report from the provincial education department has cleared Brackenfell High School from alleged racism over a private matric function organised by parents at the school. The school had denied allegations from the onset. In a statement to the media on Monday 7 December, education minister DebbieSchäfer said she had received a report on the investigation. “The facts that have been ascertained, corroborate the initial reports that this was a private function,” she said. The report found the following: On 11 September, the school sent a letter to parents, advising them that the school’s matric farewell had been cancelled, because of an instruction from the education department. Subsequently, a parent of one of the learners then decided to arrange a function for her daughter and some of her friends, as she wanted to do something special for her following the cancellation of the school’s farewell. The event was arranged at a private venue (a wine farm) for 17 October. Tickets cost R500 each. “I have seen the invitation, and there is no reference to the school at all. “It specified that it was limited to 100 people, after the venue advised that they could increase the number of attendees from 50 to 100 because of the relaxation of Covid regulations,” says Schäfer. It was further established that the invitation was widely circulated, via WhatsApp
groups. “The parent asked class representatives to circulate it to their class WhatsApp groups, and the principal has confirmed with them that they did so. The invitation was also posted on the parent organiser’s Facebook page, so was open to people outside Brackenfell High as well. As a result, there were 42 learners from Brackenfell High School and 30 from other surrounding schools who attended,” she says. Furthermore, a separate WhatsApp group was started for those who had replied that they wished to attend. “This would explain the allegations of some who claim to have been excluded from a WhatsApp group,” says Schäfer. Allegations were also made publicly that the head girl did not attend “because no learners of colour were attending”. According to the report, both the head girl and head boy were invited but did not attend, as they had other plans on that day and were organising their own farewell functions. The statement found that the four teachers that were invited in their personal capacities, had close personal links to the organising parent, hence the invitations. “The school was aware that the event was happening, but the school and the organisers regarded it as a private event. “It was thus not necessary to seek approval of the principal or the SGB. Supervision at the event was strictly maintained by parents only.” V To page 2

Lawyer jailed for compensation fraud NIELEN DE KLERK @nielendk
A
former lawyer from Bellville has been sentenced to 12 years in prison after defrauding the Road Accident Fund (RAF) of R14.8 million. The lawyer, Brian Albertus Baumann (53), was sentenced in the Bellville Commercial Crimes Court last week after he helped himself to RAF payouts due to his clients. According to Eric Ntabazalila, spokesperson of the National Prosecuting Authority (NPA), Baumann used most of the funds for his gambling addiction. He is a divorced father of three and admitted to receiving psychotherapy for his addiction. As part of a plea agreement, Baumann con-

fessed to 16 counts of fraud. “The court ordered that an investigation be conducted to determine whether any money or assets can be confiscated from the benefits of the 53-year-old Bellville attorney,” he said in a statement. “The court has also ordered the state and the defence to submit heads of argument on 27 September 2021 and that a confiscation hearing be heard on 15 October 2021.” He was arrested on 13 February this year following an investigation by the Hawks, after committing the crimes between January 2018 and December 2019. He admitted to the court that he was obliged to open and hold a trust account for his practice. “He confessed that he received more than R24.4m on behalf of his clients from the RAF
but he only paid his clients R6.7m and unlawfully pocketed R14.8m for himself.” The prosecutor, Advocate Siphokazi Makanda, told the court that Baumann failed to pay the money from his trust account to his clients or paid them less than was due. “The accused’s actions have undermined the image and integrity of the legal profession and he has shown the worst form of disregard for the rule of law. “He mercilessly defrauded his clients who had suffered severe bodily injuries and were handsomely compensated by the RAF to enable them to apply the necessary measures to improve their quality of life post the road accidents they were subjected to,” she said. “He continued with his criminal actions against his clients even after charges were laid against him, proving total lack of re-
morse for his actions,” she argued. Ntabazalila said the State, in consultation with the Asset Forfeiture Unit, “applied for the confiscation order of the accused assets and probe”. Baumann was ordered to submit a statement that will help assist the court in making a decision. “On 20 August 2021, the applicant must dispute the correctness of the statement made by the accused. The applicant and the accused must notify any person or persons who may have interests in the identified assets or properties that are likely to be confiscated to make representations to the court within seven days of them being notified.” The hearing will be on 15 October 2021. Zinzi Hani, spokesperson for the Hawks, confirmed the events.
Motorhandelaar in Bellville tronk toe NIELEN DE KLERK @nielendk ’n Bellvillese handelaar in gebruikte voertuie is verlede week 18 jaar tronkstraf vir bedrog en geldwassery opgelê.

