erious crimes such as common assault especially, have increased in both the Parow and Bothasig areas. This according to the latest crime statistics realeased by national police minister Bheki Cele last week. Deon Maneveld of the Parow Community Policing Forum (CPF) told TygerBurger the CPF is meeting with the station commander and neighbourhood watch leaders this week to, among other things, discuss the crime statistics. “However, my interim review of the statistics does leave me concerned about some categories such as murder, which is

40% up,” says Maneveld. A total of 14 murders were committed over the past year, compared to 10 during the previous year. Attempted murder is up 72,7% (eight more than the previous year). This year 19 cases were reported compared to 11 cases last year. Common assault increased by 25 more cases, thus by 11,2%. This year a total of 249 cases were reported, while only 224 cases were reported the previous financial year. Robbery with aggravating circumstances also increased by 5,8%. This past year a total of 441 cases were reported, compared to the 417 reported last year. Sexual offences, however, decreased by 6,3%. A total of 45 cases were reported this

year, compared to 48 last year. “These are alarming statistics and with the increase of unemployment and people not having money, my fear is that this could increase. Whilst drug related crimes are down, we have not nearly addressed the increase drugs, and the problems that go hand in hand with it in Parow. “The task that lies ahead will be to find innovative ways for how to address these challenges with the limited resources at our disposal. This requires a collective approach which includes all role players such as the police, law enforcement, the CPF, neighbourhood watches, security companies, including the community,” says Maneveld. As the stats are analysed, further plans

will be developed to prevent this from increasing even higher, but it will require the cooperation of the police, Maneveld explains. . In Bothasig sexual offence cases went up by 125%. A total of nine cases were reported this year, compared to four last year. Other cases that increased include assault with the intent to do grievous bodily harm (10%), translating into 11 reported cases this year compared to 10 last year; and common assault (20,9%) with 104 cases having been reported this year, compared to 86 cases last year. No murders have been reported in this policing precinct. Attempted murder also remains stable.

Die rowers het toegang tot die huis in Tuscanstraat in Brackenfell-Suid deur die motorhuis verkry. “Ons het om 03:30 wakker geword toe ons iets in die huis hoor,” het Eben van Tonder ná die voorval op sosiale media gesê. Volgens die polisie het Van Tonder gaan ondersoek instel en twee onbekende mans in die gang gesien. “Hulle het met ’n flits in sy gesig geskyn en hom met geweld gedreig,” sê kapt. Erica Crous. “As gevolg van die skerp lig in sy gesig kon hy nie sien of die rowers gewapen was nie,” sê Crous. Die rowers het egter omgedraai en weggehardloop en niemand is beseer tydens die rooftog nie. Geen skote is afgevuur nie. Die rowers het met ’n selfoon, beursie en gereedskapskis weggekom. Van Tonder het die Brackenfell-polisie vir hul blitsvinnige optrede geprys. “Binne minute was die polisie hier met drie voertuie. ’n Speurder was binne ’n uur op die toneel en het my ook ’n uiteensetting gegee van hoe om beter voorbereid te wees,” skryf Van Tonder op sy Facebook-blad. Nog ’n uur later was die forensiese eenheid op die toneel. Die polisie se reaksie was absoluut wêreldklas, sê hy.

hildline Western Cape says it welcomes the 30 year sentence for a grandfather (56) convicted of rape, sexual assault and flashing. The grandfather was sentenced on Thursday 23 July at the Parow Regional Court. Eric Ntabazalila, spokesperson of the National Prosecuting Authority (NPA) says, the victims, two girls, are the perpetrator’s grandchildren. The minors are aged five and nine years. The court convicted the man on all six charges against him. He was sentenced to five years imprisonment for both counts of sexual assault, 20 years for both counts of rape and five years for both counts of flashing, says Ntabazalila. Ricki Fransman, Childline executive director, says as an organisation they are pleased with the outcome of the case and that they commend the state for their efforts in securing a conviction for the offender. “This goes a long way in restoring the faith in the justice system for many who are victims of such heinous crimes, as well as affirming the stand we need to take as a country against the scourge of gender-based violence,” Fransman says. She told TygerBurger that children do not generally or consistently make up stories of sexual abuse and rape as it is not part of their natural development processes. So when they do disclose such offences, as adults, we must listen and affirm them for being brave, says Fransman.

“We must take what they say seriously and report the matter to the police, which is what the parents of these girls did. “A strong family support structure as well as emotional support for both the child and the parents or caregivers are vital in such circumstances.” Fransman says children need to know that when they disclose experiences of this nature, the person that they are disclosing to believes them. “It takes tremendous effort for a child to make such a disclosure, very often for fear of what the possible negative repercussions could be. One never knows if the victim has been groomed by the perpetrator, nor what the threats may have been made to prevent them from disclosing.” Fransman says it is critical to have a relationship that encourages open communication between oneself as parents, or caregivers and the child. “Having a good relationship that allows for open communication with one’s child is the first step in getting children to disclose abuse. “Parents and caregivers should have general discussions with their children about the different body parts as well as the private parts that must always be kept private and covered.” She adds that these conversations can be uncomfortable for the adult, but that the child will get the message – that their parents are open to speaking about awkward topics. “If this is not the relationship that you as parents and caregivers currently have, then

we would encourage you to develop one. Children also need to know that their parents and caregivers have a zero tolerance for gender-based violence,” says Fransman. According to her a child who has been sexually abused will often display behaviour changes that could be a sign that something is not right. “For example, a child who is usually outgoing and chatty may suddenly become withdrawn and quiet, or the child who usually likes to visit a certain place may suddenly be afraid to go there. The child may develop behaviour not formally displayed like wetting the bed or loss of appetite. “While it is normal for children to display one or more of these examples listed at some stage in their life, when you observe a cluster of out of the ordinary behaviour, this should alert the parents or caregivers that the child may have experienced some kind of trauma and counselling may be needed for the child,” explains Fransman. She says parents should create a safe space for their children to disclose what may be bothering them, or arrange for their child to speak with a child counsellor to assist them to work through their experience. They can do this by calling Childline’s crisis line on 0800 055 555. Childline also offers workshops and training to adults, children and professionals with regard to the issue of child sexual abuse. The NPA said it also welcomes the sentencing of the grandfather as it continues its efforts to fight the scourge of gender-based violence and femicide and crimes against women and children.

