INFORMAL TRADING: REVISED PLAN ACTIVATED

A

revised informal trading plan for Kuils River was activated on 1 October after being approved by council in January, but it has been met with some discontent. Although a plan was adopted on 26 October 2017 the City’s Mayco member for urban management, Grant Twigg, said several “challenges were experienced with implementation which necessitated the revision of the approved informal trading plan”. Traders were not paying any monthly fees or permit fees before the recent activation, said Twigg. The Shoprite parking area in the Kuils River CBD (central business district) between Carinus Street and Nooiensfontein Road is the largest trading site locally. In September two local trader organisations, One Org and Kuils River Informal Trader Association (Kita) asked in correspondence to the subcouncil that the bays be painted before the traders are expected to start paying the monthly fee. The CBD site is labeled “category 2” with a monthly fee of R104 for a hard surface bay according to the City’s informal tariff structure. The bays at the Shoprite parking area and along Nooiensfontein Road were recently painted, but Isaac Jenecke, from One Org, says “bays have now for the third time in a row been painted incorrectly’’. He says some of the bays may even be situated in illegal spaces according to the Business Act. On a recent site visit he pointed out that there are several drain covers and a possible fire hydrant within demarcated bays. According to the revised plan bays range from 2x2m to 2.5x5m in size. “The bays are of different sizes but for the same fee,” says Jenecke. He’s been allocated one of the 12 bays leading up to the shopping centre’s entrance (bays 15 to 26) which are 3x2m in size. Jenecke says originally the agreement between the various trading organisations and city officials was that all the bays would be 3x3m in size.

Fellow trader Gert Petoors says for this reason many of the traders already invested money (R1700) to buy 3x3m gazebos. A woman who asked to stay anonymous, said she has been trading from the same spot for more than 20 years. Her gazebo does not fit in the bay now allocated to her, “so people are going to fight when it rains,” she says. John Jacobs who sells packaged fish portions used to stand close to the entrance of the liquor store. He says he was not informed of the new bay allocated to him beforehand

which is some distance away from his old location. Beryl Meintjies, a fruit and veg seller, says the bay allocated to her – about the size of a standard parking place – is not big enough. She must now limit her offering accordingly. Meintjies was also not impressed that another seller had occupied her previous spot which is not an actual trading bay. Category 2 is an area where the range of economic activity offers semi-specialised goods and services and attracts consumers from the immediate neighbourhood. Twigg said a market manager has been appointed and will commence with duties on 1 December until 30 June 2021. “The market manager will be responsible for overseeing trading operations at all approved trading sites within ward 11.” With regards to any influence Covid-19 protocol could have had on the allocation of trading bays, Twigg said although some trading bays are located next to each other, the traders have managed to maintain the required two-meter social distancing. “There is a high demand for trading spaces in Kuils River. The department will be advertising available bays in due course.”

Platform for schools now free CARINA ROUX

n 27 April 2018 Dennemere Primary School in Blackheath was the first school to send out a bulk message to parents by means of a communication platform called School24Seven which was developed by a former learner, André Gabone. Gabone (28), who lives in Kuils River, says many schools use WhatsApp or Facebook to communicate with parents, but these platforms are not always ideal. “Parents tend to get a little too familiar with the teachers which leads to basic professionalism and respect going out the back door. Facebook also does not display PDF documents which is usually the format workbooks are saved in.” School24Seven is available for free since the beginning of November. Teachers and schools can now communicate with parents from a safe platform without the exchange of contact information needed, says Gabone. “The platform is mainly used for sending notifications to parents, such as: ‘School will adjourn early today, please arrange transport’. During the lockdown our system was used to send out PDF workbooks, educational videos and messages.” In his matric year (2009) Gabone attended a free winter school programme at CTI college, a private tertiary institution, where he learned the basics of HTML – “the language used to create web pages”. This sparked an interest in web and software development and three years later he obtained a Microsoft Certified Professional Developer certificate at Northlink College. Gabone says while working as a shop assistant at Bargain Books in Zevenwacht Mall he started creating web applications for himself and clients after his shifts. As he had often made use of question and answer (Q&A) platforms in school Gabone