It is thus clear that this was a private event that was organised by parents of learners, who were disappointed that the formal school farewell had been cancelled. The fact that people from other schools attended, shows that it was not a “school event”. It was not held on school property, as has been widely reported, despite repeated corrections. Confusion followed the school’s media service provider, who was asked to take photos at the event, erroneously uploaded images from the event on the school’s website, resulting in other parents raising objections. However, the school did not give permission for this to be done, and the photos were removed. Schäfer stated that there is no evidence that people were excluded based on their race.
“There are also no grounds to take action against teachers who attended the private event. The above notwithstanding, this incident has highlighted other incidents of racial tensions at the school. The school has freely acknowledged that and has already taken action to address the issue.” A diversity committee had already been formed in June this year after allegations of racist behaviour by some individuals. Schäfer says its activities were interrupted because of Covid-19, but will now be fast-tracked. Based on the committee’s findings the SGB will consider whether a policy needs to be adopted to address issues. In addition to this, the district will also arrange a series of diversity workshops facilitated by the Institute for Justice and Reconciliation, for all the staff at the school.

Illustreerder stap ompad na wenpad ESMÉ ERASMUS
’n
En in dieselfde tyd IT gedoen,” sê hy laggend. Onthou, in daardie jare was digitale werk ’n nuwerige ding,” sê hy.

New furniture DC for Brackenfell DESIRÉE RORKE @dezzierorke
T
rusted furniture store Tafelberg Furnishers has just turned the sod at a new construction site in Brackenfell Industrial where its brand-new distribution centre and warehouse is being constructed. The R190 million project in partnership with VDMV Property Group will provide 225 employment opportunities and service customers in the Cape Peninsula and Boland districts. The bulk of the earthworks is currently underway with completion of construction and civil works anticipated for October 2021. “We are very excited about this project, and trust that we shall be able to serve our customers even better when it comes to deliveries, distribution and turn-around time in all areas of the Cape Peninsula and Boland,” says Tafelberg Furnisher’s CEO, Riaan Lamprecht. Phillips and Associates Architects in Paarl were contracted to design this centre.
“They designed a practical, aesthetically pleasing structure with a dome shaped roof. The architecture comprises an equilibrium of concrete, steel and traditional construction methods. The facades are a combination of brickwork and IBR sheeting,” says Lamprecht. He says they had to step the site into two level platforms to maximize efficiency. According to the plans, the warehouse and offices will amount to 11 500m² with a stateof-the-art fire protection system and LED lighting in the building. “This all makes a far more efficient and effective warehousing and distribution system. “We really endeavour to have this centre be of world-class standard, once it opens its doors in February 2022, and trust that our customers, as well as our warehousing staff members will experience it as such.” With a 57-year track record in the Western Cape Tafelberg Furnishers is a leading furniture and appliance retailer, and now also has a branch in Roodepoort, Gauteng and in Umhlanga, KZN.
At the sod-turning ceremony from left are Gary Luyt and Tyrone Kleinjan from VDMV Property Group; and Roux van Zyl, Stefan Heil, Erich Heil, Riaan Lamprecht and Francois Willemse, all from Tafelberg Furnishers.

“My laaste skildery was van ’n tier.
Kuns is vir my baie, baie lekker,” sê sy.

Sommige pasiënte was reeds sterwend.

Fair Cape raises funds with annual golf day Much-needed funds for its social welfare projects were raised with the annual golf day of Fair Cape Cares Foundation. The golf day was held on Friday 20 November at the Durbanville Golf Club and is a highlight on the social calendar for all involved. Ongoing beneficiaries of the foundation include Durbanville Children’s Home, the Atlantic Hope Sanctuary for Abandoned Babies, and the Saartjie Baartman Centre for Women and Children. This year, to help counter the economic devastation brought on by the Covid-19 lockdown, the foundation has also partnered with Cape Talk twice to donate a total of R600 000 worth of dairy products
to feeding schemes in the Cape Town area. Joel Serman, a trustee of Fair Cape Cares Foundation, says “doing the right thing” is a fundamental driving force of Fair Cape Dairies with social welfare being one of its brand pillars. “The foundation was established to raise and disburse funds to ensure the future sustainability of its beneficiary organisations. It is extremely rewarding to play a role to add social value to these communities and the various fundraising events that we host every year are what make our welfare projects possible. We sincerely thank all participants for their contributions toward these causes,” Serman says.