Spar has teamed up with the Consumer Goods Council of South Africa (CGCSA) and the department of social development to provide food and essential items to thousands of vulnerable people. Distribution centres countrywide are in packing and distributing food parcels to hunger-ravaged communities. Over a three-month period, more than 24 000 parcels of essential foods and personal items amounting to over R12 million will be distributed to communities in need. Spar Western Cape, having co-ordinated the first massive packing logistics, was ready to deliver the first parcels last week. Robert Brink, Spar Western Cape marketing director, says: “This a significant contribution from Spar and hopefully we can consider a longer-term commitment to this. In light of some negative publicity surrounding food parcels going missing, we need to be sure that we are indeed reaching our most vulnerable.”

Abandonment is not the only option THABANG KUAHO @thab_journo Mothers who are unable to take care of their newborn babies need not abandon their infants as there are legal options to safely give their little ones away and let them live. The Children’s Act details different options to mothers who are not able to take care or their babies, explains Joshua Chigome, spokesperson for the provincial social development department. This follows the arrest of a Bloekombos woman, suspected of concealing the birth of her baby. The 26-year-old woman was arrested on Friday 23 July and a murder case against her was subsequently opened for investigation by the Kraaifontein family violence, child protection and sexual offences (FCS) unit. Kraaifontein police spokesperson Capt Hein Hendricks says the woman allegedly gave birth to a baby on Tuesday 14 July before later arriving home without the infant.

A body of a newborn baby was found dumped on vacant land in Old Paarl Road the day after the arrest. “A post mortem to determine the cause of death would be conducted,” Hendricks says. Chigome says various placement options as per the statutory process, include foster care with non-family members, placement in a child and youth care centre or recommendation for adoption. He adds the biological mother goes through extensive counselling on the options available. Chigome says the department does not fund, neither is it involved with any organisation that has baby “drop boxes” where mothers, who are not able to take care of their infants, can leave them in and walk away. “The department funds various nongovernment organisations (NGOs) in the northern suburbs of Cape Town to render child protection services that biological mothers can approach for help.” However, he says, various NGOs run educational programmes for expecting mothers

at healthcare facilities to counsel them on the different options available to them. “The programmes target pregnant women who indicated they do not want their unborn baby. Different options are provided for them to make a more informed choice,” he concluded. In 2017, for the first time since its inception in 2003, Goodwood-based Ubuntu House made newspaper headlines when a woman left her newborn baby at its doorstep. Project leader of the home Naas Vermaak, says the facility has only enough capacity to take in 12 children. “Since 2003 it only happened once at Ubuntu House and should it happen that we find a baby dropped at Ubuntu House, we will immediately have to report it to a social worker and the police,” Vermaak says. He says babies brought into the facility come directly from social services. Milnerton resident to kayak to Brazil KAILIN DANIELS @k10daniels

fter becoming the first and only person to paddle the entire circumference of the South African coastline in 2012, Richard Kohler from Milnerton is training for his next odyssey at a time when self-isolation is the norm. In December this year Kohler will paddle 6 700km unsupported from Cape Town to Brazil, something that no one has ever attempted, all while raising funds for Operation Smile. Sailing the equivalent of three times around the globe as a professional yachtsman, Kohler became the first person to solo kayak around the entire South African

coastline in 2012. “I have been paddling for 20 years and do so at least four times a week, so I can rely on my muscle memory. My solo kayak around the South African coast was in aid of Miles for Smiles. “This was after helping David Grier, founder of the Cipla Miles for Smiles, get paddling fit for him to kayak around SA. Things did not work out so I said I would do it in his place and the rest is history,” Kohler said. He recently completed a gruelling weekend of training for Ocean X by paddling nonstop from the source of the Breede River to the sea, again setting another record having been the only person to achieve this. The heady task saw Richard paddling for

38 hours, clocking up 310km, and was achieved with no sleep and pushing on through the winter cold. Sailing has always been in Kohler’s blood, beginning his journey at the age of six to later sailing at international level, including sailing in the 2007 Americas Cup for South Africa aboard the Shosholoza. He is motivated by raising funds for Operation Smile, and gets to dip his toes into the cold Atlantic Ocean yet again. “Operation Smile changes people’s lives. With a 45 min surgery costing about R5 500 it gives them the confidence to smile broadly,” he said. Having been attacked by a shark during his last mission, his kayak broken in half and all his equipment stolen, Kohler has

learnt the art of never giving up. The remarkable aspect of this journey into the unknown, is the vessel that will carry Kohler all the way to Brazil. An 8m paddling torpedo allows little leeway to move around after 15 hours and 100km of paddling every day, and every single inch of space needs to be utilised for optimal performance and comfort, Kohler said. Asking who will be supporting him during this venture, Kohler said he will be sailing solo. “On the crossing I will be on my own. No support and safety boat or the likes. Everything I need I will have to take with me on my kayak. It would be awesome to get everyone following and getting involved in the project,” he explained.

