First, let’s take a moment to review the major petrochemical incidents that have occurred in the past decade and analyse their causes.

On 13 November 2005, a series of explosions occurred in a petrochemical in Jilin City, China. The accident claimed five lives, with more than 60 injured and one missing. The incident was caused by the operator’s failure to shut the valve of a nitration unit when parking. This caused the feeding system to overheat and eventually led to explosions after a significant period of time.

On 16 February 2007, a fire broke out at Valero McKee Refinery’s propane de-asphalting unit. Three workers suffered serious burns during the incident. The fire was caused by water leakage through a valve; the water froze and cracked an out-of-service section of piping after several days of freezing temperatures. The crack caused a release of high-pressure liquid propane that led to the fire.

On 19 December 2007, a powerful explosion and fire occurred at T2 Laboratories, a small chemical producer located in Florida. The powerful blast affected buildings 1,500 feet away. The accident killed four and injured 32 workers. A blockage in the water supply piping caused by a malfunctioning valve on the cooling system was identified as the cause of the accident.

Ever since 2010, the petrochemical facilities at the Formosa Plastic Corporation’s (Taiwan) Sixth Naphtha Cracking Plant have gone through a series of fire hazards. Analyses conducted by experts, environmental protection groups and fire safety agencies all pointed to one glaring fact – Formosa placed too much emphasis on performance thus neglecting numerous crucial safety inspections and maintenance that should have been carried out.

On 16 July 2010, the crude oil pipelines that run to an oil storage depot of the China National Petroleum Corporation in Dalian ruptured and subsequently exploded, leading to a major fire and massive crude oil spill. The accident resulted in many deaths and injuries with a direct asset loss that amounted to RMB22330.19 million. The responsible subcontractor violated process protocol and failed to stop filling the catalyst even after the tanker had stopped unloading crude oil, thereby leading to the accident.

The aforementioned case studies reveal various causes that might lead to hazards in petrochemical plants. These factors can be broadly classified into human, equipment and environmental factors. In China alone, the domestic petrochemical sector reported a total of 179 accidents in 2011. Judging by the frequency of accidents, petrochemical processes, various feeding pipelines and crude oil tankers were the top three causes of accidents. If one were to analyse these incidents based on the nature of their causes, violations of operational protocols that resulted in accidents constituted close to 60% of all accidents with 17.88% caused by unchecked construction by sub-suppliers and 13.97% the result of the inadequate management of outdated equipment. These case studies reveal that all of the causes of major accidents were the result of small interconnected incidents, suggesting that an additional verification/protection on any one of the links could have effectively prevented or mitigated the effect of the accident. It also highlights the importance of plant facility safety appraisal. According to the risk management plan proposed by the U.S. EPA, process safety management (PSM) has emerged as one of the most frequently deployed methods of management to lower management risks, especially for high-risk processes at petrochemical plants. By validating the design of chemical processes, PSM can minimise the consequences of human errors. Presently, the PSM regulation promulgated by the U.S. OSHA is most widely adopted by petrochemical industries on a global scale. PSM comprises 14 units with the eight units on Mechanical Integrity (MI) spelling out stringent documentation procedures, management systems and equipment inspection requirements for the equipment operation and maintenance of 6 major equipment systems to ensure safe plant operations.

According to the statistical data exported from the official website of Worldwide System for Conformity Testing and Certification of Electrotechnical Equipment and Components (IECEE), between 2007 and 2011, nearly 20,000 CB certificates were issued worldwide. Please refer to Chart 1. This demonstrates the trend toward increasing international trade activity and the integration of regional economies, which enhances the globalization process. China is one of the most important processing bases in the world; Chinese manufactories have a huge demand of CB certificates. The CB Scheme offers manufacturers a simplified way of obtaining multiple national safety certifications for their products providing entry into over 50 countries. For manufacturers whose target markets mostly are CB members, obtaining CB certificates paves the way for gaining quick access to the global market.

Analysis The IECEE is a multilateral agreement among participating countries and certification organizations. The IECEE-CB Scheme is the world's first truly international system for mutual acceptance of test reports and certificates dealing with the safety of electrical and electronic components, equipment and products. Currently there are 52 member bodies in the IECEE, and 65 NCBs (National Certification Bodies) support the Scheme with 276 CB Testing Laboratories (CBTL). A manufacturer utilizing a CB test certificate issued by one of the accepted National Certification Bodies can obtain the certification marks of the latter, within their scope of adherence, in the countries where the accepted NCBs are located. CB Scheme members include all of China’s most important export markets: the United States, Japan, Western Europe, Scandinavia, Poland, Russia, ASEAN, South Africa, Australia, and New Zealand.

