooms. Rec-Plex South includes two more ice rinks, a gymnasium, and a multipurpose gym. ❚ City Centre Park: these 78 acres of natural beauty include a serene pond with lush landscaping, mature trees and decorative waterfall, as well as a gazebo. For recreation, it offers baseball diamonds, a soccer/ football field, trails, an inclusive playground and an outdoor amphitheater for music and performing arts. This park is also home to a veterans’ memorial. ❚ The newest and largest park in is 370 Lakeside Park. With more than 300 acres, it includes a 140-acre recreational lake with fishing and boating, a walking trail surrounding the lake, and a campground with 75 RB sites and group tent camping. It also has a playground, family picnic areas, pavilions, sand volleyball, an archery range and the St. Peters Rotary Dog Park.

Once the site of an old silica sand quarry, the area has been preserved and turned into parkland with a lookout bluff that provides views of the Missouri River Valley and the Katy Trail. It is also a popular camping retreat, offering a fishing lake surrounded by white sand beaches, birding/wildlife area, playgrounds and more. ❚ The Heritage Museum at Heritage Park in St. Peters: this nearly 6,000-square-foot facility offers free, large displays focusing on local and state history. The current exhibit, “Our Sporting Heritage,” celebrates recreation by showcasing the history of hunting and fishing both locally and statewide. The exhibit features a Marksman Training Simulator, an interactive digital hunting simulator that has the largest video shooting surface in the world and is one of only three of its kind in the United States. ❚ Work is underway to build on the property formerly known as Sammelmann Farm in Weldon Spring. While most county parks are designed to be driven to in rural settings, this new 120-acre park is surrounded by residential development. Highlights include a walking and biking trail; an accessible playground that encompasses social/emotional, physical, sensory, cognitive and communication development; an interactive water play area; climbing features; a hill slide; two lakes stocked with fish; an off-leash dog park; picnic shelters and more.

The St. Charles County Parks and Recreation Department offers unique parks and facilities and a range of programs and special events, in addition to features that enhance the region’s historical and natural environmental heritage. The Rivers: Then & Now

ivers are a true wonder of nature. Their majestic beauty has inspired countless poets, painters, artists – and regular Joes. They continue a centuries-old method of transportation. And they present the perfect getaway, for either respite and play, while providing a breathtaking backdrop to watch nature at work, to cast a line or to drop a canoe. The St. Charles area is home to two of the state’s largest rivers: the Mighty Mississippi and its tributary, the Missouri – the longest river in the country. Flowing from the Great Lakes to the Gulf of Mexico, the Mississippi River is a transportation artery that is an integral part of the heart of the city and with a deep history. Spanish explorer Hernando de Soto first laid claim to the river in 1541, with French explorers Louis Joliet and Jacques Marquette following up in the 17th century and actually reaching as far as St. Charles County. The Mississippi was essential to the nation’s growth during the Industrial Revolution, proved to be a key strategic resource during the Civil War, and remains the primary source of drinking water for the region. Until the mid

19th century, both rivers were the primary routes of transportation in the Midwest – mainly by canoe, keelboat or steamboat. The railroad arrived in St. Charles County in the 1850s and became the major mode of travel until paved roads began being built in the 1920s. As for the Missouri River, it drains nearly one-sixth of the area of the United States. First fully explored by Lewis and Clark, the Missouri River winds across a whopping 530,000 square miles in North America. It extends from the Rocky Mountains east to the basin of the Mississippi. Today, the rivers do far more than provide transportation. Residents rely on them to generate hydroelectric power and to serve as major recreational attractions in the St. Charles region. Fishing is by far the biggest sport here. But there are other activities, as well. For example, the Missouri is home to a boat race across the entire state every August. The 340-mile journey, called the Missouri American Water MR340, ends in St. Charles. Participants are allowed 88 hours to complete the course. If a shorter trip is more your style, check out Missouri River Excursions in Defiance. It offers

canoe, kayak, or large-raft rentals for those looking to float the Missouri River on half- or full-day trips. Its counterpart, the Mississippi, is home to a wide array of fish and wildlife and is a major migratory flyway for many birds. Located at Confluence Point State Park is the 4,300-acre Columbia Bottom Conservation Area, which offers hunting, fishing, hiking, biking and bird-watching. Boating and yachting are big here, as evidenced by the number of marinas. The river’s island beaches create a picturesque setting where recreational boaters often throw parties. The Yacht Club of St. Louis sits on the Dardenne Slough. Members enjoy a private pool, two dining rooms, a riverside patio and live music. Further downstream, Palisades Marina & Yacht Club is a public boating and social club in Portage Des Sioux. The shrine to Our Lady of the Rivers can be seen downstream. In addition, John’s Boat Harbor is a full-service marina offering docking, dry storage, repairs and more. Truly, there are plenty of opportunities to experience the river life in St. Charles County.

