Cats poisoned ESMÉ ERASMUS
T
he mystery of three dead cats, all fin close proximity, led to the discovery that all the cats were poisoned. August to September is usually the mating season for cats in which especially male cats are in heat and more quarrelsome, which often irritates neighbours. However, according to a vet from Tygerberg Animal Hospital, it is not so common, especially in Durbanville and Bellville, that cats are poisoned. Dr Stephen Smit of Tygerberg Animal Hospital said cats are not easily poisoned as they often do not eat everything presented to them. Mike Amira, known as the Owl Man, told TygerBurger a resident reported on the WhatsApp group of the local neighbourhood watch last Saturday 26 September, that he found a dead cat on their front lawn in Avion Road in Avion Villas in Zonnendal, Kraaifontein. “I did not think much about this; I know this happens – people hit a cat, feel guilty and throw the dead cat over the fence. “But then 10 minutes later a woman said she found another dead cat – this time behind the gate, about 15 metres away from the other dead cat,” he said. “I then thought now this sounds suspect.” He went to investigate to see if there were any signs of physical trauma such as blood coming from the eyes, mouth, broken bones or swelling. “I often work with injured animals. On my way I found another dead cat, just five metres away from the other dead cat.” A packet of dry pellets was also found in a nearby park. He took the cats – two male cats and one female cat – away and froze them to be sent to the state veterinarian in Stellenbosch for post mortems. “The analysis came back and they found a large amount of grey-black coloured granules in the stomachs of all three cats, mixed with a substance consisting of pellets, that looks like porridge, which was probably used as bait,” he said. “The vet said he is 99% certain the cats were poisoned,” he said.
For Crystal Smit, who lives in Avion Road, it was a double tragedy as two of the poisoned cats belonged to her. She said her two daughters, 12 and nine years old, are devastated. It was the second time a pet of hers was
poisoned. Her boerboel was also poisoned about two years ago. According to Smith there are a lot of cats in her street – constantly fighting among each other. At one property alone there are eight cats, she said.
Amira received the report from the state veterinarian on Monday. In the report it was stated that “the diagnosis was highly suggestive of Aldicarb poisoning”. V To page 4

Golf day held to support home Andries Olivier Durbanville Quadriplegic Centre is presenting its annual golf day on Friday 13 November at Durbanville Golf Club to raise much-needed funds. All the fundraising events of the centre this year have derailed due to the Covid-19 pandemic and the success of this golf day is therefore very important to raise much-needed funds, says Rosabelle Riese, coordinator of the golf day. The centre is managed by 12 residents, who have to raise the necessary funds to sustain it. The government subsidy covers only about 15% of their expenses and the residents are responsible for the monthly shortfall of about R20 000. All funds raised by the golf day will go towards this monthly shortfall. Last year’s entry fee of R2 200 has been lowered to R2 000, Riese says. The golf day will take place in the format of a 4BBB Stableford. The tee-off is from 11:30. People can support them by sponsoring tees, greens, short holes and prizes. ince the start of the national lockdown and the Covid-19 pandemic, a total of 383 officials of the City of Cape Town’s safety and security department tested positive for the coronavirus. Four of them passed away, the City says. Richard Bosman, executive director for safety and security, told TygerBurger of the total number, 171 are law enforcement officials, 126 are from traffic and 86 are metro police officials. The four who passed away as a result of the virus were officials of the fire and rescue, traffic, metro police and disaster risk management departments respectively. “It has been a very tough six months for staff on the frontline, including our safety and security staff members. “It was very clear from the outset that frontline workers were putting their lives on the line for the greater good. We are in-
credibly grateful to them for making the ultimate sacrifice and those who have passed away due to the virus will forever be remembered for their service and dedication to the City and her residents,” Bosman says. He says that all necessary steps are taken to ensure the safety of their staff. “Staff are screened in accordance with City of Cape Town occupational health and safety regulations. In their dealings with the public while on shift, staff are required to wear masks at all times and are provided with hand sanitiser to be able to adhere to health and hygiene protocols. Vehicles are also deep cleaned where cases of potential contact or exposure with Covid-19 has occurred, and where vehicles and resources are shared, these are sanitised on an ongoing basis.” Bosman says from 16 March until 31 July, the City spent more than R72,8 million on personal protective equipment (PPE) to ensure that basic services can be continued while protecting frontline and essential
Dr Koos Jordaan, ‘a hero amongst us’ Dr Koos Jordaan, an orthopaedic surgeon, is this week’s “hero amongst us” in a campaign started by Tygerberg Hospital to honour employees. The campaign seeks to highlight the work done personnel during the Covid-19 pandemic. Jordaan has worked at the hospital for seven years as an orthopaedic surgeon, and the lead surgeon for hip and knee arthroplasty and hip fracture management. “The orthopaedic department at Tygerberg Hospital is a family that works together; we are not just individuals. Covid-19 affected our department severely, but as a group, we have embraced the challenges and changes. We continue to support one another and to provide the best care for our patients during these difficult times,” says Jordaan, who lives in Bellville. He says his family is what motivates him to come to work every day.
“My orthopaedic family also motivates me – our department has embraced the ‘we can’ philosophy of tackling each day, helping one another and making the best during difficult times.” During the pandemic, Jordaan has operated on both traumatic hip fracture patients, including a Covid-19 positive patient from the Cape Town Hospital of Hope, as well as severely disabled patients with severe hip or knee disease. “We recently operated on a patient who became wheelchair-bound with severe hip disease; to see her walking out of the hospital three days after her hip replacement, was something that lifted both medical and nursing spirits. We all love a happy ending,” says Jordaan.

