Along with manufacturing technology upgrades in Greater China, there come higher product quality and safety requirements. National and industrial standards are constantly being issued, amended, improved and made stricter. Inspections have become more frequent, and the requirements for market entry are always increasing. These factors have introduced huge challenges to companies.

China and Switzerland officially signed the Free Trade Agreement between the People’s Republic of China and the Swiss Confederation on 6 July 2013 after nine rounds of negotiation over more than 2 years.
It is the first free trade agreement signed between China and a country in mainland Europe. The statistics from China Customs show that the growth of foreign trade in China dropped to -2% in June, the first drop in the past 17 months. Given the severity of the situation, the signing of the Free Trade Agreement carried even more value. On the Swiss side, the Free Trade Agreement presents many business opportunities to the country’s strong industries. Big brands and traders in the high-tech precise-
instrument manufacturing, pharmaceutical and chemical industries are eager to seize these opportunities in the Chinese and even the Greater China markets.

Strong local demand for high-quality products from overseas Total imports Statistics show that China’s annual imports have maintained a two-digit growth on average over the past 5 years. This figure reached USD797.69 billion in May 2013, a 10.9% growth compared with the same period last year. As local brands have suffered from repeated product safety issues in recent years, people have been losing confidence in local products, and the demand for fine imported products has been growing. According to the media, China and Iceland completed bilateral free trade negotiations in April this year. China is currently undergoing four negotiations with the Gulf Cooperation Council, Australia, Norway and South Korea, respectively, and the negotiation with Norway is nearly complete. This trend indicates that more highvalue-added products are entering the Chinese local market with lower tariffs. The Greater China market, which exhibits tremendous potential buying force, has become a “market must win” for companies in every country. Many world-famous retailers and big brands have made the development of this market a key strategy.

Taking food safety as an example, on 1 May this year, the General Administration of Quality Supervision, Inspection and Quarantine of the PRC announced the official implementation of a new standard for dairy products.
The standard involves more biological indexes and higher requirements on tests, inspection and pre-alarms during risk evaluation. The new standard is the most stringent for dairy product importers. Earlier this year, many cognac brands including RĂŠmy Martin suffered from extended import clearances due to the implementation of new national inspection standards on imported foods, a result of the plasticiser found in Chinese liquor last year. In Taiwan, amendments to the Food Hygiene Management Code were passed in May this year. Standards for other industries are being updated, such as improvements of the test methods for tire traction in relatively wet conditions and the creation of new standards for smart lighting systems and fast wicking apparel.

CTIA FOR RECHARGEABLE LITHIUM BATTERY TESTING TÜV Rheinland’s Shenzhen battery laboratory has been accredited and authorised by the International Association for the Wireless Telecommunications Industry (CTIA) as a CTIA Authorised Testing Laboratory (CATL) for IEEE1725 (Rechargeable Batteries for Cellular Telephones) and IEEE1625 (Rechargeable Batteries for Multi-Cell Mobile Computing Devices) since July 1st. CTIA battery certification is compulsory for acceptance by North American telecommunications companies and a CATL can conduct the testing, accreditation and certification of battery cells, battery modules, adapters and the entire system based on the IEEE 1725 and IEEE 1625 standards. CTIA certification also requires a factory audit of the battery manufacturer to evaluate key production processes, quality control, quality management systems and technical capabilities. Our Shenzhen battery laboratory has received a variety of international accreditations and certifications such as CNAS, DAkkS, CBTL, NRTL and

Product safety is the first concern of European consumers, closely followed by affordability and appearance. Manufacturers of engineering machinery in China who have not grasped this truth tend to fail in high-end US and European and markets.
SAFETY FIRST IN ENGINEERING MACHINERY Gradual domestic market stabilisation and fierce industry competition have resulted in an increasing number of engineering machinery manufacturers focusing their attention on overseas markets. However, how to make products more internationally competitive is the problem afflicting many corporate decision makers. Observing and interpreting the highly competitive international market from a certification perspective may shed much needed light on the future development of engineering machinery in China. To find

