I
n only three short months, the coronavirus pandemic has changed the way we live, and die. In a twist of fate he never could have imagined, professional videographer Rudi van Zyl has gone from filming weddings to filming and live streaming funerals. In an ironic bid to secure his livelihood and those of eight other videographers, his Tygervalley-based business, Pie in the Sky Multimedia, had to change their business model to specialise on the funeral industry. “With the start of lockdown level 5 our mainstream business being weddings and corporate events came to a standstill. Income dried up overnight and we had to come
up with new ideas fast,” he says. The move to pioneer live stream funerals was borne from necessity, when a local funeral undertaker contacted him to film a funeral. “People could no longer travel between provinces or gather in groups bigger than 50, leaving families alone to bury their loved ones.” The idea of online funeral services for family members, friends and loved ones across cities, provinces and even countries, offered a pragmatic solution and some comfort to grieving families. He acquired the specialised equipment to do live streaming in 2017, for a special corporate event. “Live streaming events were not too popular at the time and I had very little use for the equipment. I planned to sell it in Decem-
ber 2019, but for some reason, maybe fate, I never got around to posting the advertisement.” Van Zyl explains that videographers with roaming cameras will film the entire service at the church or gravesite to stream on social media platforms like Facebook or YouTube, with no limit on numbers. The video footage can be viewed anytime. “Our first funeral was a Hindu funeral in Parklands during June. A thousand people were able to attend the funeral ‘online’. At another recent funeral for a young man who died in a car accident in Cape Town, the funeral had 5 000 views. During a recent funeral in Brackenfell, family members from London were able to attend the service online.” Of all the funerals, up to three a week, Van
Zyl covered since June, only one was due to a Covid-19 death. This week they filmed the funeral of a woman who died at the age of 101. “It gave the family much comfort to know that her entire family, children and grandchildren could be part of her send-off.” According to Pieter van der Westhuizen, Avbob’s general manager for funeral services, South Africa is seeing far fewer annual deaths than the highs of the mid-2000s when the HIV epidemic was at its peak. “Based on the latest available census figures for deaths recorded, South Africa last year had about 3 300 fewer deaths each week than it had 15 years ago. Deaths caused by Covid-19 are still a long way off from this; in fact, the country has only now surpassed a total figure of 4 000 deaths since the pandemic hit the country,” he says.

he recent ban on the sale of alcohol by president Cyril Ramaphosa may not be a solution to combatting the Covid-19 pandemic in South Africa. This is the view of Geoff Jacobs, president of the Cape Chamber of Commerce and Industry, who told TygerBurger that by re-imposing the ban on alcohol, the national command council is once again focussing on the wrong issue. Jacobs says it is not that alcohol is the problem, but its abuse, which is
a social problem that has been with us for years. “Banning it will not make it go away. Only more effective policing and social work would reduce the impact. Moreover, the ban has already proven to have unintended consequences, namely the encouragement of a large black market run by a criminal underworld, or even more dangerously, an increase in home-brewing, potentially with deadly consequences,” Jacobs says. He adds that the economic impact is severe. “Not only will it damage a key sector of
the economy of the Western Cape, threatening loss of employment of thousands of people, it also means a loss of billions of rand at a time when the country needs every job the private sector can provide, and the treasury every cent it can raise,” Jacobs says. A day after the recent ban on alcohol sales was reinstated a large amount of high-end liquor was stolen from an OK Liquor Store in Bothasig. The incident occurred in the early hours of Tuesday 14 July. Brig Novella Potelwa, a provincial police spokesperson, says Bothasig police are investigating the burglary.
“Preliminary reports indicate that at 04:35 the owner of the store at Village Centre in Vryburger Drive, Bothasig, was alerted to the activation of an alarm system by a security company on the premises. “Upon arrival, he discovered that the security gates in front of the store had been forcibly removed and that the window next to the door was broken. A substantial amount of high-end liquor had been stolen,” Potelwa says. Earlier this year liquor stores in Elsies River, Delft and Langa were also looted during the ban on alcohol sales.