Mbhokhwe, who was a divisional commander at the time of his passing, is survived by his wife and three children.

What started as a family project for Jacques and Candice Lombard from the Belt and Band Studio (on the Rust-en-Vrede premises), quickly evolved into a project involving the entire complex, as well as Durbanville residents who are passionate about Rust-en-Vrede. “Support was also given by a range of local businesses,” Van Vuuren says. “People in the community are invited to come and enjoy the day with us. They will learn more about the vision for the new courtyard garden and how it will help to support the Rust-en-Vrede heritage site,” she invites. This event is open to the public and is free of charge. There will be live music, a small selection of curated stalls and public talks focussing on gardening, a ceramic planter exhibition in the clay museum, a blind art auction, giveaways and more. A variety of gardening and plant-related books will be sold by the Durbanville Children’s Home on the day as well. Covid-19 safety regulations will be implemented.

Fine-tuning for Fine Music radio ESMÉ ERASMUS
A
handful of dedicated souls braved the cold and stormy Cape winter nights, lockdown regulations – putting their lives at risk during the peak of Covid-19, to present their music in live broadcasts to their audience of distinguished listeners. One of them, Dragana Jevtovic from Durbanville, invited TygerBurger to the studio of Fine Music Radio (FMR), a community radio station broadcasting mainly classical and jazz music to the greater Cape Town, in the Artscape Theatre for the live broadcast of the programme Collage. Dragana, also well known for her acclaimed range of guinea fowl and Africa design ceramics she creates in her studio at her home in Wellway Park, has been diligently presenting evening programmes at FMR for over 14 years. Her programmes Collage, of which she is one of a team of presenters, and What a Wonderful World are broadcasted on Tuesdays from 20:00 to 22:00 and Wednesdays from 22:00 to 24:00 respectively. “The station is kept going by a large team of regular volunteer presenters supported by a small full-time staff. The broadcasts are live and the presenters have been driving through wind and rain with masks and risks to keep the station going,” Dragana says. “Luckily I am an evening person,” she says. For Yugoslavia-born Dragana, who came to South Africa in 1993, it has been a passion to broadcast live at FMR since it was founded in 1995. In Yugoslavia she studied art and philosophy at the University of Belgrade and music at the Belgrade Faculty of Music Arts, obtaining an honours degree in opera and concert singing. “I was four years old when I spoke on the radio for the first time. My father was one of the founders of Yugoslavian radio and I grew up with the appreciation of words and music sent through the air to listeners in their homes.” She presented classical music programmes on Yugoslavian radio and was a music critic for radio “Belgrade 202” and television. “I felt the magic of the spoken word and music and I take that magic cloud with me every time I get into my car to drive to the FMR Studio to present one of my evening programmes,” she says. However, she only started broadcasting at FMR in 2006 when her two very young
daughters were old enough and she could fit it in with her singing studio and teaching and performance commitments. “For me it is about my personal touch to select my own programme. It is about what emotions and sentiment I can get through and what I am giving with my selection of songs. I want to take people on a journey,” Dragana says while putting on next the “24 Préludes Opus 28” by Frédéric Chopin – “bringing calm to chaos”, as their slogan promises. “I am a musician by profession, glad to be able to connect to my own feeling of music and communicate it to others, and cultivate a taste for new experiences – from French chanson to the distant harmonies of Georgia or the up-beats of the Balkans, wistful sevdalinka songs from Bosnia, the complex rhythms of Macedonia, the seduction of the Argentine tango,” she says. “Radio represents an opportunity to take the listener on a journey, recalling memories, with each one taking what they want or need,” she says. “Radio reaches out to both happy and lonely people ... it has been their friend through the lonely evening hours. Listeners are from all parts of Cape Town, also from all over the world (on the internet), including Brazil, Russia, France, Serbia, Croatia, Zimbabwe, Greece, Canada, California, Texas, Minnesota and New York. They communicate with me in the studio via WhatsApp, SMS, telegram, phone calls, emails and Face Book messages,” she says. “This is what gives me energy – week after week for the last 14 years – to go out into the night to a lonely studio.” For the last five years she has been accompanied by her dog, Sergei, a 65 kg Black Russian Terrier. “He is very well behaved, and thinks FMR is his other home,” she says. But, FMR has not been left untouched by Covid-19. “FMR decided to continue with its daily broadcasts, at the same time taking precautions to protect the staff. The presenters, all volunteers, have been driving through wind and rain with permits, masks and risks to keep the station going,” she says. The radio station currently has around 113 000 listeners, of which 3% (2 825) are members. “This means that of every 100 listeners only 2.5 are paying a membership of R320 per year. As a community station FMR receives no government funding, but has to survive on funds from advertisers, donations and membership fees.