. Vermy alle alkohol en hou jou risiko so klein as moontlik. . Besluit vooraf dat jy nie by gesellighede alkohol of dwelms gaan gebruik nie. As jy kan, vat jou eie waterbottel of glas vol koeldrank. – Clyde Schroeder (maatskaplike werker by Ramot Rehabilitasiesentrum in Parow).

Vehicles a concern for years D’Urbanvale and surrounding immediate areas have a major issue which has been ongoing for years. D’Urbanvale is used as a thoroughfare and a racetrack (council has known about this issue for years). We are subject to road hogs pervading our areas. These are individuals who drive/ride high-powered vehicles through D’Urbanvale and along Vissershok Road. Vehicles entering or exiting D’Urbanvale proceed at break-neck speed. Heavy trucks continue to drive along Mosselbankriver as a through road. Is it justified that vehicles (cars and motorcycles) race to the first circle on Vissershok Road at high speed? High revving, back throttle, etcetera. This is besides the fact there is a school right at the circle. I know there are people that have issues and have not quite moved from adolescence to adults. As an example, (Saturday at 11:45) a red Jeep (powerful motor) approached the Vissershok circle turned left into Vissershok towards Durbanville and proceeded at break-neck speed. This is a minute example as this happens multiple times a day. In fact, this abuse also pertains to vehicles turning right towards the N7. Quite frankly, the residents of this area are gatvol of the constant abuse. To the Road Hogs, you have absolutely no respect and no regard for residents who have to keep enduring the abuse. If you have any personal issues, get help. EXTREMELY IRATE RESIDENT D’Urbanvale
Get vagrants off Goodwood streets In the TygerBurger of 25 November, the Goodwood Neigbourhood Watch chair Leona van Wyk said that there are only 25 true vagrants in Goodwood (“Shortage of patrollers”). Lady, I do not know where you live but it is definitely not in Goodwood. Here are literally hundreds of people living in and around Goodwood and they are sleeping and putting up their tents and makeshifts everywhere, even in front of the fire station across the street from me. I have asked time and again when this subject was brought on the cards – the question of ablution facilities for this people – but it is being avoided all the time. In front of the OK Bazaar in Hugo Street is a squatter camp, in Boulevard Street is one, next to Shoprite in Voortrekker Road there is one and how many other places. People urinate everywhere they go and do not even care if anyone sees them. People must walk there. The latest is now that they keep dogs, even on chains, or rather wires, where they squat. Calling the SPCA, I was told that they eat better then the squatters themselves. Food was not the point, if you are homeless you cannot keep animals. If I want to adopt a dog or cat there is an inspection to see how big my yard is, if I have a proper place for the animal to sleep, as a matter of fact they must sleep inside. They must get injections, must be spayed, get a chip and I must pay for them. I am not allowed to walk in the street with my dog without a chain but I am also being told by the SPCA that the dog is only chained when it is peak hour, otherwise they are loose. And the people who give them food are not
necessarily Goodwood people. There is a car who comes every day and gives out bread and clothes to the people living along Boulevard and behind the Roman Catholic church on Giel Basson. That bread and clothes ends up everywhere on the streets because they are not interested in it. They want money that the government now so generously handed out to them every month although they have never worked before, come to your house to beg but never asked for work. They are abusive, drunk, fights, uses foul language – not even to talk about the litter. Get them off our streets or do you want to show the tourists who drive along the streets in the open-air bus how third-world we really are. The City of Cape Town wants tourists. First clean up your city then you invite people, that’s how we do it in our houses, not so? DISGUSTED CITIZEN Richmond Estate
Questions raised on private function Willem De Haan’s letter (“Too easy to step on a racial toe” TygerBurger, 2 December) refers. His simplistic approach to this very contentious matter, requires further comment. The arrangement of a matric farewell falls under the auspices and is the responsibility of the school and its governing body and not any private person(s). There are laws and regulations governing schools and their control boards. As such, a school has an inherent responsibility of control and responsibility at these events which must be complied with and not delegated to whoever. A school which wishes to “subcontract” the arrange-
ments of the event, cannot be faulted as long as the subcontractor abides by official rules and regulations of the school. If it is a multiracial school, events must ipso facto reflect the multi-racialism nature of the school which is naturally reflected in sporting and all other activities of such school. Why on earth would the culmination of 12 years of study in a multiracial environment, require a separatistic approach to the farewell? Granted, private parties may be arranged according to the freedom of association clause as contained in the country’s Constitution, but I think the relevant question to be asked here is why was anybody allowed to arrange a private function while it is the schools responsibility to arrange the function. Willem, methinks you are tending to be a bit too forgiving in this instance.

