he murder investigation of Lt Col Charl Kinnear has been handed over to the Hawks. Kinnear was a senior detective in the Western Cape’s anti-gang unit. He was gunned down in front of his Bishop Lavis home in Gearing Street on Friday 18 Sep-

tember. Bishop Lavis police spokesperson WO Joseph Swartbooi, confirmed that the case was handed over. “The circumstances surrounding the murder of one of the top cops in the province is under investigation. “At about 15:00, police officers rushed to Gearing Road in Bishop Lavis after receiving a complaint of a shooting incident that just occurred. Upon arrival they found the lifeless body of a 52-year-old man behind

the steering wheel of a vehicle. He sustained multiple gunshot wounds to the body and was declared deceased. Suspects are unknown and yet to be arrested,” said Swartbooi. The Forensics for Justice non-profit organisation, led by forensic investigator Paul O’Sullivan, has issued a R1 million reward for information. O’Sullivan said in a statement: “Foren-

sics for Justice cannot and will not stand idly by whilst the criminal underworld assassinates ethical, hardworking cops at will. Having fought to rid the criminal justice system of the evil of corruption for so many years, we will not let the Western Cape become the province that will take South Africa on a slippery slope to lawlessness. Farewell attire needed Durbanville Children’s Home has 10 school-leavers this year, who are, like many other matrics, missing out on their matric farewell due to the Covid19 pandemic. Instead, the matrics, of whom eight are girls and two boys, wish to dress up and go for a three-course meal at a restaurant. However, they are in need of formal dresses, suits, make-up, jewellery and hair accessories. They are not able to do this without the ongoing support of caring individuals and corporates. Dubbele moord weer in Ravensmead gepleeg BRENDEN RUITER @ruitervaniewind

N

og ’n week, nog ’n dubbele moord in Ravensmead. Volgens kapt.

FROM PAGE 1 “Charl Kinnear was a decent cop, the sort of cop that forms the back-bone of a good police service. We need cops like him in our country.” O’Sullivan said his killers must be brought to justice. “Not only justice for the trigger-man and getaway driver, but the person or persons that ordered the hit. “There are too many corrupt cops in our

Past.

country and we must all be vigilant until they are all in prison, along with the mafia that keep them in their obscene lifestyles.” Amanda Davids, deputy chair of the Bishop Lavis Community Policing Forum, said they are shocked as this is the second police murder in the area within a year. In November last year, Bishop Lavis police officer Lt Col Andre Kay was gunned down as he was reversing out of his drive-

pad kyk. Orrin Fouche, ondersoekbeampte, by 021 933 9047 of 081 542 4738 bel. Alle inligting sal vertroulik hanteer word,” sê hy.

way (“Cop murder ‘was a hit’ ”, TygerBurger, 20 November 2019). Kay was attached to the provincial firearm, liquor and second hand goods unit. Reports suggest that Kinnear had been receiving death threats for years. His family was placed under police protection at their home as a result. “We want answers because Col Kinnear had a protection letter. Why was this family no longer protected?” asks Davids. Four people have been arrested in connection with last week’s unrest in Parow in which a car was toppled over onto its side by a group of disgruntled men. The violent unrest occurred metres away from the Parow regional court and local police station in Arnold Wilhelm Street. It is still unclear as to what led to the violent act on Tuesday 15 September around 18:30, but it is alleged on social media that two people who drove the vehicle had abducted a girl earlier. This allegation was, however, denied by the provincial police. “At this stage no kidnapping case had been opened with the police. There was no child in the vehicle,” says Sgt Noloyiso Rwexana, Western Cape police spokesperson. A video of a group of men pelting a car with stones before pushing it onto its side went viral last week. In the footage a voice can also be heard explaining that the driver had been chased by a group of Somalian nationals after a girl had been taken; the driv-

tack. “They ran to the police during the public violence,” says Rwexana. Deon Maneveld, chair of the Parow Community Policing Forum, told the newspaper according to his information a misunderstanding between the two parties led to the altercation. “I believe that due to the swift action of the police, the situation was brought under control and that four individuals had been arrested at the scene,” Maneveld says.