Only a full understanding of user requirements can ensure the provision of suitable products to customers. Overseas customers generally care about safety, price, shape, brand, degree of intelligence and environmental factors. Dr Chen said that “in the eyes of European consumers, safety always matters more than performance. All negotiations start with safety and then address lower pricing and product appearance.” He pointed out that increased internationalisation competence has gained

He said that the engineering machinery in China was relatively backward ten years ago, with many enterprises simply studying and imitating foreign advanced technologies, focusing only on product function rather than product safety. They exported their products to overseas markets, mainly in Southeast Asia and Africa. Since 2006, the engineering machinery enterprises in China have actively accelerated their integration with the world. China has also attached increasing importance to integration with the world and linking with international standards, absorbing the international philosophy of “safety first” in an effort to improve mechanical protection systems. The international standard safety protection design integrating machines, light and electricity has gradually become widely available. Meanwhile, studies on the precision and pursuit of shapes have also entered a new area. Today’s engineering machinery represents a refreshing change. In addition to introducing the advanced technologies from Germany, the engineering machinery industry in China should draw on the German spirit – striving for perfection, never giving up and practical earnestness. In Dr Chen’s opinion, Chinese enterprises engaging competitive international markets should focus on the following: • improving overseas sales, maintenance and brand publicity to ensure smooth product channels and informational feedback; • studying the mandatory regulations in various overseas markets while incorporating US and European safety design concepts and environmental standards throughout the design and production processes – striving for perfection in every detail; • and strengthening the research on overseas products, especially high-tech applications.
The rapid development of more than one decade, the engineering machinery industry in China has significantly reduced the gap between international and advanced levels, and is expected to catch up with Germany as an established engineering machinery powerhouse.

WORLD’S FIRST GS CERTIFICATION FOR ROBOTIC LAWN MOWER
On 7 June 2013, TÜV Rheinland announced that the robotic lawn mower produced by SUMEC had passed its product certification testing and had been awarded the first TÜV Rheinland GS certificate in the world for its product category.

Advances in technology mean that an increasing number of gardening tools are now software controlled for superior comfort and usability. The robotic lawn mower is an excellent example of this development.
IEC 60335-1 Annex R requires that products with software controls pass a functional safety assessment to ensure that software failure will not compromise product safety.
This particular technical requirement is an obstacle to traditional gardening tool makers looking to develop software-controlled products. After two years of preparation and extensive research, SUMEC Hardware and Tools Co Ltd of Jiangsu successfully developed its first robotic lawn mower. We provided SUMEC with the comprehensive testing and certification services necessary to overcome the technical obstacle, and the company’s lawn mower passed the software safety assessment and other safety tests. The power and gardening tools services of TÜV Rheinland Greater China’s Commercial Products department was one of our first units

FREE EXPERT TESTING FOR CHILDREN’S TOYS Large numbers of toys ended up in children’s hands on Children’s Day. Have you ever wondered how safe such toys are?
Children are filled with energy and imagination. Toys are ripped apart, chewed up, thrown around or bounced in more ways than one can imagine, day and night until they are finally broken. Most of this activity happens away from parents’ eyes. Can the toy in a child’s hands survive these trials in one piece? How can parents be certain that the
design and material of a toy is safe enough for their child to handle? How should parents pick toys for children of different ages? Our toytesting experts answer these questions for parents. From 3 to 5 June, our toytesting experts provided parents with free toy assessment services. Samples were subjected to various tests based on international standards to protect children’s safety. They also taught parents how to read toy certification marks, and provided special tips on picking toys. During the event, the first 30 participants each day received free testing services. The safety hazards of toys lie in the details. Is a baby tooth gel or pacifier made of food
grade material? Is the stuffing inside stuffed toys clean and sterile? Are the physics of a rocking horse safe and reliable? Are the surfaces of games and puzzles susceptible to bacterial growth? Are there any potentially hazardous materials in toy packaging and packaging waste?
To eliminate these potential hazards, we conduct physical, mechanical, flammability, chemical and food grade tests, with cleanliness, usability, tags and age among our assessment criteria. Packaging and packaging waste are also tested to provide a comprehensive product safety and testing assessment.