The top five product categories for CB certificates are IT and Office Equipment (OFF), Household and Similar Appliances (HOUS), Electronics, Entertainment (TRON), Lighting (LITE), and Electrical Equipment for Medical Use (MED). The demand for CB certificates for Batteries (BATT), Photovoltaics (PV),

Lighting (LITE), and Electrical Equipment for Medical Use (MED) is growing, especially in the Batteries and Photovoltaics categories, which grew significantly compared with other categories. Since the first application for a battery CB certificate was made by a Chinese manufacturer in 2008, battery-related applications have doubled each year since 2009. In terms of applicant location, most IT and Office Equipment (OFF) CB certificate applicants were based in Taiwan, Japan and the United States, accounting for around 70%. Chinese, South Korean and Italian companies were the major applicants for Household and Similar Appliances (HOUS) CB certificates. Applications from China have been growing in double digits since 2007, and topped the list for 5 consecutive years. Many of the applicants for Electronics, Entertainment (TRON) certificates were from Asian countries and territories, with South Korea and Japan often competing for first place, and with China and Taiwan ranking third and fourth, respectively. Either China or Switzerland made applications for CB certificates for Lighting (LITE) products. Applications from South Korea, Taiwan and the United States increased markedly, especially for South Korea, with the number soaring from 4 to 163 between 2007 and 2011. For Electrical Equipment for Medical Use (MED), the United States, Japan, Germany, and Taiwan were the top four applicant countries/territories, and applications from newly emerging economies such as China and South Korea accelerated, with a nearly fourfold increase in five.

According to the Ministry of Commerce, in 2012 e-commerce transactions in China amounted to RMB8100 billion and accounted for over 10% of the GDP. This was an increase of 27% over 2011, and more than 80% of the transactions were B2B. However, there are inherent limitations to e-commerce platforms. It is difficult for companies to convince one another of their scales and capabilities through online communications. The Rapid Alert System for non-food consumer products (RAPEX), implemented in Europe in 2004, not only ensures that European consumer products are safe but also serves as an information-exchange platform that EU member state market-surveillance authorities and the European Commission can use to quickly share and report hazardous products. Since RAPEX was activated in 2004, thousands of products have been blacklisted every year. Makers of notified products are required, through EU market surveillance, to take different levels of preventive or corrective measures, and in serious cases a product recall will be requested.

Certain groups, especially babies and young children, generally require the most protection, so toys and children's clothing frequently appear on EU RAPEX lists. Other product categories such as electrical appliances, motor vehicles, and cosmetics see more frequent notifications as well. In 2011, for example, the product category with the highest number of RAPEX notifications was clothing textiles and fashion items, with 423 cases (27%), followed by toys with 324 cases (21%), motor vehicles with 171 cases (11%),

electrical appliances & equipment with 153 cases (10%), and cosmetics with 104 cases (7%). These product categories alone accounted for 76% of all notifications in 2011, so extra care should be taken by vendors looking to export to Europe. The 2011 RAPEX annual report also showed that 54% (839 cases) of all notified products in 2011 came from China (including Hong Kong), while second place went to products with unclear place-of-origin labeling, with 128 cases (8%). The huge gap between first and second place highlighted China's status as the factory of the world, as well as the high penetration rate of Chinese products in the European market. Notified products manufactured in Taiwan totaled 21 cases, or 1.3%. Trend data from 2010 through to October, 2012 show that the number of notified products from China has been decreasing. Notified products from Taiwan have remained on average at around 20 cases a year, a relatively low number overall. Textiles have been the leading RAPEX notification category for many years. According to TÜV Rheinland Taiwan's Softlines department manager, Carl Chang, textile notifications have remained high because textiles are a necessity and are used in large quantity, which makes it a large category in absolute terms. Other problems include the large number of supply sources