André Gabone decided to develop a Q&A platform for high school learners in 2014. “The platform was originally built for learners to ask questions and get help from their peers. What I thought made the platform exceptional is that learners were not limited to only posing questions or give replies to learners at their school, but they could reach a broader community.” When Gabone started approaching schools with version one in 2016 he became aware of an even bigger need for better communication. “Most schools have SMS systems, but they are paying high prices, receive limited messaging features, and parents keep changing their contact numbers without informing the schools. A lot of schools then resort to social networks like WhatsApp and Facebook for communication. “Unfortunately, there are plenty of times when parents get too familiar with the teachers because of regular communication on social networks.” Gabone started making changes to his Q&A platform and ended up building

Schoo24Seven School24Seven, a communication platform. ‘‘School24Seven allows schools to send out letters, workbooks and media files for free via push messaging and emails. The app also has an SMS function that allows for the sending of media files.” It took Gabone two years to convince himself to build the application as he was concerned about established companies running the communication space. Building software is one thing, promoting it is another. Gabone says his first overview appointment at a school didn’t go well, but a few weeks later he booked an appointment with his old primary school, Dennemere. “The meeting went well, and I booked more meetings with neighbouring schools.” Within an hour after Dennemere Primary sent out the first bulk message using

School24Seven in April 2018, Gordan High School sent out their first message. “This was hands down one of my most exciting moments because in less than one hour two schools could contact around 2 000 parents using a system that I have built in my room,” says Gabone. More than 260 000 messages have been sent since. “Sixteen schools are using the system regularly, and 41 schools are signed up for reposting information on our home and homework page.” Gabone says during April and May, School24Seven.com reached 26 000, and 29 000 visits respectively with close to 12 000 unique visitors –mostly parents downloading workbooks for their children. New home owners in Happy Valley A total of 111 beneficiaries from Happy Valley in Blackheath received title deeds to their homes on Wednesday 4 November. This was the first of 6 000 title deeds to be handed over to property owners in various areas over the coming weeks by the City of Cape Town’s mayor, Dan Plato, and Mayco member for urban management, Grant Twigg. “I am pleased to be joining these handovers and assist in bringing residents some certainty and ownership of their homes, making them fully-fledged and legitimate homeowners. These efforts are part of the City of Cape Town’s initiative to ramp up service delivery for the benefit of our residents,” said Plato. During November, beneficiaries whose title deeds are ready for collection, will receive a letter from the City informing them of the details for their collection. According to a statement from the City close to 500 title deeds were handed over since the beginning of the year. With the easing of national lockdown regulations, the urban management directorate is trying to ensure beneficiaries receive their title deeds ahead of the festive season. Twigg, who congratulated the Happy Valley beneficiaries during a special ceremony, said it was the single biggest round of title deed handovers. “Residents will be able to enjoy the festive season with their families knowing they have their title deeds.” Over the coming weeks, title deeds will be handed over to property owners in various

Fees begin op ’n hoë noot Feesproduksies was in ’n splinternuwe baadjie geklee by die afskop van vanjaar se Suidoosterfees op Woensdag 4 November in Milnerton. Verskeie feesgangers het die Suidoosterfees en Atlantic Studio’s se klassieke inryteater ervaar en hul skoene uitgeskop om die feesaanbiedings op die silwerskerm uit die gemak en veiligheid van hul motors te geniet. Woensdagaand se inryteater het feesgangers vermaak met Suid-Afrika se grootste rocker en rymkletser, Francois van Coke en Early B, saam op een verhoog. Van Coke, wat sy eerste verskyning by die Suidoosterfees gemaak het, het TygerBurger vertel dat die inryteater ’n “cool” idee is vir die tye waarin ons leef. “Hierdie jaar het alles verander vir ons. Aan die begin van Covid-19 het ek gedink ek gaan bietjie uithang met my familie. Ons het begin online shows doen. Ons is nou al gewoond aan ‘weird’ goed doen hierdie jaar. Dit is my eerste keer by die Suidoosterfees en dis hoe ek die fees sal onthou,” het Van Coke gesê. Buttskop crossing a little safer F