PHOTO: ESMÉ ERASMUS “As a result of the Covid pandemic the advertising income of the station has fallen dramatically and the station is reliant on the income from membership and donations to stay on air,” Dragana says. Standard membership of the FMR Association is R320 per annum, but any donation is welcome, she says. There is also an FMR benefactor’s programme in which annual contributions can be made in the following categories: silver (R1 000 to R2 999); gold (R3 000 to R4 999) and platinum (R5 000 and above). Dragana speaks more than ten languages, including French, English, German, Italian, Spanish, Russian, Serbian, Croation, Slovak and also understands Afrikaans very well. She is also a solo singer who was invited to present a solo concert at a music festival in Paris in June, but the festival was cancelled due to lockdown. eneficiaries and those intending to apply for South African Social Security Agency (Sassa) grants are frustrated by their inability to use community halls in their areas to access these services for the past two years. Marketing and communications director for Sassa, Shivani Wahab, says they have had to make use of alternative methods such as other merchants and banking facilities to access these services. “Sassa social grants payments are done using multiple payment channel options such as post offices and various other merchants, as well as through clients banking accounts,” Wahab explains. The social development department piloted the agency’s online grant application portal last month, and Wahab says patrons will get to access to services from the comfort of their own homes. Support will be provided to those who are unable to navigate through the application process. “Furthermore, a dedicated group of trained volunteers will be deployed to assist clients who have no internet access or require assistance on this platform. This will happen once the system is fully operational and has gone live.” The online application portal was started to offer patrons the opportunity to apply for grants at home and also protect them from possible exposure to Covid-19. “This process will also spare applicants from using money on public transport and having to wait in long queues while waiting to be served.”

Aldicarb, also known as Two Step, is a carbamate insecticide, which is the active ingredient in the pesticide, Temik. “Poisoning with Aldicarb causes increased saliva production, vomiting, urination and defecation or diarrhoea, respiratory depression, decreased heart rate and muscle tremors and seizures,” according to the report. “Death was most likely caused by respiratory failure, due to spasm and contraction of the airways, paralysis of the respiratory muscles and depression of the respiratory centre in the brain,” was stated in the report. According to Amira, a pool sample of the stomach content with the black granules will probably be sent to Onderstepoort to establish exactly what caused the cats’ deaths. “As soon as a suspect has been identified, legal action will follow,” he said. Residents looked at video footage at their houses to see if they can spot someone putting out bait, he said. According to Amira he had reports from a resident in Vredekloof that a cat was also poisoned there on the same day. “It might have been coincidences, or maybe someone is going around,” he said. “People should be aware of this,” he said.