and tracing difficulty. People now expect higher levels of clothing quality as well as glossiness and anti-bacterial, anti-odor, and water-repellent properties. As a result, more additives must be used during the production process, increasing the risk of exposure to hazardous substances. As for toys, the second-largest notification category, regulations were not updated for two decades, so the market often paid little attention to potential chemical hazards. More attention was paid to unsafe designs that cause injury to young children. Since toy regulations have been extensively revamped in the past few years, Carl Chang predicts that toy notifications will peak in the next 2~3 years. Technological innovations can be a double-edged sword, improving quality of life but also increasing the risk of chemical hazards. Manufacturers should therefore take more care. Independent certification bodies such as TÜV Rheinland can be considered another type of market-protection mechanism. They not only help suppliers reduce safety concerns for unregulated products, but also avoid trade barriers that arise as a result of excessive regulation. E-commerce today means goods can now flow freely between nations. In many cases, the origin of products purchased through online shopping are unknown. For the international market, there is an OECD product-recall platform (http://globalrecalls.oecd.org), where government authorities list compulsory or voluntary product recalls. Apart from helping consumers check their products for safety concerns, enterprises can also use the platform to follow up on globalmarket concerns about potential hazards as early as possible

This certificate enables consumers to identify products that are particularly economical.” The Samsung Smart TV was the first product in the world to be awarded the ecOstandby certificate.

Hg According to the “Management Method of Food Testing Organization” of the Certification and Accreditation Administration of the PRC (CNCA), all food-testing laboratories must obtain CMA and CMAF accreditation for operation in China. CMAF is an accreditation system designed to assess the metrology capabilities for testing or calibration of food laboratories that will test products being sold into the Chinese market. With this accreditation, TÜV Rheinland can issue certificates with the CMA mark that are legally binding for product-quality evaluation.

In the past, people automatically associated ISO management systems with additional documentation and costs. Once businesses that introduced ISO 50001 began sharing detail on their successful experience with managing energy consumption, they began attracting the attention of other companies under pressure from foreign labor costs and aging, energy-intensive production equipment. These companies are now looking at using new management methods to reduce costs, or switching over to energy-saving automated production equipment when upgrading plant facilities. Some brand owners with a base in Germany or elsewhere in Europe have begun setting carbon-reduction and energy-saving targets for 2015 or 2020, due to their parent companies’ commitment to national environmental targets. Some European fashion labels are demanding a 30% reduction in greenhousegas emissions by their factories and suppliers before 2015, a move with widespread repercussions throughout the local and overseas supply chain. These companies have successfully realized their social commitment to carbon reduction and conservation of energy resources. The push for energy conservation has also reached Asia. The Changhua Christian Hospital in central Taiwan became the first hospital to receive Germany’s DAkkS ISO 50001 energy-management system certification, setting an example for local and overseas hospitals as well as large enterprises. Generally speaking, the implementation of the ISO 50001 management system delivers better economic returns for hospitals and large industrial enterprises. To realize the target of reducing energy consumption and cutting costs by reducing emissions and conserving energy, many businesses have inquired about and adopted the ISO 50001 energy-management system standard issued on June 15, 2011. The new standard complements the ISO 14064-1:2006 organization-level greenhouse-gas inventory standard, and implements energy-conservation and emissions-reduction measures in two stages. The results from independent verification of ISO 14064-1:2006 are used as the preliminary energy-consumption self-diagnosis, and then