rederick Street in Blackheath has been realigned as a short-term safety measure to reduce the risk of train-vehicle crashes at the Buttskop Road level crossing. According to a statement by the City of Cape Town, the realignment was done in collaboration with the Passenger Rail Agency (Prasa) and the Rail Safety Regulator at a cost of approximately R2.7 m to improve pedestrian safety at the level crossing as recommended by the Rail Safety Regulator. Ultimately, the proposal is to do away with the level crossing altogether according to the preliminary design completed at the end of 2019. Eskom also had to relocate an electricity pole, which was standing in the middle of the

road and posed a risk to road users. The Buttskop Road level crossing is one of 10 boom-controlled level crossings in the city and the second busiest. There have been two serious train-and-vehicle crashes over the past nine years, in which 17 people lost their lives. All booms and signalling equipment are operated by Prasa. The City’s Mayco member for transport, Felicity Purchase, says while the realignment of Frederick Street will improve the general safety of those who use this crossing it is a short-term solution only. “It does not eliminate the level crossing, nor does it alleviate congestion. We have plans for a more permanent solution, which includes the construction of a bridge over

the railway line, the realignment of Buttskop Road and the extension of Zevenwacht Link Road between Van Riebeeck Road and Albert Philander Street. This will see a substantial increase in overall safety for all road users and will address congestion.” Metrorail’s regional manager, Raymond Maseko, says the Western Cape region rail network has the most level crossings in the country. “Every measure taken to eliminate or safeguard a crossing makes the road and rail safer for commuters, employees and road users and has our full support and gratitude. We urge road users to exercise caution and to comply with traffic signage for their safety.” The estimated cost to eliminate the level crossing is R80 million.