Minister plans to curb taxi violence DESIRÉE RORKE @dezzierorke
I
n the wake of yet another taxi killing on Old Paarl Road last week, the provincial minister of transport, Bonginkosi Madikizela, once again said he would not shy away from closing down taxi ranks and routes if the violence and killing do not stop. This after a taxi driver was shot and killed at about 16:00 on Tuesday afternoon in Old Paarl Road between the R300 and La Belle Road. The driver was found dead in the driver’s seat on the scene. According to a source, it is believed that the taxi driver was shot from inside the taxi. A police official said he received a complaint of a murder in Old Paarl Road at approximately 16:30 on Tuesday 29 September. Police confirmed that the deceased is a 30-year-old man from Mbekweni. “On arrival, he found two traffic officers at the scene which was already cordoned off. The member found the deceased behind the steering wheel of a white Quantum minibus. He had one gunshot wound to the back of his neck. There were no passengers inside the taxi. The scene was photographed and the taxi was handed over to the lawful owner. The provincial taxi unit was on the scene and will take over the investigation,” police said. No arrests have been yet made and an investigation is underway. According to Madikizela, there have been more than 60 senseless killings of taxi operators, drivers and passengers this year alone. “Joint investigations by the provincial
transport department, Tygerberg and Winelands police clusters, and the City of Cape Town yielded 106 arrests over the last three years and 53 cases are currently on the court rolls,” he says. During August Madikizela launched an outreach programme to the minibus taxi industry and municipal planning authorities to hear directly from them what the challenges are that they face with public transport planning, regulation and enforcement. “Improved public transport services is one of the four strategic goals that I have set for my department over the five-year strategic planning period, 2020 to 2025,” he said. He further called for the taxi industry leadership to refrain from violent and criminal acts to settle disputes. He says the department is currently in the process of exploring a system whereby acceptable behaviour and service delivery by the minibus taxi industry can be incentivised. He expressed his unhappiness with the conflict between the Cape Amalgamated Taxi Association Boland branch (CATA) and the Codeta-aligned Paarl Alliance Taxi Association, over Route B97 between Mbekweni and Bellville over recent reports of taxis being hijacked and torched. Madikizela appealed to all parties to abide by the agreed resolutions as stated below: . Stop all hostilities against members and employees of each other’s associations. . Allow all holders of valid operating licences to operate in accordance with their rights.

. Neither allow nor encourage illegal operations on any routes or at any ranks. Madikizela said a steering committee, comprising five representatives from each of the two primary associations, will be established to oversee the implementation of the memorandum of understanding (MOU) and the resolutions. The steering committee will brief law enforcement agencies and the police on the process to be followed and operating rights on route B97. In addition, the steering committee will draw up a separate MOU in respect of the 22 other routes shared by CATA Boland and Paarl Alliance Taxi Association. Furthermore, the South African National
Taxi Council, assisted by the department of transport and public works (DTPW) will arrange a conference to address taxi conflict hotspot areas and adopt joint resolutions. A facilitator will be appointed by the DTPW to assist in the process. At the end of the conference, a pledge is to be signed by all parties. He said that in the event of further violence, the department will prepare notices to close affected ranks and routes and to suspend affected operating licences. “No minibus-taxi services will be allowed on closed routes and vehicles of offending operators will be impounded and the holder of the operating licence will be criminally prosecuted,” he said.