City removes water hyacinth: Following heavy rainfall over the past two weeks, the City of Cape Town started with the removal of water hyacinth at the Milnerton Lagoon mouth on Friday 17 July. The work will be completed within the next three to four days, pending any unforeseen delays. The water hyacinth has washed down from upstream in the Diep River with some of it getting stuck at the historic Milnerton bridge. The hyacinth is being dislodged with an excavator for free flow to the mouth of the lagoon where it will be loaded onto trucks once the material has dried over the coming days. Once the work is completed, the free flow of water under the bridge, and to and from the lagoon mouth, will be restored.

Dienste van kinderhuis se hoof beëindig ESMÉ ERASMUS @erasmusesme
D
ie dienste van die hoof van die Durbanville-kinderhuis, wat maar in Januarie vanjaar die leisels oorgeneem het, is onlangs beëindig. Jan Slabbert (53), wat al sowat 22 jaar ’n inwoner van Durbanville is, is in die pos aangestel nadat die vorige hoof, Rudolf Bezuidenhout, op 10 Mei verlede jaar aan ’n hartaanval gesterf het. Gerugte het die afgelope twee weke die ronde gedoen dat Slabbert seuns wat na bewering by sy huis op die perseel ingebreek het, hardhandig hanteer het. Dit is egter glad nie die geval nie. Volgens ’n mediaverklaring deur Lezaan Lennox, voorsitter van die Durbanville-kinderhuis se beheerraad, is sy dienste beëindig ná ’n tugverhoor. “Met die aanstelling van Slabbert in Januarie het ons hoop en steun hom vergesel. Slabbert het geroepe gevoel om die betrekking te aanvaar. In sy proeftydperk van ses maande het dit aan die lig gekom dat sy bestuur- en hanteringstyl nie ooreenstem met die beleid van Badisa, die Kinderwet en die praktykstandaarde wat met hom ooreengekom is nie. “’n Tugverhoor is gehou en die uitslag was dat hy nie permanent aangestel sal word nie. Sy dienste is op 23 Junie beëindig,” het Lennox gesê. “Die kinders wat deur die staat in die sorg van die kinderhuis geplaas word, toon soms uitdagende en getraumatiseerde gedrag weens die omstandighede waaruit hulle kom. “Die kinderhuis se missie is om aan hierdie kinders ’n veilige tuiste met verskeie geleenthede te verskaf sodat trauma en agterstande deurgewerk kan word. “Hierdie is ’n komplekse en dinamiese taak wat begrip, empatiese hantering en sorgvuldige begrensing benodig om gedragsverandering mee te bring. “In meewerking met ons omliggende gemeenskap en rolspelers bly ons gefokus op hierdie doel.
‘Immunise to prevent pandemics’
“Ons glo dat die verhouding met ons kinders ‘die agent van verandering en groei’ is en ons kan nie daarvan afwyk nie,” het sy gesê. Slabbert werk glo reeds sedert einde April nie meer by die kinderhuis nie en moet einde vandeesmaand die huis op die perseel van die kinderhuis ontruim. Johanna Strauss, bestuurder van bemarking en fondswerwing, is as tussentydse bestuurder aangestel. “Sy het grondige kennis van die kinderhuis se werksaamhede,” het Lennox gesê. Sy wou nie verdere besonderhede aan TygerBurger gee oor presies wat gebeur het nie. “In hierdie stadium is dit nodig dat Jan Slabbert geleentheid gegee word om alle regsprosesse wat hy van stapel wil stuur, af te handel sonder dat spesifieke besonderhede aan die media verskaf word. Ingevolge arbeidspraktyk mag dié besonderhede tussen die werkgewer en werknemer nie bekend gemaak word nie,” het Lennox gesê. TygerBurger het probeer om Slabbert in die hande te kry vir kommentaar, maar was onsuksesvol om sy kontakbesonderhede by die kinderhuis, kerk of op internet te bekom. Slabbert, ’n gekwalifiseerde geoktrooieerde rekenmeester, was 19 jaar lank ’n finansiële adviseur met sy eie batebestuursfirma. Hy het daarna 14 maande as finansiële direkteur by Wepex, ’n ingenieursmaatskappy in die Paarl, gewerk. Hy het in Januarie vanjaar vir TygerBurger gesê dit was altyd sy droom om meer betrokke te raak by die kinderhuis (“Nuwe hoof by Durbanville-kinderhuis”, 22/01). Sy belangstelling in die kinderhuis het ontstaan toe die NG kerk Durbanville in 2016 sy hulp gevra het met die katkisasie van die kinderhuiskinders. Hy het groot sukses behaal om die groep seuns te motiveer en aan te moedig tot beter gedrag. Hy het gereeld hoërskoolmeisies geneem om saam met hom aan die parkruns op Meerendal te gaan deelneem. Hy het ook die kinders aan tweekamp blootgestel.