It has been reported that the police’s anti-gang unit responded to the scene. “According to information, a group of about 50 foreign nationals were involved. The group became violent and overturned a vehicle. Police took action to disperse the crowd,” Rwexana says. Four men, aged between 33 and 55 years, who were part of the group, were arrested. The Delft police last week arrested three suspects who allegedly hijacked a bakkie with a trailer in Thubelitsha. According to police spokesperson Capt John Bartlett, a white Mitsubishi bakkie with a trailer was hijacked in Owen Madikane Street, Thubelitsha on Thursday 17 September at about 12:30 by two unknown males. “On the same day between 13:00 and 13:20 police officers followed up on information and were directed to houses in Delft South where the stolen property was offloaded. On arrival at three houses the officers found sets of double beds which was stolen and also retrieved the bakkie and trailer. The estimated value of the property amounts to R210 000,” says Bartlett. Three suspects, a 22-yearold male, a 54-year-old female and 57-year-old male from Ertjiehout Street, Delft South, was arrested for the possession of stolen property,” says Bartlett.

In another incident on 18 September at approximately 01:15, a 44-year-old man was at home in Inkabave Street, Delft, when there was a knock on his door. “Six unknown males at the door informed the complainant that they are police officials and demanded him to open the door. “The suspects had on police reflector jackets and produced a police stamped form telling him that it was a search warrant. They were armed with firearms and they stole a Panasonic plasma television and two smartphones. While officers of the crime prevention unit were patrolling they saw a white Chevrolet parked in front of the house with a man standing on top of it. Officers received information about the house robbery and arrested two suspects aged 29 and 32 after they were found in possession of the two vehicles, the stolen property, an unlicensed firearm and ammunition.”

US help entstof vir Covid-19 toets N

Partnership to develop teachers P

rivate higher education institution, Stadio Faculty of Education, that has a learner centre situated at Prestige Academy in Bellville, recently announced a partnership with nongovernmental organisation Teach the Nation to develop qualified teachers. The partnership will see prospective student teachers with degrees or diplomas enrolling for a postgraduate certificate in education (PGCE) to fully qualify as classroom teachers. Teach the Nation’s mandate is to develop leaders to help transform inequality within the education system. Following an innovative two-year fellowship, Teach the Nation fellows become a talent pool from which underserviced schools can select to fill teacher vacancies. Professor Patrick Bean, executive dean of Stadio Faculty of Education, says the collaboration with Teach the Nation points towards a larger priority for the tertiary education provider to align themselves with community-orientated partners. “We are committed to developing quality teachers from the community, for the community, which takes place in the community; and we are grateful that we’re able to provide the platform to do so. “With the exceptional work done by Teach the Nation to not only provide quality educators to underprivileged schools, but to also train them to become leaders within the community, we believe we have found a partner who aligns with our vision,” says Bean.

The PGCE qualification was introduced by Stadio Faculty of Education at the beginning of 2020. It is aimed at students with an undergraduate degree or appropriate diploma wishing to develop the knowledge and skills to become fully qualified classroom teachers. The Teach the Nation fellows will be equally split between those who already have a teaching qualification and graduate professionals from diverse academic backgrounds, who want to become involved in social change through education. Recruited fellows will be able to enrol for the PGCE qualification at no cost to themselves, with classes starting in February 2021. Additional skills will be provided through the Teach the Nation leadership development programme. The learning model allows the student to select the mode that best suits their situation. This can include live learning events at a campus or live streamed lectures at remote learning centres. Other modes of learning include live webinars on students’ laptops or smartphones, or recorded material loaded on YouTube. Bean says the flexible hybrid model offers people an opportunity to study towards a teaching qualification without having to undertake an expensive relocation to a city or metro. “At Teach the Nation, we come across a number of talented graduate professionals. For many, this is their way to contribute to the growth of the country,” says David Oliphant, CEO of Teach the Nation. V Visit www.teachthenation.org

New student housing for UWC P

rovincial minister of human settlements, Tertius Simmers, says he is pleased that the student accommodation has broken ground at the Belhar CBD project. “The sod turning marks an important step in the Belhar CBD project,” says Simmers. “From the outset, the aim of this development has been to demonstrate what an integrated, mixed-use development could look like. “This is so, as this development consists of various types of residential units, which includes social housing, Flisp units, subsidised housing units for military veterans, and the student accommodation.” “The sod turning is a critical step, particu-

larly since the development is surrounded by two of Cape Town’s biggest tertiary institutions, namely the University of the Western Cape and the Cape Peninsula University of Technology (CPUT), Bellville campus. There are also smaller colleges within the vicinity of the development. “I’d like to encourage the contractor to ensure that the high standard we’ve already seen in this project is maintained. This project holds various benefits and includes green initiatives, such as heat pumps and window sills, manufactured from recycled material. “In addition, borehole water is utilised for building purposes as well as LED street lamps. Furthermore, the units are installed

with pre-paid electricity and water meters to curb resource wastage. “I’m looking forward to returning to this development at the beginning of 2022 to hand over the first of these student units.” The total development of Belhar CBD consists of more than 3 500 units. The student accommodation component consists of three modern multi-storey buildings, consisting of 2 720 beds, which equates to 684 units. The cost of student accommodation is R540 million.