Waar is al die grootmense heen? Noem my nou maar mal, maar ek het regtig as kind gedink al die grootmense het die lewe al uitgefigure teen die tyd wat hulle iets soos 20 jaar oud word. Dit is seker een van die grootste ontnugterings van my lewe om te besef mense het wraggies nie ’n clue nie. Moet hormone nie al teen daai tyd afgekoel het nie? Is dit nie hoekom jy laer kar-versekeringspremies betaal wanneer jy 25 tref nie? Maar nee, hier kry ons ’n situasie waar twee groepe grootmense (waarvan meeste ouer as 25 lyk) mekaar gaan staan en aanval buite ’n hoërskool – tydens ’n matriek-eindeksamen. Verstaan mooi, ek is nie aan die EFF of die bakleiende troep khaki-mans se kant nie. Ek is aan die skoolkinders se kant. Het niemand nog daaraan gedink dat hierdie ’n ongelooflike stresvolle jaar is waar hierdie skoolkinders gewoond moes raak aan maskers, handwas en reëls wat gedurig verander nie? Hulle was by die skool en toe by die huis en toe by die skool en moes aanpas by digitale leer en wie weet selfs wanneer universiteite begin? My kop draai net aan die gedagte van matriek wees in 2020. Ek weet, ek weet, jy as EFF-man of baklei-ouer het ook jou issues (anders sou jy nie vroegoggend op ’n Maandag buite ’n skool gaan staan en baklei het nie) maar regtig? Is dit waar ons land nou is? Is dit waar ons samelewing nou is? Kom ek spel dit gou uit vir die mense wat dit nog nie verstaan nie. ’n Groep ouers het ’n privaatfunksie gehou vir matrieks omdat die lot een van die min hoogtetpunte van hul jaar misloop. Nou is daar glo leerders wat nie weens hul velkleur na die funksie genooi is nie (hoewel hierdie ten sterkste deur organiseerders ontken word). Indien dit waar is en my vel ’n ander kleur was, sou ek regtig baie hartseer gewees, dis waar. Maar betoog? I don’t know. Hoekom nie eerder die beste, grootste teen-partytjie hou nie? En nee, ek speel nie af die absolute pyn wat so ’n hipotetiese gebeurtenis op enigiemand kan hê nie. Dit sou verkeerd wees, op hordes vlakke, maar kom ons kyk na drie punte. En hierdie is drie goed wat ek gedurig vir my vierjarige sê: 1. Het dit so gebeur? Wie sê? Kan ons die segsman se woord vetrou? 2. Hoekom reageer jy so? 3. Is daar ’n beter manier om te reageer? Want sien, iewers het ons ’n verwronge speletjie van telefoontjie begin speel, want weet jy regtig wat gebeur het? Kan ons ophou om oor halwe waarhede te betoog en eerder begin eis dat die regering ons dit terugbetaal wat deur korrupsie gesteel is – selfs net gedurende hierdie Covid-tydperk. Ons praat van miljarde rande, boetie. Miljarde. Maar nou maak ons issues waar daar nie issues hoef te wees nie, nou skep ons ’n rassekwessie waar daar nie noodwendig een was nie. En as daar ’n rassekwessie in Brackenfell is, hoekom laat ons hulle dit nie uitsorteer nie? Hoekom buite-mense inkry om hul gevegte te kom klaarmaak. En daardie mans en gemeenskapslede wat die EFF ingewag het om te baklei, watter voorbeeld stel jy nou eintlik? Ja, jy’s vreeslik macho in jou kortbroek en khaki-hemp, maar wraggies. Het jy nou regtig die eer beskerm van jou dorp? Deur dit sinoniem te maak met Brakpan? Kan Brackenfell nie veel eerder sinoniem wees met vrede en liefde nie? Kan die skoolkinders nie maar met die grootmense kom praat oor wat beter maniere is om konflik te hanteer nie? Want wraggies, as hierdie ons grootmense is, het ons hulle nie nodig nie. Thieving duo on the prowl This is a warning to all my fellow-readers of TygerBurger – especially those in the Goodwood area. The two “aspiring” thieves who intend stealing your possessions and money, with your permission, after being invited into your home, are at it again. They wear yellow over-jackets and carry a clipboard, wanting to enter the home to “check” or “inspect” the electrical plugs or the switchboard. They even have a little “song and dance routine” asking you to confirm your house number with the one then asking the other – “are you sure it’s number 00?” “Yes” says the other one, as if to put the homeowner at ease. Worry of cruelty towards animals Wehahn Geldenhuys seems to enjoy essay writing and has explained in detail how troublesome cats are and how unprofessional cat owners are (“Kattekwaad lei tot erge buretwis”, 28/10). Miniature lions indeed, but I have never been bitten and the odd unfortunate prey has been rescued as the proud hunter has always come to show me the catch. Staying mostly on the property, they soon learn where they are not welcome. Those of us who understand cats, and it is clear that many complainants do not, will be rewarded with tremendous love and loyalty. The Siamese was prominent in ancient Egypt and

Dit lyk in groot dele van die parkie inderwaarheid soos ’n veld.Dit het ons dadelik laat wonder hoekom ons belastinggeld dan nie meer gereeld gebruik word om hierdie nabygeleë parkie en ander soos dié se gras te sny nie. Die ander gedagte wat amper onmiddellik by my opgekom het, is die feit dat sulke lang gras tot ander gevare kan lei. Wat as ’n skobbejak-verkragter in daardie lang gras lê en wag vir ’n slagoffer? City’s response to Covid-19 Over the past seven months, every resident has been impacted by the coronavirus pandemic and each municipality across the globe has had to respond to the crisis as effectively and strategically as possible. Six months before the Covid-19 crisis, the City of Cape Town launched its resilience strategy across the city and I cannot stress enough how grateful I am that we were equipped with such a robust and strategic planning tool to confront such a time as this. The level of competence and strategic direction provided to the administration by the transversal team led by the chief resilience officer has truly been commendable. The strategy classifies a pandemic as an acute shock, which is a sudden sharp event that threatens a city. As an administration, we had to respond to this acute shock in the most collaborative way possible, which we did by incorporating 20 of the actions in the resilience strategy into our transversal response. I believe that we were able to cope with the extreme pressures we were faced with so far because, as a municipality, we have always prioritised being a collaborative and forward-looking administration. Our resilience strategy is therefore dedicated to underlying processes and behaviours required by the City government to improve resilience across a wide portfolio of projects. This way, we ensured that resilience considerations had already been incorporated into our processes and started fostering resilience thinking into decision-making for some time already. Cape Town is the only city among the members of the Global Resilient Cities Net-