Fraud in Durbanville on the rise Fraudsters seem to have a field day, conning people out of their money. According to Capt Marchell Rhode, spokesperson of the Durbanville police, there has been an increase in the number of fraud cases reported at the Durbanville police station. A woman from Vierlanden was defrauded of R4.5 million between 27 August last year and 23 July this year by someone who pretended to want to go into a business partnership with her. The suspect communicated with her by WhatsApp and email and convinced her to transfer money to his or her account, Rhode said.

The victim transferred money several times to the account. She became suspicious and reported the case at the Durbanville police station. A case of fraud is being investigated, Rhode said. In the latest fraud incident, a man from Mountainview Road in Durbanville, bought a bicycle on Gumtree. “He made several payments, but never received the bicycle,” Rhode said. “The police warns people to be careful when they do business on the internet or not to just pay money into an unknown account,” he said.

Valuation appeals go virtual ESMÉ ERASMUS @erasmusesme

roperty owners who have objected against the 2018 property valuation, can now appeal if they are not satisfied with the outcome of their municipal valuation. Most property owners recently received the outcome of their objection against their property valuation – more than a year after they have submitted it. The closing date to appeal against this decision is 3 September, leaving little time to prepare. Also, it can take up to 30 days to receive the motivation for the decision, if requested. Thus, most property owners may not have the opportunity to see the motivation for the decision before the deadline for appeals.

The appeals form must be obtained via email to valuationsappeals@capetown.gov.za, but TygerBurger knows of at least one person who did not receive a reply in two weeks. Luthando Tyhalibongo, media manager of the City of Cape Town, said some delays may be experienced due to a recent influx of emails into this email account and the challenges with remote working. “Property owners will not be prejudiced as a result of delayed responses by the valuation department,” he said. “Valuation department staff members have, despite various challenges, effectively responded to more than 7 000 emails since the lockdown started. We endeavour to respond to emails in the shortest time possible,” he said.

Two new independent valuation appeal boards have been appointed by the Western Cape government and agreed on 27 July not to delay the appeal hearings any further. According to Tyhalibongo this will ensure an approach of mitigating the risks associated with the Covid-19 pandemic and so that the consideration of appeals would not be stalled any longer. Arrangements are currently being made to commence with the remote appeal hearings during the last week of August already, she said. An email to property owners who submitted appeals will be sent during the next week to explain the remote appeal hearing processes. Several neighbourhood watches gathered in Monte Vista on Thursday last week to bid farewell to Michael Smith, District Watch area manager. Smith passed away on 25 July.

A special memorial drive was held in Monte Vista last week to honour a well-known member of the local security company District Watch. The drive was arranged by the Monte Vista and Plattekloof Glen neighbourhood watch on Thursday 30 July in conjunction with other neighbourhood watches and District Watch where they paid their final respects to Michael Smith, District Watch area manager. Smith passed away on Saturday 25 July as a result of a sudden heart attack, the company says. Gawie Venter, District Watch sales and marketing manager, says Smith became part of the District Watch team on 7 September 2015 and held a senior position as area manager during his employment. “He was a team leader in Burgundy Estate and assisted with crime trend information, public meetings and served as liaison offi-

cer between District Watch, body corporates and the Burgundy Masters Homeowners Association,” Venter says. Smith was described as an absolute hero and outstanding member of the staff. “Your gentle smile and friendly nature will be missed by us all. Our thoughts and prayers are with your family and friends left behind. We know you will be watching over us from above,” reads part of a message shared by the company. A post on the Edgemead Neighbourhood Watch’s Facebook page reads that the organisation is saddened by Smith’s sudden passing, and that the patrollers and residents have fond memories of him as an armed response officer in their precinct. “He was always cheerful and up for a chat and a laugh. His ready smile and bubbly personality were infectious and he will be sorely missed,” the organisation posted on social media.

Police seek woman who dumped foetus TARRYN-LEIGH SOLOMONS @tarryns07 Bishop Lavis police are yet to track down the mother who dumped her foetus in a bin at a day hospital in Bonteheuwel. The foetus was found in a trauma bathroom at Vanguard Day Hospital on Monday 27 July. According to provincial police spokesperson Mihlali Majikela, the mother is aged between 20 and 25. “Bishop Lavis police are seeking the assistance of the public in locating the whereabouts of a young mother wanted in connection with concealment of birth. It is alleged that on Monday 27 July, at about 06:45, she visited a day hospital located in Candlewood Street, Bonteheuwel, com-

plaining of abdominal pains. “The patient visited a bathroom for some time and left the building afterwards. Later that morning, a foetus was found by staff members inside the trauma bathroom. The suspect is unknown at this stage. She is short in height with short black hair. At the time of the incident, she was wearing beige/brown shorts with long socks and trainers,” said Majikela. The provincial health department spokesperson Maret Lesch confirmed the incident. She advised that those who feel they can’t care for their unborn child or face difficulty during pregnancy should instead seek help. “If an expectant mother feels that she is not in a position to raise her baby or experiences any issues while pregnant,