Assistant recognised as hero Sabelo Handula, a linen stores assistant, is this week’s “Coronavirus Hero Amongst Us” at the Tygerberg Hospital. The campaign seeks to highlight an official’s achievements, abilities or personal qualities during the Covid-19 pandemic.

Sabelo Handula

As a linen stores assistant in the linen management department for seven years, Sabelo’s duties include operating linen machines; the sluice, washing and drying of dirty linen; the sorting of all linen received from external laundries; distributing linen in bags to each ward and assessing linen items according to ward lists.

Sabelo, a Khayelitsha resident, says the pandemic had a minor effect on his work duties. “Covid-19 did not affect my work, because my colleagues and I stuck to the rules and regulations of Covid-19,” he says. These include maintaining their social distance, wearing of their masks and washing of their hands regularly. “I want to thank my colleagues in the linen department for working together in this difficult time,” Sabelo says.

arlier this year the V&A Waterfront, in partnership with the National Treasury’s Jobs Fund, announced the development of Makers Landing, a space that will support job creation and skills development in the local food industry. The core of this project within the reimagined Cape Town Cruise Terminal will be the kitchen incubator space, where local foodpreneurs can innovate, learn and grow their businesses within a local food community. The vision is to champion small business development and facilitate skills sharing between credible food experts and budding entrepreneurs, while using the best of industry knowledge. Makers Landing will also include a kitchen studio and event space, to showcase South African food heritage, as well as a Makers’ Space with market stalls and eateries. The Food Lab incubation programme, in partnership with the Jobs Fund, is now accepting applications. Applicants should have an existing food business that is actively selling or operating and has been in operation for less than three years. The programme will offer opportunities to qualified business start-ups and existing small food businesses that can show they will benefit significantly from affordable access to a licensed commercial kitchen space, and technical assistance and training from experts in food industry techniques and general business operations. The incubator programme will run as

modules of six months at a time, with two sessions a week. It will be a combination of online modules, in-class learning and individual assignments. The content has been developed by Stellenbosch University’s LaunchLab and industry experts with real-life experience. Candidates interested in applying for the programme should have: . A desire to formalise and expand their food business and a plan for how to achieve that growth. . Experience in operating a food business, formally or informally, for at least six-months, but less than three years. . A personal support network. . An entrepreneurial spirit, enthusiasm, and persistence. . A vision for the business. Candidates will be interviewed. Upon graduation the programme will make way for the next group of candidates. Fees have been largely discounted by the Jobs Fund and the V&A Waterfront, but applicants will have to pay a monthly fee to have access to the training, network and facilities, as well as costs to cover regulatory items such as health and safety certification. The programme is also looking for partners to help them provide the candidates with the tools and knowledge they need to create sustainable food businesses. Organisations with relevant expertise, or individuals with a passion for food and social transformation, can apply. V Applications for the first cohort close 23 October. Airport ready for foreign travelers G

etting ready to receive international travellers when our borders open on 1 October, new thermal screening camera devices at Cape Town International Airport (CTIA) are currently being tested as a contactless way of screening those entering the airport. “The relaxation of restrictions on international travel, and the certainty that borders will open on 1 October, is a welcome relief to the tourism and hospitality industry who have been hard-hit by restrictions,” said provincial finance minister David Maynier during a visit to the airport on Friday 18 September. “This industry is dependent on international travellers who contribute significantly to these sectors in the Western Cape.” Since the recommencement of inter-provincial leisure travel in August 2020, domestic flights to and from Cape Town have seen a considerable increase with the three airlines currently serving the CTIA, Airlink, FlySafair and Mango, providing a combined frequency of 314 domestic flights a week, which is an increase of 74% month-

on-month. CTIA general manager, Deon Cloete, said, “We see an average of 50 flights a day operate from the airport, with Friday being our busiest day. This is significantly stepped up since we first opened our doors in June under alert level 3 conditions where there were only six flights a day.” Maynier said the thermal cameras can potentially assist to track the temperature of high volumes of meeters and greeters walking through the airport terminals. James Vos, mayco member for economic opportunities and asset management at the City of Cape Town, said the City’s tourism task team has devised and is now implementing the Tourism Bounce-Back-strategy to ensure tourism get back on its feet as soon as possible. “Our domestic campaigns will target locals and market Cape Town as a quality and affordable destination.” Cloete added that CTIA has worked hard to ensure that the airport is able to safely facilitate passengers. “We continue to work with the airlines and the industry at large in order to build much needed passenger confidence.”