Lenovo servers passed TÜV Rheinland’s CB, cTUVus and GS certification processes as well as Energy Star 2.0 testing during this collaboration. We are currently one of the few solution providers that can provide server export certification for both the North American and European markets. The 2012 report published by the Worldwide System for Conformity Testing and Certification of Electrotechnical Equipment and Components (IECEE) indicated that we were the top certificate-issuing body in the CB system for the eighth straight year. IT products accounted for 80%
of the certified products. This highlighted our strength in IT product certification and its ability to provide comprehensive certification services for notebooks, displays, keyboards and mouses. We not only offer green product testing and solutions, but also has made green and sustainable development. In fact, we signed a service agreement with Lenovo Group on the safe disposal of waste electronics in 2011. According to the agreement, Lenovo Group would provide our offices in mainland China with a safe channel for disposing office electronic waste products such as notebooks, personal computers, printers, displays and servers. Modification in SASO 2663 standard for air conditioners. • The mandatory SASO 2663:2007 standard related to the EER label and minimum energy performance ratings for air conditioners is being modified. The updated version (SASO 2663:2012) will take effect on 7 September 2013. • The last date for receiving EER applications according to the current standard is 31 July 2013, taking into account that the Ministry of Commerce and Saudi Customs will ban the manufacturing of air conditioners that do not comply with the new standard in Saudi Arabia and will not allow such air conditioners access to Saudi ports and markets beginning on 7 September 2013. • Companies that have EER certificates for air conditioners that were not issued according to the new standard will be allowed to use the EER label until 6 September 2013.
• Companies that will have EER certificates for air conditioners according to the new standard will be allowed to use the EER label according to the expiry date mentioned in the certificate at no additional charge. 2. New regulations related to SASO EER label approval (air conditioners, refrigerator/ freezers, washing machines). These regulations will be implemented beginning in September 2013. • A SASO EER label certificate/licence after approval will be issued and valid for 1 year instead of 2 years. • An EER testing report must be issued by an accredited laboratory according to ISO 17025 within the scope of EER testing. • A safety test report must be part of the application documents for EER label approval.

The U.S. EPA Published Version 2.0 ENERGY STAR The U.S. Environmental Protection Agency (EPA) published Version 2.0 ENERGY STAR Imaging Equipment Program Requirements on April 01, 2013. According to Energy Star Version 2.0, it must be used starting January 01, 2014 for qualification of Energy Star for imaging equipment. With this specification, the ENERGY STAR label will recognize products that use, on average, between 40 to 55% less energy than standard models, depending on product type and print speed. EPA has established the following timeline:
01 Effective immediately, manufacturers may elect to have their Certification Body (CB) certify their eligible products to the Version 2.0 Eligibility Criteria.
02 On September 1, 2013, CBs will be asked to stop certifying new product submittals to the existing ENERGY STAR Version 1.2 requirements. Note, however,
that existing certifications to Version 1.2 will remain valid for the purposes of ENERGY STAR qualification until January 1, 2014.
03 As of January 1, 2014, any product manufactured and labeled as ENERGY STAR must meet Version 2.0 Program Requirements. At this time, all certifications of products to Version 1.2 will be invalid for purposes of ENERGY STAR qualification and CBs will only submit product models certified to Version 2.0 to EPA. According to the Energy Star program, in order to earn the label, ENERGY STAR products must be thirdparty certified based on testing in EPArecognized laboratories. TĂœV Rheinland are EPA accredited laboratories and Certification Body (CB) to execute the testing and certification.