we encourage her to discuss her options with her healthcare worker.” Bonteheuwel ward councillor, Angus McKenzie, echoed Lesch’s statement: “Every single life is valuable. While I note that there could be many personal reasons as to why would-be mothers resort to dumping their infants, the reality is that people can speak up and request help. “We need to create a space for people who find themselves in these situations to come forward,” said McKenzie. Creative Hope het in Mei en Junie voortgegaan met sy projek om kunssessies aan bejaardes in 11 aftree- en versorgingsoorde in Durbanville, Bellville en Panorama te bied. Kunssessies is net nie meer in lewende lywe aangebied nie, maar groot plastiekhouers met die kunsmateriaal is by die aftreeoorde afgelaai sodat die bejaardes steeds met die projekte kon voortgaan met die hulp van die susters of versorgers aan diens. Penny Jansen van Vuuren, stigter van die projek, het Creative Hope in Augustus 2017 met slegs twee aftreeoorde begin. Voor die nasionale inperking het sy 12 kunssessies per week vir 100 tot 120 bejaardes aangebied. In Julie het Creative Hope egter verder die wind van voor gekry toe bejaardes al meer in isolasie geplaas is. “Groepsessies kon selde plaasvind en daar was voortdurend ’n personeeltekort,” sê Jansen van Vuuren. “Die gemoedstoestand van die bejaardes is baie laag en veral die feit dat hulle nie hul geliefdes kan sien of besoek nie, maak dit net soveel moeiliker. “Die arme susters en versorgers is ook uitgebrand en bekommerd oor die verantwoordelikheid wat hulle moet dra om te voorkom dat ons oumense die virus kry,” sê sy.

Tussendeur het die aftreeoorde ook finansiële druk en moes twee aftreeoorde met altesame 20 deelnemers hul deelname staak. Creative Hope het ook van sy borge verloor. Uit dié mismoed is egter ’n heel nuwe konsep gebore. “Die Here het ’n idee op my hart gelê nadat ’n vrou navraag gedoen het oor die kunssessies vir haar ma, wat nie in ’n aftreeoord woon nie,” sê sy. En só het ’n hele nuwe konsep, Creative Hope Art Box, die lig gesien. “Baie aftreeoorde is ook opgewonde oor die projek vir hul meer onafhanklike inwoners, wat nou nie meer so baie kan rondbeweeg soos tevore nie en ook daarby kan baat vind. “Hulle wil nie meer na aktiwiteitsentrums gaan nie en verkies om hul eie kuns in die gemak van hul woning te beoefen,” sê Jansen van Vuuren. Dala Produkte het ook aan boord gekom en die projek word vandeesmaand van stapel gestuur. Die Creative Hope Art Box sal bestaan uit al die kunsprodukte wat jy benodig om die hele maand se kunsprojekte te kan doen, soos onder meer inkleurkryte, gom en verf. Daar sal vier verskillende kunsprogramme wees. Deelnemers kan ’n maandelikse fooi betaal om daaraan deel te neem. “Ons mag nie opgee nie, waar daar ’n Jesuswil is, is daar ’n Jesusweg,” sê sy. World of sound opens up for toddler after implant surgery For two-year-old Sage Cloete the outlook on life has just become a little “clearer”. This is due to a recent successful cochlear implant surgery which she had undergone at Tygerberg Hospital. The implant enables her to hear sound. A cochlear implant is a small electronic device that can provide sound to people who have significant hearing loss, says Laticia Pienaar, hospital spokesperson. “Sage was born with bilateral profound hearing loss which was diagnosed at the age of 18 months at the Red Cross War Memorial Children’s Hospital. “She was fitted with hearing aids in January which were of little help due to the severity of her hearing loss,” says Pienaar. Sage was then referred to the cochlear implant unit at Tygerberg Hospital where she was found to be a good candidate for implantation. She underwent her surgery on 23 June and she was activated on 9 July. Activation is when the internal component of the cochlear implant system is connected to the external sound processor worn behind the ear by means of audiological programming. Currently Sage is in the mapping and programming stage, which includes weekly mapping Little Sage Cloete after her cochlear implant surgery at sessions for about four weeks. Die MRK vra die Hooggeregshof vir ’n interdik om grondeienaars te verhoed om leë, onbewoonde strukture te verwyder as ’n manier om die eiendom teen besetting te beskerm. Die kommissie vra ook vir die nietigverklaring van alle bestaande hofbevele wat die Stad toestemming gee om spesiﬁeke terreine teen onwettige besetting te beskerm. Dit sal ’n gevaarlike presedent skep en die magte van die Grondwet ver oorskry.

ishop Lavis police are urging motorists who find themselves in a carjacking situation to not resist and rather hand over the keys. This follows after an incident in which a driver and passenger in a stationary vehicle, at the corner of Montreal and Borcherds Quarry Drive in Airport Industria, were approached by two armed men on Monday 27 July. WO Joseph Swartbooi explained that the duo approached the vehicle, held them (motorists) at gunpoint and forced them to open the doors. “The suspects then jumped into the ve-

hicle and drove off in the direction of Nyanga. The driver and passenger were later dropped in Khayelitsha and left stranded. The vehicle was recovered at the corner of Spine and Strandfontein roads. The suspects are unknown and have not been arrested yet. The motive for the attack is robbery.” Swartbooi said carjackings are not common in the Bishop Lavis policing precinct. “There are isolated cases that are being reported. When any motorist finds himself in such a position, our advice is to try not to resist. Suspects in most cases are armed when they approach victims with the intention to rob them of their valuable belongings. Your life is worth more than

a piece of steel that is insured (in most cases). “Motorists travelling in the area should be aware that Robert Sobukwe Drive, Borcherds Quarry, 35th Street, Valhalla and Jakes Gerwel drives are identified as hotspots for different crime patterns. “Motorists are also encouraged to take care and be vigilant when travelling in the area. “We can only appeal that no belongings should be visible in the motor vehicle. Covid stabilises, but unemployment rises DESIRÉE RORKE @dezzierorke