Rare syndrome in kids related to Covid-19 DESIRÉE RORKE @dezzierorke

A

s of last week, multisystem inflammatory syndrome or MIS-C, a condition in children that is linked to Covid-19, is now a notifiable medical condition in South Africa. This syndrome, according to Dr Gerhard de Bruin, a pediatrician at Cape Gate Mediclinic, has internationally been described as relating to the novel coronavirus infection. “This illness is closely related to Kawasaki disease, which is a similar inflammatory condition occurring in the childhood population. Kawasaki disease has been effectively treated for many decades once the diagnosis has been established,” says De

Bruin. To make the diagnosis of coronavirus inflammatory syndrome or MIS-C requires a child to present with a fever lasting in excess of 24 hours, laboratory evidence of inflammation of more than one system, testing positive for the Covid-19 virus or antibodies proving a previous infection. Other symptoms to look out for include abdominal pain, vomiting, diarrhoea, neck pain, bloodshot eyes and feeling extra tired. De Bruin says severe illness will require hospitalisation. “This condition is actually quite rare, but the importance of identifying and correctly treating it is underscored by the inclusion in the notifiable register.” He advises that medical care be sought if your child presents with fever lasting longer than 24 hours and a suspicion exists of coro-

navirus infection. He says guidelines have been established to treat this inflammatory syndrome and the majority of children will show full recovery. “MIS-C is a condition where different body parts can become inflamed, including the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal organs. We do not yet know what causes MIS-C. However, we know that many children with MIS-C had the virus that causes Covid-19, or had been around someone with Covid-19. MIS-C can be serious, even deadly, but most children who were diagnosed with this condition have gotten better with medical care,” said Sinenhlanhla Jimoh, a spokesperson at the NICD, in a statement to the media on Tuesday (15 September). Notifiable medical conditions are

diseases that are of public health importance because they pose significant public health risks. “Although MIS-C is a rare syndrome, there are reports of MIS-C associated with Covid-19 globally, and more recently in South Africa. With the ongoing pandemic, we expect to see more MIS-C cases over the next few months throughout the country.” The healthcare worker responsible for the patient should notify authorities immediately of a probable or confirmed case through the Notifiable Medical Conditions Surveillance System (NMCSS).” A group of pediatricians and other experts have been established to collate and analyse data on MIS-C cases reported through the NMCSS.

Charity locked down How you can help

Tereg sing Amanda Strydom “Ek kan rock in my taal, ek maak amok in my taal en kan skok in my taal”.

As the Covid-19 crisis continues and many people are struggling to make ends meet, non-profit organisations (NPOs) and non-government organisations (NGOs) are trying to provide support to those that need it most. These organisations have lost most of their income from fundraising events and need your help to continue giving care. TygerBurger is making it easier for you to contribute responsibly by featuring accredited and/or legitimate organisations that will distribute your donation to the right people. To be featured here registered NPOs and NGOs or those with clear proof of their donations/activities can email a description of their service, NPO number (if applicable) and contact details to nielen.deklerk@tygerburger.co.za. Please include specific needs and a drop-off point, if possible. V Bella’s Guardian Angels is a non-profit animal rescue organisation based in Joostenbergvlakte. They need tins of Pamper food for kittens, as well as old newspapers, Domestos and washing powder. Donations can be dropped off at 35 Suikerbekkie W Street, Joostenbergvlakte.

Be part of the solution not the problem We have had wonderful rains recently. For some people living on the streets it was a real inconvenience because the rain wet their bedding. For those who had shelter, the rain was not such an inconvenience. For some it was a pleasure seeing the rain coming and watering the earth, then flowing into the stormwater system and into the sea. For some, the rain was harvested and used for lasting effect in irrigating, washing or other useful purposes. This is an example of something being part of a problem, not being such a problem, not being a particular solution, and being a distinct part of

the solution. We can also be part of the solution, or part of the problem. There are certain homeless people who come to my door. I remember one, in particular, to whom we gave some tins of food. He was clearly hungry, unlike some who have simply discarded what was given to them. This one went around the corner, sat down, and ate from the tins. Then I saw the following morning when taking a walk, that he had left the tins in the gutter. Suddenly I had become part of the problem because my tins were littering the neighbourhood. Why is it that beggars who constantly receive

Dié boetes is absurd Ek verwys na die berig “Take down sign or face fine” (TygerBurger, 16 September).

