INTRODUCTION From January to September 2014, on behalf of the Kaliningrad Region Government and with the assistance of the Administration of the Urban District “City of Kaliningrad”, the Non-Profit Partnership “Urban Planning Bureau “Heart of the City” organized an open international architectural and urban planning competition for the elaboration of a concept for the development of the historic centre of Kaliningrad “Korolevskaya Gora (King’s Mountain) and its surroundings”. For information about the competition please see the project website tuwangste.ru. In October 2014, pursuant to the decision of the Kaliningrad Region Governor’s Council for Culture, the working group, consisting of the Bureau’s experts and the representatives of the 1st and 2nd place winners, the architectural bureau Studio 44 (Saint-Petersburg) and Devillers & Associes/Off-The-Grid Studio (Paris/Moscow), was established to work at the consolidated planning concept of the “Heart of the City’ Project based upon the winning entries.

The solutions proposed by other entrants of the past competition will also be used in the development of the consolidated concept for some individual zones of the second and third phases. In particular, the design proposed by one of the third place winners Trevor Skempton (United Kingdom) is supposed to be used for the square opposite the University – the former Paradenplatz. This album presents a consolidated spatial concept for the first stage of implementation covering the area of the “Upper town”, the upper part of the Korolevskaya Gora with the fan-zone for 2018. The proposed solutions are subject to public discussion with professionals and urban communities. After revisions, the solutions will lay as a basis for the master-plan of the “Heart of the City” Project areas.

The texts and the drawings for this concept were developed by the company Devillers & Associes/Off-The-Grid Studio in consultations with the experts of the bureau “Heart of the City”. — With 1.5m width for the structure, the pedestrian tunnel will only have a clearance of approximately 2.5m, creating an uncomfortable and unsafe environment — Without traffic lights, Schevtchenko Street will become a fast road, creating a physical and mental barrier between the Lower Lake / University and the Main Square and going against the philosophy of the project to create a pedestrian friendly environment — The amphitheatre will reduce the size of the Main Square — The cost of the structural interventions will be significant with major disruptions on the traffic during construction — Maintenance of the Pedestrian Underground Passage will be costly — The frontage on the lake shore is less attractive than in the first option

The dimensions of the main square, 120m × 180m (21,600 m2) approximately, constrained by the western limit of the former castle area, the southern limit of the floodplain levee (northern part of Altstadt) and the northern limit of Schevtchenko Street, are appropriate for a major civic space in a city such as Kaliningrad. The concept of the square, in line with the overall “Heart of the City” Project philosophy, is to create a human-scale vibrant space, moving away from the over-dimensioned public squares of the modernist tradition. Bigger and the human scale and intensity is lost, smaller and it would not accommodate large scale events. Furthermore, the open views (as a belvedere) to the Lake on it is northern side will create a “breathing” effect and make the square appear bigger than it is. We also advise that the treatment of the square should not be filled and should enable a flexibility of usage with temporary zones which can be activated for summer activities or being kept minimal for major city events.

5 RECOMMENDED STEPS FOR SUCCESSFUL I M PL E M E N TAT I O N PR O C E S S AN OPEN PROCESS Engaging an open discussion with all relevant stake holders very early on in the project is crucial. Such discussion shall occur before the town planning documents have integrated new rules about the project. Also including all relevant public that might later on be involved in the implementation of the urban project, to the project definition process, helps the project to be strong and not to evolve to much later on. A TR ANSPARENT PROCESS Regularly meeting with the population at various stages of the projects helps the project to evolve in the good way, be accepted early on and be more ambitious at the end. QUALITATIVE ARCHITECTUR AL AND LANDSCAPE GUIDELINES Defining architectural and landscape guidelines guarantees that the project will behold a definite atmosphere, real urban qualities and eventually be attractive. Such guidelines shall be written in contracts, otherwise they are powerless. Special care is taken to public space details, as public spaces are the essential link between all the buildings : they create the neighborhood, the feeling of belonging somewhere

A STRONG PROJECT COOR DINATION A strong coordination process is based on a strong dialogue between the architects or landscape architect and the urban coordinator, responsible for the project unity and atmosphere. This coordinator verifies that the architectural and landscape guidelines are truly applied within the projects However guidelines shall not be to limiting so as not to discourage the developers but strong enough to encourage architectural qualities. They have to be flexible enough to e able to adjust them without loosing the spirit of the project the coordinator is the only one able to appreciate the flexibility margin LONG TER M VISION AND PROJECT DYNAMICS VISION An urban project ha to be conceived to as a whole before being split into different phases . However a strong project dynamic shall be impulsed from the start with a few quick wins that will have the neighborhood value rise quickly

R E C O M ME NDATIO N S SPECIAL AREA: ZAC ZAC (Zone of Coordinated Urban Development) are specially defined zones of urban development (renovation or green field). Each ZAC has a program of social objects (public buildings), a total program of construction, a financial model and planning of study and construction over a defined period and an impact study, all of which are approved by the local authorities. The construction program can be revised through the development. Different tools can be used by the EPL in order to implement the urban project. In most cases, the main purpose of such tools is about establishing a contract based relationship between the private and public stakeholders so as to be certain that the public vision demands (density, urban structure, environmental performances) are integrated in the private design.

EX AMPLE OF A ZAC WITH ITS ASSOCIATED M ANAGING ENTERPRISE: ZAC PARIS RIVE GAUCHE is a 130ha land in the heart of Paris, previously a derelict district surrounding a train station, the territory has undergone a major urban regeneration project (ZAC Paris Rive Gauche, with SEMAPA as a managing enterprise) started in 1991 with the creation of the ZAC, and kickstarted with the iconic construction of the “Grande Bibliotheque” (Great Library). The 130 ha was divided in 8 districts, each with its own “architecte coordinateur” (Coordinating Architect), among which Christian Devillers for Austerlitz Nord.

R E C O M ME NDATIO N S 1. The managing structure is first and foremost a commercial enterprise, with the need of financial results and the efficiency of the private sector, but in service of the public interest and in charge of a local territory. The Public sector sits on the board and the presidency is occupied by a local elected official. The operations and management of the structure should be transparent and regularly assessed by the public authorities. 2. The local authorities leadership is a key element of the success of a large scale urban project and should help to ease the relationship between the project and the different city/region departments for an optimum collaboration. 3. The development of the project as described previously should be transparent and open. An effort of communication by the managing structure is necessary to ensure a public support and explain the impacts of the project. It should be done throughout the project through efficient and positive communication, with public consultation at key steps of the project. The public participation can be also a key asset to enrich the project. 4. The relationship between the managing structure and the different departments with the public authorities is an essential aspect of the project. One of the main task of the managing structure is to ensure a cross-disciplinary approach, integrated within the larger territory.

5. The masterplanner is helping the managing structure to develop the masterplan throughout the project. From the concept masterplan (step 1 described previously) to the schematic design of the masterplan and the detailed design and construction of public spaces and infrastructure, the masterplanner ensures the highest quality possible of the masterplan. The masterplanner also helps the managing structure in dealing with the city’s technical departments and other third parties.

6. Existing and initially identified future stakeholders should be included in the development process as early as step 2. Throughout the development process, the managing structure should communicate to promote the project to potential investors.

7. The masterplanner should ensure that the public space and infrastructure detailed design and construction are respecting the masterplan and follows the guidelines and quality prescribed. 8. The managing structure, helped by the masterplanner, should ensure that private developers, to whom plots were sold, follows the masterplan and the required quality of development. The recommended action for the success of such control is to include contractually architectural and urban design guidelines in the land sell.