Off-duty cop catches robbers Armed men who robbed a superette in Brackenfell on Saturday 11 July were swiftly brought to book by an off-duty police officer from Brackenfell police. Moments after the robbery, the police officer saw the suspects flee the scene in a white Toyota Camry. He followed the vehicle while calling for backup from the Maitland fly-
ing squad who was in the vicinity. Police followed the vehicle to Mfuleni where two suspects were caught. “The men, aged 29 and 39, were arrested and a 9mm Norinco pistol, one magazine and 15 rounds of ammunition were seized,” says provincial police spokesperson, Capt FC van Wyk. - Desirée Rorke

The City’s health officials are calling on parents to adhere to their children’s immunisation schedules to prevent future pandemics. In a press statement released last week, the City’s health department says there has been a 67% drop in the number of immunisations carried out at City clinics “due to the Covid-19 pandemic”. The department is worried about other pandemics like measles if the rate doesn’t pick up. Children receive 16 immunisations between birth and the age of 12. Of these, 14 are given in the first 18 months of their lives. City’s Mayco member for health, Zahid Badroodien, says: “If a large number of
children is not adequately covered by the full immunisation schedule as outlined in the road to health booklet, it can result in the spread of communicable diseases like measles, particularly as children congregate at school or crèche, which aids transmission. “The City realises that parents might be hesitant to bring their children to the clinic while we try to navigate the risks posed by the Covid-19 pandemic, but if we do not act swiftly, we could be faced with another pandemic in the future. “We need parents and caregivers to do their bit by making their appointments and bringing the children to the clinics for these immunisations. We rely on the public for this.”

Crime continues despite lockdown ESMÉ ERASMUS @erasmusesme
A
mid a spike in Covid-19 cases, people take advantage of the eased restrictions in level 3 and so do criminals. On Monday last week (13 July) at about 15:55 five men wearing balaclavas and caps entered Computer Mania Shop at Village Square shopping centre in Durbanville. According to Capt Marchell Rhode, spokesperson for the Durbanville police, two of the men took out firearms and threatened one of the shop assistants and clients that were in the shop. “They forced the shop assistant, the security guard and clients to the storeroom, where they were locked up,” Rhode said. The thugs took R10 000 cash and 57 laptops
with a total value of R400 000. According to video footage, a silver BMW and silver VW Polo with CA and CAA registration numbers were at the scene, Rhode said. “No shots were fired and nobody was injured. No arrests have been made at this stage,” he said. A case of attempted murder and house robbery was opened after an incident on Saturday 11 July at a house in Shiraz Ebrahim Street in Fisantekraal. According to Rhode three unknown men entered the house at 23:20 and demanded cash from the owner of the house. “One of the robbers fired several shots and the brother of the homeowner was hit in his leg. The robbers forced them inside the house, where they took the home owner’s cellphone and cash,” he said.