Ek wil net weet of daar verskillende reëls vir verskillende gebiede is. Gaan kyk hoe lyk dit in Wallacedene by daardie ondernemings. Net my opinie. MARIUS NIEMAND E-pos

I love my country and it grieves me when anyone demonstrates a lack of love for our wonderful land. It is unfortunate that so many people simply litter, or are part of the problem in any other way. Let each of us choose to be part of the solution and not part of the problem.

Rare syndrome in kids related to coronavirus DESIRÉE RORKE @dezzierorke

The Brackengate Hospital of Hope physiotherapist team with some of their patients.

Physiotherapy needed after Covid recovery After receiving hospital treatment for Covid-19, patients need physiotherapy to resume everyday activities. A physiotherapist at Brackengate Hospital of Hope, Helanie Pool, says her team ensures that the right therapy helps these patients to become physically functional again. “Therapy helps patients to be able to get dressed, eat, and wash themselves by the time they go home,” she says. Some patients who’ve had the coronavirus need further care as they may have suffered from severe muscle weakness, joint stiffness and fatigue. We have to address the individual needs and

consequences of the illness that stem from recovery from longterm ventilation, supplemental oxygen requirements resulting in respiratory impairment and immobilisation, along with the consequences of pre-existing conditions and co-morbidities,” says Pool. Physiotherapists have provided a range of services to patients with each session being unique. It includes cardiovascular exercise training, breathing exercises, mobility activities and motion exercise. During September the team planned a fun walk and information sessions. Exercise helps to strengthen patients and benefits of regular

exercise include immune regulation, reducing the risk of illness, reducing breathlessness, increasing muscle strength, improved balance, coordination, and concentration. She adds that they hope to provide patients with knowledge to manage their healthcare needs outside of the hospital. “The overall aim of physiotherapy is to improve physical function and their quality of life.” Brackengate is an inpatient intermediate care facility. Patients are referred from various hospitals within the Cape Metropole. These patients are then referred for physiotherapy by the physicians in charge of their care.

The data will shed light on the true burden of MIS-C in the country, and to inform decisions on the clinical and epidemiological management of this condition.

With the country moving to level 1 from Monday 21 September, the squad will slowly but surely be moving back into full competitive mode with all Covid-19 protocols in place. TygerBurger spoke to some of the players at the ceremony when the team received their HSBC Sevens silver medals for finishing second in the World Series after New Zealand, after six tournaments, with four tournaments being cancelled due to the pandemic. “We arrived home from the American leg of the series, were immediately quarantined for 14 days and we all thought it was only going to be for three weeks. To our dismay, the days were extended and the other four tournaments

were cancelled while we were at home,” says Branco du Preez. The team was on a high after winning the inaugural Los Angeles leg of the series, with Du Preez winning the title with less than two minutes to spare. “What I’ve learned the past six months are that you as a human being can adjust to any situation and prioritise what is important to you. In the past you saw very little of your family as you were focussed on the next tournament. In between breaks it was always a ‘hi and goodbye’ when you visit family as you were always on the road,” Du Preez says. Besides training on his own he also handed out food parcels and food to residents in the Kraaifontein area as one of the sporting ambassadors for the Be the Difference Foundation in Kraaifontein. Meanwhile, Ryan Oosthuizen hit the books and finished his assignments for his LLB degree. “What the lockdown taught me was that you must accept things that you cannot change and move on. The cancellation of the last four

tournaments of the (World) Series put a hold on our preparation to try to close the gap on New Zealand and our preparation for the Olympics in Tokyo that was supposed to be held in July. Now we have to refocus on our preparation for next year and not being able to compete competitively in competitions is also a blow. We have to accept this new situation as all the teams on the circuit are in the same situation. Borders of countries are closed and everyone has to put structures and/or programmes in place to tide over the situation,” Oosthuizen says. Chris Dry spent some of his time during the lockdown on a farm and was doing other chores in and around his home. “People passing on due to Covid-19 during the lockdown forced me to take stock of my life and how to keep myself and others safe. With us moving to level 1, I am sure the management will slowly but surely implement contact sessions as I cannot remember what a rugby ball looks like or if I know how to handle the oval ball,” Dry says.
