INTRODUCTION
Urban Planning Bureau "Heart of the City" non-profit partnership on behalf of the Government of Kaliningrad region is working at the International Architecture and Town-Planning Competition for the central part of the historical territory of Kaliningrad. The competition will take place in 20132014. The Summary Report of the International Project Workshop held in 2007 in Kaliningrad became a town-planning basis of the task for this International Competition. The final materials were exhibited at the Kaliningrad Art Gallery after the Workshop was over. The brochure of the International Workshop was to be published in the early 2008. The brochure was ready for publication both in English and Russian, but due to financial difficulties and shifts in governance of Kaliningrad city administration, it was not printed. However, the Summary Report of this event was used to develop the Town-Planning Design for the central part of Kaliningrad within the borders of the Second Fortification Belt, as well as for the preparation of the International Competition for the territory stated by the Workshop, that is the territory of the former Schlossberg (Korolevskaya Gora) and the Altstadt. Today, 5 years after, we are publishing these materials on the one hand finalizing the Workshop and on the other hand as an element of the International Competition for the area of the former Schlossberg (Korolevskaya Gora) in the new political and town-planning conditions.
