andals"? Earlier this year, several reports indicated that milk produced by a famous brand in China contained additives that were harmful to human health. While the memory and effects of this incident still lingered, new product quality scandals involving leading Chinese companies created further stress for consumers and brought stainless steel cookware, floor products and drug under the public spotlight. What is at the root of such incidents – manufacturers’ lack of awareness of their safety responsibilities, cost considerations, the limitations of the relevant laws, regulations or standards, or the accountability of the testing and supervising departments? This is a difficult question to answer. Yet the insights from these scandals reveal that the mechanism intended to g u a r a n t e e p r o d u c t q u a l i t y a n d s a f e t y – i n v o l v i n g manufacturers, testing and certification bodies, official standardsetting organisations and consumers – is far from satisfactory.

The potential consequences surrounding these incidents deserve further consideration and hint further implications. One key observation is that the companies involved are large-scale industry leaders. Attention is rarely paid to small producers. If the safety quality of high-end brands is questioned, who can consumers trust? Problems with stainless steel cookware cause consumers to wonder whether similar problems exist with other stainless steel food containers. The industrial glues in flooring emit toxic gases. Can we be sure that all products using such glues are closely monitored for uncontrolled emissions? Other than capsules, are the other packages for drugs qualified? Another observation from these cases is that when confronted by questions from the media, the companies quoted test results from some international certification body as the basis for their defense. This may be regarded as a sign of progress, as the media have the right to pose questions and companies should be able to back up their testimony with proof. Although quoting testing results from an international certification body should become routine, many media do not really understand the process and legal bearing of such certificates and cannot differentiate between official and non-official certifiers. Many unfounded accusations have been made, suggesting that certification bodies have business relations with the relevant companies and thus the test results are biased. Education of the public and the media on the certification process by “accredited� testing houses is clearly lacking.
Many national product standards, which are frequently mentioned on both sides of the public and corporate fence, were created quite long ago. While companies are experiencing innovations in production processes and new materials, the pace at which standards are updated seems to be too slow to keep up with such continuous developments. There is an urgent need for an impartial development mechanism to be formed for the production, m od if ic at io n an d up da ti ng o f p r o d u c t s t a n d a r d s . H o w e v e r, suspicions that certain major companies are hijacking national standards can be heard from time to time. We can still remember the doubt over whether the new standards for dairy products were drafted by a few dairy manufacturing giants. This makes it even harder for the public to determine who to trust. A clear answer on how to guarantee minimal product safety needs to be provided, offering governmental supervision bureaus a wider space to play their key roles. W h e n s a f e t y i n c i d e n t s o c c u r, consumers’ primary concerns are to seek the channels through which they can obtain help, identify which organisations they can trust, and demand when the truth will be clarified. In a virtually connected society in which information spreads
fast, questions that are not answered quickly and convincingly can affect the reputation of stakeholders by disrespecting the general public's right to be properly informed. How to develop consumers' active awareness of safety, shape companies' sense of responsibility for their products, and establish the authority of supervisory organisations are practical problems that need to be settled immediately. We may be able to learn from cases of product safety supervision in mature developed countries. First, we need to establish a solid system of product recall. In daily life, the products that are most frequently recalled are internationally renowned car brands or IT products. The companies concerned actively apply for recalls due to quality problems or safety problems and provide free repairs or replacements for consumers. How many proactive product recall cases feature domestic brands? Why is it difficult to give an immediate answer here? Is the quality of international brands not as good as that of domestic products? Does China still not have a system for product recall in place, and if not, why not? Is it that local companies lack a sense of responsibility or that the cost of liability for accidents is too low? The answer tells its tale.
Second, in countries where people have a mature awareness of safety, consumers themselves will ensure that products carry the certification marks of authoritative certification bodies before purchasing them. These bodies enjoy strong reputations, and people are familiar with them. Furthermore, the manufacturers are also willing to place the awarded safety marks on their products to give consumers confidence. If major incidents occur due to safety problems with the product, the associated certification bodies must undertake joint liability and may even face legal penalties. Turning to our local market, how do we fare regarding joint liability? To be frank, the relative systems in our country and the habits of our consumers are not yet matching the actual needs. However, this should not compromise our determination to construct "a country powerful in quality�. This year, the National