TÜV Rheinland Taiwan is named one of the Top 10 Outstanding Enterprises at the 15th Golden Peak Awards in 2013. TÜV Rheinland Taiwan is the first foreign company in the testing and certification industry to receive a nomination and win the award. On May 24, the award organizer invited top government officials of Taiwan, Mr. Wu Den-yih, Mr. Wang Jin Ping and Mr. Cho Shih-Chao to present the awards to the winning companies. Mr. Bodo Kretzschmar, the Chief Operating Officer of TÜV Rheinland Taiwan, received the award on behalf of the company. The Golden Peak Awards recognizes
outstanding performance in categories such as excellent enterprises, exceptional leadership, quality products, entrepreneurship, and innovative R&D. The judges evaluated each firm on the basis of their business philosophy, corporate image, operation performance, customer management, social welfare and talent incubation. TÜV Rheinland Taiwan received the unanimous approval of the judges, for its professionalism, that should serve as a model for the industry and deserves recognition. Mr. Kretzschmar noted that fostering professionalism has always been one of TÜV Rheinland’s core values, since the company’s true assets are its employees.

The TÜV Rheinland Dragon Boat team is led by Director of Softlines, Dr. Keith Kwok and joined by more than 25 colleagues from Softlines, IT, Project Office, Administration and Chemical lab. During April and June, the team had gone through a 12-hour systematic training to get better prepared for the competition. Though we are not qualified into the next round of competition, the result is a big progress compared to our performance in 2012.
Over 40 first-graders from South China Country Garden School went on a field trip to our Guangdong office on May 22. Mr. Yushun Wong, COO of TÜV Rheinland Guangdong, introduced to the kids how our daily operation is like, and explained in detail the importance of product safety in our daily life, such as in choosing safe clothing, stationary, and toys.
Nursing Room is Ready for Use in Ningbo Office TÜV Rheinland Supports Flood Victims A flood disaster has caused devastating damage in extensive parts of Germany. The TÜV Rheinland Foundation has set up a donation account with which support is to be provided for victims of the flooding in addition to employees. The donations are to support social institutions – such as day care centers and schools – that are particularly affected by the flooding. The amount donated by the employees for this purpose will be doubled by the company.
After two weeks of redecoration, the nursing room in TÜV Rheinland / CCIC (Ningbo) has been opened on June 24th. The room offers private space for mothers as well as resting space for mothers-to-be. The space is fitted with cabinets, drinking water and a fridge, and the wall is decorated with photos of their own children, making them feel even more comfortable. On the information board, information regarding breast feeding and pumping are shown and news regarding pregnancy, birth and the first time with the newborn are provided.

Our Competence Center for Alternative Fuels presented the OPEL AMPERA CNG as a novelty at the international Exhibition “Electricity meets Biogas”. The original OPEL AMPERA is a battery electric vehicle: distances up to 80 km are driven purely electric, for longer distances, a power generator– consuming conventional petrol is used to recharge the batteries or to provide electric power. We have now made the car become even more environmentally friendly: convert it to use Biogas! If Biogas is used, one may expect another impressive improvement of CO 2 emissions.
We have reviewed the technical and physical conditions in all German Porsche centers to ensure that customers are offered the service they are used to for vehicles of the sports car manufacturer’s plug-in hybrid generation. Our auditors analyzed the physical and technical conditions in the Porsche centers to enable it to make precise recommendations on the future equipment of electromobility workplaces in the service sector and the necessary infrastructure for charging stations.

Germany ISO 50001 Certification for Procter & Gamble According to the globally applicable ISO 50001 standard, TÜV Rheinland certified the two largest German sites of Procter & Gamble (P&G). The aim of ISO 50001 is to be able to manage energy consumption even more accurately in the future and to achieve savings in consumption, thus to help companies increase their efficiency over the long term. P&G therefore specifically trained its employees in energy saving, all levels and all employees were involved in this.
We just completed the construction of our new testing laboratory in Pleasanton in June, designed to inspect and certify small- to mid-sized power inverter devices. The new Pleasanton operation is the latest addition to our worldwide network of inverter testing facilities, joining laboratories in Germany, Italy, Hungary, Shanghai, Taiwan and Japan, and we are prepared to open an additional facility on the east coast of the United States to accommodate the expected increase in testing and certification demand.