adopted as one of the indicators for the establishment of the ISO 50001 energy-management system. ISO 50001 provides businesses with a self-diagnostic tool that follows the management system’s PDCA process. Businesses can use this standard to identify the energy-related requirements of the industry set by local laws. On-site evaluation of equipment and systems, energy-process systems, status of energy-using equipment, energy flow and energy management, and energy-use management is used to establish an energy baseline and identify the major areas of energy use. Major areas of energy use are then prioritized for improvement and then progressively ameliorated to fulfill energy-management targets. Based on TÜV Rheinland’s experience with energymanagement audits, in most cases, improvements in usage of electrical power and thermal energy are sufficient to meet targets for reducing energy expenditure. Significant results can be achieved purely through initiatives targeted at lighting, air-conditioning and ventilation. For companies that are already practicing GHG emissions and energy control, most see gains of 1% to 5% in energy efficiency after the introduction of ISO 50001:2011. For companies that do not practice any energy or greenhouse-gas inventory management, energy savings and emissions reductions of up to 10% are possible after adopting ISO50001:2001. Along with Europe, the US is now attaching greater importance to energy consumption in light of domestic pressure from rising electricity and fuel prices. TÜV Rheinland’s advice for the domestic electronics, information, consumer products, retail, and service industries is to establish an energy-management system appropriate to their operations as soon as possible. This will not only cut costs but also meet the demands that will arise from the trends of the future and changing customer requirements. The Climate Savers programme is a sustainable development initiative introduced by the WWF, an organisation that promotes the substantial reduction of carbon emissions and the development of industry standards among the world’s most excellent enterprises and supply chains. Yingli Green Energy Holding Company Limited (Yingli) formally became the world’s 30th and China and the photovoltaic industry’s first climate saver under the World Wide Fund for Nature (WWF) on 29 January 2013. On 27 May 2011 the WWF, Yingli and TÜV Rheinland participated in the signing ceremony celebrating the formation of the TÜV Rheinland Technical Consulting Party and Yingli’s partnership with the Climate Savers programme. TÜV Rheinland Group has assumed the office of technical adviser for the Climate Savers programme under the cooperation between Yingli and the WWF, assisting Yingli’s efforts to set a target and action plan for reducing greenhouse gas (GHG) well before the basis established by the Climate Savers programme. Members include Coca-Cola, HP, Sony, IBM and Lafarge Cement. The programme will encourage enterprises to voluntarily implement a considerable reduction in GHG in advance. This will push renewable energy use forward while actively popularising the sustainable business model and climate issue solution expected to influence market, industry and policy trends.

Yingli is China’s first enterprise to set a definite target for renewable power consumption, promising that at least 4% of the company’s total power consumption will come from its own renewable energy by 2015 ( link to WWF website). Guided by TÜV Rheinland’s professional solution, Yingli has made the commitment that by 2015, the GHG emissions from the production of the photovoltaic module of each MW will have fallen 13%, that of purchased products and services will have fallen by 7% and that of upstream transport and distribution will have fallen by 10% compared to the values recorded in 2010. Speaking at the Yingli programme launch ceremony, TÜV Rheinland Greater China’s CEO Mr Ralf Scheller said, “We admire Yingli’s efforts of fulfill its corporate social responsibility, reduce carbon emissions, protect the environment and pursue sustainable development. As a carbon management expert we will take great pains to contribute our technologies and services to this global carbon emission reduction programme”.

The vehicle export certification and inspection platform, organised by the SMVIC, has been running smoothly for two years and has played a powerful role in database services for numerous automobile production enterprises in eastern and northern China. Two significant events were held in Shanghai: the Shanghai Motor Vehicle Inspection Centre’s (SMVIC) Vehicle Export Certification and Inspection Platform Updating Seminar, and the TÜV Rheinland Certified Inspection Technology Workshop. The Workshop was organised by the National Auto and Auto Parts Export Base (Shanghai), the National Motor Vehicle Products Quality Supervision and Inspection Centre (Shanghai) and TÜV Rheinland (Shanghai). In attendance at the workshop were Lei Li, Deputy Director of the Shanghai Machinery and Electronic Products Import and Export Office; Hao Zheng, Director of the Risk Management Department of the Shanghai Entry-Exit Inspection and Quarantine Bureau; Zhongrong Huang, Director of the National Motor Vehicle Products Quality Supervision and Inspection Centre (Shanghai) and the vehicle business leaders and other technical experts from TÜV Rheinland Greater China. In the new round of content updates and improvement of the platform database, the standards and regulations of countries and regions including South Africa, India and others were added. The workshop was jointly launched by TÜV Rheinland and SMVIC to

provide China’s vehicle export enterprises with an integrated resource and services platform. This professional partnership’s excellent certification technique and inspection capacity attracted more than 40 vehicle enterprises to the workshop, including China’s well-known vehicle brands such as SAIC, FAW, Great Wall Automobile, Zhongxing Automobile, Brilliance Auto, Dongfeng Automobile and others. Technical experts from TÜV Rheinland explained the operating practices and applications for the export certification of countries such as Russia, Australia, Brazil and Saudi Arabia. Representatives of the vehicle enterprises attending the workshop took full advantage of the communication platform to seek solutions and detailed guidance from the professional organisations. TÜV Rheinland, as a third-party certification body for technical supervision services, provides Chinese manufacturers with localised Chinese vehicle product testing in addition to international specialised certification services. TÜV’s century-old brand and authoritative certification experience has helped Chinese manufacturers get recognised on a global scale.