The suspects fled the scene by foot and ran into the nearby informal settlement. A case of attempted murder and house robbery is being investigated by the Durbanville police. On Friday 10 July at 21:00 officers of the Durbanville crime prevention unit confiscated illicit cigarettes to the value of R74 000. The police officers were busy at an accident scene on Klipheuwel Road when they saw a white Toyota motor vehicle passing them at a high speed. “They followed the vehicle and pulled the vehicle off the road. Inside the vehicle, they found two men who informed them that they are on their way to Malmesbury. After further investigation, the police officers found three boxes filled with 128 cartons of illicit cigarettes inside the car. The two
men were arrested for possession of illicit cigarettes, Rhode said. Charnel Hattingh, national marketing and communications manager at Fidelity ADT, warned that the higher activity in suburbs, on the roads and around shopping environments is attractive to criminals. The other concern around shopping environments is the fact that a lot of people are followed home. Hattingh says it is imperative to have your wits about you from the time you get back into your car: . Check for suspicious people or vehicles and make sure you are not being followed. . Never flash your purchases around. . Do not wear expensive jewellery when out shopping. . Keep a remote panic button in your car.
Subsidised houses being sold, rented The Western Cape human settlements minister is concerned about residents who received a fully subsidised home from government and is now selling or renting it out. According to the minister, Tertius Simmers, if someone is selling his property it shows that there was never a need for a home. “This information tells us that the government is being defrauded. I regard the action of anyone that embarks on this route as unethical, as they’re denying one of the almost 600 000 people that are currently on the Western Cape Housing Demand Database (HDD) a housing opportunity, and their families who in the future could benefit from this asset. A fully subsidised house costs the state close to R500 000,” says Simmers. Between May and the end of June 2020 Simmers says they received 11 official com-
plaints about houses in Forest Village, Delft, Blue Downs and Eerste River either being rented or which might have been sold. “In one report, a couple in Forest Village is being accused of currently renting two properties. This excludes the informal reports being highlighted on social media. The law is clear that every South African citizen who receives a government housing subsidy when buying or receiving a property, will be subject to a pre-emptive condition in their title deed, meaning the individual cannot sell the property within the prescribed eight years of receiving the subsidised house unless it has received permission from the provincial department of human settlements to do so. For the sale to occur, the beneficiary needs to submit an application to the department to have the pre-emptive clause waived and removed from the title
deed,” says Simmers. Property can be sold when beneficiaries need to relocate (proof will be requested) to a better area or another city or town, loss of employment (when commuting to new work is impossible), or beneficiaries find themselves and their family’s victims of crime. “It is further important to note that approval will be on condition that the purchaser is a South African citizen, is competent to contract, the purchaser does not own and has never owned fixed property before and the seller lived on the property for at least two years after the effective date of sale. “My department is currently investigating all the reports and pursuant to the conclusion of the investigation the necessary and relevant action will be taken. We will not hesitate to act against those who have defrauded the State in this manner.”

iolence erupted in Wesbank over the weekend after the community was left without electricity for more than a
week. Angry mobs of community members barricaded streets and highways in and around Wesbank on Friday and Saturday. On Saturday the stench of pepper spray was hanging in the air and law enforcement officers were in full force. Local ward councillor, Ebrahim Sawant, says it has become clear again this weekend that the greater Wesbank community is one
of the hardest-hit communities with power failures for days on end. “Loadshedding and inadequate infrastructure, large scale stealing of cables and illegal electricity connections as well as low maintenance budgets seem to be the main contributing factors. “I called Eskom to a public meeting before the lockdown in Wesbank where the community expressed their unhappiness and frustrations. Eskom promised to look into the problems raised. “The effects of loadshedding, for example, worsens the conditions of these already poor and vulnerable communities as deaths and escalating gangsterism can be attributed to
it. People are afraid to go to work early and come back late,” says Sawant. According to Sawant it is time to stop making excuses and deal with the problems holistically. “I am requesting Eskom to meet with us and community representatives to present us with an intervention plan that addresses all areas of the problem,” says Sawant. Richard Mali, customer relations area manager at Eskom, says the problems in Wesbank are not due to lack of effort from Eskom, but rather criminal acts. “We requested the councillor’s (Sawant’s) assistance and support with addressing the repeat acts of theft and vandalism of Eskom
cables and network equipment installed to provide quality electricity services to Eskom valued customers in Wesbank. “We would really appreciate if the main objective of the meeting Sawant requested is to share the community social plan and interventions to address cable theft and criminal activities within Wesbank in collaboration with Eskom security, the police and the City of Cape Town. “Eskom is incurring very high costs due to the repeat theft incidents and the Eskom field staff safety and security is at risk each time they have to return to do repairs on a cable that they repaired a few hours ago,” says Mali.