Trucks block business entrances DESIRÉE RORKE @dezzierorke Frustrated business owners in Kraaifontein Industria is at their wits end having their streets and business entrances blocked by a convoy of trucks on a daily basis. Out of sheer desperation some have even threatened to take the law into their own hands if things don’t improve soon. Streets worse affected are Acacia and Assegaai streets and Industrial Road. “Trucks pull in here from the N1 to use the diesel depot at the end of the road to fill up and often use it as overnight stop,” says local business owner Hannes Rheeder. “Dozens of trucks cue up to line the nar-
row streets daily. Truck drivers stop anywhere, park illegally and even overnight in their parked trucks. “During the day the entrances to our businesses are blocked. Our clients can’t get in, we can’t get out, it’s a nightmare,” says Rheeder. He says things will have to change sooner rather than later before irate citizens find themselves in conflict situations with truck drivers. “We simply cannot work like this. We lose time and we lose income. It is untenable. “We have reported it to traffic services nearly on a weekly basis, but enforcement is not successful. At one point the City painted a red line on the side of the road where
trucks parked, but nothing changed,” he says. Also, according to business owners traffic enforcement is scarce in the area, with the result of the truck drivers not complying. The City of Cape Town’s traffic service on Friday stated that they will investigate this matter to determine what, if any, other longterm workable solutions are possible to address this issue. “In terms of enforcement, the department is unable to conduct ongoing monitoring and enforcement, given the many demands on its resources across the metropole,” says spokesperson Maxine Bezuidenhout. Ironically it was the same business community that had to cough up cash a few