uality of life is a major reason why people visit and even move to St. Charles County. Nature and green space play a pivotal role here, attracting folks from across state lines even. Good for a leisurely stroll as well as more rigorous hikes, local paths are a big draw for those who seek to bask in the great outdoors.

GREAT RIVERS GREENWAY

The Great Rivers Greenway is a network of parks and open spaces linked by greenways. It was created to connect the public more easily to rivers, parks and communities in St. Charles County, St. Louis County and the city of St. Louis. Created in 2000 after a citizen vote, the idea was to establish a community asset for generations to come. That vote created a sales tax that funds construction and maintenance of the greenway district. The biggest boon to the greenway lately has been all about bridges: construction has begun on bicycle and pedestrian bridges over highways 364 and 94 in St. Charles. To do so, the existing Centennial Greenway that links Heritage Park and the Katy Trail State Park will be extended to connect thousands of residents on both sides of the community. Plans call for a one-mile extension of the existing 2.2-mile Centennial Greenway just east of the Heritage Museum. The paved greenway will head north and cross both highways, where it will connect to Old Highway 94 near Muegge Road. The new route will enable on-street connections to several nearby parks, as well as the

McClay Branch of the St. Charles City-County Library and two schools. “This is a game-changing connection for people in the City of St. Charles, St. Charles County and beyond,” said St. Charles County Executive Steve Ehlmann. “By bridging these two highways, thousands of people who live, work, and go to school in this area will now be able to safely walk or ride a bike to get where they need to go.” In addition, the greenway expansion will have a rest stop landscaped with native plants.

AUGUST A. BUSCH MEMORIAL CONSERVATION AREA

The nearly 7,000-acre August A. Busch Memorial Conservation Area serves as the St. Louis regional Missouri Department of Conservation office and includes a visitor center. Fishing and hunting licenses are available here for use in roughly 30 lakes and ponds. Boat rentals are a big draw, as are managed deer hunts. Other outdoors attractions include hiking, picnicking, bird-watching areas, a shooting range, an archery range and prairie restoration spots.

KATY TRAIL STATE PARK

Another popular spot is the Katy Trail, which is a state park and a major attraction in the area. Here, outdoor enthusiasts can bike, run or hike along river bluffs and wooded areas. The Katy Trail is a 225-mile recreation rail trail that runs from St. Charles, near the confluence of the Mississippi and Missouri rivers, to Clinton, about 75 miles southeast of Kansas City.

Hardcore riding enthusiasts hit “the Mound,” which is a starting point for rides that connect to the Katy Trail. From there, they visit three parks (called the trifecta): Lost Valley, Matson Hill and Klondike Park, according to Ralph Pfremmer, executive director of Trailnet.

CITY AND COUNTY PARKS AND GREENWAYS

The St. Charles County Parks System is one of Pfremmer’s personal favorites. Don’t miss taking time to explore Lost Valley Trail in the Weldon Spring Conservation Area, located near Chesterfield. It features a Little Femme Osage Creek and a crystal-clear spring, and visitors often cross paths with deer and turkeys. Other trails not to be missed include Matson Hill Park Trail in Defiance and Augusta’s Klondike Park Trial, which features bluffs and a gorgeous lake. Multi-use trails in St. Charles County that permit horseback riding as well as hiking and biking are open at Broemmelsiek Park and Indian Camp Creek Park. The City of St. Charles offers trails of various lengths and surfaces in 11 different parks, in addition to the paved 3.8mile hike and bike Boschert Greenway. Not to be overlooked, Centennial Greenway is a 20-mile track that connects people to nature as an off-street bicycle and pedestrian trail and linear park. It runs from St. Charles County to downtown St. Louis, offering a direct connection to the paved Creve Coeur Connector trail that takes you across the Missouri River and links up with the paved trails and other attractions in Creve Coeur County Park. AMC Theatres, Drury Inn and the first Tru by Hilton Hotel in the Midwest will anchor the development. One of the main spots to grab a bite here is Firebirds Wood-Fired Grill. It offers wood-fired steaks, seafood, specialty cocktails and select wines. Firebirds touts top-notch service paired and upscale dining at a modest price. For Mexican fare, plan a pitstop at Mission Taco Joint, which is soon to open here. It prides itself on a flavorful, varied menu of queso con chorizo, wild mushroom empanadas, barbecue duck, Baja fish, mofu tofu, milanesa and more. Other key tenants include Bar Louie, PF Chang’s, Pieology, Wasabi Sushi Bar, U-Swirl/Rocky Mountain Chocolate Factory and Orangetheory Fitness. About half of the square footage in the project was open as of spring 2017. In addition, a number of unique shops are located in Streets of St. Charles. Festivals: Celebrate with Us