Not rocket science

To limit the energy consumption of desktop computers, notebooks and servers, a working group of the EU wants to mandate the requirements of the ENERGY STAR® eco label. That could prevent the sale of some extremely power thirsty gaming computers in the future. The EU is committed to establishing and enforcing international treaties that protect the climate. Carbon dioxide emissions and energy consumption must be reduced. The EU has implemented a number of measures to achieve this goal. Further, one working group now plans to limit the standby power consumption of computers. If the directive is adopted as planned, the sales of particularly power-thirsty computers could be banned within a few years. However, hardly any computers currently exceed the limits under debate. The rules re based on the upcoming sixth version of the U.S. ENERGY STAR® eco label. For example, the ENERGY STAR® 5, valid since 2009, is part of Blue Angel, the EU eco label for TCO and EPEAT certification. While such requirements are not enforced by law, they are effective in certain markets. Large companies and government agencies require ENERGY STAR® criteria in their tenders for the purchase of computers. While many computers from expensive professional series indeed meet certain eco requirements, the same cannot be said of most of the computers currently made for private users. The planned EU regulations shall apply to all of the computers sold in Europe.

At first glance, the requirements of ENERGY STAR® 5 and the upcoming version 6 are very confusing, as they suit a wide variety of different devices. They separate desktops and notebooks into four performance categories, ranging from A-D. The equipment with the biggest configurations (D) also wastes the most energy, especially in idle mode. Computers with large amounts of RAM, multiple hard drives and additional cards waste additional energy. Graphics cards are divided into seven categories that differ in terms of the theoretical data transfer rates between the GPU and local video memory. The thought of intentionally neutering the memory interfaces of cheaper GPUs disgusts graphics chip manufacturers, as it reduces their performance without changing the power consumption. Full-load power consumption will exceed neither the ENERGY STAR® nor the planned EU directive limits for three reasons. First, the idle mode on a typical PC is the most significant mode of operation for absolute energy consumption. Second, the vast majority of computers always work for a short time under full load and significantly reduce their power consumption while idling. Third, a standardised measurement method is apparently not possible, and therefore cannot return a meaningful value for the energy consumption under load. In addition, the proposed scheme sets limits for power usage in the supposedly switched-off softoff state (ACPI S5, power supply providing 5 V standby) and in sleep mode, which Windows refers to as ‘Power Save’. In a soft-off state without a wake-on-LAN feature, the usage may not be more than 1 W, a value that has been dictated for

years. In the suspend-to-RAM or suspend-to-disk modes, 5 W are allowed, although most computers are currently satisfied with less than 3 W.

If a wasteful Computer is used with low power consuming SSD-memory (instead of Hard disk drive) the less than 10W energy usage are possible.

The calculation method for maximum power consumption is difficult to understand. The regulation defines absolute power limits for operation during the year, otherwise known as typical energy consumption (TEC), in kilowatt hours (kWh). For desktops, the formula applies when they operate for around 9.6 hours each day, or 40% of the year. They spend 55% of that time ‘shut down’ in soft-off mode ACPI S5, and the remaining 5% in sleep mode depending on their suspend-to-RAM (ACPI 53) or suspend-to-disk (ACPI S4 sleep) configurations. In this way, ENERGY STAR® considers the power consumed in these modes. The table shows some configuration examples.

Just like processors, modern graphics cards throttle their clock frequencies and operating voltages. If they have nothing to do, even high-end cards will idle under 20 W with only one attached display. Manufacturers of factory-made, overclocked, complete computers could reach the specification limits with certain configurations: If for a higher overclocking they switch off all power saving functions. However, the release of such computers would no longer be permitted.

Looking at the table, it is clear that computer data detection limits are too lax. Many office computers remain below 30 W, even those with quad-core CPUs.

The regulations will be enforced 12 months after application. After 30 months during which the regulations are tightened, only systems with graphics cards are affected. When and in which version the regulations are applied is unclear. For example, if they are applied in the summer of 2014, they could be enforced by the summer of 2015, and stricter limits could be applied at the beginning of 2017.