In terms of this bylaw, which according to business owners has never been enforced in their area, they were notified to take off their outdoor signs, remake it at extra costs and reapply to have it erected again with two additional municipal fees. “If not, we faced a R10 000 fine. City obtains interdict against land invaders DESIRÉE RORKE @dezzierorke
T
he City of Cape Town will be using loudhailers moving through the area, to inform illegal land invaders to stay off the land earmarked for the MaroelaSouth housing project in Kraaifontein, as ordered by the Western Cape High Court. A case for the interdict was heard on 6 November, with a return date of 1 December for the order to be made final. The order is not purposed as an eviction order, but rather to prevent any further illegal land invasions on the land that could provide 570 new houses. The order states that no one may vandalise or illegally put up shacks on the land, and unoccupied shacks will be removed along with building materials. Malusi Booi, the City’s Mayco member for human settlements, says there are no structures on this site as yet. “The order is an interdict which is in line with the City’s preventative stance in its efforts to prevent the illegal occupation of land and protect its project, programmes and services for its communities.” Furthermore, according to Booi, the court order is not subject to the state of disaster or lockdown provisions. As for the loud hailing exercise, Booi says there is no predetermined date planned at this time. “Should the order need to be enforced, such will be done by the Sheriff of the Court with the assistance of the police,” he says. The City can’t yet give clarity on when actual brick and mortar houses will be built for the R63 million housing project that has been on the drawing board since 2015. According to Booi the reason for this is an ongoing dispute between the City and Kraaifontein community members. “The current dispute concerns the allocation (of funds) for this project and the
project will only proceed once clarity has been gained. “It is not possible to say when this would be. As always, it is the City’s desire to start and complete its projects in the fastest possible time frame as it is in the best interest of all. We hope the matter will be resolved as soon as possible.” The dispute follows massive illegal land invasion on the site in August, which in turn resulted in violent protests, that spilled over into Brackenfell, causing much distress among residents. Residents in the surrounding suburbs of Kraaifontein and Brackenfell were nervous when violent protests emanating from evictions on the land spilled over onto main roads, coming dangerously close to the suburbs. During these protests the Tygerberg Oval Race Way was destroyed. Following this destruction Booi in October said that City funds set aside for the housing project would be reallocated to another ward. Residents of Kraaifontein urged him not to scrap the project, giving rise to the aforesaid dispute. In July 2020, just in the Bloekombos area of Kraaifontein alone, the City removed 21 500 pegs which are used to plot out sites for illegal occupation as well as 4 500 vacant structures, this according to what Booi wrote in PoliticsWeb on 7 August. In a statement to TygerBurger he said the City will be guided by the police to keep law and order, should the situation become volatile. “As always, the City monitors all Cityowned land, projects and programmes in an effort to prevent the unlawful occupation of its sites and projects”. Anonymous unlawful occupation tip-offs can be made by calling 112 from a cellphone (toll-free) and 107 from a landline or 021 480 7700 for emergencies.
Boy suspended after search THABANG KUAHO @thab_journo A Kraaifontein father expressed his concern on how learners are treated at schools after his son was allegedly assaulted by policemen conducting a drug search at Northpine Technical High School last week. Tanweer Hassan says he was at work when he received a phone call from his wife informing him of his Grade 11 son’s alleged assault on Wednesday 25 November. After several phone calls to the school and being told that no such thing had happened, Hassan says he found his son with what looked like punching marks on his face. “The school still maintained that my son was not assaulted and was merely searched for drugs,” he says. “What angers more is that I was not let know of any of this by the school.” Hassan’s wife was informed by a family friend of what had happened and she
decided to call her husband. Enquiring about what happened, Hassan was told that his son had refused to be searched for drugs during a mandatory scheduled search and assured that no assault had taken place. Director of communications at the provincial education department Millicent Merton confirms that the police conducted a search operation at the school. “All the learners cooperated except one learner who reportedly used vulgar language and resisted attempts to frisk him,” Merton says. “When two of his classmates suggested that he should calm down, he reportedly kicked one of them.” Because of his behaviour, she further says it was suggested that he undergo a drug test. “He refused to have the drug test done and was suspended pending the school receiving the results of a private drug test. “The learner is allowed to write his tests while suspended.”
Book sales resume at Bellville library The popular book sales of the Friends of Bellville Library can finally resume, with nice finds and holiday reads at bargain prices. Funds needed for centre in D’ville ESMÉ ERASMUS
T
hey say it takes a village to raise a child, but by buying a brick for R200 the whole community of Durbanville and surrounds can take part in “raising” the vulnerable children in Fisantekraal. The Father’s Heart Community Development, an orphan and vulnerable child care organisation working in the community of Fisantekraal since early 2019, wants to buy a piece of land of 6 000 m² in Boabab Street from Garden Cities to build a multi-purpose community centre. They have already managed to raise R250 000, thanks to generous donations, of the R500 000 needed to buy the land. By selling bricks at R200 in a competition with grand prizes they hope to raise the outstanding R250 000. According to Jill Carolisse, co-founder and chief executive officer (CEO) of The Father’s Heart Community Development, they urgently need more space to accommodate all the children. The organisation, which currently leases premises in Fisantekraal, offers support and parent training to the foster mothers of about 25 children in Fisantekraal, an afterschool service to children, as well as a mentorship programme to about 40 young boys. “We have to run the mentorship programme on the streets in Fisantekraal, because the space at our current premises is limited,” she says. “Currently we have 28 children in our afterschool programme – 25 of whom are from foster families and seven foster mothers we work with. “There is an eighth mother we are assisting, but her children haven’t formally been contracted in on our programmes as yet as we cannot accommodate her five children at our premises due to Covid-19 regulations,” she says.
Children are assisted with their homework in the afterschool centre. The organisation also offers a leadership programme for adults and teens. “About 50 people have benefited from this so far,” she says. For a boy (13), who joined the programme earlier this year, it has been life-changing. “He has never been to school, but has such a hunger for learning. Our tutors started working with him and within a day or two he was writing his name and has now started writing sentences and is learning to read. “The absolute joy on his face when he first wrote his name was indescribable,” Carolisse says. “We also provided him with books and resources to practise at home. He is always the first child there in the afternoon, and has become my husband’s little assistant. It has
been amazing to see his confidence grow, his aggression with the world recede – anger is often a result of the trauma they experience – and the respectful way in which he now engages with girls,” she says. “Currently, we are having to turn children away because we just don’t have the space to accommodate them. “Our soccer programme is growing every week, but there are no facilities in Fisantekraal, so we’re forced to play on the ground outside our offices,” she says. The organisation already has prominent corporate companies involved in the project. “We have well established architects and quantity surveyors who are providing their skills pro bono. Among them is Power Con-
struction, which will build the centre,” she says. “We also have the backing of one of the largest brands in South Africa to help us get all the materials for the building donated, and other trusts, foundations and investors both here and abroad who are invested in the project,” she says. “It’s a very frustrating situation because we have everything in place, we just need more space!” The organisation started fundraising for the land at the beginning of the year, but due to the Covid-19 pandemic all funds went to food aid projects. To raise the outstanding R250 000 for the land, they are now presenting a “Buy a Brick” competition. If you purchase one brick at the cost of R200, your name will be entered into a draw to win fabulous, sponsored prizes. The first prize is an Apple watch, the second prize is R5 000 cash and the third prize is R2 500 cash. The live draw will take place on 22 December. “Any corporates or foundations or organisations that would like to partner with us outside of the competition, we are PBO certified and so able to issue 18A certificates for any donation made,” Carolisse says. “So this Christmas, please consider purchasing a brick for just R200 and giving a gift to the thousands of orphaned and vulnerable children of Fisantekraal – the gift of a brighter future that will keep on giving for many generations to come,” she urges. To purchase a brick at R200, you can visit the website to pay via Snapscan or on Paypal options. rtscape and the Cape Town Philharmonic Orchestra (CPO), with the support of the City of Cape Town, have ensured the 49th Western Cape Youth Music Festival will be celebrated this year. This annual event is a highlight of the classical music calendar and gives young, exceptionally talented instrumentalists and singers the opportunity of performing with an orchestra on a professional stage. As it was not possible to have live auditions, musicians were invited to submit online videos of the work they would play at the concert. The criteria were that they are bona fide music students, performed at a very high standard, and were resident or studying music in the Western Cape. Nine extraordinarily talented musicians were selected to perform with the CPO, conducted by Brandon Phillips. The concert is approximately 80 minutes long and has been recorded for Artscape’s YouTube channel and Fine Music Radio (FMR). In preparation for the recording, the