he coronavirus pandemic is showing a decline in some areas of Cape Town and the rest of the Western Cape, while in stark contrast the “unemployment pandemic” is taking root. Premier Alan Winde last week called for urgent talks with national minister of cooperative governance and traditional affairs, Nkosazana Dlamini-Zuma, and minister of health, Dr Zweli Mkhize, about the humanitarian crisis that stares the province in the face due to the impact of regulations on the Western Cape’s economy. The office of the premier on Friday 31 July confirmed they anticipate that almost 240 000 jobs will be lost in the province across all sectors as a result of the pandemic and lockdown. The Cape metro public health system is currently coping with the demands of the pandemic with a total capacity of 71%, for Covid-19 and non-Covid-19 patients, according to Winde. “The health department has been studying a number of indicators available to us, including the positivity rate of Covid-19 tests, the number of new Covid-19 deaths, the number of Covid-19 hospitalisations in both the public and private sector, and the number of infected healthcare workers to ascertain trends in the pandemic,” he said on Tuesday 29 July. This data indicates early, but positive signs that infections are starting to plateau. Winde says businesses still closed, where they can open safely, must be allowed to do so, to mitigate the dire consequences on vulnerable communities in the province. “While this is good news, it does not mean

that we can rest on our laurels. We must keep our curve moving in the right direction, downwards. If we let our foot off the pedal now, and don’t continue to change our behaviour, then we risk new flare-ups and an acceleration of cases in the future. We cannot allow this to happen.” Up until 29 July, the Brackenfell field hospital had admitted 82 patients, of which 65 were discharged, and had no deaths. The Hospital of Hope has admitted 1 366 patients to date. By 29 July there had been 150 discharges, and 77 deaths. The Thusong Centre, Khayelitsha, has admitted 234 patients, with 31 deaths to date. “From the very beginning, I have argued that we should not treat our Covid-19 response as a zero-sum game. We can save lives now and do so in a way that will also save lives in the future. The reality is that we are facing a serious humanitarian crisis in the Western Cape, as tens of thousands of people lose their jobs, and access to income. A job is not a ‘nice-to-have’, it is the difference between putting food on the table and starving,” he said. Discussions to be made are aimed at the adverse effects on major job creation sectors that impact citizens in the province to make a living, according to Winde’s spokesperson, Bianca Capazorio. These, she says, include tourism, the restaurant industry, agri-processing and certain retail sectors which are being affected by the ban on liquor sales. By 30 July the Tygerberg district of Cape Town had recorded a total number of 11 419 positive cases and the northern district 5 364 cases. According to the provincial health Covid-19 dashboard, regions in the northern suburbs of the City that feature in the top-20 list of the highest incidences are, Delft (885), Dunoon (590) and Kuils River (536).

Plans to cap asbestos dumpsite DESIRÉE RORKE @dezzierorke Plans to develop the old asbestos dumpsite in Brackenfell Industria is well underway. When completed the land will boast a new development for industrial use. Engineers appointed to construct the environmental capping of the soil and the civil engineer who will deal with future services such as water, sewage and internal road design, visited the site a fortnight ago. Local company Segway in March acquired shares in Durobrick (Pty) Ltd for an undisclosed amount. Pieter Smith from Segway says the appli-

cation for plans to cap the soil is currently being finalised and consultants are engaging with the national department of environmental affairs over the procedural timeline. “Due to the historic use of the land (as an asbestos factory) we are hoping to have the application dealt with on an urgent basis,” he says. The soil capping process will render the land safe for development by preventing any asbestos fibres being emitted into the air during construction. This R45 million project entails the containment of the asbestos from the surrounding area by specialised material.

The blik skud, as they called the fun-filled event, was a first for the organisation and

they fully enjoyed it. “With the blik skud, we thought we could try and get the community to also help a little bit and, at the same time, to see the faces behind this young initiative,” spokesperson Celeste Mellet says. Mellet says proceeds from this event will go towards buying dry ingredients for food packs that will be given to the families. This idea of fundraising came about when founding members ruled out the traditional way of asking established businesses for donations. “Because all members were already donating ingredients for the food themselves, we thought of including the community.” She says their plans were executed well and what stood out was the enthusiasm and

Two College of Cape Town lecturers “aspire to inspire” others, through education and equality of all citizens. Dr. Charles Mbayi completed his PhD in Mathematics and Mrs. Noreth Muller-Kluits was selected to render an oral presentation at the Social Work Education and Social Development (SWESD) Conference in Rimini, Italy. The oral presentation will be based on her abstract titled: “Social Work and Rehabilitation – ensuring a free and just society inclusive of all persons with disabilities as equal citizens.” The abstract forms part of her current doctoral research study she's currently pursuing. Lecturer graduates with PhD in Mathematics Dr. Charles Mbayi, a lecturer at Pinelands Campus recently graduated with a PhD in Mathematics from the University of Western Cape. His passion for teaching and learning has inspired him to study mathematics. Dr. Mbayi pursued his tertiary education in his home country, the Democratic Republic of Congo. After obtaining his Bachelor’s degree in Statistic Mathematics and spending ten years as a Mathematics lecturer, he relocated to South Africa.

Based on the fun we had, and funds raised, we will definitely be doing another collection.” She says the next one will probably take place in a parking lot of a shopping centre that is yet to be decided. Funds raised during the blik skud were enough to feed the 100 families for a week. “We are so blessed and grateful to everyone who donated, and we know we will grow from strength to strength.” The NPO was started by 10 people who decided to cook and deliver food to, and raise funds for families that do not have much.