maar met hul aankoms daar is ook niemand gevind nie. “Ons vermoed die ambulans het die slagoffer hospitaal toe vervoer voor die polisie daar opgedaag het,” sê kapt. Erica Crous, woordvoerder van die Brackenfell-polisie. Volgens haar is daar nog geen amptelike saak by die polisiekantoor aangemeld nie. Titanium Securitas het op die noodroep gereageer. “ER24-ambulansdienste is ook na die toneel ontbied. Die man het veelvuldige meswonde opgedoen en het op die toneel noodbehandeling ontvang. Hy is toe hospitaal toe geneem,” sê ’n woordvoerder van Titanium Securitas. Volgens inligting is die man aangeval nadat ’n stryery met ’n ander man in die agterplaas van die huis uitgebreek het.

ikendal’s Perth and Alice streets are part of the City of Cape Town’s Winter Preparedness Programme and are cleaned on time annually leading to the winter season. This is according to Felicity Purchase, Mayco member for transport in reaction to complaints about flooding in the area. Purchase says First and Third Avenues as well as Perth and Da Gama streets were cleaned in May and June this year. When flooding incidents are reported, Purchase says, the City’s stormwater teams respond and attend to the various blockages which have occurred. In a case where flooding occurs within a private property, she says the City is not authorised to conduct any work. “Such cases need to be investigated to establish the root of the problem. If it (the problem) originates from a municipal infrastructure system, the City always tries its best to honour its commitments in addressing these problems. She advises residents to lodge service requests through the City’s e-service request platform. “This way we can keep track of the residents’ service requests by using the service request reference number which is automatically generated once it is logged,”
Purchase says. For many people, rain signifies the washing away of past ills, but for an Eikendal resident it is work and worries. Often when heavy rains make an appearance Carlton Julies and his family need to put on their gumboots, grab empty buckets and begin draining water out of their property. “I have witnessed the flooding problem ever since I was a child, but it has become worse in the last three years,” Julies says. Apart from his yard, Julies says his garage has also become affected. He says this always frustrates him and his family and help never seems to come around. “We have reported this a number of times to councillor Brenda Hansen, but nothing has been done.” He says all the municipality has done to offer relief to him and his neighbours was to replace a 200 meter pipe which runs underground through the neighbourhood. Although he says councillor Brenda Hansen has had a good working relationship with residents, her approach to this situation has been unsavoury..