Yet it has become harder to ignore what we throw away. The advent of the information age has brought with it new products that are released onto the market in quick succession. Consumers buy them just as quickly, and discard ‘old’ products that contain enclosures, castings and electrical components made of materials that are difficult to classify and recycle. Fortunately, changes in government policies, the creation of recycling systems and increased public awareness have meant that electronic waste is now recycled and reused more often. There is now a relatively sustainable supply chain of recycled materials. In addition, the concepts behind the management of electronics disposal have expanded from the early Extended Producer Responsibility (EPR) and Waste Electrical and Electronic

Electric Vehicles: an Anticipated Hit in China The TÜV Rheinland Global Electric-Vehicle (EV) Survey which was released earlier, suggests that a majority of car owners in India and China would choose to purchase an EV in the next five years.

his report draws findings from a poll of 6,421 people, conducted by our vehicle testing specialists in 12 main markets including China, Germany, Japan and the USA. From this sample, a total of 502 adult drivers in China were surveyed. The respondents owned a representative variety of cars varying in size, brand and category. The survey shows that although the problem of charging is the biggest concern for Chinese drivers, most people are still willing to invest more for the sake of environmental protection. In addition, Japan and Germany are perceived as the leaders in EV technology and thus customers would prefer to buy Japanese and German EVs. Potential EV buyers selected Volkswagen as their preferred brand.
The survey confirmed that Chinese drivers commute mainly in cities and most driving is short- or mid-distance. When asked if they would purchase an EV in the coming five years, approximately 88% of the Chinese respondents said that they would, trail just behind India with 92%. The poll finds that 44% of respondents would use an EV in the same way as their present car, while 39% would prefer to use the EV only for regular trips. Over 60% of driving journeys are in cities and 87% of those surveyed drive less than 100km in their daily lives, with journey times of less than 2 hours. The study shows that families with a higher income drive longer hours and distances than those with lower incomes. The report found that most of the Chinese respondents drive fewer than 100 miles per day. This makes driving an EV viable because the battery needs to re-charge after a certain distance and this is likely to be satisfied. Thus, Chinese people are more willing to buy an EV than others.

In China, 40% of those interviewed said that they would like to buy an EV because of environment protection. Saving fuel (19%) tops the list of environmental concerns; including combating global warming, air pollution, protecting our future from environmental changes and environmental protection through reduced oil exploration. The cost is also relevant; for example, the rising fuel price weighs quite heavily with 32% of respondents. To this end, 16% may choose an EV to save money on fuel. The purchase price, governmental subsidy and tax credits can also assist in the adoption of electric vehicles.
Data shows that charging options, convenience and accessibility will be critical to EV adoption. People worry about the need to recharge the battery after a certain distance (22%), the availability of charging stations (19%), the number of hours required to charge the battery (9%) and loss of power while driving (4%). However, 9% of the respondents would not buy an EV due to safety considerations. Of these, 50% of them are very concerned about battery leakage/explosion (17%), battery safety (17%) and loss of power in the street (16%).
More than four out of five (80%) are willing to pay more to buy an EV to support environmental protection. 38% of the respondents claimed that they would prefer an EV to a regular vehicle even if the price of the EV was 20% higher. The study finds that those with a higher household income are more likely to value environmental protection, with 63% wanting to buy an EV, which is 11-12% higher than those with a lower income. One in four of the low-income respondents said that they were discouraged by the cost of environmental protection.
From the Chinese perspective, Japan and Germany are perceived as the leaders in EV technology. The specialists from TÜV Rheinland Group found that when asked which country was the most technologically advanced with regard to EV technology, more than half of the respondents perceived Japan (50%) and Germany (49%) as the leaders, followed by the USA (33%) and China (31%).
This result shows that Chinese drivers will choose Japanese or German brands because they believe these lead in vehicle technology. The survey also reveals that people’ s first car buying experience has a direct impact on their next purchase. Going up: Lift and Elevator Energy EfďŹ ciency VeriďŹ cation The latest studies show that the energy consumption of buildings accounts for 40% of global energy consumption. As the number of buildings increases, so does the amount of energy consumed. A lift, a crucial component of any modern building, consumes on average 3%-8% of all energy. There is then great potential to improve to increase energy efficiency by simply tuning the way they operate. As various countries pay more attention to environmental issues, more policies restricting emissions and focusing on energy saving will be introduced. More lift manufacturers and users are putting lift energy efficiency and relevant assessment on their agendas. Many countries have also started to research and prepare relevant standards and regulations on lift energy efficiency.
At present, VDI 4707 Part 1 of the Association of German Engineers is commonly used for the assessment of lift energy efficiency around the world. This standard was issued in March 2009, after the comprehensive testing and assessment of 33 lifts from eight major lift manufacturers in Europe by the Swiss Agency for Energy Efficiency in 2005. The standard is applicable for the energy efficiency assessment and classification of new passenger lifts and cargo lifts as well as existing lifts. There are seven classes of lift energy efficiency based on the energy required for operation and standby, indicated by seven coloured labels from A to G, among which Class A represents optimal energy efficiency and Class G means that lift energy efficiency needs to be improved urgently.