Be grateful for the small things
I
am no stranger to fun runs and big walks, especially ones that raise awareness or funds for great causes. Often, you would walk or run these events among thousands of others, so even if you were alone, you were still with others. Insert 2020. A crippling pandemic and the need to force separation and – at least in this case – you get a far more enjoyable experience. Well, in my experience, this was the case. On Saturday 26 September, I participated in my first virtual race, The Spar Women’s Challenge along with 30 000 others across the country. I was a bit apprehensive about how this would work. The race pack included a T-shirt, buff, magazine and the completion medal. Receiving that medal at the end was the highlight and climax of the race, so receiving it ahead of the race meant that if you could live with the guilty conscience, you actually did not even need to complete it. But, I am glad I did. It offered a new perspective on how much 2020 has changed us, but also how it has made some things better. Often, you would need to be up at the crack of dawn, travel lengthy distances, struggle to find parking and then still walk an unfamiliar route, contending with human traffic zooming past one another to get to the finish line. While previously completing these races, my goal was always to beat my time and just not to be the last one to finish! Completing a virtual race eliminates this completely. Taking my dogs along for the walk, walking at my own pace, on a familiar route while still being able to add my voice to an important issue was fulfilling. The Spar Women’s Virtual Challenge was launched in July and sold out ahead of the event. With the theme, Be the Sunshine, the event focused on bringing awareness to gender-based violence. Jerome Jacobs, divisional marketing director for Spar South Rand, says: “Our first-ever virtual challenge was a huge success and we could not have done it without you or our generous sponsors. For every entry that was received, we will be able to send 30 000 food parcels to the survivors of gender-based violence and their families.” With the virtual challenge an unmitigated and resounding success nationwide, brand ambassador, Lindie Strydom, added: “This challenge was about so much more than just running. It was about bringing everyone together for a better South Africa. We don’t want to just enjoy the sunshine, but we actually want to #BeSunshine.” For many, I think 2020 has taught great lessons. It has been difficult, it has challenged our resolves, but taking a major lesson from this experience, it has taught us to be resourceful, the true importance of time and life and how grateful we should be to still be able to enjoy the small things in life. Most of all, it has taught me the value of slowing down, being present and enjoying simpler moments – like walking alone knowing it was together with thousands of others. – Samantha Lee

After we ate our breakfast and it was time to ask for the bill, the waitress said the gentleman who sat behind me had paid our bill. I was in shock. It is an extremely good description of Kruis Street and Jakaranda Park. Kruis Street side of the station is a mess with the sellers and of course, they just leave their mess when they pack up. We used to like walking over the bridge to go to the shops but can’t do it anymore as people are always begging and making comments. When the trains were still running there used to be drinking on the side steps of the bridge and people were swearing and urinating there. ith South Africa moving towards becoming a more socially conscious society and its youth actively becoming vocal on issues that affect them, Kraaifontein’s Kelly Baloyi uses her influence as an activist to mentor young girls to reach their full potential. Through her non-profit (NPO), Girls Leading Change, the University of South Africa gender studies honours student Baloyi (25) became an activist because she believes that everyone exists to help enrich the world and forgetting the errand only is self-impoverishment. This drive was motivated by the words of the former president of the United States America’s Woodrow Wilson when he said that humans are not put on earth to make a living but to enable the world to live more abundantly. These were his exact words: “You are not here merely to make a living. You are here in order to enable the world to live more amply, with greater vision, with a finer spirit of hope and achievement. You are here to enrich the world, and you impoverish yourself if you forget the errand to encourage me to continue with what I do.” She couldn’t agree more. “We are doing ourselves and society an injustice when we do not use the tools, skills and power we have to better the community because we are all heroes in our right and play an important role in the development of our communities,” she says. Baloyi says she has discovered her role is to inspire, educate and engage with young women, encourage them to take up space and lead. “The Girls Leading Change was birthed through these three pillars, empower, educate and engage.” Many people might remember Baloyi from First National Bank’s television advert in which she gave a controversial speech cal-
ling on South Africans to stand together in the fight against corruption. The advert was part of the bank’s You Can Help campaign which called on citizens to unite in the stand against corruption and social ills the country was facing at the time. It was removed from being broadcast after two weeks. “I remember that advert clearly. I was 17 and President Nelson Mandela was still alive, and I had hoped that he would see it. “My speech was chosen for the advert out of 13 000 submissions. We were given a topic to base our speeches on and I was lucky enough to have been chosen.” Baloyi says the removal of the advert came after the ANC Youth League said it was disrespectful towards the then-leadership. “I saw nothing wrong with it and many people on social media at the time also could not understand why it was cancelled and not run for the two months it was supposed to be on TV.”