here is no shortage on celebrations in St. Charles County. When seasons shift and holidays approach, the region almost always has a special event, festival or tradition to mark the occasion. St. Charles Riverfest Parades are synonymous with summer, and the St. Charles Riverfest offers one in the morning to kick off the day during its festival weekend. This July event has food, beverage and product vendor booths on hand, as well as fireworks and live music at night. Festival of the Little Hills Crafts, specialty food and entertainment fill historic Main Street and Frontier Park in St. Charles for three days every August during the Festival of the Little Hills, also known as Fête des Petites Côtes. Hundreds of crafters and free shuttles are on hand for this popular event. The Festival of the Little Hills Scholarship Foundation awards multiple $1,000 scholarships annually. St. Louis Renaissance Faire The St. Louis Renaissance Faire is a longstanding event that brings the adventure, excitement and spirit of the renaissance to life. Set in a wooded, 16th-century French village called Petit Lyon, the festival showcases interactive characters, jousting knights, village shops with crafts and artisan demonstrations, as well as comedy, music and magic performances. For kids, there’s also a petting zoo, games and free activities. For adults, there’s beer, wine and mead at three pubs.

Daniel Boone Homebrew Festival Raise your glass for a taste of local homebrews and breweries at the historic Daniel Boone Home at Lindenwood Park in Defiance. Guests 21 years and older are invited to enjoy beer samples, live music, and food for purchase. Celebrate St. Peters Each September, attendees flock to Celebrate St. Peters to check out several bands, entertainment, carnival rides, games, craft booths, free kids’ activities, fireworks and vendors. The event includes a race around the lake at 370 Lakeside Park, as well as a fun run/walk. Oktoberfest Grab a stein and head over to the St. Charles Oktoberfest, which – don’t be fooled by the name – takes place in September. Located in beautiful Frontier Park off Riverside Drive, sandwiched between the Missouri River and the downtown, attendees can view or participate in a parade, brat-eating contest, charity walk, wiener dog race, fun run and vintage car show. Bands from Germany as well as local musicians provide entertainment.

Blessing of the Fleet/Parade of Boats This annual boat parade and blessing in Portage des Sioux is 60 years strong and counting. The event draws many spectators as the “Upper Pool” and “Lower Pool” parades wind along and eventually merge, culminating at the Our Lady of the Rivers Shrine. Many boats are decorated as teams compete for prizes based on the year’s theme. Christmas Traditions Experience the holiday traditions of yesteryear during this annual St. Charles festival, where Victorian carolers sing Christmas favorites and classic characters from holiday legends around the world visit. Festivities run from Thanksgiving through Christmas Eve.

Legends & Lanterns: a “Spirited” Journey through Halloween History This festival offers the vintage charm from Halloweens past, from the early 1900s, to the historical customs of the Druids and Victorians, to the ethereal depictions of American ghost stories and Brothers Grimm fairy tales. This family-oriented event is a cross between silly and macabre and encourages attendees to get into the “spirit” for All Hallow’s Eve. The J. Scheidegger Center for the Arts at Lindenwood University includes two theaters and an art gallery. The facility, which is used by performing arts and communications students, features classrooms, a costume shop, dance studios and faculty offices. The center also is home to national touring shows. When it comes to creating public awareness of area arts activities, the St. Charles County Arts Council works to promote community art development. The council sponsors meetings, exhibits, workshops, cooperative displays and art shows. St. Peters’ Cultural Arts Centre at City Hall welcomes artists and musicians of all ages and skill levels.