There are six steps for the energy efficiency testing as per VDI 4707 Part 1 in total. First, determine the category of the lift to be tested (Category 1-5), which is related to the type of building, the purpose of the lift and the frequency of use. Operational data from the lift manufacturer and actual operational data in use can be used to accomplish a comprehensive assessment. One critical factor in the assessment of lift energy efficiency is that each category has specific daily mean operation and standby hours, which form the basis of the calculations. Next, the actual energy consumption in operation and standby is tested. In this process, the standby energy consumption is determined 5 minutes after the last operation, and the operational energy
consumption is the average of the results over three tests. The required parameters are obtained once the relevant calculations are completed based on the above data. The lift energy efficiency can then be determined, and the certificate issued by the authoritative organization. It should be noted that the test based on VDI 4707 Part 1 only indicates the energy efficiency of a single lift. Lifts of the same model and configuration might have different energy efficiency levels due to differences in installation and frequency of use, in which case a separate test is required to issue the certificate. TÜV Rheinland began testing and certifying lift energy efficiency in Asia in 2008. The lifts it has tested are used in landmark buildings,
international commercial buildings and high-end residential buildings. So far, TÜV Rheinland has issued more than 50 lift energy efficiency certificates. The industrial service unit of TÜV Rheinland has also established a database of local lift energy efficiency attributes in Greater China. It has rich experience in testing lift energy efficiency. TÜV Rheinland provides lift energy efficiency tests, along with proposed improvement plans based on the test results. In one case concerning a test of a 14-storey residential building lift, TÜV experts graded its category of use at Class 2. The test results showed Class D standby energy needs, Class B operational energy needs and an overall energy efficiency of Class C. After careful analysis, engineers proposed a solution to improve the lift’s energy efficiency. Re-testing showed Class B standby energy needs with 67% energy saved, the same Class B operational energy needs but with 10% energy saved and an overall Class B energy efficiency with 48% energy saved. Energy consumption after the improvement was 52% lower to previous level. Along with this gain, the CO 2 footprint was reduced. If similar improvements are made across vast cities, the benefits in terms of emissions and cost are considerable. Currently, VDI 4707 Part 1 is not mandatory, but it is possible that it will become compulsory in the future. TÜV Rheinland recommends that lift manufacturers and building owners who are unfamiliar with VDI 4707 should learn more about this standard. The Zhejiang Zhongxun Electronics laboratory, established in 2000, implement the ISO 17025 system in 2007, passed the CNAS laboratory accreditation in the same year and the TÜV Rheinland Shanghai UA examination in 2009.