Apart from her role in Girls Leading Change,she is also involved in various other projects. She was recently elected as the deputy secretary for the Kraaifontein Community Development Forum which was established only a short while ago. “Last year, I had the opportunity to render a speech in Parliament in my personal capacity on gender-based violence in South Africa.” She says her organisation is growing into one that will continue to fulfil its objective of assisting many young women. Baloyi says girls cannot feel empowered when their needs are not fully taken care of. “We focus on rural communities where such programmes do not often reach. “We have young ladies who volunteer as facilitators and mentors in these programmes. These are qualified teachers, nurses, researchers and many other qualified women whom many girls are able to relate to.” The effects which the Covid-19 pandemic had on such organisations led to a number of projects being put on hold. “We were unable to host our leadership seminars, but our need-based programmes were running. We were able to distribute over 1 000 dignity packs in various areas such as Wallacedene, Scottsville, Pelican Park, Gugulethu and others. “All this was made possible by public donations and we are extremely grateful.” Despite challenges, she says the organisation will continue to prime women to become leaders in their respective communities. “We are grooming the next generation of ethical and authentic female leaders and hope to see the young ladies who go through our programme, lead within community development structures and become powerful and impactful women in society. “We want them to lead development within Kraaifontein and defeat gender-based violence and gender inequality.”

Plans to resolve taxi havoc underway THABANG KUAHO @thab_journo Motorists travelling along Old Paarl Road in Northpine say they are tired of taxi drivers disregarding road rules and often causing traffic jams in the mornings. Instead of driving through Coneside Way to Northpine Drive to get to Old Paarl Road, these drivers allegedly take a short cut through Norfolk Way. This causes an inconvenience to motorists as it disrupts the flow of traffic and often results in traffic congestion. Although the City of Cape Town has not received complaints about the issue, Mayco member for transport, Xanthea Limberg, promises to have officials investigate.
If found guilty of misconduct, Limberg says, drivers could have their taxis impounded. “This is in terms of the National Land Transport Act and if taxi drivers do not operate in terms of the conditions stipulated on their operating licenses,” Limberg explains. These drivers contravening rules set by the traffic act could also be slapped with fines. To deal with misconduct such as these across the metro, the City regularly schedules operations. Limberg says either City or provincial traffic officials are mandated to perform the impounds. “Police officers also have the mandate to issue traffic fines to those contravening rules of the road.” These disruptive acts can be reported to
their local traffic department, police station, or provincial regulatory entity as stipulated by the National Land Transport Act. A spokesperson for the Bloekombos Wallacedene Taxi Association (Bloewata), Mawethu Sila, says the organisation is aware of the inconvenience this has caused for motorists and a plan to find a solution is underway. “We are working with the local city improvement district to ensure that matters such as these are speedily dealt with. This is regularly being monitored to ensure that motorists are not inconvenienced,” Sila says. One of the suggested solutions put forward was to have some of the association members, as well as unemployed youth trained as traffic controllers who would ensure the
free flow of traffic at peak hours. “Another suggestion was to outsource a traffic control company to help with traffic control.” He says interested parties are also looking into contingency plans in case accidents take place. Before the lockdown period, Michelle Beukes made use of Old Paarl Road daily and says she used to spend unnecessary time on the road. “I left home early for work, so I was not affected by it. In the afternoons, however, the heavy congestion around the area was problematic. The Northpine City Improvement District turned down TygerBurger’s request for comment on the issue.

The Tygerberg police cluster recently held a prayer service to commemorate those who passed away in the past year. The special service was held on Friday 2 October at the Tabernacle of Praise Church in Parow. Members from the various police stations in the cluster took time to reflect on the year that has passed and in an emotionally charged atmosphere pay tribute to those who had been called to higher service, says WO Jacques Mostert, police spokesperson. Capt Kevin Williams, Parow police’s communication officer who also served as the programme director, welcomed everyone to the service and opened with a prayer after which the police’s code of conduct was read out by Lt Col Siphokazi Mbambo. The keynote address was delivered by Col Jakobus Marthinus, station commander of the Brackenfell police station. He mentioned that the people attending were blessed to be survivors in a very difficult time. He also thanked the various communities for opening their Lt Col Siphokazi hearts to the poMbambo. lice service and its members. Marthinus said police members take pride in what they do in serving their communities, but that it also takes its toll as members are sometimes called to higher service. Apostle John Gordon, a local clergyman, was invited to share a religious and motivational message. Gordon said the police serve as the watchers on the wall of our communities with the aim to ensure the safety of our nation. He mentioned that police officers should never feel downhearted as the majority of the people in our communities do support the police in what they do. The address was followed by an intercessory prayer session which was led by pastor Juanita Brown from the Love Church in Bellville and the police’s chaplain, pastor Mkhuseli Mdlazi. A candle-lighting ceremony was also held in remembrance of the fallen members with Lt Col Theodore Fischer of the Durbanville police lighting the first one. The second candle was lit by Lt Col Cobus van Dyk of the Parow police and the third and last candle by Coonell Trevor Smit of the Kraaifontein police – all police stations that had lost officials during the past year.