“This carried on while we discovered more families that could benefit from this initiative.” When lockdown regulations were eased and some members returned to work Fountain Angels Pantry, now a registered NPO, halted providing cooked food to the families and started providing them with meal packs. “Apart from our own money, we have been surviving on donations from friends and family and had to stretch the funds as far as we possibly could. At the same time, we had to ensure that food packs were as nutritious as they were cost effective.” Food parcels consist of seven different “just add water” meals, which can also be prepared with milk. Lecturer set to render an oral presentation at the SWESD Conference in Italy Mrs. Noreth Muller-Kluits, a lecturer at the Crawford Campus, in the NC(V) Primary Health Department, has her abstract selected for oral presentation at the Social Work Education and Social Development (SWESD) Conference in Rimini, Italy. The abstract is based on “Social Work and Rehabilitation – ensuring a free and just society inclusive of all persons with disabilities as equal citizens” is based on her current doctoral research study she is pursuing. The focus of the oral presentation will demonstrate how social work can contribute to the rehabilitation of persons with disabilities, especially when integrating into society. This conference will be hosted by the International Association of Schools of Social Work (IASSW) and the International Council on Social Welfare (ICSW). The conference planned to take place in June 2020, but due to the global COVID-19 pandemic outbreak was postponed to November 2020. The interest in disability has developed over the years, she has both a personal and professional background in the eld. She has been involved with disability awareness at the college, including in 2018 facilitating an awareness talk hosted by NC(V) Primary Health Level 2 students on the accessibility of Crawford campus which was attended by College Executive. She is currently doing her doctoral degree in social work at Stellenbosch University focusing on experiences of adults with an acquired physical disability on social work support. She enjoys doing qualitative research as it provides participants with the opportunity to share their stories. She hopes to be able to further advocate for persons with disabilities as a minority group that could affect anyone at any time.

Once settled in South Africa, Dr. Mbayi obtained his Master’s degree, Mathematics and Applied Mathematics from the University of the Western Cape. He then joined the academic team at the College of Cape Town, Pinelands Campus as a Mathematics lecturer. Dr. Mbayi uses every opportunity to encourage students to be passionate about Mathematics and the application thereof. “My passion for mathematics grew during my high school career. Solving math problems gives me a real pleasure as it allows for both critical and relative thinking. I remember when I was in high school, I was always good in mathematics than any other subjects. “I enjoy calculations and numbers” said Dr. Mbayi.

Conservation team kills two birds with one stone ESMÉ ERASMUS @erasmusesme

his year the Mosselbank River Conservation Team (MRCT) combined two projects, its Mandela Day clean-up and the launch of Plastic Free July, into one project. The MRCT was started as project by Garden Cities, but has since soared to play a huge environmental role in Greenville. The community initiative is aimed at rehabilitating and maintaining the social, ecological and amenity value of the Mosselbank River corridor in Greenville. More than 150 volunteers collected 143 bags – removing 375.5kg of waste. Plastic Free July is a global movement that helps millions of people to be part of the solution to plastic pollution, “so that we can have cleaner streets, oceans, rivers and beautiful communities”, says Danielle Cronje, environmental officer of Garden Cities. “By joining the challenge, you commit to cutting your single-use plastic items by refusing the use of straws, plastic cutlery, bags and replacing them with alternatives such as metal straws and material bags,” she says. The MRCT brainstormed and wondered how they could incorporate this challenge into the Greenville and Fisantekraal community. “We then approached two local women in the community to assist us with crafting material bags that we would then hand out to the children to paint on and personalise it – thereby encouraging the chil-

“E

verybody needs to ensure their personal safety, including children,” says Kelee Arrowsmith who will present a free self-defence series online in partnership with TygerBurger’s sister newspapers People’s Post and City Vision. Arrowsmith founded ACT (Advanced Conflict Training) Personal Safety in response to a lifechanging attack which happened about 20 years ago. At the time, she was working as a repo agent. “One day I went to pick up a big screen TV from a rather large lady who really did not want to give it back. I tried to convince her that it was the right thing to do, but in short, she picked me up and threw me down a flight of stairs,”

she writes on the company website. Having survived the harrowing ordeal, she began to develop a safety methodology that would work for anyone – from a housewife to a businessman and everyone in between. Personal safety, Arrowsmith says, is more about prevention than being physically ready for a fight. “It’s the mental preparation, learning to set boundaries, learning about awareness, learning what the bad guy looks like,” she explains. “Being safe has a lot more to do with prevention than actually physically getting into it. I would say about 90% of violent confrontations can be prevented by doing things before you get into the attack”. While her client-base is mainly

women, she says men can also benefit from learning about personal safety. “Most of our clients are women because women tend to feel a lot more vulnerable than men. They enrol to defend themselves against the ‘bad guys’ ”. But, she adds: “We get men who have really thought through their personal safety – like what would they do if two criminals kicked their doors in and rushed in with guns.” With South Africa suffering the scourge of domestic violence and gender-based violence, Arrowsmith says women especially will benefit from learning the principles of personal safety and self-defence. “It gives you a lot of confidence and a lot more awareness. Once you start doing self-defence of any

