Handing everyone in the country unconditional benefits would make us all work shy layabouts, right? Well no – receiving a nonmeans tested allowance from the government would not stop people looking for jobs, according to a report by student-led think tank The Buchanan Institute. The group, based at the University of Edinburgh, has advised ministers to trial a system of universal basic income, which would be given to

everyone aged 18 or over, as well as 17-year-olds in higher education. The authors of the report, titled A Secure Foundation To Build Our Lives, argued the payment would give unemployed people and those on low wages more security, as their benefits would not be docked if their circumstances changed. The report echoed an earlier study, which suggested giving people about £3,600 a year, which they would build on by getting a job or starting their own business. Sam Hall, a researcher who worked