First competition since lockdown: Overberg Goju-Kai and Shihan Francois du Plessis hosted their first competition since the start of lockdown at the end of September. “This was a kata-only competition as we were not allowed to have kumite (fighting) due to no contact being allowed. Despite having to observe the Covid-19 regulations of parents being unable to watch, or having to restrict numbers in the hall at any given time, or the fact the competitors had to maintain social distancing and most of all they had to wear masks at all times, the day was a huge success,” says administrator Diane de Kock. Competitors received participation certificates and medals.

he FNB Run Your City Series (RYCS) Heritage Day Virtual Run’s 11 charities received a total of R121 747 – compliments of the runners who took part in the inaugural event on National Heritage Day. The 11 charities that benefitted from the donations are: The Cape of Good Hope SPCA, Die Burger Kinderfonds, help2read, Cotlands, Durban & Coast SPCA, TREE, LIV Village, iThemba Lethu, Johannesburg SPCA, Johannesburg Heritage Foundation and Reach For A Dream Foundation. “It means the world to us to be part of an event that reminds all South Africans that we are unified by the things that we love, even if we differ culturally,” says Belinda

FEDERATIONS: RECEIVE FUNDS FOR SAFE RETURN TO ACTION

ports clubs and federations in the Western Cape will be able to safely resume their activities following an investment of R6 356 450 by the Western Cape department of cultural affairs and sport (DCAS), with more than R2.3 million to be distributed across the Cape Metropole. “With sport and recreation already resumed across the country, under protocols as per the regulations, the allocated appropriation will be used to fund events, competition and education. Empowering our affiliated federations and clubs with the financial support needed to again administer, develop and host capacity-building workshops will indeed assist in forging our new norm in the sector,” says spokesperson Stacey McLean. The funding allocation was marked by socially distanced cheque handover ceremonies across the province in all six districts over the past month, in which provincial minister, Anroux Marais, presented funds to the respective sports councils and affiliat-
ed federations. At the ceremonial handovers, Dr Lyndon Bouah, chief director for sport and recreation, elaborated on the importance of sport to the communities and economy of the Western Cape. “With the Olympic and Paralympic Games coming up next year, many of our national athletes reside in the Western Cape and they need to be supported. Therefore, we need to have ad hoc funding available to support professional athletes and federations to host their events to increase the provincial talent pool. Our communities also need role models to whom they can aspire. They need to know that athletes coming from the streets of the Western Cape have the ability to go to the World Championships or Olympic Games,” he said. Marais foregrounded the constrained fiscal environment in which the sector currently finds itself and at the handovers ex-
plained, “Economically, the sector has suffered with many events having been cancelled. Approximately 30 events across the province have been cancelled, inclusive of conditional grants and federation funded events. “Provincial major sporting events, which boost our local economies, have also been severely impacted as events such as the Two Oceans Marathon and now also the Cape Town HSBC Sevens Tournament to name a few, have had to be cancelled. Provincial Trials for the Winter Games, Indigenous Games, Golden Games and leagues and festival support for club development have also been adversely impacted as these events will also not be taking place this year as scheduled. However, despite it all, over the last months we have been through so much. We have changed the way we live, how we say hello and even how we sport and practice recreation.
“As many restrictions have now been relaxed and as we head into the recovery phase, we can now safely move forward in the Western Cape and get to work as the task ahead of us is great, but together, we will overcome the many challenges with which we are now faced, as we have time and again in this sector.” The Case For Sport, a study undertaken by DCAS and the University of the Western Cape’s Interdisciplinary Centre of Excellence for Sport, Science and Development shows that sport contributes R8.8 billion to the Western Cape’s gross domestic product and also supports 60 000 jobs in the province. By transferring the equitable share funds, it is hoped that federations and affiliated clubs are able to commence some of their very significant activities in the communities they serve because while we are to be physically distanced, in the Western Cape, we are still socially connected through sport and recreation and ready to safely move forward.