Sassa confirms office had to close due to Covid-19 RICHARD ROBERTS @richardjohn_rj The South African Social Security Agency (Sassa) recently confirmed that it had to close its office’s doors in Bellville after a reported confirmed case of Covid-19. The office had to close its doors on Friday 13 November. Edgemead resident Steven Taylor who visited the offices on the day complained about the poor service he and others apparently had to endure at the hands of staff at the specific offices. “What I witnessed on Friday at Sassa in Bellville is the most undemocratic thing I have seen in this country. “I was there just after 08:00 and when I got there I found people standing outside. When I went to the front door I had the door slammed in my face by the security guard. I told him that I have an appointment, but he was very aggressive towards me and told me ‘no, he is not letting anyone in’. “A few minutes after that a team leader came out with four security guards telling people to go home, that there had been a case of Covid-19. He was very rude to the people, with many sitting outside for hours and travelling far to be there, just to be told to come back another day. “If there was a Covid-19 case, why were staff casually leaving to go home? Should the health department not be called in to evaluate the situation to do tests in order to decide who can go home and who must be quarantined? Everyone just went home like nothing happened,” Taylor wrote in an email. The Sassa offices are located in Mazzur Road, Bellville. Sassa confirmed that it is
aware of the closure at its Bellville offices on that day due to a confirmed Covid-19 case. “In line with occupational health and safety standards as well as stipulated Covid-19 hygiene protocols for all work places, if a case of Covid-19 is identified, the premises is immediately closed for sanitising and staff must evacuate the premises for this process. “We do understand the inconvenience to clients when any Sassa contact point is closed for sanitising. Clients must be redirected to alternate Sassa contact points of their choice,” Shivani Wahab, director: marketing and communications, explained. The issue of security guards at the Sassa Bellville office treating clients unprofessionally is not acceptable and the matter has been directed to the district senior manager at the Bellville office to address as a matter of priority, Wahab added. “Covid-19 and the lockdown have created a myriad of operational challenges. Service disruptions are bound to occur, especially with the exponential rise of Covid-19 positive cases in the province recently. Sassa however remains committed to serving all clients to the best of our ability. We work with an appointment system to mitigate any overcrowding and long queues at contact points. We would like to encourage clients who have enquiries to rather use the Sassa call centre as a platform, and not physically access a contact point unless they have an appointment or have to finalise a new social grant application,” Wahab says. V Call the Sassa Western Cape call centre on 021 469 0235.