everal vulnerable communities are set to benefit from hygiene care packs distributed by the City of Cape Town in a bid to stem the spread of Covid-19. A total of 20 000 packs will be distributed to 67 wards in communities including Khayelitsha, Manenberg, Gugulethu, Goodwood, Scottsdene, Fish Hoek, Lotus River and Mamre. Mayor Dan Plato started the distribution drive in Valhalla Park on Wednesday 1 July followed by handovers in Tafelsig and Nyanga on Thursday 2 July and Pelican Park, Brakenfell and Thembalihle Square on Tuesday 7 July. The packs include an information pamphlet in English, Afrikaans and isiXhosa, hand sanitiser, a washable

face mask, a face cloth, washing powder, soap, tissues, Vicks Vaporub and MedLemon. Solomon Philander and Washiela Harris, ward 79 and 82 councillors, accompanied Plato during a handout at the Kapteinsklip informal settlement in Tafelsig on Thursday 2 July. Ilhaam Abrahams, community leader at the Kapteinsklip Informal Settlement in Tafelsig, was one of the recipients of the care packs. “We really appreciate it because some of us really need it, especially for the children and doing washing. It was a big surprise, but it was a nice surprise to get woken up by the mayor,” she says. Harris, who is the ward councillor for the area, says: “The informal settlement is near to my heart. The mayor giving me the opportunity to bring him here and him having the opportunity to interact with the community warms my heart. I want them to know they are not forgotten. As we are fighting this pandemic we want them to know they are part of our community.” Plato says the care packs are part of the City’s holistic approach to fighting the Covid-19 pandemic. “We recognise that we are entering our Covid-19 peak in South Africa, but also in the Western Cape. At the end of the day, many people do not have the necessities to assist them in fighting the virus,” says Plato. The initiative is specifically aimed at poorer communities to assist them in practicing good hygiene. “The care packs assist in getting them through the day in regular washing of the hands and wearing of face masks. We still find today that many people unfortunately still do not have the means to get a face mask so we provide it to them along with all the other necessities,” he says.

Phillip van Reenen, ’n inwoner van Kuilsrivier, doen reeds sedert die begin van die inperking welwillendheidswerk in Wesbank en omgewing en sê die paartjie het reeds in die verlede skenkings gemaak. “Hulle wil nie hul name genoem hê nie, maar ek voel dit is belangrik dat ons vir die wêreld wys daar is mense wat werklik omgee. Die idee van kinders met kaal voete het hulle vreeslik ontstel,” sê Van Reenen. Volgens hom het hy in sy omswerwinge in Wesbank gesien hoewel hulle kinders se mae vul, die kinders dikwels skraps geklee by hul sopkombuise opdaag. ‘ “Dit breek ’n mens se hart as jy sien die kinders is kaalvoet terwyl dit snerpend koud is. My vrou het onlangs ’n meisiekind gesien
wat stukkende en vuil klere aan het terwyl sy vir kos gewag het. Sy kon nie langer wag nie en het dadelik ’n plan gemaak om vir daardie kind klere te kry om aan te trek. Sy het ook vir die kind ’n sak klere saam huis toe gegee. Dit is wat ons wil doen,” sê Van Reenen. Intussen het hy Maandag skoene en klere aan die Holy Cross-kinderhuis in Ravensmead geskenk. Een vloer van die kinderhuis het Saterdag uitgebrand en 120 kinders het alles verloor. “Ons wou baie meer doen, maar ons hoop dit wat ons kon bydra, sal ’n verskil maak. Hierdie kinders het nou die hulp van die gemeenskap nodig,” sê Van Reenen. Hy doen ’n beroep op mense wat klere het wat hulle nie gebruik nie, om hom te kontak. “Ons verwelkom enige goeie gehalte klere vir kinders of volwassenes, want die nood is groot. Ons is nou in die middel van die winter en daar sal nog bitter koue dae wees. “Ek weet daar is mense wat klere in hul kaste het wat hulle dink hulle weer gaan aantrek, maar dit lê al jare daar,” sê Van Reenen.