Japan’s New Safety Children’s Toys Takes Effect Japan’s new safety standard for children’s toys was unveiled on 3 October 2012 and took effect on 1 January 2013. The new ST 2012 comprises Part 1 for mechanical and physical properties, Part 2 for flammability tests that are in line with ISO 8124 standards and Part 3 for chemical properties, which remain unchanged from the 11th edition of ST 2002. The ST 2002 (11th edition) will remain valid until 31 March 2014. During this transition period, the Japan Toy Association will accept toy safety tests based on either ST 2002 (11th edition) or ST 2012 for ST mark application. In the case that a toy does not fulfil the new safety requirements of ST 2012, it should still comply with the safety requirements of ST 2002 Parts 1, 2 and 3 for ST mark application before 1 April 2014. From 1 Apr. 2014 all ST applications should fulfil the safety requirements of ST 2012. The labelling information of existing items based on ST 2002 (11th edition) may be accepted for ST licence renewals until 31 March 2016.


TECHNICAL EXPERTISE

Based on the new regulations established by Argentinian authorities, Argentinian safety approvals have sustained the following changes for 2013. 1. Effective 2 January 2013, a new product family definition must be applied. Contrary to the current product family definition, the new definition requires that only one factory be listed per certificate. Since 2 January 2013, this requirement has been applicable to new certificates. Existing certificates not complying with the new definition must be modified during the next market surveillance process. 2. Certificates that mention models with variables will only be accepted if clear definitions are provided. For instance, a type designation of PA-1650xx (x=0-9, A-Z for marketing purposes) is not acceptable. The authorities will only accept such a model description if it includes a detailed explanation of the meaning of the involved variables, such as PA-1650xx (first x=0-9 for different input ratings; second x=A-Z for different colours). 3. Sample verification (an identity verification of a constructional check plus reduced testing performed at a local recognised testing laboratory in Argentina). This activity should be performed by the local importer before the issuance of valid certification‘documents’ to clear products out of customs. If the licence/certificate holder is an Argentinian company, then a certificate will be issued after verification of compliance. If the licence/certificate holder is a foreign company, then the importer will receive an authenticated copy (authorisation or extension) of the certificate. In this case, the sample verification will occur when this authenticated copy is issued.

The staffs from Electrical business line and Commercial Line grouped team one, named as "Rheinland Riverbed Team", and the staffs from PV, Chemical, Hardlines and LGA grouped another team, named as "Rheinland Riverside Team". In the match, "Rheinland Riverside Team" obtained the champion at the score 4:2. Managing Director Mr. Wong spectated and awarded the Champion team after the game.

Shanghai In the beginning of January, TÜV NORD was invited to have a friendly football game with our Shanghai football team at the Shanghai University. Our team was led by Mr. Gary Zhou from PV. The players are from PV and Commercial departments, Though our team won 1 match and lost the other, we are still the winner by counting the total goals scored of 10:3.

Round Table About Certification of Energy Savings, Energy Management and Sustainability in Hotels

TÜV Rheinland Spain participated in the conference "The Power of Tourism 2013" organized by ITH (Instituto Tecnológico Hotelero) in collaboration with the World Tourism Organization (WTO) and HABITAT FUTURE within Fitur Green. This fourth edition of Fitur Green comprises a series of conferences on energy management in hotels as well as an exhibition area for suppliers of these technologies. Participating companies will present measures to optimize management of energy and water in their facilities, and implementing energy efficiency criteria more favorable to the environment.

The new instrument that uses market mechanisms to promote energy efficiency appeared in Poland for the first time. However, interested parties still lack knowledge about the new system. Jacek Mszyca, Industry Expert in Energy and Environmental Protection TÜV Rheinland Poland, will be speaking at five conferences of these issues to share his solid experience on energy saving field, including the extent and types of audits to verify it in the light of the current regulations.

Invest Softlines Lab in India, TÜV Rheinland Further Strengthens Global Product Test Capacities

TÜV Rheinland, a global top ten technical service provider, continues to expand its worldwide capacities for softlines testing with the opening of a new laboratory in Gurgaon, India. For the 1,500 square meter laboratory an investment of 1.9 million euros was made. Another 1.5 million euros are being invested in two additional softlines laboratories in Bangalore and Tirupure, India, which are slated for inauguration within the next months.