brand new health centre exclusively aimed at serving men, has recently opened its doors in Cape Town. The Metro Men’s Health Centre was officially opened on Monday 30 November at the Karl Bremer Hospital. The facility, the first of its kind in Cape Town, aims to empower boys and men to lead healthy lives and will be a one-stop shop for wellness and chronic conditions screenings, HIV prevention interventions, treating sexually transmitted diseases, and offering medical male circumcision, the Western Cape health department says. Dr Saadiq Kariem, chief of operations at the department, has encouraged men to put their health first, emphasising the importance of men’s health and its impact on society. “I really want to appeal to all men to prioritise their health. I encourage all men to make use of this facility. It is open to all men, as well as young men. You are all welcome to make use of this facility.” Boys who are aged 15 to 18 years can also access the facility, but they will need a
guardian to accompany them. Juanita Arendse, northern Tygerberg health services director, has welcomed families and men from around the city to make use of the men’s health centre based in Bellville. “This project was birthed in the northern Tygerberg sub-structure, but we recognise the broader need and will be serving men from anywhere in the metro, that is why we have named it the Metro Men’s Health Centre,” Arendse says. Some of the services offered at no cost include health education and promotion; wellness screening; chronic disease screening; voluntary medical male circumcision and aftercare treatment; HIV counselling and testing; condom education and distribution, as well as STI treatment and education. Health workers cheered-up: A total of 250 supporting kits were donated to Tygerberg Hospital recently. The donation was carried out by the World Mission Society Church of God and the Young Adults Workers volunteer group who runs a Heart to Heart Campaign. The donation was made on Thursday 3 December. The kits contain snacks and hand written letters with uplifting messages on it. This is to help the medical workers cope through the Covid-19 pandemic.

When noise becomes a factor A
certain level of noise is an inescapable part of urban and suburban living and residents accept that they will regularly be subjected to numerous noise sources of various levels, including traffic, taxis, construction work and, quite often, their neighbours. “In recent years the level of noise has been exacerbated by the ongoing densification in cities, especially in the suburbs where new residential properties are being built and commercial centres expanded to meet growing demand,” says Yael Geffen, CEO of Lew Geffen Sotheby’s International Realty. “Not only are the sounds of construction more commonplace, but properties are becoming smaller with more people living together in closer proximity in apartment blocks and gated communities which intensifies the level of peripheral sound that we have to endure daily. “However, there is a point where noise can reach an unacceptable level and, whilst there is little we can do about the constant thrum of traffic, we do have recourse when noise becomes unnecessarily intrusive and impacts on our right to enjoy
the ordinary comfort and convenience of our homes.” Eduan Milner of Eduan Milner Attorneys, Notaries and Conveyancers says there is more sensitivity and awareness regarding the negative impact of noise that exceeds specified levels and municipal by-laws and environment legislation include provisions for dealing with noise regulation contravention. “However, it should be noted that South African law makes a distinction between disturbing noise and noise nuisance. “The first is objective and is defined as a scientifically measurable noise level such as a loud party where music is played at midnight at a volume where the lyrics are audible to neighbours, while the latter is a subjective measure and is defined as any noise that disturbs or impairs the convenience or peace of any person like the incessant barking of a neighbour’s dog.” Both are illegal in terms of the Environ-
ment Conservation Act but, while the first is usually handled with a call to the police, the latter is not always as simple. “In order to show that a noise nuisance exists, a reasonable person must find a certain noise intolerable or seriously affecting his enjoyment of his property and it may come down to a court applying a test of objective reasonableness,” Milner says. “In residential areas, the enforcement is by the local authority and there are various penalties provided it is shown that the noise actually exceeds acceptable levels. “Generally the ‘guilty party’ will be asked to desist from making the noise and if he fails to do so, further steps can be taken such as fines issued by the authorities or an action brought to court by the complainant.” This final step, however, should be carefully considered and complainants must ensure they have all their ducks in a row as payment for the costs usually depends