@k10daniels Donations for a soup kitchen in Brooklyn poured in on Friday 17 July, aimed at providing relief to destitute families. The City’s mayor, Dan Plato, donated approximately R12 000 worth of goods, which included a three-plate gas burner, two large cooking pots (100 l and 80 l) as well as a range of dry ingredients such as lentils, samp and beans, among other items. Plato said that during Covid-19 lockdown, the need for soup kitchens has become even greater and it’s important that the City assists as far as possible to ensure people don’t go hungry. The recipient of the donation, Fay Vogel, the chairperson of the Brooklyn, Ysterplaat and Rugby Residents’ Association (BYRRA), said this donation will ensure food for more families. “The soup kitchen here in Brooklyn feeds hundreds of people and we were really struggling to make ends meet and to provide food for all of them. During the Covid19 pandemic, many people have lost their jobs and are without an income, which lowers the means to be able to provide for their families. We have provided relief to many struggling families and wish we can cater for everyone. This donation from the

mayor is deeply appreciated and we will make sure that we use the equipment and ingredients to help more residents,” Vogel said. Plato has donated to nearly 150 soup kitchens across Cape Town as a result of the high demand for food in communities. Ward 55 councillor, Fabian Ah-Sing, said BYRRA approached him to apply for
soup kitchen necessities. “I’ve made contact with the mayor’s office to find out if we would be considered and they agreed. I assisted BYRRA with drafting the letter needed for the application and submitted and supported the application for BYRRA. I’m very happy and thankful to the mayor for providing that to ward 55,” Ah-Sing said.
Brackengate field hospital receives care packs The Shoprite Group, with its headquarters in Brackenfell, recently donated 330 care packs as part of their Spreading Warmth campaign to the newly completed Brackengate field hospital for distribution among the hospital’s Covid-19 patients.

Lunga Schoeman, corporate social investment (CSI) manager of the Shoprite Group, says the decision to support the Brackengate facility was an obvious one. “Due to its proximity to our head office in Brackenfell we consider the Brackengate facility a neighbour, and as a good neighbour we just had to reach out and help. The only way we’ll overcome this crisis is by standing together across sectors and by acting as good neighbours.” The field hospital, which is an intermediate facility forming part of the Hospital of Hope initiative, received its first patients in mid-July and can accommodate a total of 338 Covid-19 patients. Beste inwoners Ek het aan president Cyril Ramaphosa geskryf om te vra vir n dringende vergadering van die drie regeringsfere oor die nasionale krisis van grondbesettings. Alhoewel die nasionale regulasies oor die inperking uitsettings verbied, word alle munisipaliteite verplig om openbare grond teen besetting te beskerm. Op Dinsdag 14 Julie, byvoorbeeld, was daar agt afsonderlike pogings tot grondbesetting regoor die stad. Die Stad doen alles volgens ons bevoegdheid om die oorweldigende aantal pogings tot onwettige grondbesetting te hanteer: Meer as 357 hektaar private en openbare grond is sedert die begin van 2018 in Kaapstad beset (dis soveel soos 200 sokkervelde). Meer as 1 100 anti-grondbesettingsoperasies is tussen Januarie 2019 en die middel van Junie 2020 uitgevoer. 2020 25 671 onwettige strukture wat besig was om opgerig te word verwyder. betrokke by meer as 230 hofgedinge wat grondbesetting betref. Besetting van grond wat gevaarlik is vir menslike bewoning as gevolg van oorstromings, gebrek aan toegang en stabiliteit van geboue.
Die Stad doen alles moontlik om onwettige grondbesetting te voorkom direk in die pad van n waterpypleiding van R162 miljoen na Khayelitsha. Die pypleiding het ten doel om die waterdruk vir 11 000 inwoners van Enkanini te verhoog en om watervoorsiening aan die hele Khayelitsha te verseker. Nuwe behuisingsontwikkeling sal ook op hierdie water- en sanitasie-infrastruktuur staatmaak. Die Stad het reeds 1,4 km van hierdie 6 km-pypleiding in Baden Powellrylaan tussen Faure en Khayelitsha gelê. Meer as R50 miljoen van die projekbegroting is al bestee, en ons vorder goed om die werk binne 12 tot 18 maande te voltooi. Maar om dit te bereik is dit noodsaaklik om grondbesetting op hierdie roete te verhoed. Vir die inwoners van Khayelitsha se onthalwe kan ons nie toelaat dat hierdie projek misluk nie, en hulle kan verseker wees dat dit ook vir die Stad n hoë prioriteit is.