work that has a dedicated focus on processes and behaviours to build resilience, irrespective of which shocks or stresses are being addressed. The focus area of our strategy was deliberate, and followed deep reflection following the City’s response to the citywide drought. The City’s Covid-19 transversal response took a portfolio approach to implementation. There are several programmes and projects supported by project managers and the entire response has been guided by the principles of resilience, including the need to create redundancies, to be integrated, to be flexible and to be robust. The resilience department hosted a workshop with 25 City staff early in March to map the possible disruptions of the coronavirus on a range of City systems. A report was produced, and this work birthed the pandemic business continuity committee, which has been chaired by the City’s resilience director. Adaptive management remained a key founding principle in our response as the pandemic is multi-directional in nature. Operational responses at times had to be adapted almost on a weekly basis as the trajectory of the pandemic adjusted. Looking ahead towards our road to recovery, scenarios for recovery have now been endorsed by the City’s leadership and its mayoral committee. Many of the actions in the resilience strategy and tools that have been developed thus far will most definitely guide our priorities during the recovery period and our response to the future trajectory of the Covid-19 pandemic in the city. he rain gods played the game and kept Killarney dry just long enough for the sixth round Western Province Rotax Max Challenge Karting regionals to deliver fast and exciting action on Saturday 7 November. A full programme saw a few expected results, but more than one racer left the Cape Town track delighted with best-ever performances and first wins under the belt. Jason Coetzee took two wins to one to beat newly-crowned South African champion Sebastian Boyd to premier class DD2 gearbox honours. That did little to help Coetzee close the gap on Boyd in the regional title race as Sebastian continued his preparations for DD2 Grand Finals in Portugal in January next year. A delighted Andrew Thomas not only won his first-ever DD2 Masters race in Saturday’s second heat, but he did enough to take the day overall. Title fighters Jason Greyling and championship leader Conor Hughes shared out the other wins to second and third ahead of Jared Jordan and Robert Peche. It was a good weekend for the Visser boys – elder brother Charl and the rest of the Senior Max field benefited from Tate Bishop taking an early race 1 shower to win the second race. He beat Jason Coetzee, Storm Lanfear, Andre le Riche and the returning Kohen Bam overall.

Return to training gathers pace Western Province Club Rugby circles are engaging on various methods of return to training, which provisionally has been set for the new year. “This week saw us meet with our various leagues again to discuss the return to training options as per the Covid-19 regulations. This is not an easy process, but compliance and the health and safety of our members will always be our top priority,” says manager of WP Amateur Rugby Danny Jones. require that each club must have a compliance officer, which has resulted in the union embarking on a Covid-19 awareness and education process, which includes the adoption of World Rugby’s free Covid-19 awareness course, which carries a certification. “We understand that documentation is a major factor for return to training and as such we are constructing various online solutions which will help the clubs to get their players back on the park in a safe

New 5K series hits local streets Excitement was abound as runners kicked off the 5K Pop Up Run #2 powered by Puma on Friday 6 November. Consisting of four bi-weekly 5km runs that will start and finish at a designated venue, each Pop-Up Run is limited to 70 runners to adhere to government regulations with the first 50 entries (per run) receiving a limited-edition Run Your City Series (RYCS) T-shirt. Runners who complete all four runs stand a chance to win their share in spectacular sponsor prizes. “If a runner cannot make it to the designated venue or if we reach capacity, he/she is welcome to take part virtually,” says Michael Meyer, managing director of Stillwater Sports, who organises the event. In other words, they can run anywhere, take photographs and share them to social media. They won’t receive the RYCS T-shirt, but they will be eligible to win sponsor prizes. A number of Cape Town’s karters will make the trip to Alberton’s Formula K Raceway in search of wildcard tickets to Portimao’s ‘Olympics of Karting’ at the Rotax Max African Open this weekend.