on the outcome with the courts ordering the unsuccessful party to settle the costs. Geffen adds that people should also be cognisant of any new zoning regulations which may have been passed, especially if they are considering buying residential property in a mixed-use area. “It is always best to be forewarned as to what is permitted in an area where you are looking to purchase property and to decide whether or not your needs and lifestyle could be impacted. “If you like to be asleep by 21:00 every night and value peace and tranquillity then buying a home in vibrant suburbs like Cape Town’s De Waterkant or the heart of Rosebank in Johannesburg is probably not a good idea. It is also wise to look into an area’s subdivision and development laws and the prevalence of development in that suburb if living next to a building site for a year would drive you crazy. “However, if investors love a property but are unsure about the proximity of businesses, they must ask a local estate agent who will be able to enlighten them about the general tone of an area and what noise levels can be expected.”

Durbanville Majorette Club in full regalia during competition. The club was established in 2018.
MAJORETTES: BASE NOW IN KRAAIFONTEIN
New home for club EARL HAUPT @earlhaupt
W
ith almost all of 2020 being blighted by the Covid-19 pandemic, group activities have found it more challenging to stay active, let alone resume activity. However, a group of mothers in and around the northern suburbs are determined not to only keep the sport of drum majorettes alive, but to continue its growth throughout the area. Following its formation in 2018, the Durbanville Majorettes Club (DMC) had the vision to take this sport into the local communities, with athletes being sourced from Aristea Primary School, Fanie Theron Primary, Delft Primary, Gene Louw, Curro Durbanville and Curro Pinehurst. “We aimed to run a low fee, no fee club. We were given access to practise grounds at Curro Durbanville and as they had previously done the sport, they allowed us to use all their equipment and uniforms. We approached all the schools in the northern suburbs,” says chair Yvonne Viljoen. Viljoen recalls their first competitive ye-
ar last year where they placed first in the provincial championships which garnered an invitation to the national championships in Oudtshoorn, placing nineth out of the 18 teams who participated, a remarkable feat, considering the club relies heavily on its corporate sponsors and parents. The upward trend laid the foundation for a promising 2020, however, the global Covid-19 pandemic quickly halted further progress. However, this did not prevent the club from unveiling its new home at Aristea Primary School in Kraaifontein. “I started drummies in my early days in primary school already. It is a sisterhood. We are a family. There was so much I gained from the sport. It entrenched such valuable life skills that I still use today. The importance of teamwork, you are only as good as your team member, navigate around your team members, be cognisant of their needs and emotions as you are all one team. I gained independence. It taught me discipline, time management, to stay focused, to dream big,” adds Viljoen. Viljoen believes drummies is a form of empowerment for young women. “I had always dreamt that one day my daughters
would benefit from the sport and this is one of the reasons I started the club. Every one of the DMC girls is like a daughter to me,” she adds, saying that there has always been a misconception about drummies being a rich girls’ sport. “My vision was to take this sport back to its grassroots. Make it available to all and any young girl in the vicinity who had a desire to be a part of the DMC sisterhood. With a no-fee/low fee strategy, and transport to and from practices and our weekend feeding scheme we were able to make this accessible to all girls.” With drummies allowing anywhere between four and 50 people being able to participate and compete at the same time, DMC have now also broadened their scope by joining a new federation, the Federation of Dance Drill Cheerleading and Majorettes South Africa (FDDCMSA), which also allows transgender and young men to participate. “We practise up to three to four days a week. The girls have to be 110% committed. They have to juggle their academic and drummies and mainstream sporting, we hope to enrich and empower our young girls with these skills to take forth with them into their lives,” says Viljoen.
The South African nine-hour race was held at Killarney on Saturday 5 December. The start, with 51 cars entered, was always going to be a frantic affair, but amazingly there were no coming togethers into the first corner and all made it safely into the early part of the race. PHOTO: COLIN BROWN