Duisende wetsgehoorsame inwoners gaan in stilte gebuk onder die ernstige impak van grondbesetting as gevolg van die onwettige optrede van n relatiewe klein groepie mense wat grond onwettig beset. Club rugby season cancelled W
hile SA Rugby announced that professional rugby teams are to return to non-contact training from Monday 20 July, amateur rugby activities have been cancelled for the year. According to an SA Rugby statement on Friday 17 July, the confirmation came after several weeks of preparation and consultation with government and all provincial unions to ensure compliance with regulation and to minimise the risk of Covid-19 infection. This means that eight professional teams will resume training with a view to competing in domestic competitions that are being modelled by SA Rugby. “This is an important first step back to playing, and we have taken it carefully to ensure full compliance and having thoroughly interrogated the regulations with government,” said Jurie Roux, SA Rugby CEO. “Contact training will not be permitted for the moment, but the players will be allowed back onto the field with a rugby ball and back into the gym – while observing strict protocols in both areas – which comes as a
great relief to the sport.” Roux said that all players and management teams were screened before Monday’s return and that training venues had been prepared to conform to the new protocols. Roux added that the only teams expected to appear in 2020 were the eight professional teams and those that fielded u.21 teams, which then meant all other competitions, which included all club rugby activity were cancelled. “The risk associated with a mass return to train and play has been highlighted by government and the timelines and practicalities are such that it is unrealistic that there will be a general return to play this year,” said Roux. “Therefore the members of the CovCom (the standing committee of member unions and experts which has been managing rugby’s response to the pandemic), opted to formally confirm that the only rugby to take place under their jurisdiction this year would feature the eight senior teams.” Roux added that schools’ rugby did not fall under SA Rugby’s jurisdiction and any deci-
sions in that regard would be handled by the department of basic education. Earlier this month, TygerBurger reported WP Amateur Rugby manager, Danny Jones, had still harboured hope that amateur rugby could still resume activities within the calendar year (“Clubs hope for quick return”, TygerBurger, 8 July). “There was a tremendous amount of good news for the sport sector this week as we saw the minister of sport approving the return to training for some sport codes,” Jones mentioned in a letter on WP Club Rugby’s website last week. Jones had reiterated that the approvals, and expectant return, were dependent on SA Rugby’s decision. While a return to the playing fields have been put on hold until further notice, Jones mentioned that clubs were informed of the latest ratification of ventures put forward by the Western Province Rugby Football Union (WPRFU) as well as ongoing coaching courses, which have been conducted online. “Our WP Rugby 2.5 coaching course now goes into its final week. Motorsport gets green light C
ompetitive motorsport activity is set to resume at Killarney International Raceway soon after national governing body Motorsport South Africa (MSA) confirmed government’s green light for the resumption of local motorsport on Thursday 16 July. However, the return to competition is subject to a few revised regulations, which include the absence of spectators and within strict adherence to existing and future lockdown regulations. “We are very thankful to the department (of sport and recreation) and the minister (Nathi Mthethwa) for the constructive way in which they engaged with us to find solutions and for allowing us to restart motor racing,” says MSA chair, Anton Roux. MSA CEO, Adrian Scholtz, adds that the Covid-19 pandemic and resultant lockdown have placed additional obligations on member organisations, but that they have been preparing for an expected restart. Western Province Motor Club, welcomed the
opening of motorsport venues, which include Killarney. “The conditions imposed include the compulsory wearing of face masks at all times, strict cleaning protocols, temperature screening of all competitors and crew attending, and the presence of a Covid-19 compliance officer at events. Bearing in mind that the Covid-19 pandemic is by no means over and that the risk of infection is still high, officials at Killarney will be working in collaboration with MSA and the City of Cape Town to obtain further clarity on the necessary safety protocols. In the meantime we will also be working with MSA to draw up a revised calendar of events at Killarney for the remainder of 2020, which we will publish as soon as it has been ratified by the necessary authorities.