Arrowsmith adds that being mentally prepared for a confrontation, if the situation escalates that far, is beneficial. “If a woman knows some basic

self-defence, it will make a massive difference (in an altercation). But she has to be mentally prepared to go through with whatever physical things she decides to do, because just one kick in the groin most likely isn’t going to just end that type of violence – especially if it’s a spouse,” she says. Elderly couple isolate together at facility SAMANTHA LEE-JACOBS @samantha_lee121 For many, the thought of isolating from your loved ones for several days after testing positive for Covid-19 can be daunting. Especially if you are in the high-risk category. But for Valarie and Jacob Bruiners, who have been married for 35 years, spending time together in one of the province’s Covid-19 isolation facility for a few days was like a second honeymoon, making their marital bond even stronger. Jacob (67) is wheelchair-bound and suffers from diabetes and hypertension. When he started having breathing difficulties at home, he was tested for Covid-19. After he received his positive result, they were informed of their isolation options and chose to quarantine at a Western Cape health isolation facility in the Cape Town metropole. “I was very calm and did not panic when I found out I had the Coronavirus, because if you stress, then you will make yourself even sicker,” says Jacob. “The department arranged for the Red Dot taxi to collect me, and I had to leave my wife behind because I could not safely isolate at home and I understood that it was the best decision for my family.” Valerie (71), who is a community worker, volunteers making food for a local feeding scheme. After her husband tested positive she went to get tested even though she had displayed no symptoms. Upon

receiving her positive result it was decided that the couple would isolate together. “After all, it is not right for a wife to be in a strange place without her husband,” says Valerie. “The staff were so helpful. They made arrangements to have me isolate in a double room with my husband.” Jacob was happy to have his wife with him which lifted his already positive spirits even more. “When I saw my wife, I felt so much better and was very happy that we could be together again, my spirit was lifted,” says Jacob. The Bruiners were provided with medication and were monitored daily by staff in case any complications presented. The isolation facilities also provide three daily healthy meals and any additional medication and treatment that patients require. This also aided wheelchairbound Jacob who can now safely use a walker as a result of their treatment. “The place is wheelchair friendly, the staff are helpful and caring and the love I have for my wife grew even stronger. We bonded with each other and the place was peaceful. I have called this place ‘heaven’ because the staff wore white outfits, they treated us well, the other people using the service were friendly and everyone was laughing and made me feel comfortable,” says Jacob. The couple has since returned home and is enjoying life, grateful to have recovered from Covid-19,

despite their ages and comorbidities. The provincial government has established several isolation facilities to assist those unable to safely quarantine at home. Quarantine is defined in the State of National Disaster Regulations as the restriction of activities or separation of a person who was, or may potentially have been exposed, to Covid-19, such a person has the potential to spread the disease to others. The aim of quarantine is to prevent the spread of Covid-19 infection and contamination. Isolation is defined in these regulations as separating a sick person with a contagious disease from

healthy people. The aim of isolation is to prevent the spread of infection and contamination. Monique Johnstone, spokesperson for the provincial department of health, says if more than one person tests positive, they can be given the option of isolating together as was in the case of the Bruiners. “We do isolate families and couples together if they have multiple people residing in a home and cannot safely isolate separately from their high-risk family members,” she says. The facilities are available to anyone who needs them. “These facilities are available to everyone who cannot safely isolate

at home to protect their vulnerable loved ones and there is no cost involved. We arrange for the Red Dot taxi service to collect the person at home and transport them safely back home once the isolation and quarantine period is completed. We encourage people to pack sufficient clothes and snacks for the duration of their stay,” says Johnstone. Three healthy meals are served daily. Forensic facility near completion

The Covid-19 pandemic has placed massive delays on the construction of the provincial government forensic pathology facility at Groote Schuur Hospital. The expanded R281 million facility is more than 90% complete and is expected to reach practical completion by the end of the year, if the final project phase goes according to plan. The facility will set new standards within the forensic pathology sphere and enhance service delivery. In a statement, the provincial department of health said there had been a few delays regarding specifications of various infrastructure details.

However, construction resumed more than two months ago, on Monday 18 May. The department added that the Observatory Forensic Pathology Institute (OFPI) is a complex structure with extreme regulated and specific ventilation, drainage, and safety requirements, as well as sophisticated audio, visual and digital specifics. These have added sourcing and procurement issues, which have led to some delays. These crucial dynamics and specification hurdles have been solved by the competent team assigned to the project. With a mission to transform the work of the provincial forensic pathology service, the

10 399 square metre facility will provide thorough integration. Professor Lorna Martin, head of the clinical department forensic medicine and toxicology, says: “In addition to the efficient workflow, staff will work in a healthy and safe environment, compliant with all occupational health and safety guidelines.” She adds that the design of the new and improved facility is more modern and built to be light. There will also be various green spaces throughout.“The latest technology will be provided for the medico-legal investigation of death, and staff are excited and look forward to the occupation day,” she says.

Skype was ook baie gewild.” Ander platforms sluit in Google, Gmail en Facebook. “Alles het maar afgehang van die onderwyser en die leerder.” Selfs nadat die skole geleidelik oopgemaak het, het ’n groot aantal leerders besluit om verder aanlyn klas te ontvang. “Dit bly die verkose manier van die ouers, want dis gemaklik, hulle hoef nie in te ry na die sentrum nie, ons kan ons tyd beter benut en natuurlik is daar die groot veiligheids- en gesondheidsaspek.” ’n Uitdaging met aanlyn onderrig is egter die internetspoed, omdat optiese vesel nog nie in McIntyreweg, Parow beskikbaar is nie, sê Voges. Ander probleme wat hulle ervaar het sedert die inperking was dié met die sentrum se ontwikkelingsprogram vir leerders van die Kaapse Vlakte. Net ’n paar van die leerders kon aanlyn klas ontvang. Voges sê die sentrum se bestuurspan vergader deesdae via Microsoft Teams, maar een keer per week hou die span ’n aangesigtot-aangesig vergadering – almal natuurlik met maskers aan. plastiekskerms gekry. Dis twee meter hoog en party twee tot drie meter breed met wiele. Ons het ’n paar daarvan ontvang,” sê Voges. Dit beperk die druppels wat moontlik versprei kan word. Daar vind ook gereeld sanitasie plaas, sê sy. Voges sê die hele proses wat veroorsaak is deur die pandemie, was ’n uitdaging. “Dit was nie maklik nie. Die moeilikste ding om te oorkom is die aanvanklike angs en spanning wanneer jy die eerste keer weer moet begin werk.” Dit het egter tot dusver vir almal goed uitgewerk, sê sy. “Die meeste van ons kollegas is gesond,” sê Voges. Nuwe toerusting vir Fisantekraal-buurtwag ESMÉ ERASMUS @erasmusesme

isdaad in Fisantekraal het ’n dwarsklap gekry met die akkreditasie van die heel eerste buurtwag van dié woongebied buite Durbanville. Die buurtwag met sy 29 lede, die Fisantekraal-buurtwag, is reeds in 2017 begin, maar het verlede week gehoor sy akkreditasie by die provinsiale departement van gemeenskapsveiligheid was suksesvol. Die buurtwag kom nou in aanmerking vir hulpbronne, finansiering en opleiding. Dit het gevolg ná ’n uitgerekte administratiewe proses oor meer as 18 maande om aan al die nodige vereistes te voldoen. Die buurtwag is deur die Durbanville-ge-

meenskapspolisiëringsforum gehelp met die stigting en voorbereiding van hul aansoek vir akkreditasie. Volgens Ruan Beneke, raadslid vir wyk 105 van Stad Kaapstad, wat Fisantekraal insluit, het hy R70 000 van sy wykstoekennings beskikbaar gestel dat die buurtwag op die been kan kom. “Fisantekraal het die hoogste misdaadsyfer in Durbanville en dit maak net sin dat ’n buurtwag in dié area geregistreer word. “Met die onlangse toename in misdaad in Fisantekraal behoort die buurtwag ’n belangrike rol te speel om misdaad te bekamp,” het Beneke gesê. hey say when the travel bug has bitten, there’s no getting rid of it. And for the Rhoode family, not even the travel ban imposed during lockdown could stop them from seeing and tasting the world. Samantha, her husband, Greg, and fouryear-old son, Jaegger, hosted countrythemed evenings which saw them celebrate the culture of various countries and ward off cabin fever. “Basically it all started with lockdown giving us cabin fever. I was tired of making the same kind of food and my son, who loves to go out and explore, was pretty frustrated of being at home,” says Samantha. “I thought why not make Mexican food and set the table and decor for the mood, then my son suggested we dress up, which I thought was a brilliant idea. So with it being level five, we looked around the house for what we could use for decor and wear to pretend we were actually in Mexico.” On that first evening, Saturday 25 April, they set the dining area, dressed in character, made the food and played Mexican music, pretending they were in Mexico for the day. “While eating we would discuss the cultures of the country with my son and it turned into a great way to learn about another country. It was a hit! And it gave us something to look forward to doing every week, kept us entertained, educated our son and we had so much fun at the same time,” says Samantha.

For the most part, they use what they have at home; and included in the themed evenings is traditional food, music, clothing and decorations depicting the country’s culture and a lesson for Jaegger on the history of the country coupled with dancing and fun. “I do the research, Google recipes and make DIY costumes. My husband is the director and takes the amazing pictures and my son, as mentioned before, is the one with the initial inspiration and idea. “As lockdown levels eased, I would ask close friends or neighbours if they had an item I was missing to wear or for decor and props,” she says. They have already visited, Mexico, Greece, Paris, Japan, England, Hawaii, India, Russia and Egypt thus far.

Covid-19 isolation time reduced to 10 days

Rugby club celebrates a year: The NTK Youth Academy celebrated its first anniversary recently. Coach Christopher Diedericks says although the Covid-19 pandemic has put a cloud over the season, they have decided to do something small to celebrate, just to commemorate the year and to create some positivity going forward. “The academy is the birth of a new generation of rugby players in the northern suburbs community. With this in place and positive growth, we hope in future that these boys can develop into great individuals, as not only do we educate through sports, but we also hope to educate them with fundamental life skills to help prepare them for the next step, potentially becoming the next WP or Springbok player,” says Diedericks. National health minister, Dr Zweli Mkhize, has announced a reduction in the minimum isolation period for positive Covid-19 cases from 14 to 10 days. “This recommendation is based on evidence that most patients with a mild Covid-19 infection continue to shed the virus from their upper airways for approximately seven to 12 days. Furthermore, the presence of detectable virus when testing does not necessarily imply infectiousness. It has been proven that in mild cases, virus cultures are generally only positive for eight to nine days after symptom onset,” says Mkhize. The duration of infectiousness in patients with severe disease (in other words requiring admission due to clinical instability) is less well established. In general, patients with severe disease may continue to shed the virus at higher levels for longer periods than patients with mild disease, he says. “To provide a buffer, it is recommended that such patients be deisolated 10 days after clinical sta-

After considering this advice the national coronavirus command resolved to reduce the number to 10 days. He did however state that this may differ from case to case. “The recommended isolation time is the period during which a patient is still considered infectious. This should be distinguished from the point at which a patient is medically well enough to return to work. Some patients, especially those who have had severe disease, may require to be booked off sick for longer,” says Mkhize.
